least. first with our fight against this pandemic. next hour the president is going to discuss the race to vaccinate more americans. right now, though, the future of our covid vaccines is at the center of a critical fda meeting. a panel is talking about moderna's booster shot for folks 18 and up as we speak. and then a new study. looking at whether you can mix vaccine brands for a booster shot. it is especially interesting for those who got a dose from johnson & johnson. we have the latest on all that in a couple moments. our health own bodies have been at the center of some intense debates as of late. one of the most urgent around a woman's right and access to have an abortion. i was just on the ground in shreveport. i spoke to women who drove for hours from texas to get an abortion because of its new restrictive law. ahead, my conversation with some of those women, and what happens next in this abortion rights fight. also this morning, democracy in the balance. two trump allies were instructed to appear for a deposition in front of january 6th committee, plus the secret interview the committee just held with a former trump doj official. all of that, everybody, is ahead. we got a big show. i hope you stick with us. we want to start with that major fda advisory panel meeting happening as we speak. nbc shannon petty piece is at the white house for us. meghan fitzgerald outside a booster shot site in chicago. i want to bring in a doctor, the medical director of covid isolation and quarantine sites for housing works here in new york city. shannon, i want to start with you. we're awaiting word from the president as i mentioned. he's getting an update on our fight against this pandemic, against covid-19. he's going to be speaking in the next hour. what are we expecting from the president today? >> well, one thing white house officials indicate we will hear is the president urging people not to let up now. cases and hospitalizations going down. more people getting booster shots. administration officials have been trying to warn the public that now is not the time to let up. there is still very high community spread in most places in the country. the cdc director said. we're heading in into those colder months where we have seen cases surge again. holiday travel coming up. there could potentially be a bad -- there's a lot of caution within the white house and the administration about whether we could see another wave and urging people to take the masking and the social distancing. trying to avoid large crowds for a bit longer as we try to get through the winter months. another thing the president will continue to push the message on boosters. 7 million people have gotten a booster. the u.s. says, there are millions more. and of course, one thing to keep on the horizon is pediatric vaccines. we know the white house is preparing behind the scenes and telling governors, pediatricians to get ready to start giving those shots out to children as young as five years old. anticipating an fda decision on that soon. >> yeah. a lot of parents breathing a sigh of relief with that news coming around the corner. me being one of those parents. meghan fitzgerald, talking about the fda reviewing boosters. the next two days are pretty important when it comes to the review. today you have moderna being reviewed. tomorrow it's j&j. as well as when it comes to mixing and matching vaccines. what are we hearing from this meeting so far from the fda? >> yeah. yaz min, a lot to unpack. we know they are speaking with the experts and carefully going through these findings. as you said, this is an incredibly important process here that we know will take hours. we're expecting them to not conclude until later this afternoon and as you mentioned tomorrow they're going to pick up with j&j and, of course, unpack that nih study. that's really interesting. it's been very highly anticipated, and what this today not peer reviewed -- we'll get more on that tomorrow -- but it essentially says that it is safe to mix and match these vaccines. so if you've got vaccinated with the moderna, you can get a booster shot of pfizer and virus versa. where it stands out and what is really interesting is if you got vaccinated with j&j, this study suggests you could get a booster shot of pfizer or moderna as opposed to getting a booster of johnson & johnson. according to the findings here, it says that they're seeing stronger immune response with moderna or pfizer as well as stronger antibody levels. so a better protection if you get the other two boosters as opposed to johnson & johnson. >> doctor, let's talk about expectations here as we await word from fda. let's go back to a few moments ago when we dealt with this. there was different information from the fda as opposed to what came from the cdc. the advisory when it came to pfizer booster shots. what are you expecting to hear over the next two days from the fda when it comes to moderna, j&j, and the mixing and matching of booster shots? >> yeah. good morning. and as the other two reporters just basically explained, there's a lot going on, and we're expecting a lot of things to come out from the federal agencies, and it's been long-anticipated. as the previous reporter pointed out, so moderna is seeking a 50 authorization for their 50 microgram booster dose. so they're looking to -- for this to be applied to adults over 65 as well as high risk individuals. so similar to the authorization granted by the fda for pfizer. earlier this week scientists at the food and drug administration voiced some concern saying that moderna