the men the men who designed this bomb here is how soccer, was describing it in the new york times profile. in the stature of oppenheim, sucker off gained evidence naturally, easily, and early in life as one of the fathers of the soviet hydrogen bomb. his mediocre career earned in, fortune, private bodyguards and direct access to the pinnacle of the soviet system. and this is way andré soccer off could've stayed. he could've stayed in a very comfortable position and lived in the soviet system but within a few years after he designed that giant hydrogen bomb he instead became a thorn. he argued for political reforms, human rights, and spoke out of dissonance. and even after he was arrested and sentenced to a eternal exile for years, he was awarded the nobel peace prize in 1975. the soviet leadership, though, as you can imagine, did not let him attend that ceremony. and by the time the soviet leader released him from exile during the reforms of the late 1980s, law andei sakharov, was one of the most admired man in russia. and he was known for his advocacy at this point. unfortunately, andei sakharov, died in 1989 just before the soviet union dissolved. but one of his last and greatest legacies by far was an organization that you founded shortly before his death. in fact, it was called memorial. and its goal was to reckon fully with the truth of the soviet union's brutal past so that russia would not repeated going forward. >> delegates have come from more than 100 cities across the soviet union for this founding convention of memorial. an organization created to expose the brutal repression and bloodshed of the stalin era. the heroic image found in archive films of the 30s and 40s lies the fact that he was responsible for the death of tens of millions of people. as a result of artificial famines, executions -- after andei sakharov, death the common party began gradually discrediting the dictators. >> last [interpreter] summer speaking before the party congress and on national television, they called for a monument to [inaudible] victims. but the organization created today may go far beyond setting up near memorials of stalin's brutality where one statue stood in his honor [end of translation] with >> [interpreter] the poet said that, if we can't sing the pass soviet can at least sing with the present and the future. [end of translation] >> andei sakharov said that he cannot only defend the fame but he called upon many hardships. they fear the new movement may become a political party and a threat to the communist party. >> so at first glance, it might not seem obvious why a history project, our organization that is the documented to the soviet union's past maybe so radical or why would become such a major part of andriy sacoolas legacy. but as you heard in that report, the communist party was immediately afraid of it. they could see were such a project could end up. it is one thing to look back and criticize stalin who was dead for decades. but what if they start criticizing current soviet leaders? answer not andei sakharov movement did become a threat to the current soviet leadership. when andei sakharov died less than a year after the first meeting of memorial, his funeral became a political rally. a memorial where the word lived on. investigating and documenting the horror of soviet ruling. memorial went on to create a complete list of all the soviet gulag camps. making an online map of them. created a search of a list of more than 3 million victims of stalin-ism. but as the journalist and times wrote this month, memorial was not doing history for history's sake. they were investigating stalin -ism in the past precisely because they wanted to block the return of stalin-ism in the president towards that and they helped create public monuments to stones crime. they also begin investigating human rights violation in the present most dramatically in moscow's camp campaigns against rebels in chechnya. it is has not mix dwell with the increasing in deleterious rule. and now, after more than 30 years, the russian government has succeeded. they have shut down memorial. russia's largest and most prominent human rights organization. system sibley, the crimes were not abiding by russia's foreign agent law. under which they had branded memorial as a tool of foreign actors working or trying to undermine russia. but state prosecutors are not shy about the real beef with memorial. it makes russia look bad. in fact, one prosecutor said, quote, why instead of taking pride for our country do they suggest that we repent for our pitch dark past? an argument that would sound familiar to anyone following the fights over how we teach our own history in this country. the washington post editorial board wrote, this week the reminder of the pass pains mr. putin who wants to airbrush away such dark memories and replace them with gauzy recounts of soviet triumphs as he goes about eradicating what is left of russian democracy and replacing it with dictatorship. and even at the russian government is cracking down on those documents of its pass, it continues to lock up the people who have been trying to change its future. there are reports this week that russian police have arrested three allies of jail opposition rulers. the three regional coordinators for the volleys coordinators. it was being disband months ago. it determinately pose a serious threat over the past