Plus in washington, the Attorney General taking aim at a different new law in texas, one that bans most abortions. He says the Justice Department is urgently looking at ways to challenge that law. So obviously not enormous confidence coming from the president there, about getting this through. He knows he still has a Sales Pitch to get this through the house. He used the visit in New Orleans to talk about new Water Infrastructure and levees and pipes and drainage systems. That will be a theme that comes up to be in this trip today. Congress has a lot on its plate. Well be talking about that later in the show and sounded he was asked a question when he might meet with some of the refugees coming into the u. S. From afghanistan and he said he might, theyre all over the country and that door is open, if you will. Reporter right, and thats not something weve heard the white House Address before, so interesting that he would suggest that. Thats obviously a question whether he would meet with afghan refugees, possibly meet with some of the americans who have gotten out of the country who have been affected by this as much as the White House would like to in a sense put afghanistan behind them and focus on this domestic agenda, because amid all of the disasters and the chaos and the bloodshed in afghanistan, and the crisis at home, the president still has this domestic agenda that the White House is trying to shift the focus to, like you can see today, but obviously afghan still remains in the picture. And rehema, briefly, we mentioned at the top of the show, new Reporting Shannon actually its your reporting the White House is suggesting it may expand the Disaster Declarations, right, shannon . Reporter yes. Im sure rehema knows that firsthand on the Ground And Criticism from not just republicans, democrats as well, Union County and Essex County were left out of this Disaster Declaration. I asked the white House Official about that and they said they are not done with this damage assessment. It is continuing and that more counties still could be added as they complete this review of the Storms Damage and impact and of course all of this is important because you have to be included in that Disaster Declaration to get these billions of dollars in fema funds the communities so desperately need. How much of that has been something that youve heard about in your travels through the northeast in your reporting here . I know over the last couple of days we heard from local officials on the air who said we need this help. Our countys got to be included. People saying The Storm didnt stop on one street or in one county or in one borough. The storm swept through the area. They dont want the relief to stop in one county or one borough. The president is expected to visit this alley where we are and one of the reasons were here now but well be moved for Security Purposes for the president to come down and people are really hoping that they get a chance to see what damage this storm did to their homes. Listen to what one woman told me just a short while ago about how shes reeling from the effects of this storm. Its a shame. It really is. Something has to be done. I could deal with it, not after 38 years. Im getting too old. Reporter and the president is coming. If you had a chance to speak to the president , what would you say . What would i say . Help. Help. Ive done all i have for 38 years on trying to protect it. I cant protect it no more. Reporter she was in tears as she was talking about how shes been trying to protect her home for so long. Theyve had floods here, but never what they got last week. It was up over her head, and as she pointed out if she or her children had been in that basement they might not be here today. Its coming from texas, and its about not that controversial new Abortion Law but a different proposal, this bill on voting restrictions. You remember the one, weve been covering it for months on msnbc, remember the state lawmakers basically fled the state to try to block it. That bill is going to get signed into law in just about two hours now. Its happening as there are new efforts by the Justice Department to fight that other law, the new Abortion Ban in texas. Priscilla thompson is in austin, joined by pete williams. To be clear here, priscilla and pete, two different, one about to become a law, one already a law. Priscilla, starting with you on this Voting Bill. Opponents say it is incredibly restrictive. It will strip Voting Rights away from many people in the state. Talk to us about whats happening today and what you expect. Reporter hallie, after two special sessions called by the republican governor, three Quorum Breaks on behalf of democrats to delay this process. Republicans here are finally getting that gopbacked Voting Bill signed into law. The governor is going to be doing that about 200 miles away in tyler, texas, and what that bill would do, bans overnight and drivethrough voting, something used a lot in Harris County outside of houston, a very democratic area. It would also create new criminal penalties for election workers, new i. D. Requirements for vote by mail and also new paperwork and criminal penalties for people assisting voters, and republicans here say they are streamlining the Voting Process across the state. Its going to make the elections more secure, but of course democrats do not see it that way. They feel like this is going to disenfranchise black and brown voters specifically and its also going to disproportionately impact voters with disabilities. Already here weve seen two lawsuits filed by civil rights organizations saying that that is a very real possibility with these new voting laws, but texas isnt the only state that is dealing with this. This is something that has happened across the country in several states since the november election. Its why when texas democrats fled to washington, d. C. , they held a day of rallies with lawmakers from across the country