hasn't met all the criteria, but mainly because the first two doses reach such high efficacy. that's good news. an external panel of experts will provide their recommendations to the fda. they typically follow the recommendations. as for the mixing and matching, that's exciting news. the nih study released wednesday supported that the j&j had higher antibody levels if they received one of the mrna vaccines, moderna or pfizer, but it's still early, and we need more research. that's forthcoming. so we should really hold off on making any broad sweeping conclusions. this is good news if we can mix and match vaccines that are made from different mechanisms. >> a couple followups. talk to me about the timing of administering the j&j shot. it's actually different than what we've heard so far about moderna and what we know about pfizer. pfizer is six months and beyond. moderna, they're suggesting six to eight months after that second shot. with johnson & johnson, the suggestion is more two to possibly six months to get that booster shot. tell me more of what you know about that and why. >> yeah. thank you so much for raising that question. so right now fda authorities are reviewing the timing of the booster dose for johnson & johnson at either two months or six months. what they're -- some of the data is favoring the two-month mark. so next week the fda will make a final decision on authorizing the booster and the cdc which determine what populations should receive these additional booster doses. this would be great news. again, people who receive j&j and moderna are anxiously awaiting this news. >> what about this rare side effect with johnson & johnson? when they first released the johnson & johnson vaccine, they also came out with this rare side effect as we all remember, and hence, johnson & johnson was subsequently paused for about a ten-day period as they reviewed this rare side effect of blood clots among individuals. if you were someone who received johnson & johnson and are anticipating getting a booster shot, is there any science pointing to this rare side effect once again being a complication with this booster shot? >> yeah, thank you for raising that. one of the most common i guess pushbacks or concerns that i hear from people who are labeled as anti-vaxers but it includes a lot of my own patients. i serve a lot of underserved population of new york city and new york state, it's side effects. they say i heard the vaccine is more dangerous than the disease and the virus. i can get clots. it can affect my heart. so it's really important to communicate to the public and to the viewers and including my own patients, that the side effects that have been noticed, some of these rare clotting disorder, rare events of clots are just that. they're extremely rare. when you think of the millions of people around the world who received the vaccines, both johnson & johnson and the others, the side effects are very, very rare. the pros of getting the vaccines outweigh the cons. >> follow up quickly also, doctor, on both meghan and shannon's reporting about the timing as to when folks can start to get the booster shots of johnson & johnson and moderna, and subsequently children 5 to 11. >> a lot of people are asking about that. again, i would want to hold off on what the fda comes out with and look at expert panel recommendations and the cdc recommendations. let's wait a couple weeks. maybe as early as next week. i anticipate maybe johnson & johnson ideally in two months. it could be six months. i don't really know. let's hold off and wait on the actual recommendations, but i think this information is forthcoming and i think it is good news. >> thank you all. appreciate it. big day as we're watching the fda. we appreciate your reporting on this. coming up, could the virginia governor's race give us clues about what to expect from next year's midterms. we have a special look at this race, and the big warning that we're hearing from a big name democrat. and how new abortion restrictions are affecting texas women. i spoke to two women who left the state for the procedure about their decision. >> i would have had to wait, like, a month for my first appointment, and by that time just with the new law, i would have been out of the time limit to get the abortion. -perfect! because we're building a better network every single day. so this morning we're following a new flash point in the fight over abortion rights. the last remaining abortion provider in missouri, the planned parenthood in st. louis sounding the alarm at new state rules are taking effect. starting this week any time an inspector finds a violation, they can report it to social services. it reckulates medicaid in the state. they can yank medicaid for that planned parenthood. that affects other services like cancer screenings and other services. take us inside that fight, and what this means for the thousands of women there and people really who depend on medicaid. >> planned harnt pood says they are considering legal action here, but really they say they need the biden administration to speak out on this. obviously this is dealing with federal funding. medicaid a federal issue. and they want to hear more from the biden administration specifically for them to tell the state that this is not something they are able to do. as you said, this went into effect yesterday. this is a new emergency ruling specifically for medicaid that is aimed at further restricting abortion access in this state. under this new rules state inspectors will now report any rule violations by abortion