Donald trumps Family Business were all indicted on charges of tax fraud. What are the chances that this longtime loyalist could flip and provide evidence . President biden returns to the White House today, he is facing a host of issues At Home and on the world stage, as he prepares to speak to the United Nations general assembly. This is a major test for him, as france is expressing outrage over a secret arms deal, raising questions as biden tries to rebuild trust with our allies and is also facing fallout from that Drone Strike In Afghanistan last month that killed ten civilians, including seven children. Here At Home, his administration is dealing with thousands of asian migrants still stranded under a bridge in texas. And his domestic agenda took a big hit when the Senate Parliamentarian ruled democrats could not put Immigration Reform into a huge spending bill. This as the House And Senate return to work today, with a lot to accomplish in just the next few weeks. Lets start this hour with our top breaking story. The major news this morning that brandnew results from the Pfizer Trial reveal the vaccine is safe, well tolerated, and shows evidence of robust protection for kids, ages 5 through 11. The level of antibody the vaccine is generating in children 5 to 11 matches the level of antibody that we know provides protection for individuals 16 years of age and older. So what now . Pfizer plans to submit this data to government agencies, looking to get fda emergency authorization. And thats not all. Results for kids under 5 are expected as early as later this year. Of course, the Stakes Couldnt be higher. Pediatric cases in the u. S. Have jumped by nearly 240 since july. Heres just one example. South carolina, where the ap reports that, quote, nearly two dozen schools and two entire districts have been forced to close due to the surge. Joining me now with the latest is nbc News Correspondent, shaquille brewster, live from charleston, south carolina. Also with us, dr. Irwin redlener, a Pediatrician And Founding director of the national center for disaster preparedness, hes also an msnbc public health analyst. Thanks, guys, for being with us. So, doctor, let me start with these Pfizer Trial results. What do they mean in this big timeline to get kids vaccinated . Well, this is incredibly good news, chris, and its not a moment too soon, as they say. But i am absolutely thrilled that well finally be able to get some assured protection for children. And its especially timely now because weve just sent almost 55 Million kids back to school. And im very worried that without this vaccine, those schools will become a could become a Breeding Ground for promulgating the Covid19 Pandemic in general, but specifically put lots of children at risk. You know, we just had a School Closure in new York City, when 19 members of the staff, teachers and staff, were tested positive can i interrupt you there, because i want In An area thats very underserved. Sure. I want to interrupt you, because we have sound actually from new York City. I mean, its its shocking, if you havent heard it before. Let me play what weve heard about whats happening in new york. And within four days, we have 812 positive cases, over 600 classroom closures, and one entire School Building already closed. In philadelphia, doctor redlener, five schools have already closed. What are we looking at here . I mean, the shots in Arms Arent coming tomorrow. Yeah, so, chris, were looking at exactly what many of us feared. That wed have outbreaks in the schools, and starting with the fact that were still not really mandating every single Teacher And Staff person at every single school to be vaccinated, so this puts a lot of children at significant risk. And the thing for parents to be worried about right now, this news about a Vaccine Approval pending now for children 5 to 11 is a big, Big Welcome Relief to a potential horrible situation that could develop. So parents should really think about getting their kids vaccinated, as soon as possible, once the Emergency Use Authorization by the fda is approved. As you know, dr. Redlener very worried. There are a lot of folks who are saying, you know what, they did this with the adult vaccine, i think im going to wait a little while. I want to make sure its okay. Maybe ill wait a few months and shaq is going like this, because hes talked to the same people that i have, hes nodding. That they just want to wait. They dont trust the test, necessarily. They want to see the realworld test. What would you say to those parents who say, maybe ill wait a few months or maybe even longer. Well, there has been a realworld test, and thats the data thats been submitted to the fda. And i want to tell you this and be crystal clear about it. Parents that decide to quote unquote wait until more information comes In Are putting their children who are in classrooms at risk. I dont know how else to say it. I dont want to create panic. But the fact of the matter is that children in school classrooms, who have not been vaccinated are at risk. And you know, i have three grandchildren in new York City public school systems. And ill tell you, those kids will get vaccinated the day that it becomes available and accessible to children. So i think people just, understand what im saying here. So, shaq, i was just in north carolina, very similar things to what were hearing from dr. Redlener. There are schools there that are closing. And youre outside a hospital. What, i think 12 kids how many kids . 