trans families is already harming actual victims of child abuse. and what president biden's latest executive order could mean for gun safety. >> i call this rule that i'm about to announce extreme. >> all in starts right now. good evening from new york, i'm chris hayes. for four years american reform policy revolved chiefly around what was most personally, politically and financially beneficial to donald trump and his family. and look, for all of america's many sons in foreign affairs to the heirs it was a level of institutionalized corruption that we have never quite seen. of course, we know the ex president solicited foreign interference in his reelection fermentation desperate to defend itself. looking to spread misinformation about his political rival which led to his first impeachment. there are some new revelations about, that we will talk about that later in the show. but the trump family business in america's business were always intertwined throughout those years. and there is shocking new reporting from the new york times reveals but the price for it always. quote, six months after leaving the white house donald trump sent a, logic kushner, secured security two billion dollar investment from a fund led by the saudi crown prince, a close ally during the trump administration. now. , the united states had a complicated because relationship with saudi arabia for many years. that started in 1945 of president franklin roosevelt historic meeting with the first king of saudi arabia with the uss and that could now. fdr believed, he wasn't wrong, the relationship of the world's largest exporter of oil would be crucial in the post war era. and in the interest of remaining access to that affordable supply, u.s. looked away for a whole lot of corruption and human rights abuses committed by the authoritarian monarchy. that was just par for the course for many decades. that said, the trump administration really did take it to a completely new level. elevating saudi arabia to essentially america's most important ally. here's what i mean. canada and mexico, occasionally european ally not donald trump. his very first stop on his very first foreign trip was, you guessed, it saudi arabia. they quite literally rolled out the red carpet form. the ex president elevated the saudis to number one ally. he participated in the ceremonial sword dance. he's awkwardly bopping with the music. he then joined the saudi king in the egyptian president in this strange photo off with a glowing orb. since that trip, the trump administration continued an incredibly close relationship with the saudis. and honestly, basically did whatever they wanted. i mean, the ex president withdrew from the iran nuclear deal to the great brave from the saudis as well the israelis. they've been odds for decades. they sold saudi arabia billions of billions of dollars of -- when they presented this poster board touting the sales, an office meeting with mohammed in 2018. and trump publicly took saudi arabia side when they began a strange blockade of a u.s. ally qatar, a country that host the largest u.s. base in the region with american service members there and the whole thing started. at the core of all this is jared kushner, the ex president seniors visor when the trump administration's foreign policy in the middle east. kushner was -- the guy who basically runs the country. he's often referred to buys initials. deirdre mohammed had regular private conversations that concern some u.s. officials. i recalling each of the jarred mohammed and text messages and a personal -- david ignatius reported a piece to the washington post that the two princes are said to have stayed up until nearly 4 am slapping stores in planning strategy. their relationship continued even after mbs had a washington post murder for criticizing the rain. you might remember that it was lord under false pretenses in turkey. he was killed, his body was dismembered and mbs jarred's body is texting pow directly ordered that savage murder. that didn't concern donald trump or members of administration who showing the shoulders moved on. the ex president was more concerned about a billion dollar arms deal. . >> in this case, will it affect the way that you deal with mbs or other -- >> a lot of work is going down on that, we're gonna have to see what happens. i don't like stopping massive amounts of money that has been important to our country. i know that they're talking about different kinds of sanctions. it's been 110 billion dollars on military equipment. things that are creating jobs like others for this country. >> yeah, he was real focus on the jobs. tweaks after the murder secretary of state mike pompeo arrived in saudi arabia. it was all smiles as he greeted mbs. hey buddy, how are you doing? yeah, look at that b roll. just to chaps laughing it up. the end of the visit, pompeo conducted investigation into the inference. a tough investigation, right? i mean, who did it? the trump administration basically to stop the issue, jared kushner kept his bromance with mbs. the guy who apparently -- working up into the loss of the white house. i wonder if they've ever talked about it? on january six, cushion was on his way home. just think about that for a second. january six, why was he in saudi arabia? was he doing official foreign policy up into the last minute to make sure those deals stuck? one of the possible explanation, jared kushner was using the connections he fostered as an american government which you only got because of who he married. it is for his own personal financial connections in the future two weeks later. more, behold it worked. we're now learning that six months after the visit the saudis invested two billion with a b dollars in his new equity firm. man, what an entrepreneur. now, you could say that he is a well connected businessman with a very famous name. you know, one of those legacy cases that martin just dumped on the heads of. that is just how things work. but i mean the other thing enough to say here, jeff kushner who got to name his, that he made a lot of money. it was not a very good businessman. in fact, a panel that streams investments said many concerns for the proposed deal. including the possibility that they will be responsibility for the investment and rescue. they found the firms operation to be -- and i'm quoting here, on satisfactory in all