where a car plowed into a crowd. we have live video. upper right hand corner is from earlier just after the incident. 5:00 local time roughly. watching the video, the question is, why did this happen? who did it? what is the evidence that is left for first responders? there's questions right now. for now i think what's best to do and i can review after the conversation but we have scott gregor, a resident of waukesha. waukesha an hour north of kenosha. 25 minutes west of milwaukee. a city of about 75,000 people. scott, as i was mentioning earlier, a resident of waukesha. can you tell us what did you see and hearing now? >> yes. thank you for having me. i am a resident of waukesha? been here the majority of my life. we were at the parade just like everyone going to see what we can and just enjoying the holiday spirit and had a great day with family and looking forward to seeing what we can enjoy the parade. we usually go every year and excited this year because it was canceled last year. we were sitting at what's known as the five points which is the center of the downtown. five different streets converge upon one and we were sitting there watching the parade. everything was going great. but i noticed and heard a couple police vehicles behind us. going through an intersection probably two blocks behind us and just wasn't sure what was going on and took notice because it was very loud over the parade. and a few minutes after that, a red suv which i'm sure you have seen by now. came barrels down the street very, very high rate of speed and hit a pedestrian that was directly across the street from us. i don't know the condition of that person at this time. but with many people rushed to that person's aid as soon as it happened. the vehicle continued going through the parade route. it smashed into the back of a float that had just passed our location. >> you are saying after getting on to the pathway of this parade, that the suv then proceeded to go down if you will kind of like a bowling alley straight down that street? >> correct. yes. from what i understand, yeah. basically got on to -- it is our main street and just had a wide open shot and so went as high rate of speed as it could hitting everything and anything in its path. i believe some of the band members that were at the other end of the parade coming down the parade route hit, injured. i think everyone is okay from the school. the director is good friend of yours and thankfully she and the students are okay from what we understand. but as soon as it happened we gathered up my son and cousin and her children and made the way back to the car. as police and fire vehicles and every emergency vehicle you could imagine flying into downtown. >> did you hear any reports of shots? did you hear any loud noises? >> my wife said she thought she heard some possible shots. i heard something. i couldn't tell you it was a gunshot. it was loud bangs. not a high rate or anything but definitely some loud possible gunshot sounds. >> did your wife tell you how many shots? do you remember? 20? 30? four or five? >> no, no. maybe one or two. >> were you sitting at the five points area? is that where the parade begins or ends? >> that's middle of the parade route. it starts i would say four blocks north of the location we were at and so it was kind of a -- the parade was just continuing through. i would say it was nearing the end but -- >> but still full end to end if you will? >> still full end to end as far as participants and spectators. >> did the suv plow through half of the parade route in essence? >> it was from what i understand just from seeing local reports i believe it traveled almost the entire parade route. >> about a mile long? >> yeah. i would say about a mile long parade route. >> you know, i know it was really tough for you. trying to get your son and wife and friends and family out of the space. how many people were part of your group? >> we had about eight people in our party. >> are all of you okay? >> yeah. thankfully everyone with us directly and the people around us were okay. the vehicle came down the opposite side of the street from where we were sitting. still very, very close. >> how close would you say? >> i would say probably 30 feet. if you think of the distance across a street if you stand on a corner. the vehicle came in the opposite lane. >> this is main street? the name of it? >> yeah. it is main street. the parade route goes down main street and turns back on to wisconsin avenue and kind of backtracks along that route before it finishes. >> did you see any -- i know this is not what you want to see. we have heard stories or been part of stories like this. did you see folks that were injured? did you see the passenger that was hit? >> yes. the passenger was hit just kind of kitty corner across the street from where we were. as soon as the vehicle hit them and continued on people -- other spectators were immediately running to their aid and -- but i couldn't tell you the condition or anything. because as soon as we could we got out of that location just trying to keep the family safe. >> no doubt. kind of torn at the same time. run towards or away to take care of the family. >> right. >> when you -- all of a sudden they heard the engine rev up or flooring, flooring the gas pedal as soon as it got into the main part of the thoroughfare of the parade did you hear anything like that? >> i didn't hear the engine revving. it was going extremely fast. >> i know it is not like you carry around the ability to know how fast a vehicle is moving. any guess how fast? >> sure. i would say at least 50 to 60 miles per hour. >> wow. >> it's pushing highway speeds coming down the street. >> and so this vehicle came down the street and all of a sudden turned and got on to -- at the five points intersection? >> no. it was actually coming straight down main street. it didn't turn. it was traveling straightforward direction. >> yeah. was