Answer reporters questions in Del Rio, texas moments from now amid the scramble to to handle the people. Welcome to meet the press daily. Im Garrett Haake in for Chuck Todd on a busy monday. We expect to hear from Homeland Security Secretary on the influx of haitian migrants on the southern border. Well wring it live it happens. This morning the first step in the news so many people have been waiting for. Pfizer says the covid19 is safe and isketive for Children Ages 5 to 11 and says it will submit the data of the fda by tend of the month. This is welcome, welcome news for parents. And well have much more on that in just a moment. Its also a development that the White House and democrats in congress would love to be celebrating today. But they find themselves in a web of interwoven standoffs where nobody is blinking. Im thinking like reservoir dogs. And if they dont figure a Way Out, the entire Biden Legislative agenda could fall apart. Because deadlines to avoid a Government Shutdown and a potential default on Government Debt are around the corner. As congress returns to Capitol Hill, heres where we are right now. Starting with the house. One week from today is the selfimposed Deadline Speaker Pelosi set to take up the bipartisan Infrastructure Deal. But the Progressive Caucus is adamant that they wont vote for it unless theres a vote on that sweeping 3. 5 trillion Budget Resolution first. But then there are a group of the nine house moderates who say Theyll Jump Ship if that happens. And adding another level of chaos on top of this whole thing, the Reconciliation Package likely wont be ready by monday with seven committees still working on the bottom lines. You still with me . The Senate Parliamentarian is handed democrats a crushing defeat saying a pathway to citizenship is not allowed in the budget reconciliation process. Democrats say they have a Backup Plan, but its not entirely clear what that is. Meanwhile, tied up in all of these legislative standoffs and set backs are two impending deadlines. Government funding runs out September 30th and the Debt Ceiling limit is set to be hit sometime in october. Republicans say they wont help with the Debt Ceiling. It leaves the heavy lifting to democrats which would add another wrinkle into their not yet ready Reconciliation Package. Look, folks, there is no Way Out of these series of standoffs that will make every last member of the democratic caucus happy. But if they dont get action on at least some of the matters, its not just the Biden Ajen a in peril. The Government Wont be able to keep The Lights On in a matter of days and the economy could be headed for something much worse after that. Joining me now is our white House Correspondent mike memoli, Lee Ann caldwell, and also jonathan lamire. We have both chambers back in Session Today for the first time since july. Senator Mark Warner just called this situation a Rubics Cube Onner the roid. Thats a colorful metaphor. Where do democrats start now that theyre all back . Garrett, its extremely complicated. And every day that passes it just gets more and more difficult for democrats, because the news keeps getting worse instead of better. The decision by the karlmenttarian last Parliamentarian Last Night was another blow. The moderates and the progressives are staring at Each Other and daring the other side to blink first. Those are the types of situations that we usually see between democrats and republicans, but this is happening within the party and it comes down to two pieces of legislation that bipartisan bill which is scheduled as you mentioned to be voted on next week. Where the moderates are demanding a vote on that. They are saying that this the Speaker And Leadership are not yet even negotiating with them on the Reconciliation Bill. They are saying that those two bills should be delinked and they would not be sad if, in fact, the bipartisan bill moves and theres a lot more time left for this Reconciliation Bill. They say it has to be done right. They are the ones who are politically vulnerable here. And they do not want to vote on legislation that is bad legislation. And they also dont want to vote on legislation over and over again. They just want one vote and that is why they are demanding that there must be agreement with the senate including senators Joe Manchin and Kiersten Cinema before they go down that plank. So this is extremely difficult for Speaker Pelosi, leader schumer, and whether this vote takes place next week on the bipartisan bill, its also going to depend on do they are they going to need republicans in order to pass it . If that vote moves forward without the final reconciliation, the Human Infrastructure 3. 5 trillion bill, t Up To progressives on if they are going to vote for it with the promise of a vote later on on the human Infrastructure Bill, or if theyre going to call the moderates bluff. Lee ann, does this kind of boil down to a game of chicken here between moderates and progressives . They both have taken someone elses bill hostage. It seems to me like given the order of operations here and whats ready to go, is the easiest solution for pelosi and democratic leaders to kind of try to force progressives to take what they can get right now and start with the promise they made to the moderates and vote for the Infrastructure Deal next week . Its absolutely a game of chicken. And that perhaps is the easiest path, but are progressives willing to do it . Progressives continuously say that they are a bigger chunk of the democratic party than the moderates are. Now, im speaking to some moderates who say that they are pretty confident that the bipartisan bill will