But our shared grief is a poignant reminder that our collective future will hinge on our ability to recognize our common humanity and to act together. Ladies and gentlemen, this is the clear and urgent choice that we face here at the dawning of what must be a decisive Decade Fur our world. A decade that will quite literally determine our futures. As a global community, were challenged by urgent and looming crises, wherein lie enormous opportunities if, if we can summon the will and resolve to seize these opportunities. Will we work together to save lives, to defeat covid19 everywhere, and take the necessary preps to prepare ourselves for the next pandemic, for there will be another one. Or will we fail to harness the tools at our disposal as a more virulent and dangerous variants take hold . Will we meet the threat of challenging climate, the challenging climate were all feeling, already ravaging every part of our world, with extreme weather or will we suffer the merciless march of everworsening droughts and floods, more intense fires and hurricanes, longer Heat Waves and rising seas. Will we affirm and uphold the Human Dignity and Human Rights under which nations in common cause more than seven decades ago formed this institution. Will reply and strengthen the core tenants of the international system, including the u. N. Charter and the universal declaration of Human Rights as we seek to shape new technologies and deter new threats. Or will we allow these universal those universal principles to be trampled and twisted in the pursuit of naked political power. In my view, how we answer these questions and this moment, whether we choose to fight for our shared future or not will reverberate for generations yet to come. Simply put, we stand in my view at an Inflection Point in history. And im here today to share with you how the United States intends to work with partners and allies to answer these questions and the commitment of my new administration to help lead the world toward a more peaceful, prosperous future for all people. Instead of continuing to fix the wars of the past, we are continuing to fix our eyes on the challenges that hold the keys to our collective future. Ending this pandemic, addressing the climate crisis, managing the shifts in global power dynamics, shaping the roles of the world on vital issues like Trade Cyber and emerging technologies, and facing the threat of terrorism as it stands today. Weve ended 20 years of conflict in afghanistan. And as we close this period of relentless war, were opening a new era of relentless diplomacy, of using the power of our Development Aid to invest in new ways of lifting people up Around The World. Of renewing and defending democracy. Of proving no matter how challenging or how complex the problems youre going to face, government by and for the people is the still the best way to deliver for all of our people. And as the United States changes our focus to the regions of the world like the indopacific, well do so with our allies and partners, through cooperation on multilateral institutions like the United Nations, to amplify our collective strength and speed, our progress toward dealing with these global challenges. Its a fundamental truth of the 21st century, within each of our countries, and as a global community, that our own success is bound up in others succeeding as well. To deliver for our own people, who must also engage deeply with the rest of the world. To ensure that our own future must work together with other partners, towards a shared future. Our security, our prosperity, and our very freedoms are interconnected, in my view, as never before. And so, i believe we must work together as never before. Over the last eight months, prioritized rebuilding our alliances, revitalizing our partnerships, and recognizing that they are essential and central to americas enduring security and prosperity. We have reaffirmed our sacred Nato Alliance to article v commitment. Were working with our allies towards a new strategic concept that will help our alliance better take on evolving threats of today and tomorrow. We renewed our engagement with the european union, a fundamental partner in tackling a full range of significant issues facing our World Today. We evaluated the Quad Partnership between india, japan, and the United States to take on challenges ranging from Health Security to climate to emerging technologies. Were engaging with regional institutions from asean to the African Union to the Organization Of American States to focus on peoples urgent need for better health and better economic outcomes. Were back at the table in international forums, especially the United Nations, to focus attention and to spur global action on shared challenges. We are reengaged at the World Health Organization and working in close partnership with covax to deliver lifesaving vaccines Around The World. We rejoined the Paris Climate Agreement and were running to retake a seat in the human Rights Council next year at the u. N. And as the United States seeks to rally the world to action, we will lead not just by the example of our power, but god willing with the power of our example. Make no mistake, the United States will continue to defend ourselves, our allies, and our interests against attack, including Terrorist Threats, as we prepare to use force if any is necessary. But to defend our