it's not going to happen. it's much easier for them to do that than to facilitate anything passing. and, the people who assured us, including the progressives who assured us, that yes they definitely want something the, passages that we have to define when it might be. i think they're being proven wrong with each passing day. we're where sinema and manchin are loving. miss and enjoying. and doing everything they can to make a stretch out as long as possible, as the bill gets smaller and smaller and less likely and less likely. >> we put the president in the speaker definitely, want is a big win, for democrats, by passing this bipartisan bill, that's already passed the senate. so that can help terry mcauliffe in virginia. if they don't do it tomorrow, if they don't do it friday at the latest, and then it doesn't help at all. and i think that they believe, that this could kind of create an atmosphere, that spreads to virginia voters, that says look, we are moving, we're getting things done, in your local roads and bridges are going to get fixed. >> i'd be interested to hear stacey abrams take on that, in terms of, especially with all the early vote that's happening in virginia, what the stakes are in virginia, who's been able to successfully define the, race whether what happens in washington is going to come home for mcauliffe or not. i'm interested to tear take perfect approach. >> thank you. lawrence >> thank you rachel. as democrats continue to consider, ways to pay for the biden infrastructure package, today, the chairman of the senate finance committee, introduced americas first attempt, to create a new, top tax bracket, for billionaires. introduced a detailed 11-page description of what he is now, calling the billionaires income, tax the tax would apply to people with more than one billion dollars in assets, or more than $100 million in income, for three successful years. senator joe manchin who does not represent a single billionaire, in his state of west virginia, is not happy about taxing billionaires. >> i'm supporting basically that everyone should pay their fair share, i don't i don't like the connotation that were targeting different people. >> senator manchin seems to be ignoring for the moment, that we already target different people, in the tax code. depending on how much income they, have we now have seven different tax percentages, in the income tax code, beginning at 10%, and going all the way up to 37%. that top 37% is for incomes over $523, 600, if you are single. and there is a parallel tax code, with seven different thresholds, for married couples income, and the married couples income hit the top tax rate of 37%. only when they have $628,300 of income. we have got 14 different tax brackets, targeting people already, in the texaco, depending on their income, senator manchin is worried about targeting billionaires? senator manchin is going to oppose the billionaire's tax, he's gonna have to come up with a better reason. and less he has to support a flat tax, we're every taxpayer, pays exactly the same percentage, no matter what their income is. that was a wacky republican idea of the generation ago. senator manchin stopped short of saying, that he would oppose the bill, if it includes the billionaires tax. so the billionaire's tax, remains alive as of tonight, the billionaires income, tax brought out the traditional rival, between the chairman of the house tax writing committee, in the senate tax writing committee, after chairman ron wyman introduced his billionaire's income tax proposal today, the chairman of the house ways and means committee, said, it will be very difficult, because of its complexity. chairman neill has already written a bill, with pride of author, ship that includes a package of traditional tax increases on the top income tax rate gains, the corporate tax rate, that was part of the original biden tax proposal. senator kyrsten sinema opposes those increases, in those tax rates. and that is what has forced this last-minute attempt, to find other tax increases that senator sinema will accept, chairman neill said in his now considering, a 3% sir tax, on top of the top income tax rate, for those earning more than $10 million. that proposal would create in effect a new tax bracket, at $10 million. but, it would effectively do nothing, to increase taxation on billionaires. washington post reports quote, a proposal to expand medicaid, medicare, to cover dental, hearing in vision benefits, is in danger of falling from the tax and spending package, rapidly taking shape in congress, the framework to expand medicaid, to cover americans in a dozen mostly southern states, has also been reworked. senator joe manchin thought the medicaid proposal was unfair to states like his, which have already helped pay for the expansion of the program. under the affordable care act. in the real world of health care in america, most personal bankruptcies are still attributable to health care debt. even after the affordable care act became law. today the fair fight action, the political organization led by our first guest tonight, stacey, adam's lead is focusing on eliminating personal medical debt. one of the most effective ways to do so going forward to use the federal authorization of the affordable care act, to expand medicaid in their states. 