As deadlines approach, democrats are starting to realize the limits and challenges of three Vote Majority in the House And Fift ee fifth ee senate. The White House likely would have preferred he make the speech weeks ago before afghanistan and Delta Surge knocked them off message. The bolt of that is before congress in the form of a 3. 5 trillion Budget Resolution thats reached something of an impasse among democrats. President biden met separately yesterday with Kyrsten Sinema and joe manchin, the two democratic senators that publicly rejected the 3. 5 trillion number, Policy Details aside, and the challenge in a 50 50 senate, you need every last member of the caucus on board, which means getting to a deal with them that progressives like Bernie Sanders and Elizabeth Warren can also stomach. And sanders says he is not budging from 3. 5 trillion. How will the final figure be decided . I mean it will be 3. 5 trillion. Thats the compromise thats already been made. And theres also major Policy Fights In The House where three moderate democrats on the Energy And Commerce committee voted against a proposal that would let hhs negotiate Prescription Drug prices for medicare recipients, a cornerstone democratic priority on the campaign trail. On top of all this, congressional leaders are staring down Government Funding Deadline at The End of the Month And Debt ceiling limit expiration in october. A Crisis Republicans say they have no interest in helping avert. To pass their agenda and keep the economy afloat, democrats need to get the most out of the narrow congressional majorities. That means figuring out a way to get the whole caucus on the same page. Sahil kapur is on capitol hill, Shannon Petty piece outside the White House. The president s economic speech is supposed to happen this hour, one he probably wanted to give weeks ago before afghanistan and before delta. What should we expect to hear from him today . Reporter thats an excellent point you make, garrett. That august was not the August Anyone in the administration anticipated. They did not anticipate kabul falling to the taliban, didnt anticipate hospitals surging, filled to capacity because of the Delta Variant, and so those are things that knocked the messaging off course. The administration officials said they want to get that Message Focus back on the Infrastructure Bill. Spending bills have been a priority for the president since the campaign trail. They remain a major priority, regardless of whats going on outside of washington and natural disasters. We have seen the President Use big events like Forest Fires and floods to continue to sell the Infrastructure Bill and try to put the message back on that. Again today, we will hear that from the president , talking about how his plan will not raise taxes for middle class workers. This is going to be focused on raising taxes for the wealthy, on corporations, talking about all of the things we as the american people can get he will say if we get the Spending Bills through congress. Sahil, whats the latest on Spending Bills. Democrats got their homework in on time, house committees finished work on various pieces of the bill, but it wasnt always pretty. If Democrats Cant agree on the Prescription Drug piece which has been a cornerstone of what Theyve Run on for years now, how much trouble is this package in . Reporter yeah, the house committees finished markups yesterday, garrett. A number of issues emerged over the two Week Sprint where they pushed these through. The Prescription Drug title is important one. Democrats are largely united they need to do something to lower cost of Prescription Drugs. One of the policies they want to do is allow medicare to negotiate directly with the drug industry. After that deadlock vote, Speaker Pelosi said this will be added to the final bill. The White House stepped in and said they believe it is critical. They have to negotiate between the house and senate. Some sources believe the votes of at least one of the democrats if not all three who voted against that was a Protest Vote in the sense they want procedural preconferencing with the senate. Theyre worried walking the plank on a policy that may not become law and doesnt ultimately have backing of the White House. Theres also an issue about socalled salt deduction, state and local cap of 10,000. A group of lawmakers are insisting that be included. Democrats didnt put it through committee because theres less appetite to do that in the senate. They have to figure that out as well. Beyond this, procedural anxieties among many democrats In The House. They want a version that can pass the senate before it reaches the house floor, and Speaker Pelosi is on a very tight time frame to get this done before the September 27th date to pass the Infrastructure Bill. By the way, preconferencing is the next washington vocabulary word, housework is run by the senate before they finish to make Sure everyone is on the same page rather than after the fact. President biden met yesterday with manchin and sinema, didnt get much readout from the senators involved. Do you know anything more about how it went and how is the White House looking at those two holdouts, is this a target for the president to lean on, are they taking this off to reproach . Give us a sense how theyre viewing this. Reporter theres been no shortage of calls between the President And Senator manchin and sinema. It is a Running Theme thats ongoing in the White House. You ask