That they want to fold some big Immigration Reforms into their bill. The parliamentarian will consider that request, she gets to rule on that request whenever she feels like it. Essentially were on watch to see if it will happen. Anytime it could happen tonight, it could happen sometime tomorrow, it could happen and if you come in. Days the plug on which she has to respond. Depending on your answer this could be the best chance for real Immigration Reform in decades. In if it cannot be done, in this big bill, the budget reconciliation bill, but the democrats are trying to, pass its hard to imagine major Immigration Reform getting done any other way, so its kind of a do or die, very high Stakes Decision and a very important topic, in Which Washington has been stagnating. For decades. Today the democratic leader in the senate, Chuck Schumer, announced that the democrats have come up with a compromised bill, on Voting Rights. Republicans have thus far used the filibuster to block proceeding toward a voting Rights Bill to pass the house. But Chuck Schumer says, over their break, it was a group of nine senators who came up with a new voting Rights Bill, theyre calling it a compromise, bill we dont know whats in. It but we do know that conservative Democrat Senator Joe Manchin helped draft this Compromise Bill. And he does support it. Since Senator Manchin is The One who keeps insisting that surely, surely republican senators will vote for this, surely republicans arent against Voting Rights, of course the vote for this. Since Joe Manchin has apparently convinced himself of that idea, democratic leader Chuck Schumer has now put Joe Manchin in charge of proving it. He is put him in charge of rounding up all of these republican votes for Voting Rights that Joe Manchin says he sure out there. Senator manchin has been having discussions with our republican colleagues, to try to garner support, that is important for this legislation. This is a good proposal. Yes happy to be here rachel, i dont want to disappoint, i hope the bars and to hide their will tell me about the Recall Thing in california, the history of, it the sort of narrative history of, it is so bizarre, its so easy to start a recall effort, actually getting so many successfully recalled is pretty difficult at the statewide level. Ballpark figure, just first, question how likely do you think, based on the, pulling it looks as though newson is to actually survive this recall effort, and what are the kind of variables youre looking for . I mean if government is hoping the polls are right, because if the polls are at all accurate in getting the, sting Gavin Jansen is going to survive tomorrow. These are all the most recent polls. This is basically the final week of the campaign. What we see here is keep newson do not recall, keep leading in every poll taken over the last, week in fact double digits in all but one of the polls this week, one even over 20 points. The average of the final poll in this recall race, is to keep newson by a margin of 14 points. You mention, rare to kind of a president here. In 2003, One Great Davis was recalled, democrat gray davis, schwarzenegger became the governor. The polls in the final week of the 2003 recall, were yes on the recall by an average of 16 points. So thats a significant difference in the polling, in the run up to this one, versus the run up to The One in 2003. The one in 2003 ended up passing by a margin of ten points. Steve when youre looking at specific voting groups, projected turnout, signs of affective fieldwork, that sort of, stuff when we approach a general election in normal circumstances, sort of state by state, you kind of nowhere to. Look the what their county is bellwether democratic views, for that sort of thing, and for this one in particular, is there something specific that youre sort of looking at that can be determinative, that we might have an early idea of . For example the exit polls tomorrows, for who is actually turning out to vote . Well [inaudible] whats going to happen here to take you through the particularities, were going to get a lot of returns in that 11 pm eastern time, 11 pm. That may basically tell us the results if its real close, it may take days, but if its anything like the polls are showing, i think maybe the first hour, the first 90 Minutes Tonight could really be determinative. As you see here have put this out, this is Biden Over Trump in california, almost 30 point margin, last year in the president ial race. Very similar 2016 with hillary clinton clinton, a similar Gavin Use and when he got elected in 2018, he was elected with 25 points, so what were looking on this map. Here is sort of a standard democratic victory in california. And i think thats the key with this recall. If the recall is going to have any chance in succeeding, then you could talk about one particular democratic group, the big Picture Thing that has to happen for Recall Supporters is, they need lots of people who voted for biden in 2020, who voted for newsom in 2018, who voted for clinton in 2016, who typically vote democratic. They need a lot of them to vote for the recall. And so just take a look at the map right here. You see, some red here, the Red Hair that you see on a typical map in california, tend to be rural, smaller populations. The big population centers, are the blue areas on the state. For instance i think this is one interesting way of looking at it, l. A. County, theres 10 Million people in l. A. County. Thats bigger than new jersey. This is 25 of all the vote in the state of california, its going to come out of l. A. County, and if you decide an San Bernardino and riverside if you just look at the sort of block of votes, or thats more than half the votes statewide. Its going to come out of the small pocket here. And see its all blue right now. So the challenge for Recall Supporters. Just an instance if you take Orange County here, you know biden won Orange County by nine points over trump, trump got 44 points. Or if the recall is going to succeed tomorrow, and youre looking at a place like Orange County Tomorrow Night, the number for the recalls gotta be like 60 . Its gotta be at least 60 , hes gotta be at least 60 support. And you could just look at that, if biden won at 53. 