in mykolaiv. accusing russian military of disguising russian tanks with ukrainian flags and then opening fire on civilians. nbc news though, is not yet able to independently confirm this. russian military officials, meanwhile, claim they struck 26 military facilities just in the last few hours. destroying warehouses, destroying resources and to ukraine by western countries. nbc news, again, not able to independently confirm that. also this hour, some advice from a former president on how to handle putin's frequent references to nuclear weapons. >> i would say we have far more than you do, far more powerful than you. and you can't use that word ever again. you cannot use the nuclear word ever again. >> joining us now, nbc's kelly cook from ukraine and -- from the white house. kelly, we'll start with you here. what are you hearing from people there in odessa after this latest round of missile attacks? >> well, alex, once again, odessa, after being somewhat quiet of the past three weeks, it's being targeted by russian missiles. we are under an air raid alert as we speak. it sounded just about 20 minutes ago, we heard at least two of them overnight last night. the ukrainian saying that they intercepted at least two russian cruise missiles late into the night. all of this, as you mentioned, on orthodox easter weekend. the saturday midnight mass, which is a typical tradition for orthodox ukrainian christians, was canceled in the city. christians going to mask today, celebrating, but these cruise missile attacks are very much on peoples minds. we actually visited the site where one of those missile struck yesterday, in the middle of the afternoon. spoke to people who are having tea and heard a huge boom. the missile going straight through this apartment building, killing eight people and injuring 18. among the dead was a young mom and a three month old girl, a lot of thoughts here in odessa going towards that family today. as we were, there we actually spoke to a father and his little girl who live nearby. take a listen to what they had to say. >> it's really scary for the children, because they hear the noises of these missiles all the time. and they get really scared of this. and they don't know what's going to go, tomorrow where they're going to be. >> the ukrainian military said that one military installation was hit yesterday, two missiles in total struck the city. one in the apartment building, one of the undisclosed military installation. as i said, alex, we are once again under an air alert today. russia clearly has odessa, once again, on its mind and is targeting the city again. alex? >> i still can't figure out why apartment buildings are targets of russian built missiles, other district error in the people there in ukraine. anyway, kelly, thank you for that. let's go to nbc's mike men leave at the white house for us. president zelenskyy says he said to meet with secretary of state anthony blinken as well as defense artery lloyd austin today. what can you tell us about this high stakes meeting? i'm going to be clear about this, it has been hard for us to confirm details of this meeting. so, do you know anything? >> yeah, alex, i want to underscore that point. because we have to make clear that the white house, biden administration officials more broadly, have been unable to can form what's alive ski said publicly of this high delegation visiting ukraine. and there's good reason. remember, when we saw those pictures of uk prime minister boris johnson in kyiv the white house was questioned repeatedly about whether we will see president biden make such a visit. , ultimately they were describing the incredible security concerns of such a high-level visit. underscoring, as, well that it was the train that johnson took to get from the polish border into ukraine. that is an extended amount of time in a war zone. so, the sensitivity about even the secretaries here traveling it's just the same. now, if and when we do see those officials and ukraine, the question is whether this is simply a symbolic, visit a very important symbol, but purely symbolism. or whether there is some substance here. as the term is here in washington, whether there are deliverables. the white house has been underscoring for days now their incredible military assistance. we saw it just now with the presidents additional $800 million of military assistance to ukraine, thousand other point we heard this morning from john, finer on meet the press. let's hear some of what he had to say. >> i would point to the last two weeks, really the last ten days. where the united states has announced 1.6 billion dollars in additional security assistance, that is having a significant impact on the ground in terms of ukraine being able to hold off and push back russian forces. we have been announcing deliverables, a fancy word for things we are providing to ukrainians to enable their fight, just about every day. if not every, day every week. we will have a lot more to say about that in a week ahead. >> now, you'll remember that congress last month passed more than 15 billion dollars in both economic and security assistance for ukraine. you heard the president this week saying, now, they've exhausted that amount. the three point 25 billion dollars on security assistance totaled with that 800 million this, week it has exhausted the supply. now the focus does return to congress, which will be returning to washington this week. president said he was working with the pentagon to determine how much additional funding is going to be asking for from congress. if secretary austin is there on the ground today, he'll get a firsthand account of from president zelenskyy of just how much