those communities to rebuild. >> the government is going to cover 100% of the cost for the first 30 days for all the emergency work. from clearing everything to -- every costs, the federal government is gonna take care. and tonight, we are tracking more severe weather moving through the central part of the country. there are reports of widespread outages in kansas, iowa, minnesota -- and tomorrow the president will sign the bill raising the debt ceiling. . >> he is also expected to sign a new defense bill that increases the pentagon's budget. i'm gonna say this again. increases the pentagon's budget, by 24 then biden even suggested. they are keeping a watch over the omicron variant. it has not been detected in at least three dozen states. today, doctor anthony fauci had some words about existing vaccines in the protection they provide against this variant. >> our booster vaccines regiment work against omicron. at this point, there is no need for a variance booster. if you are unvaccinated, you are very vulnerable. not only to the existing delta surge that we are experiencing but also to omicron. >> a reminder, get vaxxed and get your booster. white house officials also bring in our lead off guests on this wednesday night. phil rucker, pulitzer prize-winning senior washington correspondent for the washington post. peter baker, chief white house correspondent for the new york times. and barbara mcquade, veteran federal prosecutor and former u.s. attorney for the eastern district of miss chicken. she worked with the department of justice during the biden transition. peter, i have got to start with you. because your colleagues at the new york times write this about efforts by mark meadows and republican house members to keep trump in the white house. quote, the group settled on a strategy that would become a blueprint for mr. trump supporters in congress. hammer home on the idea that the election was tainted, announced legal actions being taken by the campaign, and the case with allegations of fraud. peter, i want to talk to us about how they hope to do that. how unprecedented it is. and how the white house chief of staff was involved in all of this. because to fight the fact that joe biden won the election and is in office, those efforts were successful. they are continuing these nonsense voter fraud claims. and the last people they found to actually try and vote twice with three people died in the villages in florida, they were trump supporters. >> you are exactly right. this was unprecedented. we have never seen anything like this in american history. we had the president of the united states tried to overturn the vote, there was speechless and basically unfounded. and the story that gave into my colleagues and other colleagues in the new york times of written here and fills out this picture more. we knew that he was pressuring the justice department. he has written about this before to simply declare that there was corruption. in fact, the notes taken was to say he was corrupted and leave the rest of the republican congresswomen. these are the republican congressman they are running about tonight, led by jim jordan. including some of the members of the freedom caucus who are foot soldiers in his partisan effort. being a partisan effort to try and find a way to overturn the will of the voter. but they are trying to do is find a pretext, find some way that they can justify declining to accept electors of state to the one biden won. trump was trying to claim that he had one. this ultimately had compensated the effort to push the vice president, mike pence, and he refused to do. it he said he didn't have the constitutional power no matter what trump said. mark meadows being inside the white house, the former freedom house in the caucus founder and chairman coming to coordinate the effort with these members of congress to find a way to keep donald trump in powder. even though they decided to throw him out. bill, let's say we get every single name from these text messages. let's say it's humiliating, let's say it's embarrassing. we had four years of embarrassing unethical conduct from trump and his administration. and with the exception of him not winning the last election, they face no consequences. what's of all the names that come out will make an actual difference? >> stephanie, it makes a difference for history and makes a difference for truth and for americans understanding what's actually happened in reality. here in washington, on january 6th, politically speaking, i can't imagine it will make much of a different for most of these house members to remember. many of them are elected in very heavily republican leading congressional districts, meaning, general elections facing off against democratic opponents. they are all certain to win no matter what kind of baggage they are clinging onto on election day. and in a republican primary when polling tells us that a majority of republican voters believe the election was rigged and believe biden isn't a legitimate president, and republicans primary environment, these text messages and some of the communications and the efforts of these house members were making behind the scenes to try and rig the election at the end to send the electorals back to the state, could actually help them with some republican primary voters. it will certainly help endure them to former president trump. and so politically speaking, i don't think they will pay a consequence. >> hold on. it could help them. because for a guy like jim jordan who is a hard-core homeboy to former president trump, this shows that he stood by him no matter what. it could help him in his next election? >> loyalty, fealty to former president trump is the currency in the republican party today. and so if you are a republican member of congress