Disease and mass Death Event in american history. Today a new announcement brought some hope of potentially shielding young children from the coronavirus, that is, those Hoops Parents are willing. And those who believe in the vaccine. Pfizer says that lower dosage of the vaccine is safe and effective for all children between the ages of five and 11. Meanwhile, the administration has been taking heat from u. S. Allies over its travel band, based on the vibe russ. For foreign visitors. Today that policy was revoked. The White House will allow fully vaccinated for nationals to fly into our country starting in november. And as we mentioned, biden will make his debut at the Un General ascend lee tomorrow. His appearance comes after that chaotic exit from afghanistan, and at a time when friends is angry at us, over our weapons deal. What you will hear the President Talk about tomorrow is that we are committed to those alliances. The threat of climate, the threat of democracy, the threat of leveling the economic playing field, addressing and preparing for the next pandemic, those are all issues that we will continue to work with our partners on. Meanwhile the president s ambitious push to rebuild the nations infrastructure, and expand the social safety net, now running into the realities of our current congress, both the house and senate, are back in session at the same time for the first time since july. Democrats are under pressure to make bidens three and a half trillion Dollar Legislation Agenda of reality. And being pushback from some of the moderate members. White house and democrats also now trying to stop the nation from going over what we like to call a fiscal cloth. A Government Shutdown at the start of october. And the Treasury Department that campaigns bill potentially. Unless the Debt Limit is raised. And its the republicans who are resisting. The republicans are doing a dine and dash of historic proportions. That hurts the american people, and hurts our country. Both parties will have to come together to allow the federal government to continue its most important responsibilities. Paying the bills, and making good on our outstanding obligations. Since democrats decided to go along, they will not get senate republicans help with raising the Debt Limit. So all this uncertainty here, coinciding with the big drop in the market, the dow lost over 600 today. Fears about economic instability in china. Were also a factor in driving these losses on the market. Even as congress grapples with things like keeping our nation of, load the House Committee investigating the January 6th Riot And Insurrection is moving ahead. The committee met for several hours just tonight. The chairman said subpoenas could be coming soon. We will probably, as a committee, issue subpoenas either to witness or organizations within a week. Also tonight we are following the latest development in the case of mr. Allen weisselberg of New York. The trump organization cfo, charged with tax fraud. Weisselberg was back in court today, one of his lawyers told the judge that more indictments are expected in this investigation into the former president s family company. The judge indicated a trial will probably not get underway, until august or early september of 2022. So Justice Wont exactly be swift. With that, lets bring in our lead off guest on this Monday Night, Philip Rucker Restrengthen court responded for the washington post. , how the New York times bestseller i alone can fix it. Yamiche alcindor door, for Pbs News our, and moderator of Washington Week also on pbs. And Doctor Celine Gounder back with us as well, critical site critical professor of medicine. A critical role these days. And it effective diseases, she was part of a panel that it advised the biden transition team, she also hosts the weekly podcast on the impact of the coronavirus. Appropriately called epidemic. Look at Evening And Welcome to you all, and mr. Booker id like to quote back to you. What your colleagues have written about the biden White House tonight. Bidens governing agenda at risk of unraveling on Capitol Hill after a mounting series of delays, clashes and setbacks that have snapped momentum from an ambitious and intricate push to deliver on longstanding democratic policy priorities. As a quota to that bill, whats the guest on how much time they have in High School civics courses, they teach us that new president s pretty much have to get their agenda done afternoon . Well thats exactly right brian, by The End of this year, the members of congress and really the political class in washington is going to be looking at the Midterm Elections and the partisanship is going to become even more interest and making it more difficult for biden to achieve the contestants that hes been looking. For so its really a Makeorbreak Moment for him this fall. And when you start to break down those items on the agenda, it becomes more like a Makeorbreak Twoweek Period for him. First and foremost that that Ceiling Limit that you referenced, that has to be raised or else hes going to lead this country into a Government Shutdown. And that sort of crisis of confidence that he certainly did not campaign for, and does not want to have on his hands. So theres pressure on the administration right now to be working to try to get republican votes wherever they can find them in order to raise that that limit. Even as republican leaders like Mitch