is needed. and that will send the bill to congress. alex? >> thank you so much, see you again my friend. joining me now, another, friend maryland senator ben cardin. from the foreign relations committee. good to see you sir. first question, end of the gate. how important is this trip with secretary blinken and secretary austin to kyiv? what kind of message do you think it sends to the world or just to president putin? >> well, alex, first it's good to be with you. i think it shows that the united states is in for what we need to do immediately, but we're also in for the long term. it's important that diplomats returned to ukraine. i hope that we soon will be opening our mission backup in kyiv. obviously, it needs to be safe for us to do that. we also want to make it clear that we will provide everything they need, from the point of view of military weapons. i'm certain that congress will be yelling to support additional funds going into the military are meant for ukraine. we are there for the long term. we recognize that this may take a period of time, and that ukraine it's going to need our continued support. >> for how long, though, sir? if you look at the amount of money we've already sent, if this war continues unabated, potentially for years, can the u.s. keep up this level of support, of assistance to ukraine? without depleting u.s. supplies? >> i think we need to. i think we need to make sure that ukraine can maintain its sovereignty. we recognize this is the front line on defense of a democratic government. ukraine is a target right now, but if ukraine were to fall we know that moldova, georgia and other countries, including nato allies, would be at high risk. this is international security interest, to make sure we continue our strong support for the ukrainians defending themselves. but we also need to take care of humanitarian needs, there's no question about. that we have to protect the civilian population, and we need to preserve the evidence for war crimes. clearly mr. putin has committed war crimes, and there needs to be accountability and he needs to be brought part of the international effort at this moment to preserve that evidence. >> we've heard president zelenskyy say he would very much like to welcome president biden to kyiv, when it's of course a for him to do so. do you think the president should go to ukraine? and, if he does, what kind of message does that send to the world? >> well, i think the right message being sent. again, we have not been able to confirm whether the secretary of state and secretary of defense are going to kyiv or going to ukraine. i think that's the appropriate presents at this particular moment. but we also need to make sure that we are maintaining the security and safety of americans that maybe in ukraine. the president will go when it's safe. the circumstances on the ground right, now are clearly not clear. so, i can understand the decision made from a security point of view. >> given the fact that vladimir zelenskyy has to deal with vladimir putin, do you have any hope for a peaceful diplomatic agreement to end this war? does anything indicate that is anywhere on the horizon? >> alex, i have absolutely zero confidence in mr. putin. anything he says, you can't believe. that is part of his arsenal, war arsenal, is to misinform and to lie, to use propaganda. so, you can't believe anything that he says. i do think there is a price that russia is paying, not only in regards to lots of life and cause, but also politically for mr. putin. there will come a point where he recognizes the risk to his own support, within russia, is at stake. i think there will be a way where we can reduce the violence and hopefully get russia out of ukraine, but it's going to take some time and i have no confidence and all that mr. putin is sincere in regards to these diplomatic efforts. >> yeah, let me correct myself, it's a volodymyr zelenskyy. i used vladimir for both of the gentlemen. let's move to the voting, sir, that is underway in france. with emmanuel macron and marianne le pen, are you concerned about the potential impact that a le pen win would have on nato and european solidarity and support of ukraine? >> we will let the french people make their decisions as to who their leader will be. i know that mr. macron has been a strong partner with us, in regards to nato and regards to our resolve against russia. not just in ukraine, but beyond ukraine. so, i think our interest is to maintain france's strong support for the nato alliance and for our resolve against russia's aggression. and we hope this election will make that clear. >> all right, well, let's move to our elections. because too close, is close sources are telling the help that biden told obama he's planning to run for reelection in 2020. for what is your reaction to that? >> i'm interested first in the 2022 elections. let's see how the control of congress goes. obviously, we're concerned for the democratic party preserving its control of both the house and the senate. 