and what we are hearing from them, is consistent potentially with what you are intimating a little bit earlier. and i will just read from it and then get your response. what we are finding is forcing your law enforcement officials, telling nbc news, one person is in police custody. they are being questioning following it incident. this is stuff we have been reporting. on separately, for senior law enforcement officials telling nbc news at this preliminary stage in the investigation, they are looking into whether or not the vehicle and its occupants were fleeing another crime. and let's go straight to the press conference, it's just starting. >> -- the schools will be close tomorrow. we are requesting that everyone to stay away from the, scene and that the roads are being closed, for at least 24 hours. we live in the area where roads are closed, and you need access to your homes for pets or medication you can park in lot 12. where the farmer market is held. when you have to show proper identification. there will be officers there ticks core into your home. you need to remain in your home until the roads are reopened. we are working with examiners to confirm the identities of the fatalities. we are also working with -- this is the most important, think the families, during this tragic event. and we are making sure that the next can is prevented. and we are working with the families. that is our priority in this tragic incident. with that, i am not going to give you the numbers of the deceased at this time. why? because we have to make sure we that the way [inaudible] is completed. i also want to inform you that there is a family center at the high school, for families are looking for family members. or members that are looking for family members. if you are looking for family members who live out of town, please call this number. two six two, five for eight, seven 1 to 2. that is two six two, five for eight, seven 1 to 2. also at this location, there will be counseling services, available at the school we've also let you know. that the 1:00 tomorrow. monday november 20, second we will be prepared to conduct a press conference here at city hall. will provide more information after this tragic incident. thank you. what >> we are not taking any questions at this time, as the chief said, 1 pm will be the next press conference. any updates on this now will be -- >> daniel thompson, very brief press briefing, maybe about one or two minutes. not really giving us any information other than that, the world's will be close, schools will be closed. again, underlining the more than one it, appears he says numbers of fatalities, but he is not going to give us that data at the moment. he is more concerned about the families being notified properly as many would agree with. all right, let's get back with jim. what have we learned in this latest press briefing? >> not much, that they're going to have a press briefing tomorrow. there could be more fatalities, he didn't give us much information at all. just located the family center it was pretty uneventful, i don't think they're prepared to release anything. i would say they're still working the suspect they have in custody. they are still interviewing him, interrogating him or her. trying to get the all the players involved, if there are other actors with. them and as you were going to talk about, i think jonathan deeds, and tom winners, reporting. they have some sources that this vehicle might have been fleeing a crime. as we talked a few hours earlier, we don't know what it is. but one possibility here is that it could be escape. remember, this video shows the vehicle that cuts to the left of the bed members. it is also like it's trying to get around them. if it was if it was a mass vehicle attack, why not just drive straight into the crowd there? into the crowd that is on the side? look at all the people that you could run over. or straight into the ban. but it doesn't try to do that. it is almost like it wants to thread that needle there. and it's already spread through a large part of the parade. we don't know if anyone has been run over behind the video, but this seems to be the main part of the assault, right here. because what that vehicle does, is that it runs down that left hand side of the, bench that single file band members. it just plows right over, about 14 of the band members. right on the left side. it runs them right over from behind, they don't hear, they don't hear the motor, they are playing the music. but it just mulls them down like bowling pins. and the earlier video, i looked that was the vehicle crashed a police barricade, which was a wooden standard police barricades. it was like wooden horses set up. we usually say, police lines, do not cross, they are painted yellow or white. this case, they were white. and that suv drives right through them in a patrol man who is standing right through there, it shows that he probably fired four runs at that vehicle. so that vehicle could be fleeing, another crime. and i think that, the reporting is consistent with. that he could be fleeing other criminals who are after them, gang members. he could be fleeing another police jurisdiction. he could be trying to get away, because they have in the car, proof of a murder. they could have a bloody whipping, a gun. they could have a victim. they could have somebody in there. the mind of the criminal, is where we like to start when we were trying to analyze these guys. but one thing about it is. don't be surprised to believe that street criminals won't even know there is a parade. they don't really live in the same world. that is why we call it the underworld. they are in a different world, in their mind on how the act. a lot