Mcconnell, stand opposed to it, but biden is also having to deal with features within his own democratic party, weve seen them for months now over the spending bills. Both the Infrastructure Package that had already passed the senate and installed in the house right now, but then the also much larger three and a half trillion Dollar Package of democratic domestic priorities that are so essential as a progressive base. But that moderate democrats are resisting. And those negotiations are not making a ton of progress with senator Joe Manchin and christian cinema, but there is a feeling here in washington that theyre only really a few more weeks left to make some sort of a deal here. And that any sort of delay into next year could really spill the defeat of that bigger package. Indeed, as we mentioned the president balancing a lot, lets you and i talk about Foreign Policy forbid. Specifically bojo and our colleagues, interview with george johnson, prime minister of The Uk, will play a bit of that and discuss on the other side. You think the president was too stubborn about this total withdrawal by a certain date from afghanistan . What i consistently tell you is that i think he took a view, an america has done that for many years. Its a respectable argument to say that enough is enough. You cant subcontract the government of your country to other people. Theres got to be some sort of system. Do you agree with the decision . Sounds like you do. Could we have done it a bit differently . Maybe we could. So with that as the setup. Set the stakes with us as you would with Joe Biden at the un serving to. Well its a tense moment for the biden administration. You add of course all of the domestic challenges to the Foreign Policy challenges, and you really see an agenda that is straining under the pressure of so many things. So of course there is the aftermath of afghanistan of course for johnson telling that he essentially agrees with the way that biden pulled out. Saying maybe there couldve been a couple of things that are different, but overall president biden is still in some ways having to prove to people, and having to talk of the idea that he Made All of the right decisions. That the things that he did, the way that he pulled out, that this was the way it had to go. And that he really does believe that the u. S. Government carry this in the best way possible. But add to that the fact that the u. S. Government just tucks week admitted that we mistakenly killed a civilian after military officials came out saying that that drone was targeting isis enters an instead it killed tens of millions and seven kids. Then you have to add to the fact that theres recalling their ambassadors because they are angry at the new Defense Deal that the u. S. Has made with The Uk in australia. And that of course add to that that this border issue. I can tell you with this patient migration issue, even though maybe it is not seen in some way as a top Foreign Policy issue, this gets to the heart of a president biden ran. On and that is that hes going to be addressed president , our president that cheated people humanity. There are a lot of people saying that what they are seeing on the border with Border Agents using running after people on horseback, what theyre seeing is despicable, disgusting, cruel. Those are the words ive been hearing, from people ive been talking. Two and of course i also say, the White House is defending all their moves. The White House is doubling down on all of the different things that the president said. White house officials tell me that the president , when he goes to the un and speaks before the un, he is going to say, at The End of the day, what were looking for to what america centered on this the idea of ending this 20year war. And starting this new intensive phase of diplomacy. And that is going to be the central topic of the presidency of the speech. And were done with this war and removing. On so that idea that the president is going to come a Defendant Self is pushing it forward. But there are just mounting challenges ahead of this human visit, and ahead of this human speech. Doctor gounder, speaking of mounting challenges we have the first potential good News Today in a long while with the pfizer announcement. We have to subtract from the good news the kind of Anticipatory Percentage of antivaxxers who will not allow their children, and its a family by Family Decision after all, will not allow their children to get the vaccine. But tell us what we need to know about this pfizer News Today. And when we see shots young arms. Brian i think parents across the country really breathe a huge sigh of relief this morning waking up to this news. I do think its important to understand that we have not yet seen the data that pfizer has released. Pfizer has not yet submitted to the fda but will be shortly. If all goes smoothly we could well see the fda issuing an Emergency Authorization for the use of its vaccine in the 5 to 11yearold group. By halloween with that said what weve seen with older children, so those 12 enough, is that the biggest predictor of whether they themselves get vaccinated, is whether their parents have been vaccinated. And so weve seen that rates of vaccination across the country, both in adults and in the 12 and up children, weve seen that those Vaccination Rates are really variable, variable by car doesnt ship, variable by geography, and we