I think they need to be supplemented in terms of having metropolitan police officers, and maybe the d. C. National guard there. There needs to be an overwhelming show of force. Second, i think republican leaders including Donald Trump must dissuade people from participating in this rally. They didnt Do The Right Thing on January 6th. They should Do The Right Thing now. New reporting shows dwindling support for former president Donald Trump to make another run for the White House from members of his own party. 49 say the gop would be better off with a different nominee in 2024. Plus new pushback as gop Governors Slam President bidens new vaccine mandate. Why are those mandates that parents and your state must comply with and do comply with routinely, why is it they are not so objectionable of such a violation of a personal freedom but bidens Vaccine Mandates are . For all those that you just listed, there is a long history that parents have had the opportunity to see how those things have been implemented. And there is still a lot of people out there who dont know what to trust. There is a new vaccine that Donald Trump was largely responsible for. It has been approved, full approval, by the fda. Again, if the Polio Vaccine is okay for parents and they have to comply with it to send their kid to school, why not for a lot of people, not just kids, the vaccine for this disease . Lauren, the president didnt make a formal speech during the memorials during 9 11 but he did speak briefly with the press. What did he say . Unity was his message he called on the nation to come together in a similar way that he said happened the 9 11 attacks. He said it was time to heal a divisiveness in our country particularly in the face of the coronavirus pandemic. Listen to what he had to say yesterday. I just i just think i thought that President Bush made a really good speech today. Genuinely good speech about who we are. We are not the core of who we are is not the violent. So it would be inappropriate for me to tell you the number of serious republicans in the past and the future who are still around who call me and the me what can i do to help . They get it, too. The president there calling for the nation to come together, projecting a message of unity. At the same time hes notably wearing a Face Mask there, really underscoring just how difficult it is for him to follow through on his Campaign Message and promise to bring the nation together as he confronts republican opposition around the country in response to his numerous efforts to get more people vaccinated against the coronavirus pandemic. And, joe, his call for the country to come together is only going to prove to be more and more difficult in the coming weeks as he pivots his attention to focus not just on getting more people vaccinated, but also that big Infrastructure Package that hes hoping to get passed in the next couple of days before we get into the end of the year and get into a midterm year when it is notoriously difficult to get anything done in washington. Where do things stand . Lawmakers are long on the list of big things that they want to get done but they are short on how they are actually going accomplish them. That applies to Voting Rights. You are right, a big development today. My Colleague Reporting that three Democrat Aides involved with these negotiations say they are close to a deal that would keep all 50 democratic senators on board. Thats notable because it is different because you confuse weeks ago senators like Joe Manchin were not on board with the for the people act the way it was written. Now he has taken the lead along with warnock. They have come to a place where they think they have enough to keep all 50 senators on board. But 50 is not the number they need on this. That number is 60. The question now becomes who and how they get ten republican senators on board for this in order to avoid a filibuster. That remains unclear. We are also still waiting on the text here but make no mistake, this is something that the democratic base is hankering for, it is something that grassroots Voting Rights organizations are hoping for. This is a key legislative priority, one that schumer says he is going to bring up right after recess ends on month, joe. You really Cant Talk about anything in congress right now without a name you already mentioned, that being Joe Manchin. Yeah. That brings us to the 3. 5 trillion Infrastructure Bill that seems to have hit another Road Black because of manchin and what he said this morning. How are democrats feeling about that. It was Reality Check from Joe Manchin as he made his way around the sunday shows. The senate comes back into session tomorrow. The hard infrastructure passed the senate in a bipartisan fashion before lawmakers went home. This has been the Policy Pingpong Ball of the summer, whether or not those two tracks of infrastructure are inter59ed and linked, thats what democratic leadership as well as progressives would say. Whereas moderates say the opposite. They say you should vote on the bipartisan Infrastructure Bill and then move forward to the reconciliation bill. Moderates in the house actually had this battle a few weeks ago before the house went back on recess. What they did was extracted a promise from leadership that they would vote on the bipartisan Infrastructure Bill before or on september 27th. Thats a really important date. And its one that Joe Manchin was unequivocal about today on one of the other table networks. He said there is no way they are going to be done with their job on the reconciliation before the 27th. That leads to this comment by Bernie Sanders. There is a danger it will lose in the house because you have many people there, and i support them who are saying we had a joint agreement, we were going to deal with them together, deal with the physical infrastructure and the needs of working families. Lets do it. Lets deal with the jobs, an expansion of medicare, lets deal with climate. What sanders is alluding to there is the fact that while moderates wanted to take just the bipartisan Bill Up in the house once