Get all 50 democratic senators on board. The remember, one of the reasons at least this bill has been problematic is that not all democrats are on board. Senator Joe Manchin say notable holdout, opposes certain portions of the bill but supports a lot thats in there, including making Election Day a federal holiday, 15 days of early voting, automatic Voter Registration and we believe that democrats are close to Coming Up with a version that can get all 50 of their members on board. Of course, hallie, as you know, getting 50 democrats on board is not enough. They need to get 60 to clear the filibuster and that is where the Big Question comes in. Senator manchin has said he is speaking to republicans trying to get them on board, and the only one republican senator who expressed any interest in doing something major is lisa murkowski, the senator from alaska who supports the John Lewis Voting rights act, a separate bill that requires states with a history of racial discrimination to get permission from the federal government before changing their voting laws. The reality of this according to multiple progressive activists, get 50 democrats bought into a major Voting Bill and give them the option once republicans say no, because its likely a when, not an if the ten republicans dont materialize they could give up or make changes to the filibuster. It appears the filibuster and pass a major voting Rights Bill into law. Its far from reality because manchin said its not Manufacturing And Kyrsten sinema of arizona is not moving on the filibuster even though she supports the for the people act. Youve got both sides trying to bring out some Star Power and some lastminute allegations coming from some. Right now you have President Biden in the air, on Air Force one, headed out west right now, later today hes going to campaign with Governor Gavin Newsom in his final get out the Vote Push ahead of tomorrows very closely watched election and an election that has national consequences. Thats why were talking about it. This is the guy who is the leading republican challenger, conservative Talk Radio Host Larry Elder. He has a couple of campaign stops, Sunday Jo joined by Rose Mcgowan who repeated some of the recent claims Newsoms Wife tried to persuade her in 2017 not to go public with allegations against harvey weinstein. The governor added its desperate and a complete fabrication. Two questions on the ballot, should Governor Gavin Newsom be recalled. The Real Clear Politics Average shows 46 say no right now so if youre on Gavin Newsoms team youre probably feeling somewhat good about that number. The Second Question says who should replace newsom if hes removed. If newsom is recalled the new governor gets picked at that moment. Kamala harris was sheer, Senator Bernie sanders was in a commercial, former President Barack Obama also supporting and President Biden is expected to come to california. Theyre trying to activate democrats to come out and vote. If you look at the numbers registered voters in california, democrats outnumber republicans almost 2 1, so if they can get enough democrats to get excited about the Recall Election in the last few days, they expect to win this. We need more than 50 of people to say no on the recall. Part of this is also getting the Latino Vote. 30 of registered voters in california are latino and theyre also very unlikely to vote. Public Policy Institute estimated only 21 of the voters were likely to vote in the Recall Election, so we saw Gavin Newsom yesterday doing a campaign in San Fernando Valley a predominantly hispanic area in Los Angeles trying to activate as much of the Latino Vote as possible. Meanwhile republicans have a hard battle in california. You mentioned Larry Elder is the frontrunner, and we spoke with an analyst, a republican Analyst Yesterday who told us the most difficult thing for republicans is going to be to win over some of those democrats who have been blue for so long. The candidate like Larry Elder who is the complete opposite of Gavin Newsom, this is someone who is much more like someone like Ron Desantis in florida, who opposes Mask Mandates and Vaccine Mandates so its quite difficult for someone like Larry Elder to win over the voters. The democrats are just hoping they get enough voters out there so they can beat the recall. What i know, guad, is a shocking turn of events for our viewers, it will come down to turnout. Mark, lets talk about what youre watching over the next 24 hours. I have to imagine turnout is one of them. Absolutely. I agree with you and guad. Turnout is key in this democratic leaning state. Democrats vastly outnumber republicans and the only way for republicans to recall Gavin Newsom is for democrats not to show up or have a lot of democrats end up supporting republicans here. The other thing that im watching for is how californians are turning in their ballots, and weve already seen so far every californian gets a Mail Ballot that they can turn in, they can also vote early. But so far, we already know that more than 7 Million ballots have been returned as of late last week. The majority of them coming from democrats and this is a familiar pattern that we saw in 2020, where democrats are casting the mailin ballotballots. Republicans