the bow is, in but it's very close steve, i can see you doing calculations right. now you can continue doing those will telling me what you believe to know about new jersey as we look at it at this hour. >> couple things here there's just been a lot of confusion that's been the rule in new jersey that night. let's show you the bottom line. about 80% of the vote is in now in new jersey, the big shift here in the last couple of minutes if you've been watching, we've been telling you that the county clerk in the states largest county, that's bergen county. ahead posted vote by mail results. we've now confirmed that, these are the vote by mail results, they went heavily by a margin of about 20,000 for phil murphy, phil murphy now leads in the bergen county vote count, what that's done is it's brought the statewide tally, much closer, ciattarelli the republican, now leading by less than 5000 votes. murphy getting a big bounce out of bergen county. okay, what else is left right now. we keep talking about sussex county, here is a another one. the county clerk in sussex county, has put some numbers up on their site, we just want to nail down and make sure it's accurate. the vote the totals up on their, site gives ciattarelli a lead in suffix county with basically all the vote counted, of about 20,000 votes. ciattarelli may be able to put 20,000 right back on the board here. again we're just going to try to confirm what they put up on their website there. in sussex county, the clerks office there. that could be a 20,000 vote gain for ciattarelli if that information is correct. what else are we looking at here. we think mercer county, this is one that phil murphy is going to put a lot of faith and i think rain. now mercer county where trump and, is the state, capital you see this is a big democratic county, tonight it's only 15, but that's in part because what you're seeing right, here does not reflect the vote by mail. again we just showed you in bergen county, an example of how heavily democratic the vote by mail can be. in mercer county, with the vote by mail, there's an opportunity there, for phil murphy, to make more gains, we're also waiting on vote by mail. we believe in burlington county. getting into south jersey, here we think there is a vote by mail here, likely that's going to help phil murphy, also maybe some same day vote election day votes. in burlington county, that's sending more republican friendly votes, also be simultaneously and opportunity for ciattarelli to get more in the scoreboard by himself, in burlington county, a question mark that we want to nail down, i will show you actually is right here in middlesex county. you see how it says 80% in middlesex county. you have murphy ahead by nine points. over, we need to go to. virginia >> let's go to virginia for second. we have a call to make for a second right now, while we have calls that glenn youngkin will be the governor, we now have a call for the lieutenant governor of virginia, the republican, sears will become the lieutenant governor of the commonwealth of virginia, just over that point for half a second. in virginia it's the same situation, we had very heavy day of voting, very heavy turnout across the, stay generally. the day of voting is what decided what happened in terms of how glenn youngkin and sears have won this thing. still very much a contest for control of the state legislature in virginia. right now it's looking like it's still about 50/50, democrats may hold on to control the legislature. >> it's very close on that front, we can actually show you, here you go, here is the lieutenant governor result for jinah, and i think it jumps right out of, you again, this is lieutenant governor results, this is the governor result they're tracking almost perfectly here. this is one of those things you see in politics, a rising tide can lift all votes, you see youngkin winning statewide, now the projection for winston's years, the other outstanding statewide race in virginia, this one is not called yet, but look at this, this is the incumbent attorney general, a democrat, mark, carrying 97% in, this race is a little bit closer, then those other, to but it's hearing right now who trails by 1.6 points, by 50,000 votes. herring has got a pretty daunting task in front of, him this race is not called by argentinian desk but he can't feel good about the fact that he's trailing by that, much in that we just called him lieutenant governors, raising that we already called the governor's race, again you can see these are tracking pretty closely together right now. in virginia. >> welcome back and talk about new jersey in a second, when some, sears is projecting he will be the lieutenant governor of virginia. republican. the governor will be this man onstage who is clapping. this is glenn youngkin, he is the projected winner for the governorship of the commonwealth of virginia, he will momentarily address this crowd, let's listen in. >> wow. well. [applause] together. together. we will change the trajectory of this commonwealth. [applause] and friends, we are going to start that transformation on day one. [applause] there is no time to waste. our kids cannot wait, we work in real people time, not government time. on day one, we are going to work. we are going to restore excellence in our schools. . we will invest the largest education budget in the history of the commonwealth. we will invest in teachers, new facilities. special education. we will introduce choice within our public school system. how about that. choice within the public school system. we will start with 20 charter schools, and we will make a down payment and close the gap on giving parents an opportunity to select where their kids go to school. friends, we are going to embrace our parents not ignore them. we are going to press forward with a curriculum that includes listening to parents inputs, a curriculum that allows our children to run as fast as they can, teaching them how to think, enabling their dreams to soar, friends, we are going to reestablish excellence in our schools. we are fighting for parents, students, teachers and our schools. friends we will reduce our cost of living, on day one we will declare the largest tax refund in the history of virginia. , we will eliminated the grocery tax. suspend the most recent hike in the gas tax. he double everybody's standard deductions and we are going to cut taxes on the retirement income of our veterans. all in, we are going to say virginia families 1500 dollars a year one. we are going to keep our communities safe. we are going to comprehensively fund law enforcement because they stand up for us. and we are going to stand up for them. , high or salaries, better equipment. more training. programs like unity in the community, to work to build trust between law enforcement. and those they protect and serve. we are going to protect qualified immunity. invest in our behavioural health system. and finally, we will replace the entire parole board on day one. and on day one, we are going to jump-start our jobs and reinvigorate this economy. so it lifts up all virginians. we we are going to get this economy moving, again growing 400,000 new jobs, fostering 10,000 start-up businesses, friends virginia will be open for business. big france it's time, for virginia to be the place where everyone wants to live. not leave. a place where the relentless pursuit for a better life, for prosperity is not firmed are blocked by self interest in politicians. for more focused on their futures, then those they were elected to serve. over 100,000 miles on the campaign trail, i heard stories that were unique in powerful, but the reality is, the challenge of overcoming a culture where the state overwhelms empowerment. is all too common. france for too long we have been expected to shelve our dreams, to shelve our hopes. to settle for a low expectations, we will not be a commonwealth of low expectations, we will be a commonwealth of high expectations. and