The political reality facing the president is that its his disappointments that are reverberating more with voters right now. Just look at hi Approval Rating or last months Election Results and looks as if the white house is going end the year with disappointments on two big issues. The first, the president s build back better agenda agenda is not going Pass Congress this year has many in the party hoped. It might not even come to the floor until spring at the earliest. The discussions between President Biden and senator manchin have been going very poorly according to a source familiar with the matter. Does Beg The Question should they have worked with manchin much earlier and not written the bill before finding out what he was against . Democrats signaling they are going to pivot to the issue of Voting Rights now that build back better agenda is on the back burner. But the politically reality is Voting Rights legislation isnt going anywhere right now either. Certainly while Kyrsten Sinema is there. But the president hasnt done much to try to get her to change her mind either and how much has he used the bully pulpit. President did say back in july passing Voting Rights lejts was a national imperative given the right Wings Campaign to undermine u. S. Democracy and a right wing media that is now full on propaganda. But he hasnt said much about it since. That was until yesterday. Speaking to reporters in kentucky as cameras scrambled to keep up with him. Should Congressional Democrats move on to working on Voting Rights legislation this year and put off the build back better plan till 2022. If we can get congressional votes done we should do it. If we cant, we got to keep going. There is nothing domestically more important than Voting Rights. It looks like it is going to be a very long, cold winter for the white house given all the Omicron Uncertainty as the variant spreads like wild fire. When it comes to grading this administrations first year its had a lot on its plate but biden set the bar pretty high. He ran on defeating covid, rebuilding america, restoring our democracy and getting rid of trump. Hes had big successes. The covid relief bill. Bipartisan infrastructure bill. But hes also had a lot of big disappointments as well. Ali, is there any Movement Left on capitol hill . I know nothing is technically over. But with senator schumer deciding to put a bunch of nominations on the floor, a lot of folks read into that that hes waving the white flag on both Voting Rights and build back better agenda for this calendar year. Is that what your sources tell you . Our sources told e us yesterday Building Back better on the back burner. Because of all the procedures needing to take place are still happening because the parliamentarian is considering the way the house bill was rinne and senators still filling in key Policy Points of it. So that bill isnt even ready to go yet let alone manchins receipt sans to move forward with it. Ticence to move forward it. There is disagreement on Voting Rights from manchin and Kyrsten Sinema as you mention on how they should move forward on the rules there. Manchin says any kind of rule change to Voting Rights happen should be bipartisan. Sinema yesterday reiterated she wants to keep the 60vote threshold. So it doesnt really seem like there is Much Movement there and the intractability of the issues really stemt from the same thing. In a 50 50 senate, this is what happens. You posed the question about President Joe Biden and the use or lack of use of his bully pulpit. But the reality here in a 50 50 senate is that every senator who wants to make an issue of a policy move or vote being brought to the floor can. It allows them to in effect act like precedent in terms of Shaping Policy and certainly that is a joke bandied about here a lot when it comes to people like joe manchin because of the role hes played here. Even if biden were to move forward with a bully pulpit, that is the power of a 50 50 senate. Each senator gets to do what they want to do on this and certainly joe manchin has done that. Kirstie cinema and joe manchins new comment this is week were not new. Same sentiment as before. What do you tribute this where we are right now . You know, its im not sure i would say miscalculation, i do think the white house made a deliberate effort on Voting Rights in particular. This has been a long process. And sinema was on board. And they had 49. Couldnt get 50. He wanted hes a former secretary of state. He wanted he had his own concerns about ids and stuff. And drafted his own bill and they got 50 democrats. But manchin is not going to change the filibuster. And sinema not either. They are 48 votes without changing the filibuster. And without United Opposition they are not going to be able to do it and the problem for democrats is no one is talking about the 50 republicans that are opposed to Voting Rights changes. They are talking about manchin and sinema. Were talking about manchin and sinema. Thiss the thats the deep flaw here. And schumer knew where manchin was for a long time on build back better. He had a letter to the president and to Senate Majority leader schumer. But he didnt disclose it to the house for two months. This is there is there is a lot of you know, they try to Pressure Manchin and sinema behind the scenes and that didnt work. And if you go out in public and pressure them, that doesnt work. So how do you get to move two senator who is dont want to move . Theresa, same question to you. Mismanagement, miscalculation . So i think what were seeing right now is something that was very publicly stated by Amy Klobuchar about theres weeks ago, they had gotten together trying to figure how could we create different rules that allow for wiggle room for someone like manchin and part of the strategy with manchin on