I am here to brief results of the investigation i directed following report of Civilian Casualties from our strike in kabul on 29 August. Having thoroughly reviewed findings of the investigation and supporting analysis by interagency partners, i am convinced as many as ten civilians, including up to seven children, were tragically killed in that strike. Moreover, we now assess it is unlikely that the vehicle and those that died were associated with isisk or direct threat to u. S. Forces. I offer my profound condolences to family and friends of those killed. This strike was taken in the earnest belief it would prevent imminent threat to our forces and evacuees at the airport. But it was a mistake. I offer my sincere apology. As combatant commander, i am fully responsible for the strike and tragic outcome. I have begun with the most important findings of the investigation, i want to provide the background leading up to the strike and include an explanation as to why we felt reasonably certain this was a legitimate strike on imminent Isisk Threat with no indication that the strike would result in Civilian Casualties as we asserted in our initial statements. The strike on 29 August must be considered in the context of the situation on the ground in kabul at Hamid Karzai international airport. Following the Isisk Attack that resulted in death of 13. And more than 100 civilians at Abbey Gate on 26 august. Also with substantial body of intelligence indicating the imminence of another attack. In 48 hours prior to the strike, sensitive intelligence indicated that the compound at Point One on the map, bring up the map now, please, and were going to bring this up. Hopefully you have an opportunity to see it as we go forward. John, can you see the map there . John, can you hear me now . The press have hard copies. I am going to continue based on that, john. In 48 hours prior to the strike, sensitive intelligence indicated that the compound at Point Number one on the Map Being used by isisk planners used to facilitate future attacks. We were also receiving a significant number of reports indicating multiple avenues of attack planned simultaneously to which isisk wanted to harm our forces, including rockets, suicide deaths, and vehicles with ieds. In 36 hours preceding the strike, leaders on the ground, at the airport, in the Strike Cell received more than 60 different pieces of intelligence related to imminent threats with some intelligence corroborating, some conflicting, with events observed from Uavs Flying Above Kabul throughout the kay. One of the most recurring aspects of the intelligence was that isisk would utilize a white Toyota Corolla as a key element in the next attack. Because the compound at Point Number one was our strongest lead for the series of imminent attacks, we initiated intense surveillance of the compound with as many as six reapers. A white Toyota Corolla arrived at. 1. The compound a key area of interest with imminent threats to the airport. Two Adult Males exited the vehicle. Met with an Adult Male in the compound and received a bag from him. The corolla then departed the compound heading south and we followed the vehicle. At 9 05 00 a. M. , they picked up a third mail carrying a bag at point two and continued south. 9 35, the corolla arrived at point three, which we know to include office of nutrition and international. At 11 19 a. M. , three Adult Males unloaded bags and jugs from the trunk of the vehicle before departing the compound at 11 22 00 a. M. Headed south. At this time, u. S. Forces were notified of Intelligence Collection indicating a Cell Leader in kabul was dropping off supplies. At 12 11 00 p. M. , they arrived at. 4. At least two Adult Male objecting pants exited the vehicle in front of an Office Building before returning to the vehicle and departing 1 27 p. M. , Headed West and south. 2 00 p. M. , the corolla returned to the compound at point three. Subsequently, multiple Adult Males are observed loading the truck of the vehicle, the trunk of the vehicle, with items assessed at the time to be explosives. Before departing at 3 47 p. M. With four Adult Males heading north. At 4 11 00 p. M. , the carolla returned to point two dropped off one male carrying a bag and continued north. After driving near Point Number one, the corolla dropped off one Adult Male On The Road at point five, roughly several hundred Meters North of Point Number one. At 4 39 p. M. , the carolla dropped off the last passenger On The Road at. 6. At 4 51 00 p. M. , the corolla arrived at Point Seven and backed into a compound approximately three kilometers from the airport which was the closest it came to the airport all day. We were very concerned the vehicle could move quickly and beat the Airport Boundary in a matter of moments. By this time, we observed the vehicle about 8 hours. While in the compound, the vehicle was observed being approached by a single Adult Male assessed at the time to be a coconspirator. The strike was executed at this time because the vehicle was stationary and reduced potential for Civilian Casualties. Single Hellfire Missile was fused to detonate inside the vehicle to further minimize chance for Civilian Casualties. It struck the vehicle at 4 53 p. M. , produced an explosive event and following flames large irthan Hellfire Missile would be expected to produce. It is my Assessment Leaders on the ground in the Strike Cell achieved a reasonable certainty at the time of the strike to designate the vehicle as an imminent threat to u. S. Forces at the airport. And they made the Self Defense Strike in accordance with