38 states have now expanded medicaid. the state of georgia where stacey were abrams ran for governor. is not one of the states. . leading off our discussion today stacey abrams, the founder of fair fight action, a political action committee, working to keep elections fair. thank you very much for joining us tonight. we really appreciate it. >> thank you for having me. i want to start where i ended there, in your introduction. and that is with medical debt, that is the number one cause a personal bankruptcy in this country. and i want to begin there because it is the real world of health, care it's the real world of the way people live in this country, in a lot of that is getting lost in the way that we are covering the day today, given take on this tax proposal, versus that tax proposal, to pay for the programs that president biden is trying to advance, and inside those, programs there's an awful lot that is meaningful, and important to real people in their lives, especially people for example, struggling with medical debt, and personal bankruptcy that can follow. that >> absolutely, one of the things that we are looking, at when we think about democracy, and the reason we fight so hard to protect voters, is because they deserve to have a say in how we are governing. and how we live. and we know that medical, debt affects one in five americans. one in five americans as unpaid medical debt. 140 billion dollars is on the books, and that's why fair fight is so proud of the work we are able to announce today, where we wiped 200 and $12 million worth of unpaid medical debt, off of the table. for more than 108,000 people across five states. southern states in the state of arizona. and we did it because we understand, that medical debt is not just a drag on the economy, it's a drag on the future. these are communities of color, these are southerners, these are parents with children. who cannot get loans, who faced personal bankruptcy as you noted. but they also can't start a business, they can't get a credit, card they can't get to work. because they face this skirt, and so together, with our ip medical debt, we were able to buy that debt, one point $3 million went in, and 200 and $12 million came off the table. and that's just the beginning. because we know, the work that has to be done to end medical debt, is not just about what fair fight was able to view today, but it's about 108,000 people, who might be able to breathe a little deeper sigh of relief, because they know that they do not have to wait for they're failed to leaders, these so-called governors, who refusing to do their jobs. and take care of those they were elected to serve. >> when the option for states, to expand medicaid, was included in the affordable care act, at the beginning, pretty much every republican governor, who hoped to be president, refused to do it, it seems to be a necessary credential for republican governors, to not allow the expansion of medicaid, basically a free benefit, being handed to them, and to their, stay for the affordable care act, so that they could be viable as presidential candidates. but many of those states, even with republican governors, have slowly come around to the, point where they are now 38, georgia, with your republican governor, still does not have any intention apparently of expanding medicaid. what does it mean for a state like georgia, not to accept and use the expansion of medicaid? >> let's point out that mike pence, got to the white house, in the second chair, having expanded medicaid, in the state of indiana. this is not a hotbed of liberalism. indiana expanded medicated, mike pence expanded medicated, in yet brian kemp is refusing to do, so for reasons that has understanding other than basic meanness, we know that georgia is one of those states, like so many southern states, that are losing hospitals. you are losing -- your four and a half times more likely to have a rural hospital closed if you have not expanded medicaid. georgia had two hospitals facing closure during the pandemic. we just bought the medical debt of 68,000 georgians. 68,000 people. we were able to buy their medical debt, and that's just scratching the surface. that is because he has refused to accept money, that georgians have already paid into the system. we have to remember that medicaid expansion has been around now for almost a decade. and the reality, is we have leaders, who know that their people, their citizens are spending money, paying into a system that they cannot benefit from, and in the midst of a pandemic, where you have a disproportionate share of people of color, rural communities, and poor people, who are suffering, it is callous, and it is inexplicable, that brian kemp and his fellow republican governors across the states, refused to do right by their people. >> okay, let's imagine stacey abrams is running for governor right now. in the way that terry mcauliffe is running for governor right now. as a democrat, we are watching the democrats in washington, struggle amongst themselves, to come to an agreement, on legislation, that struggle is very public. it can look messy to voters, in virginia, in this campaign, what would you want, what would you want the democrats to do this week? would you want them to go along with speaker pelosi wants to do in the president wants to, do apparently they will ask the democrats to do this tomorrow in the house. that is vote for in the house of representatives, the already passed a bipartisan infrastructure bill from the senate, so they can this, week thursday or friday, have a celebration of a big legislative give achievement on infrastructure, would you want that in your campaign for governor? would it be meaningful in a campaign for governor at this point? >> lawrence, you