2024 seems like a long time away. we are very proud of president biden's leadership, he's had a really tough handle to him as a result of the trump administration. i think he's handled our national security, unified our presents with our nato allies. he's gotten covid under control, he's gotten our economy back on the right track in regards to rebuilding our infrastructure. so, i think he has a proud record in his first year in several months. i am confident that he will continue to build on that record of accomplishments. >> all right, duly noted. we will talk, though, about 2024 sometime mid november, how about that. meantime, let's talk about biden announcing those new actions this week that makes it easier for federal student loan forgiveness under the existing programs that. their during his campaign, biden said that he would support $10,000 and student loan forgiveness for every borrower. as you, know some of your colleagues are pushing for $50,000 to be forgiven. how about you, sir? do you have an amount that you specifically support, and do you think, in doing this, should the president take executive action or should congress passed legislation to make it happen? >> alex, i'm for a comprehensive solution to the cost of higher education. i believe that a family should be able to afford a four year college education without going into debt. there needs to be accountability on behalf of the student. i think there should be a requirement of some public service, but i believe you should be able to attend a four year college, comparable to a state college or university, without any debt. i've introduced legislation to accomplish that objective. and regards to those who currently have student debt outstanding, we have to make sure that they are refinance that the lowest possible interest rates. and yes, i do support loan forgiveness for those who are really struggling today with their student debt. during covid-19, we've extended certain relief. i think we need to make some of that really permanent. >> may i ask you, quickly, sir, about the transportation and the mask mandates. on and off again. now we know that the department of justice is going to go after the florida federal judge that ruled that they are unlawful at this point. where do you stand on that? do you have any hope that a return of a mask mandate, wear that to happen, could be effective? >> well, i certainly supported the mask mandate, particularly on public transport. whether it's air or the transit systems that we have locally. i believe it made sense, it made people feel comfortable, a returned ridership to our air traffic as well as to our transit systems in a safe manner. so, i supported those mandates. i think that should be controlled by public health experts. i was disappointed in the court decision, i didn't quite understand how that decision affected the entire country. but i assume that will play out in our courts. in the meantime, let's be smart about this. let's recognize that wearing a mask is a minor inconvenience for us to prevent the spread of covid. there's still a lot of people in our community that have not been vaccinated, we should encourage everyone to get vaccinated and boosted. >> absolutely, i agree with you. i've said many times, there is no shame in wearing a mask if it makes you feel better and safe. there maryland senator, ben cardin. good to see you on the sunday, i'll see you again soon. the big friendship test for the former president house minority leader, is it water under the bridge? >> well, alex, our team is out to several gop lawmakers who are specifically mentioned in these new details. and we haven't heard back yet. but the back story here is, we know that former white house chief of staff mark meadows briefly cooperated with the january six committee last year. he turned over thousands of text messages, documents. then he stopped cooperating. the committee then subpoenaed him. he claimed executive privilege, did not cooperate with those subpoenas. now he's facing potential criminal charges with the doj. because of, this the committee filed an almost 250-page court motion late friday, saying exactly why they want meadows to come in and testify. the five-ing includes testimony from a former white house aide named cassidy hutchinson. she goes into the details of what he knew about january 6th. she says that he was warned that events on january 6th could turn violent, and despite this warning he went forward with plans for transit trump's rally on the ellipse. and plans to overturn the election anyway. she also heard the white house office warning of the so-called fake electors plot, saying that is not legally sound. she goes into more details about just how involved republican lawmakers where with the white house, in trying to overturn those election results. by the way, nbc news has reached out to mark meadows's attorney for comment, we have not heard back yet. but alex, this is all surfacing as the house republican leader kevin mccarthy is doing damage control after those audio clip surfaced where he or urged that former president to resign after january 6th. now he's coming out and denying that he ever said any of that. despite this, alex, the former president himself and several house republican lawmakers are saying they still stand behind mccarthy. listen here. >> can kevin mccarthy still lead your conference, sir? >> yeah, absolutely. i think kevin is in very good shape. in fact, the president came out saying this is not going to endanger his relationship with kevin. that he is strongly supportive. he is very astute in his grasp of the knowledge. he has worked tirelessly to get the majority back, i could tell you that support in the conference is very strong for him. this is a little beltway bubble blip, if you will. >> yeah, no change in tune there. but to wrap this up, on the january six front, the committee is really feeling the pressure ahead of this unofficial midterm election deadline. to wrap up their investigation. we expect donald trump jr. to speak with the committee in the next few days, we don't have a specific date on the schedule yet. members of the committee say that those long awaited public hearings that we expect alas every week's have shifted in their timeline, from may to now june, alex. >> okay, allie raffa, thank you for that from capitol hill. joining me