The united states now surpassing 41 Million cases since the pandemic began. The u. S. Surgeon general says President Biden will announce even more new steps to slow the spread of covid19 later this week. From the beginning, the president and all of us said we have to use every lever we have to fight this pandemic. Thats what you see happening right now. New poll this morning shows more than half sport warnings. At the same time, this was the scene we witnessed over the weekend. Completely packed nfl stadiums with many of them not requiring any proof of vaccination or negative test. Today is the first day of the new School Year for the largest public School District here in new York City. All teachers and staff must be vaccinated. But vaccines are not mandatory for eligible students. In idaho, theres a shortage of Hospital Staffing and beds. Dr. Patel is with us, former Obama White House policy director. Rehema, what is done to keep new York City kids safe. This is a big day. Reporter it is a huge day here in new york, it would be on any typical day years past, but this one in particular. Theres Excitement And Energy in the air. You mentioned it, stephanie. There are vaccinations required of teachers and staff and there are mask mandates. But kids are really jazzed about being here. You know what it is like. You took kids to school. You have the new clothes, backpack, shiny shoes, and Pencil Case and they want to be here. I talked to the mayor a few moments ago. Listen to what he said. This is beautiful. Good morning. Very hopeful, very positive. Look at these beautiful kids. Amazing. Reporter they are indeed beautiful, but theyre doing everything they can to keep them safe. We talked about the mask mandate, Vaccine Requirements. Heres something to know about whats happening thus far. Here in new York City, they have about A Million kids, and of that, those 12 to 17 years old, 65 of them received first dose of the vaccine. Unlike california and los angeles, theres no mandate for students to be vaccinated except those who are participating in contact sports, basketball, football, wrestling. Theyre required to be vaccinated if they want to continue to play the sports. Other than that, theres social distancing, theyre going to try to do that. Theres masks. There are hand sanitizers. And children are asked to wash their hands as frequently as they can. One parent told me with all of that, theres concern. Kids are going into the same buildings they left 18 months ago. These School Buildings are crowded. Wonder if theres any space for social distancing. One little boy said i missed this place. Im glad to be back. He may be wearing a mask, i was at School Drop off last week, you can feel them smiling through those masks. We heard from former commissioner Scott Gottlieb saying, Vaccine Approval for kids under 12 could come as soon as next month. Should schools add the Covid Vaccine to list of other Vaccine Requirements that all kids need to go to public schools . Yes, stephanie, it was welcome news. I think theres probably going to be a pause before making the emergency authorized pediatric doses mandatory at large. Some schools will make that move, but like weve seen with 12 to 17yearolds, those vaccines were available for months before lausd put this in place. I think how the next several weeks unfold will dictate the urgency to put a pediatric mandate on the table if we can watch cases falling in pediatrics which we havent seen, that may also give comfort. At the same time, adults need to be vaccinated. Were doing better but need more progress in that regard. What is your prediction for weeks ahead. Were seeing a slight decline in cases among all americans. Look at this weekend. Football stadiums packed, yes, schools are back with unvaccinated kids. What do you think we are in for the next few weeks . I do think that the next few weeks are going to see as we are seeing, shaq is going to cover in idaho, we have increase in cases in low vaccinated areas, but stephanie, hate to say it, we are burning through with the virus, even in those areas. Youre going to have many adults either by Vaccine Or Infection or both achieving immunity. That will help protect our children. I hope well see declines not just in cases overall as you point out but pediatric cases. This could be, fingers crossed, a better fall, much better than last year. Could predict even a better winter season, also something we are looking forward to. Key here, vaccine. Then as rehema pointed out, mitigation measures. If you have a classroom, indoor masks, this is when well see if biden can make good on the promise of testing in all schools. We kept some schools open last year safely doing those things. We can see cases decline. I hope for optimistic tone for what we learned the rest of the year. Shaq, whats going on in idaho. Take us there. Reporter hospitals are in crisis, resorting to unusual standards of care for patients to increase capacity to deal with the surge. Talking about converting hallways, conference rooms into Hospital Beds, rooms with Hospital Beds to increase capacity. Theyre flooding in medical staff. Department of defense sending surge teams to idaho. Youre seeing and hearing National Guard members reactivated. You even have State Officials last week warning people to be extra careful when bike riding, driving around. If you end up going to the emergency room, lines are getting extra long. One doctor saying one patient spent more than 100 hours waiting to get a hospital bed. As we heard from the doctor, this is targeting people who are unvaccinated, the unvaccinated population with extreme precision. Listen to what a medical Health Department Official here told me recently in terms of impact shes seeing with the surge. What were seeing now is not great. Were having a surge of cases more than we have ever seen before. We have exceeded where we were at during the