On the other side, house progressives, many who see the current package as not enough, nor does it include the investments needed, and theyve maintained both a Budget Bill and the Infrastructure Bill must be voted on together, as Majority Whip James Clyburn put it earlier today. There are a few factors at play here. Reality and sheer time. Yeah, thats my point, and lets be sure that we never get to that point. And thats why we have so much work going on now. Our leadership is on this. We are working with everybody in all corners of our party. Theyre trying to get to a common ground on all of these issues, and i feel comfortable that we are going to get there. And this friday, progressive caucus chair, Pramila Jayapal told politico that half of her 96 Million are prepared to block the bipartisan bill if the Reconciliation Budget fails. So with all of those moving parts, and there are a lot of moving parts, you can see why it will be a busy two weeks that could ultimately reshape the role of government. She is also an msnbc political analyst. All right, sahil, you have been watching this very closely. Tell me where it goes from here. Alicia, they have a lot of work to do and not a lot of time to do it. They have to resolve a host of differences between Centrist Democrats and progressives in just the next seven or eight days, before that September 27th deadline. Speaker pelosi has promised Centrist Democrats that the Infrastructure Bill thats passed the senate will get a vote in the House Of Representatives on that date. Majority leader Steny Hoyer reiterated that just a few days ago. Now, as you mentioned, progressives are threatening to vote that bill down and deal President Biden a humiliating defeat if the reconciliation vote, thats the multitrilliondollar, social Safety Net Package is not ready by then. As things stand, its going to be very, very difficult to get it ready by then, because they have to resolve differences, including Price Tag. There are trillions of dollars of differences there. There are questions of payfors, how much taxes and revenues do they raise, and there are policy questions, like the prescription drug issue, letting medicare negotiate prices or not. This is very important in suburban areas around New York and new jersey. Democrats are insisting on that. Various divisions that they have to resolve ahead of that September 27th deadline, and dont forget, theres also a September 30th deadline to fund the government and an October Deadline to raise the debt limit, or they have an economic calamity. A very busy few weeks. Sahil, before i bring in juanita and elise, i want to ask you, what then are you hearing from the White House about how the president plans to spend his time and energy in these coming weeks. Who is it that he believes he needs to move . The president will be all in on this in the coming days and weeks. He wanted to spend august on this before other members, particularly Foreign Policy and the afghan withdrawal and the Delta Variant got in the way. President biden had a Call On Thursday with Speaker Pelosi and senate Majority Leader chuck schumer. Its in their hands now. The committees have finished their work in the house. Its up to President Biden and those two democratic leaders to come up with a package of multiple trillions of dollars that could pass the house, that could pass the senate, and land on bidens desk. Yes, of course, he has to talk to the centrists. Find a Price Tag thats acceptable to them, that can also pass the house and the senate and be acceptable to progressives. Hes got to talk down his progressives and make sure they dont tank this Infrastructure Bill, because that would be a devastating blow to the party if that could move forward and complicate everything. The president s got quite a lot of work on his hands over the next few days. Juanita, we began with those numbers on poverty in america, because they set the very realworld stakes for this legislation. Theyre also, of course, are political stakes, when you look at this as a democratic strategist, what is it that is on the line for democrats in these coming weeks . Ultimately, it comes down to the fact that voters ensure that democrats have the White House, the senate, and the house for this reason, to deliver on everything up for consideration over the next two weeks. This is not the time for democratic infighting to get in the way of that, because that is not a message that they can deliver to voters in the 2022 midterms. Like, hey, we tried to fight for you, but we got in our own way. Its just going to be unacceptable. Unacceptable so, while, absolutely, negotiations should happen over the reconciliation package, everything should move forward, because its critical alicia, like you said, 8. 5 million people have been lifted out of poverty based on legislation and direct aid provided by democrats exclusively. That is the same type of thing they want to carry into the midterms, showing, hey, we can deliver on this. And not just the reconciliation bill, but also voting rights, reproductive rights, everything at risk right now is critical and democrats have to step up to the plates, because voters entrusted them to be able to step up to the plate. Elise, Biden Democrats want to spend around 4. 