friends, all of that, has changed tonight. a campaign that came from nowhere. but we were joined by neighbors, and friends of all races, of all religions, of all ages, of all political ideology, and it turned into a movement. this stopped being a campaign long ago. this is the spirit of virginia coming together like never before, the spirit of washington and jefferson, and madison, monroe, patrick, cannery, i'm virginians, now taking our commonwealth back. [applause] my fellow virginians, this is our moment. [applause] it's our moment for parents, for grandparents, florence, for uncles, for neighbors, for children, to change their lives, to change virginians journey. it's our time to change our vision into our reality. a vision where virginians half power, the power that is historically resided in the marble halls of richmond, is spread out, spread out to the kitchen table that are held together with the bond of spirit, of liberty, and freedom. [applause] especially those kitchen tables, where breakfast is eaten after a midnight shift. friends, this is where our government will go, we will go to the people, for the people, it will be of the people. [applause] from the farms of the shenandoah valley, to the docks then shipyards that hampton road, to the cornfield in southwest virginia, to the banks of the james river, to the memorial in arlington national cemetery. [applause] ♪ ♪ ♪ [noise] the man projected to have won the governorship of the commonwealth of virginia, glenn youngkin the republican. and we see news also projects that winston zeroes will become the lieutenant governor of virginia also a republican, she is 57 years old and she will become the first black woman to held statewide office in virginia. it is a good office to hold by the way, five of the last ten lieutenant governors have and it up becoming the governor. on the left side of your screen you see -- is on marine one now having landed at george base andrews you can now see the marine entering the helicopter, they are pulling up the door, marine one will head to the white house now it's the return of president biden from the g20 of course returning on a night where there has been a tough loss for democrats in the commonwealth of virginia, although we are watching the state house race very closely there. there is still a dead heat going on at the state house. and we are very very carefully watching new jersey, the state of new jersey. i have a panel i want to talk to, but i just want to check in with steve kornacki because while we were listening to glenn youngkin speak, i had one eye on steve who was very busy with calculator and has producer on that board. steve, or do we know now that we didn't know 15 minutes ago. >> certainly we've gotten quite the puzzle tonight, here's what i'm trying to remember exactly where we left it off when we went to the speech. the main dramas this, we've got the vote by mail in bergen county, suddenly we were looking at a screen where murphy was within 5000 votes. >> that is where you told us before we left, we had that. >> then the next feasted we confirmed the vote that came in, the heavily republican votes in sussex county. you are seeing there 2 to 1 margin for ciattarelli, murphy made up the rest of the vote not back. that's the good news for ciattarelli he is overhead by 20,000 votes statewide. potentially with the bad news is for ciattarelli, and what is making this such a complicated puzzle is we are trying to piece together specifically where there is the outstanding vote by mail. i think you just thunberg and county, bergen county is red most of the night but after the ones we got vote by mail murphy won it by upwards of 22,000 votes. this overwhelming democratic vote by mail, we see that all over the place. so are there more batches of murphy votes like that left in some of these counties, there are a couple places where we have reason to suspect that may be the case. starting right here. i think we've been talking about this area, this is maria township, trenton obviously, right now it would be a shocker if murphy only won mercer county by -- its extremely heavy democratic county. what this suggests, and what are you cannot into this and what we are getting from the county website and trying to confirm right now, is that they are missing vote by mail, it has not been reported in mercer county, which if we get, that if that is missing, would bring that number up, would bring that margin more in line with what we've seen mercer county, and i think for murphy's campaign most importantly would give him a big cap apple there. we are also looking at a very similar situation in burlington county, in south jersey right here the republican candidate for governor is actually from burlington county, so there may be a little bit of a surprise republican strength because of the roots. but at the same time we think we are looking at missing votes by mail, not yet reported, vote by mail from burlington county, if that is the case we are trying to confirm it right now. but if that is the case we suspect another batch of votes for murphy, there are a couple of other spots on the map where there may also be some votes by mail, but i think the biggest question mark will be is there more because you just signed bergen it doesn't take many of those for murphy to catch ciattarelli, and potentially to move ahead of him specifically move ahead of him enough to win this race. that is what we are trying to nail down right now, exactly where they outstanding vote by mail us. we are in a situation right now ali where if there is enough by mail, he is going to win this thing still, let's take a step back a very close margin in states consistent with what we saw on virginia. youngkin won by a couple points, biden won by 16 in new jersey, maybe murphy survived by pointed to, that would be incredible regression for democrats coming off of last year. but again, i will let you know what we learn but that's what we are seeing 20,000 votes for ciattarelli, still more to climb. >> we heard from glenn youngkin, the one we are projecting to be the governor of virginia, we also heard from ciattarelli, he was very cautious to say that he is not declaring victory yet. he said shortly when we are able to declare victory we we, will do so but even in the camp right now being cautious because this race continues to be very close to new jersey may not get cold in the next few hours, we will have to see. this all goes. anything we learn, i have an eye on you just to let our viewers know, you have anything to say just wave and i will come right to you. >> what i want to talk about this with some of our guests, jonathan for the daily beast, eugene daniels away house correspondent for politico and coauthor of political flavor, and maria jerry kumar is the ceo of -- our msnbc contributor and we are so grateful for you staying with us while we get all this information. jonathan, you have done this many times throughout the night and we are still waiting watching this whole thing unfold. i want to ask you because right at the beginning of the hour we heard glenn can speak, he is going to be we assume, the next governor of the commonwealth of virginia, there is some interesting stuff and when he said it was soaring rhetoric. he was talking about restoring us the length and school, budgets, classrooms, teachers, stuff like that, he talked about some of the stuff, of making our kits critical thinkers, he talked about a curriculum that includes listening to parents, teaching kids how to think, not what to think. preserving qualified immunity. glenn youngkin walked a very tight line during this election, and often stepped over into those things that might have solidified a republican vote, particularly to swing and women over to the republican side tonight. what do you make of the way that he campaigned and what the result was? >> well he was a very effective candidate, ali. even if we can all agree i think he didn't tell the truth all