Years and the template other states are replicating. The Supreme Court decided to let it stand. And while these politicians claimed republican politicians claim to be prolife, lets get real. Theyre pro birth. Its easier to carry a gun in texas without License And Training than it is for a woman to make a choice about her own health. These republicans only seem to heed the mantra my body, my choice. Just as hospitals are being overrun with covid cases and folks with other lifethreatening grimaldis are turned away at the door. What is truly concerning about the about what the Supreme Court did in texas is the impact it could have on other constitutional rights. And could other legal precedents such as the ruling that legalized Samesex Marriage be in danger . Joining me now is my colleague ruth marcus, Columnist And Deputy Editorial Page Editor for the Washington Post. Neal Katyal Msnbc Contributor and former acting Solicitor General of the united states, and cecile richards, Cochair Of American Bridge and planned parenthood. I Cant Think of three better people to talk about this. Cecile, i want to start with you, ask you what your thoughts on the planned Parenthood Suit that got the injunction to at least temporarily stall the Texas Law from going into effect. Well, i mean, It Will maybe be helpful for a few days. As you know, everyone does, the extreme right in texas is everywhere, asking people to file suit against doctors, against clinicians, against anyone who has helped any woman try to get access to a safe and legal abortion. What were also seeing, jonathan, is that this has created a political firestorm all across the country because, of course, people are realizing if republicans can do this in texas, they can do it anywhere. And were seeing, again, efforts in ohio, in florida. Texas is the second largest state in the country, and 7 Million women of child bearing age just lost the right to make their own decisions about pregnancy. I think the political repercussions for this are going to be enormous. The last thing i would say is its really important to understand, texans dont support this. People in this country dont support this. And it is finally now on the agenda, the political agenda and i think youre going to see impact immediately and particularly in the midterm elections. Neal, President Biden had words about the Texas Law. Lets have a listen and ill ask you a question on the other side. The most pernicious thing about the Texas Law is sort of creates a Vigilante System where people get rewards to go out it just seems i know this sounds ridiculous, almost unamerican what were talking about. And, so, neal, the president talked directly about the Texas Law. He said hes asking d. O. J. To look into what could possibly be done. You were at d. O. J. You helped run d. O. J. What possibly could the department of justice do to blunt the impact of this Texas Law . I think they can do a lot, jonathan. And first, just understand the Supreme Court has basically this week given a green light to the overruling of roe v. Wade. And Abortion Clinics in texas are essentially closed because of the decision. So, yes, there is litigation to come both in texas and in the federal courts, but thats where we are right now. And never in our lifetimes has the right to an abortion been so restricted. Roe was around since 1937. It was a 72 decision in favor of Abortion Rights at a time when seven of the nine justices were appointed by republican President S. So this is a huge, most imaginable switch in the law that one could imagine. Now, the Justice Department does have some options available to it. First and most important, i think they need to be supporting the legislation thats in congress right now on the floor. That would codify roe v. Wade by congress. I think they need to get behind that. And then they need to investigate every possible option, including, for example, suing these vigilantes, these Bounty Hunters empowered by State Law for depriving people of federal constitutional rights. There is a separate law that says youre not allowed to have a conspiracy to deprive people of federal rights and right now abortion is still technically a federal right until the Supreme Court drops the other foot. And, ruth, your column in the Washington Post is what inspired this segment, so im glad you were able to be on today. You wrote in your column, quote, its a sad day for women, but also for the Rule Of Law. Talk that through. Sure. It actually goes to some of what neal is saying. It may be in The End that the Supreme Court says roe was wrongly decided and overturns it. But until that happens, abortion is a federal constitutional right, and the problem here is that the Supreme Court, by allowing texas to do this dodge around allowing that right, to allow private parties to threaten to enforce it, is basically allowing the Rule Of Law to become a joke, an illusury edifice. What if they had a similar rule when it came to guns. Do you think the justices if there was a law in massachusetts or california that said private parties can go around having peoples guns seized and get money to do that . Do you think they would say, okay, no big deal to allow this law to take effect . No, because they take the Second Amendment seriously. They should take this right seriously until they get rid of it. Ruth, the question or neal, if you want to jump in on this as well. The other thing that you bring up, and i talked about it in the intro, and tell me if im being hyperbolic. Its not only the Rule Of Law thats in question here, but its also the status of precedent at the court. Roe v. Wade from what i understand, ruth, from our Editorial Board meetings, roe v. Wade is a precedent. If the Supreme Court is going to allow something to happen Visavis Roe v. Wade, why shouldnt i as a married gay man not be afraid that this might spell doom for the Obergafeld Decision