Lets bring in white House Correspondent Monica alba. Good morning. What do you expect to see from the president down there today . Reporter President Biden is expected to spend about five or six hours on the ground. He will be arriving in New Orleans but then hes going to be receiving a briefing and getting an aerial tour of the hardest Hit Region just outside of the city so he can survey the damage and, of course, also meet with local leaders, Government Officials down there to see the progress of the response. We got a little bit of a Preview Yesterday of what we expect the president to say in his remarks when he travels to the Gulf Coast, which is to really talk about What Fema was able to do immediately, what the Department Of Housing And Urban Development was already doing in terms of critical assistance, for those who have been displaced but also for the president to continue to make this pitch for what he calls critical infrastructure. Hes going to say it wasnt just Hurricane Ida which, of course, tore through that area he will physically be in and travelled all the way up and caused the catastrophic flooding in the northeast but also the fires out west. All of the different climate crises and the challenge ahead. Hes going to tie that together and make the case for why he feels his build back better agenda needs to be passed by congress when they return soon. But then hell do what many commander in chiefs do in these regions is to talk to people directly impacted, see what they need, see what other assistance can be provided but as we know from our reporters down there, theres still so many without power, critical needed resources, so the president is going to be going down there but the White House said it wont detract from anything in terms of the Emergency Response already on the ground. Hes going to be in leplace which was devastated by the storm. President biden also vowed to safeguard Abortion Rights in texas after the News Yesterday that the Supreme Court declined to block the ban on abortions after six weeks. The law incentivizes plaintiffs by offering 10,000 plus legal fees if they win in court. In a statement, President Biden called it quote unconstitutional chaos and said he is directing the white House Council and his Gender Policy Council to work with Health And Human Services to launch what he calls a whole of government response. His goal is to find what legal tools we have to insulate women and providers from impact. Complete strangers will be empowered to inject themselves into the most private decisions faced by women. What levers does he think he can pull here . What does he think he can do perhaps with democrats in if congress to do something about these laws . The President Blasting that overnight ruling from the Supreme Court calling it a total assault on womens constitutional rights, thats why hes directing what hes calling a whole of government approach, he believes agencies like hhs and the Department Of Justice can explore some federal or legal avenues to respond but the White House saying its going to take time to get those recommendations together so in the meantime on a parallel track the White House said they do support what Speaker Pelosi is calling for and exploring here which would be a kaud few indication of Roe Versus Wade but something we dont have a Time Line on yet is how quickly theyre going to be able to act on this. I asked white House Press Secretary Jen Psaki about this yesterday asking if theres going to be a Point Person named to tackle this, the way we have seen with other issues like Voting Rights or immigration, and the White House said not now theyre going to have a gender focused Policy Council taking the lead on this, and there will be discussions about democrats about what they can do in congress. Of course, theres a piece of legislation that would do this, that likely could pass the house narrowly but it faces a steep uphill climb in the senate so the White House is waiting to see what might happen with that while they explore the other tools. But we talked about this all summer long with other issues. At a certain point theres a limit to what the federal government and White House can do here when it comes to the State Laws and one of their top concerns is other states enacting Copy Cat laws so Thats Something theyre following very closely to see what might be able to be done in terms of those. Monica alba at the White House. To monicas point, other states now are contemplaing passing similar bills as the one passed in texas. Floridas State Senate President said State Legislatures will introduce a similar bill in the upcoming session. He said, the Courts Decision sends a signal to all states wanting to ban abortion. And Christy Noem saying she wants to have the strongest Pro Life Laws on the books in her book. Joining us is barbara mcquade. Im curious if you can walk us through what you think the Supreme Court said here and didnt say. It said clearly it wasnt ruling on the constitutionality of this Texas Law but just that the abortion providers did not make a compelling case. How do you read into this . Is there Wiggle Room . Can this law be challenged again down the road . It can be challenged down the road, but what is so upsetting and diabolical about the decision is the Supreme Court is hiding behind procedural complexities they want to see play out in the lower courts before they get involved. That might make sense except for the fact that while every minute that goes by, the rights of women are being violated. It flies in the face of something they did earlier this summer when they did intervene in a case in california when it involved religious liberty for that reason. So that suggests to me that the handwriting may be on the wall that they dont intend to give Roe Versus Wade continuing life. It is a possibility that when the Supreme Court hears this Case Dobbs in the next term that may be the opportunity to overrule Roe Versus Wade one of the things a court considers when decided to enter a stay, which is what conservative chief justice John Roberts Urge happen here, put a pause on things, keep the Status Quo where women can seek abortions through viability while we work through the procedural complexities and the court said no we have to work through that first. One of the standards there is a likelihood of success on the merits. The majority didnt address that, the descenters did saying Theres Likelihood theres success on the merits. So certainly states like South Dakota see what is happening in texas and i think its likely theyre going to get on board and try to do the same, at least in the interim, until there is a ruling. You mentioned the Mississippi Law, that will be taken more head on by the Supreme Court when it hears that case coming up this fall, thats a 15week abortion ban, no abortions in the state of mississippi after the 15week mark. So what should we read into what the Supreme Court may say about dobbs based on what