of times, they are just different creatures of habit. they live in a different time of day. they live in a different society where there is a violence and revenge and greed, money, drugs, violence. and it may not be in tuned to see christmas parades. and if they are fleeing another, crime criminals, gang fights, they see a police barricade. a policeman standing there. they have some reason not to be stopped by the police. you can save one or more in, there they go, go, go. once they drive right through, at the policeman fires forums at them, now they are off to the races. and once they get behind that band, there's nowhere to go. >> yeah >> and you can see the strain and possibly, this is just one possible scenario. the stream and the car yelling coca-cola, other people pushing the other criminals to drive over them. so it is certainly a possibility that cannot be ruled. all but nothing can be rolled out yet because we don't have any official word. we just have to analyze the behavior, and what we see. >> malcolm, this video just getting into us through our standards department, we reviewed all the video here as we do our best, as you know. malcolm, as you look at this video, what are you seeing with this red suv right before we have to freeze the video for reasons you understand as it is moving through the left side of the crowd? >> i have seen all of the raw footage after the first few moments of this attack, and there's quite a bit of. it i am going to start being more careful about using the word attack. because when you are talking about a situation where you have people who are fleeing an active crime scene, you may have criminals involved in there. you are talking adrenaline. and it is one of the things that i run a school on in how survival. in the initial moments of a perpetrator carrying out this attack, they have an agenda. and their agenda, in this particular instance, if the reporting is consistent, is to lee law enforcement. and as he said, they don't know what is going on in the city. they are just running. and they are going to try to grand theft auto this thing as much as possible. and when they get to an obstacle, they are going to try to bully their way through. and in this particular circumstance, they just decided to ram. what is fascinating, and this is where law enforcement can step in, where it is perfect, if this was a vehicle as a weapon system attack, as we saw in nice france in 2016, or in the higher killing in charlotte's 2018, those were deliberate attacks. the perpetrator pulling the vehicle to the left, that is deciding to plow through the crowd, it just to get you to him to his mindset. first evasion, and then dedication to the fact that he either goes through them, or over people, or he gets caught. which, again gives you more information about the mindset of the criminal themself. which is a complete disregard for the people that he is injuring, killing, knowing that he would do that. again, as they've been fired upon, or the level of adrenaline ramps up inside the. and the agenda of the criminal just goes out the window. it is just flight or fight. and we don't know whether or not there were drugs involved. and i certainly know from my experience, we have had people who are carrying out crimes who are extremely high. and that gives them a disregard for people and property. so what i am most sorry about in this particular instance is some of the simple we preventive measures that could've been taken here. we see in washington d.c. and in new york city and in other major events, we use dump trucks filled with sand to act as counter car attacks, barriers. and in this case, simple small town parade like this, even a fleeing criminal or someone who is doing it deliberately can find their way right into the middle of the crowd. it is really regrettable. >> and as we watch this new video here on msnbc, the interesting part, not that it is going to be anything of great import, at least noticeable, is that the vehicle steps on the brakes. right before we freeze this video. and if this was a terrorist to contempt, would you not try to go straight through the, if that really was the intent. you're the expert here. >> yes, and as jim was saying, he would've gone straight down the middle, you know. or he would've gone to where the largest part of the crowd is. which is in fact, the curb. it is not down the middle. and as we saw in the attack that occurred in nice in 2016, they used a heavy weapon system as they could find. which was a huge latent box truck. and not only went down the middle, it went down and deliberately into the crowd. so as we get more reporting on this, and tomorrow it will be called officially, i know you will get multiple confirmations from your sources, the motivation of this particular individual, the mental mindset of this individual, was the person sober, what was their state of. mine again, did they have multiple people in the vehicle? were those multiple people cheering on? where they motivating that individual? we heard reports that it may have been from a knifing attack. now it is multiple homicides. multiple vehicle homicide. and what was a simple escape, we see from time to time can manifest itself into car crashes that killed people. this is an order of magnitude be on that. they would run over, kill to escape custody. i find it fascinating, it is going to be a law enforcement study for sometime. i am just glad that hopefully this is not related to anything personal or political, and unfortunately, a lot of people's lives are going to be turned upside down. the level of grief is going to be astronomical, >> and that is in that city why we are waiting. we for law enforcement to give us more information. they're