5 billion to overhaul our Child Care industry. Republicans say that number is way too steep. And you have political reporting, women this summer dropped out of the workforce in staggering numbers. More than 40,000 between july and august. While men returned to work at three times that rate. You have got the treasury, elise, saying that the Child Care System in america is unworkable. What is the consequence of not making a big investment in Child Care . Alicia, i dont know if there is necessarily going to be a consequence. I think that youll have plenty of voters who are going to say, well, they couldnt restructure and fundamentally solve Health Care, because the Covid Pandemic Wasnt something that could be fundamentally solved and eradicated. And just because of how covid has particularly upended what every woman knows is a struggle in a time when even there isnt a pandemic. And so, youve got a challenge upon a challenge. And then you have republicans, who have been supportive of some Child Tax Credit measures, and then you know, you have republicans like senator mike lee, and senator rubio, who want to tie such credits to work. And so were going to see more of that kind of pushback from republicans for any real change that democrats hope to make, and how women are able and available to fully participate in the workforce. I wonder if that analysis is correct. I also wonder if they are just priming the ground for Rage Moms to come out during this election. Sahil, you write one of the issues with the Budget Bill is that many of its programs will face cliffs in the years to come. Quote, the budget rules that prohibit deficits under ten years assure that many programs would come up for renewal in future years, when democrats may not control congress, leaving the party grappling with giant partisan question marks, hanging over the future of progressive priorities packed into the measure. What are some of these programs that youre talking about . Yeah, this is a big, big sleeper issue, that Policy Aides are working to try to figure out. And of course, they need a Top Line to sort it through. There are a couple of programs that are very costly in nature, that are very popular that democrats want to extend for a period of time. The Child Cash payments of 250 to 300 a month. Thats a big one. But its also expensive. It costs 100 Billion a year to do. And the rules of this Budget Process that democrats are using means, if you want to make something permanent, you have to pay for it fully. Thats 1 Trillion they have to find to pay for it. And if they dont, they have to set it to expire somewhere down the road. As things stand, this money expires next year. Those Rage Moms you talked about are going to be pretty pissed, i would say, if that Money Drys up in the middle of an election year. It would be very bad for democrats, i would have to think, given how much this has cut Child Poverty so far. Theres also the issue of aca subsidies. Democrats have wrestled with the republicans, with the courts, for voters for years and years. They want to set the Subsidy Boost to expire and risk future republican congress refusing to extend them. These are the questions that democrats will have to grapple with. Because in order to extend these programs permanently, they have to pay for them and live with the political hit of that higher Price Tag, alicia. I love that wherever sahil tells me something is a sleeper issue, because its always something we inevitably start talking about three weeks later. I want to keep talking about the Rage Moms. To me, it distills this fundamental question, which is that you have issues like the Debt Ceiling which i think to a lot of voters seems esoteric. Yes, it may seem like a good way to articulate a partys ideology. I dont know that people feel that in their daytoday life, the way they feel something like a Child Tax Credit. And it would seem to me that that is part of the challenge for dems, right . How do they continue to deliver things that people feel in their lives. And this is the point i want to bring you on, how do you make sure that they take and make credit for those policies . Thats exactly right, alicia, notice earlier when we talked about lifting 8. 5 million people out of poverty, i said, democrats did that and did that through the american rescue plan, exclusively democrats. Its important for them to herald this up and down the ticket, up and down cities, states, across the country to let people know, let constituents know that they deliver this exclusively. And youre exactly right, alicia. People hear the Phrase Debt Ceil welcome and theyre like, that has nothing to do with me. Because at a personal level im required to balance my checkbook every month, but thats not here nor there. But i think The Real Thing is they know the Realworld Benefit of getting that extra 300 per child every month. Whether theyre applying it to paying bills or getting school supplies. They know that benefit. And so what i would advise democrats to do now is, yes, extend these programs. Recognizing the parameters that they like run out under republican leadership, but also recognize that they are so popular, that if republicans were to ditch them and leave these people in a lurch, theyre going to have to pay the political cost of that. Because these Rage Moms are real, right . Like, people are not going to back down. And theyre going to make their voices heart. Just as much as democrats are fighting for these basic needs that people need to be able to live and make ends meet, they also need to make sure that theyre doing everything that they can to extend these benefits right now, because people feel it in realtime. Elise, explain something to me, then. What is it that republicans think they gain from focusing on something like the Debt Ceiling . The Debt Ceiling . Well, theyre focusing on spending and theyre focusing on the message that the biden administration is increasing their taxes. A