Andrea, this is an opportunity for the president to amplify and magnify some of the issues weve been hearing him talk about throughout his time in office and hes got what they are framing as a sixpoint plan. Some things will be very familiar and some will seem a bit new in terms of how theyre expanding their approach. The president is going to try to emphasize that vaccinations were the key. So how to reach out to the unvaccinated and how to protect those who have already been vaccinated when Weve Seen Concerns about Breakthrough Cases and concerns about the spread of variants and those kinds of things. A big piece that will be new is taking some of the options away from, for example, federal workers. There was already a plan for federal workers to be vaccinated. Weve seen that with the military and key agency, but now expanding that across the government and removing the option to test regularly and instead requiring vaccinations. Thats going to draw some criticism from those who are antivax and this is the White House saying that it believes it knows what works. Vaccinations, masking and other mitigation steps and trying to put more punch behind those kinds of steps. So Thats Part of what well see today and hear from the president. Well get more details later this afternoon shortly before the speech as its evolving and getting locked in before the president gives those remarks later in the day. Advisers hope the late day will add to the president s remarks and talking about Cove Sid Something that hell do regularly, and one of the ways is trying to expand the pool of the vaccinated with federal workers and encouraging private sector companies to do more with vaccinations. Kerry, youve been talking to educators about the different issues because some of what kelly has just laid out is so controversial already in florida and the Mask Mandate debates there and the tragic law of teachers and principles ahead of the school year. Andrea, 13 who died since beginning of the year in miamidade which is the sixth largest School District. Those are teachers and other staff that got sick from coronavirus and died. So it is very personal to folks here. They feel that they have investment and they understand that there is actually a push and pull in all of this. About 85 of the teachers in the miamidade School District are vaccinated, but we still see people who are unvaccineated and people who get coronavirus and having to be hospitalized and we know it is the unvaccinated who are more likely to be hospitalized and it is the unvaccinated who are hospitalized and are most likely to die. Im in broward county, across the state, Republican Ron Desantis lost in court in his effort to try to force every county to not have a Mask Mandate. 13 counties have it and the judge upholding that and telling the governor that he cannot withhold funds from each of the 67 counties saying that no, they deserve to get this money. You cannot withhold them because they have Mask Mandates. All of this going on at a time when as kelly just reported and weve been watching since this morning about what the president is going to say. Listen to what the superintendent in miamidade had to say about what he is hoping to hear from President Biden. Theres nothing more important than the wellbeing and the health of our students and our workforce. If we do not listen to the Experts Opinion of doctors, of public health experts, whats the alternative . Who should we be listening to . Youd like federal protocols. At some point we have to recognize that the federal government has an opportunity to clear the way for good policy at the local and state level. As were expecting to hear from President Biden this afternoon at 5 00 eastern time its important to note that the second largest School District, Los Angeles is going to begin. This is a mandate for vaccines for children 12 and older. About 50 of the 600,000 students in the School System in Los Angeles are already vaccinated, but the expectation is because of Los Angeles size, that it will become a benchmark for other School Systems across the country to potentially follow, andrea . Kerry, thank you so much for that. Robert gibb, lets talk about the political fallout and the president has heard the president speak from the White House dozens of times. We are a couple of months after he wanted to declare victory for july 4th. How does he get through to the american People Today given the setbacks from delta and frankly, the confused messaging on the third shots or boosters . Yeah you mentioned those things that the president will have to address. Hell walk out after the Gallup Poll showed that he was President Elect or president that the american people dont feel like hes communicated a clear plan of response. That, quite frankly, is the hurdel that this administration confronts as the Delta Variant accelerates cases. All of the stories that we continue to hear and we are hearing the beginnings and what are new today and im very encouraged to hear about regular School Testing and setting that up so that, one, we can protect teachers and students that are in classrooms, but also protect the ability to keep them in classrooms and pull out those who are sick because they test positive and having to quarantine them. I think the people will listen to hear for what is new in this speech. This cant be the same set of remarks because were in a different phase in this pandemic. Weve got to figure out how to reach the vaccine resistant and the vaccine hesitant, and i think kerrys reporting on those teachers in miami, if 85 of those teachers are vaccinated and 16 are and Joe Biden has to get on the phone with the teachers unions and make sure that those Vaccine Mandates happen. Its time to sort of put aside the carrots and get out the sticks because we know vaccinating people is almost assuredly going to keep them out of the hospital and keep them from dying. And dr. Jha, lets focus the Health Piece of this speech. Specifically School Safety and we raised it with kerrie and also with robert and the regular Testing Program and how important that could be because the latest numbers we had yesterday were 250,000 schoolchildren already testing positive, already getting covid. To me, thats an astounding number nationally. Andrea, absolutely. 