that made my marriage legal . Ruth, do you want to go first . No, i think it was to you, neal. I want to hear your answer. I 100 agree with you, jonathan. Thats exactly the harm. Thats what Ruths Column isolates. The essence of the Rule Of Law, when you think about it, why is it there . It rises, in part, because the option on the other side is the lynch mob. Its vigilantes that privately enforce their own view of what the law is, not with respect to precedent and the like. And, of course, our countrys had a horrible history about that. And the whole idea behind Law Enforcement and a Rule System is to basically say, no, were going to have one set of rules for everyone, guaranteed by the Supreme Court and enforced by our branches of government, both state and federal. And what this law says is, no, dont worry. You dont like a law . You dont like a supreme Court Ruling . Dont worry, well empower some Bounty Hunters to go in, basically create a fear a culture of Fear And Uncertainty and chill the exercise of that right. I mean, i cant imagine something more fundamentally hostile. So this decision really flunks on two different levels. One is what it does to the right to abortion. The second is what it does to our constitutional system and our Rule Of Law more generally. And, cecile, let me end with you by getting you to talk a little more about the politics of all this. Im wondering, you know, our Colleague Kathleen Parker has a thing, a Column Today where shes saying that what texas did was a gift to President Biden and essentially a gift to democrats. Is whats happening in texas enough, do you think, to keep the democratic Party Base energized to indeed come out in droves in the 2022 midterm elections when all Voter Turnout usually drops off . Well, i mean, its not a gift in any way, but that aside, i it absolutely is going to energize voters, not just women voters. The access to safe and legal abortion is overwhelming in this country. This is a right folks have had for nearly 50 years. And the thought that republican politicians could on their own put their own personal politics ahead of the wellbeing of people is extraordinary. And, of course, now what youre going to begin to see, since this is only a few days old, is the stories coming out of texas where now women are going to have to turn to whatever means they can because, of course, remember, abortion will exist in texas. It simply wont be safe and legal. And this, this new law, unconstitutional law, means women with the very least access, in rural areas, women with low incomes, women of color are now really going to have no options. And i think that youll begin to see the reallife stories of people that have been affected and that is going to affect our politics. I just want to reiterate something we just showed on air, and that is the support for abortion being legal. 54 of the american people think that abortions should be legal. We have to leave it there. The past few days of Hurricane Ida and the wildfires in the west and the unprecedented Flash Floods in New York and New Jersey is yet another reminder that these extreme storms and the Climate Crisis are here. This morning more than 500,000 homes and businesses across louisiana are still without power one full week after Hurricane Ida. On friday President Biden visited the state promising Residents Hell Push congress for quick action on his Infrastructure Plan when they return from recess later this month. This tuesday, Hell Head to the northeast to get a firsthand look at the catastrophic storm damage, the remnants of ida caused in New York and New Jersey. Joining me now is the chairman of the house foreign Affairs Committee, Queens Congressman Gregory meeks, whose district suffered catastrophic flooding in the wake of Hurricane Ida. Chairman meeks, thank you very much for coming to the Sunday Show. You know, as you well know, because i covered you when i was at the New York daily news, i lived in New York for 16 years. At no point in my time in new York City did i ever witness a storm or the storms that New York has had to endure over the last few years. Your district was particularly pummelled during Hurricane Sandy in 2012. How is your district doing now . And do you think that Hurricane Sandy and Hurricane Ida sort of raises in high relief the need not only to make Climate Change take Climate Change seriously, but also to get infrastructure taken care of so that people dont lose their lives because of Freak Flash Flooding . Jonathan, first, thank you for having me on this sunday, and we miss you in New York. Let me tell you, my district was devastated. You know we lost life. There was a mother and a son who were sleeping in their basement apartment. And because of the force of the flood waters, it came in and drowned both of them. Its devastating. But as you said, you know, people said that they were saying before, we looked at sandy, more than 100year storm, we see these storms come back again and again. This flooding, it says one in 500 years. We know flooding and we see flooding around the nation, around the world happened much more often. The fact of the matter is we need to believe the scientists. The climate, the earth is warming. Climate change is here. And whats at stake is the preservation of the globe. So i would hope that my colleagues, especially in the senate, but also in the house understand how significant and important it is for us to not only pass the 600 Billion Infrastructure Package that passed out of the senate, but to also pass the build it back better Reconciliation Package that really gets into climate, and preserving this planet. You know, when we look at, for example, the 600 Billion, its really only 10 in various areas of what the president has been trying to do. So in the build it back better reconciliation program, it has more of 80 of clean electricity, and 50 deals with the economywide