14 kids are being treated for covid. And some of them are on ventilators. Thats exactly right, chris. And lets just define the surge that youre seeing here in the state of south carolina. Last week, the state saw a Record Number of new cases. It also saw a Record Number of hospitalizations. And people arent thinking that surge just affects the old population. No, doctors are saying, delta is different. Youre seeing kids seriously impacted by this, especially In A state where theres an effective ban on Mask Mandates in schools. So thats leading to doctors here at pediatric units to deal with things that they just frankly did not think that they would experience before. You have seven kids who are on ventilators right now. Three who are on the most extreme form of Life Support at this hospital. Theyre saying, you need to take this seriously. And i want you to listen to what the chief of pediatrics here told me about what shes saying seeing in this icu. If you could walk into the icu, you would see Isolation Bins everywhere with the masks and gowns and shoe covers, families that havent slept, children who are incredibly ill, and many a Life Support machine. And its its a very sad and sobering moment. Reporter chris, i just had a really emotional conversation with a 17yearold Patient in this hospital and his father. His name is christian. He said that he took this virus as a joke. He was making jokes about it up to the point when he found out that he tested positive. But now after almost a month of being in this hospital, he says its no joke. Hes been telling his friends, if youre not vaccinated, then ill see you In A couple of months when this is wrapped up. Hes been in there a month . Reporter a month. A month. And the doctors said when he came in, he was gravely ill. They were extremely concerned about him. Hes doing much better now. And this is a kid who had asthma, but was relatively healthy, was active. And now you hear him, and well have a little bit of that interview in the next hour. You hear him, hes still struggling with coughing, still struggling to get some words out every once In A while. Hes making progress, but hes saying that what he went through was extremely serious. He said his father, who also didnt get vaccinated until last week, as he was inside the hospital, as his son, and he was watching his son fight for his life. His father said, its not only about masks at this point. He believes that kids should be out of school and virtually learning. I asked him if he would have said that a month ago . He said, no, i would have said this is just like the flu. But when you see your kid in that hospital bed, everything changes. Your heart breaks. And dr. Redlener, you know this better than anybody. You lived through this covid as a doctor, but i want to give you one stat that really is sobering. This is from alabama. For the first time in their recorded history, theyve gotten the numbers now for 2020, more people will have died than were born in that state. And by far. Youve got a governor who says, yeah, get vaccinated. But then she calls any kind of vaccine mandates, Mask Mandates outrageous. So, as people look and see that were expanding the vaccines and theyre looking at light at the end of the tunnel, whats the time period were looking at for these people who absolutely refuse to look at the reality of whats happening, are refusing to get vaccinated, until we can, indeed, see light at the end of the tunnel, do you think . Well, theres a light at the end of the tunnel, but the tunnel is pretty darned long, chris. And i think the governors who have been so irresponsible and reckless by not agreeing to mandates, not agreeing to mandatory mask wearing in crowded places and classrooms, they have a lot to answer for. There are deaths on their hands, chris. And i wish the governors and the people of these states where the governors are acting so recklessly will understand that they are responsible for very sick people and people who are not making it through this covid pandemic. Its unconscionable. And i wish there was a legal redress for those governors who dont understand whats going on or who refuse to understand whats going on, is probably more likely. Its a really terrible situation and i hope people understand what they need to do now. And these rising cases of covid in children is absolutely, as you said, chris, sobering and heartbreaking. Dr. Irwin Redlener And Shaquille brewster, thank you for your ongoing, really fantastic reporting on this crisis. Thanks to both of you. We appreciate it. Now to our other Breaking News this morning. Trump organization chief financial Officer