Start vaccinating poorer countries faster. But the cdc says that is a false choice, because there is enough vaccine to do both. And this for timing, the Washington Post is saying that the u. S. Is purchasing hundreds omillions more doses to donate to the world in addition to 500 Million doses that the u. S. Has already bought for low and middleincome countries. Now, as we said, we dont yet know what the Fda Panel will decide, but in an interview with my colleague craig melvin, dr. Anthony fauci says that he expects the panel to give the green light in Some form. Lets start with this Fda Meeting that is happening right now. Are you expecting Pfizer Booster shots to be approved . You know, i dont want to get ahead of the fda deliberations. The data i have seen strongly suggests that is going to be the case, but the fda with their adviSory group, the verpac is going to carefully look at every single piece of data to make that determination. The age has not been determined, and that is what they are actually discussing now. It could be a broad range. It could be anyone from 18 or 16 or 18 or older or individuals who are elderly or people down to a certain age, 50, 40, 30, and we dont know that right now. That is what is actually being deliberated as you and i are speaking. All right. So joining us to start the hour we have nbc Correspondent Shaquille Brewster from baton rouge, louisiana, and Nbc Correspondent Chris Jansing from raleigh, north carolina, and alSo our Vaccine Director at Childrens Hospital in dallas, texas, dr. Peter hotez. So what is the plan to scale up the program, should they have to . Well, geoff, i will tell you that it is a plan based on what they have been doing in the past month to those most vulnerable, and those immunocompromised to get the booster plan, and what We Saw in spring when the demand for the vaccines were sky high. I have been talking to the providers throughout the state, and about 28,000 of the Booster Shots have been provided and one thing that you are hearing and consistent message, they are following the Fda Meeting extremely closely and not just for the authorization, but for the data and the new information they can learn during this debate. And two, they say they have the supply and ready to go, and three, it is the point that they have had Some preparation. They have had Some heads up. I want you to listen to what one of the Vice President S of the medical system told me about that Preparation Piece just this morning. Yeah, they are ready to go. I mean, weve got a very nice system here to start vaccinating people. And we have vaccinated a large population of people in the first pass, and we will have a better system now than we had before, So we are very, very well set up to handle the next phase of vaccinations. That is really not going to be a problem for us. And in talking with the States Department of health, one thing they have been watching and learned about who was interested in the first batch of those who were getting the third dose is that the older population were most interested in getting the booster shot out of all of the people who got that booster vaccine, it is about 70 are 60 and older, geoff. And chris, as we are debating the boosters, we should not lose sight of the pandemic, itself, and yesterday on the show, we talked about the situation in idaho and in alaska, and So bad there that hospitals are rationing the care, and where you are in raleigh, i understand that we are back to tents being set up outside of the emergency room, and what is happening there . Yeah, i got to tell you, geoff, the last thing they wanted or hoped for was that they would have tents again. They took them down last october, and almost a year ago, but here they are again, and they went up this week, and this morning we watched them as they started to put the stuff inside of them, and the reaSon is simply found in the numbers. This is a hospital, Rex Hospital designed for 439 patients. This morning they had 108 more than that. You can just imaine the situation it creates. Every nook and cranny, and looking for a place to put the bed, and the stress is ending up on the e. R. Where they dont have room for folks. They will start to use these as the waiting rooms, but ultimately, they could be used for triage or even minor treatment areas. T in the meantime, while they have the numbers of patients that are So high, they alSo have the ongoing staffing problem. People are leaving because of the burnout, and nurses who can make more money than doctors by going On The Road. 6,000 to 9,000 every week. So i talked to the head of the e. R. , and i said, do you at least see the light at The End of the tunnel, and this is what he told me. I think that most of us now feel like this process is not going to go away, and wled continue to see the surges until we can get a huge percentage of the population vaccinated. Reporter what is that going to do to you mentality to think it is not going away. Yeah, it is it is heart wrenching, and it is it is leading to burnout, i think both from everyone on the staff. Reporter yeah, they thought that they were going to get a break here frustration. Reporter they actually felt they would get a break here, geoff, because a Satellite Hospital with 50 beds was supposed to open here in a fastgrowing suburban area in holly springs, because they took the 225 people who were hired to work there and bringing them here to deal with what continues to be more than 100 beds over what this hospital was designed to take, geoff. That is incredible. Dr. Hotez, before we talk about the boosters, can you tell us what is in light of the pandemic, and whether this system is at a Breaking Point here in light of what chris said . Well, it is regional, but in different parts of the country, definitely at Breaking Point. We are seeing this in alabama for instance where we dont know if we can take patients with noncovid