bringing the freedom to vote act to the floor of the senate was the idea was that he needed to witness that there were going to be zero republicans that were going to allow it to come to the floor for an actual vote. And in the process they were able to come back to him and say look, what if we create reform of the filibuster and talk about the importance of restoring the senate and its integrity. And i can share with you those are one of the reasons why the white house is signaling that it is interested in actually pursuing it and one of the reasons why schumer feels more confident in the process. And i would not be surprised if in the next few hours, if not by sunday were gonna have a better understanding. But this is again something that is more inside baseball and it is really the rudimentary stuff, stuff people dont want to talk about, but there is a pathway with reforming and restoring the senate, so to speak, through parliamentarian rules where the filibuster is Still Standing but actually retreats to something slightly different. So ive heard the same thing that Maria Theresas heard. And look, this is a classic hindsight question. It looks obvious now. Eresas he. And look, this is a classic hindsight question. It looks obvious now. But at in point should Voting Rights have been how President Biden spent his summer and fall and not build back better . Well a couple of things here. One is, i think the white house thought they needed to do some things that quite frankly on the front in around the economy and it is the same issue that obama was troubled in 2008 when he came in. Our economy was in free fall. And there are some things around the economy that we have to do. We have to get the stimulus package. With have to get infrastructure. We these things are about building our economy and making us more competitive in the future. But i want to step back from this for a moment. Put on my political [indiscernible] and you know what, i chuck, they dont know a lot about legislative process either or ideas of fibsers. So to the point earlier, democrats have to stop talk about the process, at least with voters. I get the inside game but outside game we got to Start Talking about quite frankly you have 50 republicans who wont even allow the debate to start on the Voting Rights act which is something the vast majority of americans want. You have republicans lock step against build back better from child care to Senior Health issues that the vast majority of americans want. At some point there must be a pivot away from a conversation about joe manchin and what it is republicans will not vote for. Cornell, do you think its been a mistake not to show the public that . You know, Mitch Mcconnell loves to make democrats take uncomfortable votes. Democrats havent made republicans take a lot of uncomfortable vote, if indeed these are and im not talking about the big one package. Im talking individually. Make them vote individually. Thats how he would be running things. Thats right. Look, chuck, i think weve seen this play before going into 2010. I this think Mitch Mcconnell is playing the same, same hand. I hope we has democrats change that dynamic and actually Start Playing hardball and making them take tough votes so we can then run against them for not voting for these popular things. Ali vitali, is build back better going to shrink down to just being the Child Tax Credit in about six weeks . And i say just by the way, i say just. Just making that a permanent over a 10year period is a massive deal. It is no at small thing. But is that the most realistic outcome now . It could be. Especially when you know manchin wants to stay at one point 7 trillion and extending the Child Tax Credit over ten years would bring you in at like 1. 4 trillion, doesnt give you lot of wiggle room on the price tag front but this was the reality of the build back better bill the entire time. Everyone came in with a laundry list of policy items they wanted in. And instead of the narrative being look at all of these big things that we are doing for americans from things like the Child Tax Credit to climate provision, instead it became a conversation of what was falling out because people like joe manchin wanted to keep this below the 3 trillion figure that we started on. Or even frankly when progressives wanted this to be a 6 trillion investment in American Social infrastructure. That has always been the conversation. So if it does end there and it is just the Child Tax Credit. There is a world which some zmokts can out and say thats huge. But when you kbhar everything that was in the bill, it does look like they have lost the moment then. Mark murray was doing the calendar math. Donald trump got his tax cut in december of 2017. Barack obama got healthcare passed, Christmas Eve specially 2009. Build back better is not going pass in the oddnumbered year. Yeah. But obamacare didnt really pass, didnt finish until april which is the big problem. Hes not going to get build back better this year. He does have some victories as you mentioned. The American Rescue plan, 1. 9 trillion. 