What was the president hoping to accomplish with his first speech to the United Nations since taking office . Reporter at a time when the world faces two seemingly existential threats, one being Climate Change, the other being covid, and at a time when the world increasingly seems divided, the president made the case we are better when we work together. He reaffirmed, as he sees it, the u. S. s place in the world. He said america is back at the table. We are willing as a country to work collectively and collaboratively as warranted. Heres a bit more in his own words. Our own success is bound up in others succeeding as well. To deliver for our own people we must also engage deeply with the rest of the world to ensure that our own future, we must work together with other partners. Toward a shared future. Our security, our prosperity and our very freedoms are interconnected, in my view, as never before. Reporter so theres this soaring rhetoric and theres what it means in practical terms. On Climate Change we heard the president announce that the u. S. Is committing to spend 100 Billion in public financing to help combat Climate Change around the globe. That is something that the british prime Minister Boris Johnson wanted to hear. I imagine the two of them will talk in more detail later today at the White House. Then on covid, you heard him talk about rallying all of science and the political will to really confront covid where it exists, ramping up access to vaccines for the poorer countries, and a whole host of things. So the work really started tomorrow, craig. Theres a huge white House Covid Summit happening tomorrow. Later in the week the president is going to host pacific leaders at the White House to talk about the range of policy issues in the indo pacific as well. Our chief foreign correspondent Richard Engel in the studio today, which is always a treat. Good to see you. So we just heard the President Talk about addressing this group of foreign leaders for the first time in 20 years. But he also talked about opening the door to diplomacy in afghanistan. You spent a lot of time on the ground there. Is that what youve seen so far . Opening the door to diplomacy in afghanistan . Yeah. Thats where this is headed certainly. The taliban wants international recognition. Theres a lot of efforts to try and get Food Relief into afghanistan through different aid agencies. It is going into diplomacy and trying to nudge the taliban with incentives and condemnation. The biggest, however, headline for me of this speech was that there werent really any headlines. It was standard, boring. I think thats what people wanted. President trump used to go out there and look for lines. Le Rocket Man. Remember Rocket Man . President biden was trying to keep it calm, laid out American Foreign Policy in a prioritized way starting with covid and climate. Not long ago President Trump was in the same room being heckled by the crowd. I always cover these. Last time people were on tenterhooks watching what is President Trump going to do, who is he going to pick a fight with. His criticisms were always, ah, that speech was boring. Its not a ratings contest. If you want a ratings contest, go watch sports. This is the u. S. Laying out Foreign Policy in a prioritized way, trying to tell the rest of the world here are our priorities, here are some things we care about. It wasnt an attempt to him to make himself popular or to score headlines. It was just laying out Foreign Policy. Evelyn, what do you make of the response there from the Prime Minister . I think hes enjoying a really good moment in u. S. u. K. Relations so hes not interested in being critical of President Biden. Clearly everyone agrees and i would say probably privately even President Biden and his team agree that some of the withdrawal could have been handled better. But thats not the point right now. Theres still business to be completed, rest assured. There are people i know personally in afghanistan who are waiting for charter planes to get permission to leave there, people whose lives are in danger. Look, President Biden its funny because im a Policy Wonk so its very exciting for me every time a president gives a speech, even one thats considered boring. I like this one, because actually what President Biden was saying is that america is also not going to be reactive anymore. Were not going to just coast along. I think he was pretty bold in i saying weve got some action items, withdrawing from afghanistan, conducting this new agreement with the u. S. , u. K. And australia on Submarine Security targeted at russia. Embedded there was also a few things related to china. He talked about infrastructure. A lot of that international infrastructure work, he talked about it in terms that made it very clear that he was offering an alternative to what chinas been doing to basically blackmail leaders of countries, et cetera. I think there was a lot in there. He was saying im on the side of democracy. It wasnt a youre with us or youre not, but he was very clear that were going to stand up for Human Rights and democratic values around the world. Jeff, the president reportedly going to be meeting within the next hour or so with australias Prime Minister. Thats coming amid the major backlash from france. France has recalled its ambassador. What at this point do we know about how the White House is preparing for that meeting . Reporter its a