and you're trying to win reelection, and you're trying to fend off any kind of potential primary challenge in the republican primary next year standing with trump is the way to win. >> loyalty to the guy that lost. that math is too complicated for a simple girl like me. >> barbara, talk to us about how the doj going up to mark meadows is different from steve bannon. because bennett appears to show no signs of fear when he walks into the courthouse. he uses it as a press conference. >> i think mark meadows will be a very different character and all of it. i think steve bannon relishes the goal of a murder. i think he wants to have life after trump. and he may approach this very differently. i think in some ways, the decision is a little more difficult for the justice department when it comes to mark meadows charging him criminally. and that's because he was part of the trump inner circle. and there is some argument that there is some of the dual executive privilege that belong to donald trump. but it is a loser of an argument, and here is why. president biden is the one as the current president, who holds executive privilege. you cannot just completely disengage and blow off all of their questions. so for that reason, i think that the justice department is well within its right to file criminal charges here. although, i think what they really want is his testimony. they might be better served by filing a civil action. which courses compliance for every day that mark meadows would not be complying with that subpoena. he did in jail. but he would hold the figurative key to his release in his own pocket because anytime he wants to testify, he can do that and get out of jail. so, i think they've got some decisions to make about the strategy of getting him to testify. because i think they're willing to give up the testimony of benin to make an example of him and the deterrence of others. but with meadows, i think he has a lot of important information that they want to get. >> peter, this investigation is hugely important in terms of the preservation of our democracy. but it is not going to be pushed into 2022. the year of the midterms. what does that do politically for biden? >> i obviously, this creates a different political scenario of people who have imagined. the original idea was to get this investigation done by early enough in the year that it wouldn't necessarily be front and center in the fall campaign. that was in the interest of the republicans. they thought that that would be the one reason they opposed for a bipartisan. but not because of the delaying action, it almost seems encouraged the idea that we are going to push this into the fall and make it more of a campaign top pick. now that may or may not help the democrats. democrats have started to learn in this off year election in new jersey and elsewhere, focusing on trump is not a winning strategy. especially for the states that don't like trump. because voters want to hear on other subjects. so it may or may not factor into the voting on november of 2022. but the worry for democrats is that this gets pushed beyond that election. because they do fear that they are going to use to the house, maybe the senate, if they do lose the control of the house this can presumably go away. and we don't get a final report that would tell us what really happened on that day when days leading up to. it >> phil, do what you do best. take us inside. what clues are you seeing about trump himself in the committee's evidence? and what are you hearing about his current relationship with mark meadows? because it was meadows who gave all this information. what was it, 90,000 pages? >> yes, that's right stephanie. i'll start with the relationship with meadows. my colleagues have a great piece up tonight on this very topic. and they report that trump has been irate with mark meadows over his book that is coming out in part because meadows revealed a lot of sensitive personal information about the former president in the book including a description of his physical ailment one he was hospitalized with the coronavirus. of how he looked in the face. how we key appeared when he was lying in bed. and then infuriated former president trump according to the reporting. but the relationship that has also been with meadows, in and out of this committee, all of those text messages are not things that trump wanted to land in the committee's hands. so even though meadows is being held in contempt of congress, he was participating and cooperating, rather, to some degree to a greater degree that trump wants any of his advisers or allies to cooperate. >> barbara, one of trump's signature moves, he doesn't use email. he doesn't use text messages. tony soprano style. he let other people do the dirty work. given that, how hard would it be to really tie trump to what the committee is investigating? >> it is a great tactic. because it does keep his fingerprints off of things. nonetheless, it doesn't make it impossible to prosecute. the more evidence that keeps coming out in recent days is sounding very loudly to me like a client conspiracy. that is a conspiracy to obstruct the proper function of government. and all of these people who are involved in this plan, the plan that you described in the beginning of the segment could be responsible for that. even those who did not, themselves, create a new act if you are part of the agreement. so what they need is people on the inside to testify about the role of donald trump in that conspiracy. and once you start charging people, there are some who would decide they'd rather plead guilty and cooperate. and facing one prison sentence. so there is a path to finding evidence against donald trump if there is evidence of these commissions requiring. >> all right gang i know you just