the time, he played on critical race theory that has not passed at all in the state of virginia but when he says something like we need to teach our children how to think, not what to think. that is a good political lie that is what we need to be doing. on a number of different levels as you saw on the speech, he was just a thoroughbred candidate -- but that is not the big story. if murphy had one also by a lot, remember the last polling on murphy, the worst that he was doing was up by six. i talked to summer few people who said that their internal polls showed up by 11, but the polls were completely wrong in new jersey where was. so something bigger is going on out there, and what i think it is, is that the trump vote is not rubbing off on other republicans. they are the key in both virginia and new jersey whereas the white blue collar voter who swamped the democrats -- the republicans are sticking with the republicans the white suburbanites assisting with the republicans, but the democrats are not at least in this election, staying with the democrats the way they did that timeout. this has big implications on the 2022 and 2024 democrat. they have to improve their strategy and turn this around. this is an interesting concept right the trump state, was enough to turn a whole lot of people away from donald trump. glenn youngkin, and ciattarelli, and actively working to avoid most of the trump stink, they touch a little bit of it when they needed to after the voters. in the case of virginia youngkin seems to have found the right text me about what this means for elections to come, are these canaries in the gold mine. i think it was very clear is that we're okay with a dog whistle, and then they were able to center very much in this case. how we saw in virginia, school, school, school. i think the challenge for mcauliffe was the moment that he told parents to stay out of the school system, that's when republicans sign opening, let's not forget critical race theory is not in theme for virginia, but it is what we're going to start seeing in other states. if you recognize where he emphasize mostly, with school school school, that is going to resonate, not just with suburban folks, but also with communities of color, i also think it shows the democrats are communicating how the government is working for them, one thing he said was how he was going to put 1500 dollars in virginia's pocket. if republicans under the biden task credit, are receiving at least $3,000 a year, if not 6000, depending on how many children they have, i think jonathan is right, part of it is communication, but the other part is that you have folks in virginia, and that we're seeing in new jersey, where while the stock market might be going sky-high, they're not feeling really from the pandemic. they are still trying to make ends meet. and unless the democrats can get their act together and pass really big legislation, that again could be the differential between republicans, most people are saying you know what, i don't see the difference, all i hear in my news is that the democrats keep fighting, and at the same time i'm losing my job, or i'm barely making ends meet. they'll have to pass a big package. >> it's interesting though, we have, polling exit polling that indicated that virginia governor voters, before the virginia governor, i felt that the economy and jobs where the single biggest issue to them. when asked to they thought, they trusted more to handle the economy, by a plurality, youngkin was at 43 -- economy and jobs, number one concern. education number two concern. taxes number three. youngkin talked about education in his speech first, then taxes, but this is intriguing to me, that the economy leads and youngkin leads because of the economy. >> absolutely, he made a bet here that he would hug joe biden. that meant that whatever, however people fell about joe biden's economy, that is how they would see this race. cause that's exactly what's the youngkin camp bet on. and they ended up winning that back. this matters every, year the idea of national races. or the nationalization of local and state races. but even more so. especially when the administration president biden, they say kamala harris, they sent the first lady. president obama owens, what youngkin did, was he focused on the local folks. he made sure he had an excused to keep trump out of the. racing keep trump from physically coming and trying to get on stage with him, he kept almost everyone out of the. race all national politicians, and i think that is something that people were focused on, they were seeing in saying, okay he's talking about our economy, he's talking about her education, again i think as everyone said and we should say over and over. critical race theory is not being taught in schools, and that's something he talks about a lot. what he did not talk about today was critical race theory. when he went through the mantra of things that he was going to do for the schools, critical race theory was not there. >> he talked about buildings and elect kind of stuff. >> he talks about critical race theory we need to activate a base of voters to come, out you talk about education we need to talk to a whole virginia we have called for glenn youngkin as the governor, the incoming governor, winston sears will become the lieutenant governor of virginia, this is interesting, she's a black woman. and a marine veteran, nbc is projecting that she will be lieutenant governor, the lieutenant governor in the governor's race in jersey it tracking very closely, sears has been elected, we are still waiting for some down ballot races. and, very importantly, because as we've seen in texas, and other states like, that what happens in the state house. it's a dramatic night in the virginia house of delegates. before. alston by. that there's a couple of other words i can, use but here we. go passaic county, we just got a bunch of votes in passaic county, the bottom line for murphy is that he may gain, it was election day vote, we got a ton of it remaining and it was enough to put murphy ahead in this county, you can see by a bit less than two points right here, although put this in some context, this was a county that joe biden was beating donald trump in by more than 16 points last year. this is basically what joe biden's margins statewide in new jersey looked like last. year now tonight, this is very similar to the statewide that we're seeing. this was 2020, this is tonight. razor-thin, but murphy is ahead slightly with those same day votes being counted. that also changes the speed, total statewide, murphy now trailing by just under 20,000. one thing we have been doing, if you've been watching, we've been getting these reports that come, on the county website. and then we have our decision desk making contact with, them confirming. making sure, you put this, up we've just, we think we just had another one posted here in burlington county, in this is potentially critical, so or in the process of trying to nail this down, but what burlington county has just posted. is their vote by mail, there early vote, and most of their same day vote, and it shows phil murphy the governor with 75,284 votes, and it shows ciattarelli his opponent, with 67,628 votes. so, what that would reflect, and again we're trying to nail this down, they really put on their website. in the burlington county election website. with this would reflect though is what we've been talking about, that vote by mail is so overwhelmingly democratic when it comes, in and a bigger size county like this county, there's a chance for phil murphy to leapfrog ciattarelli, in this case that could put him up 8000 votes potentially. right now murphy is trailing in this county by 10, 000, if that new report is correct there he would be up 8000. a swing there of 18,000 votes that he'd be making up again, that's pretty much, that's just a hair under what he is trying to make up statewide. this is one of those we saw it suffix