established rulings of engagement. That assessment based on interviews with leaders on the ground and members of the Strike Cell, on review of intelligence available to the team at the time of the strike and on the Teams Interpretation of how the vehicle and its objecting pants actions were confirming intelligence they were seeing. It is further my assessment the Strike Team were convinced at the time of the strike that the area was clear of civilians and that they had taken prudent steps in regards to weaponeering the strike to minimize potential for Civilian Casualties. Finally, it is my assessment they did believe as reported there was a secondary explosion. Our investigation now concludes that the strike was a tragic mistake. First, i will stress this was not a rushed strike. The Strike Cell observed this vehicle for eight hours, Cross Checking what they were seeing all available intelligence to develop reasonable certainty of the imminent threat the vehicle posed to our forces. Second, while the initial reports indicated a secondary explosion, the initial investigation could only conclude there was possible to probable presence of external accelerant, Explosive Material in a Vehicle Or Ignition of Gas Tank of a vehicle. Subsequent Analysis Couldnt Rule out presence of small Explosive Material, but determined the most likely cause was ignition of gas from a Propane Tank located immediately behind the car. Such an ignition would have created a brief but massive fireball directly up and out of the compound observed in the video displayed in this photo. Get that next photo up, please. While the Strike Cell reported the presence of two males outside the vehicle at the time of the strike, the cell initiated a few of footage immediately following report of Civilian Casualties, determining a few partially obscured forms were briefly visible moving in the compound. This led to my initiation of investigation within 24 hours of the strike. Comprehensive review of all aerial footage led us to final conclusion that as many as ten civilians were killed in the strike, including up to seven children. At the time of the strike based on all of the intelligence and what was reported, i was confident that the strike had averted imminent threat to forces at the airport. Based upon that assessment, i and other leaders in the department repeatedly asserted validity of the strike. I am here to set the record straight and acknowledge our mistakes. I will end with the same sincere condolences to family and friends of those in the strike. We are exploring external payments. Thgs honest belief they were protecting imminent force on our civilians and now understand that to be incorrect. Ready to take your questions. Thank you, general. General, this is a complete and utter failure. Can you explain how this possibly could have happened . So this particular strike we certainly say is a terrible Mistake And Regret that. I have been clear we take full responsibility for it. At the same time, we were carrying on a number of complex operations designed to defend ourselves, conducted a strike a couple days before that was successful, other operations across the space to defend our sefs when threats were manifest. This strike didnt come up to our standards and i profoundly regret it, i wouldnt quantify the entire operation in those terms. Will anybody be held responsible . Were in the process now of continuing that line of investigation. Please identify yourself and outlet when you ask your question. You said that you started following this car after it showed up with a place associated with isis. In retrospect, was that place associated with isis. This was a strike that the u. S. Would rely on from now on in afghanistan, what does this incident say about the reliability of future strikes. Point one, very much associated with isisk, less than 24 hours later, rockets would be launched against the airfield. We had good intelligence to think Point One was an area where isis was centered. Second part of your question about whether this will effect future oth operations, let me be clear, this was a Self Defense Strike taken under Self Defense Rules Of Engagement based on imminent threat to attack us. That is not the way we would strike in an oth mission going into afghanistan against Isisk Targets. For one thing, that would not be a Self Defense Strike, it will be done under different Rules Of Engagement. And we would have a lot more opportunity probably than we had under this extreme Time Pressure to look at the target, to use a phrase youre familiar with, soak it with multiple platforms. None of these things were available to us given the urgent and pressing nature of the imminent threat to our forces. Are you considering reparations and what does it say about the overrising capability. What are the risks involved carrying out strikes going forward. As i said in the statement, we are considering reparations for this. That will be a matter for policy. We are in consultation with office of secretary of defense. You also understand difficult to reach out on the ground in afghanistan, reach people. But we are very interested in doing that and will move on it based on our ability to do that. Your question about this and oth, ill echo what i said. I reject a parallel between this operation and a strike on Isisk Target because we will have an opportunity to further develop the target and time to make that pattern. That time was not available because this was imminent threat to our forces. It is important i emphasize that. We did not have luxury of time to develop pattern of life