pass even if some Progressives Defect next week. They think that they have between 10 and 20 republicans to help them along. But progressives have little trust and little faith in the moderates in this party. They are tired of the moderates trying to control the agenda. They think that this is their shot. This is the progressive shot and the democratic shot, and President Bidens shot to get something really big and bold done. And they say that was part of the deal. That these two bills go in tandem and so it doesnt look like tandem is going to happen, especially because this human Infrastructure Bill has so many details that still need to be worked out, because democrats are not all on the same page. Yeah. It turns out its a pretty complicated process. Mike, I Cant tell you how many times Lee Ann and i asked Speaker Pelosi about how they navigate situations like this. She talks about the value of having a democratic president in office. We know late last Week Biden spoke to Senators Manchin and cinema. We didnt get much of a readout from the meetings. I think its telling. If the meetings go really well, the White House tends to shout it from the rooftops. What do we know about exact lu how involved the president is trying to solve this kind of legislative Log Jams and how involved he intends to be going forward . Well, obviously as you and Lee Ann know well, there are some genuine policy differences in the democratic caucus that was always going to make this process a complicated one as we head toward Reconciliation Votes here. The problem is that far too early from the white Houses Perspective Midterm politics are also starting to get into the equation, and the Bully Pulpit that a popular president , a president like this president whose Approval Rating was in the Mid To High 50s a few months ago is now much more diminished when youre looking at a President Biden whose Approval Rating has sunk into the low to mid 40s depending on which poll youre looking at. So thats made it that much harder for this administration to really get democrats on board with a maybe imperfect vehicle here, but one they say a popular president will have your Back Selling when the time comes. Its clear especially among the moderates theyre looking for opportunities to hedge their bets and demonstrate independence from the party that will serve them, even though most of them dont know what their districts will look like. Thats really what the White House is wrestling with. Unfortunately, this is a president who is in foreign Policy Mode for most of this week. There are gaps in the president s schedule. They are planning for him to be very engaged in more meetings, more Phone Calls in addition to the ones his legislative team is happening, but whats going to be happening as well Behind The Scenes is theyre going to be doing everything they can to make the case both internally but also increasingly to the public at large that if sold correctly, the core of what the president and what democrats are trying to do here is very popular. If you can get it out to the public and get out of the sort of Inside Sausage Making at the moment. But the problem is its not clear just yet how much the president is going to be able to be engaged in making the kinds of sales pitches he was doing on the Campaign Trail, the public events like those In Colorado last week. There was hopes to do more of it. His schedule is increasingly crowded and his politics arent what they used to be. And jonathan, nirs, im glad to have you on so we can prove were not the same person. The White House has to be celebrating some of this news on pfizer today. But how do they kind of handle the challenges mike was laying out here . Covid is everything for this White House. Meaning covid is everything on the messaging side. They wanted to talk about so many other things in august and in september. How are they viewing the salesmanship they have to do going forward. Everything is the Campaign Trail when it comes to trying to pass big pieces of legislation. Yeah. First, ive always been flattered by the comparison. This is a lot on the white Houses Plate right now. Certainly they do. Covid is everything. Thats why the Poll Number that the White House has pointed to me is the one theyve been the most anxious about. Approval for the president s position dropped. They hoped the Faa Board would recommend Booster Shots for all americans 16 and up. It didnt do that. Just 65 and up. And those with Front Line jobs or extraordinarily dangerous situations. So there will be come americans getting the third shot but not everyone as the White House hoped. Today certainly, though, good news with the children. Theres some belief there could be shots in arms for kids 5 to 12 by about halloween. That would be a treat. But as outlined, theres the domestic agenda. Were also dealing with the revelations from the pentagon about the Drone Strike that killed civilians including seven children. Rather than a pair of isisk terrorists as first believed. We have an ongoing feud with france about submarines and the president is going to have to spend energy this week talking to macron to smooth that over as well as rallying at the united nations general assembly, efforts for a Vaccine Summit and meeting with more international partners in the indo pacific. So theres a lot here right now. And there is a fear about where the legislation could go. But just even this morning, senior White House aides tell me they know there are sweaty palms but they believe theyll get the job done. Not precisely the size they want. They have a hard time believing theres a democrat that would submarine the agenda of the