expect that will continue to be the same. One of the things that were really concerned about is what the impressionable continue to be beyond children. Weve seen a huge surge in covid among kids around the summer. And kids handing up in hospitals and icus. This is very much being driven by the emergence of the delta variant. And if kids dont get vaccinated, they will remain very much at risk. Especially as they head back into the classroom and our risk of transmitting to one another. You mentioned that frates, emergency use authorization, doctor, and while there was not prominent in the american lexicon, prior to this pandemic. The antibiotics has latched onto those three words. And they have pinned their use of the experimental vaccine phrased all edgy on that, because it is not full approval. Youre plugged into this world, has there been any discussion about condensing this process of streamlining this process of government to give it that label of approval . And take away the weapon of referring to it as an experimental vaccine . While we have seen the full approval granted to the Pfizer Vaccine for use in older adults in 16 and over. We will eventually likely see such an approval for younger children, its just a question of having the time to collect the additional followup. And there is really no way to Fast Forward that time. So Philip Rucker lets go back to politics. We learned today in the many portions of the woodward cost a book, two of your colleagues that have been coming out prior to official li hitting market, that Senators Lee and graham, where in charge of vetting some of trumps false claims about the election. And found nothing. There is a difference though between us learning that and then saying so publicly, do you think we will ever live in a time where people are willing as longest on all trump is allowed and well enough force in that party to say so publicly . Theyve descended with reelection for trump supporters as their constituents, i think the answers probably going to be no. It has been no so far. It is remarkable to consider how many republican members of the senate, even in State Offices around the country refused to say the big lies when it is. It is a big lie, they refused to acknowledge the legitimacy of Joe Bidens election as president. The refused to correct the former president , Donald Trump when he advanced so many false conspiracies. And sort of Made A focus statistics about the Election Fraud claims exist when theres no evidence to support that. Rapping said, people close to trump i do not stand for election have been forthcoming in saying the truth. Including, i would say first and foremost, the former attorney general bill barr. Who was in many Respects President trumps sort of Hatchet Man in near parts of the presidency. And yet by the election in 2020, decided he couldnt do it anymore. He came forward in the associated Press Interview a couple weeks after the election to say that the department of Justice Investigation of Election Fraud found that there was not hoops near selection for that increase the outcome of the election that. Enraged then President Trump led it to the bridge in their relationship. That is one example of somebody who has told the truth. But members of congress, i dont think were going to hear the truth for many of them from time to come. And a final question to you that draws in your conversations with people around the president. And you mentioned the things he ran on in terms of immigration. He ran on a lot of, things including but not limited to his time as an insider. A political realist, heres a guy that entered the senate in early seventies. He is now himself in the late seventies. He knows about the bs factor. He knows about the legislation moving at the pace of molasses. And yet, frustration must be sitting in that West Wing with the timeline in the fact that it is rapidly running out. My sense in talking to White House officials is that really there are two things, they do think that the president s are still doable its not off the rails. I think that some of the covers they are seeing is infuriating to them because they still think it is something if the president as well as democrats can pull off when you think it Reconciliation Wilson Infrastructure even on immigration and that is a hard thing to do. When it comes to the second part of this, they also understand that it is never good when the president s compared to his predecessor, the former president Donald Trump, not only by republicans are people trying to make a comparison. But its the friends who are pissed off and mad about the new deal. It is haitian american activists who are looking at the border and saying, you are acting like former President Trump in that you are treating people inhumanely. When you look at in that regard, when i talk to officials they really see this as in some ways, its the optics of this that make it harder for him to then go in with the political power thats needed to really push things along. For him to have a lot of power because of the fact that the senate is just so tight. I really think that this is some ways weighing on them. But i should tell you when i talk to White House officials, they do say that the president should not be counted out. This is sort of the middle part of this. That the president still has a very good confidence in the fact that he can pull off some of his kids and items, including