Traveling from Storm Ravaged Communities on trips to fulfill his basic duties as president , but also to allow him to demonstrate his signature calling cards, compassion and confidence. Aides i spoke with made it clear this is a moment to push for his agenda, particularly when it is something as urgent and universal as Climate Change. And the Washington Post with more on that theme writes, the president s handling of such disasters also lets him push a message that has been central to his appeal since he was a dantd. The government can work for its people and that bipartisan ship, at least in moments of crisis, still exists. Meanwhile, the White House is asking congress for a big investment in future Disaster Relief. The biden administration is requesting an additional 30 Billion in funding from congress. 24 Billion to help recovery efforts from california wildfires and hurricanes. And the remaining 6 Billion is to help with resettling afghans in the united states. Insurance losses from Hurricane Ida are estimated to climb as high as 25 billion. On Capitol Hill this week, congressional committees are expected to begin formally drafting President Bidens 3. 5 trillion economic agenda. The first tract of President Bidens infrastructure plan, a bipartisan package that invests in rails and broadband, is pending in the house. The second tract, 3. 5 trillion Spending Plan is ambitious. Democrats will have to overcome internal division to get it passed through reconciliation. Axios is reporting democratic senator Joe Manchin has privately warned the White House and congressional leaders he has concerns with the plan, and that Hell Support as little as 1 Trillion of it. So on its face it doesnt look like it could be a super partisan issue, except for the fact there is this other issue intertwined with it and that is raising the Debt Ceiling. Democrats say that they want are indicating, anyway, they might add an increase to the Debt Ceiling to any Government Funding Bill. Remember, Government Funding runs out at The End of september because The End of the fiscal year. And so any sort of continuous Government Funding Bill could be tied to this Debt Relief or debt spending. Republicans said they are adamantly opposed to, so politics could get in the way of what could be a very easy Government Funding Bill, jonathan. So democrats are Coming Up on several infrastructure deadlines this month. Two parts for you here. Are they on track to get that all done . Secondly, what is your reporting telling you about Senator Manchins warning, if you will, about the size of the Reconciliation Package . How nervous are congressional leaders this whole thing could fall apart . Reporter theres a couple things here. As far as the Time line, the Time line is extremely aggressive by democratic leaders to get everything done by The End of this month. I am talking to a lot of democratic Rank And File members who do not think that is going to happen. That this could take well into october and perhaps even november. We saw Senator Manchin last week write an oped in the Wall Street Journal, he wants a pause on the 3. 5 trillion bill, and Senator Manchin has a lot of power. Hes also talking about the size and the scope of this legislation. He has never been supportive of 3. 5 trillion. He thinks it is way too big, and now were seeing reporting that hes talking about 1. 5 trillion. Now, some of my sources are saying that is something that is not new from Senator Manchin, but these negotiations are ongoing and the house, which is drafting this legislation right now, is taking into consideration the demands of Senator Manchin, and even Kirsten Sinema as well who also said shes not going to support 3. 5 trillion, but are House Democrats prepared to go down to 1. 5 or even 1 Trillion . New polling shows the majority of americans are now in favor of requiring proof of vaccination for some everyday activities. The latest survey also showed a major boost in support for requiring hotel guests to show proof of vaccination. 53 now said they back that measure compared to 44 in april. After signing new Voting Restrictions into law yesterday, Texas Governor Greg abbott defended the states new restrictive Abortion Statute denying it forces victims of Rape And Incest to give birth and the new goal is to eliminate rape. Will it force a Rape And Incest victim to carry it doesnt require that at all. Obviously it provides at least six weeks for a person to be able to get an abortion. So, for one, it doesnt provide that. That said, however, lets make something very clear. Rape is a crime, and texas will work tirelessly to make sure that we eliminate all rapists from the streets of texas by aggressively going out and arresting them and prosecuting them and getting them off the streets. So Goal Number one in the state of texas is to eliminate rape so that no woman, no person will be a victim of rape. The new Abortion Law went into effect last wednesday after the supreme court didnt act to block it. Sparking protests around the state. It bans an abortion once fetal cardiac activity can be detected, which can be as early as six weeks into a pregnancy, before many women are even aware that they are pregnant. House democrats yesterday pushed attorney general Merrick