november, december, January Surge as far as positivity rates, cases, hospitalizations. Were just in a terrible time of the pandemic now. I would hate to see it get any worse. And theres no sign that this is ending anytime soon. You add in the fact that students went back to the classroom last week, there was Labor Day Holiday where many people were gathering. The idea there was a State Fair recently, those numbers are not reflected in what youre seeing now. The concern is with low vaccination rates, talking 90 of people in the hospital who are testing positive with the virus unvaccinated, the concern is as people stay unvaccinated, this spread will only continue. Dr. Patel, theres all of the headlines about one single hospital in upstate new york. Not good news. No longer have enough staff to deliver babies after they lost staff that quit over the Vaccine Mandate. You know this story, one hospital, is getting loads and loads of headlines. But this is just the minority, right . I talked to Hospital Administrators a lot the last few days and theyre thrilled to have the mandate. Thats right. Theres No Doubt youre going to have loss of workers. It is much more pronounced in the fact that in rural america before the pandemic, most of the country did not have access to maternity care. Lets put that on the table at the beginning. Then you advance and put in the pandemic, a Vaccine Mandate for Health Care workers which i am very supportive of, people need confidence theyre going in a facility where people are protecting them and theyre protected. Yes, youre right. Outliers get more attention. We all breathed a sigh of relief when the president made the announcement. It is not a large number but small number dictating out of fear many of us have in Health Care settings. I am looking forward to seeing what comes out in terms of rules ran regulations as you know, following the details. I am hopeful more Health Care workers will get vaccinated before the deadline to have 100 in place. We did it with flu and other vaccines, hepatitis. It is a normal part of our jobs. This is one more aspect with fully approved vaccine thats safe. The cdc recently said there have been more breakthrough cases with delta variant, but the unvaccinated are ten times more at risk. For those of us vaccinated and i am pretty sure the majority of people watching right now are, how safe are we when we do go to events with large crowds, and if we get sick, how sick are we going to get. Great question. As you point out, the cdc is seeing more guidance data on Breakthrough Infections. We think it is 1 in 5,000 vaccinated people. That may not sound like a lot, but you add up hundreds of millions of americans, it can add up, potential for breakthrough infection. Key points, your comment on outdoor i saw those scenes, it gives me chills up my back. But again, we are hoping, i am hoping the nfl, nba and other leagues put in going forward Vaccine Requirements like we do for concerts and restaurants in new york area. If that can be done larger, it is very safe. Breakthrough infections are real. I want to comment we should continue to press understanding long Term Covid and how Breakthrough Infections may lead to that much lower rate, but for the average american vaccinated today, it is safe to be in society and participate in these events. New Capitol Police Chief on the jobless than two months is going to brief congressional leaders about Security Plans for the rally saturday. They have the benefit of behind hindsight. They made a Lot F changes. They are increasing training and installed two not so subtle cameras around the perimeter of the capitol. This is something that Capitol Police are prepared for, they say. There are no officers allowed to take leave. It will be completely, fully staffed. As far as the rally is concerned, theres a permit for 700 people. It is supposed to take place at the bottom, base of Capitol Hill, about a Quarter Mile from the capitol building. Furthermore, on a saturday, there will be no lawmakers in town. Circumstances are better this time than for January 6th, but theyre extremely prepared, they say. Clint, i mentioned some violent Chatter Online. Put it into context compared to what we saw January 6th. Are we even in the same ballpark . Definitely not, stephanie. Couple weeks ago when you started to see political leaders like Hawthorne Talk about the event, you started to see up tick in discussion. But since that time i think mostly what you see in online space are people saying dont go, or this is a ruse. There will be some that Show Up, but i dont think it will be a January 6th moment. What i am much more worried about is state capitals, local municipal buildings. Theyre much less defended. Some spaces you hear it may be a small number of people, but you hear people talk of going to rallies closer to home, up to ten different states. That could be particularly troubling for those with smaller Law Enforcement and dont have resources we have at the nations capital. Theyre talking more fencing, more man power, thats great. I know when you investigated failures of January 6th, you talked a lot about breakdowns in intelligence, coordination, communication. Have those problems been fixed . Well, certainly put more money, Senator Leahy and his crew when they got recommendations in the senate, did significant modification, did put more money into intelligence and the process. So from all indications that have been proved. Reading Online Chatter now and theyre responding, a good indicator. Stephanie, the thing about terrorism, particularly domestic terrorism, now every time this particular group comes to town, well get additional police ready, put up additional fencing, take additional action. Thats one of the down falls of terrorism. They just have to do it one time, then every other time you prepare. Like we are still taking shoes off on the plane because one dude tried to set a shoe