couple of months. but despite having outlawed the party, the kremlin is apparently still not content, it is deadly rounding up the rest of the party's former leaders. and just today, two members of the russian protest group worked to add to russia's foreign agent list. we so were to journalist. this unrelenting crackdown on eternal distinct is unfolding at the same time as russia continues making threats abroad. russia has just for put 100,000 troops on its border with ukraine. they are demanding concessions from the united states, from nato, saying that nato must guarantee him that it will not offer membership to ukraine and other former soviet countries. and it must roll back its military deployments in central and eastern europe. what happens if nato does not agree? putin says that russia will weigh military options. in fact, he told russian state tv that russia's response could be diverse. it will depend on what proposals are military experts submit to me. it is against this tense backdrop that president biden spoke to vladimir putin today. a call that we should note was requested by putin. this is a photo from that call. their conversation reportedly lasting just under an hour. and according to the white house, in its readout, president biden urged russia to de-escalate tensions with ukraine. the white house says that the president also made it clear to president putin that the united states will respond decisively if respond -- further invades ukraine. though it sounds like the kremlin had a different take. they issued their own statement after the call saying the president putin warned president biden that if the united states dared to sanction russia due to tensions with ukraine that such a move would not only rupture ties between the united states and russia, but would also be quote a big mistake. with that said, the kremlin spokesperson says that russia was satisfied with the conversation. but it turns out with the united states continues to pull the lever of diplomacy to prevent russia from invading ukraine. they are not waiting for that call this afternoon. they are not waiting for it to try and figure out what putin might have up his sleeve. cnn's reporting tonight that shortly before that phone call the happened about 3 pm eastern, the united states flew a military spy plane over eastern ukraine to try and get a better sense of russia's military presence on the ground. it is reportedly the second time the u.s. has done that in this past week. no matter how cordial the conversation between biden and putin report to be, the truth is, tensions remain. and it raises the question, how much longer can we stay at the simmering point before things are up to an all-out boil? joining us now is former u.s. ambassador to russia during the obama administration. i thank you so much for joining us this evening. given what we've heard, both of the readout from the white house and from the kremlin, what is your big take away from this call today between presidents biden and putin? >> i will get to that in a minute. you just did something profound for that i want to talk about before we move on. which is what is happening to [inaudible] be. it is directly to -- [inaudible] so thank you for doing that today. i think there was no big change in terms of possession. this will begin in january. >> first thing we want to do is put in context putin's desire with ukraine with the behavior of putin's force. cracking down on dissidents over the past several years that he has been in power. but i am curious to get your point and your thoughts about whether we are reading too much in the fact that putin requested this conversation with president biden. i have seen some analysis to suggest that he was doing it to gauge america's commitment to ukraine knowing that ultimately with all things said and done, the united states is not militarily going to fight russia on behalf of ukraine. >> yes, and putin knows that. i don't think he's trying to gauge that. i think he understands that perfectly well. by the way, putin makes a lot of end of the year phone calls. i wouldn't read too much into that particular call and that he requested it. i think that would be an incorrect analysis. i think what he wanted to do was to make clear that he is published. this is a very strange diplomatic behavior. usually you published a treaty or an agreement after behind closed doors. he has chosen to publish it. and what's he is now saying is that he is serious about it and you better except this or else. and i was glad to see the president biden pushback on that, to say no or else it means catastrophic economic sanctions for you. and now, they have put out there oppositions. and i hope that when the diplomats meet in january they will be able to reduce tensions and de-escalate. and in the long run, there are parts that i agree with. i actually think that european security and the institution that have supported it are weaker today than they were 20 years ago. and they need to be enhanced. i think that we would disagree that the reason that they are weaker is because of putin. when he invaded georgia in 2008, when he panics in 2014 supporting separatism, that is a diplomatic word for, in my view, for criminals. assassination against european citizens in cities like berlin, london, salt very. after all as a european citizen too. i want all of those to be on the table for serious