1 trillion bipartisan infrastructure package. Those are victories. They should be celebrated. Infrastructure bill was a big deal. We have some other thing. Juneteenth got made a national holiday. Theres been some successes up here. Especially with the 50 50 senate and, you know, a three a threevote margin in the house. They have gotten some wins. And listen, lets remember where we started in january and february. So, you know, capitol was under attack. Things, you know, have gotten there were thousands of troops here. Theres, you know, but things have things have happened. But i do think, you know, to go to your point, i think they, you know, biden when he introduced, you know, american jobs plan and American Family plan was 4 trillion. It had everything under the sun. And did the white house aim too high . Should you underpromise and overdeliver instead of overpromising and underdelivering . And that is the existential question of politics. Murray, teresa, looking at raw politics here. It is about whos gonna will the things you do get people to vote for you the next time . Are you going satisfy your base . And you tell me, i actually think when you look at the unique Biden Coalition. And it was unique. It was a little bit different. The one issue that actually does unite centerright independents who are antitrump and progressives is fixing the democracy. Has that been the miscalculation . Should that have been the forward issue that, you know, considering what happened on january 6th, considering what was fresh in all of our minds. Considering that donald trump has not accepted defeat . And i get the idea that you got to meet voters economically. But you tell me. What do you think . Well i think the challenge is that he inherit ad crisis of pandemic not just health wise but economically. So he hat to get the country back and running. And which hes done. And not only that. But we also have children in schools. As a mother, i love that. And we have shots in arms and were seeing that recovery and it is hard because not enough people are getting vaccinated but lets park that outside for a minute. The reason that we need to ensure that we provide the freedom to vote act is because of the devastating maps that are coming out of republican controlled legislators that are gerrymandering the heck out of disproportionately young people and people of color and that is a constitutional crisis. And so that is the reason that we need to do it. And there is a lot of things in the bill they would love but the principally if we can ensure get at a time past and other taking making sure there is no Jerry Mandering and then we have a shot of retrofit and making sure our democracy is thriving and that is when you talk chuck that there are strange bed fellows. Everybody understands that the reason the United States has been able to be such a leader on the world stage is because we have a thriving middle class, a thriving democracy, and that is right now increasingly out of reach if we do not make sure that everybody has access to the voting booth. What does he have to deliver to get those voters to show up in october and November Of 22 . It is base work. And weve talked about the fore. As democrats weigh their accomplishments of 2021, and their disappointments, they are obviously looking ahead to 2022 and control of congress is up for grabs, along with a bunch of governors mansions. With an eye on winning, the new head of the Democratic Governor Association is urging Democratic Candidates to focus more on Kitchen Table issues other than on the former president. He said if we talk about the policies we are implements and good things we are doing then we dont really need to, quote, talk about trump. Lot is riding on the midterm races because who win those could have major implications for elections and president ial contests in 2024. Thanks for doing that. I think. So couple cycles back if memory serves. Let me start with what is going to be the front and center issue for every governor in the next six weeks whether they like it or not and perhaps the les o 22. And that is covid. And that is, i keel as if this is a that governors are trying to be responsive to the exhaustion and at the same time they still have to do whats right for the population as a whole. Do you think you are getting enough support from the Biden Administration, for instance, on pushing the need for vaccine, pushing mandates and things like that . Or do you think it is better for the governors to make these decisions . It is like Night And Day from the Trump Administration to the Bind Administration in getting sport on fighting covid19. We governors are the ones who had to step up into the breech when the Trump Administration failed to lead. We stepped up and got together and got our own ppe and did the things that we needed to do, put in the restrictions we needed to do protect the health and safety of our people. The Biden Administration has come in, has helped us in a coordinated way. We talk them weekly about getting vaccines out there. And its been now just a little over a year since we started vaccinations. We have a large portion of our population vaccinated. That is why were in a different position today than we were a year ago. And i think governors are going to continue to have to lead and be practical about this. Weve been grateful for the Biden Administration and all of the help. They understand this is a serious thing. They understand that the more people we get vaccinated, the quicker we get on the other side of this pandemic. When a governor like, say, Gretchen Whitmer or tony calls you up and says Governor Cooper you won North Carolina in a year that joe biden lost it. And tom sellis, a republican won it. You are the only democratic of the major three races that was able to win. Whats your answer as to explaining why . Well democratic governors right now are saving democracy. And you have got these democratic governors who have republican legislatures. The governors are the ones protecting Voting Rights. Womens reproductive rights, environmental safeguarded. You got stand up and tell the people you are going to do those things. I think the people appreciate that. What tony eebers and Gretchen Whitmer and laura kelley and steve sis rack and all of these democratic governors have is a record of competence and they have done the job. And senators get most of the attention. Governors get the job done. And i think if they can communicate that to the people, and were going to help them at the dga. They are going to win