providers directly to the state's medicaid auditors and a violation even if it's small could ultimately lead to the state pulling that provider's medicaid funding. activists say this is an old tactic in their view. the state abusing inspection powers to try and specifically target and chip away at planned parenthood. listen to more of what the clinical director in st. louis told us just a quick reminder, there are seven planned parent hoods in the state of missouri. only one of them, the one here in st. louis provides abortion, and this clinic is the sole abortion provider in the entire state. here's more. >> taking away planned parenthood from the thousands of people that we serve who are recipients of medicaid benefits is really a slap in the face to those folks who are low income, who are people of color and relying on the safety net system. we're serving almost half the patients in the state of missouri who fall into the low income category. eliminating us from that system really just pushes that burden of volume, patient volume, to other areas. >> so the amendment already prevents federal money from being used for abortion. so what's being discussed here is pulling money that patients who rely on medicaid would use to come and see a provider at planned parenthood for fairly basic health care needs. a pap smear, a breast cancer exam, birth control. this is a rule that is based on recommendations made by a committee with the missouri senate, a republican-led committee. in their recommendations they wrote this in part. the duties of the committee were to conduct in depth studies and make appropriate recommendations concerning the missouri health net program. the protection of unborn human life, and ensuring missouri tax dollars are spent in accordance with the values of missourians. a big picture here, if you're thinking about what we heard from the clinical director there, how they care for so many people in this community across this state who are low income patients for nonabortion-related needs, we are at a place because of the pandemic where the health care system is strained across this state. if all of those patients are unable to go get a pap smear or a breast cancer exam at their planned parenthood care provider, where do they go? the system is already so burdened. that could be a problem big picture. it's an extra layer here of concerns that activists we've spoken to has. >> we've seen it across the board. seen it in other states as well. alison, thank you for your reporting on this. a really important story. appreciate it. >> i want to dig deeper into the abortion rights fight in another state that's a flash point. texas. joining me now, co-executive director of fund texas group. the fund helps pay for women from texas to travel outside the state for abortions. thank you for joining us. we appreciate it. i was in shreveport, louisiana, outside of an abortion clinic just yesterday talking about the plight of women traveling crease across the border to receive abortion services. i spoke to two young women who didn't want to show their faces. they were happy to use their first names. we shot their hands instead. i wanted to show a little bit of their story and what they've had to go through. >> it cost a lot more money because i had to drive and pay for gas and food, and then i'll have to come back because they are similar to texas. you can't do the procedure the same day. you have to wait at least 24 hours. i have to drive three hours and then drive back. i have to come back probably the weekend or whenever i can get my next appointment. >> i had two kids back to back, and then the post part m hit me hart. i just got out of it six months ago. i can't afford birth control. i try to prevent it. when you try, it doesn't always work out. it's hard to deal with my toddlers, especially when i was tired. i have to work and clean the house. it's really a lot. and i feel like people just don't understand that. it's not like i want to. like, i do want more kids, it's just not -- sometimes it's just the timing. >> i have a texas license plate. i'm in louisiana. i don't know if somebody can decide they want to follow me to the hotel and be like you know -- you know, it can be. >> reporter: scary. >> scary. and like i said i'm by myself. >> it's a story i think we're hearing across the board from women in texas. both of these women were mothers already. had young children at home. didn't have a lot of help at home, having to take time off of work, work they desperately needed because they couldn't really afford to have health care keep the lights on. brie, the first woman, didn't even have health care for her two children or herself. talk about how this is part of the story that you're seeing from some of the women that you have been helping with your organization. >> yeah. i'd like to say that this is rare, but it's not. the first woman that spoke, she talked about how she had to miss work, and she had to pay for a trip. it's pretty common. and that's why we know that clients, if they struggle to pay for their abortion, they're likely struggling to get to their abortion. we know they're not going to be able to afford the long gas -- the gas dollars for the long trip. they're not going to be able to afford a flight if they have to go further. they're not going to afford a hotel, let alone child care or meals if they're leaving their home to get an abortion. we keep seeing this. we've dealt with several clients that can't even afford the $100 of gas round trip, because of the fact that it's so expensive. it's an added