now, peter baker, chief correspondent for the new york times and nbc news political analyst and coauthor of the upcoming book that divide, or trump in the white house 2017 to 2021. i cannot wait to get my hands on that book, just saying. like, among the first that you're sending out, me, that's all. okay, good. let's talk about the new reporting with mark meadows. what are the implications you see here? >> one thing that's fascinating is that meadows got called out denying that -- meadows is all playing this interesting game where he is denied operation with the january six commission, at the same time he provided them some of the most important evidence they've had to date. these text messages that he sent out and received, they lay out a roadmap of how this postelection campaign to overturn the results really played out. you saw, at various points, that they had focused early on january 6th. even before they had any evidence of any election fraud, which obviously didn't materialize. they are focused on these false electors, these alternate electors they were trying to convince the vice president that he had the power to reject electors that one for biden. and meadows has been such a fascinating figure, right at the center of all of this. he's fascinating, partially, because he was seen at the time and he reassured a lot of establishment republicans at the time that he, was in effect, on the other side of this. trying to talk trump down off the ledge. that he was a grown up in the room would help land the plane and get him to accept the reality of defeat. but the text messages and the evidence that we've got suggests that in fact he was one of the enablers who is pushing these fraud allegations, no matter how farfetched or outlandish they were. >> let me ask about what you did this week when you tweeted about house minority leader kevin mccarthy. saying this, the mccarthy case demonstrates how in today's republican party being caught this in trump's perceived to be more politically dangerous than being caught brazenly lying. to your point, peter, it appears trump is taking this in stride. but why doesn't this bother trump? do you see any kind of calculation there? >> well, look, trump has always been very transactional that his alliances. he is always ex communicated people from his inner circle and then brought them back in, depending on where they were at that moment. he is willing to overlook a lot of things that people have said about him in the past, that were pretty negative, if he saying nice things about him right now. we've seen this again and again. he said last night at his rally, with j.d. vance, who himself trashed president trump years back. former president trump said, if i only endorsed people who never said anything bad about me i would be able to endorse anybody. so, it's a great transactional look at politics and his way of thinking. for him, kevin mccarthy has come around to be a supporter again. he has renounced, in effect, towards that he said on that tape. that's what's important, mostly, to president trump at this time. doesn't mean he's necessarily going to support him down the road. trump could pull his support for mccarthy when the moment comes, if he does run for speaker. but at this moment is going to forgive and forget, because mccarthy is right now on board the trump train. >> speaking of that run for speaker, do you think this could complicate mccarthy's effort to achieve this seemingly lifelong, at least professional, goal of his? is he in a strong position? >> well, i think it complicates. it doesn't necessarily mean that it will prevent him from winning the vote. but you did hear a lot of republicans say in the last few days, you showed mike mccaul saying, yes, we're still with him. you heard no, or at least very little, republican criticism of kevin mccarthy. for either lying or for saying one thing and then another thing about former president trump. but, at the same time, remember, if you win the majority as a republican party and you don't have a particularly large majority, we don't know what kind of majority they might have, you need every single road vote, practically. it's not enough to win a majority of her caucus, because even a handful of people can deny you the speakership if you don't have a particularly robust majority in the house. we don't know that's going to look like. so, it doesn't necessarily keep him from winning but it does, as you say, potentially complicate things down the road. >> let's move to ukraine. now president volodymyr zelenskyy saying he's meeting with secretary of state anthony blinken and defense arbitrary lloyd austin today. this meeting certainly coming at a critical point the war. what more can the u.s. do to help ukraine, then it is already doing? i mean, certainly a continuation of the efforts. but is there another angle? >> well, look, of course they announce another $800 million worth of weaponry this week. i think that brings the total up to something like three and a half billion dollars over the course of the war with russia, from american arms to ukrainian soldiers. that's a big, big deal. that's obviously the kind of train of supplies that presidents length he would like to keep coming, because they continue to be fighting and using up the ammunition and using up the material and the machinery that the americans are sending them. that's a super important thing. the other thing i think president zelenskyy wants, though, and he's not getting, is a more active role. he said all along he wants nato to enforce some sort of a no-fly zone, that's off the table as far as president biden is concerned. one of the things that you see with secretary blinken