they said in texas . Five of the justices think it is unlikely there will be success on the merits in texas on the challenge to the sixweek abortion ban. So when it comes to a 15week abortion ban, that seems unlikely to be any stronger. In fact, what is also troubling about the court even taking this dobbs case, the court only takes cases where they think theres a genuine question that needs to be resolved. This is an identical issue the court has rejected in the past. The only thing thats changed is the makeup of the court. So there are at least five justices that concern me based on what they did yesterday in the fact that they have taken up this dobbs case. So i think it does not bode well for the future of Abortion Rights in this country. Barbara, i want to ask you about this provision in the Texas Law, the socalled Bounty Provision where private citizens are encouraged to hunt down people seeking abortions, to call in people they know who they heard might get an abortion, that includes relatives to track down a Taxi Driver to get them if they drive someone to get an abortion, and then get 10,000, have you ever heard something like this . Its hard to believe its true, but there it is in the Texas Law. It incentivizes people to snitch on their neighbors, Family Members or go out and stalk and follow providers. Theres also a potential that people will extort others to say i know you got an abortion and im going to tell the public and get my 10,000, so you need to pay me 9,000 to make me go away. In addition to that, it makes it that it creates sort of a jurisdictional trap for courts, because because there is no state enforcement mechanism, theres no obvious person to sue. Thats what led to these procedurals complexities in this case. Instead, the plaintiffs had to sue all the potential class of judges that might enforce this case and the potential class of clerks who might have to put this on their books because they cant find State Actors who might be the proper defendants in this case, and thats the procedural complexity theyre working through. It seems they may have found a way to dodge accountability in a case like this. I think what the descenting justices has said, you Cant Outsource to Someone Else the violation of a constitutional right. That was the position that Justice Briar wrote. In his view the likelihood of success on the merits down the road is poor. Not likely. So he would have granted the stay. But i think its a terrible sign in the country that the law and the regard for precedent changes because theres now a conservative majority on the court. The Rule Of Law means that precedents are followed, except in extreme situations. Weve had 50 years of precedence for row versus wade. And to suggest we get to change our mind because were different people is not a good development for the Rule Of Law in this country. Theres a group of states that are watching to wait and see how the Supreme Court ruled on this Texas Law saying we want something similar, something that has a bounty for people to report on their friends and neighbors, relatives who seek abortions. Victoria i want to start with you in the state of texas what are the practical implications already of the supreme Court Decision upholding the Texas Abortion Law. Let me put this in context. Because remember, this was a longtime coming. Lets go back to 2013, the Wendy Davis filibuster. That filibuster was some of the most restrictive Abortion Laws in the nation at that time. Since that happened back in 2013, weve seen over half of the Abortion Clinics here in texas close. Texas is a huge state. Its as big as some of the northeastern states put together. So what that means is the ability for women for reproductive rights was severely constrained. But the impact really is among women of lower ses, which here in texas means black and brown women. So for these women, they cant just buy a Plane Ticket and go to a Neighboring State that still allows for reproductive rights to be upheld they have to drive to other states and the states around texas are conservative and has loopholes that texas doesnt have. So you have rights of women constrained all over the state and you see the impact of it particularly on women of color. Victoria, i was going to ask you, what are democrats inside the state of texas were talking nationally in a minute but inside the state of texas, what recourse do they have . Whats the pushback against this law . Well, theres the route of going through the courts but i think in the near term its figuring out the strategy. There is a lot of feeling of overreach. We knew that it was going in this direction. But with the passage of this bill and now the implementation of this bill without a stay from the Supreme Court, democrats are seeing this is an issue that we can make some headway on. We see the independents here in texas are not as supportive of the law as republicans are. Interestingly enough, willie, there isnt a Gender Gap betypically see a Gender Gap among women here in texas you dont see that. So i think the strategy is winning over the democratic base and some of the moderates in the state. To your point about overreach the Wall Street Journal Editorial Board is out with a piece titled Texas Abortion Law blunder this law is a misfire even if you oppose abortion. And neither side should be confident the law will be up held. Most laws have Delegate Enforcement to public officials this one delegates exclusive enforcement by private individuals. Could New York deputize private lawsuits against Gun Owners. Texas republicans have handed democrats a grenade to hurt the cause. Abortion is a political question to be settled in the states by public debate, but now in texas they want to use the courts via civil litigation to limit abortion. Sometimes we wonder if Texas Attorney general Ken Paxton is a progressive plant. His attack against obamacare backfired on republicans in last Years Election and lost in the Supreme Court. Now he and texas are leading with their chins. How about thinking first. Thats the Wall Street Journal attacking this law because of the Bounty Provisions where weve talked about this morning where anyone can report on a neighbor, friend, relative who seeks an abortion and collect 10,000. I think the editorial makes a very good point about the backfire on the state of texas and this law, as well as other republicans. Because theres also the in this law, it does not allow for the exception of rape or incest. Which only 8 of the people out there who think abortion should be illegal think they should include Rape And Incest. Which means that this is going to be extremely unpopular to the Center Right who May Support, you know, prolife positions, but they dont like the extreme nature of it. You know, we talked about the case in mississippi earlier. That was written for a Supreme Court challenge. What it seems like texas was written for was for an extreme position just to go over the top, which