administration officials about it, they essentially chuckle and say yes, the president is in regular contact with Senator Manchin. In conversations in the past, there was acknowledgment that Senator Manchin will do what he wants to do. And largely they said thats up to Senator Schumer as leader of the senate to deal with and to negotiate and they try to put presSure on where they can but leave a lot of it to chuck schumer. Well see that as well, but continued white House Involvement here. Thank you. It is very interesting. Manchin has a good relationship with chuck schumer, better than the last democratic leader harry reid. We will watch how it plays out. Lets talk to Congressman Judy chu, involved in Marathon Markups the last couple days. I want to ask you, one of your democratic Stephanie Murphy voted against the Reconciliation Plan at this Stage Writing there are Spending And Tax provisions that give me pause, i cannot vote for this at this early stage. House and senate democrats must work together in a careful, thoughtful way to get this bill to a place where it can pass both chambers and be signed Into Law By President Biden. Theres that Preconferencing Idea again. Does this Bill End up being whatever can pass the senate . This is a bill that must pass. There needs to be discussion between senators and our leaders as well as with the White House. But i do have to emphasize these provisions in these bills have been vetted over and over again. In fact, on the Prescription Drug issue we actually passed that particular Prescription Drug provision out In The House. It was called hr 3. And it was a significant step forward on ensuring we can reduce Prescription Drug prices, so we vetted these things over and over again. Now is the time to get it passed and i welcome the dialogue but believe me, we have no time to waste. We have to get this done by The End of the month. So whats the conversation like within the caucus, these individual Policy Fights. Is there a feeling were all in this together and people have to compromise to get this across the Finish Line or do you see something like the state and local tax deduction, Salt Piece of this which some of the northeastern feel strongly about could take the bill down . Actually, i finished 41 hours of a markup on this particular bill with my colleagues on the Ways And Means Committee and i felt there was a great deal of unity on these issues. Theres internal dialogue about what people want. Some people do indeed want to have an elimination of the cap on salt, i do, too, coming from california, but that issue is still to be determined and actually the door is still open on that. I was very encouraged because theres still dialogue on that particular issue as there is on the Prescription Drug issue. People are indeed raising their concerns, primarily concerned they want to make Sure theyre not voting on something that wont pass the senate. So that dialogue is continuing as well. But i do want to say even in the bill we passed out yesterday, there was already a great deal of discussion between the senate and the house on these provisions. I recognize i am inviting Media Criticism potentially, but are you concerned at all about messaging around the bill . I feel like what most people know about the bill is it is going to cost 3. 5 trillion. The individual components of it are getting kind of lost, heard that from Speaker Pelosi last week, trying to highlight individual elements of it. Are you worried that the american people know now the bill has a huge number on top of it, and very little about whats in it . Well, thats why i have to remind people that this bill does so much good. It invests billions in Child Tax Credit to cut Child Poverty in half, provides Income Support to about 17 Million low wage workers, reducing poverty, improving lifelong health and economic outcomes for working families, it gives the one in five merngs who are providing unpaid care to loved ones with longterm care needs up to 2,000 to shoulder enormous costs of care giving, and contains the single largest federal investment ever in the green economy, helping us reach 80 clean generation by 2030. And how about this. 1. 4 million new affordable rental units. And by the way, this is all paid for in our bill we passed out yesterday, all paid for, and how, by making corporate tax and the wealthiest 1. 8 pay their fair share in taxes because we are in a situation where 55 of the biggest corporations pay Zero Dollars in federal Income Taxes last year, despite making 40 Billion in profits, and where the wealthiest billionaires pay almost nothing. Why do i feel i am going to hear some of the same points from the president of the united states this afternoon. I only have time i think for one more question and i want to ask you about this. Youre the author of a bill to protect Abortion Rights after the new State Law We Saw in texas, theres new urgency around this issue. Tell us when you think that bill will be ready to go to the floor, what you hope to accomplish by moving it forward . This is a womans Health Protection Act which will put in Statute Protections of Roe Vs Wade and prevent all these medically unnecessary restrictions that states are passing such as, of course, reprehensible Texas Law which would turn private citizens into vigilante Bounty Hunters against anybody who would help a person seeking abortion. So it is really important to pass this. I was gratified that Speaker Pelosi said she would put it