hey, there, i'm stephanie ruhle, kicking off a second packed hour of coverage, live at msnbc headquarters, right here in new york city. it is wednesday, december 22nd, and if you are just tuning in, there is a lot we're following this morning. so buckle up and let's get smarter. right now, we are on verdict watch. in minneapolis, minnesota, the jury is deliberating in the trial of former police officer kim potter. and deliberations are also underway in the trial of jeffrey epstein's longtime confidant, ghislaine maxwell. plus, pushing past the party infighting. senate democrats just held a virtual meeting after senator joe manchin sank president biden's build back better agenda, and he was on this call. what we're learning about how that went and what comes next. also this hour, president biden looking to tackle a major new pandemic challenge. the supply chain crisis. he'll meet with his task force and a bunch of ceos in just a few minutes to discuss how things are improving at the ports and the shelves are not empty this christmas. and when it comes to this pandemic, between the case numbers and the testing lines, you cannot help but get a sense of deja vu. atlanta reinstating an indoor mask mandate there, and the nhl may not send players to the olympics over concerns for their own season. cdc director rochelle walensky is trying to emphasize this morning that while this isn't good, things are far different than they were back in march 2020. >> there really is no need to panic. i do want to remind people that we are in a very different place than we were a year ago. we have vaccines. we have boosters. >> a lot of people aren't panicked, but they are certainly perturbed. i want to bring in michael memoli at the white house, kelly cobiella in london. mr. memoli, to you first. the administration's game plan, if this siege is worse than expected or drags out longer, i mean, just saying, we're going to send 500 million tests, that's honestly not enough. >> yeah, stephanie, i think one of the lessons we're learning here, the white house mantra, we follow the science, well, sometimes the science takes time. getting the data that experts need to make clear recommendations takes time. think about this, we learned about the omicron variant just around thanksgiving. it was a week later that the president announced his initial plan for dealing with a winter surge of covid, which was primarily aimed at the delta variant at the time. now it's been another three weeks and the clear need at this point was testing, which is why the president announced his strategy, which was focused heavily on making more testing sites available and making these take-home testing kits available, but not for a number of weeks. that was a question that the president was defensive back, explaining that we didn't know simply just a few weeks ago, that the omicron would be this transmissive, this quickly. but all of what we heard the president unveil yesterday is scaleable. in other words, they can continue to do more, you heard the president say he would continue to use defense production act, as needed, to put more tests out on to the market. the white house putting out, they've already quadrupled the number of take-home tests available to americans from this summer, so they've already made a significant amount of progress and they want to continue to do that. the other issue, which they also need to scale up and they are prepared to do so, which is the deal with the strain on hospitals, on emergency rooms, as we seen hospitalizations continue to rise. the president announcing 1,000 medics, doctors, nurses from the military community will be made available to locations as they see cases on the rise to deal with the strain that they're seeing, but that might not come until january or february according to the defense department. so the administration is ready, knows what it needs to do, but the question is can it act quickly enough to do it. >> dr., you're in the state of florida. a state that does not like mask mandates, that does not like vaccine mandates. but we have seen a ton of monoclonal antibodies distribute there had and now the ones that the hospitals have don't even work on omicron and the new formula is in short supply. what do we need most? >> one of the things that would help a lot is if the fda was able to complete its analysis of the protoyas inhibitor that was produced by pfizer, which has excellent safety and efficacy and would be a good replacement for monoclonal antibodies. and wouldn't -- and its efficacy shouldn't change if variants change. so that would be quite helpful, if we could have the fda do that. in addition, the community needs to understand that everyone needs to get vaccinated -- everyone who's eligible needs to get vaccinated and boosted, but in addition, that regardless of whether we have mandates to do so or not, we need to do what is prudent and correct. we should be testing ourselves if we're going to be in a congregant setting, particularly with family members, where we may be indoors, and we also need to be very clearly aware of when we travel and when we're in congregant settings with strangers that we should be wearing our masks, just because it's the right thing to do for yourself and others. i think it's the right thing to understand that people understand if you're vaccinated and boosted, your odds of having severe disease