Scientists, and the economists, and the national security experts. They all tell us this is code red. The nation and the world are in peril. Right now, i fear for the world. My 3yearold just about 3yearold grandchild will inherit. By that, i mean the planet itself. In ten days, the hottest summer in recorded history for much of the world will come to an end. But not after thousands have died from extreme heat, or the effects of extreme weather. America has certainly not been spared. The federal announcement coming this weekend that this past summer was our hottest ever documented between the two coasts. As more recordsetting wildfires in california have fed so much smoke into the air that neighboring states have been debilitated. Many of which are suffering under yet another brutal heat wave, the kind that ignited the Pacific Northwest in ways unthought of a year ago. And new York And New Orleans both remain scarred by the same fatal storm. President biden touring the aftermath of tropical Storm Ida this week, sounding the alarm on Climate Change and touting his Infrastructure Plan as the Nations Way forward. As his environmental protection agency, operating a mandate to now tackle environmental racism released new data suggesting that communities of Color Wont have to wait to feel the worst effect of Climate Change because they already are. Joining me now for his first Msnbc Primetime Interview is administrator of the environmental protection agency, Michael Regan. He is the first Black Man and second person of color to lead the epa. He is also the first Epa Administrative to have graduated from historically black college and university. Administrator regan, i know i speak for our audience when i tell you how much we appreciate having you here tonight. But at this moment, because of this week the epa released its 2021 report on Climate Change and social vulnerability in the united states specifically focusing on, quote, the disproportionate and unequal risks that Climate Change is projected to have on communities that are least able to anticipate, copy with, and recover from adverse impacts. End of quote. Among those impacts, Black Americans are 40 more likely than nonblacks to live in areas with the highest projected increases in Mortality Rate due to climatedriven changes and extreme temperatures. We also are 34 more likely to live in areas with the highest projected increases in Childhood Asthma due to Air Pollution caused by Climate Change. But its not just us, and not just about immediate death or disease. The study adds, Hispanic Americans are 43 likely than nonhispanics to live in areas with the highest projected Labor Losses due to extreme weather. Of course there are more disturbing metrics in this report. But can you tell us more broadly what these numbers mean, mr. Regan . Reverend al, thank you for having me today. Epa released the most advanced environmental Justice Study to date. All of the facts and figures that you laid out are stark fact and figures that we must grapple with today. When you zoom out and take a look at this information, really, it puts the data right in front of every american, information that we have known for quite some time, that minorities and lowincome communities have born a disproportionate impact to pollution for generations. And now we add Climate Change on top of that. This is a stark reminder that minority communities, lowincome communities, and communities all this country are now feeling the impacts of Climate Change. And we expect that intensity to continue. And thats why the president has really pointed out that a Laser Focus on Climate Change, a Laser Focus on environmental Justice And Equity are imperative if we are to provide Health Protections and environmental protections for all people. But also, if we are to remain globally competitive as a country. These issues are here, in front of us now. As you heard the president ask earlier this week, not just to listen to the economists, the national security advisers and the scientists. But people should believe what they are seeing and what they are experiencing. Climate change impacts are real. The data proves it. The science proves it. And now we are all living with current impacts. In addition, you mentioned President Biden. In addition to Yesterdays Commemoration at Ground Zero the president was also here there in New York. Im in houston, texas, tonight. But he was in New York this week to tour the damage left by the tropical Storm Ida. Tying that damage to Climate Change and promoting his ambitious Infrastructure Plan. Now, weve all seen all summer where the public needs have been really crippled by extreme weather. Is the president s plan as it currently stands truly up to the task of modernizing flooded subways here around the country and the east coast, or streets and Power Lines that have literally melted due to extreme heat . Are we seeing these things out west . I mean, can we see from these plans some real relief . Reverend al, absolutely. When you look at the president s build back better agenda, it is very aggressive and very ambitious. And when we look at the bipartisan Infrastructure Deal, which is one component of the build back better agenda, we are looking at historic investments in infrastructure. One example is 55 Billion invested in our Water Infrastructure. A significant amount of that solely focused on Erads Kating lead pipes in this country which we know disproportionately impact communities of color and low