and secretary austin going there today, it's to show that despite that, america is fully behind ukraine and its fight, even as the fighting shifts to the east in the south. it's not going to give up or simply allow russia to carve off part of the country and say that's enough, we're going to call it quits here. ukrainians are not going to accept the boundaries of their country being re-written, and the united states is going to stand with them. >> well, you tweeted out a poll. this is very interesting. it found that most americans think that joe biden is being tough enough on russia. but then there is fewer who want america to play a major role. so, what is the sense in the white house about these really contradictory sentiments? >> yeah, there you go, americans, of course, often conflicted when it comes to foreign policy challenges like this. they want america to be the most important player in the world but, at times, they don't want america to be investing too much in other countries as well. we've seen the strain of thinking over the last number of years, there's a certain exhaustion factor. why are we continue to worry about other people's problems when we have enough problems of our own? having said, that i think, broadly, speaking president mine has made the case and both democrats and republicans in washington agree, more or less, that putin poses a threat to the international order. and the united states as well. you can't simply allow a big power like russia to redraw the map of europe through the use of force, without suffering a great deal of consequence to stability and a sense of international order. so, there is that sense in america that we should stand up against russia. they just don't want to stand and -- see anything that cost us lives. that's obviously a tension that challenges president biden in a political sense. >> yeah, totally. okay. peter baker, i hope we have a date next sunday. all its way to seeing you then, thank you. it is an overseas presidential race that you're going to want to be paying attention to. how i went from a far-right candidate could deliver a big boost to vladimir putin. to vladimir putin. meets power? did not this intention to travel to moscow. and you talk to president putin. i cannot tell you. any peace talks, they would end it with a result. i really don't have those peace talks, organized by secretary general of the un, will have any result. we need more not only in terms of political things, but in terms of documentarian things. jen is not being left behind in ukraine in terms of humanitarian support for the country. >> well, presents lynskey was particularly disturbed by the missile strike on the city of odessa. >> 18 or 20 people are wounded, i threw month old baby has died. they killed a three month old baby. >> but the attack brings an old russian military objective back into focus. that being the control of a dustup through to moldova. -- is that the board for. us richard, talk about what happened and how easy or challenging it would be to take odessa. >> you remember odessa. we were talking about that in the beginning of this conflict. right, alex? russia was targeting, potentially, a city that far west. by itself, odessa is a prize for russia. hence the battle for a desperation. now nearly half of ukraine's trade flows through this port city of al jazeera. not to mention the new potential trade of military lanes that could result from taking over odessa. that would be excessive. yesterday, russian missiles struck the core. the core of odessa. which is believed to be this strategic bomber. what's interesting about this is that the missiles were launched way over here from the caspian sea, not from the black sea. which is typical. what's that say about russian forces and their capabilities, or about ukrainian defenses right now in this space? according to ukrainian southerner defensive forces, they fired six missiles that came here from that strategic bomber. and from what we understand it is about 1000 miles to get to that point. ukrainian air defenses. those took down two of them. they would stop them along the way, but they would talk about it before. how will those two missiles did hitting those profiles. and two, struck this residential building. we have this video that we were at earlier today. earlier on this location. president zelenskyy saying a three month old baby, as was just mentioned, was a lot among the eight that were killed. odessa certainly when we look at what is happening right now, is of honorable. it is especially vulnerable by sea. when you look at the southern map of where ida is that, what we are hearing according to early reports from ukrainian military analysis, they say russia is capable, from the black sea down here, of mobilizing 12 ships. and on those ships, having five battalions of about 400 soldiers each. and then storming odessa. now, the week ukrainian naval resistance is minimal. they would have at the way they would like. not to mention the 1500 troops russian troops, that are up here in moldova. which could come in and create another front, basically saying reaching odessa. with the russian military progress in the south which we have seen right here, this solid block. we've been talking about this, the most solid route we have seen, alex. this could increase our doses vulnerability. >> that is really concerning. it kind of looks like russia would make room, and that does is definitely in the crosshairs there. >> absolutely. when you look at republicans are registered democrats. and if you look at the people who are moving to florida, who tend to be more mobile people and people looking to avoid taxes in states like new york in