this Infrastructure Bill. Great appreciation for our Starting Line on this Monday Night, as we begin a new work week. Philip rucker, michelle, Doctor Celine Gounder. Our thanks to three of you for starting us off. Coming up for us, is it possible that Government Bureaucracy is really what turned the virus into a public Health Disaster . And uncontrolled pandemic. Pandemic about 2000 deaths each day. In his new book, former Fda Commissioner Doctor Scott Gottlieb reveals disturbing details on how our country repeatedly crumbled under the threat of the virus. And why we are still vulnerable today. He writes this in part quote, federal government started off in a weak position, with plans that were ill suited to counter new coronavirus. This mismatch between the scenarios we drilled for and the reality that we face left us unprepared. Poor execution turned it into a public health tragedy. For more, we earned a place to welcome the Broadcasting Aforementioned scott godly, that board of democrat pfizer. Also the author of the important new book, Uncontrolled Spread, why Covid19 Crushed us and how we can defeat the next pandemic. It is due out tomorrow, we are happy to have him tonight. Doctor, i am looking at the subtitle of your book which reads why covid19 precious. You realize a good percentage of the audience has a very simple answer for that question. So, i will put it this way, understanding your argument as multi layered. A lot of it has to do with Bureaucracy And War gaming the wrong War Games for the pandemic we were handed. Had the last president not lost say, all the month of february the first point of the pandemic. Our last president not gonna deny or. Had he not engaged and committed malpractice. If we had a president aggressively acting from The Beginning, where would be today . And a better place, but theres no question that there was shortcomings in the structure of our response. The agencies it was interested to engage in that response. And i think that we need to look at those systemic shortcomings if were gonna be better prepared to the future. Theres been a lot of talk about the political narrative, the political shortcomings. I think we need to focus on that. That is important. But if we really want to get to the Root Cause of what made the u. S. Successively vulnerable to this pandemic, we are going to have to have an honest discussion about what went wrong with respect to federal agencies. I think a lot of the problems stem from our overall lands on the center for disease control, without really recognizing that that agency didnt have the logistical capacity. Didnt have the capacity to collect initial guidance like a cough in form and the response. And we need to look at where we could get better logistical support for trying to mobilize response that we need in the public crisis of this magnitude. It could it is not to be different agency, but it has to be an agency with Cdc Reimagined for this purpose. We will be struck by another pandemic, this coronavirus surprised us, we always anticipated that the next pandemic could be caused by an influenza. And the next pandemic probably will be caused by an influenza. I dont know that we are much better prepared today to deal with it then we were three years ago. We have seen the antivaccine Community Merge in their numbers and rise in importance so we mentioned on the board of pfizer the good news from that company today. As i said, earlier in the broadcast is tempered somewhat knowing that a large percentage of parents are not going to opt to have their children vaccinated. When else do you see on a daily basis that we are doing wrong right now today . That we could correct, like repairing the aircraft in midflight. Well look, weve done a good Job Rolling out the vaccine to the adult population. 76 of adults over the age of 18 apparentlys one dose of the vaccine. Most of them will complete the series. We will continue to chip away at that. Well get an uptick in the adult population. The biden administration is on a good job to ruling it out with the adult population. About 50 of those children who revel, its only authorized for children above the age of 12. We have to continue to chip away, that i think were gonna see overtime as more and more School Districts to mandate the vaccine. Making the current about his vaccine a part of the immunization schedule. I think prancing to top the patrician, pediatricians are very effective account saying parents are in the pros and cons of vaccinations. Im hopeful that one is authorized, particularly for younger kids, ages 5 to 11 which hopefully come soon. A lot of parents recognize the vulnerability of children, they will be flown at this is a very difficult decision for a lot of parents. Theyre concerned about putting medical products and a healthy child, i understand that. But the Risk Council plans to this decision. Doctor, given your life in public health full readers of the book find out what it was like for you personally in realtime to watch president of the United States saying go away it will fade away . It is just like the flu, suggesting along cleaning through antiseptics. What was that like in realtime . Well look, i wasnt just watching it but i was having discussions with the White House over this time period. I continued have dialogue with people who i had worked with in the administration. Including the president , i have a number of