are an extraordinary interviewer, but that's the wrong question, we should be making policy decision based on what's best for our people. and that's why terry mcauliffe is running for governor. that's why phil murphy is running for governor in new jersey. these are two people who have watched what happens when bad leadership is in washington d.c., and win good leadership is in washington d.c.. and what terry mcauliffe is willing to do, why he has pledged to, do is continue the good work that he started as governor. and continue by ralph northam. to continue to protect medicaid expansion with grand young -- to protect the lgbtq community, which glenn youngkin has said he rejects gay marriage. he's willing to reach protects families ensuring they have access to a vaccine, and he's willing to protect democracy, by making sure that every virginian who wants to vote can cast a ballot. instead of questioning legitimacy of the election. let's be very clear, terry mcauliffe believes in democracy, he stood up for voting rights in for the expansion of voting. what he rejects is voter fraud. this notion that people who are not allowed to vote were doing so. he wants every person who is eligible to be able to cast a ballot, and so what i would do if i were in washington d.c., is show america who democrats are. we should vote for the build back better plan. we should vote for infrastructure. because we believe in doing right by our people. that is what folks want to. see a lot of the despair and despondency in frustration we're hearing, it comes about because people do not care about politics. they care about their lives. they want to know that when they wake up and they get ready to get their kids to go to school, when they go to work, when they come home, or if they're still quarantining because they can't take care of their kids any other way. because we don't have access to teachers earn a bus drivers. they just want things to work. government cannot fix every problem. but it can help. and we want to see leaders who want to help, and that is who terry mcauliffe is. that's who phil murphy's. that's who joe biden is. and i believe that's who the democratic senators and state legislature and congresspeople. our state legislator always go back to. states but we know that our leaders are there. and if they want to do right by americans, if they want to show that we are willing to fight for a fair america. they will vote for a plan that will actually serve as many americans as we. can i'm just proud of what fair fight is done, in a small way. to show americans that we are standing with them, from georgia to the mississippi and alabama, louisiana and arizona. we brought up the debt we could, because we want them to know that they are not alone. and we have got us -- to tell people that medicaid expansion is one of the ways we serve, our fellow citizens and that's we want to see happen. so president biden went to virginia, just one across the river in virginia, last night, he tempted donald trump publicly. basically saying donald trump is afraid to come to virginia because that will actually hurt the republican candidate in virginia. and then today donald trump said, well okay, he took the bait, i'm coming. terry mcauliffe with joined reed, earlier tonight, on this network, said great donald trump is coming to virginia, that will have. did donald trump actually and dub helping the democratic candidate in georgia when he went to campaign in georgia? >> absolutely. he did an amazing job of reminding georgians why we were ready to push him out of office and make certain that joe biden, when he became president, had the help he needed from senator as -- donald trump is a remarkable example of what happens when the wrong people get elected. when people who don't care about americans take office. and i think that if he wants to come visit virginia, i've been there twice now in the last few weeks, if he wants to come and remind folks that glenn youngkin is just a miniature resignation of his bad pet plans, for virginia. then i hope he shows up. but more importantly, i hope voters in virginia show up, that they take advantage of these last few days of early voting, 800,000 virginia voted already. i think that's four times more than voted four years ago. but we need even more of you to show up. and vote for the future. and vote for terry mcauliffe. and for all the way down the ballot for your delegates because we need a strong death that mike pence didn't do anything. i mean, why didn't he act on it? because you given the legal reasoning to do. that >> i know i know. >> all your legal reasoning is totally solid. >> yes there's no question. >> i mean, you know, supported to supporter, why do you think that mike pence didn't do? it >> because mike pence is an established guy at the end of the day. if he didn't get any of the certification we would have georgia, wisconsin, pennsylvania, back in january. i met -- softly on the back with 300 legislators on january 2nd. the us zoom conference call. and they all skyler see wouldn't do anything. even though we've given them all the evidence, they wouldn't do it. so, look, i very much which was otherwise. these guys are spineless. and now if we take a bunch of them out of the primaries in 2022, then the precondition for getting elected is that we are gonna fight this stuff, then maybe we have an opportunity. >> joining us now, todd guideline, the author of 16 eastman saying, a precondition of getting elected, as a republican. now will be to do things like he was