president from their own party. Submarines making a big appearance in this segment. Senate democrats say they have a Backup Plan on the reconciliation immigration piece. Does the White House have a Backup Plan if they keep hitting a wall and immigration cant be dealt with in a Reconciliation Bill . Theres nothing you can do on immigration thats going to get 60 votes in the senate right now. No. There isnt. Thanks for noticing the submarine pun. There had been hopes, perhaps slightly farfetched it could have been done in reconciliation. The White House wants to tackle it, but i think that its not a front Bunner Issue at the moment. Certainly theres a lot this White House is grappling with as weve been outlining. We havent even mentioned things like imdwrags until now and voting rights. Thats certainly many democrats kneel like it should be Issue Number one. Thats the Existential Threat to democrats and their efforts to hold onto power during the midterm elections beyond defending a sacred constitutional right. The filibuster looms as an obstacle to all of this. Right the White Houses eyes are on different balls. We mentioned the idea theres so much on the plate and they have to keep The Lights On. Very quickly, what is the democratic strategy as best we know to make sure Government Funding passes and we dont stumble into a shutdown . Yeah. Well, democratic leaders havent even been clear about how thats going to happen, because its all tied in perhaps to raising the Debt Limit. Now, every indication is that democrats are going to tie this Debt Limit to Government Funding legislation, something that is not going to pass the senate. I have sources telling me it might not even pass the house. And so this is another big staring, blinking contest between this time the two parties. All right. Thank you all. Now ive got the department of Homeland Security Secretary speak right now in Del Rio, texas. Lets listen. Since January 20th and has been doing an extraordinary job. We are in the midst of a pandemic and a critical migration challenge. We continue to exercise the center for Disease Control Title 42 authority. Title 42 is not an immigration authority. But a public Health Authority to protect the american public, to protect the communities along the border and to protect the migrants themselves. I want to share some of the steps were taking to address the current situation here in Del Rio. Cbp surged 600 agents, officers and Volunteer Force personnel to the Del Rio sector to enhance our operational capabilities. If additional staff is needed, more will be sent. Border patrol is coordinating with ice and the u. S. Coast guard to move individuals from Del Rio to other Processing Locations including approximately 3500 over the last few days and 3,000 today. In Ord Ir to ensure that migrants are swiftly taken into custody, processed and removed from the united states consistent with our laws and policies. We in dhs are securing additional to increase the capacity of Removal Lights to haiti and other destinations in the western hem sfooer. We anticipate at least one to three flights per day. The biden administration is working with Source And Transit countries in the region to accept individuals who previously resided in those countries. Were undertaking urgent humanitarian actions with other Rel Tant State and local partners to reduce crowding and improve conditions for migrants on united states soil. Dhs has already taken a number of steps to ensure the Safety And Security of individuals as they await processing including having Border Patrol emergency medical technicians on hand and providing water, towels, and portable toilets. This is all part of an all of Government And Whole of community effort. We have brought in personnel from the Department Of Health And Human Services to address medical needs and supplies. Weve also worked with the American Red Cross to bring in supplies and muchneeded resources to the population. We have worked with the world Central Kitchen to bring in meals for the migrants. Not only do we leverage the resources and capabilities of the department of homeland security. We look across the federal government and in partnership with civil society, local resources to see what we can do to bring more capabilities to bear to meet the challenge, and that is indeed what we are doing here. Finally, the White House has directed appropriate u. S. Agencies to work with the haitian and other regional governments to provide Assistance And Support to return knees. The majority of migrants continue to be expelled under Cdc Ease Title 42 authority. Those Who Cannot Be expelled under that authority and do not have a legal basis to remain will be placed in expedited removal proceedings. Dhs is conducting regular Expulsion And Removal flights to haiti, mexico, ecuador and northern triangle countries. We are very concerned that haitians who are taking this irregular Migration Path are receiving false information that the border is open or that Temporary Protected Status is available. I want to make sure that it is known that this is not the way to come to the united states. That is false information. Irregular migration poses a serious Security Risk to the migrants themselves. Trying to enter the united states illegally is not worth the tragedy, the money, or the effort. As we have said consistently since we published the federal registered notice officially designating haiti for Temporary Protected Status, only haitians living in the united states before July 29th are eligible for Temporary Protected Status. We have reiterated that our borders are not open and people should not make the dangerous