They have flooded the Air Waves over the past 24 hours as the white House Forge ahead with the president s sweeping new requirements, including Vaccine Mandates on all businesses with more than 100 employees. Republican governors have redoubled their opposition to their mandates, vowing to use the full legal authority and the political power to resist them. Henry mcmasters set he will fight the mandates, quote, to the gates of hell. There are signs of tapering off, though they remain at extremely high levels. And amid it all, many more kids are going back to school, include new york city, the largest School District in the country. Nationally covid deaths continue at a grim pace of roughly 1700 people every single day. Thats the highest level since early march, in the immediate aftermath of the Winters Recordsetting surges, and before vaccines were widely available, as they are now. Amid the legal and political and cultural fight, there are certainly a lot of questions facing the administration right now, like when will this new Employer Vaccine Mandate actually keep It Kick in. Whats going to happen to states and company that is refuse to comply . The answer to those questions are murky at best, as is the road ahead for the country. This is amid a pandemic thats so far killed 663,000 americans. Joining me now, are guests from covid hot spots. Im joined by governor andy bashir, and josh green. Both of these states are where Covid Hospitalizations are hitting record highs. Shaq, ill start with you. Idahos hospitals were forced to start Rationing Care last week. Talk to me about the latest on the ground there. Yeah, garrett, they had authorization to lower the standard of care to deal with the influx of patients. Last week we heard from State Officials who warned residents that they should be extra careful when driving a car or riding a bike, because you dont want to end up in the Emergency Room and take away resources that are already there, with the lines youre seeing for the Emergency Rooms. Many of them converting hallways, converting Conference Rooms into extra beds for patient care. Theyre having to lower the standards in a way that they say is frustrating. The idea is not only do you have the high Positivity Rate here, where you have one in four people coming back with a positive result, but you have a situation where there are not those mitigation efforts. Theres a resistance to mask and social distancing, but you also have a low vaccinate rate. In this community, about only 40 of the Total Pop has have even just even one shot of the vaccine. You have doctors saying, while the situation right now is it incredibly bad, they are just fearing it will only get worse. I want you to listen to what an official from the Health Department told me. Right now, its uncomfortable thinking what might happen if we reach a level where we Cant Supply Someone a bed, or someone waits in the e. D. Too long and they cant be seen by a doctor. I mean, its heartbreaking and the worst scenario that we can possibly be in. Reporter you hear her talk about the heartbreaking scenario. Again, it is worth repeating, the idea, this surge is targeting the unvaccinated population. You look at state data, and the number of new cases, 90 of those cases are among those unvaccinated. Deaths also about 90 of the population. You combine the fact that you have schools that have started last week, schools returning to schools. No Mask Mandates there. Its really a situation that has doctors and medical experts really stressed out about what the next few weeks will look like, garrett. Shaq, thanks. Governor, you have hospitals with ten times as many Covid Patients as they had two months ago. Clearly not enough to slow deltas spread. My question to you is pretty straightforward. Do you support the Vaccine Mandates laid out by the president . Well, i think, like you started the broadcast. Theres still a lot of questions that have to be answered. I think its even called the wrong name. What it is is its a testing requirement, in a unvaccinated individuals will have to get tested once per week unless they get vaccinated. A lot of that from the science makes sense. If you are unvaccinated, you are more likely to spread the virus. While we all want to learn a bit more about it, at least hes trying to do something. We are sitting here now with the Delta Variant burning through america, certainly burning through kentucky, with a lot of people who just put up their hands and say, if people would just go in and get vaccinated. The president is trying to takes action. These decisions are tough. You know, when youre ultimately the commander in chief, captain of the ship, you have to make those tough decisions. Hes stepping up and making them when others are just sitting on the sidelines. To that end, i want to play Misthat Asa Hutchinson said yet on meet the press about this very issue. Lets think about this for a second. We have some very aggressive governors from blue states, but im not aware of any