carbon Emissions Reduction which helps preserve and protect the earth. So, chairman meeks, in this Reconciliation Package, though, is there money to specifically address the infrastructure issues in your district . Because were talking about a centuries old city with aging Infrastructure And Housing that, you know, as you were talking about, people living in Basement Apartments that were flooded. So does the Reconciliation Bill have money that could help mitigate some of the impacts of ida, going back to sandy . Yes, it does. In the Reconciliation Bill theres 170 Billion to improve our nations public housing units. Theres money in there to upgrade public schools where theres been damage there. Theres money to upgrade housing so that those structures that were damaged and we lost lives, the owners there can fix have access to dollars specifically to fix those Basement Apartments up. Theres money in there to also in regard to Lead Pipes, 100 replace the Lead Pipes we have in our country now. So there are plenty of dollars in there that makes up the 3. 5 trillion in the packet to help individuals immediately. Were looking at projects that the city of New York, for example, has had on the books for years, but have not had the funding to do it. And im not here just to talk about the city of New York, because weve got to make sure jersey, louisiana, it shows that if we invest money, we can help resiliency. The tragedy that took place in louisiana, the money that we invested in the levee, it least it showed those levees helped. Now we need to invest more money so that the structures that we build back are able to withstand some of the evils that these storms bring on and in my district. Jeremy meeks, i have to get to one more thing before you go, and that is the oped written by West Virginia Senator Joe Manchin who laid down the marker, 3. 5 trillion, this Reconciliation Bill, is too high a price. What would you say to Senator Manchin if you were to see him today . Id say to Senator Manchin that look at what took place in your state, senator, in 2016 when one of the deadliest floods in West Virginia history. Tragedy, 23 people died, 1200 structures were destroyed due to Flash Flooding in West Virginia. So its not just places in New York, but in West Virginia you need to have infrastructure updated. You need to make sure were preserving our planet because of the dangers that it presents to all of us, including West Virginia. So i would appeal to Senator Manchin to recognize that climaterelated tragedies in New York witnessed this past week is connected to the flooding in West Virginia that claimed dozens of lives in West Virginia in 2016 and in New York just a few days ago. Roughly 124,000 people were successfully evacuated including 6,000 americans, but up to 200 americans are still in afghanistan. On thursday, 26 republican senators sent a letter to the president demanding answers. So, what exactly does phase 2 of the Evacuation Effort look like . Joining me now is anna nuaz, chief correspondent for the Pbs News Hour and max, Washington Post columnist at the council on foreign relations. Thank you both very much for coming to the Sunday Show. Anna, since youre the newbie here, im going to start with you and ask you, why is Secretary Blinken going to qatar . Why is this trip so important . Thanks for having me, jonathan. Good to be here the first time. Qatar is a key player in all of this, has been at least a year and a half. Remember, Qatar Is where the negotiations between the u. S. And taliban to negotiate with the u. S. Had all unfolded following the u. S. Invasion of afghanistan. Qatar has been a key player here and will continue to be a key player. Today we are hearing the airport is back up and running to some degree with some domestic flights. There are a lot of technical issues. Its been largely inoperable. Its because of qatar officials who are there getting up and running. For the u. S. Side, blinkens visit, this is one of the conduits they use to talk directly to afghanistan and to the taliban leadership. Its going to go through qatar because, remember, this is not just about what the future of afghanistan looks like, which is largely up in the air and there is Fear And Anticipation of what this new government will look like, how It Will govern as fighting continues. This is about what it looks like, with regional partners in the area. Iran is high on the list. What this means for the Central Asian states that are also now playing a role in this u. S. Evacuation effort and accepting afghan refugees as they pass through. Qatar will be one of those main places. That has been the locus of negotiations previously. It will continue to be a key player moving forward. And, max, so now as i mentioned in the intro, we are in phase 2 of the Evacuation Effort, more than around 200 americans, perhaps thousands of afghans who worked with the united states and allies who were left behind. How likely is it that the taliban will work with the united states and the allies and make it possible for the americans to get out, but also for the afghans who want to get out, allowing them to get out . I would say, jonathan, its a lot more likely that the taliban Will Enable Americans to get out. There arent a lot left. They are at the moment trying to gain some degree of international legitimacy which theyre not going to get if they take americans hostage. I think that is much more likely than that they will allow the afghans out. But, you know, its really distressing to see how many of our allies that we left behind. I mean, there was no question that there was a very successful airlift in the final days after the fall of kabul. But from what were learning, it did not include most of the people who are eligible for the special immigrant visas. Most of the interpreters and others who worked with u. S. Forces. We dont have a good grasp, jonathan, but