this has. And this will mobilize people on both sides of the issue. But theres also a generation, almost two generations now of women who just took the fact that being prochoice, having an Abortion Right was a given, now they see the importance of judges and how decisions are made and i think that will be a big Rallying Cry for moderates, because again in our Nbc Poll Weve seen that 54 to 42 support some form of legalized abortion. And that number is exactly the same, willie, in the suburbs. And thats where the races will be settled for this years or i should say the 2022 elections. Donny, there are even antiabortion activists who look at this law and say, wait, a minute, a bounty for private citizens, a woman has to deliver a baby of her rapest or uncle. Youre a branding guy, what do you do with this . Remember the show dragnet, just the facts . If state the facts. As you guys have been discussing, Jen Psaki you watched her reaction to the reporter i was at a gathering with women, im in the northeast, New York, it skews heavily blue. But the Emotion And Outrage and emotion is what wins elections. And the fact that we are in a country right now, i can call this law the great divider. As you said a woman can be raped by her uncle and a Taxi Driver takes her to get an abortion and another citizen can sue that Taxi Driver. If someone said that was coming, no, thats ridiculous. Thats insane. Here we are. But the democrats use this as a Wedge Issue. A womans right to choose trumps all other issues when it comes to elections. What we saw last election in the Gender Gap as the Wall Street Journal pointed out a progressive was planted here. I think its clear this is going to trump i hate to use that word all other issues in the Midterm Elections. It appears its a fight both sides are interested in having, the democrats welcome the argument about the law, and conservatives welcome a fight defending life, welcome a fight against abortion. I think thats right. You know, its almost certain that youre going on to see more political Activity And Court activity of consequence on abortion in the next Calendar Year than weve seen since the beginning. Since roe v. Wade. Republicans yes, they got distracted by trump but two areas theyve been working in the states and courts consistently. One is to get conservatives on the court, and the other is working on Abortion Laws at the state level. If you look at two trends in politics, at the state level, republicans have outperformed so they have a disproportionate amount of power, especially in southern states and they know that, they know it could be fleeting. So you see this playing out across all of these states knowing they want to push it to the Court Level where theres more conservatives in those places than there are liberals on the court, that extends up to the Supreme Court. This is a real fight, an Epic Fight and ultimately will be decided by the Supreme Court and litigated by the elections in 2022 and 2024. You already see republicans who have ambitions in 2024. Ron desantis in florida already saying im going to look at this Texas Law and might do the exact same thing. Republican candidates tend to be lemmings theyre all going to do it if thats what they think the base wants so youll see a mad rush for anyone who wants to do this, like they want to get the favor of trump. So this will be a dominant topic in 2022 and 2024. And Governor Kristi Noem said shed like to pursue a similar law as texas. And theres the case in Mississippi On Dobbs which says a lot about where the states and country stands on abortion. He writes, quote, instead of rushing to spend trillions of new Government Programs and additional stimulus Funding Congress should hit a strategic pause on the budget reconciliation legislation. We must allow for complete Reporting And Analysis of the implications, a multitrillion Dollar Bill will have for this generation and next. Theyre obviously db in the short term theyre in a pickle, Cant Square the two sides, manchin and sanders on this. When you talk to democrats Behind The Scenes a trillion dollar for hard infrastructure is the floor. Everyone believes at The End of the day theyre going to get that. Manchin is not saying he wont support more than that. Hes saying you want a pause and an explanation before i go near the 3. 5. Clearly hes saying Theres Something between 1 and 3. 5 to live with and using his leverage, like you should if youre a senator, to maximize his Hand And Power in shaping that final package. So i think there will be a lot of twists and turns i think the democrats would like to get this done and have a unified party around it that was never going to happen, Joe Manchin signalled early what he was going to do. I think at The End of the day you see democrats getting a bill on infrastructure and some of these other topics thats bigger than almost the history of the country, theres a lot of spending going on, not wrong on that. And people reflecting on the Cost And Upside and down side of spending is not illadvised so i think before The End of the Year Youll see an Infrastructure Bill and probably something above that that exists between the 1 and 3. 5 trillion that Bernie Sanders wants. Victoria, obviously Joe Manchin has frustrated progressives as we heard in that statement from Bernie Sanders, Senator Sanders was not alone in his Criticism Yesterday of Joe Manchin. But where is the give here . As jim said, probably be something, huge numbers up in the trillions again. But where to Joe Manchin and Bernie Sanders find the common ground to push this through . Right. And Senator Manchin is doing what hes supposed to be Doing As the Swing Vote in the senate. One thing he said in the oped, willie, was frustrating for me where he said if i cant explain it, i Cant Vote for it. And policy can be extremely complex. But when it comes to infrastructure, whether its physical infrastructure, bridges, roads, or human infrastructure, Child Care provisions, paid leave, that to me is probably one of the most straightforward policies that people get and they connect to. We drive on roads every day, we take our kids to day care, so i think that one is not necessarily the argument that hes going to win on. Does he want to be more conservative fiscally, okay, but people get it and they know this is going to affect their lives. People putting their markers down before the senate comes back in session and those 50 democrats have to get together to figure out how to push through these trillions of dollars of legislation. Meanwhile, Congresswoman Liz Cheney is back in leadership in a different role, though. Shell serve as Vice Chair of the house select committee investigating the January 6th attack on the capitol. The same day she was named to that position, members of her own party launched another attack against her. Congressman Andy Bigs and 16 other members requested Minority Leader Kevin Mccarthy Change The Rules so republicans can remove Cheney And