are very low. and that's the entire point of being vaccinated, is to make it a bit of a nonissue, if you do get some virus in you. and that's what we're striving for. >> i want to talk about the vaccine a bit longer, though, doctor. because florida is a state where we have seen a lot of vaccine-hesitant people, who have been stuck with this for months and months, unwilling to change their minds. are you now seeing people in florida reconsider, get the vaccine, since we have this new variant? >> no, yes, but not at the rates that we would like. it boils down to, there's a tremendous amount of misinformation and confusion. a lot of it in the spanish media, that needs to be corrected. >> one thing that we have not seen change is holiday travel. many, many people still flooding our airports, on the road, on train stations. i want to share a piece from our friend, tom costello. >> good day. it is crunch time, today and tomorrow in the nation's airports, as americans now very much turn out in mass numbers to get to grandmother's house. double the amount of people that traveled by plane last year. 2 to 2.5 million passengers each day. if you're going by road, road traffic up 30% over last year. on this wednesday before christmas, you've got good company if you're hitting the road. millions are getting behind the wheel this morning, clogging key interstates from i-95 on the east coast to the 101 out west. among the drivers this week, 23-year-old madison cruz, heading from baltimore, maryland, to roswell, georgia. >> with the rise of the new covid variant, it's just extra scary to be around people, especially coming home to grandparents and family. >> reporter: meanwhile, among the busiest big airports today, l.a.x., 8:00 a.m. and dallas at 10:00 a.m. across the country, many airports are reporting pandemic record-breaking traffic, even all-time records. the rebound really came on us up expectedly. we didn't expect to see passengers come back the way they did. >> reporter: at l.a.x. and los angeles, united airlines sees a stark contrast to just nine months or even a year ago. >> we are back up to 120 plus flights. >> reporter: but covid remains top of mind for many people traveling to see family and friends. >> on the plane itself, it's really quite safe, particularly if you're vaccinated and boosted. but in other settings, it may not be so safe. >> reporter: meanwhile this morning, more pressure on the cell phone industry twob delay the rollout of 5g technology next month, after airplane giants boeing and airbus issued a rare joint call for the government and cell phone industry to postpone the rollout. warning 5g could intervene with critical cockpit technology. the cell phone industry says there's no reason to delay the rollout, telling nbc news, 5g networks operate safely, without interference in nearly 40 countries around the world, and it will be no different here. but pilot organizations, airlines, and members of congress share the concern that 5g can intervene with the plane's altimeters. >> if you're coming down in zero visibility and your radio altimeter is off, then you might just go boom into the ground. >> reporter: the faa has already issued an air worthiness directive for pilots not to use altimeters coming into airports in bad weather, starting in january, if those planes are coming into airports near big 5g sigh scythes. again, 5g is supposed to go live in january, and now the industry under pressure to delay that rollout from the airlines and from, as we said, the two biggest plane makers in the world. i'm tom costello at reagan airport. back to you. >> doctor, look at those numbers. people are still very comfortable still traveling. and to your point earlier, and dr. fauci, if you are vaccinated and boosted, you should feel comfortable traveling. but we saw it from delta's ceo, and urging asking the cdc to revisit the quarantine guidelines from ten to five days for breakthrough cases for those that are vaccinated. do you agree with that? >> so, yes, and we're trying to understand exactly what's going on, but what we're seeing is that people who are vaccinated and boosted, although they can have very high viral loads in the beginning of their infection, if they actually do get contaminated and infected, the values, the ct values tend to shift very quickly, so that they are no longer contagious after a short period of time. so i think we have to take that into consideration when you determine how long somebody needs to be out. you can certainly test to determine whether somebody is safe to be out and about. but that person should be wearing a mask, if they're around others. and when we travel and we go visit grandma, please be sure that you have tested negative before you visit grandma, even if she is vaccinated and boosted, because remember, elderly individuals are at higher risk, even if they're vaccinated. >> and those same people can say, please, to their cities and local pharmacies, have those tests available and affordable. kelly, take us to london. i know the government there is really trying not to put the country back into lockdown. what's the situation? >> reporter: yeah, the prime minister, boris johnson, is trying to battle this surge with boosters. more than 80% of the adult population is double-vaxed and more than half of the adult population is now boostered, but there's another problem. infection rates are