And this is the nations that are not vaccinated and the center of this socalled war is the president s requirement that those unvaccinated and working for the federal government be vaccinated. And south Carolina Governor Henry Mcmaster said we will fight them to the Gates Of Hell to protect the Liberty And Livelihood of every south carolinian, and that is another quote from seven years ago. And when that is finished, they should know, we will follow them to the Gates Of Hell until they are brought to justice. Because hell is where they will reside. That was then Vice President biden in 2014. And in that case, he was talking about isis. That same kind of language is being used about him from some fellow americans. The president was asked today about the threat of legal challenges over his new Covid Plan. Have at it. I am so disappointed that particularly some of the republican governors have been so cavalier with the health of these kids. So cavalier with the health of their communities. Now, in all of the new Vaccine Requirements cover some 100 Million americans and infectious Disease Expert Dr. William schaffner says to date, we have required on a volunteer army, but particularly with the Delta Variant, an enemy is reinforced and we have to reinstitute a draft, and a draft with the war on covid and the enemy he is referring to is the virus, itself. And so i want to talk about the politics of it, and mike, you made the great point in President Bidens speech, and you said that in laying out his Covid Plan and his vaccine mandate, he was tapping into the Core Assumption of the successful president ial campaign, and the loud extremes were dwarfed by the more Silent Majority and what struck the president s scolding tone, he was giving voice to the vaccinated majority. Yeah, that is exactly right, geoff, because it is 24 hours since we began to Get much more of the details of the president s new sixpronged approach to Tackling Covid and the Delta Variant, and you have a lot more intelligent and expert guests who can Get into the specifics of what this means for the general public, but what struck me in the state dining room, and listening to the President Speak is the tone. There is a real shift around the politics of the pandemic, and the numbers around this score have been beginning to dip, and it dawned on the White House that the frustration of The American people who have been vaccinated who are just s eager as the White House to see this end, and churn to other things were increasingly turning on the unvaccinated individuals, but to the president himself, and the White House has spent a lot of time trying to convince unvaccinated individuals to Get vaccinated, but in the process, those who have supported the president and seeing his approach as the right one beginning to be less convinced over the summer. So that is what the president did in the remarks is repeatedly talking about the small number of americans standing in the way between us, and fully putting the pandemic behind us, and that is the big part of the message yesterday. Theres a big part of this white House Approach since day one, as you know well, geoff, guided by fdr and his approach to the great depression and that is Action And Action now, Quoting Fdr there, and there are a number of specific proposals there, and some of them may not stand up to the court challenge, but that is what fdr did to try a little bit of everything to try to Get the nation out of the crisis. So a lot of what the president did yesterday is to do the same, and try things to Get people vaccinate and some of them wont work, but some will, and he is showing The American people that he is trying the best effort. And John Allen, it feels like every wingnut who wants to go to the School Board Meeting and Scream And Shout about masks makes it to the news, but that is not where The American people are. There is a Swing Poll looking at the Vaccination Mandates in arizona, georgia, michigan, Pennsylvania And Wist wishgs and the folks polled more than 60 in each state are on board for Vaccination Mandates. I want to draw out something that you wrote on the website that the president is making a Twopart Bet that Vaccination Mandates are going to wrangle the pandemic, and the public will reward him for using the authority, and he does not have a choice with the election on the horizon. He vowed when he campaigned that he would have competent government and bring this virus under control. So that is the first part of the bet. He needs to Get it done, and he is betting this is how to do it. And the second part of the bet is that he is going to be rewarded for it. You are one of the best correspondents in the country, geoff, and you know as bet as anything that the president s who look for those issues politically where their teams unify and the other team is divided. In this case, biden is going with 75 of The Americans with One Shot already, and so it would take a substantial portion of people who have been vaccinated to decide they hate biden for it for this to be politically risky for him. And dr. Patel, lets shift and talk about the public health about this. And the president s directive to require vaccinations for Executive Branch employees and millions of Health Care workers and those large private employers and federal employees to have vaccinations or provide negative testing, and you have heard up to speech that you suggested that it is time to try something new, because the old message effectively stopped working. Is this the new plan or the right move at the right time . Yes, geoff, this is the only move that we can have. Nothing short of a national mandate. He could have gone further, and Travel Mandates or domestic travel testing, but i will leave it for another day, and he had to do this. So many of the other policy agendas, and the expansion of Health Care and so many other things are sidelined because of the Delta Variant. And as you said the majority of us vaccinated are held