Allen Weisselberg back in court this morning. He and Donald Trumps Family Business are accused of carrying out a 15yearlong Scheme to avoid paying taxes on cars, apartments, other perks. Joining us now, New York Times Investigative Reporter, suzanne craig, who won a Pulitzer Prize for her coverage of Donald Trumps taxes and finances, and a former Corruption And Fraud prosecutor for the u. S. Attorneys office in the district of new york. Its great to see both of you. Kam, look. These are these procedural hearings are often considered to be pretty pro forma, straight forward. But could we get some clues here . What are we likely to learn, if anything. And of course, The Big Question People Have is, will we get any kind of indication that maybe, just maybe, Allen Weisselberg might be willing to talk . Youre absolutely right, chris. This conference is very pro forma, it will be about scheduling and its going to be about, you know, what types of evidence the governor has against mr. Weisselberg. What the judge will want to do is set a schedule for motions. Hell want to know whether mr. Weisselberg teams will have motions and hell want to know how much discovery, how much evidence the government will be providing to mr. Weisselberg and his attorneys to go through. So to that extent, we kind of read the Tea Leaves about the type of Evidence And Perhapswell get a little more daylight into types of evidence they have. Your last question about whether mr. Weisselberg will testify or not, i dont think well have anymore information on that issue. Discovery is important, because people can get buried in evidence, particularly on something like this. Im sure youve been buried in evidence as youve done your remarkable reporting. Wherever youre dealing with a financial case, the amount of stuff that can be out there is just overwhelming. So what kind of clues, what would you be looking for that might come out of this Hearing Today . Types of clues i would like to get is whether there would be anything insofar that the defense could bring a Suppression Motion on. Meaning, did the government have Search Warrants that perhaps mr. Weisselbergs team can then make a Suppression Motion on . Thats probably the thing that i would look for. Where this evidence came from, how the government got it. And suzanne, what are you looking for . Well, i think the wrangling over the evidence is going to be very important. What gets In And what doesnt. You know, the case can turn on the evidence thats either allowed in or isnt. And i think that thats really important. Theres going to be dates that are going to be set today for different things that will happen, as we march towards a trial, assuming it goes to trial. But i just i think the evidence and clues for what theyre trying to get and just how heated that debate is, is what will be is that going to be sorry, suzanne. Is that going to be paper documents, is it likely what kind of records that you think the case could turn on it, what are we looking at here . I think there could be evidence and documents inside the Trump Organization that prosecutors want in order to make their case and the Trump Organization is saying, no, way, we dont want to turn that over, and theres going to be debates there. It could be at the Trump Organization. It could be at a Law Firm thats been representing the Trump Organization. And i think that, you know, one document, you know, can make or break a case. And i think that theres been already kind of back and forth in the Background Agent what should be turned over and i think going forward in the next month or two, as we watch this debate over discovery is sort of the game, at least in terms of Allen Weisselberg and the Trump Organization and this specific part of the just give us an overall look, if you can, susanne. I think its important to step back a little bit. We have weisselberg in the Trump Organization, but we still have a Grand Jury sitting thats looking at other things. So while today we were in court and this has bubbled up behind the scenes, a Grand Jury is sitting in there looking at other issues. We know one in particular is a senior executive of the Trump Organization, Matthew Calamari, and what sort of noncash compensation, things like apartments and rent did or didnt he disclose. How was that disclosed . Should it have been disclosed . And will charges result there . And i think broadly, the End Game when we talk about this is its putting pressure on individuals within the Trump Organization. You had Allen Weisselberg, Matthew Calamari or others to start cooperating with the state. Because i think the what theyre looking for is a situation where they can show intent with Donald Trump. And most likely, they would really like to, anyways, have a cooperating witness. Its going to be a lot harder without that. So what youre seeing here is individuals who are trying to place a lot of pressure on them in order to cooperate. And Tom Winter, our Investigative Reporter who has been on this from the beginning is inside the courtroom. If any surprises come out, we will