when investigators tracked the 62-year-old suspect down in lower manhattan, he reportedly said to officers, quote, i have been waiting for you all day. speaking virtually, because of a covid-19 diagnosis, new york city mayor eric adams addressed residents yesterday following the arrest. >> we say to new yorkers, we're going to protect the people of this city, and apprehend those who believe they can bring terror to every day new yorkers. and i'm going to thank every day new yorkers who called in tips, who responded, who helped those passengers who were injured. 33 shots and less than 30 hours later, we are able to say we got him. >> james will appear in federal court later this morning. everyone injured tuesday's attack is expected to recover. the suspect is facing a federal charge of carrying out a violent attack on a mass transit system. the charge carries a possible life sentence, and it was used in a previous conviction of a subway attack in 2017 when a man was sentenced to life in prison after being convicted of detonating a pipe bomb in a tunnel near times square. going overseas now, ukrainian president volodymyr zelenskyy continues to plead with the west for more weapons. in his country's war with russia. in his nightly address yesterday, zelenskyy spoke in english, in hopes of driving his message home. >> russia didn't know how much we cherish our freedom. we've been defending ourselves against russia much longer than they, invaders planned. we have destroyed more russian weapons and military equipment than some armies in europe currently possess. but this is not enough. freedom must be armed better than tyranny. western countries have everything to make it happen. to get over the tyranny, and the number of people saved depends on them, arm ukraine now, to defend freedom. >> shortly after zelenskyy delivered that message to western leader, the white house says president biden pledged an additional $800 million in weapons to ukraine. biden and zelenskyy spoke on the phone for nearly an hour yesterday where the american president laid out the details of the new aid package. according to the pentagon, the delivery will include 300 switchblade drone, 500 javelin, 11 helicopter, 40,000 rounds of artillery and much, much more. in a statement, discussing the call with zelenskyy, biden wrote this, yesterday. we cannot rest now. as i assured president zelenskyy, the american people will continue to stand with the brave ukrainian people in their fight for freedom. zelenskyy also commented on the new american aid package later in the day, saying he was quote sincerely grateful for the support. ukrainian officials say their forces damaged a key russian war ship in the black sea. the governor of odesa, a key port city in the south, said ukrainian forces struck the cruiser with two missiles, causing serious damage. russia's defense ministry confirmed that the ship suffered damage, and that its crew was evacuated, but claimed it was because ammunitions detonate on board as a result of a fire. nbc news has not been able to independently verify either claim. the ship called the muskva is named after the russian capital and the flagship of the kremlin's black sea fleet. significant vessel. it made headlines in the early days of the invasion as it demanded the surrender of ukrainian forces in a small island in the northern black sea. yes, that moment sparked a very colorful response from the ukrainians with a rallying cry in the war's early days. meanwhile the biden administration says it has seen evidence that russia's military is suffering from very low morale. a senior defense official says quote we know throughout the force in various units and various places they have significant morale issues. according to the "washington post," the official also said that the pentagon has seen indications of frustration among higher ranking officer, adding quote, officers are frustrated with their troop performance, frustrated with their colleagues' performance. he added, almost half of the russian military's enlisted conscripts who don't receive a lot of training and who has been disillusioned by the this war, weren't properly informed, weren't properly trained physically and mentally for what they were about to do. a newly released satellite image shows hundreds of russian military vehicles repositioning in eastern ukraine. the images released by the u.s. technology firm maxar reveal that russian tanks and artillery vehicles near kharkiv, the second largest city in the country, the images also show russian troops positioned in farms and fields in western russia, just five miles east of ukrainian border. some other pictures show russian military vehicles in crimea, and in the southern city looking to resupply and reinforce moscow's operations in eastern ukraine which is expected to be the new front in the battle. the images indeed provide further evidence that russia is amassing forces in that region. joining us now, nbc news foreign correspondent raf sanchez, joins us live from lviv ukraine out in the west. great to see you again this morning. let's talk first with that russian ship that was so damaged in the black sea. we have conflicting claims as to what exactly happened but both sides agree on this, that ship took a significant blow. tell us why that is so significant. >> reporter: jonathan, this is the flag ship of the russia's black sea, the moskva and the same ship that ukrainians told to f itself at the beginning of the war and the ukrainian social media is once again on fire this morning, after the ukrainian governor of odesa says that ship was hit with two neptune anti-ship missiles causing very severe damage. now the russian defense ministry is confirming that that war ship did indeed suffer a major blow, the entire crew of 500 has been evacuated, russians defense ministry is saying ammunition on board exploded when a fire started. they are not