trying to do. and fight democracy. >> i think that's right lawrence. and i am so happy to work on this other with todd, and our third partner jeff i zig, and it is a broad wearing to people as you know, who do agree and disagree. it's surprising to see the republican party, and sticking with us it was interesting about the spineless establishment part. because they are spineless. wall street journals out the busters of the elite journal. publishes along letter from donald trump full of life. mitch mcconnell, the establishment republican leader in the senate supports herschel walker. herschel walker in georgia, in the senate race. a bunch of republican senators scream that merrick garland because he takes the fbi should protect school board officials, and other elected officials from intimidation and fear and threats of violence. this is the republican party we have. it's a threat to global democracy. i am very pleased that a lot of us who don't really know each other, who disagreed on a lot of things come from very different backgrounds, have come together just to say this. we need to defend liberal democracy. >> professor get line, i can't believe i'm saying this, but i missed the days that i disagreed with bill kristol. on paul's matter, policy matters like tax exception. also it's a domestic things. but here we are. and it has been something to watch over the last trump years. bill kristol years, and so many others come out and say no. the party that we've been associated is doing is untenable. and your command of history in this array not is far greater than mine. is there anything to compare to this in our past? >> i cannot think of a precedent. i think it took the serious emergency and recognition of more emergency to come. the danger of democracy being in the hands of a party that prefers minority rules as its own. to the rule by the majority. we came together because we share this recognition and a lot of the people we approach to sign our statement also share this recognition that democracy is close to being on life support. and so we need to take action and behalf of the common ideal of democracy by the majority. prohibiting the states from inserting the power of professional vote tabulators and counters. quite a number of states now are considering, or have already passed loads of elation and wrist in the power voters. to determine who has won an election. and reserve that right in the hands of a legislator. this is very staggering. it took something of monumental, this is an all hands on deck. moment >> it really is. morning council poll, 60% of republicans now say that the results of the presidential elections of 2020 should be overturned. 60% of republicans. , phil, that's the problem. it's those 60% of republicans. they are the people who are supporting these elected officials and doing what they are doing. >> and intimidating the ones who maybe know better as well. again, with that 60% be quite as high if elected officials who aren't true trump's have said from the beginning, from the beginning of november 4th or november 7th, not later on, not granted in, the not whispering it and then retreating. they said, no biden won. there was no fraud. it's terrible to spread this big lie, it's gonna undermine our democratic disadvantage. it's terrible now going forward. trying to set these conditions in the state level to undermine the conditions of 2022, or 2024. if mcconnell, and mccarthy, and glenn youngkin running here in virginia said this over and over again it would not that 60% down to 5% or 10%, there would be a core of trump supporters. the country would be awfully different to the core of trump supporters were ten or 30% of the republican party and that there was the united stab listen up the wall street journal refusing to publish these types of people. but no, it's the collapse of the elites and they know a lot about this in history, and i think the other countries know about the establishment that collapsed before this kind of authoritarian populism. that really make it sound dangerous. and then for one whole party to be found they did by it is particularly dangerous. >> professor todd gitlin, you've written so much of ron the years that moved our society in one direction of the other. and you've been able to look at some of the more dramatic turns in our society. 1968 and forward. what do you see? what would be the positive version of the next five years? >> a collective stroke of wisdom on the part of republicans that there is something more important that their personal political face. that would be remarkable. i am not holding my breath frankly. and we will have to see more than liz cheney and adam in the house for example, stand up to the lives of the whole big steal line. and i suppose it would be remarkable if some critical mass of republican said, why are we doing politics? why do we care about who is in charge? what do we value here do we really plan to install a christian republic? is that what the united states stands for? is that how we make them more perfect union? you know as i say it's discouraging to be whole the room a nation of a party that wants wouldn't want to agree with them or not. and a identifiable bell use. thank you botox® today. an ongoing consequence of donald trump's lies, is the growth of political violence and threats of violence in this country, we have seen it at town councils, at school board meetings and on friday, during this sentencing hearing, for a kentucky couple, who invaded the capitol on january 6th. the federal judge