still rising quite steeply. more than 90,000 new cases yesterday, and that's causing issues in a number of service sectors, including the trains. some trains had to be canceled and delayed today, because staff isn't showing up. if you test positive in this country, you have to self-isolate for ten days. the government today announced that they're bringing that number down. they're now allowing people to get out of self-isolation after seven days, if they test negative twice, as long as they wear a mask afterward and take care to stay away from people who are vulnerable. and it's partly because of that staffing issue, that's hitting a number of sectors. and while boris johnson is trying to avoid any new measures before christmas, leaders in scotland and wales have already announced more restrictions post christmas, including limiting the amount of people who can get together over the new year's holiday, and in scotland, actually canceling their big public celebration for new year's. stephanie? [ everyone agreeing ] super emma just about sleeps in her cape. but when we realized she was battling sensitive skin,s? we switched to tide hygienic clean free. it's gentle on her skin, and out cleans our old free detergent. tide hygienic clean free. hypoallergenic and safe for sensitive skin. developing now, in minneapolis, minnesota, we could get a verdict in the kim potter trial at any moment with the jury now resuming deliberations for a third day. but speculation is growing this morning about the possibility of a jury deadlocked after jurors asked the judge two questions before finishing up deliberations for the day on tuesday. joining us now to discuss, shaquille brewster live at the courthouse in minneapolis, and danny cevallos, contributor at nbc news. shaquille, tell us about these two questions. >> reporter: well, stephanie, those questions came late yesterday. and the jury, by the way, has been locked away in deliberations for now 15 hours. the two questions, the first one was asking the judge for guidance on how long they should go and what guidance they should have, if the jury cannot form some sort of consensus, signaling perhaps that they're struggling to find that consensus. remember, you need a unanimous verdict on both counts in order to get a conviction or a not guilty verdict. the second question was over a key piece of evidence. asking the judge if they can have access, they already have access, but if the zip ties can be removed from the firearm that kim potter used to shoot and kill daunte wright. that was something that was locked away in the jury room with them, but there were zip ties around it, and the judge instructed them on how they can get those zip ties removed. that's something that the prosecutors throughout the trial have been emphasizing, the fundamental difference between a firearm and a taser, and it seems as if the jury wants to have more access to that firearm that is already in the jury room. so, again, stephanie, they've been deliberating for about 15 hours, at this point. to put that in a little bit of context, the chauvin jury deliberated for just over nine hours. the mohamed noor jury deliberated for about ten hours. both of those deliberations led to convictions. so it does seem as if we're getting to the point where they have been away for a little bit longer than normal, if you're looking at a potential conviction. stephanie? >> danny, how do you interpret this? could it signal a deadlock? >> maybe not a deadlock yet, but also the question is, who's the minority? is the minority holding out for acquittal, or is the minority among the jurors holding out for a conviction? and that question they sent out, what do we do if we're having trouble reaching a consensus, for every jury question that comes out like that, day get a very unsfig answer. and that's because the judge has to be very careful. this is a very appealable issue. and they have to give a very, i guess you would say, a very neutral kind of answer that doesn't push them one away or another. because that could create an issue on appeal. so it could signal a deadlock, but i wouldn't say quite yet. >> danny, i also want to ask you about ghislaine maxwell. her jury is now deliberating for a third day, after they asked the judge to review the testimony of three women who said they were teens men max well allegedly assisted epstein in sexually abusing them. the longer they deliberate, the more questions they have about these specific women. what does that tell you? >> it means that they are probably scrutinizing the testimony of the these accusers to see if there are actual inconsistencies right there in black and white. but as much as the defense liked those questions, they have to be concerned about the jury's other question, which was, can we use testimony of this accuser for other conspiracy charges or these conspiracy charges? and that indicates to me, at least, that they are taking a very broad approach in looking at the testimony and what counts it can apply to. conspiracy is a very broadly defined law and it is relatively easy in my opinion, as a defense attorney, to convict on. easier maybe than the substantiative underlying offense. >> all right, danny, this one is even more confusing to me, no verdict yet in the elizabeth holmes fraud trial. that's the founder of theranos. the jury will return to court tomorrow, after two days of