Warned of Extreme Weather and more extreme and Climate Change was here. Were living through it now. We dont have more time. Every part of the country is getting hit by Extreme Weather. Were living in realtime what the country will look like. We cant turn it back, but we can prevent it from getting worse. As he did in louisiana last week, the president is linking the super charged storms for the need for congress to pass the Infrastructure Packages to rebuild levees and drains and rebuild climate Change And Future proof communities susceptible to rising water. After touring the damage in New Jersey, he will tour New York to get a look at queens, east of manhattan. The damage in queens is so extensive, many homes are uninhabitable. There was so much rain in so little time, it had Nowhere To Go from flooded roads and into peoples basements. For some families, that proved deadly. This video released by the nypd showing an officer trying to reach one family, but sadly officers were blocked by locked doors and rising water and live Power Lines in that house. When special units were able to access that basement, three members of that family had tragically died. Joining us now from manville, New Jersey is Ellison Barber and from queens, is rahema ellis. Give us a sense of what the president is about to see there. Reporter if he were on the specific block, he would see this home that is still burning. You still see the smoke coming out of it. The house caught fire after the house next for exploded. This family who does live here now have Nowhere To Go. I want you to meet them and hear their story. This is justin. You live here with your dad and brothers. This is the sense. This is one of your cars. One of them. This is your home. It is gone. This is all that is left of your bedroom. Where are you sleeping . What do you need . The president is not far from here. What do you want him to know . The only thing we need is assistance. We need a place to stay. A lot of people need clothes. There is a great amount of donations and help going out to the families and everybody out there who needs assistance. Everybody is living in whatever you can find. Friends, shelters, whatever. At this moment in time, everybody is separated and nobody has a place to stay. It is very unfair that we all have to go through this and go through the Sacrifiing Times when you cant find a place to stay. I wish that, you know, the government would come together and make it a national disaster to get help and funds out here. A lot of people need a place to stay. Including us. Where is your Family Staying . Are you able to stay together . My son is playing with a friend. Im with a Friend House with my dog. Im just happy we got out alive. It was that close. The floors rattled. The wall caved in and the water came in like niagara falls. We got in the fire boat. It filled with gas. We came by the next day to survey and the house exploded in front of our eyes. Im still shaking. Im happy to be alive, to be honest with you with my children. We got out. Well weather the storm. The community, the high school, the teachers, unbelievable. They got collections for us. Clothing. Volunteering. Volunteering at the high school. Helping people out. 15 or 16 Hours Volunteering two days straight. That is not just this family. You see their strength is amazing. Another family who was rescued in boats, they talked about the community. They said theyre scared to stay here, but everybody who needs help is out trying to help each other. You hear them saying this here as well. We were talking about it and they have Nowhere To Go. They were trying to figure out in a hotel. It is expensive. This is what they are left with. A couple of Hot Wheels from one bedroom. Geoff. Endless heartbreak, ellison. Rehema, where you are in queens, it is surreal. You have the u. S. Open under way and people paying 10,000 in cases for tickets and enjoying fancy cocktails. Next door is manhattan. Life for most part is going as usual. What are you hearing from people in queens who lost everything they had . Content of peoples Lives out water logged on The Streets . Reporter it is desperate pleas for help is what i hear. People are exasperated. People are saying look at my pictures and desperation. Look at what i lost. There is hope with the president coming here, their cries might be heard. Look over my shoulder here and what you will see is the Big Orange Trucks coming along here and preparation of the president s visit. They will block off the roads and create an environment where the president can walk The Street freely and safely and interact with people who are down some of these streets. One of which we were down a short while ago. There is their life. It is now one person might describe it as trash, but these are treasures that have been crumbled and have been destroyed as a result of the terrible storm. Listen to what one woman said not so long ago. Its a shame. It really is. Something has to be done. I can deal with it. Not after 38 years. Im getting too old. The president is coming. If you had a chance to speak to the president , what would you say . Help. Help. I have done all i can for 38 years on trying to protect it. I cant protect it anymore. Reporter they want something to happen as far as Infrastructure Bill. You heard that woman. Lena. Pleading for someone to help her. She said no matter how many sump pumps she has in the home, they would not handle the amount of water that came rushing through the house and destroyed everything she had. It is the same Thing House after House And Block after block. People are desperate for someone to hear their cries and the infrastructure they have here and in many parts of the city are inadequate. Many people lost their Lives. 