expense they didn't see coming. and this exacerbated that. if you live in dallas, houston, or san antonio, there are c clinicers nearby. no clinic can serve you beyond six weeks or no clinic is serving folks beyond six weeks. >> talk about the money that your organization is now having to put up. how it's increased obviously since september 1st when sb-8 was first enacted. how prices have gone up across the board not only for receiving abortion services but surrounding the travel and the needs of these women. >> yeah. so prior to sba and prior to september 1st, we were spending close to 30 $0 on traveling in texas and about $800 on texasen the d texans leaving texas. we spent average $100 on per client. and that's because they left the state. that includes hotels, gas, flights, buses, ride shares, food stipends. it's all around care. and on the low end, there's some cases that are lower on the 600, 700 side. on the other end, we spent 1800 on one client in september. it varies. it's hard to know when, for example, hotels will be really expensive. right? ♪ ♪ welcome back. we're inching closer to the first election showdown. we're talking about the race for governor in virginia. the showdown between mcauliffe and youngkin could have major implications for next year's midterms. specifically how voters for democrats at least in one state a year after the 2020 election. vaughn hillyard caught up with both candidates. >> folks, how we doing today? >> reporter: an inside look at the first major election in the joe biden era. the hotly contested race for virginia governor with republicans looking to take it from the democrats in favor of terry mcauliffe. trump wants a victory here and wants to use it as a lunch pad. >> reporter: if you don't win this race, is that an indictment for the democratic party. >> first, we're going to win the race, but -- >> reporter: mcauliffe a well-known establishment democrat. a friend of the clinton and he's been a governor here before. >> i'm going to fight as hard as i can to keep us a blue state. >> reporter: but this is 2021, and what happens here if the republican upsets mcauliffe? it could be a barometer of the races to come. that's why we're heading one hour south to where youngkin is. on paper it's a long road for the gop. four years ago the democrat who won for democrat won by nine points. last year joe biden beat donald trump in virginia by ten. it sets up the question, does that kind of high democratic energy hold? >> there is something absolutely amazing going on across the commonwealth of virginia. >> reporter: the gop now relying on it own enthusiasm. >> our liberal leadership believes the government knows best what's for your children. let me tell you, folks, i believe the exact opposite. >> reporter: the former private equity form ceo is in a tough spot. he needs strong turnout from the loyalists like those in cullpepper where trump won by 20%. the president's endorsement should help. the campaign denying the request for -- the republicans must win back suburban voters where in some places there's been a 40-point swing. >> suburban voters don't care as much about ideology. they care more about who you are and what you stand for and what you do for my family. >> reporter: virginia's democrats may face the consequences of their party's challenges in washington. biden's 44% approval rating, rising inflation, a migrant crisis, installed efforts to pass a major infrastructure package. >> listen, i would like that trillion dollar infrastructure bill. get in a room, negotiate, get both the bills passed. we need it for america. >> reporter: the state has shown resistance to d.c. in the past. in ten of the last 11 elections for governor, virginia voters selected the candidate from the party opposite of the party that's in the white house. you set up this race as a referendum on youngkin and trump. >> yeah. >> reporter: there this race be a referendum on you and joe biden and this democratic party? >> i think who wins will be the vision of what people think going forward. >> reporter: and for democrats, a test to hold onto power and that vision. >> now we did it. >> vaughn is with me. so good to see you. glad you could join me onset. let's talk about this possible idea of a referendum. mcauliffe essentially saying to you, listen, if i lose, that could mean the comeback of donald trump. but we know biden overwhelmingly won in those suburban districts. you got youngkin has an endorsement from donald trump? >> he called -- >> right. is he not worried about that endorsement? >> it was just one year ago that donald trump lost virginia by ten points. and when you look at those suburban districts, you have to take into account ten, 15 miles away from most of the neighborhoods, the u.s. capitol where we were at on january 6th, the insurrection is so much of the forefront of the mind. that's why you see mcauliffe on tv ads, on the campaign trail, trying to connect glenn youngkin to donald trump. youngkin did not appear at a rally last night that was supposed to take place for the republican ticket. donald trump called in. he called him a great gentleman. this is also the other part of this. terry mcauliffe needs the democratic voters to come out and support him. that's why first lady joe biden will be in town tomorrow. stacey abrams on sunday and former president obama will be there a week from sunday. >> great reporting. really good piece. by the way, programming note. terri mcall you have is joining andrea mitchell today on msnbc. don't miss the interview. coming up, steve bannon was asked to show