good question. To put it all in context, the u. S. Settled on a national Security Arrangement with the u. K. And australia that included the purchase of nuclear submarines. France is not a party to this. They felt as if they were kept out of the loop and that they lost out on what would have been for them a lucrative military deal. I think the view from the french is that the President Talked about working with allies and about working collaboratively and in this one instance he was not working collaboratively. The u. S. Will continue to work in our own interest and if doing this deal with the brits and australians was in our own interest, thats our decision to make. The french dont need to be consulted. French officials showed their frustration first by cancelling a Cocktail Party at the embassy, then recalled their ambassador. The french president is not here for the u. N. General assembly so theres no chance he would have met with President Biden for whats known as a pullaside for an exchange of thoughts. Thats going to happen. But the White House says they are working on arranging a Phone Call between the two to paper over any simmering tensions between the french side. An attempt to counter chinas growing influence in that region, how is this going to impact our relationship with france and how concerned should we be about chinas growing influence in that part of the world . The french are offended. I think theyll get over it. They lost a multibillion Dollar Submarine Deal theyve been counting on. They have Insurance Companies and Liability Coverage for that kind of thing. China is a much, much more serious issue. The idea of what happens to china, President Trump in this speech was saying were not in a new Cold War. Did i say trump . President biden. I knew what you meant. When President Biden said he doesnt want a new Cold War, he was addressing that too to china, saying we dont want a new Cold War with you. It was very different than the message President Biden at the nato meetings this summer and he was talking very much in more confrontational tones trying to rally american allies, trying to build up an alliance. He was walking back a little bit of that. The looming idea that the u. S. , even though he was saying we dont want to be in a Cold War, the looming idea that the real threat is not afghanistan or terrorism, it is off further east to china. J j says the vaccine is 94 effective if a second dose is given two months after the initial shot. Thats a significant jump compared to the 70 protection provided with just a single dose. The new data is expected to help J J make its case for a Booster Shot to u. S. Regulators. They wrote in his obituary by saying he died of a Breakthrough Covid Case and saying he was one of several people who contracted covid19 because they were around an unvaccinated, unmasked individual. She said she and her husband had attended an indoor gathering not long ago and while both she and her husband were fully vaccinated, they were inside with others who were not vaccinated and that other Covid Protocols were not being followed. People were not wearing face masks. They are convinced that if other people around them were vaccinated or if they were unvaccinated and they had opted to wear a mask, that her husband might not have gotten sick. She says that she and garys children, they put that obituary out there because theyre hoping it will serve as a warning for people that their decisions impact other people as well. We wiped out polio, measles, chickenpox, all these things that vaccines have been created to take care of and its very rare that you hear of any of those these days, because people took their children and had them vaccinated. I have Family Members that dont agree with me. I guess thats their right, but gary and i had rights too and he doesnt have them anymore. Reporter she told us both she and gary finished their series of getting the Moderna Vaccine by The End of february. He passed away august 11th, so about six months after that. She and her family really believe and still support vaccines. She believes it was other people who chose not to get vaccinated that led to her husbands death. He was 77 years old. They had been married about 30 years. His Newest Grandson was born shortly after he died. Yes, some people might hear a story and say, yes, he was 77 and he had preexisting conditions, but he still had a lot of life to live and it was cut short because of this virus. Hard to hear. We just heard there about an iowa man, preexisting condition, late 70s, died of a Breakthrough Case about six months after his last dose. What should folks watching right now know about Breakthrough Cases . What we know is they do happen. We know vaccines are not a cure and that they cannot stop if someone has covid19 and comes and coughs into your face. It cannot prevent the virus getting into your system. What the vaccine does is it tries to give your body that blueprint that if your body notices this virus within your system, that on day zero it can start to mount that fight against the virus preventing it from replicating and overwhelming your system. Its unfortunate. I feel for her. Were seeing Breakthrough Cases, but were also seeing we mentioned her husband was 77 years old and i hope i do get to see that age. Yesterday my sister told me about a friend who was 34 years old and passed away. I have to stress that now for the