journey. Individuals and families are subject to border restrictions including expulsion. Irregular migration poses a significant threat to the Health And Welfare of border communities and to the lives of the migrants themselves. And should not be attempted. If you come to the united states illegally, you will be returned. Your journey will not succeed, and youll be endangering your life and your familys lives. This administration is committed to developing safe, orderly, and humane pathways for migration. But this is not the way to do it. Thank you. And thank you for what youve done over the last several days to elevate the work were doing so this since this group of migrants began arriving in Del Rio. Your leadership has ensured dhs could count on the whole of Government Approach as not just a buzz word. It means that the federal government is engaged and mobilizing the necessary resources to process the migrants arriving here at Del Rio quickly, safely, and maintain the safety of everyone involved. I cant say thank you enough to the state, local and ngo partners also here with us. Once again, everybody has come together to assist in addressing the needs of the local communities while also addressing the challenging situations we face together. I thank you for everyones hard work. I also want to thank my colleague Border Patrol chief ortiz. Chief took the helm a few short weeks ago and just in time to lead this important effort in his hometown. The chief will give additional operational details in just a minute. And i want to thank the Cbp Work Force who continue to rally to every Situation And Challenge we face. I am proud to work alongside the dedicated and resilient Men And Women Of Cbp Every Single Day who will serve this country with relentless determination and integrity. Weve just heard from Dhs Secretary, and were going to go back to him when he starts taking question. For the moment i want to bring in julia, who has been covering the department of homeland Securitys Response to the crisis. We heard from the secretary there about 3,000 migrants moved out. He said we might see between 1 and three flights day. Walk us through how we got to where we are in this situation in Del Rio and the fact that the Dhs Secretary is down there and addressing it publicly is notable. The response the administration is now taking. I will say our reporting shows later this week were going to see the number of those deportations rise exponential. Youre talking about one to three. Three today. We expect it to be somewhere between 6 and 8 a day later this week as they ramp up. That aside, how we got here. This really did take dhs by surprise. In a lot of ways. Usually when we talk about a caravan of migrants, you have intelligence about people who are meeting in a different country often honduras or El Salvador and planning their route to the united states. That can take sometimes a month. Usually by their usual travel patterns. In this case, so many haitians ended up on the border that in a lot of Ways Mexico Couldnt stop it. And they ended up coming through many times on buses. It completely expedited that travel time. So you saw the number of that under that Bridge Go from 5,000 on wednesday. We were starting to hear about the numbers to 15,000 as of yesterday. You did just hear from the secretary that theyve been able to move a lot of people out. When he talks about moving that 3,000 number, that doesnt mean 3,000 people are taken from under that bridge and deported back to haiti. It moves theyre moving them to other places. Often along the u. S. Border. Sometimes theyll do a lateral flight where they take someone from one sector and move them to another because theyre overwhelmed in this one Sector And Cant handle them all at once. Youll see more of these people moved to other places in the united states before they may be eventually dr ported or allowed to stay here and seek asylum. Ive talked to people on the ground, processing and responding to crises in the past. Their say this is nothing like anything theyve seen in their decades of service. Conservatives have been hammering the biden administration over this saying this is a result of administration policy. But listening to the Dhs Secretary, it also sounds like some degree its a result of a misunderstanding of administration policy. You heard him say this idea that haitians receiving Temporary Protected Status, thats only if you were already here. This doesnt mean if you are a haitian who hasnt lived in haiti in a decade but youre in guatemala or mexico, that you should come to the u. S. How much of a problem is the messaging from the administration as you saw the secretary there trying to make it abundantly clear. The border is not open. Youre not welcome to come here illegally. How challenging is the messaging here for the administration with what they are trying to do for haitians who are already in the country . Unfortunately messaging is a big part of this job. We saw after daca was passed there were more children who came even though they werent eligible. The same thing often happens with Temporary Protected Status. People here before the time of whatever event can stay, youll start to see more people from that country come. That does happen. The one thing he didnt say that i want to point out is that the administration stopped doing Deportation Flights to haiti in early september. They didnt announce it. Word did get out that because of the August 14th earthquake, they were not doing Deportation Flights. That could also be contributing to what were seeing now. All right. Julia, thank you. As we mentioned at the top of the show, we just