described as the county that could decide this governors' race. it could tell us a lot about how voters are feeling not only about those two candidates, glenn youngkin and terry mcauliffe, but also president biden, former president trump and the democratic and republican parties as a whole, especially in washington. here's why. democrats have begun to rely on their so-called blue walls in the suburbs, fairfax county, and increasingly blue loudoun county to the northwest. joe biden won here by 25 points to overcome republican strongholds in much of the rest of the state. as "axios" puts it, loudon's population took a national spotlight over controversies in the public school system with fox news showing heated school fights over masks and instructions on race. to be clear, the democrat terry mcauliffe is pretty certain to win loudoun county, but if glenn youngkin can close the gap here, it could be a key part of his victory statewide. he's going to have to close that gap in the suburbs. both candidates whisked virginia yesterday. they went well into the night making their closing arguments. >> are you ready to do this, folks? [ cheers and applause ] >> this is the strongest of candidates running. we can't go back. >> what we won't do is teach our children to do everything through a lens of race. so let me be clear. let me be clear, on day one we will not have political agendas in the classroom and i will ban critical race theory. >> reporter: well, to be clear, critical race theory is not taught in virginia's public schools, but for many republicans, it's kind of come to dominate this election nonetheless. "politico's" headlines today say this. democrats have math on their side while republicans have momentum. so which one will win out? we'll start to find out when the polls close just under five hours from now. buckle up, it could be a long nail biter of a night. joining me here in virginia from richmond, nbc news correspondent katie beck. from virginia beac -- >> what are you hearing from voters, katie? >> some want terry mcauliffe and others say it's time for a change and they're rooting for glenn youngkin. this race is neck and neck going into tonight, but we have seen a steady stream of voters here at this polling location here today, and obviously we have seen a massive turnout already in the early voting. a million people have already cast their votes in this election. that just goes to show you even in an off-year governors' race in virginia, this has a strong implication and is seen as a predictor as to how blue this state is and politics moving forward. we spoke to voters on each side of the aisle. here's what they had to say. >> i voted for democrats, i voted for republicans, but this is a time when i really think the republicans are the way to go, for change as much as anything else. >> in richmond, i know that maybe your vote if you're a democrat may not count as much, but i think no matter what, coming out and saying, we are a blue state and i would like it to stay that way is really important. >> reporter: now, chris, traditionally virginia has been very good about getting their election results out the same night, but we are told this could extend until friday because of the mail-in ballots. so if this race really does have razor-thin margins and extend that far and have that many votes in the balance, they have to be postmarked today but could wait as long as friday to be counted. this could be a long haul. chris? >> well, in virginia beach flipping from biden in 2020, what are i hearing from voters? >>. >> reporter: you and i have been out here a few days. all we hear is the focus of the dueling ads from candidates. all the youngkin voters we talk to, that is the first thing they mention, and today we're seeing even some of those who say they could have been persuaded are now mentioning this issue of education. how did this happen? you can tie a lot of it back to a recent youngkin ad that we'll talk about on the other side of this voter sound bite. take a listen. >> on the education and taxes, which one is more important and why? >> both are very important, they're both interlinked. i believe mcauliffe hurt him a lot when he said parents have no voice in education, and that took away my support. >> reporter: chris, here is the youngkin ad that he caught quoting mcauliffe saying, i don't believe parents should tell educators what to teach. that is really resonating. how many jasons like that individual are there? we've already seen, as katie mentioned, record-smashing rates in early voting in the democrats' favor, but being here in this very swing area, you can't help but feeling the wind blowing in the direction of glen youngkin on this issue of education, then you have the history of virginia tending to vote for the party that is out of the white house. one last factoid that is really instructive. since 1851, there has only been one virginia governor reelected. very few have actually attempted to do what terry mcauliffe is doing, chris. >> heidi przybyla, katie beck, thanks to you. good to see both of you. we were animatedly talking before we went on the air. what's your sense. you're plugged into the republican party. you're a supporter of glenn youngkin, though you haven't been for trump lately. >> a youngkin/mcauliffe supporter. glenn grew up there so he had much stronger support than republicans traditionally. what i'm seeing is suburban republicans, both men and women, are kind of coming back to it's safe to vote republican again with glenn. how much is that going to be? i'm feeling good because this is a candidate who, from my standpoint, is somebody who does not support donald trump and doesn't see him on the ticket. i want to see someone turn the page -- >> it isn't turning the page talking about critical race theory which isn't even taught in schools. >> terry making that mistake and saying parents shouldn't be involved, this suburb has schools where the parents are very active. they are spending a lot on their homes to have these great school