on the floor when we come back. The week of September 20th. So thats right when we come back. How the committee votes is crucial for meeting the administrations September 20th deadline. All of it at a pivotal time of the pandemic. Nearly 2,000 americans are dying from covid every day, most since last winter. Infection rates are surging across the west and midwest, forcing hospitals to send patients across State Lines for care. Joining me with the latest, ahead of the key meeting, gabe gutierrez. Gabe, walk us through the duelling medical studies this week on Booster Shots and what, if anything, they mean for tomorrows fda meeting, do we know anything about which way the committee might be leaning . Reporter it is confusing for many americans and highly contentious in the medical community as you just alluded to. Monday in the lancet, an article by two scientists from the fda that are leaving in the fall, suggested theres no evidence suggesting waning efficacy for vaccines, saying Booster Shots arent necessary. That was on monday. Yesterday there was an article published in new England Journal of medicine, peer review study, showing 11 fold increase in Infection Protection among israelis older than 60 years old that get a third pfizer dose. That seems to bolster the white House Argument why Booster Shoots are necessary. Also yesterday the fda published Material Striking A cautiously skeptical tone towards booster data. Essentially Fda Staff Hasnt taken Official Position on whether Booster Shots are necessary. But as you know and mention, the biden administration scheduled its Booster Rollout to start next week. There are many folks around the country in the medical community saying why focus on Booster Shots when we should be focusing they say on making Sure more people get the first dose of the vaccine. Modernas president spoke with Nbc News yesterday, suggested that Modernas Vaccine is showing a waning protection against the virus, but some critics come back and see the reason you may see more break through infections is because of the Delta Variant and not because of waning protection. A lot of debate in the medical community. Tomorrow, pfizer will go before the outside panel of experts in the fda, which then will be expected to give a recommendation whether Booster Shots are necessary for more americans. I guess the skeptic in me hearings this and says Pfizer And Moderna want the wealthiest country in the world to give more shots to people that have proven theyre willing to get shots. Whats your take, should we prepare to roll up sleeves again or the kind of thing maybe shots are better spent elsewhere . I think we definitely need to vaccinate the rest of the world, most of the u. S. Is not vaccinated now. Garrett, these studies are looking at different things. Studies from the u. S. , cdc released studies looking at Health Care workers and hospitalization, and you have the Moderna And Pfizer studies, and then youve seen the uk and israel studies. I am going to put it together, how do i take this. Data to me says there is waning immunity against infection and that comes potentially partly because of the fact the amount of antibodies go down over time, partly from the Delta Variant, but theres less convincing data in terms of hospitalization. Theres Cdc Data Last week showed those over 70, protection against hospitalization and severe disease is waning in the time of delta. Israel study this week shows if you gave people over 60 one of the boosters, it ramps up the Immune System and protects them, 19 times greater protection against hospitalization. Theres a clearer case to be made that people over 60 should get a booster, many European Countries are taking that path. Tomorrow, the fda has to look at is there enough evidence to say the same holds true for everybody else. Will immunity against severe Disease Wane for people under 60 in the general population, is there enough evidence to suggest a booster for everybody else. Youll see more support for people over 60. I feel it gets into the classic issue were in the modern phase of the pandemic, the idea of what counts as a break through case. If youre asymptomatic, youre a case, but is that a problem in terms of vaccine dose. Does the fda have the option to split the baby and say if youre 60 or 70yearold, medically compromised, immuno compromised is already approved for these doses, but what half meaSures or approaches are available or is it an all or Nothing Thing . You might see the fda approve boosters on the Cdcs Committee thats meeting next week, may give that more particular guidance who should be getting the boosters and phased approach how those should go out. Heres my thought. I think there is a more philosophical question as you said, clearly we all agree hospitalizations and deaths need to be protected against. You cant say protection against infection is not helpful, it is just whats the marginal cost of pursuing avoiding these break through infections that might be that somebody has virus in their airway but are not passing it on, it is not causing disease. Theres a couple things come into play. We know people are vaccinated are less likely to transmit but need more studies to figure out what, if any, transmission occurs after vaccination. Clearly theres some. And the other is what about the nonhospitalization outcomes, long covid and other things that happen after infection. We also dont know a lot about long covid and are learning about that. Tomorrows