vital u. S. Interests, but the mission must be clear and achievable. Undertaking with informed consent of the american people. And whenever possible in partnership with our allies. U. S. Military power must be our tool of last resort, not our first. And should not be used as an answer to every problem we see Around The World. Indeed, today, many of our greatest concerns cannot be solved or even addressed through the force of arms. Bombs and bullets cannot defend against covid19 or its future variants. To fight this pandemic, we need a collective act of science and political will. We need to act now to get shots in arms as fast as possible and expand access to oxygen, test, treatments, to save lives Around The World. And for the future, we need to create a new mechanism to finance global Health Security. That bills is on our existing Development Assistance and global health and a global Health Threat Council that is armed with the tools we need to monitor and identifying emerging pandemics, so we can take immediate action. All right, the United States has put more than 15 Billion toward Global Covid the Global Covid response. Weve shipped more than 160 Million doses of covid19 vaccines to other countries. This includes 130 Million doses from our own supply and the first tranches of the half A Billion doses of Pfizer Vaccine we purchased to donate through covax. Planes carrying vaccines from the United States have already landed in 100 countries, bringing people all over the world a little dose of hope as one american nurse termed it to me. A dose of hope, direct from the american people, and importantly, no strings attached. And tomorrow, at the u. S. Hosted Global Covid19 summit, ill be announcing additional commitments as we seek to advance the fight against covid19 and hold ourselves accountable around specific targets. Three key challenges. Saving lives now, vaccinating the World And Building back better. This year has also brought widespread Death And Devastation from the borderless climate crisis. The extreme weather events that we have seen in every part of the world and you all know it and feel it represent what the Secretary General has rightly called, Code Red for humanity. And the insists and experts are telling us that were fast approaching a Point Of No Return in a literal sense. To keep within our reach the vital goal of limiting global warming to 1. 5 degrees celsius, every nation needs to bring their highest possible ambitions to the table when we meet in glasgow for cop26 and then to keep raising our collective ambition over time. In april, i announced the United States ambitious new goal under the paris agreement, to reduce Greenhouse Gas emissions from the United States by 50 to 52 below levels by 2030. And my administration is working closely with our congress to make critical investments in green infrastructure and electric vehicles that will help us lock in progress at home toward our climate goals. And the best part is, making these ambitious investments isnt just good climate policy, its a chance for each of our countries to invest in ourselves and our own future. Its an enormous opportunity to create goodpaying jobs for workers in each of our countries and to spur longterm economic growth that will improve the quality of life for all of our people. We also have to support the countries and people that will be hit the hardest and that have the fewest resources to help them adapt. In april, i announced the United States will double our public international financing to help developmenting nations tackle the climate crisis. And today, im proud to announce that well work with the congress to double that number again, including for adaptation efforts. This will make the United States the leader in public climate finance. And with our added support together with increased private capital from other donors, well be able to meet the goal of mobilizing 100 Billion to support climate action in developing nations. As we deal with these crises, were also encountering a new era, an era of new technologies and possibilities that have potential to release and reshape every aspect of human existence. And its up to all of us to determine whether these technologies of are forced to empower people or to deepen repression. As new technologies continue to evolve, well work together with our democratic partners to ensure that new advances in areas from biotechnology to quantum computing, 5g Artificial Intelligence and more are used to lift people up, to solve problems, and advance human freedom. Not to suppress Dissent Or Target minority communities. The United States tends to make a profound investment in research and innovation, working with countries at all stages of economic development to develop new tools and technologies to help us tackle the challenges of the second quarter of the 21st century and beyond. Were hardening our critical infrastructure against cyber attacks, disrupting ransomware networks, and working to establish clear Rules Of The Road for all nations as it relates to cyberspace. Rereserve the right to respond decisively to cyber attacks that threaten our people, our allies, our interests. We will pursue new rules of Global Friday and economic growth, describe the level of playing field, so its not artificially tipped in favor of any one country at the expense of others. And every nation has a right and