deliberations, but they asked the judge on tuesday if they could review jury instructions at home. the judge said "no." can you explain, what do you make of that? >> i have a theory about this, but a theory about what's going on in the jury room is about as reliable as tarot cards or astrology -- >> let's be clear, i love tarot cards and astrology. madame cleo wasn't available today so you're here. what are you thinking? >> this is what i'm thinking. i'm thinking that as we approach the holidays, the jurors are in that room saying, we're not going to go -- i've got to get home, i've got to get to target, i still have shopping to do. i'm not being glib. i think these are rell real considerations for a jury that doesn't want to be held essentially hostage in their minds over the holidays. let's get this done, work through the night, and come back tomorrow with even more crystalized opinions on the subject. >> i get that. it's christmas. assist very serious trial, but these people want to get home. danny cevallos, shaquille brewster, thank you so much. shaq, my 2022 wish for you that you get warmer assignments. every day you're out in the cold. we've got to change that next year. coming up, this is no surprise, but it is knew. michael flynn suing the january 6th committee to try to block a subpoena, running the clock as a sitting congressman refuses to cooperate with his own colleagues. we've got the brewing legal battle and what, if any, if any is important part here, consequences could be in store. e super emma just about sleeps in her cape. but when we realized she was battling sensitive skin, we switched to tide hygienic clean free. it's gentle on her skin, and out cleans our old free detergent. tide hygienic clean free. hypoallergenic and safe for sensitive skin. we are about two weeks away from the one-year anniversary of the january 6th attack on our nation's capitol. and we are following multiple developments in the investigation to uncover what exactly happened that day. republican congressman scott perry of pennsylvania says he will not comply with a request to hand over relevant information to the january 6th committee. and former national security adviser to president trump, michael flynn, is no surprise is now suing the committee to politic its subpoenas. joining me now, capitol hill correspondent, league ann caldwell, and joyce vance, a msnbc legal analyst and former attorney in alabama. joyce, war the next steps? how is this showdown going to play out between a member of congress and his colleagues that he has to see every single day. >> that's a great question, steph. and the committee has not said yet what it's going to do. but it says it has options and it's going to keep those options open. the committee thinks that representative perry is instrumental into their investigation. he was a person who worked with the administration to try to implement jeffrey clark, a doj official, to replace the acting attorney general, so that they could try to overturn these election results, or at least put out a statement saying that the results were, in fact, wrong. of course, those are all false statements. but, you know, we're waiting to see. this committee has some options. they can do like they did with mark meadows and steve bannon and refer criminal contempt charges to the department of justice. but because they're a member of congress, they perhaps have some other options, as well. they can go the route, the full house can remove him from his committees. they can send it to the ethics committee. they could sensor him on the house floor. so we are waiting to see what the committee is going to do, but this is extraordinary and this is the first time the committee has sent a subpoena to one of its own. it's going to be very interesting to see how this plays out. >> joyce, it's extraordinary, it's unprecedented. we lived with extraordinary and unprecedented for four years and we're still not getting the information we need about january 6th. why is the committee only issuing a request for information? just subpoena the guy! >> so i think the committee has been extraordinarily effective, extensive, and people like mike flynn are now filing lawsuits. they've learned the committee that this committee means business and if they assert phony privileges, the committee will subpoena their testimony and refer them to the justice department for prosecution. i think that's pretty effective evidence that this committee is getting results. add that to the fact that now more than 3 hurricane people have spoken with them voluntarily, and it seems pretty clear that they're rapidly putting together a picture of what happened on january 6th. they are zeroing in now on these key players, giving them the opportunity to tell their story. and i think that we can expect to see them get similarly tough with these people, these outliers, who aren't cooperating. all in all, i'm pretty bullish on the proceedings that we're seeing here. >> how about tough with trump? "new york times" is reporting that the january 6th committee is actually examining whether they have enough evidence to recommend the justice department pursue their own charges against trump himself and other top officials. do you think that's realistic? >> stephanie, the question here is one that we're all debating. we don't see any evidence on the surface that doj is investigating trump and those