It is good to see you. Thank you for being with us. Im Geoff Bennett for another hour of Msnbc Reports. How a texas restrictive Abortion Law is driving patients to neighboring states and how residents are stepping up to protest the law. And now, how the Death Toll of Hurricane Ida is continuing to climb. Up to 70 in multiple states. The president is going to New Jersey to tour the devastation after he visited louisiana where Hundreds Of Thousands are without power after a week after the storm. Also, this hour, the latest on the covid pandemic, and the u. S. Is hitting 40 Million cases over the weekend, and the number of people dying daily is rising amid another surge from this holiday weekend. But we start with the staggering Damage And Devastation from ida. Joining us now from louisiana is nbcs Vaughan Hillyard in lafayette, and we have john in st. Jhn Parish And Anne is our Msnbc Correspondent reporting on the devastation. So, we go to you, vaughan, what have you seen . It is difficult to tell you what people in La Fiette is reporting with the flooding here. The sun has just come out, and it is raining throughout the course here, and you are seeing the vehicles like this Power Truck here, and they are trying literally on scene here to get the electrical lines back up here to try to get something back up on the grid here, and dealing with the water at a time when there is already such a large concentration of mud here. You know, you go House To house, and i will have derrick, the photojournalist here, he is going to turn around to see the homes razed up in the air after katrina, but half of the homes were not, and geoff, this is the swamp that is created and if you try to go into some of the waterfilled areas like this Power Truck, you will sink. We see it all around us, and these are the circumstances that are essentially just as bad as they were one week ago with all of the rain that is anticipated for the rain this afternoon, and the folks here in this community are pleading with the state and the federal government to not forget about them, and of course, we are concerned about the years ahead for what future storms could mean about them. Yeah, vaughan, it is a desperate situation in that Power Truck behind you tilted over in the floodwater is a staggering reminder of how dangerous that work is. Josh, heading over to you in jefferson parish, and last hour, you were talking to us about the immediate relief effort. What is the scene there now . Well, the number one thing that folks are asking for here that folks are asking for at the louisiana national Guard Site are the blue fema tarps that people are using to patch over their roof, because if you are taking a look, it is about to start thundering and we can hear the first beginnings of it, and now there is a Flash Flood Watch in effect for jefferson county, and you have thousands of folks who have not managed to put the tarps over the damage of the roofs from ida and now managing the prospects of damage from the roof to cause further damage to the home. That is the kind of thing that people are worried about right now even as they are operating with the no electricity, and no clean water and no access to a refrigerator to store their food, and i spoke to the Parish President , and i spoke to them about how they are preparing about the possibility of more bad weather, and this is what she said. We are used to handling the rain, but if it is a storm that hovers over us for a long period of time is when we get into trouble, but we are very good for some of the experts in the world for managing rain. We know how to get the we are h out quickly and not to hover over us for a long time. And so meanwhile, they want these tarps, but with the basic needs and like these 19,000 meals just handed out yesterday, and that is a slow day, you can see from the stacks right over here just how big the need is and just how long these national guard folks expect they are going to be on the ground here providing Need And Assistance to folks as we are entering day eight of this crisis, geoff. The national guard there is working overtime to meet the immense need. And so, now in New Orleans devastated by the storm, when the president visits, he is going to go to queens and New Jersey, and what is the president going to see there . Good afternoon, geoff. This is what he is going to see here across manville, New Jersey, entire homes flipped inside out. The water having touched and ruined everything, really, essentially that it came by last week. Like you said, we are a few days after the devastation, and you can see that people are still working on taking items out of their homes and recovering whatever they can. This is a perfect example of this Home Right behind me of what we have seen all day here in manville. This is junes home. She is in her 60s and she broke her femur while being rescued via Boat Last week. She could not do this on her own, and nine of her grandchildren are here today bringing out bag after bag, and bucket after bucket, and still filled with water, and they are going through the family photos to try to salvage whatever memories they can, and this is her entire life in one home being ripped away from her in a matter of hours. Last week, i was speaking with others across the area who said that they have lived here for much longer than june, and 20 yearsplus, and they have never seen anything like this in this area. Take a listen. There was no warning. The siren didnt go off until about 1 30 in the morning to warn people, and they have a siren, but by then, it was too late. In 99 we were nailed bad, and that was floyd. When irene came, we got it again and we have been here again. And so with floyd we learned a little, and