an opportunity to compete fairly. We will strive to ensure that basic labor rights, environmental safeguards, and Intellectual Property are protected. And that the benefits of globalization are shared broadly throughout all of our societies. Well continue to uphold the longstanding rules and norms that have formed the guardrails of international engagement for decades, that have been essential to the development of nations Around The World. Bedrock commitments like freedom of navigation, adherence to international laws and treaties, support for Arms Controls Measures that reduce the risk and enhance transparency. Our approach is firmly grounded and fully consistent with the united Nations Mission and the values weve agreed to when we drafted this charter. These are commitments we all made and that were all bound to uphold. And as we strive to deal with these urgent challenges, whether theyre longstanding or newly emerging we must also deal with one another. All the major powers of the world have a duty in my view to carefully manage their relationships, so they do not tip from responsible competition to conflict. United states will compete and compete vigorously and lead with our value and our strength. Well Stand Up for our allies and our friends and oppose attempts by stronger countries to dominate weaker ones, whether through changes to territory by force, economic coercion, technical exploitation or disinformation. But were not seeking say it again, we are not seeking a new Cold War or a world divided in the rigid blocks. The United States is ready to work with any nation that steps up and pursues peaceful resolutions to share challenges, even if we have intense disagreements in other areas. Because well all suffer the consequences of our failure if we do not come together to address the urgent threats like covid19 and Climate Change, or enduring threats like nuclear proliferation. The United States remains committed to preventing iran from gaining a nuclear weapon. Where were working with the p5 plus 1. Were prepared to return to full compliance if iran does the same. Similarly, we seek serious and sustained diplomacy to pursue the complete denuclearization of the korean peninsula. We seek concrete progress toward an available plan with tangible commitments that would increase stability on the peninsula and in the region, as well as improve the lives of the people in the democratic korea. We have to remain vigilant terrorism emanating from distant regions of the world or in our own backyard. We know the bitter string of terrorism, the better sting of terrorism is real. Weve almost all experienced it. Last month, we lost 13 american heroes and almost 200 innocent afghan civilians in a heinous Terrorist Attack at the kabul airport. Those that commit acts of terrorism against us will continue to find a determined enemy in the United States. The World Today is not the world of 2001, though. P and the United States is not the same country we were when we were attacked on 9 11 20 years ago. Today, were better equipped to detect and prevent Terrorist Threats and more resilient in our ability to repel them and to respond. We know how to build effective partnerships to dismantle terrorist networks, by targeting their Financing And Support systems. Countering their propaganda, preventing their travel as well as disrupting imminent attacks. Well meet Terrorist Threats that arrive today and in the future with the full range of tools available to us, including working in cooperation with local partners so that we need not be so reliant on largescale military deployments. One of the most important ways we can enhance security and reduce violence is by seeking to improve the lives of the people all over the world. Who see that their governments are not serving their needs. Corruption fuels inequality, siphons off a nations resource s, spreads across borders and generates human suffering. Theres nothing less than a no one was hurt threat in the 21st century. Around the world, were increasingly seeing citizens demonstrate their discontent. Seeing the wealthy and wellconnected grow richer and richer. Taking payoffs from bribes, operating above the law, while the vast majority of the people struggle to find a job or put food on the table or get their pizs off the ground or simply send their children to school. People have taken to the streets in every renal, to demand that their governments address peoples basic needs, give everyone a Fair Shot to succeed and protect their godgiven rights. And in that chorus of voices across languages and continents, we hear a common cry. A cry for dignity, simple dignity. As leaders, it is our duty to answer that call. Not to silence it. The United States is committinged to using our resources and international platform to support these voices, listen to them, partner with them, to find ways to respond and advance Human Dignity Around The World. For example, theres an enormous need for infrastructure in developing countries. But infrastructure that is lowquality and feeds corruption or exacerbating environmental degradation may only end up contributing to greater challenges for countries over time. Done the right way with sustainable investment and projects that respond to the countrys needs and engage their local workers to maintain highlabor and environmental standards, infrastructure can be a strong