have them for you. In the meantime, susanne, ken, thanks to both of you. We really appreciate it. As we continue to watch, is there someone in the Trump Organization thats willing to flip. Let me tell you first where we are. The fbi had announced that a body believed to be that of petito was discovered on sunday at a campground in Grand Teton National Park in wyoming. She was reported missing earlier this month, youll remember, after her fiancee returned to their florida home after a monthslong Road Trip without her. This is the Body Cam Video that shows utah officers speaking with the couple after an alleged physical altercation between them on august 12th. That was less than a month before she was reported missing. Law enforcement officials are now searching for petitos fiancee, Brian Laundrie, who was named a Person Of Interest in her disappearance. He told his family he was going for a hike In A Florida Wildlife Reserve last week, but hes been reported missing since friday night. Joining me now, msnbc News Correspondent Catie Beck from northport, florida, where the search is on for Brian Laundrie, and Msnbc News national Correspondent Miguel Almaguer from Grand Teton National Park. Katie, i want to start with you, because i understand theres some movement with the fbi at this hour. Reporter thats right, chris. This morning, we were made aware the search for Brian Laundrie in this reserve had concluded. Very soon after, we are learning the fbi is conducting a search of laundries parents home right now in northport, florida. That that is underway as we speak. Now, you have to assume authorities are turning their sights on the family after searching this reserve and Coming Up with nothing. The family was the only Key Point of evidence that was pointing them in this direction. They said their son said he was going for a hike here last tuesday, almost a week ago, and basically, they hadnt, on friday, heard from him since. So authorities started to search over the weekend, an extensive grounds and Air Search of this entire area. It is 25,000 acres of swampland, marshland, very dense, very hot. And theyve spent the weekend out here trying to recover any evidence they can or any idea of maybe where laundrie has gone next. This morning, we were told they have exhausted all avenues within the reserve and there would be no major Scale Search here today. And now we are learning that the fbi has taken up a search at the residence of the laundries, perhaps looking for some more evidence as to where he might be. That is the question at this point for investigators. Chris . Miguel, talk about where this case goes. I know investigators are working to formally i. D. The remains that they found . Yeah, chris, that body was found not far from here. Investigators do believe it is the body of 22yearold Gabby Petito, but as you mentioned, they have not forensically confirmed that. Thats what well be working on today and tomorrow, were told. Authorities dont have a conclusive cause of death. Thats another Key Point in the investigation that authorities will be looking for. It was near the teton national park where that body was discovered. It was also the same area where Gabby Petito was last seen alive. Authorities say that was last month. So her body may have been out in that wooded area for quite some time. Authorities say they are simply moving forward, Step By step here, first to identify her body. Theyll likely Need Dna Evidence of that or at least the help of her family to help identify the body. And then after that, Theyll Try to determine a conclusive cause of death, which would be a Key Point in this investigation, chris. Miguel almaguer, Catie Beck, thanks to both of you. Well continue to follow this story very closely. I know youll get back to caty, if you find anything out of that search. Security alejandro mayorkas will travel to del rio, texas, where hell be briefed on the recent surge of migrants there. More than 15,000 mostly haitian migrants have reached the Border City and are being held under a bridge in what are being described as squalid conditions as they wait to be processed. Two Senior Dhs officials tell Nbc News the biden administration will begin prioritizing all single adult haitians and some haitian families for deportation. Joining me now from del rio, nbc News Correspondent morgan chesky. Morgan, look, the Deportation Flights started sunday. But in the meantime, is there any improvement on the ground in those conditions . Reporter that will depend on who you ask, chris. We have seen drastic changes in the last 48 hours. The first starting with the shutting down of that Border Bridge from del rio, texas, into Ciudad Akunya right across the river. They said they did that to get better control of what was under the bridge. That Crowd Tripling in size in just a number of days to reach its Max Population of about 15,000 people. In the last 24 hours, we saw an incredible show of State Troopers and Border Patrol agents that flooded the banks of the rio grande river, in some cases, parking their cruisers right alongside