governor from any state that said we want to mandate businesses to require vaccinations. So the states, none of them have done that, yet the federal government steps in. To that end, governor, you praised the president for taking action we have taken actions where, in our prisons, if you are an unvaccinated corrections officer, you have to get tested once per week. We do that amount of testing in our longterm care facilities and our nursing homes. We worked with our entire medical community, where just about every major Hospital System came out and said we need all of our employees to get vaccinated or theyre going to have to be tested a specific amount, or mo to a nonclinical setting. Listen, i think we still need a lot of questions answered about i president s plan, but its easy to sit back, if youre not taking that bold step and trying to get people vaccinated and criticize others who are. Again, we are in the midst of a war that has killed so many. We have lost 8,000 kentuckians. We have got to get people vaccinated. Im going to look carefully at any plan to make it happen, but im certainly not going to criticize anyone who is stepping up and trying to get it done. Is it calling it a Testing Man dade the way you sell this to people who would just reject the idea of a mandate to put a needle in their arm . I think its more accurate. You satisfy the criteria, if you decide to get tested once per week instead of the vaccine. All about lessening the spread of the virus. Its all based on the science we have learned about it. Im concerned we have used the Word Mandate whether its with masks or others since early in the pandemic. Im early we describe things oftentimes too simply to folks out there who want all of the details. Heres what i know. There are two things that can help us defeat this variant. Number one are vaccinations. Number two are masks. We shouldnt oppose either. We should look for every kay, first, to encourage people to do the right thing, but then encouraging businesses to do the right thing as well. Remember, this is the workforce. If you look at the nfl, and they have shown you, to them, covid isnt red or blue, its green. If you dont have your players on the field, if you cant play the games, you lose productivity, you lose profit. Theyre showing how this is an economic issue for that industry, for that company, and it is for the economy all over new york. I know at least one Business Owner in North Texas, who is very glad to hear about this mandate, because it allows him to do what he wanted to do and require his employees to get vaccinated. Lieutenant governor green, in hawaii, youre clearly doing something right, the highest percentage of people with at least one shot in their arms, something like 88 , but you also have a third of your eligible residents who arent fully vaccinated. I guess my question is how big of an impact are you seeing from the unvaccinated on your hospitals. If you could, what do you think youre doing in hawaii to get the shot in the arms that might be export a able to a play like kentucky. You have a fellow democrat who im sure would love an idea to convince more folks to get shots in arms. Sure. What we are seeing, even though were very well vaccinated, were seeing a ton of cases in our hospitals, almost exclusively among those that are unvaccinated. 98 of our deaths are people who are unvaccinated. My heart breaks as an Emergency Room figures when i see that. We have to take the politics out of this. We have to unite as a country. I say shame on those governors who are discouraging vaccinate. They are killing their constituents when they do that. That is not what were supposed to i commend Governor Beshear, who is fighting the fight when hes getting dragged into it politically. We have been vaccinating our children and ourselves throughout history. Its the right thing to do, the safe things to do. The previous administration set this up at a political fight and thats very bad for america. In hawaii, we have worked very hard day in and day out to get people vaccinated. We have tried to minimize the conflict. Its not easy, because you have the internet and people watching the wrong News Stations which send out all kinds of misinformation. This things is pretty darn safe and it will save lives. You also have a bunch of other mandates in place, and Governor Beshear called it a Testing Man dade, but for our purposes, well talk it a Vaccine Mandate for businesses. Tucked impact roughly half 6 hawaiis workforce. How do you perceive that in terms of what it might do to your economy . We had confide a why roller coaster ride. We shut down travel to hawaii, and that decreased travel. As you know, hawaii is almost entirely tourism. That crushed us. Gradually i was able to open us up again. 86. 