and other things. We struck under reasonable certainty. Probably our strikes in afghanistan going forward will be under a higher standard, thats a policy matter, not purely military matter. But i dont think you should draw any conclusions about our ability to strike in afghanistan in the future based on this particular strike. You said you had threat from this intelligence was not good or there was another that was dangerous and nothing happened from another white toyota. I would say this. Clearly our intelligence was wrong on the white Toyota Corolla. At the same time, we undertook a variety of things that make it hard to get at us during this time. We closed gates which we didnt want to do in this period of time. They were active with Isr Overhead which often has Suppressive Effect on activities. The next day, fired rockets from places near the route of the vehicle. I would say unequivocally in this case, intelligence was wrong on this vehicle and we regret that as i have been clear. If i understand, you followed the wrong from the beginning, you were following one Vehicle And Mistake it for another one. In the initial statement you said theres no initial reports of Civilian Casualties, but appears to be there was concern about Civilian Casualties early on. On what basis did you make that statement. Finally, was any of the intelligence you were using gathered from the taliban. Thank you. Let me begin with the last question. Nothing was gathered from the taliban. I should be very clear about that. We selected this car based on its movement at a targeted area of interest to us, not only targeted area of interest to us, and held it through the day. Clearly based on end result, that was a mistake, and i have acknowledged that. During this time, were you tracking any other suspicious activity in kabul that might have been part of the threat and do you have any intelligence from after the Drone Strike that suggests what happened to the imminent threat afterward . Sure. As i note in my comments, we had over 60 very, very high caliber reports of imminent threat to our forces in and around kabul. Typically theyre signals based, but also other Human Intelligence as well. We have a variety of sources for that intelligence. We believe that the strike we took couple days prior had an effect on quieting down. Got a key attack planner. We believe that disrupted some of their plans. Additionally, we did things to make it harder for them to get to us. For example, we closed the gates. The gates as we know are a point we are vulnerable. We decided not to process people and hunker down. There were over 60 Threat Vectors we were dealing with during this period of time, including as noted before, rocket attacks that occurred a little after this from locations that are displayed on the graphic that you have. Quick followup. Not in terms of number of threats but number of other cars or groups of people you were following that day, were you tracking anybody else this closely . We tracked a lot of other people. We didnt track anybody as closely as we did this because of limitations on our resources and frankly thought this was a good lead. We were wrong. Alex marquardt from cnn. You mentioned that immediately following the attack you saw shapes in the Video Led you to believe this necessitated investigation there could have been more civilians there. On september 1st, we heard from General Milley that called this a righteous strike. This is several days later. Did you at the time several days later also believe this was a righteous strike and could you talk about erosion of confidence in the subsequent two weeks of the investigation. Sure. I think we issued a statement from u. S. Central command six hours after the strike acknowledging possibility of Civilian Casualties. We knew from the beginning there was possibility of Civilian Casualties. I think we still thought we had good reason to have taken that strike, and it took us gathering facts to change that. We didnt think as you will understand and appreciate, we didnt take the strike because we thought we were wrong, we took the strike because we thought we had a good target. Takes awhile to uncover some of those things. Actually, i think we worked extremely rapidly to get information out, make it public. Thank you. So despite numerous intelligence reports and warnings on the 26th, we had that tragic attack on the airport, 13 u. S. Service members were killed in addition to civilians. Again on the 29th and this strike, another tragedy took place. Ten civilians killed, among them seven children. Is that a failure of Intelligence Or Leadership and what do you intend to do about that. Thank you. I will say we had two events, attack at Abbey Gate and this strike. The Abbey Gate attack, youre in combat with an enemy who is alive and has his own will and sometimes the enemy is, his plans are just going to work. You Cant Cover every eventuality despite every effort to do that. When we had threats develop in the 48 hours that followed, we closed gates recognize tg would reduce the ability to bring people in, at the same time, thought it was the best we could do to reduce our attack surface, if you will, to protect our forces. Tlr a number of attacks that were thwarted. These are two you know about because theyre high visibility. Others were thwarted and didnt occur. Silence of those should say something too. It is difficult to prove a negative. Two quick questions. Are you going to release the report of investigation. Two, in your fact gathering, to what extent did you rely on New York times as extensive Video