viewers. Its not just the old. Its not just the sick. You too can get infected with covid19. The vaccine kept her alive and thats the difference that the vaccine can make. It literally is the difference in you seeing tomorrow. So i just ask everyone to consider it, because right now were losing about one person every 35 seconds in the united states of america. It does not have to be that way. The pandemic has been long and hard battle for folks on the front lines, Health Care professionals. I want to read you a quote that stuck out to me from the Washington Post. As covid19 patients fill hospitals, Health Care workers fight fear and exhaustion. Here we go again. Quote, the workers are baffled over how after so much pain and death, there is still even a debate over whether to get vaccinated or wear a mask in public. Their patience is wearing thin, they say. Is this something that youre seeing as well, dr. Hilton . Yes. You know, i tell people all the time, were physicians, but i take my white coat off and i am just a person just like you. I want to go home to my family as well. It is troubling when you see that we have this intervention that could keep not only them alive but reduce their likelihood of being infected five times, reduce ten times less likely to be admitted to the hospital. It may help to keep myself safe as well. Its not just me. I think about my colleagues who are immuno compromised that are trying to take care of themselves and patients. My coworkers who have young children at home who are not able to be vaccinated right now, every day they come to work they have the potential to take that Virus Home to their 5yearold. So it makes me pause when i hear people say, well, i just dont want it. If theres a curiosity there, we can talk about the safety of this vaccine. The hearing is focused on world wide threats the country is facing right now, but it comes as the agency is under increased pressure and new scrutiny surrounding the latest herd of migrants at the border. Dhs confirmed it is investigating these images from Del Rio, texas. The images appear to show Border Patrol agents on Horseback Swinging their reins near migrants. It happened near the makeshift camp where about 15,000 migrants, mostly haitian, are staying. Nbcs morgan is near the camp. Reporter craig, progress is coming here in Del Rio, but it is taking time that is incredibly valuable, especially in conditions like this with temperatures soon to approach 100 degrees today. 9,000 migrants still huddling in the shade beneath that Border Bridge not too far away from where im standing. Dhs stressing not everyone is being deported here despite flights ramping up from Del Rio from San Antonio back to portauprince, haiti. Theyre also pointing to the fact that thousands have already been bussed and or flown to Processing Centers that are not currently overwhelmed where they are able to go through the system. Dhs saying any family or unaccompanied child claiming asylum will likely stay here, saying the ones likely to be deported are single haitian adults and families not claiming asylum. All that said, there are reports coming in overnight that federal officials are keeping a close eye on some large groups of haitian migrants in Central And South America that could potentially make their way north to this very border, although it remains to be seen when or if that would take place. That underscores the potentially consistent need to have a steady presence here. The only thing that stopped the flow of people coming across the Rio Grande River were Texas State Cruiser troopers and hundreds of Border Patrol agents deployed to this area over the weekend. I asked the Del Rio mayor how much longer will this Presence Need to be here to make sure your community doesnt have to face a situation like the one encountered over the last week. He said he didnt know, but he had raised the Red Flag to the federal government for months prior to this taking place. He says he felt not listened to until essentially it was too late. The main focus today, continuing to process those men, women and children there under that bridge, but conditions are rough. They do face very uncertain futures. Its important to note that a lot of these people have not been living in haiti for the last several years, living in south america or Central America before making that dangerous journey north. We will not tolerate mistreatment. The secretary is troubled, julia. What does he reaction perhaps say about this u. S. Approach to this latest Border Challenge . It shows,craig, that they havent exactly had a challenge like this where theyve had to use Border Agents on horseback and a crowd control method. I was at the bridge last month when there were only about 75 people there, we saw the horses come by. He said, yes, they patrol the area. They get to places where Cars Cant go. In this case, what these people are doing are really pushing Back Hundreds and behind them thousands of migrants as they try to close that area over the weekend and prevent more from coming in. You also hear some verbal harassment there. Theres a lot of terrible things theyre saying about haitians, about their country, about the way they treat women. Theres a lot to be investigated here. The office of professional responsibility, the internal watchdog in dhs, is taking a look at this footage to see what might have happened here and if any of these officers do need