help me a lot you made a smarter on so many things, but before i let you go peter, you said something that i want to follow up with. you talked about the new jersey election, the virginia election, people aren't interested in what donald trump did, or voting for, or against him. people vote on what affects them, not offended them, that's the economy. and joe biden has a lot of good economic data on his side. we are clearly in an economic recovery. gdp has dropped. jobs are strong. recent polling out that shows 72% of americans think the government is not doing enough to tamp down inflation. given the situation biden finds himself in, how can they change this messaging? because the data is there for a strong economy. but the feeling from the american people isn't. >> that is right. one of the things they have to do to change the perception is to do something about inflation. as long as you are seeing inflation at a high of the last three years, people are going to focus on that. gas prices are up, grocery prices are up. a lot of different consumer prices heading into the holiday season, when people are spending a lot of money on gifts, that is all up. they are noticing in their pocketbook. you are right, there are a lot of economic indicators. joblessness is at a very low place right now. jobless claims are at the lowest they've been in 50 years. economic growth is steaming. the question really is, will 2020 to see a turnaround on inflation? will this sort of post covid, it's not like post covid, but post lockdown phase of covid begins to stabilize the economy. the way inflation starts to come down. and the wage increases that we have seen are felt by a lot of people in their pocketbooks. that will make the biggest difference. messaging. obviously biden needs to get out there and talk more about the positives of the economy. people don't hear. one thing president trump did really well, was president trump sold the economy beyond with the numbers really said. he had a lot of people to think the economy was really good. even beyond the good it really was. that is something biden hasn't shown the ability to do so far. >> the reverse. trump sold a superstar delta. with a doubling time of about two days. given the increase in transmissibility, this also means continuing to be vigilant about masking in public indoor settings and areas of substantial, or high community transmission. as of now, this represents about 90% of all counties in the united states. >> hospitals in this country are still overwhelmed by delta covid cases. but tonight, there are troubling signs of broad. the uk today recorded its daily number of cases since the pandemic started. officials there say that omicron is now the most significant threat to public health. i want to welcome dr. nahid. -- doctor medulla, thank you for staying up late with us. it is a really important to night. we keep hearing about this new variant spreading across the country and the world. should we be focused on cases, or hospitalizations? >> both of the matter. here is why. you need to look at it from two different frames of reference. if you look at it from the individuals frame of reference. somebody who's watching the show, you are healthy, not somebody who's elderly, not immunocompromised. you've already been boosted, you've got your two vaccines. data shows that you are really well protected against severe disease, even omicron. nahid bhadelia if that is the case, i'm hearing that, why should i worry about all of the information that is going out with omicron? because when you shift the frame of reference and you look at it from a population perspective, because omicron is so much more transmissible, that means the sheer number of more people that it might actually in fact. you are looking at people that are not just boosted and healthy who might get the mild infections. but it might also infect people who are unvaccinated. we currently have 40%, only 61% of people fully vaccinated. so the rest of the folks are still vulnerable to getting this infection. and there are also a subgroup of people who might be high risk. they haven't been able to mount the same kind of response. again, you are this person who are triple boosted, you are thinking why should this matter to me. it is always a number typed guess. because of the sheer number of possible cases, which is what uk is seeing. you are likely to see more hospitalizations, which are overriding the health care system. and of course will affect all of us, because it is in our communities. >> if you put high-risk vaccinated individuals aside, and you say the overwhelming risk is for those who are unvaccinated, they are unvaccinated by choice. that is where we are in this pandemic. a year ago, i wasn't willing to celebrate christmas or travel. because i didn't want to get my unvaccinated parents sick. that is not the case now. so for people who have done all of the things right, why can't they go back and live their normal lives? those who are unvaccinated are choosing to roll the dice with their lives. >> we don't actually decide who we might end up passing the infection to. particularly with a highly transmissible infection. two steps down that road, if the hospitals are overwhelmed. think of omicron is basically lot lighter fluid on the surge that was already delta. if that is the case, then every new vaccinated person, every new booster, every mask, every rapid test is another way of tamping down that fire. we are all doing our bit to basically keep the pandemic from becoming so overwhelmed, that the health care systems again get overwhelmed. that is the concern from a public health perspective. >> except we are all not doing our bit. many people still choose to be unvaccinated. we are always looking for ways to motivate people to get them