income communities. We are looking at billions of dollars of investment in infrastructure that would help curtail Flood Waters and help bolster the security of our Water Infrastructure, wastewater, sewer, and the like. We also are looking at historic investments in cleaning up Legacy Pollution at your super Fund Sittle and our brown fill sites all of which are threatened by the impacts of Climate Changes. We are also looking at strong investments in mitigating climate pollution, around transportation, methane, power plants. So the president s build back better agenda is a shot in the arm when we look at proikting our infrastructure from the impacts of Climate Change and also mitigating the pollution that we are seeing that exacerbate Climate Change impacts. The interesting term, you said Legacy Pollution. Lets pivot to the ida response, where it first landed. In louisiana right now, the New Orleans saints are playing their Football Season up in jacksonville, florida, because their Home City is still recovering from Hurricane Ida and it is not yet ready to toast a football game. Of course we remember 16 years ago the saints played their entire season away from home because extensive damage done to the city and the Super Dome by Hurricane Katrina. It does leave one to wonder whether enough has been done in the past decade and a half to build up new Orleans Infrastructure so that it is prepared for the major storms that now seem to Corps Measure frequently than ever. Is that a fair criticism . And what can be done about it . You know, what we do know is when we take a look at Hurricane Katrina and the devastation that was left fast forward to today. The environments that were made standards curtail the impacts. So it was a good start. But the stark realities are, we have to do a lot more. And thats why the president s build back better agenda is so important. And thats why we need congress to act. We need to continue to invest in our infrastructure. And we cant put Humpty Dumpty back together the same way every time. We have got to look at the science. We have got to look at the data, the intensity of these storms that are projected, the heat thats projected. We have to up Vent Resources and an infrastructure that is not only resilient today but prepared for the future intense storms that we will see. And we are going see those storms all over the country. We saw them in the gulf. We saw them in the southeast recently with Hurricane Ida. We saw historic flooding at a very quick pace in New York and new jersey. Tornadoes. We are looking at wildfires out west. We are looking at flooding in the middle of our country as well. We need for congress to move forward very quickly so that these agencies can get these muchneeded resources to begin to invest in our aging infrastructure. Now, earlier this year, President Biden himselfed address a concentration of toxic sites in and around minority communities. One area he mentioned by name was louisianas socalled cancer alley, which is home to several industrial and chemical plants, also where a Plastics Company wants to build a nearly 10 Billion complex in the heart of st. James parish where the black population is nearly 50 and where Cancer Rates are 50 times the national average. Thats according to the epa, the u. S. Army ordering an environmental review last month, five months after the united nations human Rights Office condemned the air quality. Is the administration prepared to get directly involved in such projects as the or for the for the plant in louisiana . If not, how will they block concentrations of toxic sites in vulnerable communities . You know, this project is on my radar. I have already spoken with the governor of louisiana. I have had conversations with the secretary of the department of environmental quality. I have also spoken with the house members that represent that district. We will continue to focus on this area. We will continue to offer up the technical capabilities that the eps can offer to help do the proper environmental justice, air quality, Water Quality analyses that need to be done. We are taking a very close look at cumulative impact more broadly. So i will do what i have done in other circumstances across the country. In chicago, where we saw an issue with cumulative impact and Legacy Pollution i partnered with the mayor to take another closer look at the Car Sledding Facility that was proposed in chicago. This week i issued a letter taking a look at the pacific railroad Legacy Pollution that is plaguing cash near gardens in houston, texas. Our job will be to carefully and thoroughly analyze the environmental impacts, but also partner with the mafrs, the governors, the locally affected individuals to make sure that we are adequately protecting the communities, public health rights, and environmental resources. Im in nutrisystem, as i said, tonight. I am aware of your letter with mayor turner. Let me ask you this, mr. Regan. You are from north carolina. The south, like half of black america i spend a lot of time in the south where a lot of poor elderly black people are. I preach to. And they are facing a stark choice every year to either run up their electric bills on fixed incomes or rather just deal with the type of heat that has been killing people all over the country and the world this summer. Going back to your report, my producer who worked on this segment is from raly, north carolina, and have you ever thought about climb change in those terms. Absolutely