there anything about this parade to make it different this year? there's headlines that you're probably very aware of being close to kenosha. any headlines or any themes of this year's parade that were different that might be relevant to anything that's been going around as of late? >> no. i believe the theme was comfort and joy. it's the 125th anniversary this year of the city of waukesha. and so, we were excited to be part of it again, especially after not being able to see it last year. >> greg, boy. anything i missed in terms of something that you and your wife or family talked about walking back home? >> just trying to keep our kids safe. that's the biggest thing. we have our three young kids with us. they saw everything. just trying to keep them safe and got them home and got some hot chocolate just to warm us up. it was pretty windy out there and trying to keep them as safe as possible and help them find the joy and know that our first responders were there to help and helping everyone in this situation. >> how many first responder vehicles did you see if you had to guess? >> just in the moment we started walking back i would say dozens. gosh, i would say 40, pushing 50 emergency vehicles. not only city police but also county sheriff. >> sure. >> vehicles. any and every -- >> how fast? >> emergency vehicle. i would say 40, 50 miles per hour. >> i'm sorry. ten minutes after the incident? >> immediately. immediately. as soon as we started walking back the -- all the vehicles, every emergency vehicle. >> within five minutes? >> within five minutes that were flying into the downtown area because it was a situation and trying to figure out the location of the suv through the parade route. >> so much harm, so much heartfelt thanks to them for being there so quickly i know you feel. has anything like this in your time and how old are you? "the washington post" writes, now that rittenhouse is aquitted the stakes may be higher in the ahmaud arbery case with black americans that protested in the summer of 2020 saying the integrity of the court system is on the line. to many americans rittenhouse's acquittal hardened views that the u.s. legal system is biassed toward validating fears of white men with guns. meantime in kenosha, community members still demanding accountability. advocates call for federal charges in the rittenhouse case and raise questions of how money gives an advantage in court. rittenhouse crowd sourced millions of dollars for the defense. new column for "the washington post" says rittenhouse' $2 million legal funds enabled the lawyers to stage separate practice jury trials. one in which 18-year-old rittenhouse took the stand and one in which he did. the more favorable reaction from the pretend jurors rittenhouse informed the decision to let him tell the story. the testimony was probably the biggest factor. most cannot afford the funds. but for influential people matt gaetz acting as his cheerleaders. joining us is britney packman and an associate professor in department of sociology at brown university. nicole, i want to start with the amount of money raised for rittenhouse's defense. we have talked about the inequities in the courtroom. the judge, the jury, the money that was spent on this. what is the overall portrait it paints of america's justice system? >> most defendants in america represented by public defenders and often overloaded with people of color they spend five minutes with each defendant. we can see this huge disparity. in public defenders the system is funded by the state and so inadequate most people don't consult and forced to plead guilty or stay in jail and we see this huge difference between now rittenhouse was able to mobilize money and let's be clear. the money raised all those people that funded the defense are stating a type of freedom they want. they want to be able to carry a gun, deputize themselves. they also want to do it impunity and so it is an overt endorsement for -- >> britney, again, none of his money. they raised money by selling merchandise like he was a rob star. you warned of this. you knew the minute we began to talk about the trial it doesn't matter the verdict because they'll hold him up as a symbol of what they want. what does it tell you that people have a moneyed interest in protecting him? >> this tells us a lot of important things. primarily two things. one about the courts. right? so we have been having this conversation. tonight and frankly throughout the week whether or not the jury system works and whether or not it is equitable. there's mountains of evidence that show us that it is not but that also remind us that this is working for somebody and the folks are willing to invest the funds to make sure that it keeps on working for them. the amount of money poured into this from small and large dollar donations is a reminder that they can simply pay for and push for the service they want and the kind of outcomes they want but supposed to be equitable. i have been saying this for a while because irrespective of the outcome of the case there's a blueprint made here and seen this repeated over time. we have seen the vigilantes made into reheroes or martyr just they're held up as symbols and aspirations of how to show up in this world, especially as a white boy. so that this is a training ground if you will. this is the idea that somebody could be hanging a kyle rittenhouse poster in the room the same way as a singer or actor they idolize is the idea here. he and the actions are something in someone to look up and therefore something and someone to emulate. >> nicole, if i take the point on how this has how created a blueprint, take that and apply that to the ahmaud arbery case. what do they take from rittenhouse? >> i think one issue is that we can see that deputizing yourself to be an extension of law enforcement shows that white privilege is extremely violent. people don't excuse me that you can enforce