earlier. we saw with, bergen i can tell you ali, as soon as we can confirm it updated. here i think we've got some rumblings in burlington county right now. we'll keep a close eye on that, >> that is why this race is considered too close to call, earlier this evening was too early to call, we have 80% of the votes in statewide. it's not enough for me us to make a decision about in from the political report tweeted this earlier, averted an outright gop majority in the virginia house of delegates, by mike how democrats are currently leading by 2% or less in five races. if those winds hold, 50 democrats, 50 republicans tie. joining me now is charniele herring she's the -- of the democratic party of virginia, she's also the tara co-chair of terry mcauliffe's campaign. charniele herring, thank you for being with us tonight. first of all we have a lot of ground to cover tonight. but do you know, information that is more updated than what's washroom in had about the house of delegates right now? >> not right now. what we are doing as we are still waiting for some reports, we have some ballots that need to be cured, and we are not giving up there is no more information just a lot of races out there that are close to the state. we have been competitive two years ago and we are just waiting to see. >> you are also the co-chair of the mcauliffe campaign, this was not looking like the outcome several weeks ago, what do you make of what happened tonight with the election of glenn youngkin? >> right now i am still trying to assess it. i will say that my focus, because i'm the leader of the house, my focus has been on my candidate. but i think that the earlier segment and the breakout virginia important to virginia's, important to virginians the economy, we had a strong economy, as well as increasing our ranking on workers rights at the same time education. so i am sure that there will be a debrief about what happened, but again i'm sure the republican camp is still awaiting for all of the official ballots, they needed to be counted. >> obviously virginia's a big state, unimportance, they have real local issues, and the tea leaves readers are all trying to find out how much is about virginia, how much is about youngkin mcauliffe, and how much is about democrats and republicans at a larger level. one reason for your vote for governor today to express opposition to joe biden, 20% of the respondents said no, 20% said so, joe biden was not a factor was actually the biggest group 48%. so for all those who are saying that this is some kind of referendum on what's going on with joe biden, and or democrats federally, what do you make of that? >> it's an exit poll, i don't know what the sample was, but i will say this. my focus has always been in virginia specifically, and not across the river. i know that we have delivered for virginians and especially i go back to our economy how strong it is, and so i think that it is my hope that we will retain the majority in the house. i think that we will and i am concerned with youngkin's policy that he expressed that his victory speech from the campaign, and he has to be a scott gap we have to make sure that our environment and our economy stay strong that he has put out there is very concerning when it comes to funding our public school. when it got down to proposal he talked about qualified immunity, we replacing the parole board on day one, he talked about taxes grocery taxes, gas taxes, doubling the standard deduction. all of these things are interesting to hear him say, because he's going to be the projected winner for the commonwealth of virginia. but more complicated for him to achieve if he doesn't achieve him majority in the senate, in the house majority. it will be more difficult, and i will tell you that it is because a concern when you're talking about cutting things that will actually impact our schools. we value our schools, we value our children, we value education. all the tax breaks here or talking about it will be interesting to find oh if he is ultimately the winner, how in the world is he going to keep funding our public schools with all been confirmed, you can see in burlington county murphy still has the lead here. what happened was they brought in the absentee votes, the mail-in votes, the early votes here, heavily democratic puts him in bergen county. what is that you statewide? now murphy is knocking on the door in new jersey, less than 2000 votes separates murphy from ciattarelli, again a big boost from that vote by mail, that absentee vote in burlington county. we believe i have been saying, that there is vote by mail left here as well in mercer county. we are now seeing in burlington how strong the votes for murphy 's, and what that can do. it turned a blue earlier when that vote by mail came in, but it can't get blue where. trump lost by 40 points to joe biden last year, so we suspect that vote by mail in here, murphy's margin might not reach what biden did, but it will grow. it would give him an opportunity to overtake jack ciattarelli in the statewide vote. the problem for ciattarelli right now, is starting to look where else can he squeeze out votes. there is opportunities for murphy to still squeeze out more votes through more vote by mail for instance, where kids should really get it, well statistics counties pretty much and now. four republican county they waited a while, they basically squeeze weather can out of there, they are almost all set right there iselin county is a small county, but they were able to squeeze almost 6000 votes out of it. there isn't too much real estate left here for ciattarelli to make up the ground, i think there may be some election day same day for, you may be able to get a bit there. but there are also some other areas where we believe he has potentially and likely's outstanding vote by mail. that is just what you hear, vote by mail. that is a very democratic friendly ballots, and you have seen with the has done for murphy, it's likely we are going to see that in a few more places. so if you are in the murphy campaign, this has been a terrify, or halloween has been the other night, but this has been terrifying for the murphy campaign. here we are at 1 to 3 in the morning, whatever time it is right now, and you are looking at statewide what is coming into focus here, likely left here, and you can start to see a path here for murphy to overtake ciattarelli, and potentially win this race. but it wouldn't be a big, when he won by 15 points four years ago, biden won this by 16 last year. republicans don't normally come this rare, the earliest they come in a state like new jersey is only happy he won. but this is one of the bow is, in but it's very close steve, i can see you doing calculations right. now you can continue doing those will telling me what you believe to know about new jersey as we look at it at this hour. >> couple things here there's just been a lot of confusion that's been the rule in new jersey that night. let's show you the bottom line. about 80% of the vote is in now in new jersey, the big shift here in the last couple of minutes if you've been watching, we've been telling you that the county clerk in the states largest county, that's bergen county. ahead posted vote by mail results. we've now confirmed that, these are the vote by mail results, they went heavily by a margin of about 20,000 for phil murphy, phil murphy now leads in the bergen county vote count, what that's done is it's brought the statewide tally, much closer, ciattarelli the republican, now leading by less than 5000 votes. murphy getting a big bounce out of bergen county. okay, what else is left right now. we keep talking about sussex county, here is a another one. the county clerk in sussex county, has put some numbers up on their site, we just want to nail down and make sure it's accurate. the vote the totals up on their, site gives ciattarelli a lead in suffix county with basically all the vote counted, of about 20,000 votes. ciattarelli