3,000 kids, 2500 kids are getting hospitalized every week from covid. This is not where we should be as a country at this point in this pandemic. When we have all of the tools to defeat the pandemic. So what i want to hear from the president is a clear plan of how well use all of our tools. People talk about Vaccine Mandates and i think of it as creating safe Work And School environments and theyre essential and how theyll ramp up testing and this has been a tool that we have used for an entire pandemic. The biden administration should have been doing more before and i would like to hear the President Talk about testing and how the federal government will help those local districts that are making local decisions about masking and are getting pressure from the federal government. Theres a lot we need to hear from the president and this is an important moment. The country has all of the tools to defeat the pandemic to get america back on its feet and our hospitals open and people protected. With the data not quite in yet from moderna and not fully in from pfizer, do you think he can be clearer about the September 20th date for boosters which has led to so much confusion and notably, two significant resignations from the fda. What do you hope life will be like in canada . For us it is a new life. Andrea, it was absolutely incredible to speak with those two girls minutes after they left afghanistan. You heard the taliban guard in that piece who was talking about who theyre actually letting across and the pakistani government has been very clear. Theyre only letting people across with visas to move out of the country or those who need serious medical attention and their biggest fear is a Mass Rush of refugees that they say they simply cannot afford. I know how hard youre working on trying to evacuate people and working on the humanitarian disaster that this has become. Does this Departure Today with the plane in the Kabul Airport give you optimism that the taliban will offer Safe Passage of evacuees and what about the holdup on paper . They are demanding i. D. You are absolutely right to highlight the afghans in the country, and there are millions who will face a collapsing economy and a block on aid program. My organization, we have 1,700 afghan staff working around the country, and i think that todays commercial flight from kabul is an important step forward. It shows that there is some element of normality being returned or at least some element of connection to the outside world and those with the right paperwork, with the right Experience And Background will be allowed out, i think, one can probably say that there is some hope for them now. I am also very concerned about those who are at the moment fearing for their lives in the country and then there are the country where exit will not be an option, but a collapsing economy means that misery is being piled upon misery and it seems to me very important that the u. S. , and the wider world doesnt fall into the trap of following a Military Withdrawal with the development, and that really would be to invite further disaster. We are told that the u. S. Is not going to permit u. S. Money and u. S. Recognition to go to the taliban until we see that the taliban has changed and it is the opposite with the appointment of the new acting government, the Caretaker Government and the brutal treatment of protesters and now saying no protests are allowed with the Haqqani Network being the Power Structure and other terrorists, as well, Al Qaeda linked, but what about dealing with this issue of the humanitarian issue internally for those who do have to stay . How do we get money to the people as the u. S. Government says through ngos without it going through the hands of the government. You are asking the right question. It seems that the administration is playing an appropriately careful game here. It is very, very important that doctors, nurses and teachers continue to get their salary. Thats vital for the services they deliver. We know that there are people across the country with medical conditions that need treatment. It is also important for the economy. As you say, the experience of other countries to make sure that money reaches the Front Line and there are governmental organizations and the major issue of paying salary. In afghanistan, civil servants are teachers, doctors, nurses and those who remain in the country are an absolute lifeline to the people of afghanistan, and it seems to me very important that if the gains of the last 20 years ought to be secured it ought to be done that it protects those who are going stay. We know there are 18 Million afghans already in humanitarian need and there are more following them because of the economic collapse in the country. It seems to me now is the time not just for pleasures of money which is important and also for creative diplomacy to make sure that the money reaches the Front Line, and thats the only way to ensure a modicum of stability in the country. Do you have concerns for some of your people, some of the other people at the ngos who are still on the ground and trying to work through this new system, particularly the women . Undoubtedly, there are real fears amongst our own staff, but also a knowledge that this is their country. Overall, the staff, 44 are women and they play an absolute key role in delivering services, but i have to say theyve been delivering services in areas that were controlled by the taliban as well as areas previously controlled by the government and it is very important and they were able to do so. And also those who stay get the support that allows them to continue with their vital work. What