going through exact the steps you are describing. -- andy w. nbc chief reporter, jonathan defeats, jonathan we were just talking about your reporting that just came and about an hour ago, about what's law enforcement officials are looking into. can you describe to us what you learned? >> sure, wall law enforcement have told myself and my colleagues, is that multiple officials and multiple agencies say it appears that this vehicle was fleeing and crime scene, perhaps it was a stabbing scene. and then the suv and making its getaway plowed through that parade route, striking 20 plus people, including many teenagers who were marching in that parade. as part of that band. and the video, which you have not played on air, is very disturbing, very upsetting. and, we are waiting for some more information from police regarding the casualties and the number of fatalities as a result of this. but, this does not appear at this initial stage to be terrorism. this does not appear to be related to the rittenhouse verdict, what this does appear to be related to is a previous crime incidents, a previous it stabbing incident, and that this vehicle is attempting to make some sort of get away. and that information is coming from us from multiple law enforcement agencies, who've been briefed on this matter, and that they have one person in custody. we had heard, early on, they may be looking for one or two others. the questions we don't have answer to, we have one or two others from the initial crime incident at the earlier scene, or is that one or two others wrote were believed in that vehicle and somehow made a getaway afterwards? i don't have priority on that at this time. we are waiting for the local police to provide an update, and hopefully you will get that at our next press conference, as to what they. -- they do know the situation is secure. meaning that they do not believe that there is any additional threat to that immediate area. so, certainly, they probably -- in custody or the main actor in custody at this time. and the investigation continues as they continue their work. we've been told by the fbi, the justice department, that this remains a case that is in the hands of the local and state authority. they have released the fbi is in assist mode, which is added confirmation that this does not appear to be terror or any other sort of extremist activity, if you will. that this does appear to be a criminal act. and resulting in some sort of get away from that previous crime incidents. that's really the best information that we have. we do have the name and age of the person who's in question, but because that person has not been charged, and police have not put that out, we're gonna wait to try and learn more about him, and wait for the police to tell us more about him officially. before we go any further on that front. but again, crime and get appears to be the leading theory, the leading factor at this time with the caddie up that it is all preliminary. and it is the best information law enforcement has at this time. that cases like this often can into change, this abyss would formation we have right now. >> jonathan, anything else at your hearing? because as we've been watching the press briefings coming from the chief, they are not commenting on the numbers. not that we need to be chasing the numbers, but we now understand as you've heard in the earlier press briefings, 11 adults, 12 children. but, we're delaying those pieces of information, after hours after the incident. they are saying they are watching the ability to notify next of kin, that's important for them to do here. but, does that say anything to you? based on what you know from your sources, as well as covering these stories before as to the number and the severity of casualties and or those injured. >> i would say given the nature of the video that we've seen, and the age of the east of those involved, this is a terrible incident and that police responsibility and priority right now, a top of solving this crime, is taking care of those families and providing them with the information first. before it is put out in the news media. so, they are dealing with that enormous task. it is a relatively small police department in the scheme of things. so, they have their work cut out for them. and they have their hands full. so there are juggling many, many priorities at once. and i would expect that once these families are notified and taking care of that they will come out and provide, as detailed a briefing. they know the public interest and concern regarding the noose -- the instance like this, but the first priority has to be for the families of those victims at this hour. >> and for the police department itself, you are talking about it size, it's about 100 officers, it's about 16 black and whites total. 16 black and white cars. not a huge police department, but again we're talking about 72,000 people. and as we were remarking over the hours covering this, they might know many of these or be related to, or even have family members that were hurt in this situation, jonathan. >> yeah, it's a terrible situation. and the reality is -- they have to count on some additional support from state authorities. that's why the fbi is on scene to assist. that you have these regional cooperation agreements for major institutes like this, so that they can handle the many responsibilities that come with a major incident. beyond with the victims. solving the crime. briefing the public, letting them know what has happened in their neighborhood, in their communities, so that they can have the best information to make the decisions they need to make. it is an enormous investigation, it is going to go on for hours, and hours. into