Congressman Adam Kinzinger, who is also a member of the committee, from the republican conference, throw them out of the caucus. They said the opposition is not because of a policy or political difference. The republicans argue, quote, accepting Committee Assignments from Speaker Pelosi and ignoring the longstanding practice of being nominated by gop members is a betrayal to our members with pelosi and the far left attack. This is something weve seen, a group of republicans who want no reflection on its own party of what happened on January 6th. Thats right, willie. Its comical to see these 16 because they are a bunch of clowns in a lot of regards, they say things to get attention, theyre not serious legislatures, and Liz Cheney is not going to be the face of nancy pelosi, shes taking it seriously, as is Adam Kinzinger. I think well see things that surprise or upset democrats on Cheneys Line of questioning, potentially. But this is a bigger problem for mccarthy since he wants to take back the house in 2022. You Cant Start getting rid of good conservative members and then not look so extreme when you want to win back some Swing Seats in the 2022 elections. So donny, lets just put a fine point on this. LIz Cheney and Adam Kinzinger want to take a cleareyed look at what led up to January 6th and what happened on that day. Republicans now want to throw them out of the party, this group of republicans anyway. Throw them out of the party because of that. The republicans are im going to put three issues on the table the one youre starting with. The party of lunacy. Here are the three flags the republicans have risen. One we dont want to look into an insurrection against the u. S. Government we dont want to do any investigating as to what happened in the saddest and most frightening days in our american history. Number two we dont want to make children wear masks in schools to keep them safe were against that. We dont want people to be as safe as we can, thats an impingement on our freedom. Yet at the same time we dont want to give women the freedom, six weeks after theyre raped by their uncle to get an abortion. Theyre just setting themselves up to go against history, which would allow the Opposition Party to win in the midterms and allow the democrats to keep control. So from a human Point Of View and political Point Of View its the party of lunacy at this point. LIz Cheney and Adam Kinzinger have been on an island here the last several months have largely rolled their eyes at the protests and threats from their own party to be thrown out. Is Kevin Mccarthy serious about any of this . The rivers are all coming down. We have 52 rivers we consider in flood stage, it goes minor, moderate, major. Only a couple are left in major. We saw the pictures yesterday, in summerset county, it has to crest in the days ahead. Heres the ingredients of the flood disaster, 7 to 8 inches to allenton, Central Jersey through the heart of new York City, Southern Connecticut thats where the most extreme totals ended up being, hope well, New Jersey 9 inches. Newark at 7. 5, New York at 8. Right now, since the preindustrial 1880s weve almost warmed our planet 1 Degree Celsius because of the Carbon Dioxide weve been adding that means rain and snowstorms are likely to become much larger events than they were. And its not distributed eventually. This is an interesting study. Since 1958, the increase in extreme precipitation, Rainfall And Snow events has been likely to increase in the Northeast And Ohio valley and great lakes. This one completely fits that description. President biden spoke about that yesterday at the White House. The past few days of Hurricane Ida and the wildfires in the west and the unprecedented Flash Floods in New York and New Jersey is yet another reminder that these extreme storms and the Climate Crisis are here. We need to do be better prepared. We need to act. This isnt about politics. Hurricane ida didnt care if you were a democrat or a republican. Rural or urban. This destruction is everywhere. Its a matter of Life And Death and were all in this together. Nbcs Tom Yamas has more now on fears about what melee ahead. From new York City subway riders dodging rapids to families losing treasures in flooded homes, many feel the extreme reach of Extreme Weather. In maplewood, New Jersey floodwaters killed one man and rocked an entire community. Homeowners like Amy Kramer said the power of the storm took her by surprise and took out her basement. Started getting texts from friends and people were freaking out, theyre like whats going on, what do we do . Reporter they surveyed the damage. The water came up to here . Yes. Reporter at any point did you get scared . We got scared. We wondered about the foundation, this house was built in 1927. Reporter she had no Flood Insurance like many in this community. Just a few days ago what was a hurricane along the Gulf Coast. The Eye Wall of Hurricane Ida is now approaching New Orleans and were feeling the gulss somewhere around 85 miles per hour. Its remnants bringing Extreme Weather to places that are not used to it. The Warming Atmosphere is going to make heat waves hotter, wildfire seasons longer and these flooding events more extreme. Reporter the question can cities be more prepared . New York Citys subway closed again due to rushing water. The Subway System is not a submarine. Reporter the head of the Transit System telling me in some cases they can build better but with Extreme Weather ramping up, Mother Nature is ahead. You think this is a clear pattern . Im not a Climate Olgist but professionals are saying the Extreme Weather events are becoming more frequent and we have to prepare for this. Reporter Tom Yamas reporting for us. Lets bring in senior energy assistant, alice hill, she served on the national Security Council where she led the development of policy to counter Climate Change. Her latest book is titled the fight for climate after covid19. Its great to have you with us this morning. Can you give us a snapshot where we are with the climate . Its in front of us every day it feels like right now. Over the years there have been people who said people like you are alarmists about how serious the problem is. There were Promises Florida would be under water by now, that hasnt borne out. How serious is the threat right now . The threat is very serious, many call it dire. Well see more extreme events for the future and we are not prepared, as you have shown. Were just not ready yet. And so, as you watched Hurricane Ida, as you watched the Caldor Fire which well report more on later out west, that is tearing across Northern California, threatening lake tahoe, what do you see as someone who studies these events . I see communities constantly surprised by the severity of these events although the science has told us this is coming and that its coming actually more quickly than originally anticipated. But unfortunately we have built all of our structures, made all of our Land Use choices on the assumption that the past will resemble the future. Climate change up ends that assumption and our infrastructure fails as a consequence. Can you give us some perspective, alice, about how fast this is moving . Just historical data about how where we are, how we got here, and just how much faster its happening today than it was, say, 20 years ago, 40 years ago, 50 years ago. Well, in the 1970s, in that decade, we had losses of about 175 Billion. This is from the world meteorological organization, as a result of Extreme Weather. Fast forward to 2010, 2019 and weve seen more Extreme Weather since then, and it was approximately 1. 