Investigation and then talks with ngos or civilian eyewitnesses at the scene. So repeat the first question for me . Youll be releasing the final report of investigation . Thats a highly classified document, there would be procedures to be followed to classify parts of that if it were released. I will leave that there. As we work the investigation, we use all available sources of information to inform us as we went forward. That included some of the stuff New York times did, it also included our own extensive resources which we looked at. We tried to go every way we could and not overlook anything as we try to build a picture. Did you have forces on the ground that helped you conduct this strike . No, we did not. As you know, no time were our forces really away from karzai international airfield. There was nobody there on the ground to play that role. You can see from the graphic the position of the strike was three to four kilometers west, so there was nobody, us or proxy of ours involved. Including Special Operations Forces . Explicitly. Can you talk about challenges conducting the Drone Strikes without any u. S. Troops on the ground . So we conduct successful Drone Strike two days earlier and got the target and i think that had a significant event on dislocating and suppressing Isisks Ability to attack us during this period of time. So we actually had success with that. This one we did not have success with, and we have been clear about owning up to our responsibility in this regard. Weve got time for a couple more. Thank you. General mckenzie, Tara Cop with defense one. Since there are no u. S. Forces on the ground, how would the payments be provided to surviving Family Members if they are provided, and i know you walked us through timeline at the beginning of this, can you give us the overall amount of time spent actually identifying and confirming this target before the strike was taken . Sure. As for the payments, we are working that now. It would be difficult as noted in my remarks one of the first questions, difficult to do that without presence on the ground. Thats something we have to work through. I dont have a better answer for you right now other than we recognize the obligation and will continue to work that problem. In a situation like this, to go to the second part of your question, you continue to look at the target over the course of the day, you build probabilities, you begin to weigh are we taking a strike, why are we taking a strike. When the vehicle got to Point Seven on the map which is closest to the airfield it had been all day, we are concerned about white corolla involved in an attack. Cumulative force of all of the intelligence gathered throughout the day, the position of the vehicle, nearness to the airport, imminent threat, and the other things through the day led us to the moment of deciding to take a strike. One last followup. Who ordered the strike, who had final authority to say fire . In this case, the Target Engagement Authority was held by the commander. Horizon Strike Cell commander. We have time for one more, then have to let the general go. Thanks very much for doing this, general. Given how this strike went, where do things stand in terms of future over the Horizon Strikes. We are told the taliban made various commitments to counterterrorism. I know you said they didnt provide any information for this strike but did they provide any help in closing days in terms of preventing the threat against, from isisk or have they been helpful since then cracking down on isisk as they continue to plolt plot against u. S. , western targets. I think the best i can answer your question is take the middle part of the question. In final days and really the second half of our time there, as we continued evacuation, the taliban were helpful in establishing Outer Perimeter security which prevented some attacks. Theres a down side. Also allowed them to screen people that might otherwise have gotten to the airfield. Thats a harsh fact. You have to balance those, Force Protection of our forces, supported by taliban external presence against the fact that it may prevent people you would like to bring out from being able to get to you unmolested, and thats a difficult balance. I frankly came down i wanted to protect our forces and needed that outer boundary. To that degree, we were able to work together. I had no particular affection for the taliban and i dont know that theyre doing anything at all for us right now. Those questions better go to Department Of State along with questions of basing, where we might get closer basing than where we are now. All those things are being worked by diplomats as we speak. The secretary was briefed by General Mckenzie this morning at 8 00 on results of his investigation and on behalf of Men And Women at department of defense, he offers his deepest condolences to surviving Family Members of those that are killed, and to staff of Nutrition And Education international. You should have in inboxes now a statement that i am paraphrasing from. As the secretary says, we apologize and will endeavor to learn from this horrible mistake. To that end, he directed thorough review of the investigation just completed by u. S. Central command. And he asked for this review to consider the degree to which the investigation considered all available context and information, the degree to which Accountability Measures need to be taken and at what level, agree which strike authorities needs and processes need to be altered going forward. And he reiterates no military works harder than we do to avoid Civilian