13 people here in new York City were killed as a result of the storm. Several of them here in queens died. Geoff. Rehema and ellison. Thank you. Ill take you to the Gulf Coast because nine days after ida made landfall there, hundreds are still without Power And Access to water. 400,000 people remain without electricity. High winds from the category 4 storm took out major infrastructure that can still take weeks to rebuild. With clean up still under way now, students who were scheduled to return to school this week may be stuck waiting. Without power, that means virtual learning is not an option either. Joining us now from hardhit la platte, louisiana is vaughn hillyard. Reporter geoff, it is now nine days later and still a lack of electricity here in louisiana for hundreds of thousands of people. Come in to laplace here and you go down The Streets and you see Furniture And Roofing and everything imaginable on the front lawns of folks. We were here and i want to introduce you to a couple of folks. Seth and angela and robert. I found you talking in the middle of The Street. Tell us what the current situation is and what you want people to understand here. The storm was very dangerous for us to stay behind. We didnt have electricity. We didnt have water. We getting water from The Streets to flush our toilets. Laverne, what is your message to the state of the parish and federal government . My message is god has us in his powerful hands. He did it before. He will do it again. All we have to do is trust in him. He will see us through it. An angela, tell me your situation. We have power. Some days we have water. Some days we dont. What about the flooring . The flooring is damp and wet. It is miserable. The walls . Our roof. The ceiling was taken off and there are spots where it will feel like it will cave in. They put tarps in and its weak. Essentially, a message when storms like this hit your community. This is not the first one you have ridden out before. What is your view of your community going forward . I think this storm was very devastating. It was more devastating than katrina was because katrina sat. This storm did not sit. It did what it had to do. Reporter geoff, we are talking about a community with water going in both sides here. You see people out in The Streets sweating because they dont have Air Conditioning and no power. The question is just how long . Days . Weeks or how long . The situation is certainly growing more dire by the day. Vaughn hillyard. Thank you. With us is Lieutenant General russell honore. Good to have you back with us. You talked about the electric grid in and around New Orleans. You said the grid is broke. Based on what you know and people you talk to, is the grid coming back . We are nine days in. How much longer will this go . It gets fixed when it gets fixed. They made more progress than early prediction. It has a long way to go. Basically, they are doing the easy part now. The hard part will be able to restore the power down on the bayou. I suspect in the next few days, you will see most of metro New Orleans with power. It will get harder in jefferson parish, which is a more lineal parish that goes down into the wetlands as well as vermilion and la fouche. We have Cam Parish got hit a year ago and still running off generator power. We have to do something different. Recovery is going to be real hard. If you bear with me for a second. All of our first responders are survivors. The political people who work in the Parish And State offices in the regions are survivors. Meaning their homes are destroyed or they dont have power. To include the medical workers. We have two disasters at one time. Covid and ida. Ida didnt stop in louisiana, as you said, it went up the east coast. We have to rethink how we do recovery. Let me ask you this. How many longer do people have to find a way to live in the homes uninhabitable . The power doesnt work. Floors are water logged. They cant flush the toilets . At what point do people get access to federal funds . How much longer do people have to pull this together on their own . Fema is 180 million. The people you talked to, right now, each parish has a program that they can go to it and get on a bus if they dont have a car and sent north to louisiana for a shelter. There are options. The challenge is people dont want to leave. Many want to stay in their homes. All parish officials. I listen to the updates every day. If you feel at risk, go to a certain point and a bus will take you to a shelter. I know the city of New Orleans has done over 1,000 through the convention center. Jefferson parish has probably done more. The option is there for people to leave, but it is hard to get people to leave when they hear the power may be