i do. I think about it from the lens of looking at number one what you laid out which is people struggling to pay their electricity bills. One of the great things about the president s build back better agenda, its looking at the investments that will go into infrastructure. And what the reality is is that many of these homes need to be focused on in terms of insulation and weatherization. And Energy Efficiency programs that can help cut the cost of their electric bills while also reducing the demand for the dirty electricity thats been jen waited by Coal Plants and other Fossil Fuels. So i think about it in a couple of ways. The first way is thinking about how do we have everyday citizens see themselves in our vision . Typically thats through the lens of their pact book. We can reduce the cost of electricity if we ingest in infrastructure and Energy Efficiency. We can also help them produce the amount of electricity they are pulling off the grid fueled by Fossil Fuels which would help mitigate these impacts they are seeing as well. Again, our communities are disproportionately affected by the pollutants. And financially they are suffering as well. When we look at the president s build back better agenda, it is investing in Human Infrastructure as well as physical infrastructure. And these problems are exasser batted by pollution. Lastly, i know one of your major concerns is the issue of drinkable water. Tell us about that. Well, thats a huge concern. As i travel all across the country chicago, detroit, durham, north carolina, milwaukee. We are looking at a detailing, aging Water Infrastructure system. Most of the cup is familiar with flint and the topic of lead. But thats just the tip of the sphere. There are lots of communities that are close to the Tipping Point as it relates to Water Quality and Water Quality solution. Thats why i am excited in the bipartisan Infrastructure Deal that there is 55 Billion focused on our Aging Water enforce. By the way, when we get those resources at apa, we are looking at all of our environmental issues through the lens of environmental justice, meaning those who need the resources the most will get them first. But im also proud of the president s, you know, just 40 initiative which pledges that 40 of all of the investments coming from the federal government will go to communities that are in most need. And that those resources will stay in those communities not only investing in the human and physical infrastructure but also in economic development, education, and jobs as well so we are Laser Focused on this topic. And Water Quality is one that is of dig cant concern. But help is on the way. Well, eps chief Michael Regan thank you for your time dont. Now to my political panel, joining me now, two former mention of congress, david jolly, former republican congressman from florida, who has since left the party, and donna edwards, former democratic congresswoman from maryland. Both of my guests are msnbc political analysts. Democrats have started to make the Mockup Process for their 3. 5 trillion Infrastructure Package which includes things like medicare expansion, Child Care programs, and so much more, paid for in a large part by an extremely popular provision raising taxes on the very wealthiest americans. And yet some democrats, including Joe Manchin, whose state is 50th in the nation in infrastructure quality, seem to be signaling late objections. Donna, is this thing going to get done . Well, i think its going to get done. But i have to say, a warning to democratics who democrats who oppose both the president s agenda and the agenda supported by the american people, that they run the risk of losing both the house and the senate when they choose to run against and vote against and not support president Joe Biden and his agenda. So i think it is going to be a difficult road ahead. Keep in mind that democrats in the senate, senator sanders, had already pared down what was been almost 6 Trillion proposal to 3. 5 trillion. It has been pared down. Joe March Seine asking to reduce it even further they may not even do it at all given the complexities and the challenges facing working people for Child Care, for health care, for community college education. All of those needs that are shared by the american people. And we cannot let a couple of democrats stand in the way of that. It will be at our peril. Rolling Stone Magazine let me bring this up. Rolling Stone Magazine is reporting that President Biden is ready to pressure democrats on Filibuster Reform to pass sorely needed Voting Rights Protections saying to Senator Majority Leader Chuck Schumer, quote, chuck, you teld me when you need me to start making Phone Calls. I will be in Washington Tomorrow Meeting with others and delivering a handdelivered little to mitch mcconnells office. Some democrats have been working on a voting Rights Bill that will have all 50 of them on board. That language could be announced as soon as tomorrow. David, do you think that will be enough . Will any republican sign on, let alone ten of them . Yeah, reverend, this is a big development reported by rolling stone that Joe Biden is willing to lean in and put his mark on the table and unleash some political forces to try to rescind the filibuster. The question is, will it work . You still have members like Manchin And Seine m. A. And others who said they are not interested in touching the filibuster. Then you have to wonder, some of these packages that manchin said he