The timing of the last two weeks there was a lot. Yeah. Quite an eventful two weeks. Right now we have a team joining us from austin, texas, to doha. First the developments in texas and the new State Law and the Front Line of the abortion debate. A judge passed a temporary restraining order. Nbc News Reporter Liz Mclachlin is in austin, texas, and Nbc News white House Reporter Lauren Eagan is in delaware. Liz, well start with you. What does this judges ruling do, and where do things stand . Lindsey, this is a very narrow ruling. Its limited in scope, specifically barring Texas Rate to life, which helped pass this bill, against suing Planned Parenthood. That means other Abortion Providers and Health Care workers are subject to this and anyone outside of right to life can sue, including private citizens. Its been on the forefront of encouraging that. Theyve set up an online portal with an anonymous Tip Line so they can write in when they think this law has been violated. Godaddy said they will terminate this site, no longer host it. But texas right to life say theyre committed to Thissest And Theyll find another host. As of last look, that website is still up. Lindsey . Is there any word any private citizen has sued anyone under this new laureate . We dont have any word yet. Theyre complying with the law, but its still problematic. We spoke with someone from the Texas School of law here. He said its not only unusual but unprecedent for private citizens to be able to bring a law like this. Basically the government is delegating the enforcement of this and skirting Judicial Review of this in the process of the constitutionality of law. By doing so, theyre incentivizing people. For instance, a boyfriend, complete stranger could start a lawsuit, Whip 10g ,000 plus legal fees. If there is a frivolous lawsuit, theres no financial impact, no financial burden. Its essentially encouraging people to put Abortion Providers and those helping through financial hardship and taking the time that would put them out of business. Lindsey . All right. Lets get to Lauren Eagan whos traveling with the president in delaware. The president has made his thoughts on this law and the supreme Courts Action very clear. He plans to hold the governments response. What does that actually mean . Unamerican and like a vigilante system. Those are the words, kendis, that the president has used to describe this texas law. What he can actually do about it, that is unclear. As youve mentioned, heS Pledged this whole government approach, which is a phrase he often uses when he wants to tackle big, complex challenges. Specifically hes asked the Department Of Justice to Take A Look at this to see what sort of legal remedies might be available. But legal experts have warned their options are fairly limited and narrow. All the while the White House is saying they support roe versus wade, theyre committed to fighting for a womans right to an abortion. Take a look at what white House Press Secretary Jen Psaki had to say about this issue. Why does the President Support Abortion when his own Catholic Faith teaches abortion is morally wrong . He believes its a womans right, a womans body, and its her choice. Who does he believe should look out for an unborn child . He believes its up to a woman to face those decisions with her doctor. I know youve never faced those choices, never been pregnant, but for women out there facing those choices, this is an incredibly difficult thing. President biden believes their rights should be respected. Kendis, the president said yesterday it would take time for the Justice Department to complete their review. In the meantime were already hearing calls for congress to pass some sort of legislation that would codify roe versus wade. The White House says they would support that avenue, but, of course, with the filibuster still intact, its unclear how legislation would pass. Kendis . First lets get your reaction to the Latebreaking News this morning. What are your thoughts . Im grateful that Planned Parenthood had a little bit of Proi Tecz from being sued by one group, but effectively it doesnt change anything on the ground yet for abortions for texans. Clinics will not be able to start services again until they know there are not bounties on their head for every single abortion they provide. I hope we get a bigger ruling as soon aS Possible that makes it clear this law is unconstitutional. Lets talk about that Jij Lanty Part that the president alluded to yesterday . How concerned are you about thiS Part of the law in which it gives individuals the power to enforce . Thats really meat of this legislation. It waS Potentially designed to try to skirt Judicial Review, and now the supreme court has rewarded that cynicism and let this law go into effect. This law is enforced by private citizens to try and potentially get around roe. What it means is texas has been able to escape legal action through our courts. Its so broad. The phrasing iS Provides or induces an abortion or aids and abets someone in providing or inducing an abortion. What does that mean . It could be a Mom Dropping her daughter off at a clinic or a sexual Assault Worker Offering assistance to the victim. How concerned are you about the future of roe v. Wade . Im incredibly concerned, and i think anyone whoS Paying attention should be. We saw folks very intentionally stack the supreme court with the justices who very well may rule against roe. I think everyone who values access to Health Care should be incredibly concerned right now, and we need to be organizing on the ground to defend Abortion Rights in our state legislature. Thats where this fight really will go down if we do lose the backstop of roe. Yeah. You know, there are supporters of Abortion Rights who are concerned right now about a possible Domino Effect taking place. More than a dozen states have already tried passing some similar laws in the past, but the courts have shut them down. You see the map right there of those states. They may try yet again now. Whats your take on the possible