systems. if my dad had said parents can't say anything about education, i think that probably hurt him. i think glenn youngkin can thank the progressives in congress for blowing this up. you've seen terry mcauliffe very unhappy. >> it is education that's gotten the lion's share of the attention, and i'll tell you going to youngkin rallies, a couple yesterday, every single person i talked to brought up education. some did bring up other things, but every single person. democrats think he's done really well with it. they don't like it, but he's done really well with it. has mcauliffe done enough to tie him to donald trump? >> i think he's done what he can do. he did not mean that parents should never go to their kids' schools or never be involved in their kids' education, clearly -- >> virginia has generally very highly regarded schools. >> he meant parents shouldn't be coming into schools and ripping toni morrison pulitzer prize-winning books off the shelf. >> the bill he was talking about that he vetoed was supported by many democrats in the state house. i think that's also been misrepresented from the democrats, and the trump thing, i think, has backfired. >> i don't know. we'll find out. we will find out. >> talking to voters, a lot of them will say they don't want to go back to that time. >> exactly, and youngkin had to walk this tightrope. we'll see if he walked it successfully. he could not alienate trump to the point where he killed his candidacy and the way he guaranteed two democratic senators. he couldn't alienate him but he couldn't embrace him. >> not only did he not have trump here, he did this on his own. it will be a victory of his own, it's not people. he brought a coalition together, people like me who didn't support trump. a lot of my friends, professionals, as well as keeping whatever base, but i think it's a new and different coalition, and for me it's a focus on the future where, as terry has tried to play the last playbook, which has been virginia the last few years. trump, trump, trump was enough to win a race, but people want someone who is focused on the future and competent. glenn is competent while you're seeing vast incompetence in washington, and glenn is a serious person while terry is a little light. >> one other factor is that terry mcauliffe is an experienced governor of virginia. so, yes, he does know a very different playbook from trump, trump, trump. he has talked about that. he said, look, you know who i am, you know what i've done and here's what i'm going to do. i'm not among those who thinks that mcauliffe is running some sort of awful campaign. he's swimming upstream against history. you know, the one party wins the white house and the next year that party loses the virginia governors' office. that always happens except once when mcauliffe defied history. he's going to defy it again. >> are you one of those people that believes whichever campaign is victorious, this is going to be a road map for '22? >> first of all, whichever candidate wins, we're all going to overreact and we're all going to overinterpret and we're going to see it probably as more of a road map than it really is. but yeah, sure. i think other republican candidates if youngkin is successful will look at his campaign. they'll look at his commercials that had a lot of words in them except the word republican which he didn't use. >> we only have 15 seconds left so i have to ask a quick question. are we going to get a result tonight? >> i think we will, because fairfax is going to turn their votes in early. virginia usually does do this fairly quickly, and i think we will. >> eugene robinson, former congresswoman barbara comstock, thank you. a lively conversation to say the least. democrats scrambling after joe manchin went live on tv yesterday. he basically pulled the president's agenda down again. plus a panel is meeting right now to consider a pfizer vaccine for young children. are parents convinced it is safe? -perfect! because we're building a better network every single day. basically it's time to do something. the president is over there. he asked for something before he left and everybody ignored it. i thought of something that could be done which was a very easy ask. just vote for the ipartisan energy bill. it has a lot of clean energy in it. they could even do that, but the perfect is going to be the enemy of the good if we don't sit down and be rational about what we're doing. >> today senator joe manchin once again accusing his own party of holding the president's domestic agenda hostage. those comments come a day after manchin threw up a roadblock into democratic momentum toward a vote, refusing to endorse the framework that was announced ahead of the president's departure to europe. but progressive caucus leader pramila jayapal says they are ready for votes on both pieces of that agenda as soon as today. joining me now, nbc news capitol hill correspondent, leigh ann caldwell. leigh ann, where do we stand right now? >> yesterday joe manchin appeared to put a problem forward as far as these negotiations are concerned, and today he's trying to deflect blame and put the blame on the progressives for holding things up. but the reality is, regardless of these political problems that each faction of the democratic party has, they're still trying to figure out the final details of the policy of these negotiations. they're trying to wrap them up as quickly as possible with the hopes of holding votes in the house of representatives as early as this week. i'm told that they are getting very close on a deal on prescription drug pricing. i'm told that immigration is still an area of contention. and there is some climate provisions as well that need to be sealed. there has been one breakthrough today, though. representative josh gottheimer, moderate from new jersey, says there is a deal on the s.a.l.t. reduction for the next few years and they're trying to get this resolved as early as today. >> joining us now is senator mark warner from virginia, the state i'm in now. that