foundation that allows societies in low and middleincome countries to grow and to prosper. Thats the idea behind the build back better world and together with the private sector and our g7 partners, we own to mobilize hundreds of billions of dollars in infrastructure investment. We also will also continue to be the worlds largest contributor to humanitarian assistance, bringing food, water, shelter, emergency health care, and other vital lifesaving aid to millions of people in need. When the earthquake strikes, the typhoon rages or a disaster anywhere in the world, the United States shows up. Well be ready to help. And at a time when nearly one in three people globally do not have access to adequate food, adequate food just last year, the United States is committing to rallying our partners to address immediate malnutrition and to ensure that we can sustainably feed the world for the decades to come. To that end, the United States is making a 10 Billion commitment to end hunger and invest in Food Systems at home and abroad. Since 2000, the United States government has provided more than there are 140 Billion to advance health and strengthen Health Systems and we will continue our leadership to drive these vital investments to make peoples lives better every single day. Just give them a little breathing room. And as we strive to make lives better, we must work with renewed purpose to end the conflicts that are driving so much pain and hurt Around The World. We must redouble our diplomacy and commit to political negotiations, not violence, as a tool of first resort. To manage tensions Around The World. To seek a future of greater Peace And Security of all people of the world. Our support for an Dmnt Jewish State is unequivocal, but incontinue to believe that a Twostate Solution is the best way to ensure israels future as a jewish democratic state, living in peace alongside a viable democratic and sovereign palestinian state. Were a long way from that goal at this moment, but we must never allow ourselves to give up on the possibility of progress. We cannot give up on solving raging civil conflicts, including in ethiopia and yemen, where fighting between warring partners is driving famine, horrific violence, Human Rights violations against civilians, including unconscionable use of rape as a weapon of war. We will continue to work with international community to press for peace and bring an end to this suffering. As we pursue diplomacy across the board, the United States will champion the democratic values to go to the very heart of who we are as a nation and a people. Freedom, equality, opportunity, and a belief in the universal rights of all people. Its stamped into our dna as a nation and critically, its stamped into the dna of this institution the United States. We sometimes forget, i quote the opening words of the universal declaration of Human Rights. Quote, the equal and ina alienable rights of all members of the Human Family is the foundation of freedom, justice, and peace in the world. The Founding Ethos of the United Nations places the rights of individuals at the center of our system. And that Clarity And Vision must not be ignored or misinterpreted. The United States will do our part, but well be more successful and more impactful if all of our nations are working toward the full mission to which we are called. Thats why more than A Hundred nations united around a shared statement, the security council, adopted a Resolution Outlining how well support people of afghanistan moving forward, laying out the expectations to which well hold the taliban when it comes to respecting universal Human Rights. We all must advocate for the rights of women and girls to use their full talents to contribute economically, politically, and socially and pursue their dreams free of violence and intimidation, from central america to the Middle East to africa to afghanistan. Wherever it appears in the world. We should almost call out and condemn the Targeting And Oppression of racial, ethnic, and religious minorities when whether it occurs in xinjiang or northern ethiopia or anywhere in the world. We all must defend the rights of lgbtqi individuals. So so this can live and love openly without fear, whether its cechnya or elsewhere. I am not agnostic about the future that we want for the world. The future will belong to those who embrace eHuman Dignity, not trample it. The future will belong to those who unleash the potential of the people, not those who stifle it. The future belong to those who give their people the ability to breathe free, not those who seek to suffocate their people with an iron hand. Authoritarianism the Ow Authoritarianism of the world may seek to end the era of democracy, but theyre wrong. The truth is, the democratic world is everywhere. It lives in the anticorruption activists, the Human Rights defenders, the journalists, the peace protesters. On the front lines of this struggle in belarus, burma, syria, cuba, and everywhere in between. It lives in the brave women of sudan, who withstood Violence And Oppression to push a genocidal dictator from power. It lives in the maldovans. Itlies in the young people of zambia who harness the power of their vote for the first time, turning out in record numbers to denounce Corruption And Chart a new path for their country. And while no democracy is perfect, including the United States, well