it was passed in the senate dozens of progressives have said they are not going support just the Diplomat Bill without also moving simultaneously on budget reconciliation. It sets up yet another stalemate. The house comes back not this coming monday but the monday after that. It is going to be interesting to see the way it shakes out. The Reconciliation Process is long, thorny, procedural, not the sort of thing that moves on a fast track. If there is one thing that has been through of infrastructure from the moment they started this push, this administration through to where we are now, it is slow moving and a grind for lawmakers. The long and the short of it is september and october, once lawmakers are back here in the capitol, it is going to be dizzying in terms of the number of things they try to accomplish but pretty slow moving in terms of how they actually and if they actually accomplish them. He alluded to the January 6th insurrection when condemning Violent Extreists both foreign andom stick. A cultural overlap between violent extremists abroad and Vie Leptd extremists at home. And there is pluralism, they are children of the same foul spirit. Joining me now, jennifer ruben, msnbc Political Annist and and Opinion Writer for the washington post. You have a new column out about that speech from former President Bush. You write, yes, the January 6th insurrectionists were terrorists. George w. Bush just indicted them. Tell us more. What do you mean by that . What were your thoughts on his speech . It really was a remarkable speech. Im glad that the president acknowledged it because i think it is going to take some sane words from republicans or former republicans to really address this issue. Essentially, President Biden drew a straight line between 9 11 and 1 6. And when he said is, terrorists then, terrorists now. And i think we have lost track of that in much of the hullabaloo and the positioning and the attempt by republicans to rewrite history. What we had was an act, the worst act of domestic terrorism, on 1 6. Bush is saying it stems from the same foul spirit. It stems from an antidemocratic authoritarian, noninclusive spirit, and we should combat it. His very last line was and we have a duty to combat it. He then went through a whole series of sort of portraits of america saying, yes, we are divided, yes, we have various issues, but the america he sees is one that can rise to the occasion, the america he sees is one that welcomes immigrants. So it was a very powerful speech, i think. The most important of which was making this connection between foreign and domestic terrorists. I mean, he didnt say january 6. He didnt say insurrection. But i mean, do you think this was a direct callout to trump and todays republican party . And can it be effective . I think it was exactly that. I think when he says that we are now beset by extremism at home and that they spring from the same foul spirit, there is nothing else that would be an analogy to that. So i think thats exactly what he was talking about. I think theres a chance in one respect. I dont think people who are hard core deniers, people who are hard core followers of the former president , who actually believe that the election was stolen, which, obviously, it was not, who think somehow these were patriots up there marauding through the capitol and threatening to assassinate Nancy Pelosi those people are beyond reach. But i think that what is possible is that we continue to build a coalition of people who will pro democratic, Small D. That people understand what is going on here is a nasty brand of extremism. Whether it is vaccine denial. We saw the governor richards there. Whether it is some sort of Crazed Vigilante Legislation in texas to spy on women and deny access to abortion or whether it is Election Denial in which people seriously are going to try to upset the election of the president who has been in office now for nine months. So i think there is a chance, in part, because the republicans are so badly overplaying their hand, so determined they are to be extremists. And i think that is a turnoff for a lot of americans. So the question is whether that coalition, and it looks like it is a broad coalition thats in favor for mandates for vaccination, that doesnt like spying on women and ratting them out to get a bounty, that understands that President Biden is the properly legitimately elected president if we can put a broad etiological coalition around things that are so fundamental like that, i think biden would be very happy and have a very have a real sense of accomplishment because essentially when we need is a majority of democrats, Small D democrats. And i think thats what hes striving for. And we will see it in some of the legislation that you were just talking about. But i think we will also see it in kind the reaction to the mandates on vaccines. I think we will see it in the reaction as some of the litigation on Texass Abortion Bill moves forward. But i think there is a Boarder Majority out there than he will get because the trump, the maga folks are very loud and have an Echo Chamber of sort of sympathetic media at their disposal. But i think they do represent a segment of the country, but a small segment. And this is about putting together a large e broader majority. Jennifer ruben, thank you for joining us, we appreciate it. The u. S. Has surpassed 41 Million cases, more than 662,000 people have died were the virus. Right now, nearly 54 of the country is fully vaccinated. Meanwhile n 26 states, more than half the people have now been fully vaccinated although hospitals are still filling up with unvaccinated people. Beginning tomorrow, new York City Mayor Bill deblasios key to Nyc Pass will require all workers and patrons of indoor venues to show proof of vaccination. There is no testing out option under the program. In florida, governor Ron De Santiss controversial ban on School Mask mandates was upheld by an appeals court. What is the miamidade School Superintendent said this morning. The recent actions taken in tallahassee are contrary to the Expert Advice of