framework that president biden said everyone was on board with isn't quite there, clearly. joe manchin made it clear he cannot be viewed as an automatic yes. what's your reasoning for his pushback this late hour? >> joe didn't say anything new yesterday. i'm good friends with joe manchin. i've known about his concerns. i frankly agree that i wish we would have gone ahead and passed the infrastructure bill back in september. it would have given the president a big win. i think it would have made the race better for terry mcauliffe. but we are where we are. i think we're going through the last component parts of the second half of that deal, the build back better where we'll deal with child care, climate, prescription drugs, and we'll find a way that's fair to pay for it. i hope the house goes ahead. let's vote on it tomorrow or the next day. i wish we would have done it, again, weeks ago on the infrastructure deal and the build back better component, but we're going to get it done. >> so you don't think joe manchin's comments yesterday and today will delay anything? you think it will get done this week, that the democrats can hold it together? >> chris, even if the house passes everything today, tomorrow, it will still take us a couple weeks in the senate just because of the crazy process around what's called reconciliation. as somebody who sits on the senate finance committee where trying to get the details right on tax changes is really quite important, i think that additional time to get some of those details right to make sure that we make those of us in america who have done well, i've been one of those, pay their fair share, we ought to do it, but we have to do it right. having that additional time, nothing was going to speed it up in the senate, just process demands that. >> something you just said jibes a lot with what i'm hearing from democrats here in virginia the last couple days, which is what isn't happening on the hill hasn't been great news for terry mcauliffe. you know this state as well as anybody. what are you hearing about how this is going to go tonight? >> well, chris, i actually feel better today, this afternoon, realtime than i did, say, yesterday afternoon. two reasons. one, we got that early vote totals almost to 1.2 million voters. that's good news. those are an overwhelming majority for terry and the democratic ticket. today turnout in northern virginia in places like charlottesville, in places down through the peninsula, turnout numbers are running equal to 2017 are maybe even a little bit ahead. again, very good news. it could be tight. i understand that. youngkin has run a strong campaign. but i feel much better this afternoon at 2:15 than i did, say, yesterday at 2:15. >> well, we mentioned the inaction on capitol hill and i have heard that from a few voters, but do you think this is also a referendum on joe biden and obviously from afghanistan to concerns that i hear about the price of milk and even waiting for infrastructure, and he keeps saying it's going to get done and it doesn't get done. do you think he plays a role in all of this? >> i think all of our races have become nationalized. i'm a supporter of the president, but it's absolutely true that his approval numbers have gone down over the last 60 to 90 days. i think providing a once in 50-year bipartisan infrastructure deal that the president could sign at the desk that would get resources out not just for roads and bridges but for broadband, for resiliency, for climate initiatives in terms of, for example, smartgrid initiatives would have made it much, much better for the president and for terry mcauliffe. that being said, there are other things that we can do to get this economy and get this inflation down. part of that is supply chain. we've got another bipartisan bill that passed the senate with 68 votes that says america ought to be investing in semiconductor chips to make sure we build more manufacturing facilities here in america. we ought to take that piece of legislation up. it's great for jobs here, it's great for dealing with the supply chain, and it sends a strong signal against the aggressiveness coming from china. >> senator mark warner, pleasure to have you. thanks so much. we appreciate your insights, particularly on this election day. thank you for being with us. >> chris, one last thing -- >> yeah? >> one last thing. i know your earlier statement, the crowd was saying we're going to overemphasize the virginia race. virginia is the most important state in the country, so it's appropriate we get this much attention. >> spoken like a senator from the state of virginia. we're going to talk more about the suburban blue wall with. how this state has become a test case for republican strategy and their efforts to break it. we'll also ship up to boston where no matter who wins the mayors' race tonight, history will be made. mayors' race tonight, history will be made (man 1) oh, this looks like we're in a screen saver. the republican caucus has focused on one thing in order to woo back those voters: education. with me, virginia burke and kyle contect. is it stronger republican turnout than you've seen in the past? >> i still feel democrats are leading. >> is it lower than what you expected? >> yes. i would much prefer it was a bigger gap, leaning on the democratic side. >> you're also an educator by trade. >> i am. >> what do you make of the focus on education and how it has fueled youngkin's campaign in making this such a tight race? >> i think it's very sad, to be honest with you. i am a former teacher and head of the teachers' association. what they've done to the school system here, that's a very good school system with very dedicated teachers and very dedicated administrators, is made it out to be a villain, a bad place to send your kids. that's not the case here, in leesburg or loudoun county. loudoun county has very good schools. so to make it out that these things are going on in the school, which aren't, but just a cougs the school system of doing things that aren't