83 Trillion. 1. 8 trillion. So were seeing far more damage, part of that is bigger population, greater density, higher assets. But we are also just being struck more by bad events. In fact, we now see four to five times more extreme events than we did in the 1970s. So what should we be doing . Thats the question in front of us right now. Were talking about budgets up in the trillions right now, proposed 3. 5 trillion budget that gets that infrastructure that gets at these climate questions. But from your Point Of View, what should we be Doing A, and whats realistic that may happen in the near term . What we should be doing is twofold. First we have to cut our emissions. The reason we have to cut our emissions is because if we dont, we enter a territory of unmanageable, irreversible Climate Change some were experiencing is already irreversible but if we cut emissions we can avoid the worst of heating. And we also need to prepare. Because of the accumulated carbon in the atmosphere and other green House Gas emissions theres a delayed heating effect. So even if we got our emissions to zero tomorrow we continue to heat up for the foreseeable future. That means we have to get ready for the Extreme Weather events and we need to rethink where and how we build and that we can start today. We can look at our Land Use and Building Practices and have better outcomes. One glimmer of light in this last week has been that those levies, those 15 Billion levies built after Hurricane Katrina appeared to have held. A massive Infrastructure Project that perhaps saved a lot of lives this time around and saved a lot of damage. What else would you like to see on the Gulf Coast in terms of infrastructure . What can be done if we accept this is going to happen in the near term until we can do something about Climate Change, what else would you like to see in place that might mitigate some of the damage we see from these events . We should start with our critical infrastructure. When we start with our critical infrastructure, an important part of that is our power system. Simply because we are all now very department on electricity dependent on electricity. Were seeing that now. Well see deaths because of the unavailability of air conditioning. We need to make sure that our critical infrastructure can function in the face of these extreme events and that means we have to look at the Building Standards to which they were built to make sure they account for more flooding, more heat, higher winds, drought, all these aspects were seeing Climate Change bring. So we should invest in Infrastructure Today to have a safer tomorrow. What would you say, alice, to a skeptic of Climate Change . You might say thats happening. I take science at its word its happening, but its not threatening my life. I dont feel i need to change my lifestyle necessarily . What would you say to that person and there are a lot of them around the world. Its a very tough issue. I think part of it is weve had trouble communicating the science. Of course, theres a delay in the heating so our Emissions Today might not cause heating until some future date. But im a former judge, and i heard many cases and many cases that rested on scientific evidence. The jury is no longer out. Its beyond clear and convincing evidence that this is occurring and that we know what we can do now to have a much better, more resilient, safer future and that is to prepare and cut our emissions. So i think we need to engage in further conversation to make sure everyone understands just what is at stake. Its irreversible if we dont act in the very, very near future. And the evidence is right in front of us this morning. Alice hill, thank you so much. Scott gottlieb, his new book titled uncontrolled pred why covid19 crushed us and how we can defeat the next pandemic is out in two weeks. And also with us for the conversation, Msnbc Contributor Mike Barnicle. Good morning to you both. Dr. Gottlieb, let me ask you about the State Of Florida. We saw a new high for deaths yesterday, but we spoke yesterday on the show to the head of a Hospital System who says hospitalizations are coming down. What do you read into the case of florida . Do you believe in some ways that maybe the south is beginning to peak with this Delta Variant . Yeah, i think the south has peaked and i think what youre seeing in states like florida and arkansas right now is an extend plateau not a sharp down. When you look at the data, cases are declining week over week in every Age Category except children, 5 to 19. Youre seeing outbreaks in the schools right now, course through the population and thats extending the peak into a plateau right now. I think once the Infection Courses through the schools, tragically and unfortunatel, i think at that Point Youll see a decline. The fact that hospitalizations are down is a sign that the infection has probably run its course in the older, more vulnerable population. That said pediatric hospitalizations are starting to increase because youre seeing the cases in the schools. But the outbreaks in the schools right now are dense and the infection is going to run its course there too. In some ways this was expected because you have a population of children who cant get vaccinated all flowing back to schools in the south but also across the country now. What is your recommendation to a parent right now whos concerned about sending their kid back into a school, what are some of the Mitigation Efforts until that vaccine is available for kids younger than 12, how should parents think about school . Were facing a period of time when the Delta Variant is going to course its way through the population. I dont think this is going to be in perpetuity, certainly not at this level so its prudent to take precautions over the next couple of months while the Delta Variant moves through the population. I think children should be wearing masks in schools, schools should be implementing other mitigation, like social pods, encourage testing and children staying at home if they have symptoms of covid and get testing. A lot of districts are using Screening Testing effectively on a weekly or biweekly basis. So theres a lot of things we can be doing. Were going to see Infection Levels decline across the south were seeing it now, the south probably peaked a couple