In manhattan outside Pfizer Headquarters and Chris Jansing outside a hospital in raleigh, North Carolina. Gabe, first to you. That Advisory Panel has been meeting for three hours. Take us through what we know so far and the stakes for millions of people. Do you get a shot . Do you not get a shot . What comes next . Yeah. Thats right, andrea. A lot of confusion over the last several days and this is highly contentious over the medical community. This advisory Panel Meeting set to issue a recommendation to the larger fda later on today. Theyre set to meet throughout really the afternoon until just before 5 00 according to their schedule, but a short time ago a representative from pfizer presented some findings and that representative said that over a fivemonth period the Pfizer Vaccine Effectiveness does wane for everyone 16 and older from around 88 to as low as 47 , andrea. Although there is stronger efficacy among 12 to 15yearolds. According to pfizer their findings also suggest that after a fivemonth period the Pfizer Vaccine continues to be extremely effective about 88 or so at preventing hospitalization, but the israeli ministry of Health Study shows waning in this area as well. Thats something we have been hearing for quite a while that these vaccines while there is some reduction in protection, overall, they do protect against hospitalization. Something else that has come up, andrea, have been questions about whether taking these Booster Shots can actually be harmful. So far according to the israeli data the answer is no. However one questioner did point out that the israeli study only looked at older people, that enough data is not available for people under 30 years old and Thats Something that well expect to hear throughout the afternoon as this panel of outside advisors respected people in their field are set to look at this debate. Right now pfizer is asking or saying that its Booster Shot is effective for people 16 and older. This panel will look at that, and decide whether it is effective and a major question is there enough data for 16 and 17yearolds and then theyll make a recommendation for the fda which usually adopts that recommendation, but much the controversy, last month the biden administration did set out a Booster Rollout Time Line and thats supposed to start on monday and right now there is no clear consensus. Many critics wondering whether the administration put the cart before the horse. Andrea . Gabe, could we even have a divided Panel Today with not a clear advice for the fda . Yeah. Thats exactly right. The Question And Answer session is really supposed to get under way this afternoon. After 2 00 we expect there to be lively discussion because as you mentioned in the introduction, there have been a lot of discussion about whether the administration jumped the gun and whether there is enough evidence. However, there has been conflicting advice and another study published later in the week did say that these boosters are effective. So right now the medical community is discussing this and it is rare, andrea, to have the medical community on one side and political considerings and perhaps moral considerations and equity Around The World and thats all coming to a head right now at this Advisory Panel and in addition to this meeting, also cdc advisors are set to meet Next Week to discuss this Booster Shot issue. Certainly far from over, but more immediately, andrea, we do expect some sort of clarity and some sort of vote, discussion, later on this afternoon potentially as early as 4 00 or 5 00 eastern time. Thats assuming it doesnt run over, but certainly a lot of conflicting questions and conflicting opinions on this one and well have to see how it shakes out. Andrea . Clarity. Clarity would be great. That would be welcome news, gabe, for all of us. Chris, what about those covid cases in North Carolina because theres been a spike in deaths now. 47 , can you clear that up . Whats going on there . Yeah. The situation is very bad. This is a Highrisk Area here in wake county, andrea. Behind me is rex hospital, a facility designed to hold 439 patients. As of this morning and i just got this number in, its got 547 and that has led to two big developments. Take a look behind me. You can see these tents. They came down almost a year ago. They hoped they were done with them, but theyre back up and they were setting them up inside this morning because the e. R. Has just been so busy they need to find room. Theyre back to a situation where there are beds in the hallways, where people have long wait times to get into one of those rooms and thats led to the second big development. They hope to get some relief Next Week because Unc Health was going to open a satellite hospital, 50 beds in holly springs. A Fastgrowing Suburb here, but because the staffing is so bad and the numbers of people in the hospital are so high they have had to put that off. They are not going to be able to open it. About 125 people who are going to work there are moving over here. The way the head of the e. R. Described it to me is that the pandemic was a marathon and now with delta theyre running an ultra marathon. That leads to Burnout And Staff members either leave or have decided to take an extended leave and weve all heard, andrea, about the nursing shortage. I was talking to the Chief Medical Officer here. She told me they simply cant compete because nurses