up on capitol hill for a deposition with the january 6th committee. what kind of consequences will he face for being a no-show? >> sure. let's take those one at a time. we don't have word on whether cash is showing up for his deposition today. we know ban season not going to show up today. he cites the executive privilege claim made by former president trump. the committee and white house does not accept that. according to bannon's lawyer, he's not going to testify until they reach an agreement with the former president to drop it or fete a court ruling that agrees with them that the executive privilege issued doesn't apply here. now, where does the committee go next? they issued that subpoena yesterday for jeffrey clarke, a senior doj official around november, december leading up to that insurrection who is known according to sworn testimony obtained by the senate judiciary committee to have encouraged the former president's attempt to subvert the election. the committee wants to hear from him. they have given him a deadline of october 29th to provide documents and appear. until then, they have to figure out how to enforce the subpoenas for witnesses not complying. they hope to do it through criminal referrals to contract individuals with the threat of fines and jail time so they comply. >> yeah. we're going to watch for that. while i have you, i want to ask you about voting rights. we learned this morning that senator schumer is setting up a vote next week about voting rights based on negotiations by senator joe manchin and how he's trying to be -- trying to recruit republicans to get them on board to vote in favor of voting rights. tell us what that could mean. >> a big one coming up for voting rights in the senate. democrats appear to have 50 votes for a major piece of legislation that would guarantee mail-in voting on a new excuse basis that guarantees 15 days of earl -- it includes provisions that the previous for the people act did not have in terms of strengthening measures to prevent election subversion of the sort that was attempted in the 2020 election. now, of course, this bill appears to have 50 democratic votes. it needs 60 to break a filibuster. that's going to be the big question. senator joe manchin is one of the two key holdouts in support of the filibuster. he's been resolute he's not going to vote to nuke that 60 vote threshold. it looks like he's about to face another round of pressure. i want to play something the house majority whip had to say about this earlier today. >> do i trust her? i don't think so. i'm hopeful, but i don't think he will. i think he's going to have to remit on the filibuster. nobody's asking him to give up the filibuster. we'll treat the voting rights and rights when it comes to the filibuster the same way you treat the budget. >> and what he's talking about here is the unlikelihood of winning republican votes. it needs a minimum of ten. at this moment it has zero and mitch mcconnell appears determined to kill this bill as he was with for the people act. >> saw hail, thank you. great to see you. all right. breaking moments ago. more twists in the growing legal case involving a prominent south carolina attorney. we learned authorities took murdaugh into custody in florida. he's accused of trying to execute his own execution after someone killed his wife and son. law enforcement officials saying he faces two felony counts of obtaining property by false pretenses. law enforcement says this stems from an investigation into missing settlement funds in the wrongful death and lawsuit involving a former housekeeper. a press release from the south carolina law enforcement division notes the housekeeper, quote, allegedly died in a slip and fall accident on murdaugh's property in 2018. murdaugh will be extradited to south carolina to, in fact, face charges separately. nbc has a new exclusive interview about the murdaugh case. he was arrested last month. law enforcement accused him of trying to orchestrate his own execution, but now the man investigators accused of shooting murdaugh says it didn't happen that way at all. here's what his lawyer told craig melvin earlier on "today." >> south carolina attorney aleck murdaugh has been surrounded by a series of mysterious tragedies this year starting with a double murder of his wife and son this summer. new this morning, one of murdaugh's attorneys says that authorities considering alex a person of interest in that case in an interview with fox carolina news. his attorneys deny he had any involvement in the murders. in september adding to the mystery, murdaugh said he was shot in the head on a rural road. law enforcement now believes murdaugh conspired with curtis eddie smith to kill him as part of an insurance fraud scheme. to be clear, does your client maintain complete innocence in this case? >> go ahead. >> i didn't shoot him. >> are you innocent of -- >> i'm innocent. if i'd have shot him, he'd have been dead. he's alive. >> smith now telling his side of the story. smith tells me he had no idea what murdaugh's plans were when he agreed to meet a man he called his close friend on a remote road in hampton county, south carolina. he says murdaugh showed up with a gun. >> he's standing like this. he said you're going to shoot me. i said no. he made his move like this. you know? and i just grabbed his arm. >> you took the gun -- >> he put it behind me and him, and it went off. >> the gun went off? did it hit him, the bullet? >> no. >> so that story -- >> there's no blood on me. there's no blood on him. >> he didn't get shot in the head?