coming on in a few days. In st. John the baptist parish, it will be harder because of the direction of the grid goes in and it may be another week or ten days before they restore the power in st. John the baptist parish. We have to relook recovery. We still have 2,000 people in recreational trailers in Southeast Louisiana in laurel. The senate still hasnt approved the supplemental. All that has to be relooked. Fema is overmatched. As good as they are, they were dealing with five disasters before ida hit. Now they have ida and stretched throughout louisiana. We have to rethink and i think we need to create a joint Recovery Force that focuses on this region that deals with Recovery And Use fema to deal with response. Recovery is a lot different than response. Where will we get Mod Buildings for schools or trailers andhous . We have to rethink how we do recovery. I want to talk about the historic flooding in the northeast. As somebody who knows with a it takes to protect the city from flooding, what should New Jersey and New York do now . Rethink the flood plane. The county governments and state need to live with the reality that when many of those neighborhoods were built, we didnt have the torrential rains that were having with the frequency were having. Those people have been there for a long time. They knew there was a Flooding Problem with heavy rains. The local governments have not built the Water Capacity to be able to deal with that and in many cases, it just keeps pouring more concrete that disrupts the natural flow of the water. Any place you see a valley, that is the normal place where water goes, we put houses. We put house and basements that were one time rec rooms. Now they dont have enough housing. We have over 22 Million affordable Housing Shortage in hud because hud stopped building public and affordable housing of the neighborhoods. We need to invest how we control Flood Waters and obviously to those people up there, they suffered the ravage of mother nature. Some of this could have been avoided by the engineering of man. We need to get the corps in there and tell them how to do it. Lieutenant general honore, thank you. Still ahead, the governor of texas signs Voting Restrictions into law. We will look at who will be affected most by the sweeping changes and the Biden Justice Department respond together new Abortion Law in texas. Are there any options . Geoff, new information from the White House about what exactly the financial cost looks like to be at a very early stage. Office of Management Budget is requesting 14 Billion as part of the continuing resolution that must pass by The End of the month to keep running. 14 Billion on natural disasters before hurricane ida. That includes wildfires and other tropical systems. At this early stage, officials are estimates another 10 Billion needed for the costs associated with ida alone. This is the information from the administration now about what the president is on the ground seeing for himself here. Just told that the storm has taken on the area in the country that wasnt the area where the Storm Hit at its strongest. Obviously as part of what we have seen as a result of Climate Change being attributed to part of this with the warming of the atmosphere providing the heavy torrential rain and the consequences of that. Mike, as were you speaking, we saw the president put his arm around the man in the plaid shirt. It is a cliche to refer to him as comforterinchief. He, time and time again, puts his empathy on display. Reporter we talked about this in so many contexts. We have seen this in a span of a week. It was a surprise although the forecast was spoton with the devastation we are seeing. White house officials say in dealing with this president specifically, it is one thing for him to get updates from officials who can speak to some of the needs they want the federal government to play. This is something that biden sees as a important important part of his job to show ordinary americans that the government in washington is not a nameless and faceless bureaucracy. He is there and needs to deliver for the needs of the people as the lowest points of their Lives here as they look at memories and pieces of their houses all in shambles as we see these pick pictures here. There is no series of events that the White House messaging wise could have planned that might really pale in comparison to what the president is doing today. He is able to talk about the real cost of Climate Change. There is substantial group especially of democrats In The House who feel like with the president is proposing isnt doing enough to try to mitigate the impact of Climate Change. It is always difficult where you play the role of consolerinchief to mix in politicians. To the members, to not talk about what the president is proposing here may seem abstract and a lot of subject for primary debates for a year ago or more and is now tangible to the Lives of these individuals who have seen devastation in their communities. Todays signing is after a month long effort by democrats to do anything they could to stop it. From hiding at home, to fleeing the state. Legislation known as sb1 Bans Drivethrough and 24hour voting. Empowes partisan Poll Watchers and requires