4 to get at 60 , a lot of people have voted for biden, a lot of democratic voters have got to support the sting. So thats the big Challenge Recall supporters. And if youre trying to do this at the blue states of the. Country steve let me ask you about one other dynamic that must be hard to model, and must be hard to get quantitative about, because still relatively new phenomenon, which is on one side of a ledger, republican leaders, and republican trusted voices, and indeed people and conservative media telling those poor voters that the election is rigged, that their votes will be counted, that the system is stacked against them. There was a lot of questioning at after the Georgia Senate races. Following november 2020. There was a lot of questioning whether republican voters actually set home because they had been essentially demoralized about the integrity of democracy because of the Way Trump was questioning the president ial results. And a lot of speculation that that contributed to those democrats winning. Those two senate seats in georgia. Is that A Quantify Noble Dynamic since were seeing republicans hit that line so hard heading into the California Recall tomorrow . Theres a couple of things, we will look tomorrow when we get final results. Whenever we do get the final results. Will look at will see the core republican areas how its turnout there is relative to the republican areas. Was there sort of a disparity . There were ended up seeing that when we looked at georgia, one thing i would say though in california is that unlike georgia, every voter in the state was automatically registered voter and automatically nailed the, valid and theyve been mailing them back in four weeks, now there is some Question Hardcore and tightness in pro recall folks, they already voted before this latest sort of messaging here described started going out there. I think thats one variable. But the other variable is if you are looking at polling, a month ago, and there wasnt a month of. But there was enough a month ago that the people across the country were getting curious about this race, because a month ago the recall was with in a single digits in the polling. There was even a couple polls that had to recall meetings. And you could quibble with the methodology in all of it, but there was a curiosity that peaked in california a month ago. And much more recently, and look at the polls i just showed you a minute ago, the polls now almost uniformly showing solidly from nuisance surviving. So i think there has been a shift in interest in this polling. Its really working in democrats favor. Its a 30 Point Biden stayed. This is Orange County, i should put the state backup. Its a 30 Point Biden state. The democrat started getting the word, out they started spending money, started getting media coverage. And it started to see that democratic electric woke up. Here at least thats with the polling is suggesting. Where we do Take Care of each other, that you can actually go to an emergency department, maybe not The One next to your house, but maybe within a 20mile Radius and get care, his story is unfortunately incredibly sad, and tragic, and its heartbreaking, and we are seeing that play out. This is not an isolated event. Most of our Emergency Departments in the state, are really overwhelmed. And were boarding people. There were taking care of people who really need the Icu Beds. That you mentioned. And theyre in such short, supply right now. Our icus are mostly filled with people who require to be on a ventilator. And that means we are taking care of some incredibly sick patients. In the rooms outside of the icu, these are people who could use an icu, that but at this point, the bar so high, to get into the icu. You really need to be on a ventilator. And that is a very stressful situation for families, for nurses who are taking care of these patients, on the floors, and in the ers. And for everybody whos involved in that care. Not to mention the patient. I think about what it must mean for Health Care staff, working with patients on ventilators. Who are that. Sick who are that close to The End. And working in an environment that is not by design as resource intensive, as it could be. I want to put something to you that you actually said here on this show, back in june of last year. In last summer. You told us, people arent paying attention, that much, i think excuse, me i think people arent paying attention that the Health Care Workforce is not an exhaustive supply. The people who are working hard to care for these patients are facing serious exhaustion, not to mention the psychological stress of seeing patients dying, and having to deal with all the concerns about getting infected themselves. You are talking about that stress in a way that really stuck with me and moved me. More than a year ago. Now more than a year later, its the same stuff. I have to ask, how you feel the workforce is coping. Given how bad its been for so long. Thank you so much for remembering that. I will say that its gone from a feeling of relief fear, anxiety, all this sort of stuff that i was conveying to you back then, to a sort of numbness, and that is so much worse. When you start to feel like you cannot see an end to this. We dont know whats going to happen. Hopefully delta will decline like it has in other countries. The Bottom Line is this exhaustion coupled with uncertainty, about when this is going to end, and when were going to be able to get back to taking care of people for all the other things they really need. I think people are at a very dangerous level, of almost disassociation. And emotional exhaustion. Because you have to get through the day, the other thing thats making it very hard.