got some of the most hopeful news on the Pandemic Front in a while. Pfizer released top Line Results from the Vaccine Trial for Children Age 5 to 11 this morning. It says their Twodose Vaccine was safe, well tolerated and produced an immune response about equal to older populations. The company added results for children younger than five could also come later this year. And while the company released limited data to back up the claims, pfizer says it has enough to apply for Fda Emergency Approval by The End of the month. Meaning that millions of children could start getting shots in the arms before the new year. All this comes as the biden administration struggles to get a grip on the pandemic. Today the White House announced starting in november all foreign travelers flying to the u. S. Will be required to get fully vaccinated and tested prior to travel. Not to mention this week was supposed to kick off the administrations massive Booster Shot rollout. In a controversial meeting on friday, the Fda Advisory Committee voted not to recommend a third shot for the general population. Instead voted to make boosters available only for vulnerable groups such as those over 65 and folks with underlying medical conditions. Joining me now is an expert who advises the Cdc Panel responsible for determine whog will receive the Booster Shots and how. And also joining us is dr. Paul offit a pediatrician and one of the 18 doctors who voted in the meeting. Doctors, i want to get both of your reactions from the pfizers Vaccine Trial for children. This is the Twodose Vaccine. 21 days apart. Containing about a third of the dose given to older folks. And they say the results are comparable to what theyve seen in other populations. So how promising is this news . How optimistic . How soon do they think they might get shots in childrens arms . Well, im very optimistic. I think that the data are likely to support the announcement. And i think that paul and his group will look at those data and the fda will approve it. Im optimistic about that. Down the road, perhaps by late fall, we can start vaccinating children 5 to 11 years of age. This is terribly important, because this Delta Variant is reaching down into our pediatric population, making children sufficiently sick so that childrens hospitals all across the country, pauls, mine, and others, are seeing children with real serious covid infections being admitted. Mind you, now, id also like to get in a plug for the fact that Children Age 12 and over are currently available to be vaccinated. And we still havent done a complete job there. Only about 40 of those children have been vaccinated. Lets keep vaccinating those children along with all those adults out there. We still havent received their first dose of the vaccine. Shots for everybody. Doctor, are you equally optimistic as you look at this data . Sure. I share the optimism. It is as you said, a press release. I mean, so were in an era of press releases. This is topline data. You want to make sure they look carefully at all the data and every child that got the vaccine to make sure its safe and look at the data and see how well it was able to induce the response among all the participants and then after the fda looks at the data, then it duos to the committee at the cdc, the advisory committee for immunization. Right now were looking at topline data. As the doctor said, we need a vaccine for children. Weve had 250,000 cases last year in children. Last week 200,000 the week before. Children who initially made up only about 3 of cases when the virus first came in the country. Now its closer to 27 of the cases. This is a disease and we need a vaccine for children. On one other point that is so important. Having the Vaccine Isnt good enough. You have to give it. We have a vaccine for 12 to 15yearolds and we continue to see children over 12 who arent vaccinated and because of that theyre being hospitalized. My colleague spoke to dr. Gruber from pfizer. Listen to some of this conversation. Were hoping and expectant the fda will approve the vaccine based on the data we have. It makes sense because the level of antibody the vaccine is generating in children 5 to 11 matches the level of antibody that we know provides protection for individuals 16 years of age and older. And the fda set the guidance along those lines. Thats their expectation as well. And we believe weve met that expectation. So the whole country has become amateur Vaccine Experts over the last year. But youre an actual vaccine expert. So does this comparable Antibody Response mean the level of protection, the immune response is the same . Can you kind of walk us through the difference there . You know, obviously we dont have the data. But the difference between the immune response and how well this thing works for kids . Who are you me or doctor offit, please. All right. Okay. Right. So when you do, for example, as pfizer did, a 40,000 Person Trial where they gave 20,000 people a vaccine, 20,000 people got placebo and you how you effective the vaccine was, you try to correlate the effectiveness with an Antibody Response. Hopefully youll have high titers, antibodies and circulation. What that doctor is saying from pfizer is they feel they have met that criteria, the bridging studies. They have a high enough Antibody Response to be able to say we think this not only is likely to be protective. I think thats what hes saying. The Fda And Cdc need to look closely at the data to see what they can. And doctor, looking back on fridays vote, the Booster Shot Vote here, you voiced concern over the lack of data for folks younger than 65. Specifically that the data that