california, they care about business and tax policy. it looks, like and i would frame it like governor desantis will be responsible for the largest property tax increase in florida for 20 years. i have to do the research. but something like that. i would hit the economic message must harder. businesses in florida, beware, he may come after you. that is where i would keep the message. >> okay. what about you donkeys? disney was accused of lying about the controversial during that ceremony on friday. the company wasn't good under intense pressure to respond. do you think disney is really taking a stance on this bill? did they even have an option? whether it is internal employee outcry over the bill? >> disney is absolutely in the right. here they are on the right side of history, to be clear. there is a very clear right and wrong here. many moons ago i was a state legislator. in a different time in my life. i have been corporate as well. let me tell you, corporations and corporate investment are moved forward by esg concerned, social, climate, and government, meaning corporate governments. how a company behaves in operates itself against a larger social backdrop. and she is not going anywhere. it changes not just how -- who they hire, but it also contains how investors decide to invest in corporations. ron desantis, harbored graduate, has gotten this so wrong that he has decided to trouble down on the oppression of the lgbtqia community, and it's completely ignore the esg concerns, which more and more coming to dictate corporate moves in this country. disney is clearly on the right side of this, and they clearly did the right thing, not only to protect their employee base, but their larger corporate environment, including those who him fast in private property. >> okay. why didn't you david, the repeal of this is not going to take effect now until june of 2023. so talk about the timeline here, because that is after desantis has to face an election to hold on to his gubernatorial seat. do you think they are going to remember this on polling day after the headlines wayne? >> it does give governor desantis a current culture war when. it gives, democrats as susan, said the ability to stay on the -- about tax. but this is all plaster on their ultimately going to repeal it next spring. that brings a question though, this is been so public. would florida republicans really wore al-baghdadi decision? we didn't really offer concessions? i don't think so, after the family conversation disney had with its employees and its shareholders. they baked in a year for this to all get undone. but it is really hard to undo this mess. i think the most important angle here, though, is a political posture of a governor in a state party. nearly unanimously among florida republicans, they recognize that they would use their official power to punish public speech. to compel specific behavior. that is a danger. susan is right about the november messaging for tax increases. did he says we oppose the governor in his bill, and we are going to freeze our campaign contribution. garnering republicans called in the executive session to revoke disney's tax privileges. that is using official members of the state to quell public speech. it has a chilling effect, and it is done at the hands of a man who is asking to become president of the united states. >> good point you make. there let's go back to the economic aspect, though, since you brought it up. susan once this law takes effect, there are those two florida counties and went to disney world sits. they could inherit about a billion dollars in. debt that would certainly translate to higher taxes for many floridians there. these local taxpayers are also voters. how are they going to respond if this debt bomb, that is what's c bc has labeled, it goes off? >> they will overreact. it is also important to keep clear. it is not just what disney pays for as far as police and maintenance of their grand. they also pay property taxes. they are already in this. that billion dollars is going to have a direct impact on all services. imagine having to build and hire a department in order to take care of disney. right now, it is a certain size. this is a tremendous impact. it reminds me of governor abbott in texas, who gave an inspection at the border holding up the process for days and days. i imagine david is out there, there is enough time to reverse this by the florida legislature. but i think that desantis played this all wrong, and he will regret it. not just now, but more short when he is running for president. >> the business aspect of all of this. i want to ask this of you david. we have henry olson, who calls desantis and his decision a political master stroke. he wrote, this should serve as a wake up call to big business. if it prioritizes cultural stances, it should expect to methodically be driven out of the gop coalition, but joining the democrats means it will be logged with that party's growing progressive wing. last, big business must increasingly decide what he cares more about, its culture or its profits. so, what do you think businesses are going to do? >> i think they are going to scratch their heads like i do with the former republican, and say, why is a republican i think it is the role of government to affect the social behavior of corporations. ? it is absolutely absurd. so i would say to corporate america and disney, and this, point don't do anything. don't listen to the republicans. just let them continue punching themselves in their own faces for, awhile until the voters actually recognize that this is absurd. and let corporate america do what they want to do. >> okay guys. that is going to be around