hostage by a very small vocal minority. So this is not the right set of moves, but as you heard him say it best, he is ready to take backlash, because that backlash, geoff, by the way, when we have done the Vaccination Mandates in past have mitigated over time, and initial backlash and it goes away. We have seen it in France And Other Countries who have done similar types of requirements. What about the president s phrase, this is a pandemic of the unvaccinated. There are some Public Health Experts who say that he should not settle on a message that is so judgmental, and that is their view. What is yours . Yeah, look. I think that dr. Hotez and i can tell you with a high degree of security that the people we are seeing that are most vulnerable are the people unvaccinated and it is right to point out there are people who are affected that are not the unvaccinated, but there are people who are unvaccinate and we have to continue to do a better job with outreach, and communities marginalized before to Getgo, and the before the pandemic, and all of that can be true, but one thing that the president has done is to clear up the confusion of the messaging, and too much confusion over the masks, and yes, maybe indoors or for these situations if you have these case rates. Geoff, people are not epidemiologists, and so the president made it plain and simple. My job is to protect all people. That just ended it. It does mean also relaying that message that the pandemic of the unvaccinated, what you dont want is to have Office Workplaces to the point that i do worry about where there is a discriminatory of the set of the haves and the have nots and people will not Get vaccinated for different reasons and you dont want to see that divide the culture in workplace and regular settings even more than it is currently divided. And dr. Hotez the president is trying to leverage the government to combat covid, but it is a match for information, disinformation and you call and i am picking it up from the tweets the Phony Health Ideologies from the far right, and what is the best approach to combat all of that . Yeah, a great question. Look, i mean, looking at what is it going to take to halt this epidemic, we need 85 of the population, and not 85 of the adult population, but the whole population, and that is 80 Million more americans on top of the 80 Million americans that have been vaccinated. One, approvals for kids under the age of 12, and we have to vaccinate kids. Second, we need the vaccine mandates in the schools, and unfortunately out of the reach of the federal government. Historically the Vaccine Policy is set at the State Level, so unfortunately, he is going to have to deal with the executive heads of states down here in the south, and i have suggested to the biden administration that he appoint a group of ambassadors to help him with this, because i think that on his own, and he is not going to reach that. Then, theres more, we are going to have to look at every lever possible, and the federal mandates wont Get us all of the way there, and so i agree with the federal mandate, and i cant tell you what percentage of the 100 Million it is going to chip away at, and maybe half, so there is a lot of work, and he has to look at other innovative approaches, and that includes that at some point he has to reach tout the governors. Saturday marks 20 years since September 11th, 2001 and the tributes will be held at the sacred sites where nearly 3,000 americans lost their lives, Ground Zero and shanksville and the pentagon. Children with no memory of 9 11 have fought and died in the war that follow and our nation has paid a heavy price to protect and preserve The American homeland. Joining us from Ground Zero in manhattan is nbc correspondent ron allen. We will see President Biden there tomorrow at Ground Zero and he is going to be visiting all three sites. It is open to the public, and what are you hearing from the people to pay Respects Today . Well, geoff, it is complicate and emotional, and this is a sacred place, and it is very powerful place. There are thousands of People Today who have been drawn here to see and to be a part of the moment in history. 20 years is a lot of time. It is generational, and it is a big, big moment. The folks who run the memorial and the museum here think that the crowds this weekend and over the next few days may be the biggest ever because of it being the 20th Anniversary, and the nation has been focused on 9 11 for the last number of weeks because of the chaotic, and the heartbreaking scenes in afghanistan as the war there ended which of course started because of what happened here. We spoke to a number of people here earlier to Get a sense of what they are thinking, and why they are here. This is what of some of they had to say. Take a listen. I do think of the people who lost their lives and i wanted to make this Walk And Recount that and feel what they were feeling. And schools should do a better job of teaching the kids what happened on 9 11. Reporter why do you say that . I know that what i know is because of what my mom taught me. It is surreal, because i walk by this every day to works and it becomes part of the commute, but when it hits 20 years, it makes you reassess, and think about what happened. It is in fact surreal to be here and powerful to be here when there is a big event happening, and this year, the remembrance is going to be the traditional one where the names are read off beginning at 8 46 a. M. The hour when the plane hit the first tower and that will go on for the better part of four hours and President Biden is going to participate in the event somehow here. And in years past, because of the covid, it did not happen, but this year, it is the full blown event and it is going to be powerful and moving, and it is going to be again, perhaps the biggest moment ever here at Ground Zero. Geoff. Nbcs ron allen, thank you for that. With us is former congressman and former 9 11 commissioner ambassador