4 of all those eligible in the state have at least initiated vaccination, so theyll be able to go about their lives. Were just trying to encourage people to get vaccinated. I think people can dismiss the politics, but obviously the governors are fighting it out, everyone is pushing back. I do want to say Governor Beshear is right. They either have to get vaccinated or have a weekly test. Thats the common ground. Lets find some common ground. When i see a patient in the hospital, whether theyre republican, democrat or independent, i dont know. I know they have covid and theyre about to get intubated, and likely will die if theyre on the ventilator. So theyre really Bog Gus and have to move on. Are you worried about having to enforce this mandate . You have washington, d. C. Making a decision that would be hard to enforce across the ocean out in hawaii. Yeah, in hawaii we dont listen to washington a lot of the time, but thats okay. We respect the process. I really you know, i think its Business To business. We have a lot the travelers here now. We set up the safetravels programs, to anyone has to be vaccinated or have a pretest, which means they have already met the standards, and most of our businesses are hotels and restaurants, so we should be okay, but i think that the whole country should realize anyone who is making a Goodfaith Effort to get people vaccinated or wear masks, theyre saving lives. Congress will need to pass some sort of legislation just to keep the lights on. The u. S. Is also expect to go hit the Debt Ceiling shortly after that, requiring congressional action that republicans say they wont support. As for the democrats agenda, wednesday is the deadline for House Committee chairs to have their Budget Reconciliation plans in. Their Home Work is due. And theres a selfimposed September 27th deadline to pass the infrastructure bill. You got all this . The internal democratic fighting over the Price Tag continues. You Cant Support this 3. 5 trillion plan. No, im not. Okay. You want to be something more in the ballpark of 1. 5 trillion. Is that acceptable to you . No, its absolutely not acceptable to me. I dont think its acceptable for the president , for the american people, where the overwhelming majority of the people of the democratic caucus. If i could go home and explain it, i Cant Vote for it. Theyre going to have to work with manchin, Senator Sinema of arizona, and other moderates as well who are uncomfortable with that Price Tag. Were really only in the first step of this process. What will be extremely critical is how much of Revenue Raisers cost, if it comes out at a trillion, 1. 5 trillion, 2 trim on, whatever it is, its very likely going to be the closer number of the actual cost of the bill. We got a peek at that map today. What did we learn about the tax changes democrats want to make to try to get to some number of what they can actually pay for . Theyre trying to redistribute, readjust the economy, so that the wealthy have to pay more, and distribute those benefits to the middle and low ser class. Thats what this 3. 5 trillion bill is meant to do. Theyre going to raise the corporate Tax Rate to 26. 5 ultimately. And then raise the highest Income Tax Earners Rate to 39. 6 . Those are keep goals, ones that they anticipate to move forward, except for the fact, when it comes to Senator Joe Manchin who once again has said a 26. 5 rate is too high for them. Leeanne, obviously the big Event Today is this testimony from secretary blinking on the house side. What can we expect to hear today . Secretary blinken is going to defend the chaotic exit from afghanistan and those final few days and weeks in the country, but hes going to receive a lot of tough questions, not just by republicans, who many of them have called for Secretary Blinken to resign over the afghanistan exit. But also some democrats as well, who do have a lot of questions and concerns, including the number of americans left in afghanistan, how they are going to resettle the afghans who have left, and also the diplomacy and the negotiations with the taliban. Its going to be could be, anyway, an extremely tense hearing. This is just his first of two days being on Capitol Hill. Tomorrow hes going to testify before the senate. Garrett . I think nobodys questioning the president s decision to withdraw, but we are questioning how rapidly the afghan government, the Security Forces laid down arms, how they didnt even fight the taliban. That, you know, what kind of information was the secretary getting, you know. Did they see this coming, if they saw it coming, why didnt we get people out sooner . I think its hard to defend the chaos We Saw. Theres americans, who have ties to my district, many of those are still in country, including children, who are american citizens. Whats our plans to get out. You have been focusing on the svi, and he pits the blame on congress we inherited a 14step process, and involving multiple government agencies, a backlog of more than 17,000 applicants. He said there have not been a single interview of an Svi Candidate in nine months. He says the program was at a dead stall. What do you make of that . You know, i dont think thats quite fair. Congress halgz has authorized. As soon as we came