around him. of course, prosecutions would come from doj, not from the committee. at the same time, we don't see any evidence that they're investigating, we also don't see any evidence that they aren't. and it's very frustrating, increasingly, we need some clarity, some certainty without doj crossing inappropriate poundries to hear from them that they do believe that the people who organized and led the insurrection need to be held accountable, just like the people who physically invaded the capitol on january 6th. we haven't had that so far, and frankly, it puts us in the position, i think, sometimes, of feeling like we're charlie brown, constantly hoping that the justice department will provide accountability, but concern that it won't. the answer is that we're still waiting on that, but a referral coming from a bipartisan congressional committee could be just the nudge that the doj needs, if it's commonly believed that merrick garland is concerned about the appearance of being political, if he undertakes a prosecution of leaders and a former administration, this bipartisan referral buttressed by very well-developed facts, that increasingly point to criminality, could be just the nudge he needs to get off his perch. >> well, then, joyce, maybe we feed to all just chill out and become snoopy, get a little bit cooler about the whole thing. joyce, leigh ann, thank you both. any minute now, president biden is putting the supply chain front and center when he meets with his task force and major ceos. it comes as overnight, senate democrats met to plot their next steps after joe manchin said he was a "no" on the president's signature build back better legislation. what we know about that call, where we go from here, and what the president's focusing on, next. and what the president's focusing on, next clerk: hello, how can i? yesterday, we thought this thing was not happening, nothing moving, but joe manchin was actually on the call last night. >> reporter: stephanie, i didn't hear the last part of what you said, but there are some potential signs of life for the build back better act. crucially, senator joe manchin was on that call. a spokesperson saying it was an honest conversation with manchin's colleagues for whom he has a great deal of respect. this was after some doubt about whether joe manchin would ultimately even join that call. chuck schumer saying that the build back better act is too important to pull the plug on and they will keep fighting, keep trying, and keep revising it until they have a vote. he's putting manchin on the spot, and he will swap it in with a different senate version. in order to win joe manchin, they'll have to make a lot of tweaks, some of those painful, and it's not clear that they'll be able to get all democrats onboard in the senate and the democrat to get it done. there are some simple things that he wants, but it's relatively doable. the tougher thing is to make everything funded over a ten-year period, which would mean big sacrifices over things like probably the child tax credit, which is very difficult to pay for over the long haul, unless you eliminate almost everything else in the bill. that's where democrats are right now. they are still trying to go for the win ear, but one way or another, chuck schumer saying, there will be a boat on the build back better act next month. and schumer also saying that they're going to move to veegt voting rights legislation using the so-called nuclear option to try to get a major piece of voting rights legislation through. everyone will have to go on the record including manchin in support of the filibuster and kirsten filibuster. >> let's get realistic. you're going to have to figure out how do you pay for things like the child tax credit over the long haul, because extending it for one more year, which is in the build back better plan, isn't realistic. once people are receiving it for what this will then be two years, they're certainly not going to say, "yes," i would be okay with not having it. so is manchin saying here, not that he's against build back better, but he wants changes made to it? the fact that he was on the call last night means there is a possibility. >> it certainly is a positive sign. if he hadn't even been a part of the call, i think a lot of people would have taken that as a fact of wondering where joe manchin fits in the democratic caucus. he heard from his caucus. he said he's willing to keep talking. but to sahil's point and to yours, there are going to have to be major concessions to get him onboard, and the big thing is, what happens with inflation. there will be more reports coming out, and that has been one of the key things that manchin has pointed to as one of his concerns. and once these social safety net programs get into place, it's very hard to claw them back. and that's one of his concerns, how do you actually pay for that? it's extremely expensive. so as much as schumer says they're going to move forward on the bbb, it is likely, move forward, that vote fails, and they have to regroup, think about what the pathway forward is and can they cobble together something much smaller that will still win enough support for progressives that are very upset at this point. >> we should rename the hour, "i don't get it." unless schumer has manchin's vote, why would he bother moving forward on build back better? >> he may not have his