tomorrow. so, i would not expect to hear too much new detail, hopefully they can provide accurate numbers. and about the motive, when they come out, but i expect to hear more about it being a crime incident. and whether these guys were just fleeing on their own or the police were on to them earlier on, there are some eyewitness account that there was sirens in the background. unclear to me if that is in fact related, we're just going to have to wait for the police to come give us the best information they have when they have it. >> your reporting has refer to three, four, five, senior officials that you've been speaking with about the information before you can report what you have been reporting. have you talked at all, all go back to that question before, about the numbers of severity. they're very concerned about the numbers, that we may hear tomorrow 1:00. >> for the briefing, the numbers that have been shared around the department but, the police chief has believe has said publicly that there are multiple deaths. we've not been given specific numbers, -- that had an exact number at this time. i believe, they you -- got 20 plus casualties, numerous of them are very, very serious. and we're just gonna have to wait for that additional information from authorities the. the key for the various agencies, whether it be the federal, state or, local level. they need to know early on what this is about. because if this happens to be a terror-related incident, or extreme unrelated incident, that's the concern of who else may be involved, or what else could attack. so that is why that information is shared and shared quickly to numerous departments, and numerous federal agencies. and as of now, it appears to be an isolated, criminal event. and a getaway that resulted into that getaway vehicle plowing into that parade. >> the very latest information coming from various sources, jonathan deeds, thank you so much, w nbc chief investigative reporter. also sharing that report -- but coming out of walk a shot, wisconsin. short break, we'll be right back. sin. short break, we'll be righ back (vo) singing, or speaking. reason, or fun. daring, or thoughtful. sensitive, or strong. progress isn't either or progress is everything. frequent heartburn? >> i was actually marching in the parade i'm currently a candidate from wisconsin state and we were walking with the democrats and after we had just finished the route. my family, and i are campaign, manager we actually circled back to main street, to the parade. and we wanted to catch the till into the parade. and we wanted to grab some food. but as we were walking back towards main street, that is when i saw an suv speeding along the parade route. and then all of a sudden, i heard a loud bang. and then right after that, i just heard deafening, cries, screaming. this was coming from the parade route. and people started being chaotic. people just started running away from the scene. parents, grabbing on to their kids. people were leaving behind their belongings. people were crying, sobbing, tears in their eyes. a lot of chaos, and uncertainty. and a lot of unknown going. on and then after the crowd, -- that is when i saw what looked like people on the ground who had been struck by the vehicle. then it quickly, first responders came in. there was a large police ambulance present that secured the area. and it all happened so fast. it was truly horrifying. truly very scary. >> angelito tenorio, were you close to the parade at the time when the vehicle came into the scene? >> so we had just finished the parade, but we were walking back to watch the rest of the parade. we were probably maybe have an are way from where the suv sped up and drove into the crowd, so we were coming back to watch the rest of the parade. >> so after the, happened you walked towards the scene? >> me and my, family we gathered each other, to make sure everyone was accounted for. and people were running away, so we kind of gathered together to make sure that everyone was safe and accounted for. and then i made sure, my mom, my siblings got back to their car safely. and then me and my campaign manager went back to our car. it was truly chaotic, very scary. it was the last thing we expected, because going to the parade we were very excited, before the suv came onto the scene. it was very happy, celebratory, for the holidays. but that all changed when the vehicle came and struck into the crowd. >> i was told by another walker resident, the theme this year on the 105th anniversary of the city was comfort and joy. and i can only imagine the way as the day finished, it may not feel that way. at least just for today. >> were you able to see the vehicle the way it was driving? was it erratic? was it speeding up, slowing down? did it go to the left or to the right? >> i only saw when it was speeding up into down into the parade route. it was very quick. it happened so fast. so i heard the engine sounding like the driver was flooring it when it passed us. when it passed us and we saw driving down the street. so it was going fast. >> some of the descriptions there from the local papers, and i'll quote it right here, this saying, there were pompoms and shoes and spilled hot chocolate everywhere. i had, to it least from this particular resident, i had to go from one crumpled body to another to find my daughter. what did you see? >> it's truly gut wrenching. truly a lot of chaos, parents looking for their kids, looking for their loved ones. a lot of crying. a lot of people very sad. this is something that we never expected. especially after the vehicle had fled, it was very somber, very quiet, very sad. a very very broken scene. >> that one statement from the resident from the milwaukee