weeks ago. The risk as you see the Delta Variant Wave Move to other parts of the country, the north and northeast. I think theres a perception we had our Delta Wave in the northeast, i dont think thats the case. Youve seen it go up and come down in the metropolitan region, i dont think that was our true wave. Were in for our true Wave Picking up after Labor Day after kids go back to school. So we have a wave ahead of us. I dont think its going to be as bad as the south but there will be a Bump Up Due to delta in this part of the country. So many families and parents have been looking for the Time Line for the vaccine that may become available to kids younger than 12. You had people excited a couple days ago when you said you believe it could be late fall, early winter there could be Emergency Use Authorization for Pfizer Vaccine for young children. What do you base that on and how soon do you think we might see it . Right. Well, as you know im on the board of pfizer so i get briefed from the company from time to time. Pfizer has said publicly theyre going to have data available on the vaccine for Children Age 5 to 11, which is a 10 micro gram vaccine, basically the same used in adults but one third the dose. Theyll have data on that vaccine in september and they could be ready to file for authorization with the fda as early as october. I think the fda is probably going to take one to two months to review that application. They may want Longerterm Followup on the children in that clinical trial. That starts to push you into early winter in a best case scenario, maybe late winter, depending on how much followup, fda wants in the children in the clinical trial. I expect the fda to be vigilant and cautious because this is vaccine used in kids. Certainly if we see problems with the virus in children i think the agency will be in a position to make an earlier authorization with the data if they wanted to. But unfortunately by the time the vaccine becomes available, this Delta Variant wave is probably going to have coursed its way through the population levels. After this has run its course through the population. But the vaccine could be available early winter probably likely mid to late winter depending on how much time the fda takes. Sometime after the new year maybe. Doctor, Mike Barnicle has a question for you. Mike . Dr. Gottlieb it seems probable that a specific percentage of the population may receive Booster Shots the next couple months. What are your thoughts on the ethical morale aspects of boosters here in america when so many people throughout the world are without vaccine . Clearly we need to do more overseas to get vaccines into developing markets that have difficulty getting access to the doses and distributing them. I do not believe this is a zero sum game. A vaccine used here in the united states or Western Europe is not taken from the rest of the world. The problem is a distribution challenge. If you look at the commitments that pfizer, moderna, astrazeneca, novavax will probably enter the market at some point, just those entities have made, youre looking at more than 15 Billion doses made available over the next 12 months. Pfizer said they can make at least 4 billion, moderna 3 billion, Johnson Johnson will make billions of doses. Its at least 15 Billion doses probably more and doesnt include what china is doing, theyre going to vaccinate their Population And Russia is going to vaccinate their people. You take China And Russia off the table youre going to have 5 Billion less. The problem is having the capabilities to put the vaccines on the ground and thats the challenge over the next 12 months its not a supply challenge. The doses used in the u. S. For boosters have been bought and stockpiled by and large, so the united states is not going to part with those as a national security matter. Authorities lifted some Evacuation Orders in Eldorado County of Northern California where the Caldor Fire had displaced thousands of people. Calmer winds and moderate humidity are helping firefighters thursday in their efforts to slow that wire. The Caldor Fire now considered the 15th largest in State History spanning about 210,000 acres. The fire was 25 contained as of yesterday afternoon. Meanwhile, the dixie fire, the second largest wildfire in State History covers an astounding 859,000 acres considered 55 contained thursday. So those images are in all of our minds because theyre repeated over and over and over each day for the past couple of weeks. But i think the images in the president s mind are funerals, military funerals, going to dover, watching standing there as caskets are transferred from the War Zone back to america for burial. And i dont think he minds the reality that, indeed, if you look at his actions with regard to afghanistan and his feelings about afghanistan over more than a decade, that he is now, and doesnt mind the application being applied to him, an antiwar president. And were seeing in this new polling what weve seen previously, which is that americans support the withdrawal from afghanistan after nearly 20 years, but clearly from those numbers, mike, they dont support the way it was conducted. As you think about this President And Talk to this White House, what is their sense of the state of affairs, not just with Afghanistan But Theyve got a Midterm Election coming up where now abortion is going to be at the center of the conversation. They have to get through a Covid Surge across the south which we just talked to dr. Scott gottlieb, he suspects there may be another Delta Variant surge headed to the northeast. None of these problems are going away for this president. No, i think theyre very intent on getting the passage of their huge public works bill, for lack of a better all encompassing phrase, get that off the charts, get that moving, thats maybe a 3 Trillion package, getting people like Joe Manchin and all the democrats on board behind it, unified to get it past. Update us what you can what the latest numbers are, Last Night you reported 13 dead in new York City in a storm that frankly took a lot of people by surprise in the city and overwhelmed so many neighborhoods. Yeah. And willie, what a painful juxtaposition you just started with a report on something beautiful that the city is coming back, broadway is coming back and people are feeling it, its going to change life in the city and move us forward and right in the middle of that, this horrendous storm, shocking, literally the highest rainfall we have ever seen in the history of new York City in one hour. On wednesday. And weve lost 13 New Yorkers. And this is unfortunately, willie, The Shape Of Things To Come in terms of the Extreme Weather. We have to understand were in the great unknown. Were in a whole different world. Whether its what we saw here or what happened with ida in louisiana, the drought in the southwest, the fires in california. Were in an entirely different reality and we have to act differently