end up voting on Election Day. As our Decision Desk on Nbc News points out well monitor the first batch of votes the mailin ballots, the next people who voted early in person, and lastly well get the Election Day voters and so the vote could end up looking very democratic before we start getting those republican Election Day returns. Lastly, hallie, im looking at these allegations of Voter Fraud that republicans have, theyre unsubstantiated, before any single ballot has been counted so far, and it comes as the polling shows you just put up on your screen that right now those who say no on the recall have a decisive advantage so far and this is again what we saw in 2020, when Donald Trump was talking about Voter Fraud, before a single ballot had been counted. Gavin newsom and his allies leaned heavily into Vaccine Mandates, Mask Mandates. Reporter what they say is that they should have options for some children who might be apprehensive and for some parents who are a little hesitant what it will look like for their children in school and whether they will be safe as the mayor and the chancellor of schools and even the City Health Department is insisting that they will be, because its the City Health Department that said that children should go back to school, and with the Safety Protocols that they have the mask mandate, and they have required vaccinations for all teachers and Staff And Everyone who is working in the school cafeteria, the custodians, et cetera, and theres going to be testing as well. So with that, the city is saying they should be safe and the mayor has said there will be no remote option unless there are some really extenuating circumstances, the children have some health concerns that cant be addressed in school or if theres some religious exceptions for the children wearing masks. The mayor said he thinks thats a limited number of people. He also is saying he thinks its important for children to be in school for the socializing aspect. Teachers that i spoke with this morning i asked them how they were feeling. They said excited but also a little nervous, because they said theyre concerned about the childrens social and emotional wellbeing who havent been here in 18 months and what it will be like to infuse them, integrate them if you will back into the classroom. Children i spoke to also said they were a little nervous, but one little boy said im glad to be back. I miss this place. Tell me, how are you feeling today . Very happy. Reporter this is a big deal, what weve been waiting for on how the democrats are going to pay for this 3. 5 trillion plan. Now, there is a lot in their proposal in the house Ways And Means committee, what they released today. They want to raise money by taxing the wealthiest and by taxing corporations. The corporate Tax Rate they say would go to 26. 5 , the highest income earners, the Tax Rate would increase to 39. 6 . Now, theres some disagreement with the senate on how this should play out including Senator Joe Manchin who will have a lot of say in what that corporate Tax Rate is going to be. Hes likely to say 26. 5 is much too high and minor differences as well. How much of the 3. 5 trillion the Tax Proposal pays for, its still unclear. Theyre waiting for final assessment. The number that comes out to is likely to mimic the must be theyll spend in the major human Infrastructure Bill because theres moderates, including Senator Joe Manchin who says whatever they pass has to be paid for, hallie. The Breaking News of the morning here well wait for reaction from folks on Capitol Hill, including Senator Manchin on that. Developing news on this briefing that is set to happen later on this morning, as it relates to Capitol Security and Saturdays Justice for j6, the rallies for the insurrectionists that stormed the capitol earlier this year. Talk to us about that and disciplinary actions the Capitol Police are taking against some of their own. Yes. Tom major, the new capitol Police Chief is on the job less than two months, briefing congressional leaders on the Security Posture for the justice nor January 6th rally happening on saturday and were also expecting him to go through what he expects to take place at that rally. Now, that comes as the Capitol Police has disciplined six of its officers after January 6th. There was investigations into 38 members on their conduct on that day, just six came with disciplinary measures, including three for conduct unbecoming, one for failure to comply with directives, one for improper remarks and one for improper dissemination of information. They are trying to clean the ranks before this rally next weekend. Capitol police are trying to be overly prepared. We are expecting them to put up the fencing again. They have installed at least three new Security Cameras around the perimeter of the capitol, were also told that they are increasing their communications with Rank And File members telling them about intelligence that they are hearing. These are a lot of changes compared to what took place in the leadup to January 6th, and they are trying to overexpect whats going to happen, and be overprepared regardless if this is going to be a peaceful rally or not. Talk about what youre learning about Secretary Blinkens message, any