they tell me is, look, Nation Building is what we as afghans are doing and we need to do that with your support. They are asking us to support them in sustaining the gains that have been made and they say to me that is possible, but its only possible for the right kind of pressure and support. Breaking news from Capitol Hill where House Republican Leader Kevin Mccarthy is taking the pushback from Nancy Pelosis Rule all of the way to the Supreme Court. Nbc Capitol Hill Correspondent Garrett Haake has more. This comes after a federal Appeals Court in late july threw out a lawsuit from House Republicans saying that the Proxy Voting System which allows members to essentially file their vote with another member who can cast it on their behalf and thats been in place since early in the pandemic is unconstitutional. House republicans have been trying to fight the Proxy Voting System almost since its inception, dozens of members have made use of it over the course of the pandemic. Now they have mccarthy out with a statement asking the Supreme Court to weigh in on this. Previous federal courts have said it is up to the house to make decisions about their own rules. Mccarthy argues that by not voting in person the house is acting unconstitutionally and preventing the american people from seeing more debate, more of lawmakers doing the jobs they were elected to do. Thanks so much for joining us. Youve been talking to foundations and leaders for ideas on how to lay the groundwork for a Covid Investigation on origins, on the government response, on going forward. How to deal with this crisis in the way that arguably, the 9 11 commission investigated the attacks and the failures there. Yes, its not quite right, andrea. In a way, the 9 11 commission is a kind of Success Story of the country that had a terrible trauma, a shortlived Government Agency that was organized to thoroughly examine what happened and why and make recommendations about how to keep it from happening again and 20 years later theres not been another major Terrorist Attack by islamists against the united states and so we have a good foundational understanding that we are now reflecting on this anniversary. This Pandemic Crisis requires the same kind of Stock Picking about what happened and why. There were already a lot of controversies, as you know and we need that kind of rigorous, unflinching look at what occurred and the choices people made in a constructive way and make sure that we can handle the next giant national emergency better than we handled this. Arguably, in this polarized political climate it will be harder. Weve already seen that Congress Couldnt get support for commission into the January 6th attack on the capitol. Despite widespread internally and it was an attack on their own location, the u. S. Government, it was fundamentally a constitutional challenge which could have negated our election, and we could not get a commission modeled on 9 11 which was so unique because it was completely bipartisan in terms of staff and the conclusions did not include a Majority And Minority report. It was a unified effort. What is happening here is there are bills to create a national Covid Commission and right now they arent going anywhere. On the republican side, most of the republican caucus believes that the commission would simply be used to try to blame the crisis on trump and spotlight his failings and they dont want to vote to create that. On the democratic side, theyre disheartened by the failure to create a January 6th Commission And Half of the commissioners were appointed by Kevin Mccarthy and Mitch Mcconnell because they think that will replicate the acrimony rather than get around it. So it looks like congress will not create such a commission. The president could create one, but then it looks like hes investigating his predecessor and that would run into a federal open meeting and open records laws that would make a large investigation very difficult. So the big alternative which is to create such a commission that is independent. An independent commission privately sponsored in several foundations, and ideologically diverse foundations have gotten behind that and theyre the ones that recruited me to organize such a planned Commission And Weve had the White House and the planning is advancing with the hope that weigh may be able to create an independent commission some time later this year. One of the main conclusions of the 9 11 commission was the stovepiping of intelligence and the lack of coordination among intelligence agencies, and we clearly see that in the covid response in the initial months and even continuing now, you could argue. One of the fascinating things about this is even to this day we have very poor information in real time about the enemy that tracks the enemy and the progress of the Enemy And Weve never had good, biomedical intelligence about when the virus arrived in the united states and when it did arrive how fast it was spreading with genomics and just the basic intelligence of the enemy that invaded our shores is still not where it should be. Thats just one illustration of the kinds of issues that a lot of Public Debate is missing, but where there really are major opportunities for constructive change. Philip zelikow, thanks so much. The mission of trying to prevent afghanistan from becoming a Safe Haven for terrorism has failed. Secretary of State Blinken saying the u. S. Relationship with the taliban would depend on their action, but he was challenged by an afghan journalist. Journalists are beaten and women protesters on the streets are beaten. What else do you want to see . Planning for another 9 11 . We will see by its actions, whether it corrects course. Michael leiter directed the Counter Terrorism Center under president s Bush And Obama . We accomplished a lot of our Counter Terrorism Mission and we largely kept the american people safe. The question now is what comes next . And the rise of the taliban will be a