with irene, we learned more, and this one, we prepared more even though the water came up higher, and we got the stuff out, and put it on the deck, and my basement is done, and clean. Reporter and geoff, like you mentioned, President Biden is going to be touring here, and i asked the residents what they want to hear from him, and they said they need Guidance And Help and others are saying to send fema now. They feel like right now they dont see an end to this, and they are worried because they have been told that these, you know, the Weather Events are going to continue to hit them, and they feel like they cant come up for air right now, and they need the help. Geoff. Yeah, isa, it is something to see the mountain of belongings, and that womans belongings left out there on the street because it is damaged by floodwater. I want to pick up, anne, on that point that isa made of the string of Natural Disasters and the president is trying to link it to his infrastructure and climate package the build back better plan. Yes, and the president , i spoke to him friday in louisiana making that link, and i expect him to make it again in New Jersey and New York, and in louisiana he said, wouldnt it be good if we could build back better which is a Catch Phrase of his. And build back the infrastructure of Flood Protection better than it was before knowing that these kinds of devastating events that, you know, that it is sort of cliche to say that we have a 100year flood about every year or five years, and it is actually true, because in the statistics like that, and in New York city, there was essentially a Months Worth of rain, and what the city gets in the entire month of september. It fell in a little bit more than a day, and it is unsustainable with the current level of infrastructure that We Saw, and exactly what that leads to in New York with the flooded Subway Tunnels and, you know, floods in Central Park and the rest. And the president is going to, you know, to make that link directly as we have already heard the new York Governor and Senator Schumer make today. I expect to hear the president say, you know, in addition to the fema, the federal declarations that he approved today to allow the fema money, and i expect him to talk about the Infrastructure Protection and Flood Control that the federal government could help with going forward. Yeah, yeah. We are looking at the live pictures of really the immense devastation in manville, and that woman, that isa told us about with her grand kids coming to dig out from the extensive damage. Anne, i want to wrap up with the latest president s Job Approval which has apparently fallen to 44 from the abc Washington Post Pbs newshour marist poll. So a year out to get the president s big Infrastructure Plan across the line, and how concerneded is the White House about this now . Well, geoff, the White House is eager to talk about just about anything other than afghanistan right now. They have to talk about the pandemic, and that is a huge part of the president s argument about Confidence And Ability going forward. This is a devastating summer for the pandemic, and to think about where we were in the beginning of the summer, and the kind of hopes that people had. And now, here in Labor Day, we are not anywhere in the same place, and the covid as you mentioned, he had the experience of, you know, the poor execution really of the withdrawal from afghanistan, and at least being judged by The American public, and the majority saying that they believe it was a poor execution, and now, here we are at the fall, and it is the traditional time of the Labor Day weekend for president to turn the Page And Move on to the legislative agenda, and that is what he is going to try to do. And joining us is jonathan allen, nbcnews. Coms reporter. And one article said that fema is not to be americas 911, and incredible quote. So give us an idea of what is on the plate right now. What is important to remember, geoff, and great to talk to you, that fema is a coordinating agency, and they marshall the agenies of the federal government and get together the agencies to send people to a Disaster And Management that process, but as you said, fema is dealing with what it would normally deal with which is a hurricane season, and ida was intense that hit not only the gulf coast, but then traveled up to dump water on New York and New Jersey, and that region of the country, and then in addition to that they have wildfires across the West And California and one of the fires the Dixie Fire is the second largest in Californias History and the pandemic going on since March Of 2020 since they took over as the lead federal agency for that response from the department of health and human services, and as you can see that now, they are working on Covid Vaccinations at the Dulles Processing Center for Afghan Refugees and the spokesman at fema said they are going to be pulled deeper into the afghan Resettlement Process and may end up Building Housing for Afghani Refugees and conducting other missions to help the Country Deal with that influx of people. So there is a lot on Femas Plate right now. And fema with Hurricane Katrina was the leadership, and that has been sorted out. The woman who was the head of the new York Emergency coordinating team there under hurricane sandy, and so how much now is the problem of funding and adequate staffing for fema . It is not necessarily a matter of the funding, because congress has done a good job over the years, and you know, the fema folks would say it is not done in a way that it is consistent enough, but when there are emergencies, congress provides money that is necessary, but the biggest thing that i hear from fema is that the Ruls Governing