life threatening conditions such as Myocardial Infarctions and stroke. So this is a tragic situation and it is all unnecessary because we have defiance, and defiance of people not getting vaccinate and we have lost now 100,000 americans who have lost their lives since may despite the availability of vaccines. These are people who are dying because of their antivaccine sentiments because they have been So inundated with the disinformation and the aggression. So lets talk about the Booster Shots. What do you think that the Fda Panel is going to ultimately decide, because i ask the question because if the stated goal is to prevent serious infection, all of the data of the cdc says that the vaccines are doing that very thing. Well, there is not a lot of publicly available data, but two important pieces coming out this week. One was Wednesday Night in the new England Journal of medicine, and the israelis presented compelling data that third dose makes a very compelling case, but the problem is that they only followed the group for 25 days after the vaccination, So this week in the Morbidity And Mortality report, shows that the data of the effectiveness of the Pfizer Vaccine declines from 25 days out down to 77 for hospitalizations which is significant. So i think that based on just those two pieces of information and publications, i think that there is a high likelihood that the committee is going to recommend a booster in Some form, but what i dont know as dr. Fauci mentioned in the introduction is if that is going to be universal for the adults and adolescents or a more defined group possibly over the age of 60. You mentioned that there is not a lot of publiclyavailable data and why is that the case almost two years into the pandemic. I remember covering the start of the pandemic under the Trump Administration, and they were using data compiled under johns hopkins, because the cdc data was two to three weeks out of date, and now we are still relying data from israel, and why are we in this Data Desert . That is important point. Because most of the data is coming out of israel and u. K. , and that is why we have a fair amount of the pfizer, but because the Son-johnSon'>JohnSon JohnSon and the moderna is not used as much there in israel and u. K. , we have less data. So this is another issue that the cdc is coming up small a number of times, and we have to look at how the modernize the cdc is a back story. All right. Peter hotez and Chris Jansing and shaquille brewster, thank you. As we stick to this topic, i want to bring in the governor of Washington State Jay Inslee who has instituted one of the strictest Vaccine Mandates in the country. Governor, since we are awaiting this vote on the boosters, what are you hoping they designed what are you hearing from your own state officials on this very topic . I hope and i have every confidence they will be making a decision based on the best data available, and doing the right thing which is to carefully review the evidence and the data from all over the world, and then making a scientifically Sound decision. I think that the process of making that decision involves asking good questions and hard questions which they are doing, So i feel that we will get a good result, and follow the result and save hundreds of thousands of lives by following that result. So in this nation, when we make a decision based on science, and make decisions based on the common good, we can beat a common enemy, and that is covid right now, and So i feel good about the process, and we will have a good result. I am not going prejudge it, but i will follow the science. When you are talking about making the decision based on the science, that is what you dead when you issued a Vaccine Mandate for State Workers and there are reports that there are roughly about 8 of the 60,000 State Government employees in Washington State that are requesting the religious or medical exemptions and that is thousands of people, and how do you balance that making sure that the exemptions are granted and warranted without people trying to abuse the system . Well, first off, where we start this discussion is, is the public deserves to be protected from being infected by public servants. We owe an obligation to the public servants not the infect the public. Sot this is a very important requirement for the public servants in the state of washington and alSo doing it on the federal level and doing for it the Health Care workers and our educators, and So this is a very Sound basic obligation that we have to the citizens that we serve. But there are Some potential exemptions for the people with medical situations and for those with sincere religious objections is, and we will see if those can be accommodated. Some of those may have been accommodate and Some may not be accommodated in which case we will have other folks to be replaced in public service. We hope that everybody is going to strive to be vaccinated, because it is an american thing to do, and George Washington started this concept in 1775 when he required all of his Soldiers to be vaccinated and the constitutional basis of this was affirmed in 1905 in the jaycus decision, and for all of the students, So this is a common decision against the common foe. We can only defeat this common foe by common action. We have to reiterate that we will not get out of this until we get many, many, many millions more people vaccinate and that is the only way out of this, and we have to move in that direction. I want to ask you what is happening across the border there in idaho. You hospitals there filling up. Idaho hospitals are rationing the care, and in Some case, and many cases trying to send the patients over the border to Washington State, and it is creating a crisis in Washington State hospitals now. How are hospitals in your State Handling that, and do you feel any resentment, and the old saying which constitutes a