continue to struggle to live up to the highest ideals to heal our divisions. And we face down violence and insurrection. Democracy remains the best tool that we have to unleash our full human potential. My fellow leaders, this is a moment where we must prove ourself the equals of those who come before us, who with vision and values and determined faith in our collective future built our United Nations. Broke the cycle of war and destruction, and laid the foundations for more than seven decades of relative peace and growing global prosperity. Now, we must again come together to affirm the inherent humanity that unites us is much greater than anyoutward divisions or agreements. We must choose to do more than we think we can do alone. So that we accomplish what we must to and in this pandemic, making sure were better prepared for the next one, stating off climatic Climate Change and increasing our resistance to the impacts were already seeing. Assuing a future where technologies are a vital tool to solving Human Challenges and not a source of greater strife and repression. These are the challenges and what theyll inherit. We can only meet them by looking to the future. I stand here today for the first time in 20 years with the United States not at war. Weve turned the page. All the unmatched energy and commitment, will and resources of our nation are now fully and squarely focused on whats ahead of us, not what was behind. I know this. As we look ahead, we will lead. We will lead on all the greatest challenges of our time, from covid to climate, Peace And Security, Human Dignity and Human Rights, but we will not go it alone. We will lead together with our allies and partners in cooperation with all of those who believe, as we do that this is within our power to meet these challenges, to build a future that lifts all of our people and preserves this planet. But none of this is inevitable. Its a choice. And i can tell you where america stands. We will choose to build a better future. We, you and i, we have the Will And Capacity to make it better. With a sweeping speech and the State Of The World and Americas Role in it. Biden saying, we are at an Inflection Point in history. A decisive decade for our world. He called on World Leaders to work together as never before and to those who have criticized a chaotic withdrawal from afghanistan, he said, u. S. Military power must be our tool of last resort, not our first. And of course, he addressed two of the key challenges that are at this general assembly Climate Change and coronavirus. He also talked about a key part of his domestic agenda. Infrastructure. Joining us now, Nbc News White House correspondent, jeff bennett, who was at the u. N. Michael crowley, a diplomatic correspondent for the new york times. David ignatius, Washington Post Columnist And Associate editor, as well as an Msnbc Contributor and california democratic congresswoman, barbara lee, serving as a representative to the general assembly. Jeff, this clearly President Bidens biggest moment on the World Stage so far. Whats the goal of his address and whats your takeaway . You know, chris, i think the speech was a Toptobottom Articulation of and defense of President Bidens world views. Some people have taken to call this the biden doctrine. What you heard also was a wholesale recalibration of Americas Footprint in the world after four years of a trump presidency, that was focused on his america first ideology. And so what you heard the president say was that the u. S. Will find ways to work collaboratively and collectively with our global partners, but never at the risk of the u. S. Interest. And as you mentioned, he talked a lot about how this country, how this world really sits at an Inflection Point. And he offered this sort of either or proposition on Climate Change. Either we meet the imminent threat posed by Climate Change or we lived in an environment where there are increasing destructive wildfires, hurricanes, rising waters. When he talked about the Leadership And Power Around The World, he said, either we leave by the principles of the u. N. Charter or allow leaders to trample and twist them for naked political pursuits. So from there, he talked generally about the situation in afghanistan. He never once used the word afghanistan, but he talked about how were closing the chapter. He said, im the first president to stand here where the u. S. Has not been at war for 20 years. Closing that chapter and focusing more on what he sees as the growing threat. A rising and resurgent china. All of the issues in the indopacific. Cyber terrorism and the like. So the real work starts now, chris. Hell meet later at the White House with the british uk prime minister, Boris Johnson. You heard the president say that hes willing to commit 100 Billion to the overall Climate Change efforts to combat Climate Change. Thats something that Boris Johnson wanted to hear more about. Theres a summit at the white House Tomorrow focused on covid. So the speech really sets the foundation for the work that is to come, chris. Lets talk about that real work. Joe biden has a long history with our allies. Again, a stark contrast with president trump, with when he went before the u. N. , he got laughed at, who said he had accomplished more than any other previous president. But for joe biden, there are still real tensions, including most recently