fact checkers suggest perhaps 63,000 afghans were evacuated and the estimates are there were more than 200,000 afghans and their families eligible for immigrant visas. We left a lot of people behind. This is a moral stain on the united states. And i have very little confidence that we will be able to get those people out now because the taliban themselves have said that they dont want to have this brain drain. They dont want to lose people and so forth. And at the moment, there is not even international flights coming to and out of Kabul Airport because that has the Qatar Is are working on establishing that. Right now theres no way to get out period. Anna, i would love your reaction to what max said, particularly about the moral stain on the united states. You know, i think one of the most difficult parts about reporting over the last three weeks, and remember, now, it has been three weeks that this country has been without a government, has been getting your head around how many people are we talking about. There are clearly several categories and priority groups the u. S. Is working with. You hear them repeatedly talk about americans, american citizens, longterm permanent residents here. That is very few people as max just pointed out. The largest vulnerable group of people who have something to fear from this taliban government or regime are what we call atrisk afghans. They are the tens of thousands potentially hundreds of thousands of people who over the last 20 years and more than a trillion Dollars Worth of Investment And Infrastructure projects and education projects and so on worked in some way supporting u. S. Projects, or americanaffiliated projects. They believe that they are vulnerable. They believe that they will be targeted. They do not believe the new taliban Leaderships Language and rhetoric that they will not be targeted or there wont be vengeance attacks. Weve already seen some of those things play out the last few weeks as the taliban were continuing their march across the country there were killings by lowlevel groups along the way. I think there is a fear if they stay and not able to leave, a lot of the routes have been blocked, international flights have not resumed, we know there are a lot of freelance activities, groups organized by veterans and others who are just doing their own thing, organizing their own flights, working their own contacts on the ground because they refuse to leave the people behind. There are potentially tens of thousands of people on the ground who have very real fear about whats ahead with them with the new taliban regime. In fact, jonathan, i didnt find out i had it in until May Of 2020 when they could test you for the antibody. I had Treatment Yesterday in the hospital, the antibodies and i think thats helping a lot. You can tell i still sound pretty shaky here, but im doing better than the first Go Round for sure. You sound you say you sound shaky, but you sound like the same, the same sophia. What is your message now, having been hit with your second Covid Diagnosis to those who are vaccinated and to those who arent . Well, first of all, we discussed as a family whether or not we should go to the Beach House down in South Carolina that weve gone to forever. And we made a decision that we were all vaccinated, so we probably would be fine, you know. We bought food, stayed in, et cetera. But my message to people is if youre going to go to a state that has low Vaccination Rate for vacation, and if theyre not wearing masks, you as a vaccinated person better be extra vigilant and maybe you should stay home because you see what the result was for me. And i do know some others where we were got it as well. So, you know, its just an unfortunate thing. I think i thought i was in vincible because of the vaccine and i want folks to know youre not. Youve got to wear your masks. Youve got to go where people are vaccinated and you have to be safe. And were still not Out Of The Woods yet. Sophia, what a great message that youre sending to everyone watching. Dr. Blackstock, let me bring you into this and talk about another aspect of the pandemic, and that is the impact on children. You wrote an oped in the Washington Post with the two words, no parent of a sick child should have to hear, at capacity. You write federal state and local leaders have an obligation to make sure our most vulnerable unvaccinated children are protected in addition to ensuring they are vaccinated, we need policies that support nonpharmaceutical interventions to decrease transmission. Talk more about that. Well, first of all, thank you so much for having me on, jonathan. And sophia, im glad to hear you are feeling better. So, i wrote this piece because, you know, when my child was 3 weeks old, he required a pediatric i. C. U. At the time he only had to wait a few hours for his bed. What were seeing now across the country, especially in the southeast, our pediatric i. C. U. S are at capacity. Were seeing a surge in cases overall of hospitalizations and i. C. U. Admissions, which means that we are doing a very poor job of protecting our most vulnerable. And right now our most vulnerable are our children because they are not eligible yet for vaccinations. And we actually have been using this vaccinationonly strategy, and so i really want to encourage the administration to really think about also reinforcing that masks are incredibly important to preventing this spread. Vaccinations obviously are going to help in the long run, but its going to take awhile until we get a critical percentage of the population vaccinated. We also have to consider other measures, like testing, rapid testing. Really, every family that sends a child to school should have access or free and rapid testing. And there are other Mitigation Strategies like ventilation we need to focus on. So all of those are important. Multilayered strategies that