discussion on european security and that i am not optimistic that putin will agree to. >> and to be quite honest, we are used to seeing billy statements coming out of crimea. i don't think anyone will say there's a particular. new do you think they are threats of a protection rupture between the u.s. and russia? -- if there is some sort of follow-up action by russia. is that something to take seriously? should that concern us? and will that look? like >> it's pretty hard to think about how the worst they can get. we are at the lowest point we've been in the u.s. russia relations since russia became an independent country 1991. i don't think that is a serious threat. i think the real threat, and the real danger would be -- a conventional war in europe. that is what we are talking. about this isn't just gonna be weeks of fighting. even if russia occupies parts of ukraine, ukrainians will continue to fight. and that is the nightmare scenario that i think all rational actors and ross cow, brussels, and washington want to avoid. and that's why i hope these negotiations in january will be successful. >> we will have to wait and see how this plays out. -- former u.s. ambassador russia, thank you so much for joining us. this evening. thank you for joining us happy near to you. >> next year will mark a year since the -- the threats and violent rhetoric surrounding that they haven't gone away. in fact, they become much harder to prosecute. we'll have more on that next. xt i could use some help showing the world how liberty mutual customizes their car insurance so they only pay for what they need. take a listen to this. >> we'll -- kill you we will -- take you out -- your family -- your life and you deserve the -- throw to the knife -- you guys will pay in the end mother -- you guys are mother -- you are done this might be a good time to put a -- pistol in your -- mouth and pull the trigger. >> now after listening to those, you might assume that all the threats like these, the ones you just heard, there would actually constitute clear crime. especially if they're being targeted towards officials in this country. but, as reuters explains, building a criminal case for threatening messages is the tories the difficult. the problem the u.s. supreme court is not clear defined a true threat. for instance, many prosecutors would consider the phrase, i will kill you, as a clear threat. but, you should die, is legally protected free speech. reuters gives an example for the messages which in part reads quote, she cheated, and she know she cheated, and she should be shot for treason. so my question to you at home is this. is that a, a threat? or be, protected speech? reuters has the interactive for you. which shows, according to legal scholars, such a message, although it is threatening, does not constitute a true threat. because it does not so clear intent. over 100 of these calls, sample by reuters, appeared to make the federal -- prosecution yet arrests. they have been rare. since the 2020 election, rioters found just four cases that were prosecuted. joining us now is a really report on that incredible fascinating report from reuters, out today, peter isil or. he's a national correspondent at reuters, thank you so much for being here. and one importantly thank you and your team for this incredible, just absolutely eye-opening report that shows where we are as a country right now. i know the team at reuters has done this job -- this amazing job of cataloguing 815 threatening calls to election officials and staffers. as we noted, these are just the calls followed by reuters in 16 states. do we have any sense, any idea, on how widespread these threats are? >> no, we really don't. first of all, thank you for having. me we really appreciated. we all really appreciate it! no, there has not been any sort of systematic effort to gather these tarps of threats and hostile messages. from around the country. we went out, and we focused on places where former president trump and supporters, and near alex have been particular friendly for him. it's the rigged election that a focus is allegations of voter fraud. we looked at particular places in mares owner and in georgia, and pennsylvania, and wisconsin, and a number of other states. we did not go around and serve every counter and every state in the country. as far as i know the peter eisler messages peter eisler that we've corrected that's to beat several that we've collected -- >> do you know if any federal government is trying to follow your investigation into or conduct investigation of their own. where they have a central pause for this information. >> so we've been doing stories over the last several months. back in june we began doing work on this, the justice department put a task earth to get the folks on threats against workers -- to date, that task force, to our knowledge has not made any arrests. they haven't announced any arrests. whether they have got out and systematically collected threats and hostile messages from around the country, i don't believe so, if they have they haven't said anything about it. many of the election workers that we've spoken with, and we've spoken with scores of them, has said that they have got to the mp i, and brought them threats, or referred threats to them than they were worried. about and the fbi is taking them and said that they have taken them in but they haven't really heard