Ripple Effect, and what will you tell lawmakers in other states to do, to try to stop it . As goes texas, goes the nation. We are going to see Copycat Lawsern and this mechanism where the bill is enforced through a lawsuit, well see it replicated across states. What i would tell lawmakers on the ground, start organizing, get your communities together to oppose this chlg the fact of the matter is, dont Supporter Legislation to this extreme. It provides no help when it comes to rape or incest. Its crew. Even people who selfidentify aS Prolive think this goes too far. We have to make sure people on the ground understand so either we can win elections if people do this type of thing, or pressure leaders to not take actions this extreme. Republicans are the dog who caught the car right now, and i dont think they realize the political consequences among women for people to learn that that Abortion Rights are back on the table politically. But, representative, on that note, is this an issue that driveS People to the polls . We know its all about the economy. Is this something you think voters will remember . President biden touring the devastation left behind from Hurricane Ida in louisiana, getting a tour of some of the hardest hit areas, including grand isle, which officials say is now uninhabitable. Millions of people from the Gulf Coast to the northeast are spending this Labor Day Weekend cleaning up after historic floods and tornados. Our correspondents are following the latest for us. First up, in New Orleans where Alison Barber is. We see the trucks in the background. Have they been doing a great job so far for restoring power to New Orleans . Reporter in New Orleans right now, they have about 20 Power Back in this area. The main energy company, entergy, theyve brought in thousands of people, thousands of teams, many of them coming from out of state to try to help. Right now they say bestcase scenario, they expect for the majority of New Orleans to have Power Back next week, wednesday, september 8th, and other parts of the state particularly hard hit like st. CharleS Parish, theyre not expected to see power until the end of the month. In New Orleans, they did not open any temporary shelters, but they say buses will be running today to take people who want to head to one of the staterun shelters about an hour away from here to those public staterun shelters. The Convention Center right here, it is supposed to be a temporary shelter for people with special or medical needs starting today, but as you can see, the signs it still says its not a shelter. Initially the mayor said they were going to try to have that up and running on thursday. Then the expected date from the Mayors Office slid to friday. They now say its going to open today. Theyre supposed to have about 100 beds. We met one woman who was waiting in the heat just to get a block of ice. Listen to some of her story. A lot of people have been talking about wanting to get ice. In this heat, its uncomfortable. Its life or death. I have to take my medicine. Im not supposed to get dehydrated. Im kind of in a bad way. I feel like, you know, Nobody Cares about us down here in New Orleans, in the Southern Eastern Parts of louisiana. Reporter she was able to get ice to keep her Medicine Cold at least for a couple of days, but her story there is a reminder of stories weve heard from countlesS People in the area and a reminder of the Ripple Effect Power Outages cause. There have been at least a dozen people transported to the hospital by New Orleans ems because of Carbon Monoxide Poisoning from not using generatorS Properly. So while there is some progress in terms of power coming back on for parts of the city and there is some promise and a date being set for when it is expected to be fully restored, that date is still pretty far away. Lets check in with gary in hardhit new jersey, where the Death Toll is rising, and the last major river was expected to crest overnight. So what do we know that happened with that, gary . Up in North Jersey as you mentioned, the Passaic River did crest overnight. According to the national weather service, thats good news for the residents because that means the waters will start to recede. Down in South Jersey in Mullica Hill where we spent the Day Yesterday where an Ef3 Tornado ripped through a neighborhood destroyed homes, putting residents belongs all over the neighborhood, that was an incredible experience to look at these horses where some houses were completely destroyed. Other houses were not even touched by a tornado. I want you to take a listen to one Mans Experience throughout that tornado. This is it. Holy [ bleep ]. Holy [ bleep ]. Reporter now, here in central new jersey, were in manville, new jersey. Look at this devastation here. This was a home that exploded after residents believed was a Gas Leak because of the rising floodwaters from a river thats about a block away from here. The ems medical personnel could not get to this home because of how high the floodwaters were. This home exploded and The House Next Door caught fire because the emergency personnel could not get her. Luckily there were no injuries from this building. But across the state of new jersey, 25 deaths are reported from the bloods and various tornados across the state. Kendis . I flew in to newark, new jersey, On My Way back from morning joe. You could see so many Baseball Fields and Parking Lots from rivers that have overflowed. In addition to these monster storms, were seeing mega fires out west. This extreme weather iS Prompting ten governors to declare states of emergency from california to alabama to connecticut just in the past week, and now democrats are stepping up their calls for action on Climate Change. So how much do we need to retool our preparation, our response to this basically becoming our new normal . Well, Hurricane Ida made starkly clear that preparing for one type of event, climate impact, such as storm surge, can leave a community vulnerable to something such as a Power Outage during a heatwave, especially in