reelection. We have not lost incumbent democratic governor election since 2014 and we dont plan to stop now. Were also going to pick up, we believe we can flip some seats. Arizona, and massachusetts. And maryland and now Stacey Abrams in georgia. We know that now more than ever, governors are the last line of defense. Were also the first chance at progress. When you look at this u. S. Supreme court and how it is going to pass responsibilities down to the states on protecting personal rights and freedom, governors are gonna stand in the way. And thats going to be a positive thing. There was an interesting after Action Report in Virginia Pollster Brian Striker wrote a memo base on focus groups he did. And he made this point. The number 1 issue for women right now is the economy. And the number 1 issue for block sloeters right now is the economy. And the number one issue for latino voters . You guessed it. The economy. Im not advocate for democrats ignoring social issues but they always want us to talk about the economy and doing things to help them out economically. This is a weird academy to run on one right now. Low employment, jobs everywhere. Wages up. Squint the other way, cost of liing is up. How do you address it. For one weve had a record pace for job growth in North Carolina. You have to recognize people are tired of this and that they have had a tough 21 months, but also understand that weve got create these jobs. Weve got to invest in education in the workforce to get us to come out on the other side. And i think most people know, chuck, that governors are getting shots in arms and getting us vaccinated is going to help the economy. It is going to get us on the other side of. This so you are going to see democratic governors across this country emphasizing job growth and the economy and the American Rescue plan, the Infrastructure Plan that has come from washington. Governors are going to be implementing all of this. And im going to be talking about connecting highspeed Internet Access to all households in North Carolina and providing help with child care and getting more people covered with Health Insurance in the middle of a pandemic. Those are the issues that people are caring about. And by the way, you elect democratic governor, you got a better chance at saving our democracy if it gets to that point. Because we know that the trump forces are trying to get State Government officials in place who will do whatever he wants to do. And thats something we have to stop. I want to talk about two issues very quickly and ask you about how you think they both played a small somewhat of a role and i think a debate about how big, in the virginia race. But it is education and crime. How should democratic governors talk about education and crime . Well you know you talk about the virginia race. Lets remember what happened in virginia is what usually happens in virginia. The president s party loses. And this was a particularly different case in virginia, where you had the republican candidate who was a selffunder, who had no record and who had no primary and who was able to stiff arm trump and keep him out of state. You are not going to have any other race like that in the country. And in fact right now 15 republican incumbents have primaries. So we know that republicans are at war with themselves. Education has been a bedrock issue. For democratic governors. And i think were going to be great on that issue. Because were the ones who want to invest and make euro schools better and the republicans are the ones taking money out and sending it to unaccountable prooifl vouchers. We know the issue of crime is important and we want to take guns out of hands of criminals. We know the issue of crime is important and we want to take guns out of hands of criminals. And we want to strengthen Law Enforcement and make sure they are doing the right things. North carolina had a task force on Racial Equity and Criminal Justice and weve made changes in our law to bring more equity in Law Enforcement and these governors across the country are doing the same kinds of things. And i think with the economy, education and crime, democratic governors can do the job and can speak to the people. We can win these states that trump has won. Weve won ten states with democratic governments that trump won in 2016. We have to do that. Governor roy cooper. Chairman of the Democratic Governor Association. So we are seeing in ernest a massive spike in the number of cases. Chuck it is not just about cases. In the uk were seeing this huge up tick and deaths have more or less stayed the same. They have kind of flat lined. So were hearing from officials in government they are worried that hospitals and much loved nhs system here is going to be overwhelmed come january or in the coming weeks. That as big worry here and one of the reasons Boris Johnson the Prime Minister put that Vaccine Thing on overdrive. Hes putting all of his eggs in this booster basket, really. Hes not planning on ruining christmas this year like he did last year. And that is partly because of some personal scandals that hes had. But hes very reluctant to try to reimpose any new restrictions. It is going to be all about the boosters. The same thing is happening at Fordham University here in new york. It is also happening at Cornell In Ithica and at Princeton University in new jersey. They are saying the same thing. They want to do what they can to try and get ahead of this. Because they are concerned. They dont like the direction that these covid numbers are going in. As we mentioned earlier the Science Behind omicron is evolving almost as fast as the variant. Though data suggests fully vaccinated and boosted are fairly well protected, omicron still poses a big threat to society. I know lot of folks are taking some comfort that omicron