back, as it is in most cases. what if anything, if any, thinking tell us about the type of people that are making these threats? i know you are dealing with the large number of here? but can you sample or backgrounds, what's do they do, and where they from? >> so, many of these things are anonymous. what we were able to identify was gender in 500 plus of these messages. it's overwhelming in the mail. four out of five of the messages we were able identify were obviously male. we found the substantial number of these cases, the threatening with contacting officials in the state other than the place they live. so, out of 74 cases were we were able to identify where the person who sent the identify the message from. 32 of those cases, the person who sent those messages were not in the same state as the person they send it to. and then we found a relatively small number of people who are, for lack of a better term, frequent fires. people were sending these hostile threats again and again, to people all over the country. and we found about ten of those people who would send at least ten of these messages out. and they were responsible for about 180, have the 850 plus messages that we collected. in some cases, they would target the official and send that person out. in other cases, they would send messages to array of officials in one state or another, and some in multiple places. and very briefly, can you tell us, on the other end of, it who other officials are receiving this threat? are they a political persuasion? did they make an important decision that is perceived of being in support of one outcome over the other? what do you know about the people receiving these threats? and why those individuals particularly? >> the common denominator is that people who tend to get large numbers of these hostile messages are people who are pushed back on false allegations of election fraud or voter fraud. so in some of the places where president trump and his allies have been most aggressive, are contesting results. where you have a republican dominated supervisory. in that case, it was republicans. they were coming over petty attack. being called rhinos. which is an aggressive term for republicans. they would push back and say, no. we have done audits, we have done re-caps, we have verified the security and the veracity of the results. the election is solid. the election is sound. really that is what earns do you the iron in which people are sending these things. in fulton county, georgia, that is a democratic county and you are seeing a lot of democrats. and in coppa county arizona, you're seeing the same thing. >> it is a sad state of a fair one election of officials are being threatened with their lives for simply doing their jobs. well peter eisler, national correspondent at reuters. thank you for coming in, greatly appreciated. up next, will republicans be successful in their efforts to dream under congressional districts ahead of the 2022 election? (crowd cheering) therabreath, it's a better mouthwash. at walmart, target and other fine stores. what if you could see the details of your great-grandparents wedding day... ...or the record that welcomed your great-grandmother to the world. your family story is waiting to be discovered, and now you can search for those fascinating details for free—at ancestry. the last minute in elections in 2018 saw big blue waves as democrats swept up congressional seats. local seats as well. but in addition to collecting members in huge numbers, they want to host a ballot in several states. including ohio. in that state, voters have said to ben gerrymandering. that is where one congressional party chooses to redraw. following the 2020 pretty wave, ohio republicans re-drew the congressional map to give themselves a 12 to 4 advantage. in 2018 ohioans voted in favor of getting rid of partisan gerrymandering by a huge 50 point margin. but then this year, ohio's republican legislators went ahead and they did it anyway. ohio republicans drew their new maps to give themselves almost the same partisan advantage as they have before. this week though, ohio supreme court have heard oral arguments in a case challenging those new republican maps. the house supreme court has a conservative majority. but even the republican appointed justices on that court seem skeptical of the states want -- to disregard the will of the voters. and plow head would gerrymandering. now the argument in supreme court are any indication of republicans in that state may not be able to tilted to their advantage in the way that they have planned. and it's not just ohio to be frank with things appear to be trending that way. if you look over at michigan, they were one of several states to finalize its congressional maps just this week. as the new york times noted, yesterday, michigan's new maps have been effectively on gerrymandering. a big win for advocates of fair districts in that state. heading into this year there was talk of democrats to lose the house in 2022. this was simply based on republican gerrymandering alone. this was before any votes were counted. but now with over half the state maps drawn and despite a definite republican tilt, things actually are looking a lot better for democrats than expected across the country. a new analysis from the liberal think tag, data for progress, makes that unexpected prediction. in part, it reads this, when