magnet for some. And there are other growing threats. Russias aggression. Chinas militarism, north koreas nuclear weapons, cyber attacks. We are living at perhaps a time when we are facing more threats in the world since The End of World War ii. Joining us now is former secretary of Homeland Security Jeh Johnson. Secretary johnson, thank you very much for being with us. Thank you for having me. How difficult i was wondering, is it going to be to gather intelligence on these Terror Groups inside afghanistan now without boots on the ground, as the president says from over the horizon. Doha is 1200 miles away. So first, i was stunned by the graphic you showed. Two of the individuals now part of the afghan government and members of the taliban who are suspected with terrorist ties and one of whom is the interior minister. Thats my counterpart thats effectively the secretary of Homeland Security for afghanistan and thats quite striking. Andrea, our over the horizon capabilities are better than they used to be and theyre probably very impressive at this point, but i continue to believe that there is no substitute for eyes and ears on the ground in country. I have personally been in countries where weve had a very small footprint of members of the military who are able to blend in for Intelligence Collection purposes and Counter Terrorism purposes and there really is no substitute for that and youd be impressed by how just a handful of our highly skilled, highly trained people in the u. S. Military, A Thousand or 2,000 can accomplish a lot for Counter Terrorism purposes. If thats the case, we should have left them there. Its my view, and its been my view for months now that we could get out of afghanistan and we effectively had before this year. At one point we had well over 100,000 troops In Afghanistan in a fullfledged war effort. Combat operations were over. I would have recommended to President Biden that we do keep in place a small Foot Print of people dedicated to the protection of our Homeland Security. You can accomplish a lot with a group that size and say that we have effectively left afghanistan. Lets not forget that in almost every country of the world we have a presence of the u. S. Marines guarding our embassies, for example. So how should the u. S. Now deal with the taliban government given the Al Qaeda connections and dealing with isisk and the isis members and the haqqani members now in their government. How do we deal with them . Thats a good question. It is taliban 2. 0. It is a different group than the group 20 years ago in that they seem in these early days to want to try to project themselves as a real government. However, im quite sure that within the taliban, within the afghan government now there are different rival factions, some more militant than others and some more moderate than others and some who have terrorist ties and some that may be sympathetic to isisk. I think the answer is it remains to be seen, and as we approach the 20th anniversary, i agree with what was said earlier. Weve done a lot to degrade Al Qaeda In Afghanistan, but the Terrorist Threat to our homeland has evolved and its domestic based now, and these new groups. So i think the honest answer to the question about what are we safer . We just dont know yet when it comes to afghanistan. And as you sit there, i think youre in your office on Sixth Avenue and you recounted in a moving essay on that day on 9 11, and it was your birthday, in fact, and that must have very conflicting emotions for you. So you were looking from another window in your office towards downtown where you were headed later in the day if everything had not gone terribly under kilter. The jihadis that were drawn like a magnet to afghanistan and that were targets and not the u. S. Homeland. Yes. I am in the very same Law Firm in the very same building now that i was 20 years ago on Sixth Avenue. I had a clear view of the World Trade Center looking down Sixth Avenue that day. Its important given the traumatic events of what We Saw In Afghanistan the last couple of weeks not to lose sight of what the current threats to our nation are right now. You asked me what the top three Security Threats to the united states of america are . Id say Global Warming, Global Warming, Global Warming followed by Cybersecurity Attacks and the rise of domestic extremism here in the united states which now in terms of acts of terrorism outpaces terrorism directed by foreign terrorist organizations, and we need to stay focused on those on those threats. And as we stay focused on those threats have we lost the bandwidth because of the partisanship to even investigate covid and we were talking about that with phil earlier in the program to investigate January 6th to do anything on a bipartisan basis and to respond to covid and certainly to respond to Global Warming which you cite is the top three challenges. Yeah. Yeah. I, by the way, agree with what Bill Zelikow said in the prior interview, we need a Covid Commission. I have sponsored Bob Menendez and Susan Collins to do this. We need to understand this because it will happen again. In my view, the increased polarization in our government, in our politics is itself a Homeland Security threat. I worry that if there were another 9 11 our government and our Nation Today could not respond in the same, unified way as we did 20 years ago and the proof of that is how weve responded to covid. How we view covid and how we view the vaccine has broken down along partisan lines, and so the increased polarization in our democracy itself is a security threat, and i hope more and more americans will recognize that. Julia ainsley joins me now. Julia, what do we expect to hear . Well, we expect to hear a legal Challenge And One that was probably scrambled together. It is not clear the Justice Department even knew what their challenge would be 24 hours ago, but now because this Texas Law went into effect and theres been such pressure to stop this law, the