tim roamer, and i wanted to start with this, because in your hometown newspaper, you write that we are a different country than we were on September 11th, 2001 and that is certainly the case. How have the last two decades changed us do you think . Well, personally, geoff, i would speak that being up on Capitol Hill, being in the line of fire, i might not be alive today if it had not been for the bravery of Todd Beamer on Flight 93 who said two things, lets vote, and lets roll. And that plane was headed for us and the people and went down in shanksville. And that Bravery And Patriotism that those americans showed on that flight, and we need to have It Back today. And we need to have it instilled in us that spirit of coming toGether to tackle the problems that we face today as a nation, as a people just as we flew flags, donated blood, and came toGether across partylines and put the country before Party To Go Get Al Qaeda and Bin Laden and make our country more resilient and safe. And here we are 20 years later, and still families fighting for answers, waiting for their Loved Ones to be identified in some cases, and there are still survivors is struggling for the medical care they need after working on that pile. What can and what should we do for them . Well, i will never forGet going to 9 11 at Ground Zero. I was up there wednesday night, geoff, walking around and spent time with 9 11 families. We tend to kind of, you know, in the statistics and the data that we are in today, we tend to look past the numbers sometimes, and it is important not to forGet 2,977 people died that day. We are shocked when three people are died in a Terrorist Attack in a Terrorist Attack or 29 people are died in a school shooting, and so that is why this is not a anniversary, it is a remembrance, a reflection, and what did we do right coming out of 9 11 with all of the Horror And Tragedy . We formed a 9 11 commission. 9 11 families who lost Sons And Daughters and husbands and wives, they worked to create the commission and help us to pass 40 recommendations into law to make the country a safer and a more resilient and a newer place to fight cells of terrorists rather than Nation States. And just as that was an Inflection Point back then, geoff, we are in another one now. We have new Challenges Today and it is not a global war on terror, and china has risen, and russia is assertive, and we have the quad with india, and Japan And Australia that we have to deepen and mature, and partnerships in europe that we have to refresh, and nato that needs to be strong, and it should be a reminder to us on 9 11 that there are new ideas and new ways to go about our foreign policies, and we pull out of afghanistan and we should be doing this toGether as americans not divided. Yeah, what is your assessment . Has the u. S. Adjusted adequately in the years since 9 11 to face the evolving Terrorism Threat . Well, the Terrorism Threat is changing, geoff, as you well know because you have covered it in your reporting and at the White House, and we had troops in afghanistan, and our mission was to degrade Al Qaeda and to go after the taliban and to kill Bin Laden, and we did that. We should be Getting out of afghanistan. Now the threats are coming not only from isisk and afghanistan, but they come from the arabian peninsula, and come from Africa And Civil Wars that breed this terrorism. It comes from syria and iraq, but also we have Nation States that have risen in the last 20 years. China is much more assertive in the south china seas, on their human rights record, they are pushing Hong Kong literally into the ocean and trying to reclaim the east and the south china sea, and where can we cooperate with china and where do we need to fiercely compete with them and not create a new cold war. These are some of the challenges that the united states has to start thinking about and formulate a different strategy than we did coming out of 9 11 for the next 20 years. The committee set a deadline of yesterday of private companies and agencies to release a trove of material including communications from donald trumps White House as the Capitol Police Force is planning a rally in support of the insurrectionists who have been arrested and charged in the attack. Joining us are garrett Haake And Nbc national Security Analyst and former fbi special Agent Clint watts. So, garrett, what can you tell us about the documents incoming to the committee . Well, geoff, this is part of the huge tranche of documents that the committee requested a time ago from multiple federal agencies up and down the government from Department Of Justice, The National Archives to handle communications from the trump White House, and documents from Social Media Companies. I tried to check in with the committee a short time before going on Air And Committee staff are wading through the thousands of pages of documents and just trying to figure out what they have. Now, keep in mind that over the last month when congress has been out, the committee has been trying to rapidly professionalize, and hiring staff, and they are digging in for what they expect to be a long and they hope thorough effort to lead up to everything including the January 6th attack, and some of the documents going back as far as april of last year which is how early some of the preparations started. Wow. And you know, i was going to ask you about the committee staffing, because it is one thing to Get the document, but it is a completely different thing to have the bandwidth to process it. So clint, how could the documents move the investigation forward and The National Archives turning over documents from the trump White House, and Social Media Companies and Phone Companies turning over presumably what they know about what happened on the 6th the gaps are coming down to what happened at the top of the Executive Branch and the White House, and looking at the hearings to date, we kind of see a series of senate and congressmen yelling at the