Id Checks for vote by mail. It imposes Voting Restrictions following the false claims of fraud in the 2020 election. What challenges are being brought against the measure right now . Reporter geoff, no question the next phase of the Battle Over Voting Rights will play out in the courtroom. Within minutes of signing the bill in law and holding it up for the cameras, we got word another lawsuit had been filed. The third lawsuit that has been filed challenging this new law. The three lawsuits filed on behalf of the dozen civil rights organizations saying the provisions in the bill are going to fundamentally violate the constitutional rights of voters. Specifically minority voters. Voters disabled. That is what they are seeking to challenge this bill on those grounds. As you mentioned, this comes after a summer that was filled with hours of public hearings and Quorum Breaks and protests by Voting Rights Avocates working to block this Bill And Delay this bill. Deep down, they knew it was inevitable, this would happen in the republican controlled legislature. Now im hearing from the democrats who fought so hard to block the bill is that they bought lawmakers in washington, d. C. Time. This bill does not go into effect for another 90 days. Lawmakers in d. C. Can still do something and specifically they are saying the senate are the ones who need to act right now. As we know, there are a lot of priorities on The Hill in washington, d. C. Right now. It is unclear how far this battle is going to go at the federal level. It may come down to the legal challenges. I will say Governor Abbott was asked about legal challenging. He said he has no doubt that the bill will be able to withstand legal challenges and that is something he expected. That this bill can be an example for other states looking to enact some sort of voting restriction. Geoff. Victoria, this Election Overhaul in texas is happening as republicans are trying to hold on to power in the rapidly changing state where people of color make up virtually all of the population growth. That growth is concentrated in large cities that vote democratic. You have the texas republicans saying these are all common sense reforms. Are they . Are they targeted reforms . We saw the targeting and very specific geographic areas, geoff. We know the only place we had drivethrough Voting And 24hour voting, two key pieces of sb1 were in Harris County which happened to be one of the most diverse areas in the state which houses houston. We know these are readily accessible to our communities of color. Our communities of color tend to be in lower occupations and not working the 9 00 to 5 00. They need the Drivethrough Voting and extended early voting hours. In clamping down on those provisions, you see a direct impact on the community. The other piece is also with regard to our non english dominant speakers. People who have trouble understanding a ballot in english. This is death by A Thousand cuts. All of the tweaks making it that much harder to vote and especially for the most vulnerable communities in our state. As priscilla mentioned, texas is not alone. The map up with a Dozen Gop states impoing Voting Restrictions. We know about the legislation stuck in the senator moving moving. What legal option does the biden administration have to protect Voting Rights beyond hoping congress acts . It is the Court Challenge and taking a step back. This is something where the guardrails in effect of the voting Rights Act would prevent this from being implemented. Im at the Lbj School of public affairs. The namesake is the one who got the voting Rights Act passed. The fact we are seeing steps taken back instead of forward is problematic. The recourse we have is limited because section 5 of the voting Rights Act. I want to ask you about the recourse for the new near total Abortion Ban in texas. Yesterday, the doj announced it would enforce the 1994 Law Protects Women Seeking Reproductive Care from threats and violence. Beyond that, with the republican majority in texas and conservative Supreme Court in washington, d. C. , is there anything the biden administration can do to stop it . Geoff, ill defer to my Law School colleagues down the road. What is worrisome to me is the cleverness of the bill and how it was crafted. The loophole in terms of the bounty and vigilanteism. Testing is under appreciate yated in all of the fighting over masks. In the city of detroit, they aim to test weekly 40,000 kids as well as staff. This does require parental consent. I talked to the principal at the school. They are working on that. They hope to have the Student Portion of this next week. Geoff, this is critical and missed in the discussion. If you are going to Temperature Control and screen for kids with symptoms at the doors of the schools, you will not catch all of the asymptomatic which is an issue with the children. Here is what the superintendent said about his commitment to getting this right so these children do not get put back into virtual schools. Testing allows you to talk realistically, factually about the presence of covid. It is not theoretical. You can even have the Symptom Check and Temperature Check and not diagnose an asymptomatic individual. Testing is the ultimate save