may be able to put 20,000 right back on the board here. again we're just going to try to confirm what they put up on their website there. in sussex county, the clerks office there. that could be a 20,000 vote gain for ciattarelli if that information is correct. what else are we looking at here. we think mercer county, this is one that phil murphy is going to put a lot of faith and i think rain. now mercer county where trump and, is the state, capital you see this is a big democratic county, tonight it's only 15, but that's in part because what you're seeing right, here does not reflect the vote by mail. again we just showed you in bergen county, an example of how heavily democratic the vote by mail can be. in mercer county, with the vote by mail, there's an opportunity there, for phil murphy, to make more gains, we're also waiting on vote by mail. we believe in burlington county. getting into south jersey, here we think there is a vote by mail here, likely that's going to help phil murphy, also maybe some same day vote election day votes. in burlington county, that's sending more republican friendly votes, also be simultaneously and opportunity for ciattarelli to get more in the scoreboard by himself, in burlington county, a question mark that we want to nail down, i will show you actually is right here in middlesex county. you see how it says 80% in middlesex county. you have murphy ahead by nine points. over, we need to go to. virginia >> let's go to virginia for second. we have a call to make for a second right now, while we have calls that glenn youngkin will be the governor, we now have a call for the lieutenant governor of virginia, the republican, sears will become the lieutenant governor of the commonwealth of virginia, just over that point for half a second. in virginia it's the same situation, we had very heavy day of voting, very heavy turnout across the, stay generally. the day of voting is what decided what happened in terms of how glenn youngkin and sears have won this thing. still very much a contest for control of the state legislature in virginia. right now it's looking like it's still about 50/50, democrats may hold on to control the legislature. >> it's very close on that front, we can actually show you, here you go, here is the lieutenant governor result for jinah, and i think it jumps right out of, you again, this is lieutenant governor results, this is the governor result they're tracking almost perfectly here. this is one of those things you see in politics, a rising tide can lift all votes, you see youngkin winning statewide, now the projection for winston's years, the other outstanding statewide race in virginia, this one is not called yet, but look at this, this is the incumbent attorney general, a democrat, mark, carrying 97% in, this race is a little bit closer, then those other, to but it's hearing right now who trails by 1.6 points, by 50,000 votes. herring has got a pretty daunting task in front of, him this race is not called by argentinian desk but he can't feel good about the fact that he's trailing by that, much in that we just called him lieutenant governors, raising that we already called the governor's race, again you can see these are tracking pretty closely together right now. in virginia. >> welcome back and talk about new jersey in a second, when some, sears is projecting he will be the lieutenant governor of virginia. republican. the governor will be this man onstage who is clapping. this is glenn youngkin, he is the projected winner for the governorship of the commonwealth of virginia, he will momentarily address this crowd, let's listen in. >> wow. well. [applause] wow. thank. you wow. amazing. [applause] oh right virginia. we won this thing. [noise] [applause] how much fun. how much fun. first of all, thank you all for waiting, waiting a few minutes longer than we thought, breakfast will be served shortly. >> amazing. god. first, let me think suzanne. let me saying through suzanne, [applause] i have said many many times, that the lord knew where he was doing, because i need her a lot more than she needs me. when i told you, when i told you on that fateful friday afternoon, that a conviction had come over my, hard to go sir virginians, you did respond, you responded with gray, she responded with support. you responded with unconditional love. and thank you. i also have to think my amazing kids. because i'm not sure that they were all on board at the beginning. so guys i want to thank you, john thank you, i love you guys. i love you guys and i want to thank my beloved commonwealth of virginia. [applause] my fellow virginians. we stand here this morning. and at this defining moment a defining moment that started with two people, on a walk. in a defining moments that is now millions of virginians walking together. [applause] walking together, sharing dreams and hopes. just like the ones that have always been planted on my own heart. dreams and hopes for virginia that soars, a virginia that never settles. a virginia where the virginia promised comes alive, for everyone, that calls this virginia home. [applause] together. together. we will change the trajectory of this commonwealth. [applause] and friends, we are going to start that transformation on day one. [applause] there is no time to waste. our kids cannot wait, we work in real people time, not government time. on day one, we are going to work. we are going to restore excellence in our schools. . we will invest the largest education budget in the history of the commonwealth. we will invest in teachers, new facilities. special education. we will introduce choice within our public school system. how about that. choice within the public school system. we will start with 20 charter schools, and we will make a down payment and close the gap on giving parents an opportunity to select where their kids go to school. friends, we are going to embrace our parents not ignore them. we are going to press forward with a curriculum that includes listening to parents inputs, a curriculum that allows our children to run as fast as they can, teaching them how to think, enabling their dreams to soar, friends, we are going to reestablish excellence in our schools. we are fighting for parents, students, teachers and our schools. friends we will reduce our cost of living, on day one we will declare the largest tax refund in the history of virginia. , we will eliminated the grocery tax. suspend the most recent hike in the gas tax. he double everybody's standard deductions and we are going to cut taxes on the retirement income of our veterans. all in, we are going to say virginia families 1500 dollars a year one. we are going to keep our communities safe. we are going to comprehensively fund law enforcement because they stand up for us. and we are going to stand up for them. , high or salaries, better equipment. more training. programs like unity in the community, to work to build trust between law enforcement. and those they protect and serve. we are going to protect qualified immunity. invest in our behavioural health system. and finally, we will replace the entire parole board on day one. and on day one, we are going to jump-start our jobs and reinvigorate this economy. so it lifts up all virginians. we we are going to get this economy moving, again growing 400,000 new jobs, fostering 10,000 start-up businesses, friends virginia will be open for business. big france it's time, for virginia to be the place where everyone wants to live. not leave. a place where the relentless pursuit for a better life, for prosperity is not firmed are blocked by self interest in politicians. for more focused on their futures, then those they were elected to serve. over 100,000 miles on the campaign trail, i heard stories that were unique in powerful, but the reality is, the challenge of overcoming a culture where the state overwhelms empowerment. is all too common. france for too long we have been expected to shelve our dreams, to shelve