the banks to try to stop the ongoing surge of migrants from coming across. They at least have succeeded in doing that right now. But they still have, as you can see, thousands upon thousands of men, women, and children, mostly from haiti, waiting to be processed, hoping to make their asylum claims here in the United States. Some of them getting that opportunity. Some of them will not, as you mentioned, those first three flights going straight from san antonio, texas, to portauprince, haiti. However, those flights only carried about 300 people. And we have a massive group, about a Quarter Mile behind me, underneath that bridge. For those that are staying here to be processed, Border Patrol buses have been running nearly 24 7, taking them to Processing Centers that are not dealing with the overcrowding issues that we are seeing right here. We anticipate even more resources to come. We had a chance to get rare access to this camp yesterday, and chris, we spoke to a woman who tells us told us, her name was evo, that she had been under the bridge for eight days, had eaten barely anything, and that her mother is still in haiti, her home had burned down, and that everyone there is suffering. Thats one story of so many there. Just In A span of days, theyve essentially created a makeshift tent city, if you will. And one thing that stood out to me is they have pulled up plants from along the River Bank to use as thatch roofs on some of these shelters. Absolutely heartbreaking to see. And that is why federal authorities say that they are trying to work as fast as possible in processing these men, women, and children. I asked the Border Patrol Chief Yesterday how long before every single individual here has a chance to be processed . He said, the goal is six or seven days, but when you have a group this large, theres really no telling. Chris . That may be an optimistic assessment. Morgan chesky, thank you for your reporting on this. For more and another big story out of texas, whats expected to be another highly contentious special legislative session, getting underway in the next hour, i want to bring in democratic State Senator, roland gutierrez. Its good to see you, senator. So, look, you know these Border Issues well. What needs to happen with this dire situation for these migrants . What would your message be to the biden administration this morning . Ill tell you, i was just there yesterday and i saw everything that your reporter had seen. Certainly, its men, women, and children in despair. This is a humanitarian crisis. Its not an invasion, as the republican right would have you say. Its not its absolutely people in peril and in need, seeking an opportunity and a chance. Now, that said, everybody is in this controlled fashion. I think we need to do a bit better job. Ive spoken to the biden administration. Since friday night, theyve escalated 400 personnel and over the course of the next several days, ive been assured that most of the people will be either processed through an Asylum Process or, unfortunately, in some instances, deported back to haiti, as youve reported. Are you confident thats going to happen . Ill tell you what, the numbers were pretty staggering yesterday. Yesterday we were down to 13,000 from as high as 16,000. Tomorrow i have a meeting with the governor with the state on the mexican side of the border, and hes doing very good efforts to try to control and choke off the incoming flow and establish a humanitarian process within mexico, as well, to deal with the issue. So much more going on. You and your fellow democrats, who have been at the center of the national debate over Voting Rights are now gearing up for fights over redistricting, restrictions on transgender student athletes, the Covid19 Pandemic. Over the summer, just for people to remind them, you and your colleagues fought new restrictions on Voting Rights with that 38day standoff, arguing that it was just too important to let the republicans run away with it. And that got national attention. Are you back in that place now . Are you willing on one or more of these issues to walk out and prevent a quorum . Tell me what your view is of the legislative session thats about to get underway . Well, ill tell you, you know, i want to thank our house colleagues for being able to do that. The legislation got better. And thats the most important thing. Its still bad legislation and it still dizen franchises people from voting, but we made significant changes through those efforts. I do not feel very confident about this Redistricting Session that the governor has called. They have already proposed senate maps. Disenfranchising a community in dallas and possibly two separate districts that could be communities of interest. And thats important that as we look forward to whats happening in the state, thats getting very close to a 50 50 split between the parties. We can do better. The republican majority with Governor Abbott at the helm has done everything in their power to gerrymander and maintain control in this discriminatory manner. I know that you along with