the vaccine. i want to share this with you. it was shared by a doctor on twitter. the left side are the alarms of a vaccinated person with covid, the right side and unvaccinated person with covid. i mean, vastly different. do we need to show more images like this to convince the staunchly unvaccinated? or are they so dug in, do they believe so deeply that covid isn't real, they wouldn't even believe these images are real and they are going to keep on trucking. >> i really hope not. stephanie, they are at the highest risk. that group that is unvaccinated right now, omicron carries the highest amount of risk. my good friend shows those kinds of x-rays and i will add my little tidbit as an infectious disease physician. with this virus does, it doesn't just infect your body, it makes your immune system -- we are seeing in those longs is the damage that the virus does. and also the damage that your own immune system and's up doing. because it is so revved up and out of control because of what this virus is doing. that should be reason enough. should be reason enough that people are ending up in the icu. requiring oxygen. really saying i cannot breathe. if that is not enough, if your hospitals being overwhelmed is not enough, do it for your family members. because you cannot control who you may pass on that infection to. >> given how hypertransmissible this variant is, how effective are indoor masks? >> i think good quality masks we have been saying from the beginning are always a better bet. we have seen that over and over again throughout the course of this pandemic. i can tell you, at this point, getting on a flight, i would choose a kn95 or an and 95. particularly if i'm going to stay indoors in a large group. or prolonged period of time. in travel, with people whose vaccination status i do not know. so i think good quality masks help. ventilation. adoration as another layer. decreasing the number of people. that is why you might say the large indoor events being rescheduled. large indoor gatherings may also pose that increased risk of transmission. the last bit is testing. rapid tests. this is their goal. if you can catch enough people who might be positive, you will reduce the number of people who are transmitted in a gathering to other people. >> should we be canceling, or scaling back indoor parties? we know the white houses. >> yeah. i think family gatherings, particularly if you are a group of family who was vaccinated, who was boosted. you are taking care as you travel. you wear a mask. you are keeping yourself safe and you are using those rapid tests. i think it is -- we are in a better place this year than we were last year. in terms of making sure that we ensure family gatherings, small gatherings like that are safer. i think that is more uncontrollable, is large venues with hundreds of people whose vaccination status you do not know. and you are not using those rapid tests. there may not exist ventilation. those, in my humble opinion, we may just want to avoid during this winter surge. and then reassess as the cases start coming down again. >> public health messages and guidelines, should be a lot more universal than they are, we know communications and misinformation is a problem right now. but when you look at things like in the state of california, if i went to a theme park, i need to be masked up. if i went to that same company, that same theme park in florida, i wouldn't need to take those precautions. how troubling is that. that the messaging and the rules change from state to state. especially at a time when people are frustrated and fed up. i think it is really frustrating. >> it confuses the public. we are all trying to do the right thing. when you see the same evidence being taken in being instituted in same ways in different states. downplays the threat of the virus. people might think that why with the state not take care to put on these pharmaceutical interventions in place. not only that. there are nuances. you want to -- what may work in a very isolated place with no covid transmission, may be different in a density. that is why the cdc has tried to assess those differences between communities. right now, as you heard dr. walensky say, 90% of our communities are showing high transmission. we really should have better standardization of what we are recommending and what states are recommending within their borders. >> better standardization. that would be fantastic. public health and the select committee finally struck a better balance between fighting to compel cooperation and telling a public story about what trump and his allies did to subvert the election and why was so important. for more, we are joined by david plouffe, former obama campaign manager, and senior adviser to the president. and mathew tao, founder of the country over party. matthew, first for you. getting to the bottom of this should be important to every single american. but how do you balance that with the fact that many many americans do not know or even care who mark meadows is? people are living their lives. they are concerned about their school, crime, money. they aren't actually thinking about the preservation of our democracy despite how important it is. how do you get people to care? >> i actually think the steps that have been made going forward in the last three four days have made advance mints greatly. in the preservation of a democracy there are things that come before, which all of us talking right now are very concerned about and the first step is what is the truth and what is the common set of facts. if you don't have a common set of facts you don't have the truth. then you really don't have a democracy and democracy is broken. you can't even get to the common good, which is the basis of democracy. and the step towards it is that