negotiated that can bring ten republicans, does that all blow up if the filibuster goes away . Because even without the filibuster you still have to get to 50 votes on a number of these high priority items with Joe Biden. Manchin said he was not going to go along with the voting Rights Bill, with the Transportation Bill as he said it was drafted. But he has indicated in the past that he could go with the John Lewis will. Clearly, if the president leans in as many of us in the civil rights community, i have been vocal about it in the last few days calling on the president to do exactly this. If they can do carveouts for other things, why wouldnt they do Carve Outs for something as basic as Voter Protection . Look, i think that could get done by leaving the Fill Bruser in place, the notion that you could get ten republicans to come along. That probably is the direction they should go. I think if Joe Biden suggests lets get this done by rescinding the filibuster and i will weigh in on it, i think all bets are off. The democrats donna is right, the question is do we go back knowing we only have two years. Manchin represents the fourth most republican state. It was because he was a democratic able to win West Virginia that Chuck Schumer is the majority leader today. He hasnt shown a willingness to love more towards the agenda. But if you can get a modified Infrastructure Bill done with ten republicans, do it. Listen to the direction Joe Manchin is going. I know it is not the first priority of progressives but he has said he is willing to work with democrats. I dont know that it is moving towards progressives as much as moving toward democracy. I understand Joe Manchins situation in West Virginia. But lets deal with the situations of the targeted underlining of blacks and others to be able to vote, which i think should far outweigh any one political figures, one political options in a state. Let me go to another state. The president will head to California Tomorrow to campaign for Governor Gavin Newsom as recent Uc Berkeley polls show 60 of californians intend to vote against the recall. That change in polling has hamd as residents have learned more about the achallenges and approaches in the pandemic. There are antimaskers and antivaxxers running to unseat newsom. Do you think this Referendum Race is gob on democratic versus republican covid action . Could this be a Road Map for 2022 mid terms and beyond . I think its really tough to predict what is going to be a Road Map or what hales for democrats in 2022. What i will say, though, is that its really clear that by exposing the antivax, antimask, anti of the opponents, that Gavin Newsom has put himself in a really strong position to withstand this recall. It has been by that exposure of some of these pundits who are in the absolute extreme. And i think democrats at large can learn a lot from that about what it means to uncover and unearth the antivaxx, antimask, antiscience premise of these newage republicans. And i think that will bode them well. And i think it stands to President Bidens leadership and the testimony to his leadership that the majority of californians are now leaning toward making certain that they continue to uphold science in california. Now, yesterday we marked the 20th Anniversary of the September 11th terrorist attacks. While trump commented on it very slightly, he commentated a payperview boxing match. George w. Bush, who was of course the president at the time, made time in his speech for warning about domestic violent extremists. I am rarely in agreement with the former president bush, but take a listen to this. There is little cultural overlap between violent extremists abroad and violent extremists at home. But then there is disdainful fluoroism, and their disregard for human life, in their determination to defile national symbols. They are children of the same foul spirit. And it is our continuing duty to confront them. Donna, then david. I want both of you on this, briefly, please. Do you think current members of the republican party will listen to those words from the 43rd president . Will they confront the violent extremists in their ranks . I think the short answer to that, Reverend Al is no. They havent demonstrated that coming out of January 6th and in the weeks and months that have followed. And i thought that president bushs comments were incredibly pressing and important as we begin to look not just to the extremism abroad but to the extremism at home and the importance of us getting a handle on that. David . Rev, im glad you focused on bush 43s calling that we have a duty to act. Because it was remarkable that he tied the thread from overseas terrorism and equated it to domestic terrorism. Hes right. But then he said that creates a duty for all of us to act. Todays republicans will not respond to that. But it is an affirmation for a lot of former republican and former republican Performing Voters that you know what, those are the principles i believed in. And it drew a contrast that you cant find those principles in todays republican party. It is now one of the reasons that democrats now represent a majority in the country. Thank you both. Many catholic leaders are cheering the new antiAbortion Law. They face criticism, though, from a fellow catholic, President Biden. The second president in u. S. History to be of the same faith. But as the current president faces tension with members of his own religion, former president Donald Trump, a man who has