boris johnson made a surprise visit to kyiv over the weekend, for a remarkable showing of unity with ukrainian president zelenskyy. the two leaders walked side by side, through ukraine's capital on saturday, which just a few weeks ago was under threat from russian forces. stopping to talk with citizens on the street, johnson's visit came one day after he announced that britd wouldn't provide an additional $130 million worth of weapons for ukraine. following the tour, they came together for a press conference where they had this to say. >> over the past few hours, i have been able to see quite a lot of your beautiful country and it's an amazing country. i have also seen the tragic effects of the war. an inexcusable war. absolutely inexcusable and unnecessary war. i think that to the ukrainians, the ukrainians have shown the courage, the lion, and you volodymyr zelenskyy have given the roar of the lion. >> i'm very grateful for this, boris, this is very difficult times for our country, and at the same time, you came here, and we are especially grateful for this to happen. this is a true reflection of the responsive and significant support to ukraine from the united kingdom. >> one day before johnson's visit, top leaders from the european union also traveled to ukraine. the president and the vice president of the eu executive branch met with zelenskyy in the country's cap on friday, and from there -- went to bucha, the site of a horrific massacre by russians. and then an update on the application to join the alliance. >> this this, in this envelope, there is an important step towards eu membership. the questionnaire that is in here is the basis for our discussion in the coming weeks. it is where your path towards europe and the european union begins. these are questions that then form the opinion of the european union as a recommendation to the council. it will be not as usual, in years to form this opinion, but i think a matter of weeks. >> nearly two months after russia invaded his country, ukrainian president zelenskyy is reflecting on his decision to stay in kyiv. and his new status as a hero for democracy around the world. and in a sitdown interview yesterday, the ukrainian president had this to say. >> when everyone is telling you, you need to go, you need to think. before i do something, i analyze the situation. i've always done it calmly. without any chaos. i might not be the strongest warrior, but i'm not willing to betray anyone. i don't want make myself out to be a hero, he said. i love my family. i want to live many more years. but choosing between running or being with my people, of course i'm ready to give my life for my country. >> russian forces are stepping up attacks in eastern ukraine as the region braces for a new phase of the war and a possible full scale military confrontation. russia's troops yesterday launched several missile attacks on an airport in the city of nipro west of the donbas region that injured five people. russians also attacking civilian areas, shelling two residential buildings and a school. this, as newly released satellite images by u.s. technology firm maxar show an eight mile long russian military convoy east toward the donbas region, consisting of hundreds of armored vehicles and trucks loaded with artillery and other support equipment. russia's new focus in the east comes after the forces failed to capture the capital of kyiv and other cities in the north. however, "the wall street journal" reports that ukrainian officials say moscow's aims likely go far beyond seizing the donbas region and mr. putin seeks to discuss the best ukrainian units in the battle of donbas and perhaps then again to try to seize the rest of the country including kyiv. military analysts believe the battle of the donbas could be a traditional full scale war, greater in size than the gorilla fighting we saw elsewhere and could last for months. at least 57 people have now died, following a missile attack on a train station in dnotsk on friday. the region's administrator said five more people died from their injuries. he also said that more than 110 people were injured in the attack. two russian rockets attacked the train station as ukrainians were trying to flee the offensive. and the attack on the railway station has been called a war crime. russia has denied launching the missiles. in a sign that the war could take a darker turn, russia's army has a new commander that has a history of cruel attacks on civilians. general dvornikov was known quote the butcher of syria while overseeing russian forces fighting in support of the syrian president bashar al-asad. here is how the retired admiral james describing the russian journal. >> he is the goon called in by vladimir putin to flatten cities like aleppo in syria, he is the worst of the worst, his signature in war is simply attacking innocent civilians, flattening apartment buildings, bombing schools, every imaginable war crime can be laid at his feet in syria. >> vladimir putin awarded him the hero of russia medal for his command in syria. before this appointment, russia's invasion of ukraine was in the being led by a central ground commander but rather back in moscow. joining us now, nbc's raf sanchez who joins us live from lviv ukraine. good morning. thanks for being here today. let's give us your assessment. what you are seeing there in lviv and the sense of updates in the state of the fighting around the country? >> jonathan, the ukrainian and russian governments don't agree on very much, but they do agree that this war is turning decisively to the east. the ukrainian foreign minister on "meet the press" this weekend saying ukraine has won the battle of kyiv, but the battle of donbas is just beginning. and we are seeing all sorts of signs of russian forces bearing down anew in the east. as you said, kharkiv, under intense new assault. and we are seeing that massive column, eight miles long, of russian tanks and artillery east of the city, in the besieged port of mariupol, president zelenskyy now saying this morning, there could be tens of thousands of people dead inside that city. the effort continues to try to get civilians out, and it is going to painfully, deadly, slowly, yesterday, just 200 or so civilians were able to flee the city, jonathan, there's barely any gaps in there now, and if you can get the russians to agree to a humanitarian corridor, it is very difficult for anyone to get in their cars and drive out. the russians are turning to a litany of new tactics that are almost guaranteed to increase civilian casualties. one is the use of phosphorous weapons which basically rains burning white material over a large area. the russian air force also using unguided weapons. these are