on fire. It caused the government to change. Thats whats happening in washington now with the additional officers that are on standby, being used under mutual aid like the metropolitan d. C. Department. Thats the effectiveness of terrorism that youve got to always be prepared because you dont know when this group could turn into a terrorist attack. Other thing, additional work needs to be done on compartments around the capitol. Still significant work to be done, theres cameras and intelligence fixed, but we did not, went way short of the number of additional officers that were recommended, stephanie. What it suggests is that they would have the capability of reaching anywhere in japan which is a concern for officials there. Back at home, businesses are preparing for President Bidens new Vaccine Mandate. He said companies with more than 100 employees must require vaccinations or Test Everyone weekly. Theres growing evidence that mandates work. United airlines says half their unvaccinated workers got the shot because of their Vaccine Mandate rule. We still have a long way to go. Lets dig deeper and bring in Commerce Secretary Gina row monday dough. I called these a work around, not a negative term, it is a way to achieve a goal without violating anything, without forcing anything on anyone. Way to get a huge amount of people vaccinated legally. How do you see this . Good morning, first of all. Great to see you. I see this as a huge step forward to getting people back to work and finally recovering, having the economy recover. Takes guesswork out. It is probably the most quickest, easiest, cheapest thing that we could do to get americans back to work. Getting vaccinated is cheap, it is free, it is effective, and it is the single biggest thing thats holding back the economy right now. I am proud of the president for doing it. Many businesses are lauding the decision. I think were going to see a big impact, positive impact in our economy on account of this decision. I am puzzled by people that continue to say theyre forced to get vaccinated here. Theres always been a choice. If you do not want to get vaccinated, you can work from home. You can Home School your children. You can shop online. Where is this coming from, people saying im now being forced to be vaccinated. We never forced vaccinations on kids in school. If you didnt want to vaccinate your kids, you can Home School and people have done it for years. Nobody is being forced. If you dont get vaccinated, you get tested on a weekly basis. The reality is science is crystal clear on this. Get vaccinated. These vaccines are incredibly effective. Theyre free. They work. And we just it is unacceptable people arent getting vaccinated. We need our kids in schools, we need schools open. We need people to get back to work, flying on airplanes, we need people in restaurants. We have too many americans still out of work and this is a simple, effective shot in the arm if you will that our economy needs and theres no reason not to get vaccinated at this point in time. That being said, we are not being forced. You can work from home, get tested on a weekly basis. I think this is smart Public Policy and great leadership by the president. Our Workplace Safety Agency osha was not able to enforce requirements across the board when covid first hit. Now theyre in charge of enforcing this. Talking 80 Million people. How do you make sure that enforcement is happening . Theyre on top of it, Secretary Walsh is working hard on this in combination with the White House. Theyre right now working around the clock to get the regulations and guidance out there, so that will happen. But i think, you know, the fact that the president did a president ial address, got word out, already seeing it have an effect. Businesses know. It is crystal clear. If you are an employer with 100 or more people, employees have to get vaccinated. Theres no need to wait. You ought to go ahead and get that done. Are you concerned this could have worse impact on the Worker Shortage we have, people will quit their jobs . I am not. You know, we need to get, we have challenges in the economy, supply chains, Worker Shortage, people afraid to fly. All of that can be alleviated if everybody gets vaccinated. Yes, theres a challenge with people not going back to work. A lot of that because people are afraid to go back to work. I think in the short term and definitely long term, this is unquestionably going to help the economy. Probably the single most important thing to do to help the economy, get people back to work, kids back to school, people out and about again. So no. I think benefits vastly outweigh potential cost to the labor shortage. I want to switch gears, talk infrastructure. You have been speaking to the Business Community. Business leaders want the first infrastructure deal, the hard infrastructure deal. They know it will be good for cities, rural america. Their business in general. But they dont seem to want to pay for it in any way. How do you convince the Business Community theyve got to be part of the pay fors here . You know, business, this package in totality is good for business. I talk to Business Leaders every day, every day. What do they tell me . They want every american to have broadband, they want every american to have digital skills. They want investments in Child Care so that their employees, particularly female employees can stay in the work force, be productive, get promoted. So this is unquestionably good for business. I know that because businesses tell me, we want more job training, investment in infrastructure, we want digitally literate work force. Well, that doesnt come free. And the reality is theres not a Business Leader out there who would support the president for saying we ought to make investments with a Blank Check and not pay for them. You have a responsible president saying lets make investments that are good for business and lets live within our means and pay for them. So the reality is if they dont like exact details of the president s proposal on how to pay for it, then do the responsible thing, do what you do every day in your own business. Come to the table, help us solve the problem. To just oppose this is irresponsible and honestly, disingenuous. This package is actually tailor made for what businesses want. I say lets get it done. When you say come to the table, that means negotiate. And youve got some democratic senators like Bernie Sanders who said we should negotiate, 3. 