our hopes. to settle for a low expectations, we will not be a commonwealth of low expectations, we will be a commonwealth of high expectations. and friends, all of that, has changed tonight. a campaign that came from nowhere. but we were joined by neighbors, and friends of all races, of all religions, of all ages, of all political ideology, and it turned into a movement. this stopped being a campaign long ago. this is the spirit of virginia coming together like never before, the spirit of washington and jefferson, and madison, monroe, patrick, cannery, i'm virginians, now taking our commonwealth back. [applause] my fellow virginians, this is our moment. [applause] it's our moment for parents, for grandparents, florence, for uncles, for neighbors, for children, to change their lives, to change virginians journey. it's our time to change our vision into our reality. a vision where virginians half power, the power that is historically resided in the marble halls of richmond, is spread out, spread out to the kitchen table that are held together with the bond of spirit, of liberty, and freedom. [applause] especially those kitchen tables, where breakfast is eaten after a midnight shift. friends, this is where our government will go, we will go to the people, for the people, it will be of the people. [applause] from the farms of the shenandoah valley, to the docks then shipyards that hampton road, to the cornfield in southwest virginia, to the banks of the james river, to the memorial in arlington national cemetery. [applause] this is our virginia to build together, and we are going to go to work on day one. there are always those, those that say that hill is too steep to climb, but we are empowered, we are empowered by conviction, a righteous conviction, and our children's future, strengthen, by our collective belief in virginia promise. so let's climb the hill together. let's reinvigorate our future. let's reinvigorate this amazing commonwealth of virginia. possible [applause], to gather, to gather, to, together we can build a new day. a new day for virginians where we storm and we never saddle. a new day where all virginians, all of us, can deserve to look forward to climbing, to aspiring, to dreaming, ironed than achieving that gray virginia and promise, god bless you all, god bless. [applause] ♪ ♪ ♪ [noise] the man projected to have won the governorship of the commonwealth of virginia, glenn youngkin the republican. and we see news also projects that winston zeroes will become the lieutenant governor of virginia also a republican, she is 57 years old and she will become the first black woman to held statewide office in virginia. it is a good office to hold by the way, five of the last ten lieutenant governors have and it up becoming the governor. on the left side of your screen you see -- is on marine one now having landed at george base andrews you can now see the marine entering the helicopter, they are pulling up the door, marine one will head to the white house now it's the return of president biden from the g20 of course returning on a night where there has been a tough loss for democrats in the commonwealth of virginia, although we are watching the state house race very closely there. there is still a dead heat going on at the state house. and we are very very carefully watching new jersey, the state of new jersey. i have a panel i want to talk to, but i just want to check in with steve kornacki because while we were listening to glenn youngkin speak, i had one eye on steve who was very busy with calculator and has producer on that board. steve, or do we know now that we didn't know 15 minutes ago. >> certainly we've gotten quite the puzzle tonight, here's what i'm trying to remember exactly where we left it off when we went to the speech. the main dramas this, we've got the vote by mail in bergen county, suddenly we were looking at a screen where murphy was within 5000 votes. >> that is where you told us before we left, we had that. >> then the next feasted we confirmed the vote that came in, the heavily republican votes in sussex county. you are seeing there 2 to 1 margin for ciattarelli, murphy made up the rest of the vote not back. that's the good news for ciattarelli he is overhead by 20,000 votes statewide. potentially with the bad news is for ciattarelli, and what is making this such a complicated puzzle is we are trying to piece together specifically where there is the outstanding vote by mail. i think you just thunberg and county, bergen county is red most of the night but after the ones we got vote by mail murphy won it by upwards of 22,000 votes. this overwhelming democratic vote by mail, we see that all over the place. so are there more batches of murphy votes like that left in some of these counties, there are a couple places where we have reason to suspect that may be the case. starting right here. i think we've been talking about this area, this is maria township, trenton obviously, right now it would be a shocker if murphy only won mercer county by -- its extremely heavy democratic county. what this suggests, and what are you cannot into this and what we are getting from the county website and trying to confirm right now, is that they are missing vote by mail, it has not been reported in mercer county, which if we get, that if that is missing, would bring that number up, would bring that margin more in line with what we've seen mercer county, and i think for murphy's campaign most importantly would give him a big cap apple there. we are also looking at a very similar situation in burlington county, in south jersey right here the republican candidate for governor is actually from burlington county, so there may be a little bit of a surprise republican strength because of the roots. but at the same time we think we are looking at missing votes by mail, not yet reported, vote by mail from burlington county, if that is the case we are trying to confirm it right now. but if that is the case we suspect another batch of votes for murphy, there are a couple of other spots on the map where there may also be some votes by mail, but i think the biggest question mark will be is there more because you just signed bergen it doesn't take many of those for murphy to catch ciattarelli, and potentially to move ahead of him specifically move ahead of him enough to win this race. that is what we are trying to nail down right now, exactly where they outstanding vote by mail us. we are in a situation right now ali where if there is enough by mail, he is going to win this thing still, let's take a step back a very close margin in states consistent with what we saw on virginia. youngkin won by a couple points, biden won by 16 in new jersey, maybe murphy survived by pointed to, that would be incredible regression for democrats coming off of last year. but again, i will let you know what we learn but that's what we are seeing 20,000 votes for ciattarelli, still more to climb. >> we heard from glenn youngkin, the one we are projecting to be the governor of virginia, we also heard from ciattarelli, he was very cautious to say that he is not declaring victory yet. he said shortly when we are able to declare victory we we, will do so but even in the camp right now being cautious because this race continues to be very close to new jersey may not get cold in the next few hours, we will have to see. this all goes. anything we learn, i have an eye on you just to let our viewers know, you have anything to say just wave and i will come right to you. >> what i want to talk about this with some of our guests, jonathan for the daily beast, eugene daniels away house correspondent for politico and coauthor of political flavor, and maria jerry kumar is the ceo of -- our msnbc contributor and we are so grateful for you staying with us while we get all this information. jonathan, you have done this many times throughout the night and we are still waiting watching this whole thing unfold. i want to ask you because right at