philosophical question is not just who deserves the boosters but what are we looking to avoid. I think thats a question Thats Policy based as well as scientifically based. Such a good point. Only about 30 seconds left. I have to ask you. We saw data out this week. Compared to fellow g7 countries, seven richest countries in the world, the u. S. Is nearly about to be in last place in terms of getting our people fully vaccinated. You see japan on track to surpass the u. S. Obviously we have the biggest population of that group there but what are we seeing the countries do differently than the u. S. Is doing that could potentially work here . Yeah, i think these numbers worry me. Were heading towards colder season, holiday season, more travel. Thats why we need to think about whether vaccines can be required for domestic travel. I am worried about cases going up with low vaccination rate. One of my colleagues, cant take credit for it, in medicine we talk about social determining of health, one of my colleagues saw mention of something political determination. Were seeing that in some countries, politics seem to play a role. Here, weve seen division in terms of how we approach vaccination, and thats making impact. Were still in the middle of it. Hope we figure out a solution. Equally a Policy Question as scientific question there as well. I am fascinated by the comparative aspects of other big, rich nations. Thank you so much for your time. Saturday could be the biggest test since the January 6th insurrection, new nbc News Reporting suggests protesters who might otherwise be coming could already be making other plans. Brandy, your Reporting And Mine suggests Crowd Size saturday may not be what was previously advertised. What changed . Well, i dont think much changed actually. We always knew it was going to be a small sort of protest. I think whats very different is how Law Enforcement is responding to this rally as opposed to how it responded January 6th. Every Extremist Post i have seen watching the last couple weeks say stay far away. Proud boys told people dont come, qanon, all the Extremist Forums that cheered on the January 6th attacks seem to believe this is like a false Flag Or Honey pot, basically a setup by the feds to incite people or bait them into criminal activity. Funny you mention that. I tweeted something about the rally this weekend, i am going to be covered. I was retweeted, true patriot, stay home, dont go to washington. Do you think extremist groups, hard to speak broadly about the movement, do they want to have the same kinds of big events we got used to seeing with January 6th and in some state capitol, they want to do it in more friendly places or has the movement around that changed or have the tactics changed for those groups . Yeah. I think we have seen a move from big national narratives into smaller, more local issues, which makes sense, right . Theres no president ial election now. Were not seeing big marches on washington. We are seeing movement and action. Were seeing extremists go to more local niche events. Qanon, white supremacists, Street Gangs like proud boys, antivaxxers are coming together, but at School Board meetings, antitransprotests. Without a leader like president trump, theyre facing consequences and repercussion, they moved more local and have become i think less bold. What are the goals for these groups, January 6th was meant to stop the transition of power. There was a whole movement online, a lot of folks thought Donald Trump would be reinstated somehow in august. In september, Joe Biden is still president. Are they holding out hope for return of Donald Trump in the biden Administration Era . I mean, it is hard to say. Again, these groups are all very disparate. You have some people that want to rally against vaccines. You have some people who want to rally against crt, critical Race Theory being taught in schools. You have a lot of people that want a lot of different things and no longer a singular banner to go under. Now this group claims the doj is prosecuting people that wander peacefully into the capitol and charges should be dropped. You cant say they just want one thing any more, thats not the case. Thank you. I want to bring in someone that knows more than his fair share about washington, has seen more than his fair share of these turns in how the city functions, how we respond to protests. George, i am curious of what you make of the way the Republican Party has been dealing with fringe movements that embrace their former president if not everything else the Republican Party purports to stand for. We saw Kevin Mccarthy Half keeping his distance from this particular rally saturday, didnt think his members would show up. Some republican congressional candidates are. How do you view that tension in the Republican Party with someone like mccarthy who desperately wants to be speaker of the house and the far right movement he has to contend with because they still support the other leader of the Republican Party, the former president. Hardly deserves to remain a movement if i heard you right. 