redistricting is finished, more districts in 2022 will be to the left of joe biden's 4.5 national margin against trump than there were in 2020. so, i guess the big question tonight is how did this happen? and what does it mean for the coming election year? joining us now is kelly britain, president of the national democratic redistricting committee. it is great to have you with us kelly. earlier this week your, everyone was predicting democrats would do terrible in the redistricting as we were anticipating. but it seems that for now, things might have changed. first off, do you agree with this recent analysis that i was talking about where things have gone better for democrats? and if so, why do you think that that is happening? >> thank you for having me and for talking about this important issue. i will say right off the top that there is no question that the republicans are trying to gerrymander their way to a house majority through redistricting the cycle. they are very open about that strategy. and i think that what you are seeing now is the comprehensive strategy that we and others have been running for years in order to fight back against that plan. to fight back against the republican gerrymandering. and their intent to manipulate the map so that they can hold on to power regardless of what the voters say. and that comprehensive plan is really coming to flourish and. we have been engaging the public and raising awareness about the problematic impact of gerrymandering on our democracy. we have been encouraging people to get involved in this process. we have been shifting the balance of process away from republican tool controlled that we saw last decade, as you noted, in ohio. and we have been filing litigation for when they decide to break the law. so i think that we are executing a plan that we have it in place, knowing what we were up against with the gerrymandering. and that plan is paying off. >> has it also been effective that in some states, and you can look at a number of facts that have been for democrats doing better, but there are some that are saying that it least one reason some democratic-controlled states such as illinois, oregon, have decided to drop partisan maps of their own. and i know your organization believes that they can win with fair maps. but does it make sense for democrats not to gerrymander in states that they fully control when republicans continue to do it in the red state? is that the approach? should democrats be playing the republican game in the states that they control? what no.me in and they're not. they do not need to. democrats don't have to cheat to win. we are not afraid of the voters. we are not afraid of fair elections where we allow the voters to make the choice fairly. and what you are seeing in the republican states is the intent and the attempt to disregard what the voters want and lock in power regardless of the election outcome of the voters in that state. and what you are seeing in the democratic state is the democrats trying to lean into the data, the census data, the reality of those states and draw maps that reflect the state of the voters. remember that the reason we re-district is so that the districts can better reflect the demographic changes of the previous decade. so the census data is a roadmap for redistricting. and in the democratic states, we are seeing maps that flow with that census data. that follows with the data says and should have been in the state. and the republicans are dismissing the truth and the census data and drawing map for power. it's a different thing. and we don't need to cheat to win. we don't think that we should. and we think that we can win and the elections and the maps should be fair. >> it's a very important story. when we are going to be keeping our eye on. well kelly burton, president of the national democratic redistricting committee. thank you for joining us tonight. greatly appreciate it. and now we have a next essential problem that we are facing. president biden plans to address it. there is still a lot that he can do on his own. we are going to have a lot more on that next. on that next ♪♪ ♪♪ experience the power of sanctuary at the lincoln wish list event. are you taking a statin drug to reduce cholesterol? it how do we slow climate change while we still can't? we got closer than ever this year, two democrats passing real substantial climate change, with big president biden's build back better bill. kristen sinema, and job manchin essentially put that on life support. with that up in the air, one of america's most influential climate activists bill clinton -- 's determining important. pat he's proposing the president biden use executive authority that he has as president to jump-start climate policy. that ideas actually not so crazy, while congress has been tied up presents department -- announced plans to make the whole coastline for wind farms like this one. what else can biden do? joining us now is bill mckibben he's a climate expert and one of the founders of the environmental group 3:50 dot org. mr. thank you for joining us this evening, we really appreciate your time. so, with the need to keep joe manchin happy and out of the window now that the shackles could come off, so to speak, in the fight against climate change, will kind of things could the white house -- could president biden do by using his executive powers on climate change?