are crucial to keeping our children safe. And, dr. Blackstock, i hear you on masks. Sophia talked about masks. Were living in a country where we have governors in at least two states who are making it impossible, they are getting in the way of jurisdictions in the way of their ability to mandate masks. Your reaction to that. Yeah, jonathan, its absolutely unconscionable that governors and other elected officials would actually get in the way of evidencebased public health measures. But, you know, i see the Department Of Education using legal loopholes, such as the civil Rights Investigation against some schools, against disability law. We need to see what federal powers can be used to ensure that our students and our children are safe, regardless of whether State Leaders oppose these Mask Mandates because we know that when we use multiple strategies, we can create safer classrooms for our kids. And the fact is over the next few weeks, more and more children, including my children, will be returning to school. And there is such variability across the country. I packed a bag, i went to downtown orlando, hit the streets with other organizers, and began organizing for black lives and for justice, not just in my community, but across the entire nation. I knew in that moment, the moments where i was being Tear Gassed, beat, pepper sprayed, the night i was arrested and jailed, when i sat in that jail cell, i was thinking about other struggles people go through as well. The kids who cross the border with their parents to find a Bert Life but then found themselves in a cage. It has been a brutal week for many americans and for the White House, one of the most challenging of Joe Bidens presidency. Just to recap, last sunday Hurricane Ida throttled the southeast sending floodwaters surging and knocking out power for millions and causing flooding in New York and New Jersey that left dozens dead. By tuesday the united states had ended it longest war after a massive Evacuation Effort but leaving behind Hundreds Of Americans seeking to flee. And wednesday, texas rolled back womens rights to the stone age. On thursday, West Virginia Senator Joe Manchin threw yet another wrench into the biden agenda saying he wasnt so sure about the 3. 5 trillion Infrastructure Plan. And then a very disappointing jobs report. And of course the damage is not just economic, but human. This morning i spoke with White House Senior Adviser Cedric Richmond to find out how the biden administration is addressing so many crises. Joining m now is Cedric Richmond. Thank you very much for being here. The president was in louisiana, and you represented New Orleans in congress for ten years before your White House gig. How is your Hometown Doing in the aftermath of Hurricane Ida . The metropolitan areas of New Orleans, they are coming back. Power is coming on. A lot of Wind Damage and It Will be a long road to recovery. But we really have to keep in mind those people down in our River Parishes like st. John and if you look at houma, terrebonne, lockport, those areas were devastated and It Will be a long road to recovery. And the President S Visit Ways to signal that i feel your pain, ive got your back and i wont let you go to alone. If you have been affected, well get through this together and well have your back. One of the things about Hurricane Ida both the Damage And Destruction where you are and also in the northeast particularly New Jersey and New York is that is showed not only the impact of Climate Change, but also the impact on infrastructure. Im wondering does the damage to infrastructure make the case for the president for passage of the two Infrastructure Bills being debated in congress . It absolutely reiterates the President S position and emphasizes why it is so important. So if you look at New Orleans and the surrounding area losing power because of downed transmission lines, that is one of the things that we want to do is create resiliency and harden our electrical grid. And if you look at the ida and its overall strength and what it did in New York and New Jersey and pennsylvania, these storms that used to be once a century storms are starting to come every other year or so and it shows you that we have to address Climate Change and those bills put together do both of those things. And it protects american lives, it protects homes, it protects property and it is so important. And President Biden is going to go up to New York and New Jersey next week well, this week to do the same thing. And that is to see the destruction firsthand and to commit to the people that well be there for them to help them recover. But this emphasizes the importance of our Infrastructure Bill and our build back better bill which would address Climate Change in a very consequential way. So then here is the issue though. How are you going to get how are you going to get both of the bills passed especially the 3. 5 trillion bill passed when senator joe manchin, democrat of West Virginia, has already laid a marker saying that the 3. 