we are in a difficult time, and we all had to ask questions. whether it's people in the media, whatever this is are we focusing enough and a direct clear way on what is imperiled in our country today. and what it means to americans. the theory of democracy is in the way to talk about this. the idea of democracy is a broad principle. it is the practicality of democracy that has to be discussed. and i would put the pressure in the onus of candidates across the country. they have many consultants who run around many things. they hear a lot of different things from voters in this. but sometimes, a leader's responsibility is to lead voters to where we are and where we have the difficulty that exist in the country today. so, all of us have to ask the question. are we focusing on it enough? which i don't think we are as a whole. and are we focusing on it in a way that people can understand? as an, what does that mean in my life? if we do lose our democracy and if we don't get to the truth. >> but david, here's the problem with this. the truth matters but only if you hear. and millions of americans are either turned out completely or they are turned into something like fox news that is not showing any of these actual facts. >> red stephanie. but the fact is we probably got 25 to 30% of the country. there is almost like there is a chinese censorship wall around it. and they're going to be hard to penetrate. but i think for the other 70%, that is what you need. you need a cola nation safe democracy. this is not so much about democrats and republicans about tax rates or health care expansion. it's about if you're pro democracy or if you are trying to turn this into autocracy. the facts are what matters here. by the way, the people who organized this aren't held to account we are going to have another one. and they will be successful. and they're also has to be management. cheney leaving -- reading those texts are dramatic. i think as we get into next, year i think about this champion games and the super bowl doing something sunday night. you've got to reach people. so you aren't going to reach everybody but you need to reach everybody that you can. and so there is a theatricality of this that is secondary to the fact. but i think you really have to think about how are we reaching everybody possible? and that is reading techs. it's infographics. it is getting cooperation for witnesses that people might not expect. and stringing this altogether. but the most important thing is that people have to understand how close it came to happening once. and that it can happen again. but i think there is a lot of people who think, while trump lost and we are okay now. and of course the forces are being gathered in state capitals. all over the country. to a mountain other coup. >> it hasn't stopped. how important, matthew, is list cheney to this investigation? she continues to hold this very unflattering mirror up to her own party. she is truly putting country over party right now. >> i think that she's incredibly important. i think any voice that comes from the tribe that is doing this, which is the republican party. any voice that comes from the tribe and speaks truth to power in this has and lands with an incredible great weight in this. and i think the way that she's conducted herself in the course of this committee, she should be given tremendous applaud. i criticize there in the past on many different things in the lead up. i have criticized her and the president and not doing anything on voting rights if she really cares about this. but her weight in this moment, because she comes from that drive that is in the middle of this. and she is fighting that tribe with her words on her actions in this, she is, she is one of the stand up for democracy. there is many people trying to do that over the course of this. there's businesses that normally aligned themselves from republicans that are trying to stand up. and so all of us, responsibly are supposed to give them support. it's to give them a tent as big as possible. and we may have disagreements on many different things but we can all agree with what david just said. is that there is a pro democracy movement in this country and how important it is for the world. and we have to open up that tent and make the table big enough for people to sit up and have their voice heard. even if we may disagree with them on 22 other issues. >> well you have to big that build bigger tent louder and bigger every day. because what is happening quietly from state to state it is more and more restricted voter laws that are being put in place while people aren't paying attention. matthew, david, don't go anywhere. i need to stick around for a next statement. because when we come back, why senate democrats are preparing to mr. christmas deadline to pass the president social spending plan. and what they are up to next. we will dig into that when the 11th hour continues. hour continues. >> this week democrats also continue working to get the senate into a position where we can vote on the presidents build back better legislation. we are also continuing to hold conversations as senate democrats on the urgent work of advancing the freedom to vote act and the john lewis voting rights advancement act. the majority leader's hopes of a pre-christmas vote on the build back better act appear to have been dashed. there is no path forward for the bill without support for west virginia's joe manchin. sources telling nbc talks between biden and manchin have been going quote, very poorly. there are very far apart on an agreement. instead, democrats are shifting their focus to voting rights. with us to discuss, david plouffe and matthew dowd. david, with build back better at least temporarily on the backburner, that means today, the final expanded