lack of preparedness on your part does not constitute a emergency for me, and washington handled covid responsibly and idaho did very little and now you bear the brunt of that . Well, i am sure that people can understand our massive Frustration And Disappointment and bordering on anger, and in fact, i think it does pass into anger when other folks will not act reaSonably to protect us. Again, this is coming back to the issue. There is way too much me and not enough we when we talk about covid. People who are not vaccinated, and people who are not masking in the appropriate circumstance are in a Clear And Present Danger to everyone. When the idaho politicians refused to act with Common Sense measures, it not only endangers idaho citizens, but Washington Citizens, and today, my state, Washington Citizens in many cases cannot get heart surgery, and cannot get Cancer Surgery they need because we are having to take too many people of unvaccinated nature and unmasked and many of whom have come from idaho, and that is maddening frankly, and So we are calling for idaho and the leards there to lead. And lead. I am frustrated that the governor of idaho is looking to reduce vaccination and then clogging up my hospitals where i cant get cancer treatment. So, yes, we are frustrated, and it is not just idaho, but it is the entire party, and the other party is not helping out, and pulling on the rope there. And many of the other governors will be experiencing the same frustration that i have. So it is time for people to start pulling on the rope and doing The American duty and get vaccinated, and have useful use of maxes where appropriate. If we do these things, we know that we can best this pandemic. One thing that we should say in the middle of the frustration, the middle of the anxiety, our pain, and i lost a good friend this morning who died, and didnt have to die. His family would not let him get vaccinate and he lost his life because of it, and it is So maddening to me, but this is the good news. We know that we can get on top of this and get it under manageable levels with a simple tool. This not a situation of helpless, and we are in control of our own destiny, and if we will simply get more americans to do what they have always done which is to come to the common response to the common enemy, and i am calling for people to do that. When i spoke to the organizer of the rally that he is calling Justice For J6 and he says people unjustly held or unjustly prosecute and the folks as he was calling them protesters here, peaceful protesters here on January 6th. We well know the truth, and many of us were on the ground covering the January 6th insurrection, but this is what he said. We condemn those who engaged in violence, but individuals who were simply in the wrong place at the wrong time. And who was So these are the people who unlawfully stormed the capitol and threatened lives. Storming is your characterization, and not mine, and in many cases they walked through a door held open by a Capitol Police officer. You know that is not my characterization, and We Saw it with my own eyes, and i asked matt, were you here . Did you watch what took place, and he said, no, he was in florida working on Something else. And So i think it is important to note that while they are saying that they are here in support of the people that they feel were unjustly prosecuted of this rally as they call it or insurrection as it is known, that is not what We Saw here with our very own eyes here as we covered it on the ground January 6th. So we will see what happens, and the Capitol Police, and the National Guard is on standby if in Something'>Fact Something gets more volatile throughout the day. We will wait and see what happens. And carol, you have new reporting about the preparation, and the Security Preparations under way, and the u. S. Capitol Police Chief formally asked for 100 armed National Guard to be on standby, and a top Security Official asked him to withdraw that and So he asked for 100 unarmed guards, and that request was granted. They do not want to be caught Flat Footed and Chief Manger is not wanting to have anything else happen under his watch. So he has more Law Enforcement officers is coming in from District Of Columbia and others who have offered to come in on saturday to help, but the National Guard was a break the Glass Kind of team that if things got violent and worriSome that the chief wanted 100 armed quick Reaction Force national force members. A desperate scene is playing out right now in texas where a spiraling surge in migration is overwhelming authorities and resulting in squalor living conditions there for migrants where there are over 10,000 people. The group has doubled over the past two days, and officials are expecting thousands more to attempt to make the River Crossing to Del Rio over the coming days, and most of the migrants that you can see are haitian. They are under that bridge because Border Agents put them there for processing creating a temporary Tent City with no Running Water and only 22 portable toilets happening in Tripledegree Heat. Joining us now is our nbc Responsibility Morgan Chesky and Nbc Security Correspondent lindsey ames, and what are the local officials saying about what is happening there on the ground . Well, geoff, it is interesting what we are allowed to see at this point in time. I am a quarter a mile away from the bridge, and i am beyond from the humvees blocking the entrance, and we have been seeing the border vehicles going in and out of that area, and you have seen the video shot by drone. And within the last 24 hours, however, what has alSo happened is that the faa has effectively shutdown the Air Space specifically over that bridge effectively making us unable to see the status of that group of migrants that we are told that currently grow by the hour there right now. We know that they numbered 5,000 on wednesday, and