conversations with the president. Ive met with him and i recounted some of those episodes, trying to convince him not to pull out of the world health organization. Having discussions around trying to convince the administration to pursue the medication that they ultimately did. To try to cut down on these Scope And Spread after New York was involved in the Health Care System there. It was really brought to the brink of a collapse. So, some of those are difficult conversations. But i think there is a period of time in the administration was very focused on this crisis. The problem is that this focus was inconsistent. I think they began to lose focus and that they had cohort of advisers, the Uncontrolled Spread was inevitable. I dont believe that that was true. I think that if we had a constant action, we couldnt put it down or pressure on the scope of this epidemic. We werent able to galvanize the country around a set of shared principles and collected back that was effective. I think that is where the President Couldve asserted more leadership in the White House. It was the Shifting Message from the White House, as much as it was Anyone Message from the White House. The fact that they didnt stick with that through The End, through Election Day trying to convince americans who are collectively around a common set of shared actions. That could help until the epidemic. The title of the book tells the story of what we witnessed and what were still sadly living with. It is Uncontrolled Spread. Why Covid19 Crush does and how we can defeat the next pandemic. Doctor Scott Gottlieb has been our guest tonight, thank you very much for coming on the broadcast. We appreciate it. Coming up for us how the only twice in preached Florida Retiree is working to oust the top republican in the senate, when we come back. K. When you have nausea, heartburn, ingestion, upset stomach. Diarrheaaaa. Pepto bismol coats your stomach with fast and soothing relief. And try new drug free pepto herbal blends. Made from 100 natural ginger and peppermint. New reporting by the l. A. Times putting a stark reality about just how dangerous our current political climate is. Back with us again tonight is david former obama campaign manager, and senior adviser to the president. And tim Miller Contributor to the bulwark, former Communications Director for one jeff bush. Good evening gentlemen, tim id like to begin with you. The tens of people who showed up at the rally this weekend in washington notwithstanding. Can you believe the specter of physical violence that hangs over our politics . And for folks who havent thought about it, Capitol Hill police, they have Security Details for leadership. But if you are a Freshman Member of congress, flying home to your district in colorado for the weekend, you dont have someone, they dont have a big enough to payroll to accompany you on the plane. You can hope for local police or sheriff to be there when you arrive at the airport, and you can hope if your familys been threatened, that they put a Squad Car outside your house. But this is very dangerous and very personal for elected politicians. Yes, look brian, i think that point is very right. I dont think that you should take a sporadic attendance at the instruction for the rally this weekend. The threat isnt real the lesson you should learn from it is when you have a president in a Capitol Police in a Security Infrastructure that was actually ready for it, and actually was on the side of trying to prevent it, and have undercover cops embedded among the group trying to ensure that everyone is safe, then the people on the bad actors active response to that, they dont show up. So this was a difference between this and one six who came on the side of the insurrectionists. So i think what you learn more from this is that this can be prevented with the right kind of policing. But as far as the threat and the individual, the oneoff threats to congressman, there is real as ever. I think you just need to look at what happened with the Anthony Gonzales Republican Congressman who voted to impeach former President Trump. Retiring at age 36, this weekend. Because he feared for the safety of his family. This is a former football player, a tough guy, an alpha. And he decided that Congress Wasnt for him because he no longer wanted to have security extorting him through the airport every time that he won in public with his young kids. That was in the life that he wanted for himself. And so you can see the impact of this, both the threats are real, and the fact that theyre scaring off normal public servants who actually care about their jobs and theyre going to be replaced by closet insurrectionists, Like Miller who was primary gonzales who is mostly known for his Rap Sheet and beating up his ex girlfriend. David plouffe, on that delightful no, let me read you something for the Wall Street Journal about the former president. So david, remembering the motto of the democrats is never miss an opportunity to miss an opportunity, do you buy into the theory of this divide, and is there any way don trump doesnt win at The End of the day . Bryan lets Fast Forward to about this 12 months from now, look at the top six drew that he has stirred up here. He shouting from a megaphone that you Cant Trust elections. So i think some people are going to come to the conclusion, why bother to vote. Using Mitch Mcconnell who is republicans turnout to become