said, as judges, we're getting all kinds of threats and hostile phone calls. when we have these cases before us, because there are unfortunately other people out there who buy in on this proposition, even though there was no proof that somehow, the election was fraudulent, threats against federal judges have increased 400% in the last five, years according to the u.s. marshal service. for federal judges have been murdered since 1979, one of those victims, was judge robert smith vance, who was killed at his home, in alabama, on december 16th, 1989, when he opened a package, containing a mail bomb. judge vance, was the father in law, of our next guest, joyce vance, joyce vance is a former federal prosecutor, in a professor at the university of alabama school of, law also joining our discussion is matt miller, a spokesperson for attorney general eric holder, both are msnbc contributors. joyce, i just want to begin by saying, that i am sorry for your loss, i will never forget the news of that, day it was so shocking. that that could happen to a federal judge, and tonight, it's, seems as likely as ever, if not more so. >> you know, the distinction between just a very small number of federal judges who were tragically killed in the last century, and the attack this century on a judge's family, is that those stems primarily from people who were upset about their individual cases, or family members cases, what is so troubling about the air that we are in right now, and judge walton's comments, is that this is about people with the political agenda. and those are the sort of risks that judges face, in countries where cartels have influence, or in the philippines. or even in afghanistan were two women judges were killed earlier this year. the risk, and i'm not saying for instance that donald trump is directly responsible, but it's the rhetoric, and the level of political divide in this, country that can fuel troubled people, towards attacks. it's risky and troubling. >> i would say that donald trump is responsible for any attack on any federal judge, she was handling any of these january six cases, as the judge was talking, about the threats are pouring in against them, matt miller, the marshals service, which protects judges, but doesn't give them a blanket protection, it doesn't follow them everywhere they go, they issued statements saying the u.s. marshals service, does not have adequate, pro active threat detection capabilities, to monitor the current threat landscape, including an on line and social media setting. matt, i'm sure the judges know that. >> they do, the marshals service has been begging for more, funding the judges themself has been asking for more funding to increase security, to add more marshals to hurting core, houses in congress so far as ignore, that congress spent two billion dollars this year to harden the capitol, and in so you security are on the capitol, but i hasn't done the same for judges, who you noted in the intro, have faced a 400% increase in threats in the last five years, look, as joyce noted, threats come to judges for a lot of reasons, but the increase in threats, we think his primary band driven by this culture of right-wing, violent some of the judges to handle the prominent cases throughout the trump years, talked about how, when they would make prominent rulings, and the president would criticize them, they would get an increase in phone calls, they would see an increase of threats in their office. and even if you were to, even if congress were to pass the funding we need to increase judicial security, it doesn't under line this security problem that's as long as there's's culture of violence and the right-wing, in this country, that's encouraged by the leader of the republican party at times, that is ignored and sometimes cultivated for political purposes, by members of congress, you are going to have threats against judges, the way that you have threats against members of congress and school board officials, and other public officials. because violence has become a political weapon, and that's something that is not going to, change until the republican party fixes the problems and the demons that i've overcome it. >> i want to read something else another federal judge, said in one of these january six cases, this is about defendant kyle fits, simmons the judge is about not allowing him to be free, while awaiting trial. the judge said, given his lack of remorse, and even pride in his actions that day, the court lacks confidence that [inaudible] of his behavior, will result in a graver [inaudible] [inaudible] [inaudible] for the very existence of the biden presidency, and we know there's at least three more years of the. >> that's the core problem, here as matt points, out as long as we have this climate where violence has become acceptable, there's no longer anyone saying, we solve our differences peacefully, in america, then we continue to be a risk for this, the fact that republicans won't come forward and say, whatever your reasoning, whatever your motivation, we do not support the use of violence here. then we have problems, and there are 94 federal districts across the country, where federal judges, sit in court houses and decide cases, not all of them related to january, six but increasingly cases that we tree in this country as politically divisive, rather than as matters were judges to decide, and for people to follow the law once those decisions are made. that puts the marshals service in the position of playing defense and 94 different