giving the cause of the fire. pointedly not giving any cause of the fire right now. this will be, if confirmed, an enormous boon to the morale of ukrainian forces defending cities like mariupol, and it is also a major blow to russia, this is a humiliation frankly, for the russian navy, and a humiliation for vladimir putin and the russian president is not a man who likes to be humiliated, and i will tell you, here in ukraine, underneath the celebration, there is a certain wariness about how and when and at what scale the russian president may feel he needs to retaliate if his forces have indeed suffered this enormous humiliation in the black sea. jonathan? >> and this is largely a land conflict, not the sea, but you're right there, are psychological impacts and both sides because of what happened to the ship. so raf, we just talked about the satellite images show a real buildup of russian forces in the east. we have heard for a week now, steadily heard warnings from western leaders saying hey, that's where the next front of the war is going to be. give us a sense though of the fighting elsewhere in the country, and is there any indication that the battle in the east is about to begin? >> reporter: so every indication is that russian forces are amassing for a very widespread assault in the east. the white house expects that president zelenskyy expects it and the russians aren't making a secret of it. in the mariupol, the fighting is extremely difficult still for ukrainian forces. russian defense ministry saying a thousand ukrainian marines surrendered last night. now you is not confirmed that at this point. but we do know that the defenders of that city have been running just desperately low of ammunition, of supplies, of everything, and some of those marines have been posting on social media, over the last couple of days, that they were actually going into battle with empty guns, because they were totally out of bullets. and in some good news for the ukrainians another marine unit was able to break through russian lines, they linked up with the azov regiment, that far right group, leading the defense of mariupol, and the leaders of those two units actually posted a joint video on social media, of them together, in mariupol, and now the organization for security and cooperation in europe has a new report out, they are accusing russia of war crimes, specifically in mariupol, and they're pointing to two incident, the bombing of that theater, early in the war where hundreds of civilians were sheltering and also that maternity hospital, and those awful images coming out of them. the u.s. ambassador to the osce says this report is a catalog of in humanity, and calls for accountability that skron than, you know, we should -- jonathan, we should be clear, the chances of russian soldiers, russian officers, russian political leaders, being dragged in front of an international war crimes tribunal for what they have done in ukraine is pretty slim. and i don't think anyone here has any great hopes that there will be formal accountability. jonathan? >> western officials said that as well this is more about preserving it for half than comes as state election officials investigate if the former trump aide committed voter fraud in the 2020 election. according to a report in the new yorker, meadows registered to vote in north carolina, in september of 2020, listing his residence as a small mobile home in macon county. the report said quote, meadows does not own this property and never has. it is not clear that he has ever spent a single night there. meadows was removed from the voter roll after election officials found documentation that he actually lived in virginia and voted there in 2021. state law says voters who cast ballots in other states lose their residency in north carolina. meadows has been a major proponent of former president trump's lie that he won the 2020 election and actively discussing strategies to overturn the results. i guess he found some voter fraud. two of former president trump's top white house lawyers yesterday met with the house committee investigating the january 6th capitol attack. >> good morning, jonathan. we're tracking severe weather for the fourth day this week and isolated storms from new england to the gulf coast states and continuing to track some snow, blizzard conditions in the northern plains. this is what it looks like on radar. you can clearly see where the cold front is stretching from the northern plains to the gulf coast states and most of the lightning out over the gulf now and we are seeing heavy rain in parts of alabama, and the gulf coast, and in louisiana, and where you can see the yellows, the reds shall the oranges, that's where the heaviest rain is falling and we will watch the cold front move off to the east, bringing the storms to the east coast and see gusty winds, winds over 60 miles an hour today and heavy rains. so 28 million americans are at risk, new york city, philadelphia, to eastern pa, you can see some isolated strong storms later on this afternoon. rainfall forecast, not a whole lot. a quarter inch to a half inch. some spots could see an inch of rain. the cold side, for the third day straight we're seeing blizzard warnings in bismarck and minot and two feet of snow possible there and dangerous travel. that cold air extends to the central plains, eight million people waking up to cold temperature, 30s in kansas city and columbia and feeling like the 20s. jonathan? will officials consider extending it even beyond the may 3rd deadline or do we think that could be it? >> no, i think there's a really good chance that they will tr extending it beyond the may 3rd deadline, the cdc says yesterday, when they announced that they wanted to see how cases increase, over the next couple of weeks and they would reassess after that, so if we continue seeing the increase, and i think we're starting to see