of supreme court justice stephen breyer, the looming showdown over his seat. in just a few moments i'll talk to congressman jim clyburn of south carolina. the congressman pushed president biden to make that pledge to nominate a woman to the high court. also this hour, major developments this morning over the crisis in ukraine. right now a bipartisan u.s. congressional delegation is in ukraine, and it comes as the country warns russia now has 130,000 troops at its borders. the latest on the ground there from our chief foreign correspondent richard engel. also right now, a bomb cyclone is in our sights. you are probably one of tens of millions of americans under a winter storm watch right now. projections for how much snow cities could get from this nor'easter are shifting, so stick with us because we're going to track the storm's movement and how much snow you could get and how you should prepare as well. that's all coming up. we are going to start with the next steps on the supreme court vacancy. josh letterman is covering the letterman. leann caldwell is on capitol hill and i'm also joined by alyssa muria, nyu law professor. mr. letterman, we'll start with you. we now know when the president wants to make a decision. a lot of time between now and the end of february. what's happening inside the white house right now to make this decision? >> i can assure you the white house counsel's office is a buzz this morning. this started nearly two years ago when president biden as a candidate made that pledge that he would put a black woman on the supreme court if he were to elected president. since around that time, his cam campaign staff had a list of folks they would likely consider if there were an opening. a lot of that vetting has been done. a lot of them have been vetted, such as ketanji brown jackson, was vetted a year ago. the white house will be reaching out to candidates on this list as well as seeing if there's anyone they may have left off or not known about that they want to add at the last minute to that list. very likely that president biden will want to meet individually with the short list of candidates he is considering. the white house also says he'll be consulting closely with senators of both parties as well as with vice president kamala harris, who of course has the distinguished legal career herself. we know from justice breyer in his remarks and what folks around him have been saying that he does plan to stay on the court through the remainder of this term, assuming of course, craig, that his replacement is confirmed by that time. >> josh letterman at the white house for us on this friday. thank you. leann, what's the partisan temperature inside the senate right now as it gets ready to take up a nominee? >> hey, craig. well, all signs are very positive for democrats at this point. the reason is because democrats are really confident that they are going to get the support of all 50 of their members and that's what they need plus vice president kamala harris to break any sort of tie. they're also looking to see if any republicans are going to support this nominee. and i'm also told by sources that republicans are waiting for the leadership of leader mcconnell to see what sort of tone he is going to take on this nominee. so far he's been pretty muted on it. let's listen to two key people, senator mcconnell followed by senator joe manchin who indicated he could very well support this biden nominee. let's listen. >> i'm going to give the president's nominee, whoever that may be, a fair look and not predict on today when we don't even know who the nominee is. >> whoever he puts up will have experience and we'll be able to judge him off of that. as far as just philosophical beliefs, no, that does not prohibit me from supporting somebody. >> we have to wait to see who that nominee is. but ketanji brown jackson got the support of lindsey gram, lisa murkowski and susan collins. and to another contender on the district court 11 years ago was it was by voice vote. she had unanimous support. of course she's from south carolina and i reached out to one of those republican senators to think what they thought about if she was the nominee and a spokesperson tells me that senator scott is aware of childs' respected recommendation, that she has received universal acclaim and looks forward to working with her if she is the nominee. there are multiple options for republicans to support. >> leann, thank you. melissa, our colleague is reporting that according to a source familiar with the white house process here, you are someone who is also be considered for the supreme court seat. have you heard from anyone in the administration or connected to it? >> if those rumors were true, it would be very flattering to be considered for such a position of public service and in the company of those women, many of whom i've nope for a long time. it goes to show the reservoir of legal talent within this community is deep and it is amazing and incredible that the president has chosen to tap into it. >> that was a great answer. while you are a colleague, i would point out you didn't actually answer the question. have you been contacted by the