Casualties. When we have reason to believe we may have taken innocent life, we investigate and acknowledge it as he did today. We have to work just as hard to prevent recurrence, no matter the circumstances, intelligence stream, operational pressures under which we labor. On another matter all together, today, the secretary approved a request from Capitol Hill Police board to provide 100 members of washington, d. C. National guard stationed at the d. C. Armory as physical Security Task Force this weekend to augment Law Enforcement over the weekend covering the september 18th. Should Capitol Police need help the Task Force will only be deployed on request of Capitol Police to protect the Capitol Building and congressional Office Buildings by manning Building Entry points, Screening Individuals seeking access to the building. It will be unarmed. With that, i can take questions. I have a question about that. Back in january became a big issue there were veterans and couple cases troops were involved in the January 6th incident, just wondering if there are efforts to say something to troops ahead of this about if theyre thinking about going, what they should consider first, if thats too many levels below from the podium, can you talk at all about what the secretary might say to troops who are thinking about going to a rally like this on saturday . I dont know of any official communication thats come out from the department at any level to troops that might consider being part of a protest. There are already limits to what they can do in uniform, clearly political protests is one of those things theyre not allowed to do. I dont know of any specific guidance thats been issued. They are american citizens. And their off duty hours, theyre allowed to participate in social events like that, social political events like that. But they cant do it in uniform, and obviously should things turn violent, they will be held accountable for any violence they participate in. Of course, travis, nobody wants to see it get to that point here and the secretary has confidence that Men And Women of the department understand the limits and constraints on their behavior in these kinds of circumstances. Is the secretary satisfied with the level of accountability so far on the investigation, is he concerned there hasnt been enough accountability. I am not going to characterize it one way or another right now. He asked for review of the investigation. One of the things they asked to do is look at accountability, the degree to which accountability needs to be considered, if so what level. I am not going to get ahead of Decision Making on that. Fire anybody. Im not getting ahead of the secretarys decision. Thats why he asked for review so he can get a look. Will there be review of the first strike at all . The one in mangahar . No. The joint operations announced agreement with the u. S. To reduce Combat Troops at Air Base by end of september the statement didnt mention reduction of troop level. Can you talk about the coalition and also confirm level of troops will remain the same through at least september. I Cant Confirm that. You have to let me take your question on statements because i just havent seen those today and i dont want to venture a guess. Let me take your question, get an answer back. If you can explain about the capabilities that u. S. Forces have after december, will they be able to conduct Strikes Targeting obviously were still in technical talks with the iraqis about presence going forward. Im not getting ahead of those talks, what decisions they might make. It is better for me to leave it where we are now. Shift of the mission, nature of the mission, will it effect the mission in syria . Again, i am not getting ahead of decisions that havent been made, policies that havent been decided on. We are in talks about what the posture is going forward. We have a smaller presence in syria, but it is aligned to the same mission, which is too continue to counter isis and their influence in iraq and syria. While they are different places, different force postures, same ultimate goal. I am not going to speak about Policy Decisions or operational decisions that havent been made yet. All right. Youre listening to a Pentagon Briefing, featuring John Kirby and general ken mckenzie, commander of central command. The united states acknowledging now what had been reported by news organizations, including New York times, the Pass Couple days, an Air Strike, carried out a Drone Strike August 29th, that it initially said targeted an Isis Facilitator or Bomb Maker was an erroneous Drone Strike that killed ten civilians, including up to seven children. Thats according to an investigation carried out by the pentagon, confirming it was a mistake and those killed in the Drone Strike back on August 29th were civilians and not as initially suspected, members of an Isis Cell perhaps plotting to carry out an attack against the united states. Lets breakdown what we heard from the pentagon and bring into the conversation kevin baron, and international affairs analyst. Kevin, let me start with you, initial thoughts by the acknowledgment by the united states. We obviously started to see accumulation of evidence based on News Reports in the past couple of days. Perhaps this was not surprising that this has now come out by the military, but your initial thoughts about the severity of the Air Strike and the Tragedy Weve seen play out. Yeah, youre right. The News Reports drive what we saw, the u. S. Admitting grave mistake. Clearly those that tracked the war on terrorism, not the first time, but