message that resonates in some of the really tight districts that dems managed to win in the last round of House Races and that are up for grabs again. And thats exactly what republicans, outside groups are campaigning on. All right, im sorry, ive got to Breaking News to bring our audience. A new filing at the Supreme Court revealing abortion is not the only right conservatives want rolled back. They are now asking justices to reconsider lbgtq rights. In an amicus brief filed in the upcoming case involving mississippis abortion ban, two Lgbtq Lawyers call protections as lawless as roe. Two are former clerks for Supreme Court justices. One is the architect of the Texas Law placing bounties on Abortion Providers and anyone helping those who seek care. This criticizes two key rulings on gay rights, arguing if roe is overturned, the Supreme Court should, quote, write an opinion that leaves those decisions hanging by a thread. The likelihood of the Supreme Court taking that advice and the danger of it. Its very dangerous, but i think, despite whatever partisanship now seems to be apparent in the Supreme Court, that they wont take that challenge, because they need a Case Or Controversy. And there is no Case Or Controversy now regarding either Samesex Sex or samesex marriage, which are the two cases they want to extend it to. There is fear that i have. On wednesday, theres another case being argued, which is not getting the attention it deserves, and thats in arizona, which has a muchmore dangerous law than either mississippi or texas, because it creates criminal penalties and also defines an embryo at conception as a person and prohibits even an abortion for genetic reasons. So that one is going to start getting more attention and the Eyes Shouldnt just be on the Texas Case or the mississippi case, but on arizona, as well. La nonza, another tip from these two male attorneys, and that was that women can just stop having sex if they know Abortion Isnt an option. When i saw this the first time, i thought it was an onion headline, and sadly, La Nonza, it is not. Your reaction to this messaging and this way of thinking about women . Alicia, its just its an insult to women all over our country. Thats why im so glad to beemi. We know more than ever that we have work to do to elect democratic prochoice women at all levels of government, not just the federal level, but as the guest just stated, states all over the country are beginning to take up laws, just like this. Attacking the rights of women all over, from state after state. And electing democratic prochoice women across the country is the work that we need to do. Lafonza, i saw this and i found it incredibly interesting, which is that a former Doj Spokesperson Under Trump says the antiabortion victory in texas could backfire for the gop. Let me read you some of what she writes. For decades, republican State Lawmakers have been able to vote for and pass highly restrictive Abortion Laws without living through the political consequences, because the laws were typically enjoined by the courts before they ever took effect. Essentially, what she is arguing is that because people havent had to live with the reality of these rights being taken away, the gop has been able to say, look at us. Weve tried, but then theyve not had the blowback that would come from a lived experience. If you are a democratic, prochoice candidate, how do you articulate that threat to voters . Youve got to be clear and straight. Living with the threat is what women across the country have to do every day. These laws are about to be passed. Talk to the women in texas right now that are being turned away from clinic after clinic, when they thought that they were going to be able to get a Health Care procedure that they had made for themselves, their families, and with their doctors. There is a real threat that women are facing across this country, and it cant be politicized. It has to be looked at from the place of what is the right of these women and these families across the country. And weve got to be able to make that clear. And weve got to be able to do the work in making sure that statehouse and governors mansions and, you know, the federal government is actually able to stay in democratic hands for just that reason. Republicans are continuing to perpetuate their playbook of taking back taking away peoples rights. And its the democrats who are advancing them. And thats the work that weve got to do. Jill, this also just puts a spotlight on the Supreme Court and the realworld consequences of a change in the Supreme Court. Just days after Amy Coney Barrett denied that justices are, quote, a bunch of partisan hacks, Thomas Clarence also defended the Supreme Courts independence. Take a listen. I think the media makes it sound as though you are just always going right to your personal preference. So if they think youre antiabortion or something, personally, they think that thats the way that you always will come out. They think youre for this or for that. They think youve become like a politician. Jill, your take . I think that sometimes, perception is reality. And when Amy Coney Barrett made that statement, she was standing next to mitch mcconnell, one of the most partisan of all republicans at a mcconnell foundation event. You cant say that at a partisan event and be taken seriously. The other thing is, reality has been that weve had Confirmation Hearings that are a joke and totally partisan. You had garland not even get a hearing, and then you had Amy Coney Barrett rushed through after the voting had already started. You had the fbi not do