5 trillion Price Tag is too high . Were going to keep our head down and keep working and pushing and talking to our democratic members of congress and highlighting how important this is. How were talking about saving human lives, how were talking about investing in the american people and making a Tax Code that is fair. And so we will give Tax Breaks to families and those corporations and richest americans would pay their fair share. So you are talking about a piece of legislation that invests so much in this country, creates Tax Breaks. It doesnt add one penny to our debt. It is paid for. And so that is the important part and well keep stressing that and at The End of the day, i think that well get this passed. And just like the american Rescue Plan that we passed at the beginning of our administration. So one of the things that the Infrastructure Bill is trying to do is also trying to move the economy forward into a clean Energy Economy but im bringing up the economy because there was bad news for the economy and for the administration in terms of the Jobs Numbers that were released On Friday with i think it was about a little more 200,000 jobs created when 700,000 within predicted. How concerned is the president that the economic recovery that we thought was happening isnt happening as a result of covid . Well, the Recovery Is is happening. And weve headed more jobs in the first seven months than any administration in history. If you look at the last three months average, it is right at 3800 jobs that weve been able to add. But this shows that It Will be a steady road to recovery. This wont be an overnight recovery process. And so you see the economy moving ahead. But that is also why we have a Reconciliation Package and the Infrastructure Bill because we know that we have to monitor and invest in this economy right now in order to keep it going. And so it is kind of what we expected in terms of it being a bumpy road. But we are going forward and what this does is only highlight how important it is for the biden economic plan to be passed by congress and done in a swift manner. Lets talk about texas and particularly the Antiabortion Law that the Supreme Court allowed to go into effect. I know the president has called on the department of justice to look into what could be done. But what can the president really do about texas . Well, we have tasked the Attorney General and department of justice to look at how they can ensure and protect womens right to choose. And weve tasked hhs to do the same thing and how to protect womens rights and how to make abortions available to make that decision. And then weve tasked our Gender Poll Council to do the same. Nancy pelosi has spoken about legislation and the president has said on the Campaign Trail that he supports codifying roe v. Wade as the law of the land. And so that is our Administrations Position and that is the work that were doing to ensure that women have that right in a meaningful way, not just on paper but to actually have that right if they decide to make that decision. So then does that mean that we will see the president actively campaigning for the passage of the bill that Speaker Pelosi says that she is going to introduce to codify roe . The President Said over a year aGo On the Campaign Trail that he supported legislation to codify roe v. Wade and i think that his actions and statements since then are very consistent on that. I want to get you on one more issue and that is Voting Rights. We havent been talking about it for a couple weeks because of other things happening in the news. But Voting Rights are obviously are essential. And given what happened in texas in terms of the Voter Suppression laws there, there are a lot of people particularly democrats who are looking to the president to call on the senate to end the filibuster. I wrote a column a few weeks ago and said here on my show, calling on the president to use his first responsibility for an Oval Office Address to do that to call for The End of the filibuster at least for Voting Rights. Is there a possibility that the president will address the issue of Voting Rights and call for The Ending of the filibuster so the for the people act and John Lewis Advancement act can pass out of the senate and get to his desk for a signature . Well, lets start at the beginning of that. The president has voiced his support for the for the people act Andjohn Lewis Voting rights act. He did it in his joint address to congress, he did it in tulsa. And hes done it consistently to talk about and raise the issue. So that not just people in georgia or texas will living through this, but that we raise its awareness for everyone in the country, the direct assault on Voting Rights happening. So weve been engaged as a White House in terms of working with our senators, working with our House Partners to make sure that we can get legislation and in the senate it is important to start with legislation that can get the 50 democratic votes. And i think that you have were well into that process and when that process completes itself in terms of having that legislation, then you have to give those senators a chance to see if they can get to 60 votes, that is the quickest way to get it done to protect Voting Rights. And then well look and see. And i think that the president has said that he was for reforming the filibuster to a talking filibuster. And so we will see. But we are paying attention to it, were working on it, were providing technical assistance, were bringing our congressional leaders together to understand how important it is not only to the president but to our democracy. And so we are focused on it. One thing that i will just reiterate is that we are facing a lot of challenges. But were not putting Voting Rights on the side to meet other challenges. Well meet every challenge that is presented before us but voting is the fundamental bedrock of a democracy and we have to protect it or we wont keep it. And so an Oval Office Address talking about ending a filibuster, well see that in the offing . Well, i do a lot of things but i dont get to decide when we do Oval Office Addresses. According to a new fbi report, the number of Crimes'>Hate Crimes last year peaked to their highest level in 12 years with a significant rise in antiblack an anti asian attacks. School grounds are becoming battlefields for protesting Mask Mandates. And we have a sitting republican member of congress telling a crowd, quote, if our Election Systems continue to be rigged and continue to be stolen, then its going to lead to one place and thats bloodshed. What he said is not true. With vitreal turning into violence, what is stoking the rage . Joining me is Professor And Author of the new minority. And also President