new updates he might have on plans to evacuate people, including The Americans who remain in the country. Reporter first its an interesting juxtaposition you have, the president is headed out west as far from washington as you can get in the continental u. S. To focus on his domestic agenda, with the big speech tomorrow. Here in washington as you showed on the calendar a start of a new phase in terms of the discussion of afghanistan and the consequences of the u. S. Military withdrawal that took place ending last month. A hot of the fingers have been pointing at Secretary Blinken so hes going to be testifying today about a number of important topics, including just what happened with the drawdown and the withdrawal of the u. S. Diplomatic presence, the rush to the Airport We Saw in the final days. What efforts could have been made to get more of our afghan allies out starting perhaps earlier in this process to make sure we got more out and then what is the nature of our relationship with the taliban moving forward. We heard some of the top pentagon officials talking about the likelihood well be working with them. Secretary blinken putting a hold on that, saying theres not necessarily the trust that you need here so this is going to be a really interesting week and i should note President Biden was chairman of the foreign relations committee. We have the backtoback hearings and Tony Blinken for a long time was his staff director. He knows full well the kind of grilling hes going to be facing himself today, but it doesnt make the preparations for it any easier as we see the real focus here going forward. Richard, let me turn to you. You are back now in kabul today, a place youve been a lot over the years. Talk to us about the changes youre seeing this time, what looks different to you. Reporter the last several months the city seems radically different. When i was here earlier in the summer, it was a u. S. Backed government, that was in charge, the government was still fighting, i was out with the commandos fighting against the taliban. Then watched the afghan Government Collapse as u. S. Troops pulled out under the deal, and then that mad rush to the airport, when hundreds of thousands if not millions of people were trying to get out of the country Headed To Kabul International Airport and the airlift that brought in so many nations and now the taliban are fully in control. They are trying to demilitarize a little bit. You see taliban patrols all over the city but they pulled back a lot of their heavy weapons, a lot of the weapons they took from u. S. Forces. You dont see them as much on The Street and theyre trying to be as polite as possible. I went through some patrols today, they look in the car, i got a few patdowns, they said sorry, nice to see you, Thank You. Sorry for patting you down. Its just doing our jobs and it wasnt just with me. We spoke with many afghans who said the same thing, that as they are going through, having interactions with the taliban, the taliban are putting on a friendly face, and i spoke to one afghan today who was terribly afraid, he withent to the airport to try and leave the country, but he couldnt get through, and now he is here and he said hes been pleasantly surprised by the actions of the taliban have been taking. Thats one level. People are nervous how long this period will last. Are they just trying to change their face while they get, while they seek international recognition. They need international recognition in order for money to be released, in order for them to have a better Working Relationship with neighboring countries, with international aid agencies. But speaking to the taliban leadership and ive spoken to quite a few of the top leaders, they are consistently pushing this message, we are not the same taliban here in the 90s, we do not want to become international pariahs. When you touch down at kabul international airport the first large giant sign in english says the islamic republic of afghanistan seeks peaceful relations with the world, peaceful and positive relations with the world. Thats the first thing that the taliban want you to see when you touch down, and that message has also trickled down to the foot soldiers, and in other cities as well. You also have to then juxtapose that to what you see on line, with you see on twitter when there are lots of videos being posted of individuals, incidents some of them are very, very brutal. Weve been trying to verify some of them. Its difficult to know exactly when they took place that show limited cases of taliban, executing people, executing members of the foreign government, or soldiers, and not on a wide scale but a few that have emerged. There are these images that have come out but they are, like i said, its fairly difficult to verify those videos. Also, what is clear is the taliban is not accepting dissent. They do not accept protests. Theyve made that abundantly clear. This is not in any way, shape or form an open society, an open democracy. Women have gone out to protest. The protests were shut down violently, journalists who covered those protests, the afghan journalists were taken away and beaten. The taliban apologized for that, said theyre going to investigate but they do not accept unrest on The Street. If you came and tore down a taliban flag and a taliban poster, there would be serious repercussions. The general interactions that ive had, that other journalists here have had and afghans themselves have had so far has been a gentle approach, far gentler than they feared when they were rushing to the airport. Let me start with the one that has just come out within the last 40 minutes as weve been on the air really here and that is, the house Ways And Means committee releasing this proposal, this plan on how they pay for that 3. 