a serious investigation of the allegations against now Justice Kavanaugh and his being confirmed, despite those allegations. So, i think you have to just view what is reality and say, it is looking partisan. It doesnt look like theyre making decisions based on precedent or judicial philosophy, but theyre basing it on who appointed them and what the goals of that administration are. And theyre not making and i would say the decision on sb8, the 54 majority, is one that also supports the partisan view. And you know, quoting justice sotomayor, they were burying their heads in the sand and not paying attention to what is clearly a violation of the constitutional principles in clear violation of the Roe Decision and casey. Tony, explain to us how Critical Care is being rationed in Idaho Hospitals. How are Staff Members deciding whos going to receive Critical Care, who wont, and the patients who cant be treated, where are they going . Well, first of all, all that is being done in Idaho Hospitals and Health Care systems to meet this unprecedented demand. Hospitals are meeting on a daily basis and going through Bed Counts to try to locate care for every single patient. I can tell you that may mean that the hospital youre admitted to when you go into the hospital may not be the hospital where you end up. Because youre transferred to another location. Right now, we are doing everything we can to provide the highest level of care to all patients, and that means a robust and very activity patient Loading Exercise each day to make sure that we are able to move patients to the appropriate locations to be able to clear up space for other patients. It sounds absolutely overwhelming. Tony, can you explain the roll that idahos low Vaccination Rate is having in all of this . Well, it would be impossible to argue that our low Vaccination Rate is not impacting the situation when you look at the fact that almost all of the icu patients, covid19 patients that we have in our icus are unvaccinated. We currently have a number of hospitals where 50 of their total Patient Population are covid patients. And their entire icu is filled with covid patients. The low Vaccination Rates in idaho really are adding to what is kind of a perfect storm with increased number of noncovid patients, record numbers. Record numbers of covid patients and hospitals at capacity with staffing challenges, as well. Right, tony. I hear you, and what i hear, i think, part of the subtext is that the Hospital System is doing the best that they can under extraordinary circumstances. What is it that you are hearing from medical care providers . What is it that they are going through as they weather this crisis . I cant believe that they are dealing with everything that theyre dealing with. Its astounding. And im amazed every single day at what they are doing. We have folks staying up all hours of the day and night, trying to locate supplies, rooms for patients, trying to manage Staffing Shortages. Oftentimes, those Staffing Shortages are a result of Covid Outbreaks in communities. They are more patients than usual. We have care teams providing care instead of individual Nursing Care in icu units. We have patients in nontraditional locations, conference rooms have been set up to be covid units. We have patients in hallways. We have multiple hospitals that have Icu Overflow areas that they have created to meet the demands. They are going nonstop, and its extremely frustrating and heartbreaking to know that so much of this could be avoided if we just had better uptake in Vaccination Rates. Absolutely. Heartbreaking, indeed, alicia. Its hard not to hear that account and not to watch as weve watched the map of america, and weve watched as different states have become the focus of our attention, where we have seen medical systems just absolutely taken to the brink. And i think for a long time, we talked about this as the possibility of youre getting a covid or a person you loved getting covid. And now part of what were talking about, elise, is the possibility that you have a completely unrelated reason to seek medical care and there simply is not a Bed Or Care available for you. And elise, you, of course, come to this as a political thinker. At what point do folks in Red States look for someone to blame in all of this . And when they do, who is it that they are pointing the finger at . You know, i thought that that point would have come a long time ago, as so many men, women, and children are suffering in different communities that are resisting vaccinations, but you havent seen that moment materialize yet so far. You look at the commonalities between so many of these hot spots, and they are places that are already struggling to be able to provide care in rural areas because of so many Hospital Closures and they havent expanded medicaid. So you look at the case of alabama, you look at mississippi, where they have rejected billions of dollars that would have come in to bolster the hospital, to bolster medicine throughout the state. And it has been rejected strictly on political grounds. So perhaps this episode will make that be rethought a bit, too, but, you know, its to the point where you have the major medical Center And Hospital in jackson, mississippi, had to start using the garage. Fema had to come and set up beds and care and services, you know, much like whats happening in idaho. And so in so many places, the story is the same, and yet people refuse to change their opinion, because as long as they are affected, they stay entrenched in their belief system. Southlake, texas, a suburb of dallas, is one example