the beginning of the hour we heard glenn can speak, he is going to be we assume, the next governor of the commonwealth of virginia, there is some interesting stuff and when he said it was soaring rhetoric. he was talking about restoring us the length and school, budgets, classrooms, teachers, stuff like that, he talked about some of the stuff, of making our kits critical thinkers, he talked about a curriculum that includes listening to parents, teaching kids how to think, not what to think. preserving qualified immunity. glenn youngkin walked a very tight line during this election, and often stepped over into those things that might have solidified a republican vote, particularly to swing and women over to the republican side tonight. what do you make of the way that he campaigned and what the result was? >> well he was a very effective candidate, ali. even if we can all agree i think he didn't tell the truth all the time, he played on critical race theory that has not passed at all in the state of virginia but when he says something like we need to teach our children how to think, not what to think. that is a good political lie that is what we need to be doing. on a number of different levels as you saw on the speech, he was just a thoroughbred candidate -- but that is not the big story. if murphy had one also by a lot, remember the last polling on murphy, the worst that he was doing was up by six. i talked to summer few people who said that their internal polls showed up by 11, but the polls were completely wrong in new jersey where was. so something bigger is going on out there, and what i think it is, is that the trump vote is not rubbing off on other republicans. they are the key in both virginia and new jersey whereas the white blue collar voter who swamped the democrats -- the republicans are sticking with the republicans the white suburbanites assisting with the republicans, but the democrats are not at least in this election, staying with the democrats the way they did that timeout. this has big implications on the 2022 and 2024 democrat. they have to improve their strategy and turn this around. this is an interesting concept right the trump state, was enough to turn a whole lot of people away from donald trump. glenn youngkin, and ciattarelli, and actively working to avoid most of the trump stink, they touch a little bit of it when they needed to after the voters. in the case of virginia youngkin seems to have found the right text me about what this means for elections to come, are these canaries in the gold mine. i think it was very clear is that we're okay with a dog whistle, and then they were able to center very much in this case. how we saw in virginia, school, school, school. i think the challenge for mcauliffe was the moment that he told parents to stay out of the school system, that's when republicans sign opening, let's not forget critical race theory is not in theme for virginia, but it is what we're going to start seeing in other states. if you recognize where he emphasize mostly, with school school school, that is going to resonate, not just with suburban folks, but also with communities of color, i also think it shows the democrats are communicating how the government is working for them, one thing he said was how he was going to put 1500 dollars in virginia's pocket. if republicans under the biden task credit, are receiving at least $3,000 a year, if not 6000, depending on how many children they have, i think jonathan is right, part of it is communication, but the other part is that you have folks in virginia, and that we're seeing in new jersey, where while the stock market might be going sky-high, they're not feeling really from the pandemic. they are still trying to make ends meet. and unless the democrats can get their act together and pass really big legislation, that again could be the differential between republicans, most people are saying you know what, i don't see the difference, all i hear in my news is that the democrats keep fighting, and at the same time i'm losing my job, or i'm barely making ends meet. they'll have to pass a big package. >> it's interesting though, we have, polling exit polling that indicated that virginia governor voters, before the virginia governor, i felt that the economy and jobs where the single biggest issue to them. when asked to they thought, they trusted more to handle the economy, by a plurality, youngkin was at 43 -- economy and jobs, number one concern. education number two concern. taxes number three. youngkin talked about education in his speech first, then taxes, but this is intriguing to me, that the economy leads and youngkin leads because of the economy. >> absolutely, he made a bet here that he would hug joe biden. that meant that whatever, however people fell about joe biden's economy, that is how they would see this race. cause that's exactly what's the youngkin camp bet on. and they ended up winning that back. this matters every, year the idea of national races. or the nationalization of local and state races. but even more so. especially when the administration president biden, they say kamala harris, they sent the first lady. president obama owens, what youngkin did, was he focused on the local folks. he made sure he had an excused to keep trump out of the. racing keep trump from physically coming and trying to get on stage with him, he kept almost everyone out of the. race all national politicians, and i think that is something that people were focused on, they were seeing in saying, okay he's talking about our economy, he's talking about her education, again i think as everyone said and we should say over and over. critical race theory is not being taught in schools, and that's something he talks about a lot. what he did not talk about today was critical race theory. when he went through the mantra of things that he was going to do for the schools, critical race theory was not there. >> he talked about buildings and elect kind of stuff. >> he talks about critical race theory we need to activate a base of voters to come, out you talk about education we need to talk to a whole veteran, nbc is projecting that she will be lieutenant governor, the lieutenant governor in the governor's race in jersey it tracking very closely, sears has been elected, we are still waiting for some down ballot races. and, very importantly, because as we've seen in texas, and other states like, that what happens in the state house. it's a dramatic night in the virginia house of delegates. was election day vote, we got a ton of it remaining and it was enough to put murphy ahead in this county, you can see by a bit less than two points right here, although put this in some context, this was a county that joe biden was beating donald trump in by more than 16 points last year. this is basically what joe biden's margins statewide in new jersey looked like last. year now tonight, this is very similar to the statewide that we're seeing. this was 2020, this is tonight. razor-thin, but murphy is ahead slightly with those same day votes being counted. that also changes the speed, total statewide, murphy now trailing by just under 20,000. one thing we have been doing, if you've been watching, we've been getting these reports that come, on the county website. and then we have our decision desk making contact with, them confirming. making sure, you put this, up we've just, we think we just had another one posted here in burlington county, in this is potentially critical, so or in the process of trying to nail this down, but what burlington county has just posted. is their vote by mail, there early vote, and most of their same day vote, and it shows phil murphy the governor with 75,284 votes, and it shows ciattarelli his opponent, with 67,628 votes. so, what that would reflect, and again we're trying to nail this down, they really put on their website. in the burlington county election website. with this would reflect though is what we've been talking