your colleagues sued Governor Abbott to block the plan to redraw those political districts. Its a little bit in the weeds. It has toot with the wording of the state constitution, but explain to folks why you think this is so important and really, whats at stake here . The republican likes to hold the constitution on their sleeve at on a daily basis. At the end of the day, our constitution says, we shall not be redistricting unless its In A regular session. And clearly, year after year, census after census, weve got the data on time. Its because of Donald Trumps ineptitude that were in this situation. And because of the language, we cannot do redistricting at this time. And were asking the federal courts to be able to draw maps that are fair and impartial, rather than the discriminatory ones that weve already seen come out of the senate maps. Let me ask you, finally, you are In A heavily republican state at least on the face. You have heavily republican legislature, republican governor, two u. S. Senators. When people talk about a switch thats going on, in good part because of demographics and the changing demographics in texas, when people look at a legislative session, do they say, mm, democrats are dreaming a little bit . Weve got a lot of opportunity at the helm. First off, our lawsuit will hopefully be able to change things. We have a very bipartisan legal team. We have the Texas Supreme Court former Chief Justice as our head lower on this case. And he sees it as i do. Its plaIn And simple. Going forward, we have many opportuniies electorally. Its my Hope And Prayer that Beto Orourke comes out and jumps to this race. I think hes a game changer. Hes done great work in registering people and thats important. I think what youll see in beto is a person thats pragmatic and a problem solver. What weve had with Greg Abbott is failured leadership. We lost 700 people last year because of his failed leadership. No fixes during the legislative session to solve the problems that resulted from this winter storm. Weve seen failed leadership on covid. Weve seen failed leadership on the border. We have seen nothing from this man that is helping families, creating jobs, increasing wages, doing the things that were supposed to do in kboft. Government. Thats what we get with Greg Abbott. Its time that people look at the future and say, we need absolute change. Im going to get in trouble, because were out of time, but i have to ask you, axios is reporting that beto is ready to get in. Have you spoken to him . Is that the indication youre getting . Ill tell you, we text. We text pretty often. I think ive texted him more here lately saying, jump in, jump in, its time. Chances what do you rate the chances or has he told you that hes made a decision . Im hearing from some folks that hes leaning towards. Im hoping that thats the case. I Cant Speak for him. Ill let him make his own decisions and announcements. But were all praying, because we need to make sure that we have pragmatic leaders that are here to change the Scope And Future of texas. Texas State Senator, roland gutierrez, appreciate your time today. Good luck with the session. We have some breaking News Right now from the White House. We have been expecting some kind of update on covid. Well, it turns out, it is an update to the International Travel policy. Kelly odonnell is at the White House with the details for us. Kelly, what can you tell us . Reporter good morning, chris. This is a significant development, one that will affect International Travelers. The White House is saying that come early november, as they get the systems in place, fully vaccinated individuals, foreign nationals from anywhere in the world will be permitted to visit the United States via Air Travel if they have full vaccination and do a test for covid. That effectively would end what has been a long ban that has separated families and employees from businesses for many countries that have been prohibited from having travelers come to the u. S. For fear of the spread of the disease. So this is a significant change that will be implemented in early november. The cdc will decide which vaccines globally are considered valid and how many shots are required to be fully vaccinated. There will also be Contact Tracing steps that will be taken as well. Another big element of this is americans who are unvaccinated, who travel abroad, and wish to come back to the United States will have to undergo a specific testing requirements, withIn A Set Number of days of their travel in order to come back into the u. S. So this is a big change, and the timing of it is notable, because, of course, today, the president will travel from the White House to new york for the United Nations general assembly. Hes got meetings with allies and partners around the world this week. This issue about International Travel has been a significant one. A Pressure Point between the United States and European Countries that have been barred from sending their citizens to the u. S. And so this is a big, big change, and a big development. And again, it