vote yet, but the question is whether he has his vote going forward. the president, joe manchin did speak friday night. it was a cordial conversation. and they think there's space to get joe manchin to "yes." that means getting the various progressives and others who don't like what manchin likes onboard and getting to "yes" as well. and the democratic party will have to have a come to jesus moment and say, look, do we want to mass something or not? how that happens and how that comes together, who knows? but schumer knows what he's doing, but ultimately this is a conversation between the two joes and the two presidents. the president joe biden and the president of joe biden's agenda in the senate, joe manchin. >> yikes. well, joe manchin has to worry about one group of people. voters in the state of west virginia. ana, yesterday, america's largest coal mining union put out a statement asking manchin to support build back better. could that move the needle? taking you to the white house, where the president meeting with his supply chain task force, a number of ceos from transportation, from retail, to talk about the bottlenecks we have been facing. let's listen in. >> my cabinet and the white house team. before getting an update from my supply chain task force, i want to say a word about the progress that our economy has made this year, and how my administration will continue to tackle the cost increase that the american people are facing. and at the end of 2021, with what one analyst described as the strongest in the last 50 years, nearly 6 million new jobs, a record number of for a new president, because of my staff and my cabinet, unemployment down to 4.2%. three years ahead of the predicted time it would take to get to that number. applicants for new small businesses, up 30%, compared to before the pandemic, and the fastest economic growth in nearly 40 years. there's more, as well. today, america is the only leading economy in the world where household income and the economy as a whole are stronger than they were before the pandemic. even accounting for price increases. the economy i inherited nearly a year ago wasn't just in crisis, it wasn't working for working people. that's the reason i ran. it's about time the working class and middle class people got a shot. year over year economic growth was too low, wages for the middle class were stagnant, and the number of people starting new small businesses was declin. over this year, we've acted. from the american rescue plan to the bipartisan infrastructure law, to change this trajectory. to build an economy from the bottom up and the middle out. and to finally give -- and by the way, when occurs wealthy people do very well. we're not trying to punish anybody. working people in this country, the wages and benefits they deserve is about time they start to see it. to create an economy with more innovation and faster growth. and we're making progress. we've got a way to go. we're make progress. top of mind for me is what is top of mind for so many families. the pinch of prices and the cost. look, addressing these costs has been and will continue to be my top priority the entire administration. and the way to do this is not to slow down our economic turn around. not to step back from this progress, but to build on it. we can and we will address prices by expanding productivity capacity in our economy, so we move more goods to market, get more americans working, encouraging more investments and invo nation and making sure american consumers see the benefits at the store and at the pump when they go to fill up their cars. let me describe three specific areas i'm focusing on. first, supply chains. i owe a lot to the business people on this call. on this zoom. earlier this fall we heard a lot of dire warnings about supply chain problems leading to a crisis around the holidays. so we acted. a lot of recommendations from the people that you see on the screen here. i wish we were all able to do this in person. we brought together business and labor leaders to solve problems and much -- the much predicted crisis didn't occur. packages are moving. gifts are being delivered. shelves are not empty. experts in this field look at two statistics for retail inventories which is how many goods -- how many good retailers have on hand, and the phrase on shelf availability. it measures how many goods are actually on the shelves there to be purchased. today retail inventories are up 3% from last year. inventories are healthy, and on shelf availability before the pandemic was about 91%. today it's at 90%. 90%. i'm sure you can find some shelf that's empty because of pop yourty. i don't know. but 90% availability. and delivery availability for the postal service are faster than before the pandemic. even as americans have purchased a record amount of goods. this is in part due to the progress at the nation's ports which are now moving historic amounts of goods. after working with our administration, the ports of los angeles and long beach have nearly cut in half the number of those great big containers you see. sitting on a dock for more than eight days. this is striking progress since november. in fact, right now the number of containers moving through our ports is higher than ever. it's because we've sped up -- we. because when i sat down and talk with folks running the ports and the long shoremen, they