And Ceo of the southern Poverty Law Center. Thank you both for being here. And before we start our discussion, let me read this statement from congressman hawthornes communications director. In his Comments Congressman Wawd thorn is clearly advocating for violence. He fears others would choose that route and strongly states that Election Integrity issues should be resolved peacefully and never through violence. Ive done my duty. Margaret, i will start with you. As i said in the infroe, we have not seen this level of Crimes'>Hate Crimes since interestingly 2008. Is this rise in Crimes'>Hate Crimes a hangover from dump years . I think that there is no question that the Trump Administration has contributed greatly to the rise in Hate Crime being the last five years. But 2020 was particularly important because of the number of Crimes'>Hate Crimes reported, twothirds were race based, they were based on the victims race. And as you noted both Black Americans and asianamericans saw a dramatic increase in the number of Crimes against those communities. And this is actually contributed to by two important factors. The first are the black Lives Matter protests which raised concerns about raism and as well as the rise of covid which because of the rhetoric of the president and many others in the republicans, weve seen a very dramatic increase in the rise of Hate And Violence directed against the asianamerican community. And justin, you wrote a terrific oped in the New York times talking about the demographic changes in the country. And you know, i just want to pick out the first the first five words in what is on the screen. Stoking fears of white decline. Justin, talk about how this fear of decline among white americans is feeding into the anger, the rage that were seeing across the country . Thanks so much, jonathan. Yeah, so the demographic change that our country is undergoing right now and has been for the last several decades is a very destabilizing period for many people and psychological studies have known that reactions to immediate exposure to demographic change is often very defensive, territorial and creates anger. And it is really on leaders to set the tone for debates and to frame demographic changes as a part of evolution. Research on different countries that go through demographic change shows the power of Elite Rhetoric. And the rhetoric that has been coming from the right recently particularly since the rise of President Trump has basically unleashed a kind of license to backlash against racial and ethnic minorities that continue to grow and the rise of black Lives Matter and covid has only intensified this. And more to that point, having elected leaders, political leaders talk about these issues, Donald Trump spent four years just poking at americas deep racial wounds. And now we have in President Biden a president who is the complete opposite. How much of an impact do you think having a President Of The United States who doesnt pick at our racial wounds but celebrates the diversity of our country, will that have an impact on the anger, on the hate out there in the country . We certainly hope that It Will. And i have to say that this administration, the biden administration, efforts to really lift up the threat of white nationalism, the threat of domestic terrorism, is going to be a key factor in our ability to counter the narrative that justin has talked about. Let me note that in particular the white Nationalist Theory of white Replacement Theory which believes that whites in this country are being replaced by people of color, by immigrants, is one that has been around for a very long time. It has been a tenant of White Supremacy for decades. And it is not new. But it has been embraced now not only by so many of the extremist groups that we saw actively trying to overthrow the government on January 6, it is also embraced by many political leaders in the republican party, most recently by scott perry. And it is important that we refuse to accept this narrative and we counter it with facts. And the facts are that if Justins Research has xwlon demonstrated, weve always had waves of immigration, there have always been fears of replacement, but the country has emerged stronger when we have embraced waves of immigrants coming in. And you know, justin, you always make a point, yes, weve gone through this many times before but part of the process of getting over that is the expanse of whatit means to be white. You write that way back when the irish, jewish americans, italian americans, they werent considered white and yet now they are. And this closing out this conversation, justin, since you you have studied this not just in the united states but also in europe. And can we get past the anger or are we headed down a road where violence will end up being used akin to what we saw on January 6 . That is a really big question, jonathan. Public Opinion Research for a very long time has shown the power of Elite Rhetoric and particularly among elites that we like and respect. And the fact is that President Biden is not the kind of elite that many people on the american right are actually looking at for signaling about what is appropriate and what is not. They are looking at the republican leadership. And so it really is incumbent upon them to set boundaries for american debate and focus our anger on civil dialogue rather than violence. And so that simply hasnt happened yet. I dont think that takes coincidence that we are seeing a rise in Crimes'>Hate Crimes. Takes coincidence that we are seeing a rise in Crimes'>Hate Crimes. Particularly in districts that voted for Donald Trump. That same research has shown that Donald Trumps 2016 election was associated with a rise of Crimes'>Hate Crimes even when you put in a variety of other variables. So were in a tough spot right now and the only real direction that we can go is for our leadership