that secret Submarine Deal that has france so angry. Still some concern about the way the withdrawal was handled from afghanistan. Do you think that he told skeptics what they needed to hear . Talk about the real Work Thatd ahead . Yeah. Well, chris, there is a lot of real work ahead, but i think that that this Speech Hit all the right notes for this audience. It was just striking how consummate the theme in this speech was of global cooperation. Were stronger if we work together. He was defining himself against an america of the last 20 years that was often seen as militaristic. He kept invoking this idea that two decades of war is over. And although eight years of that time was under president obama, who was quite internationalist to work with allies, it was still the kind of post9 11 era, where america was seen as, you know, having a very strong, aggressive Military Presence Around The World. Biden was trying to say, were turning the page on that. This era of war is over and really unveiling this ambitious vision where through diplomacy and peaceful means, you can alleviate Poverty And Increase Human Dignity. Its awfully ambitious, probably a lot of it, sadly, will not come to pass. But i think those are the right those are the right notes for him to be playing. But it will be a matter of execution from here. And as weve seen, President Biden has been talking about working with allies since his first day in office, since even before them. But on the execution, there have been problems both when it comes to afghanistan and this subdeal that have left allies upset. Its not always easy. So they have to continue to execute to get back in a better place. David, it is ambitious to say the least, and in his closing, the president said, it is within our power to meet these challenges. But as he tries to meet these challenges, as he lays out this big vision, what are the obstacles ahead . And what are you going to be watching for . Tell me your take on this . So i did think it was an ambitious peach. I think President Biden touched on all of the traditional themes of american internationalism, the very foundation of the United Nations is part of the internationalist ideology that President Biden was sharing. What a contrast with president trump, who disdained this sort of collective approach to international problems. It was reanchoring the u. S. In the kind of words and values that the u. S. Associates with this. The challenges are that this is a very complicated world. Making unilateral agreements work together. Responding to problems on the level of global Climate Change, the global exposed pandemic have proven very, very difficult. So President Biden was using the rhetoric of collective cooperative action, promising new programs, new money for Climate Change. A new vaccine available for our friend Around The World, and an america that is not going to be burdened going forward with more. I thought the Line Michael mentioned that is centrist to this speech, for the first time in 20 years, the u. S. Is not at war. Its a powerful statement to this group. And the second powerful statement he said is, we will not go it alone. I think that you know, those things resonate, the challenges are just how complicated the problems are. But i think in terms of a good speech, you couldnt get the words, the sheet of music better than this. Congresswoman, the president also said he is talking to congress about some of these issues. He brought up infrastructure. He tried to frame it in a global way, but clearly, theres also a message there about what he needs in terms of his domestic agenda, what he believes that means in terms of both domestic security and prosperity. Do you think that congress is going to take away anything from this . And how much can the United States focus on that clearly not just ambitious, but as david points out, extraordinarily complex world view, when there is so much complication, just trying to get his basic agenda through congress right now . Well, thank you. First, we know its not going to be easy. And of course, the president said that. But he did open this new chapter in terms of our national Security Policy moving forward, as it relates to global Peace And Security. What he did do, also, is connected with our domestic agenda, which i have always said, has to happen. We are part of the global community. And so i think he did a very good job in putting all of that together, even saying that democracies, including our own, in many ways, are very difficult, but democracy is the path forward. But also, i was so delighted to hear him talk about the military option as always being on the table, but should not be the first option in ending that 20 years of war. We need to reimagine our national security strategy, which is diplomacy, development, and defense is always there. So i believe that he has, in his speech, reprioritized and as i say, reimagined how we move forward with our national security. And finally, ill say, i chaired the subcommittee on state and foreign operations. Many of the investments that he talked about come through my subcommittee. So the challenge is going to be to make sure that there is this balance or at least this reprioritizing our tax dollars, because my budget is 62 billion. And of course, our Defense Budget is close to 740 billion. So were going to have to look at how these investments