Justice Department is responding, but they dont have many options, andrea. Its a really tough law the way it is written and some people call it Challenge Proof and we know the Justice Department will be filing a civil lawsuit against it. Not criminal. Some had suggested they take the criminal route and say there was a criminal violation that texas was performing of people with civil rights and they hope to challenge the law and one way they might do this is say that the state of texas does not have the authority itself to ban abortion at six weeks because that would be a violation of Roe Versus Wade and how can they then give that authority to its citizens to allow them to seek damages connected to a Womans Abortion and they can also challenge the law on what it means about standing. How does someones standing in court which means they have to show they are pnlly damaged when they might not have any connection to a woman who has received an abortion at all. Well have to wait until 2 30 to hear from the attorney general himself about the Strategy Theyll be taking to challenge this law. Julia ainsley, i know well have updates from you. Thanks very much. Defense of the capitol will include reinstalling those fences that went up for months after the attack. Investigators are hoping this investigators will inspire a tip from someone who may have seen the bomber who is still at large. I hope that is what we see, but andrea, theres no getting around the fact this is a very dangerous event that is going occur in the Nations Capitol and should not be supported by any political leadership, whether former or not, and i think the greatest danger is perhaps from the former president , but i worry more about members of congress and newer members of congress who see an opportunity to gain a foothold politically among this constituency, and im thinking of the Matt Gaetz and the Madison Cawthorns and those who continue to feed the flames. This is a dangerous event. January 6th is a dangerous event and any type of event in washington d. C. That is intended to defend the people who participated in January 6th and it is on the radar of Intelligence And Security officials and it should be on the radar of every american. Kim, i want to share something former seattle Police Chief bez said about Capitol Police officers, she said they are right to prepare for the worst. One thing that we do know that is predictable is that people can be unpredictable. So again, you have to really prepare for all levels because you dont know for sure. Kim, nobody wants big fences up. Thats here in our neighborhood as well. After what happened January 6th, if they overreact, overprepare, not such a bad thing, right . Right. From what we have seen already from testimony from members of the Capitol Police and reporting we have about how they didnt have what they needed to protect the capitol january 6, it would be unthinkable knowing this rally is planned, knowing the subject of this rally for police not to act this way. It is a real test for Law Enforcement and intelligence to ensure that not only the capitol itself and people inside are protected but that the information is flowing from one agency to another in a way that didnt happen January 6th. I think thats why youre seeing it, yes. Nobody wants to see those barriers around the capitol. It was jarring for those of us in washington, d. C. While we were there. We dont want anything remotely close to the repeat We Saw in january. Today marks the deadline for agencies and Social Media Companies to respond to the select committee Records Request on january 6. How concerned should the trump White House and former president s family what could be found in those Phone Numbers . I think the trump familiar hi, republican members of congress have a lot to worry about. Social media companies are probably having to review this request thoroughly through a legal lens. Members of congress put them on notice they object to any of their information being shared. This might be quickly litigated, but i would say the commission is reasonable in asking for the information. Clearly it relates to the subject of 16. At The End of the day, it was a republican event January 6th. They have information. Nothing good comes of the commission for republicans. It is because of republicans doing. It could be damning information that comes forward from their communications that day. Lee to command our troops In Afghanistan. A breathtaking comment. We dont know if we are showing the statements or tweets, i wanted your reaction. Yeah, i understand the desire not to want to give light to such a statement but the reality is, there are a lot of people that still follow and support the former president who are listening to these remarks, including people who may show up in washington, d. C. Next week. Of course, robert e. Lee fought against the united states. This is a basic Fact Anybody that attended even the most rudimentary History Course should know, and we know these statues were erected not immediately after the death of robert e. Lee like the other confederate statues, but mostly in the 20th Century to be terroristic figures for black and brown folks, a symbol that the south could rise again as it did before, and it is within the principles of American Society they should be taken down. It is good to see that happen in virginia this week. A brief moment left. I want to ask whether you think the Justice Department is going to have legal grounds to try to challenge the texas abortion law. It is going to be really tough. Theyre going to have to show that they have standing to bring this law. One of the difficulties of the law is the way it was drafted was to tie their hands in exactly that way. But perhaps if they can give a facial challenge that can challenge anything from equal protection saying it disproportionately effects women, just as saying it is blatantly unconstitutional based on past standing of the precedent of roe, it will be tough.