basically dumb bombs. you drop them from a great height and they fault where they fall, be it is a military base, a school, a hospital, a train station. president zelenskyy says these are war crimes and they need to be investigated just like these massacres we've seen in bucha, and other parts of the kyiv suburbs. jonathan? >> the world is holding its breath seeing what will come out of mariupol in the days and weeks to come. raf, we just talked a little bit about russia's new general that putin has appointed to oversee the war and add to that conversation if you can, and tell us what sort of shift in tactics we may expect to see. >> this is a man who earned himself the nickname the butcher of syria, vladimir putin sent limb in to syria in 2015, to prop up the syrian dictator bashar al-asad and he carried out his president's orders with brutal efficiency. and the admiral said, he flattened the city of aleppo, they killed thousands and thousands of civilians there. so that is a very worrying sign of what may be to come, in kharkiv, in mariupol, and we should be clear the decision to destroy a city will be a political one, taken in the kremlin, they will weigh both the military factors, but also the diplomatic, the geopolitical ones. speaking of vladimir putin, he is getting a visitor today in moscow, the austrian chancellor, who actually was in kyiv on saturday visiting president zelenskyy, his visit did not get the same attention that boris johnson's did, he's not quite the showman that boris johnson is, but that visit is taking on a new significance today, as he becomes the first eu leader to sit down face to face with the russian president since the war began. it's really interesting to think what messages might the ausian chancellor be carrying from his visit to kyiv on saturday to his new visit to moscow on monday. austria plays kind of an interesting role here. it is a member of the eu. austria is joining on these very hard-heading european sanctions on russia, but austria is not a member of nato, it is traditionally considered itself a military neutral, and so it may be that the ausian chancellor is the latest in a long line of world leaders offering themselves up, as a potential mediator between kyiv and moscow. we saw the israeli president bennet going to moscow in the early days of the war and the turkish president erdogan hosting ukrainian and russian delegations in istanbul. and now, this latest development of the austrian chancellor going between the two capitals within just a couple of days of each other. so we will see what comes out of that. jonathan? >> it will be toing see the readouts for sure, if there is any chance of a diplomatic solution from this visit. . nbc foreign well, the january 6th committee has made it clear for some time that they think the president has committed a crime and they have laid this out in court filings, about how he knew that what he was doing, to try to overturn the election, was unlawful, and that his efforts to try to obstruct the official proceedings of congress, on january 6th, and by insight, he means direction, were unlawful. and so all of this is part and parcel of whether or not they think that, for a criminal referral, or the department of justice could take action itself, on charging the former president with a crime. that is liz cheney said earlier, they haven't made a decision yet on whether to submit a formal referral or for the department of justice, they should charge the former president, but as members of the committee have told me, they don't think it would even be necessary for them to do so. in part, because there's, this could paint the justice department's, the charging decision, as partisan, and so we're going to have to wait and see how exactly the committee is going to handle this. >> and this comes of course amid a backdrop of real frustration from some democrats at the department of justice and how slowly they are moving to investigate those on january 6th who were referred criminally already, meadows, et cetera, and talk to us a little bit about that. and if the january 6th committee does decide a criminal referral is necessary against the former president, how would that play out? [music: “you can get it if you really want” by jimmy cliff] a small number of ukrainian troops who were training in the united states returned home yesterday, to fight on the ground. the soldiers who will had been training in mississippi were learning how to use switchblade drones which the u.s. is supplying ukraine as part of a $300 million aid package. the pentagon says the goal is for these soldiers to train others on that equipment. defense secretary lloyd austin spoke to some of the returning soldiers yesterday, thanking them for their service and courage. he also pledged to continue providing support to the war-torn nation. joining us now, news director for new alliance magazine investigative reporter michael weiss who of course has kept us updated on the war throughout. michael, great to see you. you just were in ukraine for about a week. including a stop in kyiv. and some of the suburbs that were really devastated. tell us what you saw. >> yes, so i went to a town called borodyank and closer to the border than bucha where the massacre took place and this town practically does not exist anymore. the russian jet fighters had bombed a series of apartment blocks on the main thoroughfare, one was so badly bombed that the entire center column of the apartment had just, the building rather, had just collapsed. and the emergency services there are pulling people from the rubble. one building that was still intact, i was with a former bbc journalist bob sweeney, we went inside that building and russian soldiers had looted every single apartment. there were jewelry boxes open. and obviously, the contents had been stolen. one young couple, their wedding photos had been strewn about the bedroom and some kind of gratuitous manner disgust and degradation. and the worst, someone, a russian soldier had defecated on the kitchen floor of one of the apartments which is a widespread allegation that the ukrainians have said they are living in sort of inhuman condition, debasing what ukrainians, where they lived, during this occupation. so there was, i mean i remember seeing, i covered the syrian civil war and i was in alep yo in 2012, i saw widespread devastation there, but again, it is the little things, you know, i mean. >> so contrast that with what you saw in kyiv, and we saw the prime minister boris johnson was there over the weekend and member was european council was there as well is, there a sense, some sense of safety and normalcy returned to the capital? >> absolutely. the curfew is still in effect. the 