Garland to use the Justice Departments powers to prosecute texas residents who use the states new Abortion Law to sue women seeking abortions. Judiciary Committee Chairman Jerry nadler of New York and 23 other House Democrats wrote in a letter to garland, quote, we urge you to take legal action up to and including the criminal prosecution of Wouldbe Evgeny Lan Tees attempting to use the private action of blatant constitutional law. It follows an essay in the washington over the weekend by Lawrence Tribe who wrote, if texas wants to empower private vigilantes to intimidate Abortion Providers from serving women, why not make Bounty Hunters twice before engaging in that intimidation . The New York Times writes the Justice Department responded to democrats by referring to garlands Monday Statement that the d. O. J. Is, quite, urgently exploring all options to challenge the law. An Fbi Intelligence Analyst warned on november 9th, just days after the 2020 election, that stop the steal rallies could descend into the type of violence the nation saw at the capitol on January 6. Politico reports the email came from an analyst at the Fbis School for Bomb Technicians and urged recipients to, quote, keep your head on a swivel. According to politico, the analyst wrote, quote, Militia Groups are espousing increasingly violent rhetoric, expressing a new level of escalation by declaring, the fight is now. The email continued. As these materialize, counter Protest And Violence likely ensue. An email obtained by a Watch Dog indicated they had signs January 6 was likely. It seems every new revelation about January 6 makes it harder to understand how the response could have been so slow and so tepid. Any word on what, if any federal preparation is happening, for september 18, when there is going to be a rally held in d. C. To support those in jail who are in jail for their actions on January 6th . Well, we have Police Departments here in d. C. Who made it very clear that they have plan to be on more alert than they were previously given what has happened in the past and what they know could happen in the future. Weve seen conservative lawmakers be very vocal in their defense of these protesters and rioters on January 6 which, in part, has encouraged many of them to return for the upcoming rally and bring new people with them. And so Law Enforcement has made it clear that what they will need to do will be significantly more than what they did earlier this year if they want to keep people safe and prevent the type of violence that led to the deaths and injuries of Police Officers and other americans from happening again. We just talked about democrats pushing the administration to do more to combat this new texas Abortion Law. Beyond what we just heard from the d. O. J. , what can there what kind of federal response is there . What can they do effectively, given how this law was written . What are you hearing from the people youre talking to in washington . Well, weve heard some people in congress, including House Speaker Nancy pelosi, say that they want to work with the biden White House and get a federal law in place that would make it illegal to ban abortions, something they hope would supersede what texas is doing and make this a permanent ruling so that this is not something that continues to happen. As you may have heard, texas is not the only state that is hoping to eliminate how late a woman can end a pregnancy. And so if there is not any movement in washington that could make these rulings null and void at the State Level, this is something were likely to see continuing and thats why you see democrats in d. C. Trying to move in that direction. And, of course, governor abbotts remarks defending this law came at an event where he signed into Law Voting Restriction measures which are enacted in other states as well. Now also on the administration and the department of justices plate, eugene, what are you hearing there . So many democrats have said this is the existential threat to the democracy and, of course, also any democratic chance of Keeping Control of congress next year. What steps the administration and what steps lawmakers on Capitol Hill doing to try to push back against these restrictive Voting Measures . Theres been great dissatisfaction among democrats especially the base and activists parts of the community with the biden White House for not moving as aggressively as they believe he should in trying to make sure that Voting Rights are not threatened consistently by states like texas and other states that have expressed disappointment with the 2020 election, and a plan has not been clearly laid out to make sure that these do not become law and, therefore, threaten perhaps democratic majority in the White House and the house moving forward as we head into midterms. And so what were going to likely see is people on the left continue to press the president to make this more of a priority. To somehow make a decision in washington at the federal level that would make these individual rulings at the State Level null and void. The Washington Post, eugene scott, thank you as always. After a long court battle, britney Spears Father is seeking to end his Daughters Conservatorship in a major victory for the