right now, in the northeast and other parts of the country, there is a pretty good chance that they would extend that mandate, maybe not for months and months at a time, maybe a couple of weeks at a time like we're seeing now but i think there is anxiety about the increase that ba.2 could drive across the country and not sure if it is a slipe up tick or another surge -- slight uptick or another surge and i don't think officials want to make premature decisions before they see how things play out. >> and there is pressure on politicians to ease restrictions and to your point, they don't know yet about this surge, in part because so few cases have positive tests have been reported, and we have two new sub variants of omicron spreading quickly in new york right now and they're crediting rising cases in the region as a sense that it may start to move across the country as we've seen before. we know philadelphia put back their mask mandate. if cases keep going up in new york, could we see the nation's largest big city do the same? >> i think it is a difficult political question and we will see so many variants depending on the particular region. i don't know that new york's mayor will want to reimpose mask mandates and when the cdc changed its kblins a few weeks ago, back at the end of february about when a community would need to reinstate mask mandate, it is a much higher threshold and philadelphia doesn't actually meet the cdc metrics for a recommendation to reinstate mask mandates because the agency weights hospitalizations so much heavier than case counts now. so if we see cases go up but not a huge spike in hospitalizations alongside it, i don't think communities will have imposed mask mandates. if communities are seeing more hospitalizations or a surge in hospitalizations, they will probably be more willing to go along with a mask mandate but if we see the case increase without the subsequent increase in hospitalizations or death, i think they will hold off and leave it up to individuals and businesses what they want to do. >> and you and i both know who have been at the grid iron washington dinner who got sick from the outbreak there and we are seeing increasing cases in a few cities and let's talk about officials, who are watching wearily to see if it spreads indeed across the country, what are some of the challenges they face right now in terms of tracking cases, to get an accurate picture of what could be yet another surge? >> well, i think you hit on one of the biggest challenges earlier, which is that a lot of people use home tests right now, and those aren't reported, so there's just, there's less testing happening in general and a lot more access to home tests which is a good thing but it does mean that fewer are being reported to state and federal officials, and i think, you know, you and i both know, that as time goes on, as we're sort of in a year two, three of the pandemic, there is a lot less willingness to go along with public health restrictions and to put them in place and go along with them when we need to and i think frankly there is interesting, it is when you look at mask mandates including the mask mandates on airlines, a majority of the country actually still seems to support some kind of mandate, it is a very slim one but it is a majority, but you know, there is also a very vocal minority, every time people try to extend restrictions or put them back in place, i think there is a lot of tension how you manage this and this weight on hospitalization versus case, i don't think there are any easy answers in how the government and state and local officials deal with this. >> no question there. and this is something that the white house is watching wearily and as one official put to me, we might be done as a nation with the pandemic, it doesn't necessarily mean that it is done with us, despite the covid fatigue that we are all suffering from. thank you as always. we would love to talk to you again soon on. this still ahead we're live with cnbc for a look at what is driving wall street. >> i have talked to the biden administration, and president biden's leadership along with the vice president has been the glue that is cementing the relationship with nato and strengthened and empowered it. but we are peacemakers here in the united states. we're not those who attack, as putin, we're not evil as putin is, we don't kill children, pregnant women, we don't bomb seniors and humanitarian rights and as you know they're still digging out of mariupol to see how many dead are there. we're committed to ensure the weapons they have, 800 million have been given to ukraine and we met with our forces that are here, obviously in a classified setting but i can tell you that nato is strong, u.s. forces are strong and really, we will be guided by ukraine, president p terms of what they need to fight off the russians who may be, of course, coming around the area of the black sea. that's what we have to be concerned about. but one thing that seems to be evident is that putin shows no signs of retreating even though he is badly beaten, his soldiers are demoralized. he has put in a general that is one of the most evil. i hate to keep using that term, but he is a general that led in syria and did devastating things. the important thing i want to make is that the united states is standing with those who are resolved to fight for the preciousness of democracy, and we can see it clearly when we are traveling. one of the things as a mother that pains me is the fact that we've got so many mothers and families that have lost their children, their husbands for no reason whatsoever because there was no reason for putin to viciously invade ukraine. for that reason we have to stand in the gap and ensure that peace proceeds but also democracy proceeds, and nato and the allies are ready. >> so, congresswoman, briefly here, if you could, you mentioned, saluted