of many across the country where School Board elections have become referendums and battlegrounds over diversity plans. It is not just about race. New reporting shows some members of the Lgbtq Community now are being harassed at school, and there are claims administrators often turn a blind eye. Joining me now, Nbc News correspondent, antonia hilton, she is cohost of the southlake podcast. Antonia, i saw you tweet that this is one of your favorite episodes. So tell me what we can expect this week . Well, episode 5 of southlake, what it does is really help people see that these fights that were all seeing play out nationally in School Boards across the country, over Diversity And Inclusion efforts, how they went from being this local agreement to really being fully involved and engaged in national politics. And as this becomes a partisan issue, mike, my cohost and i, we felt it was really important to compare whats happening between adults on the national stage with the experience of students inside the School District. And we have a really important scene in this episode, where listeners are going to meet a student who we call m, were protecting their identity because of potential for retaliation, and this past spring, this student was harassed by students that the Carroll Isd and they go by he and they pronouns, called her slurs, mocked her political identity, mocked her political beliefs consistently in an online Chat Room through instagram and what well hear is a moment in which this moment tries to talk to the principal and see if the principal will hold these classmates accountable. And much of this speaks for itself. Take a listen. At one point, he turns to his dean for instruction. And tries to make sense of everything. The only thing i can say that she has to be added or accept, because theyre just wanting to debate, you know. M asks duhon to reread the messages in the chat. Okay, you cant be a they, they the plural. You literally cant be more than one person, for real, for real. Its a Mental Illness, not sexuality. Haha ha. You realize how theyre being mean to me because i use they pronouns and calling me a Mental Illness when theyre just misjudging me. Okay. Over the next ten minutes, duhon and Em Go over several of the messages and discuss their possible meanings. Duhon again raises the question about whether or not em agreed to join the debate. And then, so, the next piece is she has to accept the invite. So you never accepted the invite . I didnt have to accept any invite. I do appreciate you and i and being able to get together and kind of seeing your side of it and your perspective and im going to have a visit with one of the young men and his parents and kind of talk through some of these things here that were posted. Are you just going to talk to them . Is that all thats happening . Duhon explains that even if he ultimately ruled in ems favor, theres only so much he can do. Because this was the first report about these students. Plus, he points out, the boys were in virtual classes, not physically at school when they sent the messages. Its not like we have Somebody Son Campus that we see every day that we can assign a Consequence Or Discipline to. And this is where enforcement of the Student Code of conduct comes in, because under the code, students can be disciplined for offcampus behavior, including the cyber bullying, and the document says students who harass classmates, based on their Sexuality Or Gender can be suspended from school for the first offense. And its like, just tell us if it happens again, but how many again have to happen to other people, you know . Its just annoying im sorry. Its okay. Im sorry that youre getting upset. The student who you heard from there who were Calling Em is city a student In Southlake school system. The principal is no longer there, sean duhon, who you heard interacting with her. But she and her family feel like the system has still left her to essentially heal from this incident, from this harassment, entirely on her own. So more broadly, as the School District done anything to address the harassment of kids like em, who we just heard from . Well, whats important to know is In Southlake, the attempt to address issues like this, it was called the sea cap. It was basically a Diversity And Inclusion plan has been held up and put on hold by a Restraining Order that a parent against the plan got through a lawsuit. And so, the short answer to your question is no and the district, because of this Restraining Order, is unable to implement a new comprehensive plan that would address not just studenttostudent issues but also Administrator Trainings or education for administrators who perhaps dont understand much about Gender Identity or who dont have experience with lgbtq issues. The School District has essentially said their hands are tied, and ems family has told us they have made very clear what actions they wanted the School District to take in response to this. And its been months now. This happened in the spring. And this student is still reeling from this. I mean, that is the School District. Have stories like these changed the minds of any of what well call the antidiversity parents in South Lake . Well, this is the first time that this audio, this incident, is being reported on publicly. My cohost and i have this exclusively and so it will be interesting to see after this episode comes out how people respond to ems experience. But again, you know, many of these parents, they have, you know, chosen their sides in this fight. Students have come forward with hundreds of incidents like this one.