administration or anyone attached to it? >> i haven't been contacted by anyone. but, like i said, the reservoir of talent within the community of black woman lawyers is enormous. it's a group that's been overlooked and underrepresented for years and i'm absolutely delighted everyone is getting a close look. >> we enjoy having you here and love your analysis and perspective, if someone were to call, would you take the job in would you be interested in the job? >> obviously any lawyer would be interested in this job. this is the most important opportunity for a lawyer to serve her country in a really profound way. and it's amazing that president biden has taken this pledge to nominate a black woman seriously. we have not been represented at this level of the federal judiciary. we haven't been represented in the ways that perhaps we should at all levels of the federal judiciary and the biden administration has worked asid usely to change that. i think this is part of a larger process and one think think is overdue. >> you clerked for justice sotomayor who is the only black woman on the court. in addition to gender diversity and racial diversity, geographic diversity would be nice or diversity of thought that is a result of not going or having gone to an ivy league school. what would you say to that? >> i think diversity in the legal profession is vast and it should be represented in the federal judiciary and i think we've seen that in president biden's picks for the lower federal courts. i do think that it's important that the supreme court not be mired in a kind of homegenety. i am delighted that some of the people being floated here include associate justice of the california supreme court leandra kruger. and judge michelle childs. and there's also cherilyn eiffel. we haven't had a civil rights lawyer on the board since thurgood marshal. >> professor, if you had the ear of the president, if you were advising him on this pick of the aforementioned, who would melissa murray endorse? >> all of these women are fantastic. i know many of them personally and i can't choose. this is an abundance of riches and it's absolutely wonderful the president has this array of talent from which to choose. >> if you get a call from the white house, let us know, please. thank you. >> you're not getting rid of me that quickly, craig. >> i hope not. but if we did, we would take that. >> i want to bring in congressman clyburn, democrat from south carolina, house majority whip. you've been close to the president for a very long time. you've made it known that you think it should be judge childs. have you had any conversations with the white house recently or with the president perhaps about judge childs? >> i have not had conversations with the president recently about judge childs we spoke about her some time ago. i sent a letter to him 13 months ago and of course everybody knows i've been in touch with the white house about her for the d.c. circuit and she's been nominated for the d.c. circuit and vetted for the d.c. circuit and was originally scheduled to have a hearing next week. i understand there may be some postponement of that because of these circumstances, but we shall see. but she's thoroughly vetted and, as you said earlier, she's not an ivy leaguer, she's got a bachelor's degree from university of south florida, she got a doctorate from the university of south carolina, her masters in law from duke university. she's thoroughly southern. florida, south carolina and north carolina. and she has a fantastic career at both the state level and on the federal bench. so she has the experience that is needed and she has the temperament that's required. >> obviously i can't endorse a candidate and never would, but i would point out that you left off what i would argue was her most important academic achievement. she graduated from columbia high school in columbia, south carolina. >> and i might add, i know that's where you want to high school, she was the student body president and valedictorian at columbia high school. i hope you weren't in her class? >> i wasn't in her class. is she right now to your knowledge a top two or three contender? >> i would hope so. i would hope to deal with it that way. i don't want to rank these people. i know seven of the people that's been talked about and it could be 70. i think professor murray is absolutely correct. in fact, what got me on to this two years ago was those three daughters of mine, all of whom you know, saying to me disrespectful that they thought -- many women thought that the democratic party was being to them. so that's why i made this something i thought should be discussed in the campaign two years ago and joe biden agreed with me. and he put it into the campaign and he's reiterated that this is a promise that he made and a promise that will be kept. this is the kind that joe biden that everybody should know, that i know. >> and tim scott junior senator, axios pointed out, quote, graham would introduce any supreme court nominee from south carolina as the state senior senator and scott is the senate's only black republican member. congressman, have you talked to either senator graham or senator scott about