aspects. is that bad? objective to a proposed fee, it seems excessive. but guess what, mohammed, jarred's body, the detects, with the guy that ordered the murder as he wrote columns about democracy. that guy, crown prince, and psg had so many overruled them for his old buddy garrett. isn't that a nice story of friendship? the things that you do your brows. essentially, the trump administration so the u.s. foreign policy and american stated principle on democracy for two billion bucks. they went straight into jared kushner's project. kelly are the two behind the exit reporting of the new york times. they join me now. from reporting standpoint it's access to the red flags of the panel that is looking for the investment run by the mbs. give us some context for that panel as -- i want to give a tip of the hat to david was deeply involved in getting hold of. those essentially, there was this investment committee chris that was tasked with looking integrated my detail at the potential investments. in this, case it was considered part of the international investment division of the public investment fund. they've six different areas of focus. and the staff did some work on our viewing the pitch that you had given them. considering the structure, investment goes our big at the time. and, fact we learned that there were a number of case studies presented. they were mostly real estate. although now we understand the funds and objectives maybe broader. at the time they look at that, they look at the fee structure, they look at kushner's experience which as you know it's primarily we will see investing for his family company. it was one particularly embarrassing blackout which was the six sixth avenue. it was right before the recession hit. and they said this to diligence isn't satisfactory in all aspects. due diligence meaning the work to review potential investment. it included the dow chemical company in the u.s.. others have quite remarkable backgrounds and cbc. and national degrees as well, we saw a number of red flags here. >> and the other part of this is astounding, right? you can zoom back and say well look they take all kinds of investments. they had some kind of pension fund and whatever they got in the most recent public filing with the exchange commission they reported a main fund under management almost entirely from investors based overseas. it appears to be the tubing from saudi arabia. this investment is basically the anchor investment for this new enterprise. >> yeah, for sure. absolutely. what you are saying is more than that. right now, it is not to say investment it is virtually the only investment. at this point, they're certainly looking for other investors. at this point you have to say, 80% of their money comes from saudi arabia. their job is primarily managing saudi money. >> yeah, and there is a another great approach to sort of think about apples to apples, right? look, there is this kind of universe of people that move through government and business. they raise money from funds and there is inarguably soft corruption with that. people kind of know each other. you can call it networking and you can close off corruption. if the former treasury secretary also watching. the fund who is a person, as you guys, not with a real record in that universe. noah rate for your reporting here. the saudi found agreed to invest in more with former treasury secretary also starting the fund with mr. mnuchin. he's a successful investor and really government documents showed. he is hard to look at that and not imagine the personal relationship that he cultivated and they had something to do with that here. >> right, i think when you look at those two sets of investments and the management it's hard to not feel political considerations where they did not play a role here. you look at stephen mnuchin who, as you said, strong investment track record, partner goldman sachs, morgan's desk there. it was a failing bank in the depths of the financial crisis. although, there were major ramifications for mortgage holders. it was relatively successful run and hollywood movies, a lot of which people would've seen. he gets half the money and has to overturn even or management fee. he has to manage invest aside money. jerry gets twice as much money and a high management fee even though the due diligence is unsatisfactory. >> they flag the management fee issue, in those documents. they also flag, look dairy -- it's essentially an air. he was born in a rich family and then he is sort of doing stuff in the family business. but that is it. doing a pretty notable an infamous problem. there is experiencing commercial real. say you can definitely say that there's private equity in a new business to him. it was a totally novel venture that they were taking a gamble on. as they put their betting on his awareness of international geopolitical systems. >> yeah, well we will see how this pays off. >> we're not sure that it matters this much in the end. that is part of and they view both it's reporting. thank you both. >> this weekend congresswoman liz cheney confirmed they've enough evidence to confirm that donald trump knowingly committed crime, notifications, don't denims. they say they have the evidence full stop. the criminal referral, still of the, air along with some other crucial decisions of the committee needs to make his investigation reaches its final phase. so, for those gop holdouts of the testimony, what needs to be wrapped up? >> we have not made a decision about referrals on the committee. i think that it is absolutely the case. it's absolutely clear that what president trump was doing, with one number of people around them doing, they knew it was unlawful, they did anyway. you know they certainly saw that with the decision that was issued by judge carter a few weeks ago where he concluded that it was more likely than not that the president of the united states was engaged in criminal activity. >> this comes as political as nicholas wu reports on the crucial decisions that the committee faces as it reaches the end of this investigation, including how and when it will call the twice impeached president to testify, quote, the panel members view trump as the singular cause of the violence that occurred on january 6th. but there's little expectation that trump will cooperate with the committee, which is decided for months. whether