even part of the curriculum, aren't things that are going on, i think is going to do irreparable harm to the school system in the end. >> kyle, i just want to say i have been reading you religiously and you've had so many great insights into this race. how much of a straight line do you draw between the talk of education, critical race theory and the fact that we're seeing this race that is too close to call on election day? >> well, look, certainly it was an issue that i think the youngkin campaign really wanted to talk about and did has been a real focus here in the final stretch of the campaign. terry mcauliffe made the comment several weeks ago about parents maybe not having as much of a role in setting the curriculum and whatnot, and i feel like mcauliffe kind of had to address those comments later on in the campaign that suggests maybe they felt that action did some damage to them. i will also say this has been there a while now. i don't know if the numbers move every time because it's such a big focus, but it seems youngkin wanted to talk about that as opposed to other issues, and i think he got his wish down to the race. it doesn't necessarily mean he's going to win, but that has certainly been a heavy focus. >> talk to me a little bit about where i am, which is in the suburbs. i spent a little time in the richmond suburbs. there are counties we know are incredibly important for terry mcauliffe. what are you going to be watching for tonight? >> in northern virginia i think it's more about the margins, who wins and who loses. if youngkin were in loudoun county, i think he would be winning the election. it's ralph northam, the democrat who won four years ago, won loudoun county by 20 points. if you cut down to 15 or 10 and you're youngkin and you're getting better margins in other parts of the state that aren't quite as blue, that's how you start to piece together a victory. youngkin will have to do better than ralph northam four years ago who won the state by nine, and they basically suggest that they have made up a substantial amount of ground but the election itself, i think it's pretty easy to see it going either way at this point. >> i've been in touch with both of the campaigns today. i would describe their feeling right now as cautiously optimistic but kind of the emphasis on the caution. if you were a betting man, how close is this going to be tonight? >> you know, look, i think you take the bulk of the polling and people doing modelling of the elector which we've heard some things about, it ends up being a race that's super close. the other thing is that these metrics, i respect the people who do them, and i respect people who do the polls but these things sometimes do break one way or the other. polling in the last two gubernatorial senate races in 2014, the republicans were underestimated fairly substantially and the democrats were underestimated in 2016. we think we have a handle on what will happen, but the results end up being different. i think it will be a close race and we'll see if that actually materializes. >> it may well be a very late night. mayor kelly burk, thank you for coming over, we appreciate it. thank you, kyle kondik. in missouri the governors' race between phil murphy and jack chitarelli. and adams expected to win over curtis slewah. and a four-term democratic mayor is running a write-in campaign against wendy walton who beat him in the primary in june. and in boston, michelle wu against annissa essaibi george. whatever happens, they will have their first mayor of color in 40 years. tell us about this race and what you're seeing on the ground. >> reporter: in its 400-year history, boston has only selected a white man to be its mayor. at the end of the day, it will be either george, who is polish, or wu would be our next asian mayor. george is a politics person, and michelle wu represents this new kind of progressive wing of the party. michelle wu has enjoyed a 30-point lead in the polling. one of the things here in boston is low turnout numbers. only about 56,000 or 57,000 people have turned out. we don't want to assume which way that may favor, but that's concerning to a lot of people, especially those who are looking toward the black community, who their candidates of choice never made it out of the preliminaries. now even though wu is enjoying that big lead, there is still some concern here. either way, however it shakes out, history will be made here in boston. >> so interesting, tremaine lee. thank you so much for that. up next we'll go live to scotland where we're going to hear from the president. we'll be right back. o hear from the president. we'll be right bk.ac still fresh unstopables in-wash scent booster downy unstopables as someone who resembles someone else, i appreciate that liberty mutual knows everyone's unique. that's why they customize your car insurance, so you only pay for what you need. oh, yeah. that's the spot. only pay for what you need. ♪ liberty, liberty, liberty, liberty ♪ well, would ya look at that! it was an accident. i was— speaking of accidents, we accidentally left you off the insurance policy during enrollment, and you're not covered. not even a little bit? joining me, dr. paul offit at children's hospital of philadelphia and a member of the fda advisory committee. it's good to see you, dr. offit, and as part of that committee, tell us what the cdc panel is actually considering today. what are they looking at? >> they're looking at the data showing the degree to which this virus infects children 5 to 11 years of age. we know it's infectly almost 280 million children in the 5 to 11-year-old group. they're looking also to see if the vaccine works. it was in a child study and found to be 91% effective. and they were also looking most seriously at whether or not they feel that the benefits clearly and definitively outweigh the risks. we know for older children, the 16 to 25-year-old, that myocarditis was a rare symptom, myocarditis in the heart muscle. it was less in the 12 to 15-year-old, and now we're