going forward. Theres so much talk after Superstorm Sandy as you know about new York City being prepared for these Weather Events as the changing climate visited new York City and all the burr ros, the national Weather Service put out alerts, i was getting them on my phone, i got one at 3 30 in the afternoon and they kept coming that people should seek shelter as we got closer to the flooding. As you look at it, these are big questions around infrastructure but what more needs to be done in new York City to mitigate some of the damage from this weather . Its a different reality. I think we have technology at a whole new paradigm now. Sandy was horrible, the impact on the city. And weve been putting together, 20 Billion of Infrastructure Projects that have been building out ever since sandy. So now that kind of storm were better protected from. But this was a different reality. The flooding didnt happen, the lives werent lost in the coastal areas which is where sandy hit. Lives were lost in places far p away from any seashore, because of stunning amounts of water coming down so quickly, floodingbation basements. Catching people unaware. This is a different reality. We have to talk to people early in each event about much more intense actions, Travel Bans, for example. We would historically not think of telling people dont go on the streets, dont go on the subways, literally banning travel. This is the kind of thing we have to use more often. We have to use evacuation more often. Not just from a coastleery as we would have thought in the past n. This case, we need a plan to evacuate folks who live in basements when we have extreme rain and flooding. Im telling you, this was not a part of any previous playbook. But weve got to literally change the whole way of thinking because as good as some of the projections are, they cant always keep one weather this changes this rapidly and this radically. Thats interesting to think about it that way, mr. Mayor, so in hindsight, if you get that alert from the national Weather Service at 3 23 in the afternoon when it came across. On the next storm, maybe will you put out an alert to New Yorkers say figure you live in a basement, you must evacuate now . Thats the kind of thing we are looking at. We will be putting together a Task Force to nail down the exact ground rules. But it will be a new set of ground rules. Willie i in the past would not have thought of using a Travel Ban except in the most extreme circumstance such as a blizzard, a truly large blizzard. But unfortunately, when you see this kind of rain and the instructive power it had and it came out of nowhere, just unbelievable speed with which the rain accumulateed. N i mean, we almost have gotten a little numb to the way these records are being set. I am literally saying the most rain that fell in an hour in the entire recorded history of new York City and two weeks earlier, we had set the previous record here in a different world. So i think it requires us to think of much more intense responses and telling people that were going to need them to do things differently and where we in government are going to have to sound the alarm if a different way and literally require people to not travel in certain situations or to get out of their homes in places we never would have imagined it before. Now there are places where people are unfortunately in real danger. Mike barnical, those of us who live in new York City, always grateful, particularly so when you watch these scenes last Night And Yesterday of Special Ops guys making water rescues. Something they probably didnt think they would be Doing A lot of in their career in new York City. Yeah, police, fire, emts, new York City has i think The Best Of the best in all three categories. And mr. Mayor, i think you would agree with me the subway in new York City is the pulse of the city, itself. Its the lifeline of the city, itself. And you take the one train down the best side of manhattan, its the best way to get around town. So after sandy, as willie was pointing out, the Subway System was battered. Especially in Lower Manhattan and yet it was battered again yesterday and its been battered in between sandy and yesterday. Much money lit take to really modernize the new York City Subway System . What can be done if it can be done at all . Yeah, mike, i think it can be done, but you are right to say it will be a huge endeavor, Tens Of Becomes of dollars, obviously. And we not only need the Infrastructure Aid that, thank god, is starting to move in washington For The First Time really in decades, serious, serious Infrastructure Aid. But we need Congestion Pricing here in new York City to provide constant revenue so that our Subway System, it is not only the Life Blood of new York City, its the Life Blood of the entire metropolitan region, over 20 Million people that everything keys off of what happens in the core in the city and that keys off the Subway System. It has to work for everything else to work. I know we will be able to work together to serve New Yorkers. We respect each other, like each other. The politics, thats next year. Thats a whole another world. Look, i believe in public service. Ive done it my whole life. I want to keep working on crucial issues and causes, particularly care about education for our kid. We still have a long way to go on that. The total climbs even higher to 58 when you factor in the weatherrelated fatalities in states across the south where the storm first made landfall. New York City Mayor Bill De Blasio says at least 13 people died in flooding incidents. 23 people were killed in the state of New Jersey. The bus driving through a river that used to be a street. Emergency crews worked tirelessly to rescue people, but they couldnt get to everyone. They got stuck in the back end and they couldnt come out. A Mother And Son drowned in their basement apartment. New York Citys mayor frustrated said the city was caught off guard. I think we now understand that every attempt at projection bluntly is failing us. From now on, what i think we do the tell New Yorkers to expect the very, very worst. Then he will receive a briefing and get an aerial tour of the Hardesthit Region just outside the city so he can survey the damage and also meet with local leaders, Government Officials down there to see the progress of the response. We got a little bit of a Preview Yesterday of what we expect the president to sigh in his remarks when he travels to the Gulf Coast. Which is to talk about What Fema is able to do and the housing and urban development is doing if terms of critical resistance for those displaced and also for the president to continue to make this pitch for what he calls critical infrastructure. Hes going to say, it wasnt just Hurricane Ida, which, of course, tore through that area he will physically be in and traveled all way up and caused that catastrophic flooding in the northeast. Also the fires out west, all of the different climate