asking for federal Voting Rights location. We saw within the past several weeks the house passing something on that, of course no republicans voted in favor for that in the house, and it has a long road in the senate, so its unclear really where that conversation around federal voting Rights Legislation goes from here as states like texas are continuing to sign these types of bills into law. Hallie . Priscilla, thank you. Pete, let me go to you on the new texas Abortion Law weve been covering, considered the most restrictive in the nation. Were hearing more from the Attorney General on how the doj is trying to fight it. Talk to us about i would say what specifics we know, pete, but it doesnt seem like we know many specifics yet. Theres a reason for that. They dont know what the specifics are either. The Texas Law was passed to make it hard to challenge and so the Justice Departments trying to come up with a way to get around all those problems, and there are many problems with this law. Lets be clear about that. Its not clear normally speaking you have to have standing to sue. You have to show some harm to you, so how does somebody in louisiana suing somebody in austin who wants to get an Abortion Show specific Concrete Harm to them as opposed to anybody else. Thats a problem. There are lots of sort of legal jurisdictional problems with this, but of course you have to wait for somebody to sue to actually be able to get some traction there. In the meantime, the Attorney General is looking at how to challenge this law not only to overturn it in texas but to discourage other states from trying to do the same thing, hallie. How hopeful are you that theyre going to do something that could be helpful here . Im pleased that we have support now. Its going to take All Of Us to deal with this heinous law thats been passed in texas. This is an unprecedented situation. Can you talk about, Weve Seen Reports that providers in nearby states are seeing a surge in patients seeking safe and legal abortions coming from texas. What are you seeing in the clinics under your area here . We are already seeing an increase in texas patients calling us. In fact, last tuesday, which was the day before the law went into effect, we only saw texas patients in our albuquerque health center, which i think means that people were paying attention and decided to get in front of this situation. But we have a model, because last spring in april of 2020, this same governor outlawed abortion for the flimsy reason of covid. It was a meaningless gesture, but it was really an intent to punish people who needed an abortion. During that time, our affiliate in our four Health Centers that provide procedural abortions saw 200 patients from texas come to us in april, one month. A Texas Tribune Piece theres a glaring divide, who is leaving and who is staying behind. The people who are going to struggle with this law already are struggling to make ends meet. Think about it. You need to figure out first of all you need to find out youre pregnant and figure out where youre going to go. Then you have to does your car work, do you have Gas Money . Do you have somebody to take care of your kids while youre traveling, where are you going to go and how are you going to get there and where are you going to stay. These are resource issues that not everybody is going to be able to deal with. So the burden is going to fall on people who are already struggling due to covid, already struggling due to poor working conditions, and its a real travesty for the folks in texas. Were seeing Covid Outbreaks for example in kentucky, a fifth of all School Districts are temporarily closed due to covid19 outbreaks, compounding this entire picture is the mu varyout, the w. H. O. What is your level of concern about a Surge Post Labor day . We have seen especially past precedent with other holidays. One of the sad things here is, this is going to be a marathon. As a sprinter, i had hoped that once we got to a point where we had vaccines as well as the nonpharmaclogic interventions such as masking and distancing that we wouldnt be back where we were last Fall And Winter but unfortunately were there and the virulence of these variants means that more people are contracting it. So unfortunately, i do see that following the pattern of other major holidays that we are likely to see a surge and then compound that with the return to school. As a parent, im enthusiastic to have my child in school today. However, what we expect to see in this population of under 12yearolds who are largely not vaccinated is continued spread. Theres also an update on this Mu Variant detected in nearly all u. S. States, 39 countries. It is not intomy understanding not close to where the Delta Variant is now but how concerned should we be . How big of a threat is this . It is not at the level of the Delta Variant yet. We see with the variants the viruses mutate, try to keep themselves alive to find new hosts. If this Mu Variant is as good or better than the Delta Variant at evading our current vaccines and protections, then we will soon have a problem. One thing that we have seen consistently is that we are following whats happening in europe and were following whats happening in asia. What we need to do is get ourselves prepared as much as we can, so that we can try to fight this, when it does start to take over as the dominant case. Could i ask you about another Health Headline coming out this morning, that relates to a different shot, not for covid but for flu, the American Academy Of Pediatrics has new recommendations out now for keeping kids healthy. I want to tick through them this morning. All kids 6 months and older should get the Flu Shot. Were in our ninth year of the pretrial hearings. Theres no Trial Date in sight. It was 15 years to the Day Yesterday when president george w. Bush announced these detainees had been brought to Guantanamo Bay and we are no closer it seems to 9 11 families