looking at the 5 to 11-year-old who are getting an even lower dose. this was a rare side effect, in about 12 of 20,000 people, but it was real, so you want to make sure the benefit clearly outweighs the risk before the vaccine gets out there. >> i think that's probably the reason why we're seeing in these surveys about a third of parents will get their kids vaccinated right away. we've been hearing from parents. they're not necessarily anti-vaccine but they're not comfortable with their kids being sort of first in line. let me play reaction from one mom. all right, we don't have that, but i can tell you exactly what she said. she said, look, i'm not against my kids being vaccinated. i probably will get them vaccinated eventually, but i just don't want them to be the first people to get it. do you understand that hesitation, but what would you say to a parent like her? >> i certainly understand. i mean, a parent could say, you know what, let me make sure the first 3 million doses are out there, making sure there's nothing surprising. getting your child vaccinated, it's a risk, and given children are all in school and unvaccinated in the over 12 group or unvaccinated because it hasn't been approved, you are taking a risk, and i would argue, a more serious risk. a choice to wait is a chance of getting the disease. there is a multi-inflammatory disease that usually occurs a month after you're initially infected. we see a lot of that in our hospital and that is a disease of the 5 to 13-year-old, primarily the 9-year-old, and it cause long-term symptoms. that's the one that scares me the most, because what this virus can do that no other respiratory virus does is it causes you to make an immune response and because every organ in your body has a blood supply, every organ can be infected. if people want to be convinced about getting a vaccine, they should come to our hospital and see those patients and i think they would be more convinced. >> we only have 30 seconds left, but for folks who are going to be getting together for the holidays, many of them skipped them last year. if they're going to bring their unvaccinated child to see grandma and grandpa and the rest of the family, what's your message to them? >> thank you for inviting me today. we went through the same thing. my wife had death threats. we've been together over 40 years. someone broke into my daughter-in-law's home and also they were tracking her and filmingth her. all of that happened to us. people came by my house. and that's why i wrote the book. my book is really to set the record straight. first of all, i want to help people understand that president trump did lose. every single allegation that was made throughout that period of time i answer it point by point, how many dead people voted, less than five, how many felonies voted, less than 74. there was never enough fraud that would have overturned the results of the race. but i share with my republican friends three key data points. 28,000 people in georgia skipped the presidential ballot. theyen didn't vote for anyone, president trump, or joe biden. they skipped it. yet they voted down ballot. and in the metro areas, a senator got 20,000 more votes than president trump. and thenre the republican congressional, they got 33,000 more votes than president trump did. when you get those data points together, it's t tough to argue with facts. as a republican, i was disappointed also. but president trump did not carry the state of georgia. >> in fact, you write in your book this, i'm going to quote it, these threats to public confidence are at odds with the realities of american elections. the fact is this, our elections are both fair and more secure than they have been at any point in our history. this lack of confidence we see is not bipartisan. polling shows it's almost uniquely republican. how do you square that? >> well, when we took office back in january 2019, we faced nine lawsuits from stacey abrams who ran on stolen election claims. what hers was, it was voter suppression. we hadte turnout that was a reca breaker right there and we had voter registration that was an all-time high. and then you look forward to 2020, it was voter fraud. they're the same coin. they'resa stolen election claim and none of them are supported by the facts. stacey abrams still hasn't conceded her loss. and it really undermine's voter confidence on both sides of the aisle. we need to push back on that with the truth and with facts. at the end of the day, what really t counts is integrity because whens people run with integrity, people run the elections with integrity, the system is up with integrity up and down the line and people can have confidence in the system. i'll make those difficult choices. an easy choice, but it was uncomfortable because of all the pressure that came to bear. those were the facts. >> so let me ask you about what's happening yhere, for example. i should say that the republican, glenn youngkin, has said he willha accept whatever e outcome of the race is. he has amassed 304 paid and unpaid attorneys. they're expecting thousands of volunteer poll watchers. is that democracy in action or is that something that is new and is concerning? i >> well, we've seen that -- stacey abrams' team had all of their election day lawyers for years and finally the republicans haves responded in kind. poll monitors from both political parties is something that's allowed by state law and we have an open and transparent process. i think that's ape good thing. one of the things we did this year withid sb-202, we have a segment there that we require all poll monitors to go through the training so they understand what they're looking at. they have checks and balances, check, check and double-check to make sure that the results are accurately recorded. when we have more people that are educated on what the process is, we have less of those conspiracy theories and have higher confidenceie in the election process. >> if donald trump were watching this right now, what would you say to him?