can leave here and make more than doctors if theyre willing to go to a Highrisk Area, they can make as much as 6,000 a week, and so if theyre already working hard here, long hour, mental emotional toll, some of them are willing to travel to take in that kind of money. So at a time when they thought they might see some light at the end of the tunnel in june, they actually had a very brief period where there were zero icu patients from covid theyre opening up tents and theyre not opening a satellite hospital. They say earliest november, but they cant even predict that because the course of this pandemic as you know, andrea, has been so unpredictable. Thats the Bottom Line. Its unpredictable. Thank you for being with us. Youve seen and we know the Decision Making on the boosters, some would say they jumped the gun. It was mismanaged and theres a lot of public Confusion And Youve got whats happening in North Carolina which has replicated in a number of other states where theyre still in Emergency Mode now because of delta. Lets start with the boosters. What do you think they should decide on both the rewards and the risks based on these new pfizer data . Sure. It was reasonable for the administration to say we will be prepared with boosters and evidence supports their use and now were in this process of looking at the evidence, and the good thing is theyre not making decision behind closed doors. Theyre not just saying well, well do whatever pfizer recommends. Theres a robust debate that will happen Today And Theyll look at a lot of data, not just the data from israel and not just the data submitted by the company, but a bunch of studies to answer these really important questions. I think one of the issues that will come up is the difference between the evidence for different ages. It may also come up how the people have responded to boosters in different places and how much that really would helps them versus the potential risks. You know, in the end, what the fda is going have to do is sort through that data and hopefully explain itself very clearly. They shouldnt just say heres our decision. They should say heres how we look at the data, heres how we think about this argument and how we go that way and the more they can explain the moment of it just seems so confusing will pass and well have some clarity about the way the country can move forward. Doctor walensky, while weve been speaking here has been on their daily and weekly briefing and shes reporting that weekly vaccinations are about the same, but the sevenday average of total cases is up 6 which would indicate that perhaps delta is not waning, that we have not yet leveled off. I dont know. Youre the expert. Well, i think thats right. There are some states that are hit so hard by delta, that i may be on the downturn, but then other states, delta is really picking up steam. So i dont think anybody could really predict whats going to happen and it has not been even the way it has happened and we have these terrible situations like in North Carolina where the Health Care System gets overwhelmed. In Idaho Theyve gone to crisis standards of care. Theyre preparing to turn down people for hospital beds and this remains very you rememberent and theres every reason for people to get vaccinated, even as some of the finer points about boosters are being debated in washington. And could the opening of school in most districts around the country, could that have been coy butted to the overall national average of increased cases. I think theres no question because so many of the cases are among kids, but one of the interesting things were seeing is that that phenomenon is happening less in places where the adults are more vaccinated. So it usually happens and it is very easy for adults to give covid to kids and if there are fewer adults to give covid to kids it is less likely to get in the schools. We cant emphasize that enough. It gives the united states and great britain a partner there and an even stronger partner there in australia who is right there in the region dealing with these issues. It has caused tensions with another very strong u. S. And british ally in france. They feel very sidelined. This, of course, is ahead of the u. N. Meetings Next Week and there are a lot of bad feelings there. On a separate subject, the president s national Security Team on defense yesterday. You saw it at the State Department about Bob Woodward and Bob Costas new book. I asked Tony Blinken about the allies concerns about the u. S. Withdrawal because the Book Reports that they actually came back from nato and told the president , blinken called when we were in brussels in june called back and said, boy, this is stereophonic over the withdrawal plan. That Blinken And Austin both, as you know from seeing these excerpts, they said lets rethink this. Lets slow it down. Lets do it in stages. Lets leave a small footprint and residual force and the president said no. I asked them about that, too. We both went very early, well before the president s decision on afghanistan to nato to spend time with our nato allies and other partners to listen intently to them about their ways forward in afghanistan. Views that not only did we listen to very carefully, but we shared directly with President Biden and they very much factored into our thinking and into the decisions he made. But the book and as youve been reporting all along