getting justice in this case. This seems ken to be taking on an extra layer of symbolic significance given the timing. Several days away from the 20th Anniversary of 9 11 on saturday. Do you get the feeling, youve been talking with folks on the ground there that that is shaping perhaps some of the backdrop or whats in the back of peoples minds as theyre going through these pretrial motions here . Reporter i think absolutely is. Weve had a chance to talk at length to Defense Counsel here. The prosecution does not talk to the press, unfortunately, but the Defense Lawyers acknowledge they are incredibly frustrated because they believe, one lawyer referred to as this as a farce. They believe justice is not done. They have a different view of this case obviously than the prosecution but not suggesting their clients are innocent 100 innocent. Some of them, many of them have confessed to these horrific crimes. Absolutely. The 20th Anniversary of 9 11 looming, and here we have a military Commission System that just isnt working and the mastermind of the attack is sitting there in that Courtroom Today surrounded by, there are dozens of people, female lawyers wearing hijab, take breaks for prayers for the defendants and for lunch and you know, its just taking a long time and there are a lot of reasons for that but as the 20th Anniversary looms, it looks like were not closer to a result in this case. Is working with the taliban to get flights up again for people who want to leave afghanistan. The secretary is in Doha And Qatar with Lloyd Austin where Tens Of Thousands of people from kabul were originally evacuated. Hes spoke within troops who helped with the evacuation, thanking them for their service. Watch. Its not every day that you can say that the work that i did saved someones life, secured their future, made that kind of difference, and simply put, you have. This comes as four americans were evacuated by land over the weekend, not on flights and the taliban took full control of the country after defeating the last afghan province holding out they say. There are thousands and thousands of afghans, the number is unclear and when pressed about that today the Secretary Of State didnt have a clear number of how many vulnerable afghans there are, how many are in the process to try and get out but he did say there are about 100 american citizens that the u. S. Is in contact with them frequently, and they are trying to get out primarily through the civilian airport in kabul. We all saw that massive aircraft being described by the defense secretary Lloyd Austin as the biggest Air Lift in history. Now theres a different kind of evacuation procedure. Dependent on paperwork. The taliban reaffirmed this numerous times that they wont stop anyone from leaving, that once the airport is up and running, Turkey And Qatar are trying to get it up and running, there are disputes right now or discussions right now hoy the security will operate at the airport. Operating an airport is not just like a bus, put in the keys and take off. You need to screen the bags, you need to register the passengers, you need to have manifests put in, all the things that the taliban have no experience with. The idea to bring in Turkey And Qatar which operate large airlines so they would operate the airlines almost as contractors and managed facilities. Those discussions are under way to get that airport up and running and the embassy is trying to tell americans to be safe, to be calm, to know where they are, to get their documents in order so once it does bullet up and running theyre able to leave. The documents are a major problem. The taliban will allow people to leave if they have documents but the u. S. Has no consulate and diplomatic staff in afghanistan and in any wartime experience in any of our own Family History when people have come to the united states from other countries, theyll probably tell you, your grandgather or great grandmother or great grandfather documents are a problem, peoples names changed. Theres always this issue when youre in War Time and have to move quickly, you have the things, clothes on your back. You cant get to another place or your documents were in the middle of the renewal process, so many, many people are in this catch 22 saying the taliban says you can go if you have documents but theres no Representative Staff to check, verify, issue those documents. I think eventually they have to issue some sort of digital visas, thats the way other countries have started to do it anyway. But the process is still under way. Now the administration is telling our Team Today its still assessing the damage and that more counties may soon get access to that federal aid, too. Late Sunday Night the president within hours of request from Governor Hochul of New York and Governor Murphy of New Jersey approved major Disaster Declarations in those states and as is typical with the declarations, started with initial areas designated for assistance and we have people on the ground right now who are working on completing Damage Assessments to be able to add on additional areas for assistance. You were dealing with a lot at fema, you have the aftermath of Hurricane Ida, wildfires out west which we covered on this show, being asked to get involved helping to resettle some of the ref Ju Hes from afghanistan. What is your level of concern about getting stretched too thin as an agency and if youre not at that point now, are you worried you might get there . This is why people come to work at fema to have the opportunity to help people before, during and after disasters and certainly is a lot going on. Were still supporting Response Operations in louisiana and the Fema Administrator was on the Ground Yesterday and will be with the president in New York and New Jersey to make sure aid is flowing to folks who are eligible. We have the resources we need to continue to respond. Its really important to note that Hurricane Season is still upon us.