agreed to speed up every step in the process. the ports, the trains, the trucking. my bipartisan infrastructure law, there's $17 billion to speed up and modernize our ports. and tomorrow the department of transportation is going to announce over $200 million in grants to ports nationwide. and we're making significant investment in freight rail as well. and we're also working to unstick bottle necks between the ports and the stores by getting more trucks moving all around the country. we've heard a lot about the need for more truck drivers, and it's real. and we've gotten to work to address that. for example, i want -- i see marty walsh, my labor secretary. he's done a hell of a job cutting red tape so companies can set up registered apprenticeships for truck driver's in two days instead of two months. these aparen sisships are going to help new drivers get trained better and faster and help companies retain drivers in a field that has a lot of turnover. i'm going to hear about the new partnerships with trucking companies, and states to get more truckers on the road and into good paying jobs. we also need to build resilience into our supply chains. we can never again be left vulnerable the way we were in the early days of covid-19. one important way to do this is to make more things here in america. that has been a goal of mine since day one of my administration. we've added more than 300,000 u.s. manufacturing jobs. more than 300,000 added since i took office in january 20th. we're going to keep at it. because the more of what we buy in america should be also made in america. the secondary protected american consumers, take gas prices. months ago i saw oil production wasn't keeping up with the demand as the world started to get moving again. it could drive up prices at the expense of our consumers. that's why i work with international partners to coordinate the release of oil from our oil reserves and theirs. now, gas prices are coming down. more than $0.10 a gallon nationally. gas prices in 21 states now are at their historic averages from before the pandemic. historic averages. that's good news for americans hitting the road this week. but beyond energy, we need to make sure that there's a robust competition across industries. competing is what encourages companies to invo vat, encourages them to invest and build and offer lower prices. i'm going to convene my competition counsel after january to keep pushing for more bold action. healthy competition is a hallmark of healthy capitalism. thirdly, i'm working to reduce the largest cost burden in households and budgets. and the biggest weapon in our arsenal. it's my buildback better act. it will reduce what families have to pay for prescription drugs, for health care, for child care, and so much more. the bill is paid fully, fully paid for. it won't increase the deficit, and nobody making less than $400,000 a year will pay a penny more in federal taxes. the economic forecasters from wall street firms reinforced this week failing to act on the build back better plan will mean less economic growth. let me say it again. not a liberal think tank. wall street. failing to make these investments is going to slow growth, not increase it. look, if we, in fact, seize this opportunity, i think we can lower cost for families, getting more people working, and lower price pressures long-term. and we're going to keep working on all of these fronts. because it is so clearly what american families need right now. i'm going to turn this over. there's more to say, but maybe i've said too much. i want to have an interchange with you guys, but now i want to turn it over to brian to begin this meeting. we'll move -- i may have some questions, in fairness. >> great. thank you, mr. president. we will move immediately to the first section of the agenda to the president. but let's be honest, your average american isn't watching it or listening. when does it feel like they're going to see that impact? because the president's poll numbers are not great, and they're directly tied to these inflation issues. and the supply chain issues. everyone is going to be talking about it this holiday. >> i think you're right. and in terms of when people will actually start to see and feel the results, it could still be some months. and bottom line, they're celebrating the holidays and dealing with these supply chain issues, dealing with these increased prices. i've interviewed families who say they're going to have to change the traditional christmas meal they would have with their families. a lot of families across the country are scaling back on christmas gifts altogether. so will they feel the impact soon enough? not necessarily. but still, the president, the white house making this one of their top issues. and you heard him talk about build back better. so that's really the backdrop against which all of this is happening, and he is arguing that look, if we can pass build back better, it will deal with some of the fundamental issues of the economy that are driving up prices and that are making this moment, this supply chain crisis so significant. in terms of what we expect to see, the president will continue to hold meetings like this. i am told well into the new year, steph. this is going to be a top priority. >> for the big businesses, they have more control of the supply chain. the question is what happens to the small