districts, with a lot of other responsibilities. the united states marshals for instance tracked down fugitives, they work lots of the federal sex offender cases. they handle all of the courtroom security, and historically what they have had to do, when there's been a threat against one judge or two judges, is they have to take their resources from other districts, and surge them to the district where the threat exists. when threats are expensive in broad, they can't do that, that's why there is such a need for increased security, for the federal judiciary. >> joyce vance, matt miller, thank you both for joining our construct, people were persecuted because they were a certain race. so how do you teach about slavery, if you're not going to talk about race? >> i am a parent, i'm not an educator. >> joining us now, everton, blair chair of the when it county school board, and jonathan kaye, part opinion for the washington post, he shows of the sunday show with jonathan capehart on msnbc. jonathan, you see alex asked that question and how do you keep race out of a discussion of slavery. and then the pairing gives up, and says, i'm a parent i'm not an educator. well, okay. then why are you talking about any of this? >> right, the conversation that she had with this apparent, goes on to be more sort of, mystifying and enraging as it goes on. including her having a conversation about how, will you know, if someone is stopped by the police, and if the person is polite, and follows the orders of the police, finishing her sentence, nothing bad would happen, as if we have not seen, what, three four years of bertha videos of black men mostly, in traffic stops are in altercations with police officers, following orders, and still getting shot and or killed. this idea that you can divorce race from our nation's history, from teaching children about the fullness of our history, is ridiculous. but, as we're seeing in the virginia race, lawrence and as you've been talking about all night it's working somehow, right now, if you believe the polls, for glenn youngkin in virginia. >> there's always been -- in school board meetings, about different things, how much worse is it now? oh it's so much worse. first of all thank you for having me, lawrence i wish it were under better circumstances. but we're seeing across the country this school boards are facing speeches seeped in the partisan politics of the national discourse, at the local level, but we should be doing nothing but focusing on the academic recovery and achievement of our students, after a pandemic that, was no fault of their own. we are forced to deal with the distraction, of folks coming to our meetings, and mobilized an organized factions, talking about nothing that has to do is student achievement. and not understanding the diversity and complexity of the student experience, and whatever body needs it when we should be focusing on. >> jonathan kaye, part there's reporting from npr, from one school board members saying, now what we're seeing are people rush this stage with their fist in the, air shouting at, us yelling at me. as school board president. and some of the school board members refer to them as the many january 6th people. the ones who are doing at school boards, this trump inspired behavior, seems to continue to draw energy from the trump side of our politics. >> right, we saw with our own eyes, with horror, what happened on january 6th, with people rushing up the steps of the capitol, and crashing their way into inside the capitol, and ever sense, we have seen the same kind of behavior, happening as school board meetings, around the country. over a whole host of issues, right now we're talking about quote unquote, critical race theory. which parents believe is being taught in the schools but it's not. also on vaccines, we've seen this kind of craziness happening at school board meetings. and into everton's point, these meetings are not about student achievement, these meetings are not about how to educate children, it is about grown men and women, venting their spleen's, at people in their community, who are there for the purpose of ensuring that the children of their community, the students of their communities, get the proper education. the people who are disrupting these meetings are not about that, they are about something larger, something more sinister, and something that quite honestly, lawrence, we are going to see more of as we go through 2022 in 2024. >> it's so interesting to see that parents, and alex's video, because, i know you encounter this all the time in education, the parent doesn't like the way you're doing it, but has no idea how to do it, and no suggestion about how to do, it except just don't do it the way you're doing it. >> absolutely, we have vision, and we are the most diverse and the largest school system in the state, and we understand what it takes, and we are working together so we're serving all of our students, needs their or small group of individuals who don't like that. and without vision, they are just resorting to targeting us individually. we're not letting it get in the way, we're focusing on working together as a board to make sure we're doing right by our kids. and serving our teachers and our staff, and it's going to end up well, but there will continue to be some rough patches in between, and we just have to keep the focus on what, matters unfortunately, we are being way too distracted now by obstructionist and all of our meetings. >> ever going, bear in the best of times the work you're