the law. get a gun, chase a man down the street with a truck and then expect to make a quote, unquote citizen's arrest and get away with it. that's the audacity. when people use the metaphor of lynching it is not a metaphor. this is the structure of years passed. one of the expectations that went with lynching is that the formal legal system would allow for it. law enforcement would look away. one could claim i'm defending myself and you can think prejudice is about black people being an aggressor and persuade jurors and there is an issue. kyle rittenhouse crying we associate him with an innocent and compelled the jury despite the fact he had a gun. if we take that and apply it to the ahmaud arbery case i'm not hopeful. defendants are taking the stand to make the same type of claim and hoping that fears of black men will help them go free and so it makes me terrified to think of the press department this is maintaining. >> as always, i appreciate your time. this is a bigger conversation so i hope as we continue to follow the ahmaud arbery case we'll get a chance to discuss this all again. next house democrats delivered. the path forward for the biden agenda. we're monitoring the situation in wisconsin. reports of several people injured when a car drove into a crowd at a parade. getting new information we'll bring it right to you. ♪ limu emu... & doug ♪ ♪ superpowers from a spider bite? >> thank you. i feel great about the fact that the house was able to deliver a big win for the american people. the senate will have its process but look. these are provisions that are overwhelmingly supported by the american people. why? because they create millions of good paying jobs, cut taxes for middle families. reduce cost on everything from housing to health care to child care. importantly it will reduce the cost of prescription drugs which i'm really proud my bill to cap the cost for seniors at $2,000 is included. and so many other key provisions so i'm hopeful that the senate will listen to the constituents and will pass this bill by the end of the year so that we can get these benefits to the american people. >> congressman, build back better has immigration reform included. here's the vice president addressing the need for reform this past thursday. >> we can't flip a switch and fix it. we have a system that's deeply broken and we have to put it back together with a fair process that's effective and efficient. >> you represent a state where this issue is front and center. there are a lot of people to benefit from that more permanent solution to our immigration challenges. what do you say to members of the senate that don't have the appetite to deal with immigration? >> i agree with what vice president harris said and relate to the experience. my mother and grandmother came to the united states as immigrants from trinidad and i represent constituents that every day are living with the anxiety and the fear of having their families torn apart. fortunately the house included in the build back better act important protections for immigrants, specifically for those that lived here for 11 years or more. they will have a permanent opportunity to residency. it includes addressing the visa allocation so that we can address the labor shortage and it includes the backlog of green cards which is plaguing the immigration system and those who are currently going through the system why this is not a perfect bill with limitations of reconciliation. but i am committed to getting this passed as a first step as we work to pass other comprehensive bills including the dream and promise act for our dreamers. >> congressman, of course this is looking at inequities in the infrastructure. we have been talking ant the kyle rittenhouse verdict. the inequities of the justice system. do you believe that's changed the appetite for justice reform? >> justice reform is long overdue, and unfortunately, because of arcane rules in the senate they have failed to take up everything from the voting rights advancement act which i hope they will do next to other important bills including the george floyd justice in policing act. when i think about the victims in this case, whether it is the rittenhouse case and the trial or the ahmaud arbery case, we need to remember that it's families who are affected by trauma. every single day -- i'm a black man raising three children with my wife and every single day you worry that this could be your family next and that is why we need to have a serious conversation and take action on the things that we know are contributing to the divisions in this country and the case last week and the case that's pending are prime examples of what must be addressed and what must change. >> congressman, thank you for that personal reflection and for you time. next, a daup from wisconsin. we have new video showing the moment a car barrelled through the parade. richard? >> we are still watching that story. looking at video from earlier. again reported red sufr driving through a holiday parade. this happened at 5:00 local, 6:00 eastern time. we are watching right now and waiting for what we believe might be a press briefing from officials there. we don't have a lot of confirmed details but reportedly gunshots that were heard or shots orb loud bangs in the area, as well as injured. we don't know how many are injured or shots. this is all been from eyewitnesses, as well as some details coming from local police. on the left-hand side is live pictures. we are just getting in the live press briefing. let's take a listen. >> situation for the city waukesha. we don't have all the details. we can't provide details at this point. but we will have a press conference at 7:30 and to speak now is our police chief dan thompson. >> good evening. approximately 4:39 p.m., i'll given a brief summary and a formal briefing at 7:30. a red suv drove into the christmas parade holding downtown. more than 20 injured have been