a highly publicized one. Two things that stand out to me. One, it shows the difficulty of the moment that we all went through watching the evacuation of kabul, but also speaks to a lot of questioning you heard about the future of how the u. S. Will conduct the war on terrorism with over the Horizon Strikes and the general trying to take pains to make the point he didnt think this kind of Self Defense, quick Decision Strike should be thought of same way as future offensive ones. But frankly, you know like i do, civilian strikes or Civilian Casualties are alleged in other places with far less cameras like Somalia And North africa, for example. We rarely get this kind of mission, never from a four star general, never in the Pentagon Briefing room, usually Blanket Denial until proof says otherwise. I think, call it a victory for civilian casualty watchers that the pentagon came forth with this information, but hopefully not harbinger for things to come in the future. Kevin, your experience covering the pentagon, certainly more than i have, the statement or statements from officials suggest they want to look at accountability going forward and whether or not procedures or processes should change as a result of this. How likely to see any accountability within the military ranks, within the Strike Cell that carried this out. It seemed that General Mckenzie defended intelligence gathering process, acknowledging context of the moment as you said, but didnt necessarily say there was a problem with the way the intelligence was gathered or analyzed to lead one to be held accountable. These are tricky. Usually theres a report, some accountability assigned, and Big Battle Over Whether thats the appropriate level. As somebody asked him, who pulled the trigger. Well, thats a Strike Commander farther down the chain than the four star general. The words out of his mouth were i am responsible for this mistake. Only person to fire him is the president , maybe secretary of defense. Short of that, i think it will be months before we hear an investigation and results of investigation and find out whether somebody gets knocked down a grade or just procedural changes are made. Either way, im sure there will be unsatisfied people when they hear the results. Something tells me people in afghanistan were probably not waiting for results of the u. S. Investigation, they knew and perhaps had suspected all along these were civilians, the initial report suggested seven children were among those that were killed. How do you think this moment would be marked in this long chapter of american Drone Strikes in afghanistan and elsewhere. In the same briefing you heard the American Military Talk about other Drone Strikes taking place they defended and said were justified and then the last statement there, John Kirby said they wouldnt investigate The One that took place in kandahar. Yeah. As you mention, afghans have already known that this killed civilians, the Evening Newscasts that i have been watching, that they watch there, the parents, mothers, wives of these civilians who were killed were interviewed. The mother talking about seeing the Body Parts of her toddler when she stepped outside of her house. This is something that the afghans have dealt with for many years now. Drone strikes have killed civilian after civilian. Yes, it killed militants as well. But unfortunately a lot of civilians have been killed through this method. Afghans are tired of it. Theyre tired of war. It is not that they want the taliban in charge, they dont want anyone that will kill civilians. An fda advisory committee just voted against recommending the approval of the Covid19 Booster Shot for those 60 years and older. Joining me now, dr. Peter hotez from texas childrens hospital. Msnbc senior international correspondent Chris Jansing at a hospital in North Carolina for us. Also shaquille brewster in louisiana. Dr. Hotez, firgs your reaction to the announcement from the advisory committee saying that anyone thats 60 and older should not be getting a third Booster Shot or Booster Shot of any kind. What do you make of this decision, seems like a surprise from where the trend was looking like it was going. Remember, this is the first vote. My understanding is there could be another vote that follows on a specific recommendation for older americans and well have to see if thats the case. While i am not surprised by the decision, you know, my opinion, this was always going to be a three Dose Vaccine and i think theres a lot going for recommending the third immunization. My understanding, it was three votes for, 16 against. If i were there, i probably would have been a fourth affirmative for moving forward to this. And it has to do with the fact that it sounds to me like the committee is heavily focused on evidence showing the vaccines prevent hospitalizations which i think they do but they seem to be less concerned about breakthrough infections. I have a different view because of high rates of Long Covid were seeing even among young people and data coming out of the uk showing gray matter, brain degeneration, cognitive declines that resemple older individuals. That concerns me. You think about the adult vaccines we get such as shingles, why do we get that vaccine, it is not that i think im going to die of shingles or be hospitalized for shingles, i dont want to get shingles. I think im not certain the committee adequately considered Long Covid. It is easy to do Monday Morning quarterbacking or Friday Afternoon quarterbacking, but well see how the vote goes older americans, and if that happens im more