5 trillion socalled human Infrastructure Bill. It would be by raising corporate Tax Rates, that corporate Tax Rate comes out to 26. 5 and the top rate for individuals, people who make a lot of money would come up to 39. 6 . These numbers, senator, i dont have to tell you, are probably not going to get a big backing, a big vote of support from Senator Joe Manchin whose vote is critical in this. Do you see for example the corporate Tax Rate coming down . Is that something youd be comfortable with . Look, i think its a solid framework that may be near final, if you ask most americans they would agree the largest corporations in america, the multinational corporations making record profits ought to pay their fair share, and frankly, behind closed doors, a lot of ceos and Business Groups confessed they got more of a windfall from the Trump Administration than they ever even asked for. So Thats Number one. Number two, on individuals, make sure to emphasize this is for the highest earners, the most wealthy families in america, Middle Class families, Working Class families will see their Tax Obligations go down, benefits of the combined infrastructure packages, so it is a tailored approach to pay for the bill, for Joe Manchins of the world who are concerned about being fiscally responsible here, heres the path. There may be a little bit of Wiggle Room. I think the biggest question here is the 3. 5 trillion, is that figure going to stick . We heard what Joe Manchin has said over the weekend. I hope it is as close to 3. 5 trillion figure as possible because and as a member of the Budget Committee in the senate having been to the room, with the Leader Schumer and Bernie Sanders and others the 3. 5 trillion figure is already a compromise. The chairman of the committee, Bernie Sanders had a 6 Trillion package, that i supported, so it comes down to 3. 5, already a compromise. I dont think it should come down that much more if at all. Okay. Let me ask you about Something Else that i know you are working on in addition to your seat on the Budget Committee. I understand youre part of this group of senators working on this new voting Rights Bill basically, some reworking of that kind of framework here. We understand from our sources that it is likely imminent that that will be released. How imminent . When do you expect that to come out . What are the remaining sticking points, based on your conversations behind the scenes . I think the public will see a lot more this week on what this new bill would be. When we saw not a single republican bring themselves to the Beginning Discussion or debate of the for the people kt a, we didnt give up the fight. Leader schumer put together a working group, if you will that included Senator Manchin and Senator Warnock to have a bill that would uphold the important reforms called for and the for the people act that would protect our right to vote. We see the urgency of this, what happened in georgia, not just in georgia, in texas and arizona, so many other states. What will be unveiled contains important reforms, when it comes to Voter Registration, online Voter Registration, same day Voter Registration. Also options for casting your ballot more opportunity to vote by mail, without an excuse for inperson early voting, reforms we implemented in california and i reference california for a couple of reasons, not only because of my prior capacity as Secretary Of State but even in the Recall Election there is tremendous participation, smooth administration, integrity of our elections because of these reforms, to think that a special election in an off year, youre seeing participation rates nearly at the level of the recordbreaking November 2020 election is no coincidence. These Reforms Work and every voter in america deserves the same right access to the ballot. I have to get you more on the california recall. Let me ask quickly on the voting Rights Bill, what makes you think youll get ten republicans to back it . Theres only one seems that would be open to it here . There is the bottom line here. We took this August Recess not just in finalizing this new tailored bill, but affording an opportunity for not just Senator Manchin but for All Of Us to reach across the aisle, try to appeal, make the case to our republican colleagues. One of two things will happen. We can get ten of them to stand up and do the right thing, to save our democracy, or of course the Big Question, the f word, are we going to eliminate or reform the filibuster to allow for this to proceed. Time is of the essence, the 2022 midterms are upon us. Again, no signal that some of the democratic senators, Joe Manchin, Kyrsten Sinema have any intention to reform the filibuster. The california recall, you talked about the Participation Weve seen. President biden is on his way now. The recall, lets talk about it broadly, costing taxpayers nearly 300 million, right . Recall supporters got more than 1. 