that the secretary did urge the secretary to extend the mission and to slow it down and leave troops there, but the president said no. It wasnt just the defense secretary. It was pretty much uniform across the military that there was there were recommendations to keep a smaller residual force beyond the deadline. President biden did make his decision and as soon as the decision was made, general scott miller, the commander of u. S. Forces in afghanistan until july, he laid out his Time Line right then and it was communicated forward to the White House, to the State Department and to others that the military was going to focus on getting people out quickly, and getting u. S. Military out quickly and safely. They were concerned the longer that any withdrawal was drawn out, it would be a more insecure, a more dangerous situation for the military on the ground. Defense officials saying once the president made its decision they moved ahead to implement it, andrea. Breaking news in texas. There were probably 75, 100 people and the reason why people congregate Under The Bridge because its right where they cross the rio grande. It is not one of the busiest sectors. Now you have 10,000 people under this Bridge And Dhs Sifrmly Cant keep up with the processing to get these people out. The majority are from haiti, but they didnt come directly from the island nation. Theyve been living in south america in recent years, but since the u. S. Stopped deportation flights after the August 14th earthquake, cartels are now exploiting this message saying come now, youll be able to stay in the united states, but as weve recently learned, deportation flights are back on and theyre going start ramping up. And where does this put us with the whole Border Crisis . Well, it definitely continues the Border Crisis for the biden administration. They saw a slight dip between july and august and some relief there and looking at these numbers its hard to see how that will continue. Another reason one reason why it might have gone down is because mexico started doing more enforcement, stopping people from even coming across from guatemala into mexico and more people coming into the united states, but that can only hold for so long, and as you know now, theres been a federal judge saying that the policy to turn more migrants back is not more constitutional and theyll have to appeal that unless they want to see more migrants start to come from the united states. Its a tough spot to be in politically, but from a humanitarian perspective, you can look at these people packed under this bridge how is the fair, orderly and humane process that this administration set out to accomplish. I saw you reported on two more children, Unaccompanied Minors were found. Thats right. A devastating picture on tuesday in that same sector that we were talking about, agents were patrolling a river when they saw a brightly colored of a 2yearold girl sitting next to her 2monthold Baby Brother in a Car Seat abandoned by the river and they did not need medical care and they were transferred to hhs care. This is not the first time were seeing this as more people are coming here and these cartels have so little care for Human Life that theyre able to leave children like that abandoned. D. C. Police asked for them to be on a Worstcase Scenario ready standby. We now know from the pentagon, up to A Hundred National Guardsmen will be standing by at the d. C. I want to talk about the house and the whole political agenda coming up because members are now meeting as you well know on the Reconciliation Bill as committees try to hammer out the details on that 3. 5 trillion Spending Package and divisions flared up between democrats and moderates and progressives. Theyre rebelling against the party leadership, and the proposal to allow medicare for drug prices, like Manchin And Kyrsten sinema are protesting the Price Tag. Ashley, where do we stand on this whole fight over how to proceed on the Reconciliation Bill . Its really the president s agenda and his entire agenda and potentially the midterm elections are at stake. It sure is. It is the crux of his domestic agenda and it is coming down to in this moment, his own party because democrats are having to pass this without a single republican vote, ultimately through reconciliation and what you are seeing play out are the differences between the democratic party. Youre seeing those three moderates who did not vote for his Prescription Drug Plan out of committee. Youre seeing moderate senators like Manchin And Sinema who are saying the Price Tag is too high and on the flipside youre seeing progressives who are saying weve already compromised. There are some progressives who wanted this plan to be 6 Trillion or 10 Trillion and theyre saying we came down to 3. 