injured. the waukesha police department have a vehicle. it is an ongoing investigation. victims are transported from the scene via ambulance. officers actually transported some injured personnel and took them to the hospitals and some victims transported by the family members. chaotic. there were no other threats involved. the scene is now safe. again it is very chaotic and tragic incident. and my prayers and thoughts go out to the family members and give a fortunatelial briefing at 7:30. >> a suspect? >> we have a person of interest that we are looking into at this time. >> in custody? >> like i said we have a person of interest. i have to get more information. i don't want to give you bad information. thank you. >> taken from the -- >> that's it. 7:30. fire station number 1 is where we'll do the rest of the press conference. >> all right. just heard from the police chief there in waukesha, wisconsin, giving the latest information. the scene is safe according to what he was saying and a person of interest is being looked into. did not answer whether that person is in custody or not. and that ambulance and police were the ones to get those who are injured to safety. and that at 4:39 p.m. local time is when this red suv zoomed into the parade path. according to the video from the actual parade streamed live at the time. so if you were watching it in waukesha, wisconsin, you got to see this vehicle zoom by in the very screen that you are watching that parade. and as we were reviewing some of that video you could see the suv vehicle going straight down the parade corridor and again this latest report -- getting more details and trying to gather the information. they want to get it right opposed to fast which is of course my good friend jim kavanaugh will always say is the way to do it. he is joining us right now. 7:30 is when we expect an update local time. we have the video. the one i was alluding to. let's play that right now. i want to warn you that as i was describing a moment ago it can be quite disturbing. see people walking down the parade route and then a red vehicle driving at almost highway speeds down. let's take a watch. all right. so we are still spooling that up because we just brought it in but it is something that we were reviewing earlier to make sure it's okay. jim, i was getting folks ready for you because in tough situations you know what's happening. your sources in this space, any other information that you are hearing, jim? >> no. i did review the same video you looked at from the parade a few minutes ago. i'm expecting hard and heavy tidings over this. that suv came down -- >> we have the video. you want to -- we'll watch it and then reflect on what you were going to comment on. let's watch this, jim. ♪♪ all right. that was very fast and the fact there are a couple different camera angles of the vehicle going by and looking at it it looks like a ford explorer from my eyeballs. what are you seelging? >> yeah. i see the same. small red suv. i couldn't tell if it's a ford but going a good clip. see opposed to the band there. and the other angle i saw it plowed right in and over the band members. i counted a number of victims. it ran right over. looked to me about 14 people. i expect some heavy tidings on this. you know? they don't have any reports yet but i mean i think the city needs to brace themselves. this is going to be rough. the speed it was traveling and literally went right over -- the band was marching four wide. you can see the twirlers in the back. they were four wide and they don't see it coming. they're playing the music and the drums and the horns and the music is playing and the vehicle comes up behind. it goes right over this row of four wide band members. takes a row and drives straight over them. for like i say i counted about 15 people when the camera panned back. i was able to see some more injured and expecting it to be serious. the chief didn't talk about unconfirmed shots in the area. witnesses said that and not confirmed. whether it is true or not. we don't know the motive. terrorist attack. isis has used this extensively mostly in europe but all under a the world. you could have a criminal gang activity. people shooting at each other. one vehicle trying to get away. whatever happens on this, when you watch the video, whatever the motive, it is cold-blooded murder. it is cold-blooded murder. when you see it drive over the row of the band members from the rear it is cold blooded. it is really sort of sad here on thanksgiving week to see this happen in america. they got the vehicle. the chief said they have the vehicle. i don't believe they have the actor. >> as you heard the police chief short statement. 7:30 about 50 minutes from now. we'll have it here on msnbc and waiting for more information? they're saying they have a person of interest which could mean they identified the person and still trying to potentially find that person? >> right. look. it could be -- if it is not a stolen car he will be easy to identify. and if it is a stolen car then they may still be able to identify him from the city gang units. detectives. they know who people are involved in criminal activity. a terrorist actor to reach out to the state police and the fed. may well be the guy's car. he might have just jumped out and ran away and his tag goes back to him and he might not have went home and looking for him on the streets but as so often as we talk about in these things these guys are not usually international men of mystery. they live in the neighborhood. they'll be out in force trying this find this man or woman. >> when we cover these they have been in major cities of various different countries. this is waukesha, wisconsin. 