singer. Jamie spears filed a petition tuesday to end the 13yearlong conservatorship. Economy was estimated to take off in september, experts say we will instead face a slow down this month. According to a Wall Street Journal report, many economists saw the week of Labor Day as the moment when the economic recovery would kick into high gear. The expectation was widespread vaccination would ease labor shortages. Schools and offices would reopen, which would mean a comeback for local businesses reliant on office workers. Instead the rise of covids Delta Variant has the nation tapping the brakes. Businesses and consumers are reworking plans, mask mandates, and delayed office reopenings. Joining us now Columnist And Host of left, right and center. Josh, great to see you this morning. Good morning. What are your outlooks for the u. S. Economy . We talked about the mixed messages here. When do you think the rebound is coming . Any Time soon . The rebound is ongoing. Its just been going slower and faster and the primary driver of that pace has been the covid situation in the united states. Obviously the spread of delta has had a significant negative effect on the economy and you saw that in the Jobs Report we got in friday of last week about august. Only a Quarter Couple hundred thousand jobs created instead of over A Million jobs created in july. So my expectation, were starting to see Case Levels appearing to level off in the country. Were seeing geographic differences, Case Counts are going down, some of the hardest Hit States in the south are rising. My expectation is its going to be driven by the Delta Variant, partly by the extent we can get Vaccination Rates increased. Partly may have to do with weather and partly youre seeing increasingly acquired natural immunity as we unfortunately have this additional outbreak ongoing. But that, i think, its sort of been the same story for a year and a half at this point. But the primary driver of the economic outcomes is the virus outcomes. The boosters is another driver of that if that is an effective strategy continuing to contain delta. Thats another factor that might improve the pace of economic recovery in the fall and the winter. Whats your analysis of the disappointing Jobs Report came out last week . It vastly missed economics expectations and only 235,000 jobs were added which was the lowest number since january. Yeah, i mean, again, i really think thats a delta surge factor. We had been for months there had been back to normal, back to normal was the story. We had over A Million jobs created in july. In fact, the report we got that had such a negative number for august, it also included what are called revisions saying actually there were 300,000 more jobs created in june and july than we realized. It increases the extent to which that report reflects a slow down but it means the situation was a little better than we realized in the early summer. I know one fact you pointed to was this odd situation where you have this really large number of Job Openings. Over 10 Million Job Openings being reported. Normally in economic conditions before the pandemic, there were 6 Million jobs open in the united states. There are significantly more jobs open than usual, yet you have all this unemployment. That 10 Million number is from june. That statistic is always a little more in arrears than the others. One factor that is present there, a lot of jobs were available in june, especially in restaurants and hospitality, businesses that had been operating in a much reduced manner for more than a year. They were really looking to hire. To some extent what happened, those businesses did hire in july or the jobs that were open at the beginning of the summer never got filled again because we did not have the full return to normal economically in the summer that some of those businesses may have been planning on. Some of that stuff hopefully, summer 2022 covid will be significantly less of a factor than it has been this summer, but turning the economy all the way off and starting it back up again can be a slow process even though we have recovered most of the way back to normal economic activity. You can expect it to take some Time even when the Virus Situation is improving. One more for you on that idea of these jobs being open. We know that a lot of federal benefits, Employee Benefits expired earlier this week. What sort of impact do you think that could have on these Job Openings . Some have suggested that will lead people who had been home collecting the benefits, it will drive them back into the work force. Yeah, i mean, we already have a little bit of a natural experiment with that because some states ended their Unemployment Benefits earlier than others. Economists have not been able to see a really large effect where the termination of Unemployment Benefits appears to do a lot to drive workers back to work in a given state. I think one factor that youve seen throughout this crisis is Household Balance sheets actually look quite good right now in significant part because the government provided such significant support through this whole process. In the early parts of the crisis, last summer, you had a lot of households that were receiving people were receiving more Unemployment