the panel requests that trump appeared voluntarily or take a more confrontational approach is unclear. he's a congressional reporter for politico, and he joins me now. nicholas, let's start with that first question about trump's testimony. we have been around and waiting, and we've been covering if will trump will testify multiple times. what is the calculation inside the committee on this question? >> the committee is weighing whether to call trump, mostly whether it is voluntarily are under subpoena. the chairman of the committee told us that he believes that if they were to call trump, they would do salvanto a lead, because they don't think that he will comply with the subpoena. as we wrote, trump has derided this committee for months, he told allies that are cooperating with the committee as well. and with a limited amount of time left in this investigation, it might not be worth fighting that battle to get the former president to testify. >> yeah, my reading between the lines is that they don't think they need the testimony, and they don't need and some ways. as just a question of how to proceed from that assumption. is that a fair reading? >> that's a very fair reading of the view on this. all along, they've banked on not being able to get all the testimony, while being able to talk to everyone. and so, they're trying to get around that in other ways by talking to other people who can fill in the gaps and getting other documents that can help the little story. we can see this and the way that they've gotten mark meadows text messages, all these emails from john eastman, talking to people that were in and around the oval office on january 6th. really trying to get a handle on what exactly was going on in the presidents mind on january six. trying to tell the story in a way to fill in all the gaps in our understanding of that attack. >> we're about some of the to do list items, we have some of them. pence's last january six call with trump. talk about that and what luka needs to be close there. >> that call is a black box in our understanding of the sole attack. pence has told his top aides, and we've seen this come on in documents from the select committee that, pence didn't want to reveal his own understanding of that call. he didn't want to -- it's something that he's kept a private conversation with the president pretty close. we've seen other reporting on what trump about the writing him, using all manners of choice language. trying to wean on him to overturn the election results. one thing we really don't know is, what does the vice president say in response? how exactly did he resist this pressure from the former president to overturn the election? and this is a key area. >> on the question of referrals, there's an interesting reporting on this about division, perhaps. it does seem clear to me that, i think if he took a sort of, i don't know, anonymous poll of the committee, they all think you committed a crime. fairly clearly, the question is, what to do that information? >> well, a couple of things that say with respect to the ghost guns i couldn't agree with you more. obviously, nobody can make an argument opposition to that regulation. it is a basic common sense steps that we have to take in. i'm grateful that the department justice is taking that step on a leadership. with respect to the broader trend lines with the mass shootings in our community over the course of last two years. its own set of the pandemic. obviously a wide variety of theories and academics. folks at the cdc, from my perspective, is an ability for the federal government to properly regulate firearms. we have weapons of war in your community that are doing real damage and the most frustrating part for my perspective as a regulation that we're talking about implementing common sense regulations that are supported by the mass majority of the people. you have the statistics before. 90% of american public support and expanded background check. that includes a lot of that voters. that includes a lot of republicans. and yet we have the united states senate that, as i said, just most of the political will to get it done. so, from my perspective, just as a legislator the most important that we can do is give a regulatory and enforcement agencies -- come trafficking in our communities and enhanced the regulation on our book so we can protect and save lives. >> looking at the polling for a year ago, the trend lines have stayed the same. the more low hanging fruit common sense issues and the more support you get from it, also the less it is doing but the problem. the fundamental thing is, there are just a shocking number of guns in america. it is the most gun ridden society in the western world, in the top five per capita of all the entire world. i'm in iraq for, while yemen, the u.s.. it is really taking a bite out of that requiring more than anything being politically discussed. do you agree? >> i agree, i think you're right chris. at the end of the, day there isn't a single solitary solution that is going to solve the epidemic of gun violence that we see across the country. i think that it is going to take a multi-pronged approach. some of, it clearly is going to be gun violence protection legislation along the lines of what i've talked about. some of it is also going to be legislation around mental health in mental health crises that we have in the united states. some of it is also going to include workplace safety measures. measures to try to adopt preventative security tactics and a wide variety of best practices that we can deploy in places of public accommodation in places of employment. actually, tomorrow myself along with a group of colleagues who represent communities who have been besieged by gun violence from a passive, texas mcbath, georgia are introducing a package of legislation aimed at precisely. that i mean it is going to take a whole government approach. i think that is the commitment that we are going to have to bring to solving this problem. >> all, right congressman john magoo. so it's a pleasure to have you. sir thank you very much. that is all in on this monday, night you are thinking, chris got out a little early. it is true, it is time for the rachel maddow show hosted by the only russia mounted. were you expecting the drumroll to be a little bit longer, and maybe have a little high had enough?