confident they will vote to move forward on the third immunizations. If it were up to me i might move forward even with 16 and up. So let me just ask you, do you have any estimation how long it might take for the advisory committee to come back and take up this question surrounding Booster Shots . It seems to me, and correct me if im wrong, because this was about everyone who was 16 and older you are saying it may come back to more specific targeted groups or a slightly different age demographic that might get it approved . Well, my understanding on the docket for this afternoon there may be multiple questions posed to the advisory committee. So well have to see. And i think the other point to make is, again, this is an advisory committee. The fda typically accepts the advice of the committee. This is an instance where they may or may not. Chris, i understand that the hospital that youre at had set up outdoor tents for the first time in almost a year. Tell us about why that happened and what youre seeing there. Reporter yeah, this is deja vu. They took down the tents last october but they put them up this week. Just this morning they stocked them. The reason is simple. Theres no room at the inn. The e. R. Is swamped this is a hospital that has 108 more parents right now than theyre supposed to have, the normal numbers should be 346, i think. Look, the tents are designed to take some of that pressure off of the emergency room. Theyre literally looking for beds everywhere they can find them, transforming rooms that werent Patient Rooms into Patient Rooms. They can have this as a patient room, a triage, even as treatment if they needed it because the Domino Effect is felt first often in the emergency room. Here is what the head of the e. R. Told me. We have a 40 Bed Emergency Department. Currently there are more than 20 people who need to get upstairs in the hospital taking our emergency department, so that takes our 40 Bed Emergency Department to a 20 Bed Emergency Department. Reporter and they also have eight patients in what are called behavioral health patients, people, for example, who may have been brought in from a Nursing Home and have dementia. They require extra care. That brings them down to 12 beds, and those are people who cannot then theres nowhere to transfer them elsewhere in the hospital. They hope this will take some of the pressure off. They were hoping to get some of the pressure off because Unc Health was opening a Satellite Hospital with 50 beds, acute care beds, suburban area about 25 minutes from here. Thats not happening now because 125 people that they hired to work in that Satellite Hospital are now moving here to take care of the patients. Right now theyre on the docket for november to open that Satellite Hospital in holly springs, but, ayman, youve watched this throughout. Its unpredictable where its going and, frankly, they have real Staffing Problems here. People are exhausted, the way the head of the e. R. Put it to me, it was a marathon. Were used to running a marathon. But with delta were in an ultra marathon. These folks have been at it 16, 18 months. Lets cross over to shaq in louisiana. Shaq, tell us a little bit about how officials there were preparing in hopes that boosters would be approved. Were they leaning one way or have views one way or the other . Reporter it really depends on who you were asking. Everyone had a different view on what they should do and what the fda should do and deferring to what comes out of the fda and then the cdc for when they will provide that Booster Shot for more americans. The clear thing, and ive had conversations with multiple medical systems in this area, the clear point and the common thread that you have is they are ready. They have the supply. They were watching closely to see what will happen. And theyre saying theyre ready to go. Listen to a sample of the conversations ive had with multiple medical groups in the area. Yes, we are ready to scale up if the Booster Shot is approved. The entire Health System and all five of our markets are ready to go. We have people we vaccinated large populations in the first pass and we have a better system now than we did before. So were very, very well set up to handle the next phase of vaccinations. Thats really not going to be a problem for us. Reporter now as i was listening to chris give her report, one thing to point out what youre seeing in North Carolina is what folks here in louisiana went through last month. And this is good news at this point. Compared to a month ago, cases are down dramatically. Hospitalizations are down significantly including this Hospital System running the Vaccination Clinic behind me down 60 from just a month ago, and then those vaccinations are up. So theyre still pushing the vaccinations saying theyre still not Out Of The Woods yet but theyre liking the trends theyre in right now and theyre ready to provide those Boost Fers the fda comes back and expands the eligibility for the third dose. Doctor, a final thought, whats The Next Big Thing on your radar the Fda Or Cdc should be tracking . If theres a second Vote Today on recommending the vaccinations for a specific cohort of individuals, theyve done this before for immuno compromised people. Now i think they might look at that, revisit that for those over the age of 60 given the compelling data coming out of israel. And then, again, this is an advisory group and well have to see how the fda responds to the advice and whether they concur with the Committees Vote or whether they still move forward with universal vaccinations over the age of 16.