into office, we reached out, along with other members of congress to say lets get through this backlog. Once the Withdrawal Decision was made, we knew one of the possible outcomes was a collapse of the afghan government and there was an important of speeding up the process. It really wasnt until july that the administration started to work through this backlog. I think the process is burdensome, if they had suggestions on unburdening the process, they should have come to us. On the pullout itself, you laid this out a about i in your first answer. When we hear the administration, they often defend a decision to leave, not necessarily how it was done. But your own chairman meeks the other day talked about the pullout, he said, was it perfect . Absolutely not, but if you talk about it in its entirety and the results, it was successful. Yeah, an airlift of that magnitude over a period of two weeks, to get 120,000plus individuals out fairly quickly, fairly safely, i think was a monumental logistical success. That said, we shouldnt have found ourselves in that situation. Again, did we just totally miscalculate the after gan Governments Ability to hold on to territory, to defend itself, to take a stance . Obviously We Saw the end result. I would like to know, why did we have such bad information . Or if the administration knew this collapse was coming, we should have been doing this months ago. What are they saying about governor newsom. How strong is their support for this democratic governor . Right, latinos are the largest group in california, 40 of registered voters are latino, and as you said, they could have shown more support for President Biden, yet when it comes to governor newsom, they have supported him. An Exit Poll in 2014 did show a majority of support. 58 of latino voters are registered democrat. This is the first latino, a strong representative. Gavin newsom also set aside 75 Million of Taxpayer Money to help undomed winners going through the states, so with all of these policies, latinos have continued to support Gavin Newsom. Now, the issue here is the number of latinos expected to come out and vote. We cease 30 of voters are latino, but only 21 are expected to come out and vote. Gavin Newsom Jet was campaigning here in a predominantly part of los angeles, to try to get as many latinos, as he can to come out. Carla, youre going to have the president of the United States show up today in southern california, with Air Force one, all the bells and whistles. Does Gavin Newsom need President Biden to win this race . I think President Biden will help Gavin Newsom get out those voters, but lets face it, this is a win for biden as much as newsom. Newsoms Split Wall Fortunes look on the rise when youre talking about polls that show an average of 14point win, and bidenally, so is it it allows him to point to ms. Than you newsoms strong point, which has been the covid response, very aggressive in california. Its one of the reasons hes going to, it looks like bale this recall possibly by a landslide. At this point, laying the groundwork for 2020, newsom needed a lot of the big guns to come in and energize the voters. But more than that factor, its been Larry Elder and his campaign that has energized democratic voters. This political hug here helps both men. If we were to wake up and Larry Elder is the next governor the california, how would he have done it . At this point, i have to say republicans here in california are pointing finger at Larry Elder, saying weeks ago it looked like a dead heat. Since his entry into the race, it has been all in newsoms favor. Larry elder has said he would reduce the minute wonderful wage Minimum Wage to zero, on his issues with women and the texas abortion law, women have been energized for Gavin Newsom. Latest poll shows 66 of them are against this recall. Thats a huge Gender Gap in california. Larry elder has had a defining effect on the california recall, but not as republicans may have wanted. What do you make of that Q A with jacob soboroff, dismissing the possibility if Gavin Newsom wins, he argued it could just be fraud. This is preemptive slowlosering . President trump also tweeted this morning that the California Election was rigged, without any evidence whatsoever. This is going to be maybe sort of a defining issue for the republicans going forward. Larry elder has said he is going to put up some lawsuits immediately after. Overwhelmly the Delta Variant and its rise, and his aggressive response to it, has been a key to what looks like what could be a landslide victory. Certainly democrats all over the country may be watching, and certainly President Biden is watching that, as he try to say institute tougher vaccine and Testing Mandates. Yeah, this could be the template of what were seeing here in california, for what democrats may want to do all around the country in 2022. Aggressively fighting covid is good politics, it seems. Now that President Biden has taken the step of announcing the new Vaccine Mandates on