Benefits than they had been receiving previously when they were working. You also had people cut their expenses. They were not going out traveling, going to restaurants, that sort of thing. One of the odd features of this economic crisis is the average household actually came out of it with better finances than it went in. One effect of that is people are not desperate to get the first job that comes in front of them. A lot of Policy Makers talk about this as a problem. People arent motivated enough to get a job. You dont want policies to cause people to stay unemployed for a very long Time, but its a good thing when people have the opportunity to wait and take the job that is right for them, the job that pays better, the job that is a better match for their skills rather than desperately needing to take the first Job Put in front of them. I think that has been a story throughout this crisis that one reason these Job Openings stay open longer is workers have a good ability to be a little more picky to say i need a job, but i dont need a job tomorrow. Let me search and find the thing thats right for me. Maybe i didnt like what i did before the pandemic. This is an opportunity to reassess and find something better to do. So thats a reason to expect that the turn of jobs might take longer than you would have hoped. The up side is you may have people in better jobs in The End than they would have been if they were under more pressure to take the first job they could get. Insider josh barrett, thank you for that. M. , political reporter for axios, hans nichols, what is the Axios One Big Thing for this morning. Good morning, jonathan. We have intercepted some of the conversations that Joe Manchin is having with his colleagues, inside the White House, the senate, congressional aides and congressional leadership, and heres what we found, we think his top Line Number for the spending bill, the big social Spending Package is 1. 5 trillion. Thats between 1 and 1. 5. Remember, this is a 3. 5 trillion package, so manchin is substantially lower. This is what hes privately signaling to friends, colleagues, the White House. This number landed like a bomb inside of washington Last Night. Theres a lot of conversation going around. Remember last Week Manchin had been talking about, oh, lets hit strategic pause. Turns out that was a bit of a negotiating ploy, and that manchins Real Number is in the 1 to 1. 5 range. Importantly, he has deep Policy Concerns with some of the things Joe Biden has proposed, expanding the social safety net, free community college, manchin thinks were going too fast, too far on a lot of issues, and he wants to slow it down. This is part of his Grand Negotiating strategy. Jonathan. Certainly your scoop Last Night did land like a bomb in washington. What are you hearing in terms of reactions . We know there are progressives in the democratic party who think 3. 5 trillion not nearly big enough. Certainly this is not going to sit well with them. What are you hearing in terms of how this played out with congressional leadership and in the West Wing . So when you talk to sources close to the White House, they think this is just all a negotiation, and they say, okay, thats what manchin is saying. Hes saying hes in the 1 to 1. 5 range. That means were at the beginning of a conversation. So from the White Houses perspective, even when you look at that sort of that last week, the thursday Wall Street Journal article, that almost paused everything, this to them is an indication that manchin may be coming back to the table, conversations are starting. The negotiation is now starting in earnest. Now, as to your earlier question, how other quarters are thinking of it, theres a great deal of anger at Joe Manchin in progressive quarters, and you see that in the aoc crowd. That will become more acute, more tenuated in the coming days. Joe manchin doesnt particularly care about what progressives think about him. He cares about getting reelected. The fact that progressives are upset with Joe Manchin, probably not going to ruin his september. We could do a daily segment about progressives being mad at Joe Manchin. The Debt Ceiling looming whats the Game Plan . What are they hoping to accomplish . Hold fast. There can not be any daylight between any democrats and the White House on the Debt Ceiling. They are essentially trying to blame, and we look at the numbers, 97 of the debt, most of the debt was incurred before Joe Biden was even president. Their argument is that, and they have had Conference Calls and meetings on Capitol Hill, senior officials and economists from the White House go down and explain this to them. There cant be daylight between congressional democrats and the White House on this because its going to be a big fight, and were going to get into some point in october, we dont know when the government runs out of money. So many inflows are happening with covid, so many outflows, its more complicated to figure out. October, november, december, theres a risk of fault, full Faith And Credit of the united states of not being honored and established. Then it gets truly scary, the White House wants to stay together, and obviously want to avoid that, and they think they deserve republican help on this.