appears to be less severe. But are raw numbers, if were about to essentially infect everybody that hasnt been boosted and unvaccinated, umm, what is that going to mean even though the higher percentage will be by percentage, the cases will be less severe than delta cases . The thing i worry about is that 28 of adults are not vaccinated and that is where omicron is really going to have a major impact. What we worry about is severe disease, hospitalization and death. And people who are vaccinated and vaccinated and boosted are largely going to be protected from severe disease. What we have are hospitals regionally dealing with lot of patients there with delta and now omicron is going to occur on top of that. So we worry about Hospital Capacity hit by the unvaccinated swaths of the population. People talk a lot about boosterers but first and second doses are much more important to get into peoples armsboosters but first and second doses are much more important to get into peoples arms. Is there a case to be made this is the last gaps of the virus because it mutated this way and it is about to spread as fast as it is . Or are we now in line for a lot more variants in the next six months . The virus is going to continue to mutate. And i think people have assumed that we were going to see a mutant that allowed it to get around immunity from prior infection and from vaccination. And omicron seems to be the first one to be able to do that efficiently. Maybe now the other descendants will be from omicron. We know there are four other coronaviruses that cause 5 of our common colds and omicron is going to join the other four. And the fact is it is still able to kill at a rate much higher than other coronaviruses because so many people not vaccinated. The best thing is so get more people vaccinated. Whats your advice to people traveling this year. It is not the actual travel, sitting on an airplane that gets you infected. It is what you do afterwards. If you are fully vaccinated i think you can be assured you are not going to get severe disease. If you are unvaccinated you are going to come into contact with delta or omicron, one of the other. So it is important to continue to wear a mask if you are unvaccinate 8d. Use rapid tests judiciously to make sure you are not a danger to others but we have to know were going to see increased cases. Omicron is going to cause spikes in cases on p top of the delta spike that were still in. Are you confident were not gonna have to redo the vaccines for omicron or tweak them or get a fourth booster . What is your sense of what is likely . One year from now are most of us going to have to get boosted for a fourth time in most cases . It is too early to know and there are secondgeneration vaccines in development. Ones that are more universal, covering more coronaviruses. Companies are at work on an Omicron Booster and i think there is a lot of merit to that issue. Even with a third dose you may not see complete drop of transmissibility of people. So it might be advantageous to have one specifically directed towards that variant, or to have a different type of vaccine, one that induces more antibodies, for example, in your nose and stops transmission better than weve seen with the mrna vaccines. And our current vaccines are holding up against what matter, serious disease, hospitalization and death. Governor of kentucky had a regarding nurses last week. Other states have had issues. Now weve got hospitals essentially a one two three punch of flu, delta, omicron. I know Healthcare Workers have been in a break point for months. What can the federal government do to make sure it just doesnt totally collapse on it in january . It is going to be very difficult to avoid that happening because as you said, Healthcare Workers have been pushed to the brink for so long. Were dealing with Unvaccinated Patient after Unvaccinated Patient. It gets frustrating. There is less of us. I think the federal government can use resource likes fema, National Disaster medical system to augment hospitals and they can also have hospitals work better at Load Balancing is one hospital is not getting crushed while another is okay. There is a lot the federal government can coordinate and do. But it is going to be hard no matter what. And doctor, whether you are if you are boosted and you have done everything you can and you wear a mask, should you still expect to get omicron . Is it that contagious. I still do think were going to see breakthrough cases. The cases there are are immune evasive and we know the third dose of these firstgeneration vaccines doesnt generate that many antibodies in your nose. So i dont think the booster is going to be a panacea for stopping every breakthrough infection. I think the goal is still to reremember that first and second doses are going prevent you from getting hospitalized and i think that swath of unvaccinated is our real problem in the country. Thats why we cant put the pandemic behind zblus and sound like the mask is probably the best weapon you got if you have already had your booster and all that. Depending on your Risk Tolerance t more types of precautions you put in place with lower your risk. But youre not going to get that risk down to zero. Some of this is going to be Risk Tolerance because if its a mild infection youre trying to avoid, some people would say its not that big of a deal. Doctor, always glad to get your expertise. The president will give the highest Military Honor to alwyn cashe and christopher salize. Sergeant cashe saved his fellow soldiers from a burning vehicle. In the last 48 hours, doctors and scientists are warning us in ways we have not heard in nearly a year. With delta already putting a strain on hospitals just days from winter, the speed of omicron is fueling a rapid explosion in covid once again.