ties vaccinations to the ability to travel freely by air. This does not affect the current restrictions on the u. S. Border with canada and mexico for foreign nationals to cross over. This is Air Travel and a big development. Chris . Kelly odonnell with that Breaking News from the White House. Thank you, my friend. Appreciate it. And now back to the other big Breaking News Story this hour. We told you about that hearing for Trump Organization Chief Financial Officer, Allen Weisselberg. We told you Tom Winter was in the room. Lets bring him in right now. He is now outside the courthouse in new York City for us. Tom, tell us what happened. I think the big headline coming out of this today is that more indictments are expected. Brian scarlotos, the attorney for Allen Weisselberg. The Chief Financial Officer for the Trump Organization. Hes the person that was charged along with the organization In A sweeping 15count Indictment that was filed in late june of this year. He told the court, we have strong Reason Reason to believe there could be other indictments coming. And one of my colleagues asked him after the hearing, who could be indicted. Wlor the other people that could be indicted . He ignored that question. Separately, the question that a lot of people want to know, which is if Allen Weisselberg may cooperate with the Manhattan District Attorneys Office and plead guilty. I asked weisselberg that question also following Court Today and that was also ignored. So no Misinformation Outside of court, but in court, that telling of remark that more indictments are expected, according to weisselbergs attorney. As far as scheduling, and thats the reason why we are here today, to set Motion Schedules for the defense to file and kind of attack the indictment and the investigation, as Defense Attorneys normally do in this case, and for prosecutors to respond. The judge acknowledging the Vol Luminous Nature of the documents in this case. Already, chris, 3 Million documents have been handed over to Allen Weisselberg, an additional 3 Million today. Thats 6 Million in total. Weisselbergs attorney saying, look, this is a herculean task to get through all of this. But the judge has decided that they have to respond and file their motions on January 20th of next year. Prosecutors then file theirs on May 20th of next year. Well all be back in court next the next time well be at this Courthouse Right behind me will be July 12th of next year, where we will hear from both sides. And at that point, a Trial Date will be set. The Judge Today Telegraphing A late august or early September 2022 Trial Date for weisselberg and for the Trump Organization. Chris . And more indictments expected. The big headline we were wondering if we would get a headline out of that hearing. Thank you so much, Tom Winter. We appreciate it. And Coming Up, to a place where accusations of rigged elections are actually true, as russias Ruling Party is on track to win the majority. What it means for Vladimir Putin and the u. S. , next. [deep exhale] [fast upbeat music resumes] [music stops] a couple of big, breaking stories were following off russia. At least eight people are dead, 28 wounded In A rare Mass Shooting at a University East of moscow. Seen here, police storming the building, according to the interior ministry. The gunman was injured after an exchange of fire with police at perm state university. Also today, president Vladimir Putins Ruling Party claiming victory in that countrys parliamentary elections, even as opponents point to massive voter fraud. Here to break it all down, ambassador michael mcfaul, former ambassador to russia and an Msnbc International Affairs analyst. Always great to have you at times like this, ambassador. Is it possible to even qualify just how rigged these elections were and where does this leave us . Its hard to quantify it. Theres lots of speculation about whats happening, from nongovernmental organizations in russia and political opponents of Vladimir Putin. Theres a particular map that chose that when the vote was counted with paper ballots and then the vote when it was counted with electronic ballots. The paper ballots showing opposition wins when the electronic votes came in, it shows that putin swept. So thats hard. Its a win for Vladimir Putins party, but its a pretty small win, chris. Think about it. Think about it In America. If Joe Biden, President Biden and the democratic party controlled every television station, including yours, had 100 support of the governors, had all of the u. S. Congress supporting them, all of the big business, unlimited resources, and still oh, and arrested, by the way, some republican party leaders, the most party leaders,49 of the vote, i dont think we would call that a big victory. Thats what happened in russia over the weekend. You tweeted that Putins Star is fading. Talk a little bit more about that. Hes been in power for 21 years. Right . Thats a long time. I worked for President Obama for five years. I loved the guy, but even if he had been in power for 21 years, my support might fade. And i