child tax credits have gone out. given how much more expensive things are across the country. gas, groceries, essential goods. about 60 million kids across the country, their families have been receiving 430 bucks a month on average. that money goes away in january, without the expanded child tax credit. do they need to do something else? carve it out of build back better. to ensure that those family still get that money? >> stephanie, i think so. yes. the risk would be jeopardizing the entire package. build back better has to pass. honestly, if it doesn't, maybe it is going to take into january, or february. i think a lot of the people who helped elect democrats in the senate presidency are rightfully going to be very unhappy. good luck with great turnout. most importantly, it is important for the country. but voting rights is essential. we can build bridges and we can provide childcare and elder care. but if that is in the autocracy, kind of what's the point? we have to make it yes. a lot of the voting rights legislation is going to remove the barriers. the most important thing though, is to erect safe funds. so that republican state legislators in 2024, can't decide that no matter what happens in their voting state, to give the election to donald trump or a republican nominee. that is where we are. if that doesn't happen, i think you sure american democracy. which is a remarkable thing to say, but that is where we are. they are right. the focus on this, senator manchin has every permission structure to say i did not want to carve out the filibuster for this. clearly, republicans are intent on another coup. and so i have to do this. we just had a card for the debt limit. i think there is every reason in the world, where the two of them can say, we are going to protect democracy. but that doesn't mean that build back better doesn't get done. it just means the order may change. >> matthew, do you agree? is it time to make voting rights the number one priority? >> i think the time to make voting rights the number one priority was january 7th. in the course of this. this is been my criticism. so i am very happen joe biden is president and not the former guy is president of the united states. but i have to remind people, we have drifted worse than we have been in the day after election day in 2020. we had a worse place we are today even though joe biden got elected in where we are. fundamentally, it was not about donald trump, fundamentally it is where we are as a country. i think joe biden's overall message, which we should rehash again, this is the fight for the soul of america. my thinking is, that anytime you talk about any issue, it ought to be related to democracy and voting rights. when we talk about why we are stuck on build back better and why we can't get it done and why our tax credits are expiring. and why you are not going to get childcare and why you are not going to get health insurance, and all of that. it is directly related to the flaws and failings of democracy that exist today. and why is that? because there will be attacks on democracy. in state, after state, after state. if voters are unhappy, and they want that. the administration in my view, needs to connect all of the issues they talk about. including build back better. to voting, rights and democracy. and fall to republicans every time they have. keep reminding people, this is why they're attending democracy. because they don't want you to get your child tax credit. this is why they are attacking democracy, because they don't want you to have childcare. this is why. we have to relate alter that singular issue. that singular issue that builds the building block towards. >> all right, david. i want to ask you something about something that gets a lot of people across this country with no political affiliations, pretty angry. essentially angry about not liking the way lawmakers operate. i want to play this, from nancy pelosi earlier today. in response to a report about some members of congress and capitol hill staff, having violated the stock act. watch this. >> should members of congress and their spouses be banned from trading individual stocks will serving in congress? >> no to the second one. this is a free market. we are free market economy. they should be able to participate in that. >> a free market economy. if you work at an investment bank. if you work at an asset manager. you can't simply invest in anything you want. and lawmakers actually impact policy. and policies impact the way businesses operate. what is your take on nancy pelosi saying it is a free economy, members of congress and their spouses can trade whatever they want? >> well i hope she gets a redo. in the executive branch obviously from a political point, you are not allowed to own individual stocks while you are serving there. and by the way, will kevin mccarthy should do, he probably won't, but we should do is go and say if we take the house, we are going to ban staff and members from individual stock trades. there is enough evidence now, not just this year, this last instance, but over a number of years. we have had major scandals. with two republican senators just heading into 2020. trading on insider in the formation around the pandemic. i think that's important. i think democrats are going to have a lot of accomplishments to run on. you always want to be looking forward. how can we improve our pitch to the american people. and having a better argument around ethics, particularly given those republican senators that i mentioned, i think would be very smart. i assume she is going to get a lot of pressure from her members to revisit that answer. not all of them by the way. but enough of them. that perhaps she revisit that, i hope she does. >> a lot of pressure from voters. david and matthew,