the mayor saying 12,000 today, and reports in another 8,000 arriving here, and that is why everyone at least locally is asking for as many reSources as possible. What the mayor said here a few minutes ago, take a listen. Onethird of the population of Del Rio, texas, in a confined space under the Del Rio bridge, and that said, i thought that the alarm was set monday and this is setting the nuclear Bomb Alarm that this is no longer sustainable, acceptable. This is unprecedented, and this is beyond surreal. This is affecting everybody in this community. Reporter strong words from the mayor there, and he issued a State Of Emergency here, and claiming that he would shutdown this bridge entirely since the city owns Toll Booths on the bridge until more federal help can be sent this way, and still waiting to see how that is going to be enforced going forward or what impact that is going to have on the migrants coming across the dam beneath that bridge. We do anticipate that here within about an hour or So, an update from the local officials as well. They have described that scene, geoff, as a nuclear bomb going off under there, and yesterday, there was a woman who had to be taken to the nearby hospital, because she went into the labor in the near Tripledegree Heat under that bridge that only grows. So, Alicia Menendez spoke to the secretary about that situation, and i want to talk about it on the other side. I am sure that you have seen the images coming out of Del Rio, texas, and it looks like 10,000 migrants and maybe more huddled under a bridge. Is that what a fair, orderly and humane Immigration System is supposed to look like . So, a fair, orderly humane system is how we address the situation of a large number of haitians arriving at the border. We will address it accordingly. So what is the plan, julia. I understand that you have information of how the biden administration is going to address the deportations. You can argue whether it is safe, orderly or hue main. But there are Flight Manifests to be leaving next week taking eight flights a day to deport the haitians out of that very area where morgan is right now, and try to deport them back to haiti. Now, there are Some flights within the past couple of days, but this is going to be a ramping up, and eight flights next week, and ten flights a week after that, and even still, that is a drop in the bucket, because the flights could take between 130 or 150 people. So you are talking about, morgan mentioned 12,000 now there today. And So that is fewer than they could get out for a quick period of time, and there could be lateral flights taking the immigrants from one part of the border in Del Rio and move them to another part of the border to be processed there, and Some people unprocessed to i. C. E. And it is a Mat Per of trying to get as many people out of that area as quickly as possible to try to alleviate the situation to get them to the place where the Law Enforcement can handle them. Right now, they are packed under there, and they dont do the covid tests in cpb custody, So you public Health Risk on top of that as well. Humanize these folks for a second, julia. How did 12,000 people just show up under a bridge in a matter of days . Where are they coming from . Where are they fleeing . Put it in context for us. Haiti has been devastated over a number of crises here, and politically and national disasters and what we are hearing from the people on the ground, these people left haiti three to five years ago and moved to South america, and now because the biden administration policies where they decided not to deport anyone who was here before may and then they alSo just suspended the deportation flights after the August 14th earthquake, it started to be an uptick of the haitians and Sometimes because the cartels are going to exploit the messages telling them that it is safe to come here now, and if you are haitian, you wont be deported from the united states, but we are seeing first hand, it is not true, and for a lot of the people fleeing a desperate situation, they can be deported back to the country that is completely devastated by crises, and for a lot of them, it could be a country they have not lived in for years. Turning to utah where there is new Body Camera Footage in the case of a missing woman. 22yearold Gabby Petito disappeared on a tour of national parks with her fiancee. He returned home after the months long trip, but she was not with him. Police in utah now have footage responding to a domestic call between the couple. Erin mclaughlin has more. This girl, that is all that matters here. Anything else is second. Reporter the father of Gabby Petito is appealing to help find her. The Cell Phone could be a key piece of information. Reporter and gabby is visibly upset and stopped in utah after they were called to report a Domestic Violence and identified brian as the victim. And she was hitting me with her hand and that is why i was pushing her away. Reporter after brian did not push charges, they let them go with the condition to spend tonight apart. Now that police are in the early part of the investigation, they are looking for a connection of a murder of a couple in utah not far from where Brian And Gabby were at the time. Brian is considered a perSon of interest in gabbys disappearance. His sister telling Abc News obviously me and my family want gabby to be found safe. She is like a sister and my children love her, and all i want is for her to come home safe and Sound, and this is to be a big misunderstanding. Reporter brian is refusing to talk to authorities under the advice of the lawyer, and saying that intimate partners are the first perSon that they focus their attention on in cases like this. Gabbys parents appealing to his parents for help. How could you let us go through this pain and not help us. All we want is gabby to come home. A lot of pressing questions in that case.