judge childs? >> i've spoken with both of them. i would not be sitting here today, out as far as i am on this, if i had not talked to them. i believe thoroughly in the state of new york. we are represented by two republican senators and, as you know, lindsey graham voted for her before unanimously when she became the senate, in support of her when she became a district judge and she's been there for 11 years. graham told me he's very highly respectful of her and tim scott told me the same thing. i don't think tim knows her as well as i know her but he knows her by reputation and she has a sterling reputation and he is looking forward to engaging with her. >> do you think the two of them would ultimately support her nomination? >> i would certainly hope so. i think that she will demonstrate during the hearing if she's granted one, of course she doesn't get it for the supreme court, i think she'll get it for the d.c. circuit. whatever it is and whenever it is, i do believe both senators from south carolina will find their way to support her. >> you told our mike memoli that you think president biden's pledge a couple years ago to nominate a black woman to the high court is what catapulted him to the democratic nomination. do you think that same energy can carry the party into the mid terms as well? >> yes. not alone but coupled with other things because i think a lot will come out in these hearings. and i think the public will get a chance to focus on the fact that not only has joe biden nominated an african-american woman during the hearing but he's already named eight women of color to circuit courts across the country. that equals the number of all presidents before him. he's got 42 federal nominations in his first year. that's more than any president before him. and i ask people to look at these judges. they are highly qualified. and they're people of color. joe biden is reshaping the federal bench as we speak, and he's doing it in the way that so many of us with the experiences that we had growing up in the south and meeting the challenges of being raised by a single parent and having to reach out to the community, going to college and law school on scholarships, she never would have been able to get there otherwise, these are the kinds of experiences we need sitting on the bench because people need to be able to empathize with the people who are standing before them, and that is something that is sorely needed. why ask people why people feel so disconnected from their government. it because too many people making the decisions have not had the experiences that would allow them to empathize with the people. >> congressman jim clyburn, we'll have to leave it there. congressman, enjoy your weekend. >> you do the same. >> coming up, 130,000. that's how many russian soldiers have gathered along the border with ukraine. we'll look at the threat those soldiers pose and a new warning from ukraine's president. get ready to get off the roads and perhaps do some shoveling. tens of millions along the east coast are under winter storms and warnings. we'll bring you the latest on that straight ahead. d warnings we'll bring you the latest on that straight ahead. mm, smooth. uh, they are a little tight. like, too tight? ♪ ♪ ♪ ♪ ♪ ♪ this morning ukraine's defense minister warns russia now has built up roughly 130,000 troops at ukraine's borders and with the urgency dialing up, a lot of diplomatic calls are being made, france's president, emmanuel macron, just talked with putin. ukraine's leader talked to president biden on thursday and just met with foreign ambassadors. and moment ago in kyiv, ukraine's president gave this blunt assessment. >> we have to develop our own army and protect ourselves. we understand if we are not part of nato, we're on our own in terms of protecting ourselves. >> richard engel is in eastern ukraine with for more us. we should note that right now a u.s. congressional bipartisan delegation be led by congressman meeks, chairman of the foreign affairs committee, in kyiv as we speak, 140,000 troops surrounding russia, how are ukrainian troops preparing? >> an interesting press conference just wrapping up by the ukrainian president. he's doubling down on the message that he's been giving. he hasn't been that public over the last several weeks but the message trickling out from him in his office has just been stated very, very clearly. he said and the reason i'm mentioning it in response to your question is we're seeing the same tone reflected on the streets and the soldiers we've been talking to. president zelensky says he doesn't see russia invading. he doesn't see that the situation now is significantly different than it was in 2021 when there was another russian military buildup and exercises along the border or when there was one the year before that. he says it's risky, there are more troops now and he thinks there's a risk just because of the inherent number of troops there, that there could be some sort of accidental conflict, but he said that ukraine is not the titanic, it is not sinking, it will move forward and that ukraine, in his words, will emerge from this in flying colors. that's the official impression. he