5 million signatures, which is 12 of people who Cast Ballots in all of 2018 in the governors race. You mentioned and i know, and you know i know that California Secretary of state, should there be a higher bar for the recalls moving forward, do you think . We get the same question about the recall as we do with propositions and the Initiative Process in general in california, and i would be shocked if the legislation didnt take up a number of Reform Measures to the recall process, when they reconvened in january, in the state capitol. Theres also been other proposed or ideas out there in how to reform the process. To you vote yes or no on the recall and a flurry of candidates who could potentially win with singledigit votes if they happen to be the top vote getter. Ridiculous way for this process to work so i think reform is overdue but first things first, we have to vote down this recall, this Power Grab Attempt by the republicans tomorrow. We have just learned a man has been arrested in washington allegedly found with a Bayonet And Machete outside Dnc Headquarters coming from u. S. Capitol police. Apparently this person had Tipple Knives in his truck near the dna, midnight one officer was On Patrol, saw the Pickup Truck with swastika and other white supremacist symbols. It didnt have a license plate, instead an american flag basically. Ill bring in Leigh Ann caldwell. The chief of the Capitol Police calls this good police work. Can i show you the map one more time, my control room, so give people perspective. The Dnc And Rnc headquarters are not far from the capitol. The rnc is closer but to the south of the House Office buildings, thats what you see in between the Capitol And Rnc headquarters, buildings where members of the house of representatives have their offices. Leigh ann, tell us more about what we know about this arrest and about what happened here. Reporter hallie, this just came in moments ago. 44yearold Donald Craighead of ocean side, california, was arrested for possession of prohibited weapons as you mentioned. He had a bayonet in his car, in his truck, i should say and machete, like you said he was pulled over after Capitol Police spotted something suspicious, which was his truck, which didnt have a license plate, and instead had a picture of the american flag. Now, Capitol Police are on extremely high alert right now, as we gear in to this rally on saturday. The justice for j6 rally, and theres a lot of Capitol Police who are on duty. No one is taking leave right now, so they are taking every single threat extremely seriously, and i will say that these oneoff threats by people who, whatever their intention is to do harm or not are some of the biggest concerns of the Rank And File Capitol Police that i talked to, just a couple weeks ago you had a standoff with Capitol Police, where a man said that he had explosives in his car. That was several hours of negotiations with this man, who ended up not having explosives, and then of course on good friday, there was the man who drove his car into the Capitol Police barrier outside of the capitol. So these are increasing threats, so not only are they dealing with these rallies that come sporadically including the one on saturday, but theyre also dealing with these oneoff threats as well. Hallie . You noted a couple of things here, Leigh Ann, according to u. S. Capitol police, the man arrested was talking about being On Patrol when officers approached him with knives in his truck, with the bayonet, the machete. Not legal in washington, d. C. You cannot have those things here in the district. And espousing white Supremacy Ideology to these Capitol Police officers, and importantly, Leigh Ann, Capitol Police are telling us its not clear right now if he was planning to attend any upcoming demonstrations, i. E. , the demonstration that youre talking about on saturday. Whats a little bit different about i think whats happening and again this went down at midnight, this was happening overnight, were just learn being it as we speak, as we are talking about this, this just came into our newsroom, congress is coming back into session. This building is filling up, right, which we didnt see, for example, in august when which w example in august. Can you talk a little bit about what youre seeing in the building around the capitol for people that dont know washington, Capitol Hill is a residential neighborhood. Not like the Rnc And Dnc are sitting in the middle of this downtown desert. There are families, and daycares. They were subjects of threats on January 6th. There was a pipe bomb. The person has not been caught, the person that planted the pipe bombs. This is a commucommunity. The senate is back in session today. The buildings are way more filled than the past month. The members are coming back into town and the Capitol Security are starting to prepare for that. Something thats extremely new is theyre putting up these military style cameras around the capitol. Interesting. Reporter for surveillance and there is huge Wood Boxes