who they can hire and what they have to do in order to be current in terms of the lengths of the deployments and things are so restrictive, they hurt the recruitment and the retention ability, so what they are looking for from congress and the administration is to perhaps relax some of the rules so that people with expertise in areas that are important for Disaster Recovery and face it, we are dealing with very different disasters from the pandemic to Refugee Reset resetelements and in orderer to get the highest expertise to attract those folks, they need to relax those rules a little bit. Com texas restrictive new law effectively banning abortions after six weeks is sparking a national debate. While women in the State Face critical questions about potential health choices. The Supreme Courts decisions is of blocking the law is shining light on the Shadow Docket Process gaining traction within this majority conservative court. Joining us is Liz Mclaughlin in austin and former u. S. Attorney mcquaid. So, liz, this is so wide range, it is putting pressure on people like Ride Share companies and people who work for uber and lyft. Tell us about it. That is right, geoff. Sb8 is wideranging in that anybody who enables an abortion to happen after seven weeks could be liable up to 10,000 and the target of any lawsuit that anyone could bring, private citizens, and that is nerveracking for people who provide a ride to clinics like the one we are at here today, and i used an uber today, and it was canceled three times before i came, and i changed the address from planned parenthood to a physical address, and i could get a ride, and maybe that is coincidence, but they are Hearing Concern and confusion, and wondering if the drivers are going there and why. Lyft took a strong position quickly. They were the first to come out to say that we disagree with this law, and if fact, we will pay all of the legal fees if our drivers are targeted. And uber was behind saying this is not okay, and the drivers should not be targeted. Now, lyft, The General Counsel Kristen Spurcheck was on cnn saying that the two male cofounders brought it forward and said that we want to do it even though it is controversial topic and they could lose some customers, it is the right thing to do, and more of Corporate America should take a stand. Geoff. So, barbara, lets talk about the substance of this, and also the process, because here you have, and you could make the argument that this is one of the Supreme Courts most important ruling, roe v. Wade and brown v. Board of education, and initially this whole thing was done on the Shadow Docket, and why would the Supreme Court allow something as significant as this to happen through that sort of as it sounds shadowy Shadow Docket Process. Well, as you mentioned, geoff, you know, the lawyers are all about the process, and regardless of what you think of the substance or where you stand on the reproductive rights is what has so many lawyers up in arms. The Shadow Docket exists because the term of the Supreme Court ends in october, and begins june or july, and they get a vacation, and the law does not stop because the justices are on break, and things come up, and Death Penalty appeals and things come up on emergency, and so they have Circuit Justices who are responsible for each circuit, and a judge who is responsible for the 5th circuit, and he is going to decide this, but if there is something of the magnitude, the whole court will decide this, but where the majority said this is procedurally complex, and the opinion at the center is that particularly chief justice John Roberts wrote, because it is procedurally complex, this is exactly the kind of case where we should put in a stay, and preserve the Status Quo and have us look at this in the full docket and have full briefing and oral arguments and not decide it on the fly here. And what does that tell you about the John Roberts court, is he more invested in the optics here . I think that Justice Roberts cares a lot about the legitimacy of the court, and the rest of them, and it does not bode well for the future of the substance of this decision. One of the key criteria for deciding of whether to grant a stay is the likelihood of success on the merits, and most people would look at the likelihood of the merits of roe v. Wade, you cannot restrict by 24 to 26 weeks of viability, and this is six weeks and five justices did not find that this challenged the law and likely to succeed on the merits, and so it does not bode well for the case coming up before the case this fall in dobbs in a Mississippi Abortion Case that restricts the abortion rights after 15 weeks. And when you are talking about how this case may or may not succeed on the merits, i want to play what Republican Senator Bill cassidy who is a medical doctor by training said about this law yesterday. I think that the supreme Court Will Swat it away once it comes to them in an appropriate manner. If it is as terrible as people say it is, it is going to be destroyeded by the Supreme Court, but to act like this is an assault upon roe v. Wade is something that the president is doing to distract from his other issues. And so, cassidy, in many ways it is a selfprofessed moderate is cassidy, and this is something that we have heard from the Middle Of The Road democrats who say this is Middle Of The Road and this not an assault on roe v. Wade. What is your reaction . Well, every moment that goes by, and it is a violation, and so every moment that goes by, and that means that next june, the people who want to have an abortion in texas, and have a constitutional of right to do that were denied that right. They were very quick to act in a similar fashion to stop a law that