700 people show up . My view is that whoever caused that obscenity of a fence to be put up around the epicenter of our democracy should be removed from public life forth with. Americans are addicted to hysteria and so many define happiness as unhappiness of the other team it is hard to know what to think any more. The Republican Party is in a unique position in that most america, republican Office Holders are terrified of a good portion of their voters. Theyre afraid that any sulphuric belch from maralago can send them into private life. As a result, if youre frightened of voters, you dont like your voters, if you dont like them, you dont respect them. Sooner or later this gets communicated between leaders and voters. As a result you have a peculiar phenomenon of the democratic party which would benefit from having a competition of a sensible Opposition Party and we have an Opposition Party thats no longer sensible and indeed it is not a party as all, it is a cult personality. Related to the crowd we are expecting, even if it is not much of a crowd. You talk about not liking your voters, what about lying to them. I am taken by the way in which Election Results denialism is a plank of the modern Republican Party. We saw it in california with the republican candidate there, predenying results of the election. How does a republican Party Function in a two Party System if all results in which you lose are some way fraudulent . You dont. You may have noticed the republicans that win say they were the result of perfectly run elections. To be fair, people challenged legitimacy of the 2016 election. We have done this before. Bush v gore and all of that in 2000. We have been testing after the election the Election Results for a very long time indeed but it has to stop because the american people want other things than government than Process Arguments of the sort were having. The republican Party Cant Talk about things people are interested in until they quit talking about this stuff and stop the steal and all the rest. George, your book looks at the last 13 years, collection of your essays of the last 13 years of american politics. Do you see any analogs to the moment were in with the Intraparty Soul Searching going on of republicans in the last time frame . Weve had dispeptic moments before, 1790s, we were beginning to understand the Party System, what being a loyal opposition. 1850s, the nation was arguing about big questions, could some Human Beings come, could slavery expand to territories, et cetera. What makes today different, it is hard to know what you could do with a law that would make people happy. If people are unhappy about their status, about the perceived condescension of others, hard to write a political program to address Status Resentments like that, which is why this is a cultural and Class Conflict were in and not political as we understand politics at all. In powerful and emotional testimonies before congress yesterday, some of the biggest names in gymnastics detailed how they say that the fbi mishandled the investigation into former u. S. Attorney, and so, kim, we heard the powerful sound and heard so much of it yesterday from the victims describing the incredible trauma, and then demanding accountability for it. What does Accountability Look like from the Doj Perspective is it more people charged . More agents fired . What is that kind of Accountability Look like . We know that the Inspector General at doj did a huge report over the summer and decided no criminal charges to be brought over the members of the fbi that basically blew these girls off. I mean, when we feel like crime has been committed regular people feel like they can call Law Enforcement and there is some accountability, and so doj and congress needs to look at three things basically. One they need to look at fbi, and what happened at the fbi that allowed this multiple allegations to just go nowhere or to sort of be moved around the system with no reporting to state and local officials as well as proper fbi officials. The second has to do with what to do about Usa Gymnastics which is a subdivisions of the United States Olympic And Paralympic Committee created by congress and a Government Corporation and wonky legal entity that was created to protect girls and women, and the next is resources to make Sure that the cases are investigated and prosecuted throughout the country. You heard Aly Raisman saying that people in power dont take these cases seriously, and dont take Child Abuse cases seriously enough, and is that a cultural problem within the fbi and why would such a thing be the case . Listen, we have seen it in the news in other Context And Jeffrey epstein, and we have seen it with Child Sex Abuse in the Catholic Church and massive Child Violence of Child Pornography that is unregulated or prosecuted, because it is so overwhelmed and thousands and thousands of children being abused and of course there is a question in addition around girls, right. So We Saw in the state of New York when the Catholic Church was being investigated for abuse of boys the state of New York amended the statute of limitations to be amended, and so congress could step in here to create new causes of action to enable the victims to feel safe coming forward and they wont be shamed or ostracized and instead heard and some kind of Money Damages or reparations and these 100plus girls who were abused after the fbi found out about it in 2015 deserve some compensation from the u. S. Government for not taking their actions seriously and stopping what as you indicate, garrett, horrific, horrific Longlasting Abuse that affects lives. And in the culture has moved towards believing women, and acting on these kinds of things, and we would hope to see the premier Law Enforcement agencies taking the steps, but kim wahle, we thank you for coming on.