was pressed hard on that point, why does he think that, what gives him the confidence to believe that this is just political posturing, which he says that russia does every time it wants to put pressure on ukraine, every time it wants an upper hand in diplomatic negotiations or tries to extract concessions. he says he believes this because his country has been dealing with this conflict for so long, ukraine has been in a low-level war with russia over separatist areas out here in the east for eight years, and he thinks we are seeing an escalation of that same conflict and that is not the message that has been coming from nato allies, that has been coming from president biden, which have been giving very stark warnings that a russian invasion of some size could be coming, could be coming imminently, could be coming in february as more and more russian troops are brought to three sides of the border. so we're seeing a very different opinion emerging from president biden, from nato leaders, screaming caution, not just urging caution. every day pounding the drum of caution, watch this space, watch what russia's doing and the president here telling his people he's got a handle on it, don't panic, this is more of what we've seen before. >> richard engel on the ground for us in ukraine. richard, thank you. i want to dig deeper with ambassador william taylor now. the ambassador was ambassador to ukraine from 2006 to 2009, acting ambassador for ukraine to june of 2019 to january of 2020. he's now with the united states institute of peace. ambassador, let's start there with what richard was just reporting. this chasm, if you will, between the rhetoric, between what the president of ukraine is saying, what our president's saying, what nato leaders are saying. what do you make of the contrasting messages? >> craig, both messages are important. it is clearly the case that the russians have the capability to invade ukraine. ukraine's military is strong but not strong enough to defend against the russian military. there's no doubt about that. so that's a strong message to get ready. that's also a strong message for the united states and nato to prepare for that kind of an invasion. and that's what we've been doing. we're moving troops around, we're talking about moving the elements of the 101st airborne and 82nd airborne, units i used to serve in, to eastern europe. so that message is really important -- get ready, be prepared. but president zelensky knows the let's. he also needs to keep a firm stance. he needs to stare down president putin. he needs to be firm, determined, not blink. he needs to show president putin that's he confident and that he's confident of the support that he's getting from the international community, united states and nato. so he needs to keep calm, keep determined, stare him down. that's worked so far. it is possible that president putin is rethinking this invasion. it's possible he's thinking about taking the negotiation route. and if he is, it's because president zelensky has been tough and firm, president biden has been tough and firm and all of the militaries are preparing for this fight if it should come and in an effort to deter president putin from making that decision. >> nbc's matt bradley, mr. ambassador, just talked to the top u.s. diplomat in ukraine about what happens if the russians make it to kyiv. this is part of what she said. >> you've already made clear if russia invades, we will continue to support the ukrainian government. if there is a ukrainian government to support we will do so, including by providing further security assistance. >> so when you hear that, if there is a ukrainian government to support, that sounds a bit ominous. what kind of security presence would that require? >> so, craig, she knows this issue very well. she's been there for more than two years. she and i worked together in kyiv. so she's very well informed on this and she knows, as we have seen, that the russians have a lot of plans. they have a lot of capabilities. they have forces, special forces, in ukraine that are preparing to conduct these false flags, the provocation. we also know that the russians have been in touch with kind of russian-oriented ukrainian politicians. so the russians have this playbook. they have information warfare, they have cyber warfare. she knows, we know, that the russians have these kind of capabilities and we need to be prepared. we need to be prepared in order to defend and then -- defend ukraine and then deter president putin from making this decision and implementing some of these projects that he's talked about. >> former ambassador bill taylor, thanks as always for your insight. thank you so much. >> thank you. >> folks, get your shovels and salt ready. and if you have small children, maybe get the sled ready as well. winter storm watch is in effect for tens of millions up and down the eastern sea board. some areas expecting more than a foot of snow, maybe even two feet in boston. that forecast has shifted a bit. we're going to check in with our meteorologist bill karins next. t . it's three great things together. wait! who else is known for nailing threes? (all) to screening! east coast, you may want to make sure you have enough groceries, salt and shovels. we're tracking that monday center winter storm that's expected to slam a wide range of the coast, all the way from the carolinas up to maine. 