was presented didnt clearly show the benefits outweighed the risks for people older than 16. What are your concerns about risks around a Booster Shot and what additional data would you need to see for a third dose going forward. We heard dr. Anthony fauci say he thinks its all but inevitable. It was a tough discussion on friday. The goal, protect against serious illness. Well, all the studies that have been done in the united states show we have a high level of protection, including delta. Including right Up To the protect day. Including all age groups. There was a study in israel that was at variance. The question was why. But i think if the answer to the question, are you protected if youve gotten two doses of an mrna vaccine, i think its yes you are protected against serious disease. I worry the Booster Discussion is going to make a lot of people think theyre not protected but they are against serious disease. The other thing quickly is while it is true that these kinds of vaccines over time youll see an erosion in neutralizing antibodies. And with that youll see an erosion in protection say, against asymptomatic or mildly symptomatic infection. The notion is that if you give a booster, youll have less contagious out there. Although, i still think if you really want to get ahold of the pandemic, were going to have to find a way to vaccinate people who are unvaccinated. I think every public Health Expert and every doctor i interviewed agreed first and second shots are still the priority over third shots. After the fda makes the final recommendation, the Booster Ball goes back into your court. The cdcs court. The advisory committee is supposed to meet on wednesday and thursday to hash out some specifics like exactly who is eligible for a third shot. How it rolls out. You advise that committee. Who do you think should be included within the vulnerable groups outlined by the fda . If you feel like youre vulnerable or is this really specific criterion about who goes in and gets the third shot . Oh, i think the Cdc Committee has already laid out a Road Map in the direction its going. And interestingly enough, its very similar to what the Fda Committee has suggested. People age 65 and older, and they will define then people under age 65 with underlying illnesses that are likely to make them more subject to severe disease. People with heart disease, lung disease, diabetes and the like. And some folks who are vaccinated early who continue to be at high risk will include Health Care workers and Peter Marks of the fda wanted teachers included into that group. I can understand why that is. And so i think the Cdc Committee is going to very closely this is my crystal ball, mirror what the fda is suggesting. All right. As we mentioned at the top of our show, congress has a number of issues to take up as it returns to Capitol Hill today. The bipartisan Infrastructure Deal which Speaker Nancy Pelosi vowed to vote on by next monday. And raising the Debt Ceiling to prevent the government from defaulting on It Debt next month. Im joined by a democrat from illinois. Congressman, how do you think the House Shoup should be approaching these priorities . Whats the first step to check all the boxes as you hope youll be able to do . Well, i think Speaker Pelosi does a masterful job of balancing all these competing priorities. Obviously we have to raise our Debt Ceiling. We cannot possibly put the full Faith And Credit of the united states ever at risk. Secondly, were going to have a Spending Package in time for the September 30th end of year. And then were going to have to pass infrastructure, and get on with it with the reconciliation process. Its a lot to juggle, but weve done it before and were going to have to do it again here. Do you think theres any possibility that the Reconciliation Package is done and ready before that deadline to vote on the Infrastructure Bill a week from today . Its a little challenging. I think that theres a lot of understatement. Theres a lot of work that has to be done. Obviously the senate needs to write its own provisions. We need to pass our version. And then the two sides have to come together, and hash out any disagreements. But i am confident that its going to be done in short order, and you know, failure is not an option. We must do this Reconciliation Package. Talk to me about the Infrastructure Package. Obviously the vote is supposed to happen by next monday. If the speaker does put a vote on that Infrastructure Bill On The Floor next monday before reconciliation is done, will you vote for it . I would vote for it. I think that a lot of my colleagues are going to vote for it. I think at The End of the day, this particular piece of legislation is too important not to vote on. Especially given the tremendous progress that were making on the Reconciliation Bill. I think that we have to put a little bit of faith in the process and in Each Other. I am seeing a lot of progress being made, and im confident that its going to be done in short order just as an Infrastructure Package is going to pass as well. You talk about putting a little bit of trust in Each Other. To me that seems to be what this comes down to. A lot of democrats from different wings of the a lot of democrats from different wings of the party who dont entirely trust their colleagues, that everybody is rowing in the same direction. Can you take me inside the conversation in the caucus about the red lines progressives are drawing on the Infrastructure Bill or that moderates are drawing on the Reconciliation Bill . What are those discussions like, when its just you guys and not the cameras . Well, you know, it reminds