guard to indicate if you have a positive case. They acknowledge what they are doing is not perfect, but the best they can do. The Vaccination Rate is 40 . This is an area of a lot of vaccine hesitancy. They dont know how many kids will come back. They had 30 drop off out of virtual. A lot of kids did not have the equipment. They are just hoping with this layered approach that they can get it right. They say by The End of the month, if you look across the nation, this is really the wild west. The cdc made clear what the recommendations are. So many schools are not doing all of them. They are doing one and some doing nothing. In st. Clair county, im told they are not masking. Wow. Heidi, i wrote in my notes you said at the start. It is amazing what schools can do when they are not fighting over masks. Thanks, heidi. With us is dr. Michael. The director at the university of minnesota. As we heard, without the vaccine for kids under 12, schools are adopting the patchwork approaches to keep students and staff safe from the delta variant. What do you make of the Detroit Plan . The testing focus effort. I commend them for their effort. I also have to say that is not the most important thing to keep Kids Safe in schools today. We have shared over the course of the last Year Information that talks about the fact this virus is transmitted by the aerosol. That kind of thing that floats in the air like cigarette smoke. The most important Thing A School can do is make sure there are five or six Air Exchanges in the room every hour. All those 12 years and older need to be vaccinated. You want to use filters in rooms that are effective that take the virus out of the air. You want to make certain that with Testing Programs like that, you have programs that, in fact, can make a difference. Once a week is helpful. There are no clear data showing it is compelling kind of effort. You need to be talking about many times a week. Four or five or seven times a week before you really can feel comfortable that you are keeping infected kids out of the school room. Lastly, the masks. The masks are least effective with gradient controls. Im strongly supportive of masking and using effective masking. It is that order that schools should concentrate on right now to basically try to contain the delta variant. Thanks for the clear guidelines. I want to ask you about vaccines for kids under the age of 12. You now have several Health Care groups pushing the cdc for approvals. It is one thing for parents, but entirely different for Health Care groups to say that. What is taking so long . First of all, lets go back to the issue of kids and vaccines. Look how many kids in the country 12 and older who could be vaccinated who are not vaccinated . Some areas, fewer than 15 to 20 are vaccinated. We proved it is not just having the vaccine available. It is getting it in kids arms. The second point is and im someone with grandchildren under the age of 11 and would love to have vaccination available to them right now. We want to make sure the fda gets this right on safety. If we take any short cuts in terms of how safe the vaccines are, the longterm implications are huge. The data they are looking at carefully takes time. I wish it didnt. It does. I would rather have safe vaccines we demonstrated clearly work than to rush them and find theres a problem. Doctor, thank you. We will take our audience back to manville, New Jersey where the president is speaking to reporters. They were just telling me about this home. Explain what happened. It is fascinating and fortunate thing. We were able to get out of our home the night before the flooding started coming in. We had a warning from a friend. We have a 4 month old baby. We got out early at 8 00 p. M. Around 1 00 a. M. , my husband and my father came back before the flooding to get our cat. They had about five minutes In The House and the sirens started going off. They were able to grab one or two items, if that, and had to evacuate. I want to say maybe at 2 00 or 3 00 a. M. , the water came in fast. Within a few hours, we had a lot of water in the basement. The basement is still flooded. We got several inches in the first few days. Im not sure how much. The first floor would have been ruined anyway. Our plan was to come back once the water had gone down. Our Daughters Nursery on the second floor. It is over there in the corner. When you talk to people here, they talk about how the Flood Line and Flood Area kept growing over the years. While many have been through storms in the past, they have been through nothing like this. These houses, which i was showing you earlier, the second one that caught fire after the neighbor exploded. If you see it down in the basement. You see a little bit of the magnitude of the water down there. You see the smoke here. It has been burning for days. The destruction here reminds me of what i saw during Hurricane Dorian in the bahamas. This reminds you of being in the wildfire or a zone where some places seem fine and other homes like this. When you go in the homes that are seen from the outside that might still be okay. You look on the Wall And Someone shows you the water line. We were In The House earlier. The water, even though they had a basement, it was