federal employees and companies of more than 100 employees or the Testing Mandate as we heard earlier in the show, the real work is beginning to implement them. That falls to the Department Of Labor and specifically the occupational Health And Safety administration known as osha. They are to be the workhorse of crafting the language behind the mandates and figuring out how to enforce them. As of today, the White House has provided very few detail on the approach of either of those things. Joining me to break down the potential of those things is the man who Ran Osha for several years David Michaels who is also a epidemiologist, so doc, we know the parameters that the White House laid out, so what now . How does this get written and how long will it take before this rollout is like a real rule . Garrett, the staff of the occupational Safety And Health administration are pedal to metal and writing right now exactly what President Biden has asked them to do, and this rule that will take some weeks to do will not require vaccines. And that is important thing. It has been sort of misstated. What this regulation will do is to tell the employers to keep the workplace safe. And an important way to do that in the pandemic is to make sure that people who could be infectious are not coming into the workplace and spreading the virus. And so the rule is going to tell the employers that you have to figure out who is vaccinated, who has tested negative, and they can be allowed in, and the people who are not, they can coming into the workplace and have alternative work arrangements, but your job as an employer under this new Osha Rule is to keep the workplace safe. That framing is so interesting and so important. Perhaps you were not dialed in, but the top of the show, we had a democratic governor and Lieutenant Governor describing this as a Testing Mandate and not a vaccination mandate, and you are seeing the same framing here. Can the system in this country handle even a testing the mandate at this point . It is still in a lot of places, challenging to get tested on a regular basis. You know, it is absolutely challenging, and we have to work it, and you know, increase the amount of tests available, but it is certainly doable to have every employer to work out a system for themselves, and their employees to make sure that they are not infectious. Over time, it is going to make a difference. So why stop with employers with 100 or more employees and why not include everybody. I absolutelying a free with you. I think that the White House is going to figure out it is harder to involve smaller employee, and osha has never separated large employers with smaller employers when there is a safe hazard and every employer should be safe whether it is a small or large facility. That is interesting because there is a interesting concept around this idea as we are watching the president come down in boise, idaho, while we are discussing this whether the measures of the testing or vaccinations could be enforced. You said on twitter, you dont have to enforce 100 Million cases of these, and could you explain how Enforcement Works in a situation like this. The government regulations are selfenforced in that every employer has Hr Staffs and attorneys who says this is what the law does, and this what you have to do. So employers before osha Issues Rule will be working on to make sure that we are in compliance with the law. That is what they do. Beyond that, osha will do some infections, and the workhe w some inspection, and workers will complain, and then osha will send out inspections. And osha does inspections for a number of thing, and when they go out, they will see the records, and they will keep track of who is vaccinated and who is not. That process is going to lead to widespread compliance, and it is going to stop a lot of the widespread of this virus. How much of this is going to go to work in the North Texas Business Owner who said, great, now that there is a mandate, i can have the workforce to get vaccinated now that they are hesitant without any kind of guidance or rule, and how much work is going to be done since they have been waiting to make the federal government the heavy, and then try to get the employers vaccinated. That is going to be happening all over the states where they say that you have no right to require the vaccines, and to test over and over, and the federal government trumps all of the state rules. When osha says that this is what must happen in this workplace, if that is covered by federal osha, and the State Law that says that you cannot ask about the vaccination, it is in the constitution, and so many, many employers are extremely relieved. They have wanted to do this, and they want to make sure that the workers are comfortable coming back to work, and so many workers are hesitant to come back in, because they are worried about being exposed, and it is something that most businesses will want to do right now even before the rule officially goes into place.