always been cagey about his own religious beliefs, is complaining that not enough catholics and jews voted for him in 2020. Joining me now to help unpack this all is dr. Hendricks professor at columbia university, Visiting Lecturer at yale university, and author of The Book Christians against christianity, how right wing evangelicals are destroying our nation and our faith. Dr. Hendricks, i want to start with this religious bind that President Biden may feel that he is in. On one hand, he has spoken out about giving women the right to choose. On the other hand, he identifies as a man of faith. And now is feeling heat from some fellow catholics who say that being prochoice is anticatholic. Talk about the tension you see there, and how the president can navigate it. Yeah. Thanks, rev rend al, and good to be back with you again. There are some things a couple things we have to keep in mind. First, Catholic Moral Teaching teaches that abortion is a sin, and therefore is murder. But thats their doctrinal and ideology. Bibliocally The Bible doesnt Say Anything about abortion is a sin and murder. Anyone who teaches differently isnt telling the truth. Even though he is contradicting the teaching of his faith bibliocally, which is the most important thing, he is on firm grounds. But on top of that he has taken an oath of defending the constitution and the constitution with the 13th amendment says no one has the right to enslave anyone elses body, to lord over them, to transgress their sovereignty over their own body. So when we get down to it, biden is on strong moral ground. And more even more than that, hes doing the things that are most important for a christian. He is looking out for poor people, the least of these. He is looking out for workers and for the children of immigrants. So i think President Biden is on firm ground here. And he should not really be attacking you know its funny because i remember when i was a kid and we had the first catholic president , john kennedy, the question was, are you going to listen to your religion and the pope, or are you going to uphold the constitution . How the reverse is being asked of president Joe Biden. Let me go into this. Republicans in the trump years seemed to coalesce around their base of evangelical christian voters while the Democratic Party is much more religiously diverse including groups of many faiths and many americans who arent religious at all according to a study conducted by the Pugh Research people, 64 of registered voters considered themselves to be christian, a number that has steadily declined since 2008. In 2019, 30 of those who identified as democrat or left leaning said they were not affiliated with any religion, whereas only 15 of republicans or lightleaning voters said the same thing. How do you think these different faith makeups affect the politics of our two political parties . Yeah, yeah. Well, you know, the question is, what christianity are these people talking about . Because rightwing evangelicals, they seem to like paul says in his letters in The Bible, they seem to cleave to another gospel. You know, the right wing is not concerned about looking out for the least of these. They are not concerned with taking care of poor people. They are not concerned about fighting for justice. They are not evening mentioning justice. So many people, particularly young people r becoming disenchanted with it, with christianity. They dont want anything to do with the religion that is presented to them as so meanspirited. And the right wing has allowed us voices in the Public Sphere right now. So the Hate Head that they spew the divisiveness that they spew and the support that they support a Walking Melange of The Seven Deadly Sins in trump turns these young people off. I think thats the reason why we are seeing people turn away. Now, people are not turning away are the gospel itself. They are not turning away from love and justice. They are turning away from the hatred of the right wing. Let me switch for a minute to former president trump. On recorded Phone Call with religious leaders on his new national Faith Advisory Board last week he explained about losing catholic and jews voters in 2020 calling them, quote, ungrateful. He also went on the Belly Ache about how he did so much for both groups. However n 2019, the fbi reported jews were the most targetedly groups in the country in regards to religiously motivated Hate Crimes. Case of antisem simple were also on the rise. All of this occurring while trump was still president. Recently in a Pew Poll one third of catholics in the u. S. Are latino. We know how mr. Trump treated the latino community for years. Uhhuh. They want the Feel Protection not division. Trump did not offer this. I read your excellent book. You discovered some of this and questioned about evangelicals that seem blind to all this. They are not only blind. Some just dont care. We must remember that Donald Trump began his campaign with hate. He began his political ascend antsy with hate against president obama. He people cleave to the hatred that he spewed and the lies he spewed. So it is not surprising at all that we have seen a rise of hatred because trump has appealed to hatred. And when you look at the statistics, the counties that he campaigned in this last campaign, the incidents of Hate Crimes increased exponentially in those districts where he campaigned. So the people, they come to him because of hatred. And theyre sticking with him because of hatred.