me of an indian wedding. You know, theres a lot of posturing, theres a lot of animated discussion, but at The End of the day, everyone comes together and we have dessert when the Bride And Groom get married. I think in this particular instance, honestly, the only people who would be cheering for progressives and others in this party and our caucus not getting along with the Chinese Communist Party because they dont want to see us get this Infrastructure Bill passed, and donald trump, who wants to see it all come down regardless of whether its good for the country or not. And we cant allow those forces to prevail. Thats why i think we are going to get something done. Were going to do it in a fine manner and the american people are going to be proud. Do you think youll get republican votes for the Infrastructure Bill . They got 19 in the senate. Obviously the former president s hold on House Republicans is much stronger than it is on senate republicans. Whats your sense of the level of republican support that measure might get . I dont know, garrett. I think at this point the ghost of trump lives on and basically my colleagues on the other side have to decide are they going to please trump or are they going to please their constituents. I hope they choose the latter. Ive got to tell you, republicans and democrats are demanding many of the components of not only the Infrastructure Package but also the Reconciliation Bill. I was just with some people an hour ago who were telling me how many folks across the board really do benefit from that Child Tax Credit which is being direct deposited into their accounts. It cuts across party lines. So lets do the right thing. Lets get this done regardless of what our colleagues on the other side do. How would you rate the way that your party is selling this Reconciliation Bill . I feel like we talked about it, some Media Criticism is fair if you want to go down that road. Its been talked about the in terms of its price tag. Its been very hard for americans to look at individual provisions and how it might affect them. Do you worry that even if you do get that passed, democrats wont get much credit for it because they dont understand whats in it . Thats our challenge, garrett. A, we have to execute the provisions of that Reconciliation Package properly. We have to make sure that universal prek is available to folks, that two years of Community College after High School are available to folks, and that the Child Tax Credit as well as Childcare Tax credits are available. So thats Up To us in terms of an implementation standpoint. And then we have to communicate about what this is doing and what a difference its making in the lives of so many people. And im very hopeful we can do that. But obviously we have to take a couple of steps before that, and that is passing the bill and implementing it properly. Congressman, i only have about 30 seconds left. Theres been some reporting by axios that Joe Manchin wants to kick this bill into 2022. Can it pass if that happens . Quickly, if you dont mind. No. I think it has to be done now. One example, im trying to get a global Vaccination Component in that bill which helps us to spearhead a Vaccination Program for 60 of the worlds poorest countries. We cant put that Off Til Next year. We have to end this pandemic right now. Thats why we have to get a lot of these elements done asap. Congressman krishnamoorthi, thank you. A family of innocent civilians killed in a Drone Strike in kabul is now demanding more than just an apology from the pentagon. Relatives say the u. S. Should offer compensation for their losses and help relocate them out of kabul. Defense officials admitted on friday that the Drone Strike, intended to kill isisk fighters, instead killed ten civilians including children. General Mark Milley and the nations top Military Commander will likely face questions for the mistake when he testifies before the senate foreign Relations Committee next week. Reporter garrett, over the Weekend Nbc News communicated with the family of zemari ahmadi, the afghan man targeted and killed in a Drone Strike in late august. His family is saying they have not yet heard from the military for any kind of apology and have not been offered condolence payments which have become relatively common over two decades of War In Iraq and afghanistan. But the family has not yet heard from the military. We found out late friday is Military Intelligence showed a white Toyota Corolla was likely being driven by an Isisk Operative and that that vehicle was likely targeting the airport. Ultimately, when it pulled into the compound late in the day, they fired a missile at it including mr. Ahmadi including seven children. During a following investigation they found out they had been following the wrong vehicle all along. Mr. Ahmadi was in fact an Aid Worker who had been picking up and dropping off colleagues, and that the canisters in his vehicle that the military believed to be explosive were in fact bottles of water. The secondary explosion that the military had been pointing to as evidence that there were explosives in the vehicle was actually from a nearby propane tank. Secretary of Defense Lloyd Austin and chairman of the Joint Chiefs Mark Milley will be up on Capitol Hill next week testifying about the chaotic withdrawal from afghanistan. Now this Drone Strike and the ensuing investigation is likely to be among the questions that they get and one of the major lines of topics of questioning that they will get, including the review that secretary of Defense Lloyd Austin has announced and whether anyone will be held accountable for this tragic mistake.