73 million people are under winter weather advisories right now. some are expected to see up to two feet of snow. joining me now, kathy park, who is in scituate, massachusetts, about 30 miles south of boston. and meteorologist bill karins is with me as well. kathy, i'll start with you. let's start with that coastal town because they're, as i understand it, expected to see some high winds and nearly two feet of snow? what warnings are are you getting from officials there? >> hey, craig, that's absolutely right. in addition to that significant snowfall, a lot of folks here are concerned about widespread power outages as well as flooding. we're kind of rooted in this harbor right now, and i was told even during a mild storm this area floods very quickly. when you factor in the wind gusts, up to 50 miles per hour projected for tomorrow and also the storm surge, we could have a lot of problem, in addition to all that snow. officials are saying during the height of the storm tomorrow you do not want to go outdoors. you want to hunker down and stay in place. take a listen to this. >> the storm is going to be a huge storm. it would be nice if they stay off the road tonight and tomorrow all day and let us do our job and get everything cleaned up. we have about 25 working. it's all hands on deck when this is going. the town administrator was doing the sandbags yesterday with us. so it all hands on deck. >> reporter: and here in scituate there is a voluntary evacuation order in place. so yesterday we saw folks boarding up, kind of getting ready. i asked folks who were out and about today, hey, are you concerned about the storm, are you worried? craig, they're die hard new englanders, they're pretty hearty folk around here so they plan on riding out the storm. a lot of folks do have generators and they're prepared for systems like this so they aren't too concerned but, you know what, we'll kind of wait and see how it all shakes out tomorrow and get the reaction then. craig? >> yeah, good point mr. karins, earlier this morning al roker used that word bombogenesis. >> it's a great word. >> it's one of my favorite terms. >> it refers to any storm that rapidly intensifies. we measure storms by their pressure. if it goes down 24 milli bars in 24 hours, we call it a bomb and it's much more difficult to get the criteria for a blizzard. you have to have winds of 35 miles per hour or stronger and they have to be constant for three straight hours. and at the same time, you have to have a quarter mile or less visibility. so it has to be high winds and high intensity of snow. one misconception, the snow can be blowing off the ground. you could have a ground blizzard and you have to have both conditions for three hours. we think we'll meet this criteria in coastal areas for the first time since 2018. those are the areas currently under blizzard warnings in purples, winter storms warns for hartford, new york, you shouldn't have the crazy snow drifts up to three to five feet, which we could have in eastern new england. it's going to snow hard enough saturday morning that you want to be off the roads on the jersey shore. same for southern connecticut, providence, rhode island and all of down east portions of maine and southeast portions of massachusetts. couldn't get stuck on the highways in this storm. the road crews will really struggle to keep up midday saturday. we should see somewhere above two feet. near providence, maybe just south of boston looks to be the bulls eye. some on long island will end up with two feet before we're done. we've already had a lot of airport closures. as far as the power outage, it a wild storm with these storms. there's no leaves on the tree. you need powerful wind to knock down trees without leaves on them. and our people in florida think this is probably a bigger story than what's happening in the northeast, we have wind chill advisories for 11 million people in florida and sunday morning is going to be the coldest morning in miami in ten years, expecting a temperature of 36 degrees in miami with a wind chill in the upper 20s. so for our florida friends, they don't have the insulation on the houses like people in the north. it's going to be a chilly start to your day. >> that is practically a blizzard there in florida. bill, thank you and kathy, thank you as well. it's just hours before president biden is set to speak in the philadelphia area about infrastructure, this bridge in the city collapsed. fortunately no one was killed but ten people were hurt. we're going to look at why the biden administration wants a renewed focus on fixing our clearly crumbling bridges and road. first, though, a big update on something back at the white house. a family matter or should i say a feline matter. it's something that i actually talked about with the first lady last april. >> the first family was considering adopting a cat. >> oh, yes, that is true. she's waiting in the wings. >> was this your idea, mr. president?