to be reprimanded or taken out of their jobs. As were having this conversation, this hearing is ongoing. A live look right now, in fact. This is the dhs Secretary Mayorkas. Right now hes being questioned by republican senator josh hawley. Just a few moments ago Senator Hawley asked him when will your approach start working . The Secretarys Response was, we have a plan, were executing our plan. Again, thats happening right now. Lets talk about your newest reporting. Heres the headline, quote, more than 20,000 haitians are gathered in colombia for possible migration to the u. S. , 20,000 More Haitians could be on the way. Whats driving this latest surge, julia . Well, as morgan points out, a lot of these people left haiti years ago. Many of them were sparked by the Immigration Surge when they left in 2010 after the effort quake. There has been a number of incidents there, specifically this year, with the assassination of their president and the latest earthquake in august, the 14th of august. A lot of people have left. Many sought economic opportunities in south america and Central America, but a lot of that has dried up. They are seeking a better life in the united states. Now i think theyre watching all of these people be turned away. There are a number of deportations. Many have been allowed to stay and claim asylum. Right now dhs is monitoring this group as this group makes a calculation is it worth the risk to come to the united states if they think they may have a shot at staying here and seeking asylum or will that be deported. You reported on some of the awful things the Border Patrol agents are saying to these refugees. You wonder if these officers even know that the Lions Share of these people speak french or haitian creole. Thank you for your reporting. I know youll continue to keep a close eye on the situation at the border. Meanwhile, in the last hour in that Senate Hearing we just mentioned, we also heard a startling new statistic from Fbi Director christopher wray. The united states now opening a new Counter Intelligence Investigation into china every 12 hours. Kim, thats quite the pace. Ive never heard that before. What more do we know about the substance of the investigations . Reporter there was very little discussion about that remarkable statistic after he said it. I know from my own reporting that, look, this is an incredible threat to the united states, both a national Security Threat and an economic threat. The chinese are committing espionage in this country every day, stealing National Security Secrets and business secrets. The fbi is constantly investigating that. What else came up at this hearing is a picture of the Terrorism Threat against the united states. Officially really underscored whats been clear for some time, which is that the threat to the u. S. From international terrorism motivated by islamic extremism is much less than it used to be, but the threat from domestic extremism has exploded. We also heard the director of national Counter Terrorism Center saying that the threat to the u. S. Homeland is less acute than it was two decades ago. Officials are usually reluctant to say that kind of thing. She added the main threat is from lone extremists, including those motivated by conspiracy theory. Fbi director wray testified that since the spring of 2020 the fbi has more than doubled its domestic Terrorism Case Load and also more than doubled the number of personnel devoted to domestic terrorism. That appears to include the nearly 600 January 6th insurrection cases. Lawmakers grilled the witnesses about whether the threat from international terrorism is greater now that afghanistan has fallen to the taliban. They acknowledge that the u. S. When we look at the supreme Court Case that will be heard on december 1, it is very clear. They already know roe is hanging on by a thread. We may have the right, but access is incredibly hard to achieve in many of these states. What we have is a court willing to consider overturning 50 years of precedent. That should alarm all of us. It should alarm us to understand that nearly 25 Million women will be impacted in roughly 26 states that will have these bans on the books. Its not about whether or not its a recent ban or not. Its about whether or not we have access to this right. Lets go to tax, because weve now seen the first lawsuit against a doctor who admits in a Washington Post oped that he did in fact perform an abortion that is now illegal in the state of texas. Dr. Alan breed is his name. He writes, quote, i acted because i had a duty of care to this patient as i do for all patients and because she has a fundamental right to receive this care. That doctor now being sued under that provision in Texass Law that allows private citizens to sue abortion providers. What do you make of this case . And what do you make of dr. Breeds stance . I think he took a courageous risk. The fact that he had to risk multiple lawsuits from people who dont even live in texas or have no connection to the patient. This law allows for this vigilante justice. This Bounty Hunter thats now being placed on him because hes trying to help someone secure their constitutional right. The doctor is courageous. At the same time we know that thousands of texans are Traveling Hundreds of miles. Weve seen it in New Mexico Planned Parenthood where people are traveling upwards of 650 miles one way just to get to a health center.