Chest Level and flooded through the area. Family after family have lost everything. A lot of people, one of the big things they lost is feeling safe in their own homes. We met one woman who was at her home when the Flood Waters rushed in. The neighbor came to save her and pulled her up on the porch. The house the president is standing in front of exploded. She cannot get that sound out of her head. This community is destroyed. A lot of people say it is hard for them to stay here because of what happened. No one expected this although they experienced storms before. Geoff. And as the taliban has announced a new Interim Government after claiming to have defeated resistance forces and seized control of the last remaining province there. Joining us now our chief us in Correspondent And Msnbc Analyst Colonel Jack jacobs. Lets start with the new developments, the taliban announcing this new Interim Government. We were talking about the show. You described them as the lame old leaders with new titles. I think the promise the taliban leadership made about a new unclusive government really fell plat to people waiting to watch and see what is happening next. They expressed this is an Interim Government. The internal negotiations within the taliban who will hold what position are not over but they did fail. Three weeks after the fall of kabul and three weeks in which which country had no government whatsoever, they need to send some kind of a message. So when you look at who they named into these positions, there are many of same old leaders leading the taliban who are now new government positions. There are some surprises. There is a man many people heard of. Many people thought he would be named at the Head Of State. He is not. Hes the one who led the negotiations with the u. S. Who signed the deal with the u. S. He has been named as the deputy. The man who has been named as the interim Head Of State is someone who much more of a spiritual religious leader. That does send a powerful message to the rank and file. The fighters that have been out there on the front lines, fighting for this extremist ideology. This sends a message to them. That ideology will be protected. Its also worth mentioning the interim Intearer Minister is head of the network that is the group responsible for holding the last american hostage. Hes in afghanistan right now. The u. S. Did not negotiate the release before signing with that withdraw deal. This is a message being sent by the leadership that the ideology holds firm. It is not a message being well received from the women of afghanistan. Theyre concerned that Rights Wont be respected are even more grave and urgent now. And Colonel Jack jacobs, you want to ask you about the four americans that were evacuated by land. I Cant Wrap any brain around how that works. Admiral james compared it to a modern day Underground Railroad where people go from Safe House to Safe House. How does that work . How do americans who are in country find their way out by land now . Well, with great difficulty. I mean, the only place to go is north. If you get to uzbekistan and a lot of afghans are trying to get there as well. You have to go over the mountains, north of kabul, an extremely difficult trek on roads that are controlled by taliban, the crossing points are controlled about it taliban and the allies. Extremely difficult to get out. The original idea was to get to the area where there is an airfield. That was quickly taken about it taliban. You have to go over land and into uzbekistan. Theyre not going into pakistan. And certainly not into iran. They dont have Pakistans Assistance in getting americans out. So those americans who are still and there are quite a few of them are still going to try to win their way over the Hindu Kush and get taken out. Very difficult. So in the minute or so we have left, there is a lot of confusion over the flights that have been parked on this airstrip in northern afghanistan. The secretary of State Today said that some evacuation flights out of afghanistan were prevented from taking off because they included passenger thats didnt have valid travel documents. I understand you have some reporting on this. Help us make sense of what is happening here. Its a very confusing picture. Heres why. This is not an official government sanctioned effort underway. Ive been talking to the veteran groups who formed a consortium where theyve been vetting their own people, putting together manifests and trying to get clearance from the ground, getting planes, raising funds. The u. S. Governments not doing it so were going to do it unstead. They say they run into problems on the ground. The taliban who control the airfield are now saying these people cannot leave. And these troops dont have the Backing And Support of the u. S. Government because again they are not government sanctioned and organized flights. So theres a lot of confusion on the ground. This also speaks to the desperation that still lingers there. Some of my sources organizes in the effort say there are thousands of people trying to get out. Of course, the last few weeks of Evacuation Efforts focused on kabul. This is what is happening in other parts of the country. Theyll continue to happen in the weeks ahead.