25 miles west of milwaukee. about an hour north of kenosha. only about 70,000, 75,000 people. not that there's a typical but the times we covered this sort of story it is a major city of hundreds of thousands if not millions of people. >> you are exactly right. this is america's heart land. this state of wisconsin is just such a rich state for america. agriculture. it has so many entrepreneurs and industrial aspects to it along that river. kenosha is a manufacturing center. home of snapon tools. corporations there. there's a lot of shipping along that river. this is a hard working bunch here. agriculture, industrial. shipping. and really you don't expect that you will see these kind of things there. usually more quiet, hard working life. quiet life. they have been struck recently with the kenosha tragedies and now this. we can only hope this comes out better than it looks. but i think we need to be prepared that it is pretty tough. >> looking at the live pictures i believe on the upper right corner perhaps. that is from earlier. lower left is immediately after this incident and just looping the video. what are you seeing on the left-hand side of screen in terms of what was happening? >> big police response. pretty good with a parade. the police are out in force. when you have a marathon, there's police at every corner. with a parade. police motorcycles in the parade. fire trucks. right immediately in front of the band it looked like to be a fire engine. a fire company. and the suv had to go along the side. it couldn't go past the fire engine. >> right. >> and i think we all need to be rethinking the parades. the back of the parade needs to have maybe four fire engines wide so nobody can get by. they drove right over the band members. sad to see. >> we just got this in to msnbc. something live video streamed during the parade. again around 4:39 local time. 5:39 eastern. it will show exactly what jim cavanaugh the terrorism analyst was describing. if you are just joining us at the quarter hour. there it is. you see the band member turns around did i just see happen what happened? there's a police officer or an individual running to chase after them. we see much more gruesome outcomes in oir video. one has to wonder why didn't you aim towards the folks right in front of you? it was by happenstance the luck of the draw for them. >> you know, there is the possibility here like we talked earlier that someone was trying to get away from shooting incident. we have the unconfirmed reports of gun fire and we have the video evidence right here is the suv speeding on the side of some band members. if we're just analyzing this here, if it was a terrorist trying to attack why not drive straight into the center of the twirlers there? but tries do go along the side and even in the video i reviewed the suv goes, if you can just understand that the band was four wide in the street and the suv went to the left side of the curb and went right over the row of band members on the left side, if it would want to -- say a terrorist attack might have wanted to drive in the middle of the band members to take them out and trying to skirt by but still the most cold blooded thing to drive over 14 people at 40 miles per hour marching one in front of the other and then skirts the side of a fire truck and driving at a good clip. probably have a state trooper estimate the speed and maybe looks like 40 miles per hour. >> stand by. we'll get a break in here and want to know from you what is law enforcement doing now to try to apprehend this person of interest. stick around. breaking news out of waukesha, wisconsin. we'll be right back here on msnbc. [coins clinking in jar] ♪ you can get it if you really want it, by jimmy cliff ♪ ♪ [suitcase closing] [gusts of wind] [gusts of wind] [ding] still covering breaking news out of wisconsin where a car has plowed into a crowd during a holiday parade just hours ago. officials a short time ago confirming more than 20 injured after the red suv, if you caught it in the video, drove through a parade in the city of waukesha about 25 minutes west of milwaukee, an hour north of kenosha. here is the video showing the moment the red suv barrels past. it goes past the band and the color guard. the extent of injuries not known at the moment. here was the mayor of waukesha moments ago talking to reporters. >> today, tonight was a traumatic situation for the city of walk saw. we don't have all the details and can't provide details at this point. >> jim, we have a minute. what is law enforcement doing right now to try to find the bad guy? >> well, probably all over waukesha. they have the vehicle as the police chief told us. so they likely know his identity. it could be a stolen vehicle. that is a possibility. but they could even have some leads on who may have the stolen vehicle. more than likely they have the tag. they know who the person is. and the person has fled but may not have fled to their home. so the officers, the detectives, the agents are out looking for this guy. it is an act of cold-blooded murder. they're looking pretty heavy. i'd say a lot of cops are out looking for him. >> the great macy's parade is being prepared right now in manhattan at the moment. can you do anything big city or small, to stop anything like this? what could they do next? >> i think they can. of course they can prepare for any eventuality. in a case like this if the band had had a number of large vehicles behind them, fire trucks, decorated but there for safety, the vehicle couldn't drive that far. it could only go, you know, and then the next group, large group of people that are parading would have some kind of barrier behind them and of course police at intersections, motor cops, you know, mounted cops, they can keep people from ingress into the parade. >> thank you so much. that's it for this hour and this weekend. on behalf of "american voices" thanks for being with us during this breaking news. jonathan capehart picks up our coverage after this short break. superpowers from a spider bite? i could use some help showing the world how liberty mutual customizes their car insurance so they only pay for what they need.