around them, something that we havent seen before and that seems to be in preparation for what is happening on saturday, halle . In other news this morning, North Korea is launching itself it seems or at least trying to launch itself back into the Arms Race. Overnight North Korea announcing it successfully test fired a strategic Cruise Missile and there is a reason the word strategic is significant. We dont know if North Korea did that or mastered that kind of technology. Cruise missiles are smaller and designed for shorter distances meaning the tests may have been a Threat Or Warning sign to surrounding countries like Japan And South korea. I want to bring in janis Mackey Frayer. What do we know here . Reporter halle, you noted this was a long range Cruise Missile that North Korea tested. It does not violate the protocols that prohibit ballistic missiles because signals that forth korea continues to make advances that have powerful weapons to carry Nuclear War Heads and doing this despite sanctions and despite covid and wide Spread Food shortages in the country. From what we know from North Korean media reports, the missiles flew 900 miles and did Figure Eights when changing trajectory. They have the potential to reach anywhere in japan. The other concern is they went undetected by authorities in South Korea and the u. S. All of this is part of an Arms Race that has been intensifying for the past several months. It should be noted that kim jongun was not at the tests as he normally is and news of it was carried on page 2 of the local newspapers so some experts are stepping back to say maybe this suggestions this is not a message for the international community, but something designed to boost moral and domestic support much like we saw with that Nighttime Parade last week. The implications, of course, are wider so there is fresh urgency for President Biden s Mackey Fr you. We have more Breaking News coming into the newsroom and these are developments out of the Department Of Justice with a new announcement related to new rules for federal Police Reform watchdogs essentially. Let me bring in Julia Ainsley to break down what were learning. Good morning. Good morning, halle. Let me explain the watchdogs and who they are. When you think of a descent decree, that usually happens after a Police Department has been found to have a systematic problem often showing excessive force sometimes tied to issues of race and then what happens is the court comes in and establishes a monitor to come in and clean up the department and the Justice Department gets involved to trigger the process in the first place. What were hearing just today in this moment from Merit Garland is they will have Guard Rails on the monitors and the reason is because of the long Investigation Review that found that for a lot of these cities, while they did appreciate the reform in the end, it costs them sometimes millions, almost A Billion Dollars to their taxpayers because they were paying for these people for so long. There wasnt a limit on when it might end. They found that sometimes they didnt have the training to properly work with these people. The monitors themselves might be working for two cities at the same time. They found that to be a Conflict Of Interest so now Merrick Garland is denouncing Guard Rails so programs can continue and Police Reform can be as efficient for everyone as possible. Its a Document Release detailing its investigation into whether Saudi Arabia supported the 9 11 Terror Plot of President Bidens calling for the review, declassification and documents on the investigation. I want to bring in national Security Reporter at the washington post. Devlin, walk us through this and why we saw this investigation in the first place. One of the long unanswered or lingering questions from the 9 11 investigation was did any saudi government officials help the hijackers . They knowingly helped the hijackers and there has been a lot of suspicion on that front within the fbi and among the families of the victims and there is a long Running Lawsuit against the saudis and the saudis denied being apart or helping in any way this plot. But the families have been fighting to force the fbi, to force the government and multiple administrations to give up the documents and biden tried to break that Log Jam by signing this Executive Order and weve seen the first document as a result of that order. Devlin, talk about the significance of this. This is something that is having a Ripple Effect that goes beyond Just Washington here. Right. So it affects the u. S. Relationship with the saudis, which is always tricky and complicated on terrorism and other fronts. It affects, you know, the sort of how we understand what happened on 9 11 because obviously, there is a lot of lingering suspicion and lingering concerns that maybe everyone who was responsible for that wasnt caught and punished, and it affects, you know, the Peoples Trust of government. There is a long simmering concern that the government, the u. S. Government has been hiding secrets from the american people about the full extent of who they know, and thats why these Document Releases are important and these releases will affect all of those conversations and all of those places.