paper really does hit. did you make any calls, did anybody call you after this happen? and what did you tell them to come for them? >> i did. i was calling family and friends who i knew were at the offend. folks were calling, meat checking in on how me and my family were doing. and it is very sad. because the state of the world, especially in wisconsin right now, which feels very heavy. this is the last thing that we expected in our community. and it is something that i keep telling folks, and that i am telling committee members, family, friends, that we are strong and we are resilient. even though we unexpectedly get struck by tragedy. i encourage us as a community to come together and be strong and resilient at the comfort of one another. that my heart is with the walk a family, with the victims, the survivors, and the family. >> and ours with yours, as well as those who have passed. thank you there, best to you, thank you for sharing your story with us today. >> thank you for having me. >> a short, break right here on msnbc, will continue the breaking news. s. (woman) yeah, y-you did. still following that breaking, ♪ we are farmers. bum-pa-dum, bum-bum-bum-bum ♪ news coverage out of waukesha wisconsin, where more than 20 individuals were struck by an suv in a holiday parade just this afternoon. the officials say there are fatalities, but so far declined review to how many. we are coming in tonight with a lot of folks thinking about waukesha. j.j. watt tweeting, just see what happened at the holiday at home in waukesha tonight. horrific event. just truly hoping everyone is going to be okay and those not involved are now safe. thankful to everyone who rushed to action and helped the wounded. senator tammy baldwin, also tweeted, the horrific violence at the waukesha christmas parade is heartbreaking. please keep the victims in your prayers, tonight. and the statement from the -- about the waukesha for a tragedy, saying, our prayers are with the people who have been injured and killed to the tragic incident in waukesha. i among the injured, or one of our catholic priest, as well as multiple parishioners, in walk a catholic school children. please join us in prayers, for all those families, and those who are traumatized, from witnessing the horrible scene. there are more reactions, and i want to go straight to cedric, alexandra. he is the former police chief. an msnbc law enforcement analysts. subject, those responses are important, you talked about it in your last conversation with us in msnbc. about what this entire community, and how they are being torn, but torn together. both the public officials, the first responders, the police department, the fire department, numbering 100 the entire town. numbering in 72,000. >> that is correct. and you know in a town like waukesha, many communities across this country, more than small people are corrected to each other's directly and indirectly and some kind of. way and even though it occurred in that town, it took police early, they are all suffering through the night. the whole nation is feeling. this and our hearts and prayers to go out to them. but, in tough times like this you fine communities, such as the community of waukesha. they are going to make it through. this but it is going to feel very very tough tonight, and tomorrow. and i think it is important for all of us across the country to get them all the support that they need. including their local law enforcement. including the local ems workers who responded to the scene and witness such tragic. and for the young children who were there just having a christmas parade. how american is that? for this type of tragic event to occurred is just painful to the nation to watch. >> daniel thompson, the chief of police, cedric, i don't know if you know him or not, but when i was watching your interview today, i felt like you were standing in his shoes knowing how difficult what he had to do today was and is. and what are you taking away? because the question is, he is not giving numbers because he is afraid of numbers necessarily, but it feels like maybe this might be much larger than we wanted to be, we don't want to be anything obviously. but we have at least 12 children, reportedly in the hospital. and that is just more than half of the total, what is the chief of police going through that you can tell, daniel thompson, as he's going through this? >> you know, i mean for those of us who have been in these type of leadership positions both past and present, know that anytime that you have such -- this type of event, you know is a leader that the community of public safety, you feel a great deal of pain and regret. because we all wish we could've gotten in front of it and done something different, more than what we did do. so, we certainly do understand he's going through. and of course, him being somewhat tentative about letting out certain amount of information, we have to respect that. because i think there are just being very methodical, they've learned not to give out information that is not accurate. and i think that just being cautious, i certainly to understand that in terms of releasing information. so, hopefully this press conference around noon or 1:00 tomorrow will learn more and more as they gather more information. but, from myself, and i'm quite sure for the hundred thousands of other law enforcement professionals and leaders out there, we all are supporting that chief and that community i'm praying for them in that community. and certainly those, where we have might lost some lives. and certainly those who have been severely injured. >> cedric, quickly here while i got you, you may have heard jonathan deeds, w nbc chief investigator report, tom winners -- saying that for senior law enforcements telling nbc news that at this preliminary stage, they're looking into whether or not the vehicle and its occupants -- or occupant who are fleeing another crime when they drove into the parade. your quick reflections. >> well, you know, that may or may not be true but as i stated earlier, i think we all really want to know what was the motive. behind this event. tonight. what occurred, what was in the mind of that person or persons who were involved in this tragic event. they may have been leading the scene of another crime or they may have just been maliciously decided for a someone known reason to do what they did. but, here again, we don't want to speculate too much into this. i think we want to allow law enforcement and public safety to do the job that they have to do in the timeframe that might not be our standards, but we have to trust that they're going to release information to us that is going to be accurate and relevant. and hopefully, and carefully, those the that were involved and those who may acknowledge of this and did not report it are brought into custody as soon as possible. >> cedric, thank you so much. cedric alexander, former police chief cap county, georgia. thank you so much on msnbc contributor analysis. with me now amanda villa, she was in the parade tonight marching with her dance team. amanda, thank you for talking with us tonight. can you tell me about what you saw? what you heard, tonight? >> yeah. so, my daughter and i were with her dance team, she's three. and we were in the parade and she was tired, she didn't want to do it anymore, so we had stepped up to meet our family that was watching. and, just minutes later after we got -- we you heard a car increasing speed, you heard the engine running, and then it was just chaos. i saw someone did get hit, right in front of us. i believe it was a woman, i don't know if it was young or old, because it all happened so fast. but, she went in the air and her boot flute flew across the road and then it just was chaos. the it was like a lot happening at once, and then it felt like nothing was happening at the same time. >> almost like time stopped, but it did not stop, all at once. >> you may have seen some of the video that we've been showing and there is that moment where the vehicle enters the area where the band is marching. we freeze it for the reasons you understand why. were you close to that location, that we have been showing? >> we were further down the road, so i think that was -- what you're seeing now on the screen that we were further down. >> about a block? they >> probably like a block and a half. so, it was like the incident happened and you heard the chaos, but no one really knew what was happening it all just happened so fast. >> yeah. , why did you see after the incident, what did you do? >> i kind of heroes, my mom took my daughter and her friend and my friend and they ran inside of the logo business. and we were outside my gallons. i kind of just froze outside, because i didn't i couldn't react. and then i saw a lot of people were running into the parade route to help, those that were hurt. and then a lot of people were just trying to run and find people. look for people, grab people, and we're getting rushed into the business is up and down the street. >> you said your daughter was in the prayed? >> yes. she had been in the parade. we were the i think number 20 in the route, so we were before. we were pretty early in the parade. >> and, howled is your daughter? what's your name? >> her name is mariana, she's three. >> three years old. >> yeah. >> i can't help -- i know this is when you see all of this you may know some individuals who were hurt them, you were both glad but not glad at the same time. these are your friends that are now injured men. >> it's hard, because i feel guilty saying i'm so thankful it wasn't my daughter but it was somebody's daughter, or sister, or son, parent, relative, friend. like it was somebody that's hurt, and that's yeah. because we were all just there to celebrate the holidays. >> and, have you spoke with anybody that had somebody that was injured? family, or friend of a friend? now >> i haven't. i keep seeing people share things on social media, lots of phone calls are happening nonstop. what i he heard that one fraud that some of the priest from our local church were injured, but they haven't confirmed the names. if i were to probably look on social media, somebody i know is directly impacted by this. >> yeah, we were just sharing one of the statements coming from the local archdiocese, that yes indeed your right. there have been injuries related to the church, the catholic church there, in walker shaw. and, we have witness accounts of families having to walk around crumpled bodies to find their loved ones. it's been really difficult here, amanda. if you were able to say something to this occupant, this driver, and or occupants, what would you say to them? >> i just want to know why, or how. why would this -- like where children are being a target. it's just sad because as a whole everyone is so divided, but it was just everyone comes together to kick off the holidays. when we were lining up, getting ready to start to halt parade, everyone is staging together for the parade and everyone is so happy. changing, interchanging with each other, and then it ends in such heartbreak for so many people. the community is impacted, and i don't know how we move forward. >> yeah. the one way you can move forward according to the mayor and others that are from the community is strongly. and if you had one sentence to share with all the families that have endured loved ones right now, what would you say to them?