to set boundaries and try to turn down the temperature. And we know that southern Poverty Law Center will be Keeping Tabs on that. And justin, you will be Keeping Tabs on it as well. Thank you both for coming to the Sunday Show. Leading contender, Larry Elder, an extremely conservative Talk Radio Host who a columnist recently dubbed the black face of White Supremacy. Ballots mailed out asks two questions. One, should the governor be recalled. And if so, who should be the new governor. California democratic party suggests leaving that second question blank summarizing the instructions in this way. Have you followed those instructions . I have. I have. And everybody in my family has. And how worried are you and how worried really are californians that this Recall Effort could actually succeed . We dont think of, you know, the possibility that in a blue state like california that they could just remove a governor for really no reason at all. But what the republicans are doing is simply a Power Grab. I mean, that is it. They dont have anything. They dont stand for anything. You know, we are in the vast majority on every single issue whether it is supporting a womans right to choose, or a belief in Climate Change and the science of wearing masks or getting vaccinated. Were in the vast majority so they Cant Win unless they either try to suppress the vote or grab a Power Grab like a recall. And they are hoping that people arent paying attention, it is labor day, you know, it is an off year election, people dont think about these kinds of things right now and they are hoping that people will be asleep and they wont mail in their ballotballots. And so republicans dont stand for anything. The only thing that they want is power and they will do anything that they can to get it. You know, rob, actually i mean Larry Elder does stand for something. Have a listen on to what he said on mark levins Talk Show the other day. All of these people are scared to death about one big thing. They couldnt care less about Gavin Newsom oig, they care about the 50 50 split in the senate in washington, d. C. And God Forbid Governor Elder should replace Dianne Feinstein in weeks and im told that she is in worse mental condition than Joe Biden. She is replaced that i would replace her which i would do. And to my mind, what he just said there is like lighting should be like lighting a fire under democrats. How do you think that lands in california . Well, it is huge. And if people understand the dynamics of that, it is huge. Think about a senate that is now 50 50 split, All Of A Sudden goes into control for the republicans. And it is frightening. And when you think about the fact that and you mentioned it earlier, you dont even have to win a majority to unseat Gavin Newsom. Whoever gets the most votes wins. Right now Larry Elder is polling at like 20 . So you can imagine getting 20 of the vote in california and having the power to upset the united States Senate . There he is, 22. 6 . It is absolutely crazy. Just to put a finer point on it, it is not like if Larry Elder were to become governor of california that he could kick Senator Feinstein out of her seat. She would have to vacate the seat. And as happen in his most states, the governor chooses the replacement to fulfill the term. Hopefully he wont get the chance. All i can say right now is my party has to embrace truth. We have to have a full reckoning of what happened on January 6. And we have to turn away from conspiracy. I think if were going to be in charge and pushing conspiracy, and pushing division, and pushing lies, then the republican party should not have the majority. And yet you have Senate Minority sorry house Minority Leader Kevin Mccarthy doing just that. Yeah. I mean,textcontextually, rememb this is the same Kevin Mccarthy who said that the Congressional Investigation La that lasted to years targeting Hillary Clinton Over Benghazi was nothing more than a political prop. So for Kevin Mccarthy now to accuse anybody of playing when they were issuing subpoena after subpoena to the barack obama, when they held Eric Holder in concept of congress, what they brute Hillary Clinton in front of the committee and had her testify for more than 11 hours, republicans did all of these things on the basis of a lie. The difference here is what is happening now is one bipartisan, two accurate and truthful pursuit of fact about what happened on January 6. And It Will be really something as over the next week we start seeing republicans put out all kinds of statements about Commemoraing 9 11, attacking Joe Biden over afghanistan, talking about terrorism and the taliban and all these things and yet they are the ones who are being the Getaway Water for an act of domestic terrorism on u. Soil at the united states capitol, they are the ones trying to cover it up, they are the ones who apologized and are right now to this Day Egging on yet another assault on our capitol and our institutions. Do you think that by the republicans getting this victory against abortion that they have lit a fire under democrats and have riled democrats in a way that is a gift to democrats leading into the 2022 midterms . I certainly hope so. I mean, if this doesnt do it, nothing will. Ive long believed that Abortion Rights is the line in the sand for a lot of people in this country. You are talking about generations who have ever only known safe and legal abortion and they are simply not going back to what women had to endure for decades prior to roe v. Wade. So i really think this is an opportunity for democrats to use this issue to distinguish themselves from republicans and say look, we are standing up for right, we are stabbing up for choice. Republicans play the long game. Theyve spent decades packing school boards, state governments and judge ships with people who are persistent in pushing the ball forward one inch or so at a time.