are going to be tracked and reinvested in diplomacy, development, and humanitarian assistance, so that we can have a more balanced approach to our national security, which he laid out. So i think thats going to be the challenge for the congress and for the taxpayers, to recognize that weve got to invest in many of the initiatives that he talked about today. And michael, we only have one minute left, but i dont want to ignore what are two big headlines for this general assembly, and youve done deep dives on them, your paper has done deep dives on them. Im talking about Climate Change and covid. What, if anything, should we expect coming out of this . The mayor of Del Rio telling me the number as dropped considerably in the last 24 hours. There are at last check about 9,000 migrants beneath that border bridge. That number has dropped from a combination of things. 24 7 bussing to other Processing Centers by the Border Patrol in addition to those flights that will only ramp up in the coming days going from san antonio, texas, to portauprince, haiti. We know over the weekend about 300 migrants were flown back home. Each of these planes only carries about 135 people at a time. You still have this massive task thats equal parts humanitarian and equal parts immigration, trying to get Food And Water out to everyone who needs it on top of medication, that is really the plight facing authorities. And the need for the haitian, men, Women And Children still waiting beneath that bridge with a very uncertain future. Dhs is focusing on single haitian adults and families who dont claim asylum. Any unaccompanied Child Or Family claiming asylum should be able to stay in the United States. Were seeing an incredible presence from State Troopers on the banks of the rio grande river. It is still very much a dynamic situation with more ahead than whats already been done. Julie, you have been reporting on the new group of migrants heading there. Tell us what you know. We learned from documents we obtained late Last Night that dhs is monitoring a group of 20,000 Haitian Migrants who have amassed in northern Colombia And South america and also peru and panama. They are getting ready, they believe, to possibly come to the United States. Right now dhs is monitoring this group. Even after dhs handles that group that morgan is reporting on, there could be others coming, primarily because of the unrest in haiti and a lot of the economic opportunities that have dried up for these migrants who left haiti some year ago to go to central and south america. Now theyre left with little work and no place to call home. This might not be the end of this haitian immigration crisis were seeing. Its something we know dhs is carefully monitoring, because this group right here really took them by surprise. And how quickly and how many came here. It also speaks to the question now about this controversy. It was addressed at the podium in the White House briefing yesterday. What exactly happened with these Border Patrol officers on horseback, the promise that its being looked into. Are you hearing anything about any procedures that have been changed in the wake of this . Whats happening there . Reporter i did speak to a member of Border Patrol yesterday who tells me a statement is expected to come out here sooner than later. As far as the images in question, those were taken on saturday when we saw that incredible surge from law enforcement, State Troopers parking their cars on the river, those Border Patrol agents on horseback, essentially trying to stop the flow of migrants after days of crossing at that Dam Area on the rio grande river. There is no word on Whether Practices will be changing. However, Secretary Mayorkas says they are looking into it. There have been no confirmed reports of any migrants being struck by those agents on horseback. You can see the video for yourself. That was the situation playing out Saturday Evening upon the arrival of upwards 400 Border Patrol agents sent here by dhs to stop the flow of migrants. Theres a political situation as well in texas. Tell us whats happening within that state, what the conversations have been politically and their message to the administration . Reporter the message to the administration has been too little too late. The mayor of Del Rio telling me they have seen the handwriting on the wall that this could potentially be a problem now for months. He said he reached out to federal authorities multiple times and that it wasnt until essentially they were overwhelmed by the number of people coming across the river that they finally started to see a response. When i spoke to Secretary Mayorkas yesterday, i asked him did the federal Response Match what was coming across the rio grande river. He said yes. I believe that video would say otherwise. When you see the Border Patrol agents outnumbered to a large degree up until, i would say, Saturday Evening, Sunday Morning before things were finally somewhat under control here. We do expect Governor Abbott to visit Del Rio today. He filed an Emergency Declaration to President Biden yesterday requesting more federal resources here, because he says that the state has had to pull resources from all over, sending hundreds of State Troopers to this area. That, in turn, has left them hurting elsewhere. It remains to be seen how many more federal resources will be headed this direction.