5 trillion or close to it or bust. He said theres a real chance youre going to end up with nothing if democrats dont all get on the same page. He is clearly looking at Senator Joe Manchin who is not comfortable with 3. 5 trillion. If democrats get on the same page, 3. 5 trillion, you lose republicans. How worried are you here . This is how legislation gets made. I am smiling because as a governor for six years, this is exactly what i did with my legislature, it is what every public executive does. President biden has been crystal clear. He is willing to negotiate. He, himself is at the table making phone calls. Impart of the jobs cabinet, talk to members of Capitol Hill every day. We want to negotiate. The only thing unacceptable is inaction. The president put forth his vision. 3. 5 trillion plan, it is bold because it meets the moment. We have a crisis. He believes and i agree, we need to be bold to meet the moment. Having said that, we need to get something done. So come to the table and negotiate as weve said. But shame on us if we dont get something done because if inaction is the enemy, why not take the trillion Dollar Deal you have in Hand And Work on the next next . Because we need both. Again, our position, the president s position is clear, we need both. Speaker pelosi has said, she committed to passing both. I think we work very hard on the first trillion Dollar Deal, a historic investment. That needs to get done, it will get done, also, we need the humanitarian capital investments. You know, how many Business Leaders tell you they cant find talent they need, they need people with digital schools, digital apprenticeships. Yeah, we do. Thats in the president s plan. All numbers indicate there is support for the democrats and support for Gavin Newsom in the latino community. In 2018, an Exit Poll revealed 64 of latinos voted for Gavin Newsom. The problem is getting members of the community to come out and vote. Give you an example. Two days ago i was at a barbershop, and the Recall Election came up. Almost everyone in there said they supported Gavin Newsom, although they werent super happy they did support him. We talked about the Recall Election, whether they were going to go out and vote, all of them said they hadnt voted, didnt know if they would vote, it wasnt a priority. Talked about the fact that california makes it easy for all voters to vote by mailing in ballots, all 22 Million registered voters, yet the guys in there said they werent paying attention to the mail or it wasnt one of their priorities. This is what Gavin Newsom is trying to change. He has one more Day And Tomorrow to get members of the latino community to come out and vote. Yesterday he was in san fernando Valley North of los angeles, predominantly latino area, trying to rally up to get more of the 30 of registered voters to support him in the Recall Election, stephanie. I wasnt even paying attention, and they could end up with an outcome they certainly didnt want. It is an overwhelmingly democratic state, the polling is broken in favor of newsom. Heres the latest polling. You see double Digit Margins for keeping, not recalling newsom. The average all together, not recalling newsom, keeping him as governor, leading on average by 14 points. A month ago there was more suspense in polling. Now polling, verdict from polling is clear. Well see what happens in the actual Recall Election tomorrow. In terms of what were going to look for, you mention joe biden. This is what the election looked like in california last year. This has become the standard democratic margin in california. Biggest state in the country. Just by numbers in terms of vote numbers, most democratic state in the country. Biden won california by almost 30 points in 2020. Gavin newsom won by 25 points when elected in 2018. If you look at the map, you see the challenge for people trying to Recall Newsom. You see some red on here. The red areas of california, red counties tend to be rural, low population. The one exception on the Trump Biden Map of 2020, this is where bakersfield is. Thats the only big Population Center thats red on the map. Otherwise, look here. Los angeles county, one quarter of all the vote in california is from l. A. County. Add in orange county, Inland Empire here in riverside, san bernardino county, just this patch here is going to be more than 50 of the vote in the entire state. These are densely populated blue areas. If you want to recall Gavin Newsom, you have to win over voters in places like this. The Bay Area is overwhelmingly democratic. 20 plus with vote tomorrow. The challenge for folks trying to Recall Newsom is to convert people who voted for biden, people that normally vote democratic. I will show you, orange county, more than 3 Million in orange county. Biden won by almost ten points in 2020. You want tonewsom, the recall is probably going to get 60 plus in orange county, going to have a chance statewide. Thats the jump they have to make. The tension is very high and i think also parents need to know that Gun Violence is the leading cause of death for youth under the age of 18. That means one out of every ten Gun Deaths is a child. This is something we need to take seriously and act now. Were taking a lot of Preventative Measures for covid. Its time to take Preventative Measures for Gun Violence as well.