members of the fbi, the Capitol Police and the pentagon, but they report up the chain to the real decisionmakers and what you will see across the board with nearly every one of these committees is two questions which is who was in charge that day . What was the response . And who held up the response . And why werent they on time . What was the expectation, and what was the intelligence before January 6th, and why was it held up or not recognized. Most of those questions come down to what was going on in the Department Of Justice and between the Department Of Justice and the White House, and what was the involvement of Capitol Hill with the very rioters out there at the ellipse earlier in the day and into the capitol. Those are the gaps at this point. The other sort of the reviews that have been done really seal up where these gaps are, so i dont think that anything beyond these records is going to Get us anything further, and this is why it is an important step. And garrett, Fast Forwarding from January 6th to the present day, you have this group planning the September 18th rally, and they released the Plans Today for similar events in 13 other cities across the country, and these are to happen at the state capitals in all of the states that you can see there on the screen. Give us a sense of how the capitol is preparing, the u. S. Capitol is preparing for this. You should know that the permit for this organization lists a crowd of up to 700 people, and the universe of people they are expecting to come to the u. S. Capitol next saturday when congress is not in session for this justice for j6 rally, and to clints point, the capitol wants to make sure that nothing that happens here looks anything like what we saw on January 6th, and the new leadership of the Capitol Police are very interested to not be caught flat footed, so we will see some of the fencing up around the capitol going back up between now and next saturday and also, we have the entire Capitol Police Force and the local d. C. District cops all at a very active presence here, and every officer is expected to be called up and ready to work on that day. So if January 6th caught Capitol Police and local Law Enforcement off guard by the size and the scope and the size of the demonstration that it turned into, one thing that we can be confident of, it wont be underestimated this time. And clint, with the State Level of 13 other rallies is where the real danger is, that it is scheduled for the saturday and most defenses are down, and the state capitals dont have the reinforcements and Alphabet Soup of resource here in washington, d. C. , and so if you were putting toGether a Threat Assessment here for the other capitals, what would the top line be . It is key people, geoff. Looking at the online space, there are few people who are galvanizing the people to show up. It is not a massive movement, but it is local and based around certain states and wyoming is one where there is a significant discussion of the individuals showing up, and it is not a massive gathering, but lets just, as you pointed out and talk about what happens at the state capitals on a saturday. There is not a lot of resources there. This is a time when we have been dealing with Covid And Vaccine protests. These Security Services are worn out, and the state and local Law Enforcement, and the homeland security service, and all of these protective services here, there is not a lot of capacity, and also, from the intel perspective, this is difficult to assess in the nationwide apparatus, and the state and the locals, it depends upon how much investment there is for intelligence that comes down to the larger cities, and it does not correlate with where a lot of the locations r and so it is a challenge, and im not too concerned about it in terms of the scale, but one or two that have a significant following that show up, and at the same time, i am worried about any kind of active shooter or retaliatory Protester Or Counter protester. What are you hearing from the parents . Well, look, any time you have a mandate this big, geoff, in a district this large, of course, there is going to be pushback, but by and large what we have heard from the parents is a lot of solidarity from this. You have to remember this is not the first Covid Stipulation or mandate that the district has pioneered already some of the strictest Mask Mandates and the students have to wear them indoors or outdoors and requiring the vaccinations for staff and teachers and then some of the strictest and most comprehensive weekly testing for the students, and 600,000 students that week in, week out have to prove they are negative. Of course, again, there has been opposition, but by and large, the thought on the ground is that a lot of the anger and the opposition to this is formed and congealed because of the past measures that have been put in place. So, i mean, the kids are doing great. Im i remarried. And im very happy. And all because of the people around us who supported us and just, you know, so 20 years later the sense of loss never goes away. But there is a chance to think about, you know, how much others have stepped in it and helped us and the power of compassion. Theres been so much focus on how shelly left this ernl, taken from us. What was she like when she was here . She was great. She was feisty. I remember at her memorial service, i spoke and i said, god probably didnt know that heaven needed to be reorganized. She was one of those people who is passionate about life. And what was amazing is i was privileged to see her become a mother and transform into this she was already a loving and caring person. But just to see the blossoming there with the kids and how they made her feel and, she was just a ray of light. You see in the pictures her smile. Friends described it as 500 watt smile. She would light up a room when she came in. It was really my great Privilege And Honor to be her husband and to share those few years with her. Wow.