the Senator Majority Leader after, should be replaced. And now we know from the woodward and cost a book, that hes trapped touching kevin mccarthy. So that is not a helpful dynamic, particularly in a Midterm Election. Where every Midterm Election is hard to turn off voters in both party. But the republican party is going to be very reliant on people who basically marched to the trump tune. And hopefully democratic groups, some democratic candidates, will do a good job of keeping that in front of some of those voters. To remind them what trump is saying. So i think it is again political malpractice, trump is not thinking, he is not a chess player, i dont think. Hes a checkers player, if you could even given. That but this is all about him. And i do think that that is a trifecta of trouble for the republicans. When youre saying that you Cant Trust elections and the people who would take control of republicans, when the house incident, i dont like, i dont think they should be there. Youshan like them either. Thoughtful answer from mr. David plouffe, and i message from the dccc, we are just getting start with both of these gentlemen who have agreed to stay here while we get a break and continue our conversation. And indeed coming up, exactly when did Mitch Mcconnell decide it wasnt okay idea to let our Country Default on its debt . Some guesses when we come back. Hey, i just got a text from my sister. Republicans are united in opposition to raising the debt soon. Well raising the Debt Ceiling because America Cant a fault i mean that would be a disaster. So in a burst of media savvy, senate democrats put that out to show the hypocrisy, and situational nihilism of Mitch Mcconnell. On the topic of our Debt Ceiling. The voting of the Government Shutdown just none of the of votes coming for the senate, when you added in with things like, Infrastructure And Voting rights. Still with us thankfully David Plouffe and tim miller, david ill get to you in a second but i want to continue with you if you will, if you would divide the dccc, if you were to advise democrats on the same kind of campaign discipline, democrats are used to seeing from republican campaigns of lead, how do they achieve their goal . Well brian, i will point out the people in the country who think that republicans are the best messengers and campaigners of all time, i dont know democrats have the so lets not give them too much credit, but you have to zero in on the pandemic and make them pay. For the milk or just. Money has been. Showed you have to really whiffed up what has been happening in the Infrastructure Bill assuming that passes. The recovery act, you can with daytoday you know a lot about these voters. And thats not just to persuade swing voters. Its very important that we have a third straight election where democrats have a good enough turnout to. Wind and i understand with every District And State has its nuances, but i think that this notion that the republicans can can get great turnouts again is also a question. And thats where i think trump is poisoning the atmosphere. And i think a lot of voters particularly his fans why bother tom miller, . Lets talk about Mitch Mcconnell. A broad question to you, when i pretty much know you think about on a regular occasion. That is, where did this nihilism come from . Take the case of Mitch Mcconnell, a guy who is a complete product of The System. Where did it come from that he now is okay burning The System down . Well look, the situation here brian is a feature not of for Mitch Mcconnell. I dont think this came naturally for him out of birth. It came from the fact that this is what Republican Voters want from him. He realized that he could be nihilistic and get what he wants, just powerful power sake. You know, if you roll back the clock to the garland debate, the fact that Mitch Mcconnell got away with that and was able to essentially steal a supreme Court Seat demonstrated him that he suffers no political penalty for acts like this. The only way to get Mitch Mcconnell the changes actions is to ensure that he suffers a political penalty. I think you saw him change only temporarily, but somewhat after the loss in georgia to speak out against Donald Trump. He was upset that Donald Trump caused him volatile power. Joe biden and the sec are successful at making Mitch Mcconnell pay politically for shutting down the government of threatening to shut down the government. Then he wouldve been if you didnt accuse can pay political penalty for, he certainly is not going to win the republican base just exist to want to cause pain to Joe Biden. He will back, off the only way that the republican base wants this and they are demanding denialism is to create enough Noise And Signal to turn independent voters against the actions of the. Turning their numbers down in the polls. This is why was so appreciate when these two thoughtful friends of our broadcast come on to join us and take our questions. Our thanks to that with David Plouffe and tim miller, gentlemen thank you both. Coming up for us is the perspective of a vaccine for kids over five. The trial of 2000 kids showed that they developed a strong immune response using one third of the dose given to older age groups. We intend to submit the data by The End of the month. And then of course it will be up to the fda to review that data. The news comes as pediatric covid cases in the u. S. To jumped 240 since july.