8:00 p.m., restaurants and bars shut down. and the enterprises. no matter what. but no, it is very safe. i think i heard more air-raid sirens go off when i was in lviv in the west than i was in kyiv in 48 hours and we're seeing the return of the embassies and lith anywa is sending the delegation back and the eu, they're opening their mission again. they raised kind of a dramatic and ceremonial manner the eu flag on top of the building and the es tonian diplomat is a fluent ukrainian russian speaker and it is only a matter of time before kyiv is open for business. >> and one wonders if the u.s. would send in a representative there, soon, perhaps the secretary of state. let's shift our focus now to the east. where the fighting is now concentrated. and there's certainly a sense that this could be a prolonged struggle. >> yes. >> more heavy artillery used. more traditional warfare. talk to us about what that could look like, and why the situation in the donbas might be more advantage yous for for russia than elsewhere in the country. >> the russians have had an oc pan in donbas for eight years so their supply lines are much more entrenched than they were in kyiv and the northwest and the northeast. second, look, putin's strategyive objective is regime change, and now it is to encircle donbas, and create this land bridge, connecting russia to occupy crimea, and then put pressure on ukraine by kind of pressing westward from those areas. so the battles to look for are dnipro, the main city that the ukrainians still hold, and not to lose, and clearly, they're still trying to take mariupol in the southeast and elsewhere but a horseshoe if you look at the map of what russia is trying to achieve. and ten more battalion tactical troops to the 30 they already have, and heavy fire power and heavy artillery and we've seen the russian way of war. i mean just constant terrorizing, bombardment of civilian infrastructure which is why ukrainians are saying if you're a civilian living in these ukrainian held areas of this battle state, you need to leave immediately. >> it will be weeks and months if not longer. >> yes. >> michael weiss, we really appreciate it. we will have you back soon. up next the coronavirus outbreak official outbreak in washington goes amid new virus concerns at gracie mansion in new york city. we will hear from former new york city mayor de blasio about his successor's first 100 days in office. plus, the latest on russian troop movements and the resistance on the ground in ukraine. former boxer wladimir klitschko is a guest. also susan rice will join the conversation. how should large events be handled moving forward? >> good morning, jonathan. yes, clearly covid is not done with us. what we're seeing is with this highly transmissible variant that we still need to put covid protection measures in place. you would think at a gridiron event you would think they would have the resources to do so. at the very least everyone should have been tested on the day of event to ensure safety and, you know, we know many of the workers were wearing masks but many attendees were not. we have about 10% of people who have attended so far have been infected. so i think that we have relaxed those protection measures a little bit too soon, but we do have what we call the tools. we have the tools to keep everyone safe. we need to make sure that these events don't happen again in such a manner because i think this could be considered a national security issue with all of these, you know, elected and notable figures being infected. >> so the white house correspondents' dinner scheduled for later this month, at least for now is slated to go on, they just announced they will require proof of vaccination and a negative test. that's a step in the right direction. the president slated to appear on that. we will see if he does. let's talk about the pandemic at large. we have had a roll back as you mentioned of some of the covid protections, but we are seeing cases really jump. they are skyrocketing in new york city. they're rising in washington. where else are you seeing cases jump and do you think some of the measures should be restored? >> right. so what we're seeing is, you know, by the code community levels are low in most of the country, meaning that there is hospital capacity available if people get infected and need to be hospitalized, but transmission rates are very high, especially in certain local areas like new york and d.c. so i think people are having a false sense of security at this time. they should still bewaring masks in indoor places, still getting tested if they are symptomatic, and it remains to be seen how big this next surge is going to be because people may still have immunity from the last omicron surge, but people still have waning immunity and need to get boosted and their first-time vaccine series. i'm really concerned. i think electeds should consider putting mask mandates back in place. we know some places have put mask policies back in place. it may be something we need to consider over the next few weeks. >> even a temporary measure as the weather continues to improve and people can be outside more often. >> right. >> dr. blackstock, let me ask you, if you are an average american right now how should they approach this particular moment in the pandemic? you're right, this particular strain not as serious, not likely to lead to hospitalization for most. it seems that the rapid tests anecdotally aren't as effective picking up this particular strain of the virus. if someone starts to feel sick or they know they've been exposed to someone who is sick but they're not getting a positive on a rapid, what should they be doing? should they stay home. >> right, yes. >> should they get a pcr? what do you think? >> no, definitely rapid are still effective. what i would tell people is if you are having symptoms definitely isolate or quarantine yourself. stay home if you can. do not be around other individuals until you are taking multiple tests. you take them between 24 and 48 hours apart. so you have to be extra cautious. again, indoor areas, you want to make sure that you are wearing a mask. even though we have this antivirals they are still in very limited supply. they're only for people over 65 or with one of the eligible risk factors. i also want to make sure people understand if you get infected and you are fully vaccinated and boosted you may at risk for long covid symptoms. we know vaccinations increase the risk but it is a risk. >> right. certainly long covid hangs over all of this and remains a work. dr. uche black stock, thank you for being here. we will speak to you again soon. thanks for getting up way too early with us on this monday morning.