5 and we dont feel comfortable going much lower. So what we will see is where the democrats can or will compromise. If they say i am willing to block my own Partys Signature Agenda item. And Mark Morial, weve both been in this town a long time and for Joe Manchin to go oneonone with the president and tell him no is extraordinary of a party. What is extraordinary is that this Reconciliation Package which is a jobs and quality of Life Package is deeply popular across the board. Overwholemingly popular with Democratic Progressives and moderates, popular with independents and has substantial support according to the polling amongst republicans. So those who are battling it, those who are battling it i think they should pay attention not to the voices of special interests, but the voices of the people back home. This is the reset against the policies of the last few years that marginalize racial justice and put all of its eggs in a huge basket for a handful of Wealthy Americans and publicly traded companies. So i would hope that at the end, Flex Believity and the understanding not of the Price Tag, but of the impact in terms of jobs and improvement in qualities of life and what it can do for senior citizens and young people and workers and communities across the nation is what its focused on. So the argument sometimes inside the beltway is seen so distant from main Street America. Main Street America wants to know impact. Look, the Trump Administration passed trillions in Tax Cuts that benefited a handful of americans. This plan would go farther to benefit large numbers of americans. Its a broad interest plan, not a special interest plan. So how does the president thread the needle . Is he doing enough . Is the White House managing this well . I would answer this way. I think those of us who believe this package, we have to raise our voices. We have to contact members of congress. I think community leaders, mayors, community leaders, Community Activists and Small Business owners, senior citizens, we have to now weigh in. It appeared that compromises have been made and now it seems because the democratic majority is so narrow you have people taking advantage of the situation. Trying to leverage this issue. This was something for which there was an agreement, therefore its important as not just another political game that should be played. The president should continue to go out on the road, go to the public and share his views on this with the american people who support this plan. And garrett, also now Chuck Schumer says theyre trying to get Immigration Protection for the dreamers into the package and theyre waiting for the parliamentarian. Thats just an announcement from the parliamentarian as to whether it qualifies, and you would not have to fight the filibuster and you could get it passed with 50 votes. Both sides made their arguments to the parliamentarian last week arguing whether or not there was an effect on the federal Bottom Line if there web the case outlining rms, and that could potentially be added to the Reconciliation Bill. Elizabeth mcdonogh as she wants and can explain or not her decision as much as she so decides. Parties are taking a soft touch and this is the one shot to get Immigration Reform done in this congress as its currently constructed. I had a conversation with Jon Cornyn a while ago and he calls it the issue on which congress has never failed to fail. Despite working groups that have come close, maybe one chamber or the other passes something over the last decade or so. This has bedevilled congresses going back to the bush administration, and it will continue to be the case here if the parliamentarian says the effect of legalization again sort of any number of people depending on what they decide would only have an incidental federal budgetary impact, the issue gets set aside. Once again, Mark Morial, what about Voting Rights . Youve met with Senator Manchin and hes facing problems among republican opponents in the senate . At least he would go for the talking filibuster. Either him chasing his vote or securing ten poets for the pockage. Im not so sure if everything in it shows us what we have to do. At the end of the Day Failure for democracy is not an option. Ashley, is the White House as committed to that as it is to getting reconciliation and getting the infrastructure through . Because the president s not been heard very much on voting right. The White House is committed on Voting Rights and in some ways this is a political maneuver. What the democrats are trying to show is their view that republicans will support no Voting Rights and therefore more nuclear option like getting rid of the filibuster and this is important for the president as well. We spent i think 14 Billion for the Levee System around the city after hurricane katrina. We have been waiting to see if it would work. There wasnt one drop of water that overtopped the levees and not one breach in the levees and not any significant damage from the hurricane. The problem was electricity went out and that is something we have to figure out next in the infrastructure is how do we harden our Electricity Grid or do as Elon Musk says, decentralize so people can generate their own power and own batteries. Because the levees held which is a blessing and because of all of that, the billions spent, it was the other parishes who had more flooding, at least what people there were saying. Absolutely. There was bad flooding and has been by the way, somehow got hit by the storm twice. It hit New Orleans and then went up to new york. You had flooding in New Jersey and in queens. We are going to have these super events. The flooding i dont think youre going to be able to prevent flooding outside of the Levee System. So for us in New Orleans where the levees held totally and we didnt have flooding and despite what you saw on the news the city is quite high and dry and doing well, our hearts go out to the areas in the other parishes where they had flooding but they are handling it pretty well.