about, that vote by mail is so overwhelmingly democratic when it comes, in and a bigger size county like this county, there's a chance for phil murphy to leapfrog ciattarelli, in this case that could put him up 8000 votes potentially. right now murphy is trailing in this county by 10, 000, if that new report is correct there he would be up 8000. a swing there of 18,000 votes that he'd be making up again, that's pretty much, that's just a hair under what he is trying to make up statewide. this is one of those we saw it suffix earlier. we saw with, bergen i can tell you ali, as soon as we can confirm it updated. here i think we've got some rumblings in burlington county right now. we'll keep a close eye on that, >> that is why this race is considered too close to call, earlier this evening was too early to call, we have 80% of the votes in statewide. it's not enough for me us to make a decision about races in virginia both going to the republicans, all eyes on the state are now on the 100 seats in the virginia house of delegates that were also on the ballot. democrats went into this election with a ten seat majority in the chamber, now the washington post is currently reporting 40 seats for the democrats, and 41 seats for the republicans, leaving 19 seats with the result unknown. dave washroom in from the political report tweeted this earlier, averted an outright gop majority in the virginia house of delegates, by mike how democrats are currently leading by 2% or less in five races. if those winds hold, 50 democrats, 50 republicans tie. joining me now is charniele herring she's the -- of the democratic party of virginia, she's also the tara co-chair of terry mcauliffe's campaign. charniele herring, thank you for being with us tonight. first of all we have a lot of ground to cover tonight. but do you know, information that is more updated than what's washroom in had about the house of delegates right now? >> not right now. what we are doing as we are still waiting for some reports, we have some ballots that need to be cured, and we are not giving up there is no more information just a lot of races out there that are close to the state. we have been competitive two years ago and we are just waiting to see. >> you are also the co-chair of the mcauliffe campaign, this was not looking like the outcome several weeks ago, what do you make of what happened tonight with the election of glenn youngkin? >> right now i am still trying to assess it. i will say that my focus, because i'm the leader of the house, my focus has been on my candidate. but i think that the earlier segment and the breakout virginia important to virginia's, important to virginians the economy, we had a strong economy, as well as increasing our ranking on workers rights at the same time education. so i am sure that there will be a debrief about what happened, but again i'm sure the republican camp is still awaiting for all of the official ballots, they needed to be counted. >> obviously virginia's a big state, unimportance, they have real local issues, and the tea leaves readers are all trying to find out how much is about virginia, how much is about youngkin mcauliffe, and how much is about democrats and republicans at a larger level. one reason for your vote for governor today to express opposition to joe biden, 20% of the respondents said no, 20% said so, joe biden was not a factor was actually the biggest group 48%. so for all those who are saying that this is some kind of referendum on what's going on with joe biden, and or democrats federally, what do you make of that? >> it's an exit poll, i don't know what the sample was, but i will say this. my focus has always been in virginia specifically, and not across the river. i know that we have delivered for virginians and especially i go back to our economy how strong it is, and so i think that it is my hope that we will retain the majority in the house. i think that we will and i am concerned with youngkin's policy that he expressed that his victory speech from the campaign, and he has to be a scott gap we have to make sure that our environment and our economy stay strong that he has put out there is very concerning when it comes to funding our public school. when it got down to proposal he talked about qualified immunity, we replacing the parole board on day one, he talked about taxes grocery taxes, gas taxes, doubling the standard deduction. all of these things are interesting to hear him say, because he's going to be the projected winner for the commonwealth of virginia. but more complicated for him to achieve if he doesn't achieve him majority in the senate, in the house majority. it will be more difficult, and i will tell you that it is because a concern when you're talking about cutting things that will actually impact our schools. we value our schools, we value our children, we value education. all the tax breaks here or talking about it will be interesting to find oh if he is ultimately the winner, how in the world is he going to keep funding our public schools with all jersey, every time i come to you things have changed on that board. >> yeah ali, we have done this a few times tonight we have seen things on the county website, in this case burlington county has now been confirmed, you can see in burlington county murphy still has the lead here. what happened was they brought in the absentee votes, the mail-in votes, the early votes here, heavily democratic puts him in bergen county. what is that you statewide? now murphy is knocking on the door in new jersey, less than 2000 votes separates murphy from ciattarelli, again a big boost from that vote by mail, that absentee vote in burlington county. we believe i have been saying, that there is vote by mail left here as well in mercer county. we are now seeing in burlington how strong the votes for murphy 's, and what that can do. it turned a blue earlier when that vote by mail came in, but it can't get blue where. trump lost by 40 points to joe biden last year, so we suspect that vote by mail in here, murphy's margin might not reach what biden did, but it will grow. it would give him an opportunity to overtake jack ciattarelli in the statewide vote. the problem for ciattarelli right now, is starting to look where else can he squeeze out votes. there is opportunities for murphy to still squeeze out more votes through more vote by mail for instance, where kids should really get it, well statistics counties pretty much and now. four republican county they waited a while, they basically squeeze weather can out of there, they are almost all set right there iselin county is a small county, but they were able to squeeze almost 6000 votes out of it. there isn't too much real estate left here for ciattarelli to make up the ground, i think there may be some election day same day for, you may be able to get a bit there. but there are also some other areas where we believe he has potentially and likely's outstanding vote by mail. that is just what you hear, vote by mail. that is a very democratic friendly ballots, and you have seen with the has done for murphy, it's likely we are going to see that in a few more places. so if you are in the murphy campaign, this has been a terrify, or halloween has been the other night, but this has been terrifying for the murphy campaign. here we are at 1 to 3 in the morning, whatever time it is right now, and you are looking at statewide what is coming into focus here, likely left here, and you can start to see a path here for murphy to overtake ciattarelli, and potentially win this race. but it wouldn't be a big, when he won by 15 points four years ago, biden won this by 16 last year. republicans don't normally come this rare, the earliest they come in a state like new jersey is only happy he won. but this is one of those where you say will how did it get that close >>. this is how focus steve kornacki as he doesn't know what time it is it is 1:56 in the morning you don't need to pay attention to that. don't