the american people earlier. tell us, the american people watching today, an image or two you have seen in europe that stuck with you that they should know as they think about this war that has gripped europe. >> the enormous sacrifice. please understand, energy prices are high, the toll of the displaced persons are the children. can you imagine 300,000 persons coming into any city and not going to the streets or shelter and being in the homes? people in small apartments are taking in one and two and three-person families or more. so what has stuck with me is the resolve for these people. if we walked along warsaw, poland, we saw families carrying the ukrainian flag. there is a lot of pain. we will see and engage with refugees in just a few hours that are coming in. they're not refugees. they're called displaced persons. they want to return, but many of them have lost loved ones, have been murdered by putin, and they still resolve to fight and they still resolve, once the injured soldiers are on the mend, the resolve to go back into the field. the strength of the ukrainians is overwhelming, and the ability for them to have pushed the russian forces away from kyiv is unheard of. they are actually not there and that's a miracle. >> it is really extraordinary and inspiring stuff. thank you for sharing what you have seen there. democratic congresswoman from texas, sheila jackson-lee. she is in poland headed to the ukrainian border. travel safely. coming up on "morning joe," continuing coverage of the ukraine as russian forces shift their focus to the northern part of the country. we will get reaction from retired admiral james stvridis. plus, actor mark wahlberg will be with us for a look at his new film. (burke) get a whole lot of something with farmers policy perks. ♪we are farmers.bum-pa-dum, bum-bum-bum-bum♪ your doctor gives you a prescription. “let's get you on some antibiotics right away.” we could bring it right to your door. with 1 to 2 day delivery from your local cvs. or same day if you need it sooner. but aren't you glad you can also just swing by to pick it up, and get your questions answered? because peace of mind is something you just can't get in a cardboard box. that's how healthier happens together with cvs. ♪♪ welcome back to "way too early." as we saw from government data this week, prices for everything soaring. our next guest is looking at how we got here and what is to come. joining us, reporting for "axios" hope king. hope, welcome back. you cite two things off the top, the stimulus checks that fuelled historic consumer demand and companies that struggled with a shortage of workers to meet demand during the pandemic. tell us about it. >> yes. these are still the lasting effects of what we saw in 2020. so we had massive lay-offs in april 2020, and it was so slow for these companies to get workers back. and when there were, you know, enough customers to come back, the workers weren't coming back quickly enough. we are still seeing the effects of that, which is why we are seeing prices go across the board. companies are saying they're having to pass off their higher costs on to customers, and so we're going on to see higher prices for the rest of the year, continue to rise at these elevated levels. >> the consumer price index report earlier this week is a 40-year high. i mean you just sort of said foreseeable future. i know there had been some hope earlier in this last year or so, let's say, they thought this summer pressure would ease. you no longer think so? >> i think it depends on which category of products you are talking about. for essentials, food for example don't have signs of cooling. if you look at used cars, year over year they're up over 30%, but month over month the costs are still rising but at a slower level. depending on what you are looking at, if it is a year over year or month over month comparison the picture changes. >> one of the factors that contributes to rising prices, of course, is supply chain issues. those have been exacerbated by new covid lockdowns in china. tell us about that impact. >> shanghai is still in a state of lock down, about 26 million people are not able to leave their houses. transportation, warehouses, all are shut down right now, which shanghai being the financial capital, right, of china and also a really important port city, you're not seeing the supplies either get into the city and, you know, things that need to come out of the city and out of china at the same pace. china has been in various stages of lockdown over the past year because of their zero covid policy. so we're going to also continue to see that impact supply chain issues. >> anyone who has tried to buy an airline ticket recently knows the prices are high there, jet fuel, the cost of fuel part of that. airlines are absolutely feeling the crunch right now ahead of the summer travel season. what is your sense for people starting to think about vacations this summer, what should they expect if they are trying to catch a flight. >> if you already booked maybe you are catching the fares at the lower end but they're expected to continue to rise. delta ceo just talked about how much in demand fares are, flights are, and that's because people have this pent-up demand to travel now. so, hopefully, you have your summer travel plans booked already because if you don't you might be out of luck. >> all i do is work, hope. i don't get to travel. >> that's true. >> i don't get to travel anywhere. certainly we saw a raft of flights cancelled this week and there's covid shortage with pilots and crew, quickly? >> that's right. pilot shortage is another staffing issue leading to prices going up so high. >> despite that, airlines want to keep removing masks from passengers and the cdc extending that for a couple of weeks. hope, thank you so much. thanks to all of you for getting up "way too early" on this tuesday morning.