would restrict religious liberty to comply with covid restrictions in california. They would not do that, enter that stay in this case. So i think that i am not as confident as Senator Cassidy that these five justices Will Swat away this law. What are they telling you . We cannot underscore that number of people here, and 2 Million just here in california, and one woman who is a motivational speaker and her husband is a master welder, and both of the fields are hit hard by the pandemic, and they have struggled to maintain work throughout the last year and a half or so, and they are telling us that they will be facing 2800 less coming into the household every month, and that has led them to difficult emotional decision to put their daughter with developmental disabilities into a Group Home. One they never thought they would have to make, but Home Care is so expensive. We never anticipated. 18 months ago, our family was thriving and Twoearner Household and both of us working, and successful. My boyfriend and i are looking at taking out another Student Loan to help out, but at the risk of losing my Phone Connection of not being able to pay rent and not being able to drive my car because i dont have insurance, that may be my only choice. Reporter workers of color are expected to suffer the most from the cliff, and the unemployment of black workers is 9. 2 , and a number that the Century Foundation says that if that were reflected across the entire u. Population that would lead to a national emergency, and separately the federal government has spent 700 Million on federal Unemployment Aid throughout the pandemic so far and i will say that walking up and down the streets in universal city in california, you will find help wanted signs in the windows and there is a record 10 Million jobs across the country and another factor added into the complex issue, geoff. Emily, the fact that they would have to put their daughter into a Group Home because they cannot afford individualized care is heartbreaking. So, mike, as emiles reporting is saying is that this is dire, and so as it appears nothing is going to be done to extend these benefits, what is the biden administration saying . It would not be a holiday without the president meeting up with some union workers. So he dropped by the delaware Workers Facility there and say hello and call the family and friends as often. We did not hear from him in this stop about one of the important cliffs that we will see over the course of the month. It is interesting, geoff, because The Ending of the benefits for more than 7 Million american, and millions more have seen the benefits go away, because for republicans, this is one of the defining contrasts on the economy during the biden era, and the question of these enhanced benefits were a drag on the economy, and we are keeping people out of the workforce and that is a bet that the republicans have been making throughout the process. We have heard from the president himself, and that the 300 additional enhancement might last or the time for them to lapse as well. So what we are hearing from the administration is not necessarily an urgency to extend them, but the administration is saying a lot of money for the governors to tailor and to their respective state the Rescue Plan the 1. 9 trillion in funding to pass this year to meet the specific needs and enhanced or extending the Unemployment Plans and from Worker Training and other programs to go from unemployment to employment, and we heard from the Labor Secretary Marty walsh a new concern, because of the fact that the Delta Variant is a drag on the economy, it is a new concern, and as we see congress going into the fiscal year with a lot on the plate, there are going to be calls from the progressives to take some action here, but unlikely here that we will see these extended though. Yeah. And mike, as we are looking at the pictures of the president at this labor union, i will say that when we got the word from the pool where he was headed, i thought that he would spend the day at the Golf Course or Go To Church or see a family friend, but i should have known on the Labor Day, he would find a way to hang out with the union guys. Yes. So, alicia, as we know the economy absorbed staggering Job Losses and many of the jobs are not coming back, and what does the expiration of the benefits mean on the microlevel . Who is going to be feeling these the most. Right. Right from the start, we are going to be seeing the 7 Million individuals losing the benefits entirely, and those are the individuals receiving benefits as big workers and selfemployed workers and those who had the benefits extended beyond the State Period for uninsured workers and those who are losing the 300 a Week Topoff and this is going to hit the households pretty hard and particularly those seeking jobs in Restaurant And Hospitality industry. And We Saw that is where the slowdown was happening in terms of the jobs. And we have seen even the open table reservations are down 10 . We know that you dont have to close the economy, because it is going to close itself as people are more concerned about the Delta Variant. We will also see that spending will fall. So even for the individual households, this is very important, but we will also see some studies have put it as much as 8 Billion in spending that well see Drop Off In September and october, and really have a larger drag on the economy. What do you make of this argument that we have heard from some republicans that extending these benefits, the enhancements has the effect of removing the incentive for people to find work. Is that a fair assessment . You know, we have had a Litmus Test of that where we had 26 states and their Unemployment