Public Health and mental entities that tlar that Mask Mandates are protective measures that serve a compelling public interest. There is a greater incentive and a greater focus on the need to vaccinate individuals in our communities. The best way the best way to reduce the positivity rates, to contain the spread of covid19 is by surrounding kids with vaccinated individuals. And our incentives, the deployment of mobile vaccination units, and testing units to our schools, which we do around the clock, are having an effect. Lets go now to nbcs Stephanie Stanton in tampa. Stephanie, what has been the reaction so far to the courts ruling . Well, joe, the governor is calling it a win for parental choice. Some parents dont see it that way and they are concerned for their Kids Safety at school. Lets give you background. Two weeks ago a judge issued a stay in the ban on Mask Mandates siding with a group of parents who youed the governor under the grounds that their kids were being put at risk. The governor immediately filed a lawsuit. Last week a judge sided with the governor, essentially, and that is when the judge agreed to lift this stay while this is all working its way through the court. All this of course coming as President Biden issuing that nationwide vaccine mandate. And Governor De Santis has spoken out about that, as you might imagine. He is vowing to fight that every step of the way. Earlier, the u. S. Surgeon general spoke to meet the press. And he talked about the division being caused by covid19. Take listen. In addition to those being the areas of focus of the president s announcement this week, they have been focusing on those over the last many months. Billions of dollars in the arp that were put towards testing to help schools for example, have testing in place so they could be ready for the fall were a reflection of that broader set of priorities. The focus of masking has also been a piece of that. Again, he did mention that, you know, people talking about how unfortunate it is that these Vaccine Mandates, covid19 causing such division. Now, as for what is happening here on the ground, as for governor De Santiss plan, on how he plans to fight these nationwide Vaccine Mandates, that is still unclear at this point. So we really dont know what his next move is. But as for the Mask Mandates in schools, those remain optional at this point at least in the state of florida until further notice. Joe. The report says the wealthiest 1 of americans are the nations biggest tax evaders. Failing to pay as much as 163 Billion in owed taxes a year. Joining me now is North Carolina Congresswoman Deborah Ross a democratic member of the House Judiciary Committee. Congresswoman, good to have you withes. You spent the early part of your clear as a tax litigator. Does that number, 163 Billion, surprise you . How do wealthy folks avoid paying that much . Well, thank you for having me. It did surprise me when i saw that big number but when we talk about how people pay their taxes it makes sense. Because people who are very wealthy dont have their taxes taken out of their paycheck. They have to Self Report on their assets. They have to Self Report on Real Estate income. They have to Self Report on what their sole proprietorships are doing. When you have to Self Report, there is definitely the temptation not the pay your taxes. The question is, what do you do about it . Do you feel there is a way to effectively tax the top 1 . How critical is that question in helping figure out a key issue for democrats right now trying to pay for that 3. 5 trillion thats being drafted right now . It is critical because it is lowhanging fruit. Its money that is owed to the federal government, and people are not paying their fair share. And these are folks who just got a big Tax Cut from congress. What the biden administration would like is to have more tax enforcement, more audits. Having the irs truly empowered. We saw the irs lose so much of its power to be able to do these audits during the trump administration. It is time for people to pay their share fair. And our economy will benefit. We will be able to pay for the child tax credit. We will be able to pay for free Community College for two years. We will be able to take care of our seniors. We will be able to expand medicaid. And that is just by getting people to pay their fair share. Lets turn to next weekend, whats known as the justice for January 6th rally. Speaker pelosi is set to hold a Security Briefing for congressional leaders tomorrow. Capitol police will be Reinstalling Fencing surrounding the building. Do you feel are these measures enough . Do you want to see more Security Precautions . I think that we have learned a lot from what happened on January 6th. And of course there is an ongoing investigation. We have got to make sure that the people who were on Capitol Hill are safe. This is about more than just legislators. This is about our staff. This is about people who go to work in services and we have got to make sure people are safe. I do believe since January 6th our security has been greatly enhanced. But we have to make sure that we dont let things get out of hands like they did on January 6th. I mean, are you worried at all about this upcoming rally . Congress wont be in seg on saturday, but, still, are you concerned at all . Im concerned for my staff. And im concerned for the people who work on Capitol Hill even on the weekends. Remember, we are members of congress are important. But the people who make things happen every day are our staff members. And i want to make sure that my staff is secure and everybody who works on it. Lets turn to the issue of abortion. The Department Of Justice now suing the state of texas challenges its restrictive near total on abortions. The judicial committee called on Attorney General Merrick Garland to file a lawsuit. What are your thoughts on the Dojs Lawsuit challenging the states Laws Constitutionality . Im thrilled that our Attorney General is doing his job to protect womens constitutional right to reproductive freedom. The entire House Judiciary Committee of course