think thats what this election shows. Right . Its the same old party, the same four parties that have been in the parliament for 20 years are back again. Theres no enthusiasm there. The vote the turnout was very low. Below 50 for russia. Thats a very low turnout. And on top of that all, you might have had pretty massive falsification to get his party up to nearly 50 . So i just think, you know, on the surface level, it looks like stability. If you dig a little deeper, i think theres a tiredness to putins reign in russia today. Michael mcfall, thank you for In A. Appreciate it. As we speak World Leaders are touching down in new York City ahead of the United Nations general assembly. President biden will be arriving this afternoon clouded by some difficult headlines including tensions with france. The White House says it expects the president to be talking with french Leader Emanuel Macron in the days to come after france removed the ambassador over what it sees as a betrayal over secret negotiations to build nuclear submarines. And Theres Fallout from a botched air strike. The pentagon confessing its August 29th kabul Drone Strike was, quote, a tragic mistake that killed ten innocent afghan civilians including seven children. Joining us to discuss political analyst peter baker. Good to see you, peter. Going into the u. N. General assembly, this obviously is a test for Joe Biden. He promised to repair damage done by Donald Trump, particularly with our allies. So how is that looking right now . Well, its looking a lot harder than it did when he first took office. Obviously there was such a feeling of relief in part of americas allies when biden came on board. It wasnt they thought they were going to agree on every issue, but he believed in internationalism and he believed In Alliances and he believed in our traditional friendships unlike Donald Trump who seemed at times to relish going after our friends more than our enemies. He was much tougher on Angela Merkel than Vladimir Putin. Thats not President Bidens approach. But it doesnt mean, again, there are not going to be big issues. Were seeing the riflt Over Afghanistan is real. The rift over the Submarine Deal with australia is even bigger. Weve never seen the french react in quite this way in many years to an american action that they perceived to be hostile to them. So hes got some Repair Work to do. Yeah. Obviously the rift with france is something that not helpful. Particularly at this time. We saw the white House Statement saying they expected there would be a Phone Call with macron to try to calm the waters. But how Big A deal is this, do you think . Is this something that Joe Biden can sort of talk down . You know, lower the temperature . Where do you see this going . And how do other leaders in the Eu View it . Well, i think the real trick for President Biden is finding a way to help President Macron get over the domestic problems this has caused him. This is embarrassment for macron At Home. The reason why leaders react this way to these kinds of situations is because they look bad to their own constituency. President widen needs to find a way to help President Macron get over this and get a measure of redemption, if you will. Otherwise, its going to be a lingering Sore Spot for years to come. I think thats something President Biden wants to avoid. There are a couple big picture things theyre going to look at. Obviously covid, a crisis around the world, but were likely to see a Massive Global Push on climate change. Talk a little bit about that, and what the biden administration is hoping to be able to accomplish. Yeah. Climate obviously is the biggest international Agenda Item i think for President Biden at this point. Obviously getting back into the Paris Accord is only part of what hes going to do. That by itself wouldnt be enough according to the scientists. What he needs to do is make sure that its not just our committed allies who agree with us on climate who are going to take action but the ones more skeptical, the ones producing a lot of Climate Gases themselves, china, india, places like that that need to step up. I think thats harder given the tensions we have right now with china, for instance. Theres so many issues right now that relationship, the climate is harder to get cooperation on. But its obviously a top priority for President Biden and john kerry, his climate czar. What else are you looking to see out of this, particularly at a time when so many of our allies breathed a sigh of relief when Joe Biden was elected but knowing the tensions exist . Yeah. I think look, this is a body that President Biden is familiar with, comfortable with, supports. He is a supporter of the u. N. In a way that very few president s have been i think over the years. So its going to be interesting to see how he navigates the tensions. But it shows the american commitment to international value that otherwise has been disrespected or feels disrespected for years and has not been at the Priority List of any american president obviously going back at least to President Obama.