facilities where people who are elderly and quite vulnerable to have that type of heat. So what weve done in the united states is weve wasted decades not preparing for the Climate Change of the 21st century. With very to look deep and hard at infrastructure decisions, where we could do the best to protect those most vulnerable to the Climate Change risks of today, and we can do a lot more if we really act now and invest at a substantial scale because the pace of change can get really bad if we do not meet hold to the paris climate agreement, and we vo to make up for many historic decisions of unequal burden of risks on the Front Lines of climate impacts. He unfortunately appeals to the Marjorie Taylor greenes, the absolutely worst trumpists. You have a couple of colleagues calling on Liz Cheney and Adam Kin Zinger to be removed from the Republican Congress saying republican members who take orders from pelosi and the far left have made it clear that they no longer represent the gop. Do you expect Adam Kinzinger and Mar Margie Taylor Greene are going to face issues from their own party . I congratulate them even though theyre paying quite a political price for doing so. I wish we could go back two decades and tell me that one day the very neoconservative daughter of Vice President Dick Cheney would be accused of not being republican enough. I would have found that very difficult to believe. So it just shows you, though, how much the republican party has changed. Ideology doesnt matter. Conservatism doesnt matter. Well, i want to get to some new Court Filing that prosecutors reveal the rioters allegedly committed more than 1,000 assaults on police during the January 6th attack, and the Associated Press reports that far right groups including the proud boys and Oath Keepers are now planning another Capitol Hill rally, this one for September 18th. Its a saturday. Theyre trying to demand justice for those charged in the January 6th attacks. Capitol police resources have been told by told the Associated Press the fencing may go back up. How do you feel about that . Every time i see the fencing, that makes me very sad. That doesnt mean i oppose it. I realize why its necessary. I was in my office at the capitol on January 6th, so i know why its necessary. But, frankly, as an american who came to congress as a very young age, i remember when i first visited as a kid do you want to see it go back up . The idea to see that fencing is a very sad thing. For this specific rally, for the September 18th rally, if they have to temporarily put it up to deal with this rally and then once the rally is over or whatever might end up happening on that date is over, then they take it back down, i wouldnt have any problem with that. A family that survived the tragedy after being pulled from the rubble is sharing their story, Nbc News Correspondent Kerry sanders has the exclusive. Lindsey, kendis, that vacant space over my shoulder is where the Champlain Tower south stood. FirefighterS Pulled 98 bodies from the rubble. And they rescued three people. For the first time now were hearing from two of them, a 16yearold and her mother who are still asking why did the building have to collapse . Who ever thinks a buildings going to collapse on you. You just never im sorry. Half the building is gone. In just 12 seconds around 1 30 a. M. The 136 unit Condo Collapsed. I remember Mom Yelling Run and dragging me out of bed. Angela, devon and her father edgar had been watching a late Night Horror Movie in the master bedroom, all were laying in the same bed when it just felt like an earthquake. Angela, 45 years old, says a Split Second before the floor began the to give way she heard what she thought was thunder. I just screamed run. We made it maybe right out of our bedroom, maybe a couple steps right out of our bedroom and then the floor just started to cave. Their condo was on the ninth floor. Devon fell with the building five stories. Her mother on debris slightly above. Devons left leg was crushed. Her femur snapped but she was able to scream for help. Is anybody down there injured . Rescue teams eventually reached devon and then her mother who had been knocked unconscious. Older Sister Taylor had been out. She rushed home to find a cloud of Concrete Dust and chaos. They told me if they were on that side of the building there wasnt going to be any survivors. So that was a very difficult night. Taylor eventually found her Sister And Mother in the hospital. Angela was in a coma for five days. She came out of it on her birthday. And then learned her husband edgar had not survived. He was my best friend. He was my person. I didnt get to say goodbye. But a lot of people sorry, have said that saying good night and i love you and ill see you in the morning was a lot better than a goodbye because its like ill see you later, and im glad i had that. The family lost all their possessions except for edgars wedding ring, recovered from his body. We have this thing that every week each of us get it. I got it for the first week of school. Its going to be taylors turn on monday. And then after taylor its mom and we all just wear it. Each week we just we share it, yeah. Angela faces a long road, but doctors say she should walk again. The Gonzales Family says they now hope federal investigators can determine why this happened. I want to know why my husband lost his life. I want to know why they dont have their father. I have my daughters, so i have i have something to look forward to but i know theres other mothers that have lost, you know, a husband, or a child, and its just not okay. 16yearold devon as you can see is on crutches. Shes an avid volleyball player, Take A Look at her here, this is before the collapse. She says the rehabilitation shes going through is being energized by her desire to get back out there on the court with her teammates. The Gonzales Family lost every tangible thing they own in this collapse but remarkably their Pet Cat binks survived and has since been reunited with the family, offering some small measure of comfort.