on the democratic side wrote him a letter asking him to do precisely this. And he has taken action. The Texas Abortion Law is patently unconstitutional, and it is an attempt to get the Supreme Court to do what it has not been willing to to for 50 years. And we have got to stop it in its tracks. This hurts women. It hurts Health Care providers. It is bad for the justice system. And that law simply has got to go. So Merrick Garland is doing his job upholding the constitution. It may not just be texas. Other states like Florida And South dakota have expressed interest in following texas creating their own abortion laws. Do you think this Doj Lawsuit will keep other states from passing these things or does something else need to be done in your mind . Well, that would be my great hope, that it would deter other stattle. Other states. I am not confident that that will be the case. What i would like to see and i am hoping the congress will take it up after we are back in session is a federal law protecting womens reproductive freedom and our Health Care providers. That would go a long way towards stopping these things that are going on in the states. I just have to say it is so ironic that the same people who want to stop women from exercising their right to reproductive choices and punish the Health Care providers are the same people who are against the child tax credit, they are the same people who are against universal prek. All this while new numbers suggest there are 10 Million open jobs across the country while they are 8. 4 million jobless. Joining me now, heather long, the washington posts economics correspondent. You wrote that article. There is a disparity. To some on the surface it may seem illogical. Maybe numbers dont tell the whole story here. What are the reasons maybe we are seeing this disparity . Maybe some of the people dont fit into the jobs that are available . Obviously, we are still in a pandemic. There is a hesitancy to take certain jobs but it goes deeper than that. When we did the research for this article we found three things that are key to keep in mind. The first is what you were hinting at, where those Job Openings are, where they are physically located and the industries they are in, are totally different than where the unemployed people are mostly located and the industries that they used to work in before they were laid off during the pandemic. So there is a fundamental mismatch between where the openings are and where the people are who need the jobs. The second thing thats deto keep in mind is there is over 2 Million unemployed who have been unemployed a long time, six months or even a year in this pandemic. Unfortunately, what we are finding is a lot of companies use they think they are sophisticated robots and a. I. Technology to scan all of the resumes coming in. But unfortunately, they are often kicking people out who have gaps on their resumes. So the people have been unemployed six or 12 months, who desperately want to get back to work are being excluded from a lot of Job Openings. The final thing that i have been stressing to people that i hear from folks who used to work a 12 an Hour Job or even a 50 or 60 an Hour Job this pandemic affected people. Is there an argument that the 3. 5 billion Infrastructure Plan would help with this . Joe, this is the largest criminal investigation in the history of the united states Justice Department, and some of these are easy cases for prosecutors, because theres a lot of evidence on video. Thousands of hours of footage from surveillance cameras, cell phones, Police Body cams. Theres even evidence on the Social Media accounts of some of the insurrectionists early on, when they were bragging about their criminal conduct. So the harder problem for the government is hunting down the organizers and financers. These are the people with the most Criminal Culpability. When you look at the sentences that folks are getting who pled guilty, its really hard to see why they think theyre being treated more harshly. Fewer than ten have been sentenced to prison. On the flip sigh, many of the accuser some sager not facing enough punishment. Hundreds of people have yet to be charged in connection with January 6th. Of those charged, numerous cases are going nowhere. Theyre just not unfolding in terms of the prosecution. So, basically what that means is a lot of people who participated in January 6th think they got away with it. So what do you think . Do you agree . Are many getting off easy, considering what they are accused of . You know, some judges have expressed the same concerns that Justice Department prosecutors are letting these terrorists get off too easy. He demanded the Cops Hand over the lawmakers to the angry mob. Hes made a Plea Deal he might get three to four years. So i think there are legitimate questions about whether the punishment fits the crime for some of these domestic terrorists. What do you think is the duty of the judges or what do you want to see from the judges when it comes to punishments for those convicted or pleaded guilty. Is the goal to try to discourage these acts in the future . Judges are concerned about a message of deterrence, that if you wild out and break the law, there will be severe consequences. The other is whats called retribution, making the punishment fit the crime. If we think about the magna tourists, who enter the capitol, but didnt do more, but does that meet the moment in terms of their Criminal Culpability when they were part of this angry, vicious mob, trying to overturn the american election. A misdemeanor sounds a bit too light, given the gravity of their offenses. Very quickly, the fbi released new video of a still unidentified subject who set out pipe bombs. In this ways, this is a tough case, because its 800 people all part of this angry mob, but some people with a lot more culpability. This is really soon for there to be even 60 pleas. Remember, this happened back January 6th. I think we need to be patient, let the Justice Department do its job, and make sure everybody who led and financed the insurrection are brought to justice.