Benefits end early over the summer and one study found that for every eight people who lost the insurance benefits only one person found a job. So it is not going to solve the labor shortage problem, and we know that there are other factors why people look for the jobs and why they take the jobs, and we know that there are longterm factors out there, and it is anything from Delta Variant and exposure, and also one that is low pay and not good benefits and even paid sick leave, and the structure of finding affordable child care, and finding reliable transportation, and even finding the retraining that helps you to get into a better job, and we will see those things happening and even if the last jobs report We Saw a slight downturn in the Labor Participation among women particular and im concerned that as the school ramps up, the Delta Variant is surging and others are unvaccinated the women may leave the Labor Force entirely like they did last year. Despite a warning from the cdc to stay home this Labor Day weekend, millions of americans took to the roads and fueling new concerns of a postLabor Day spike of the deadly Delta Variant and this is as the new Mu Variant starts to appear in the country. And joining us is the director of the center of immigrant health. And so now, before we get to new one, the data is showing a shift in the number of cases from the southern to the northern half of the country and how bad could a late Delta Surge be in the northeast where it sort of plateaus in the south only to slam the northeast weeks later . Well, this is a little bit like predicting the weather, and looking at the forecast here. What we are seeing right now, of course, is in states where we have very low rates of vaccination, and we dont have mask mandates, we are seeing a Big Spike in the cases. We are seeing a lot of this pattern that we have seen over and over again, and we know what fuels this virus, and in particular, this very, very contagious strain of the Delta Variant. So we could start to see a Knockon Effect of what we are seeing here with the high rates of the south, and in the midwest, and start to move into the northeast. You know, we live in a country where we dont have Travel Restrictions and people travel freely and of course, what is happening in one place is going to certainly affect another place in the country. These Covid Variants follow the greek alphabet as you know, so the Delta Variant, and now the new Mu Variant, and how concerned should we be about that one . Vaccine resistant, and what is known about it . Okay. Well, this is a variant of concern as labeled by the World Health Organization because it has some mutations that could potentially indicate some evasion of the immune response from vaccines, and also, you know, it could be more transmissible. Now we have to remember that these data from the Lab Studies right now, and so we dont have enough data to say, listen, this is more contagious, and right now, it is something to keep our eye on. This is the thing about the pandemic, and everybody is watching everything that is happening, and rightly so, but every piece of information is not a cause for extreme concern. This is something that we need to keep our eye on, and we need to be continuing the do the sequencing, and continuing to be watching for what is coming, but right now, we have the Delta Variant that is surging and we are seeing it really take over, and really, we are seeing the incredible increase, and thinking about where we were last year which is not at a good place, but right now, we are seeing, you know, triple the number of cases that we had at this point last year. We are seeing an incredible number of hospitalizations, and incredible number of deaths, and that is because we had the variant that is extremely contagious, and Something Else that is coming to be more contagious is a scary scenario, and right now, we have the tools to stop what is going on right now, and of course, the vaccination of masks, and all of the things that we know that make a difference. When we talk about the vaccinations, i wanted to ask you about the booster shot, because there is all of the Back And Forth of whether or not they were advisable, and now the White House is saying that they will wait to get the word from the public health officials, and the public health officials are saying that the third shots right now are not needed, but there are lots of people, and thousands of people who already did get the third pfizer shot, because the company was saying it was advisable. Any danger in that . Should everybody else just wait for the cdc to give the green light . I think that this is an issue of messaging here. What the White House has said and what we have always said in general is that we need to follow the science. What we are seeing in israel and the u. K. Who are ahead of us in terms of the deployment of vaccines, we are seeing the waning immunity from the studies. We have talked about this for months and months, and when we start to see the waning immunity, and increase in hospitalizations and increase in death, that is when we consider boosters. You know, this is with a lot of the discussions of this on television, in the news, in the scientific community. You know, vaccines like this vaccine are often a threedose series. The reason that we started with two doses here was because we really wanted to get a lot of immunity, and there were people dying. Curriculum shows 25 states mention the attacks, 9 Mention Terrorism or the war on terror, 16 Deposit Mention 9 11 at all. Experts say age matters when teaching children about traumatic events so students are not just frightened but informed. The younger they are, the more gentle you become.