crises and the challenge ahead, hes going to tie that altogether and make the case for why he feels his build back better agenda need to be passed by congress when they return soon. So you will hear the President Talk about that then, of course, do what many commanderinchiefs do when they go to these storm ravaged regions, which is talk to people directly impacted. See what they mean and see what other assistance can be provided. As we know from our reporters down there, there are still so many without power, without critical needed resources. So the president is going to be going down there. The White House says it wont detract from anything in terms of the Emergency Response already on the ground, willie. Yeah, we will be in la plas, which is absolutely devastated by the storm. President Biden Yesterday vowed to safeguard Abortion Rights in texas after the news we reported yesterday that the Supreme Court declined to block the states near total ban on abortion as we reported, the law bans abortion after six weeks of pregnancy and allows anyone to bring a Court Case against those involved in obtaining abortion, that includes Taxi Drivers, relatives who provide money for the abortion. The law incentivizes patients by allowing 10,000 or legal fees if they win in court n. A statement, President Biden called it quote unconstitutional chaos and says he se directing the white House Counsel and his Gender Policy Council to work with the Health And Human Services in the Justice Department to launch what he called a whole of Governments Response to the decision. So in the meantime on a parallel track, the White House said they do support what Speaker Pelosi is calling for and exploring here, which would be a codification of Roe Versus Wade. But something that we dont have an exact Time Line on yet is exactly how quickly theyre going to be able to act on this. I asked white House Press Secretary Jen Psaki about this yesterday and whether there is going to be a Point Person named to tackle all of this like we have seen with boeth rights and immigration in terms of Vice President kamala harris. The White House sed says not right now, at this moment they will be having a Gender Focus Quality council coordinating the different agencyings. Again, there will be discussions with democrats about what they can do in congress. Of course, there is a piece of legislation that would do this that likely could pass the house narrowly. It faces a steep uphill climb in the senate. The White House waiting to see what might happen with that while they explore these other tools. We have talked about this all summer long. At a certain point there is a limit within it comes to State Laws and one of their absolute top concerns is other states enacting copycat laws so Thats Something they are following closely to see what might be able to be done in terms of those. He says the high Courts Decision sends a signal to all states interested in banning abortions. Its good to see you. Im curious if you can walk us through what you said the Supreme Court said here and didnt say again. It said clearly it wasnt a ruling on the constitutionality of this Texas Law, just that the abortion providers did not make a compelling case. How do you read into this . Is there Wiggle Room . Can this law be challenged again down the road . It can be challenged down the road. What is so upsetting and diabolical about this decision is that the Supreme Court is really hiding behind what they refer to as procedural complexities. They want to see play out in the lower courts before they get involved. It might make sense, except for the fact that every minute that goes by while they decline to hear the merits of the case, the rights of women seeking abortions in texas is being violated. It flies in the face of something they did earlier this summer when they did intervene in a case in california involving religious liberty for that reason. Even though that case had not yet played out. So i think that suggests to me the handwriting may be on the wall that they dont intend to give Roe Versus Wade continuing life. It is a possibility that when the Supreme Court hears this Case Dobbs that may overturn Roe Versus Wade. One the court disasters is to preserve the Status Quo which is what conservative chief justice John Roberts Urged happen here. Lets put a pause on the Status Quo. Women can seek abortions up to viability. While we work through procedural complexities. Instead in this case, the court said no we have to work through that first. One of the standard is a likelihood of success on the merits. The majority didnt address that. The discenters did, based on roe we should assume. So their silence there doesnt that bode well for Roe Versus Wade . States like South Dakota see whats happening in texas. I think its very likely they will get on board and do the sample, at least in the interim until there is a ruling. You mentioned the Mississippi Law. That will be taken on more headon by the Supreme Court within it hears that case in fall. Thats a 15week abortion ban. No abortions after the 15week mark. Thats the to bebs case. So what should we read into what the Supreme Court may say about to bebs based on what they just said in texas. Yeah, i think five of the justices think it is unlikely that there will be success on the merits in texas on their challenge to this sixweek abortion ban, when it comes to a 15week abortion ban, its likely to be any stronger. What is troubling about the court taking this to bebs case, the court only selects those cases, a small seek appellate review where it thinks that there the a genuine question that needs to be resolved. This is an identical issue the court has already rejected in the past. The only thing that has changed is the makeup of the court so there are at least five justices that concern based on what they did yesterday and the fact that they have taken up this to bebs case so i think it does not bode well for the future of Abortion Rights in this country. What are the practical implication already of the supreme Court Decision if upholding this Texas Abortion Law from right. Willie. Let me also put this in context. Remember this was a long time coming. Lets go back to 2013, the Wendy Davis filibuster. That was against some of the most restrictive Abortion Laws in the nation at that time. Since that happened back if 2013, weve seen over half of the Abortion Clinics here in texas close. Texas is a huge state. Its as big as some of the northeastern states put together so what that means is the ability for women for reproductive rights was severely constrained. But the impact, really, is among women of lower ses, which here is texas disproportionately means black and brown women. They cant buy a ticket and go to a Neighboring State that allows for reproductive rights to be upheld. They have to drive to other states many of the states around texas are conservative and have states that require multiple visits, different loopholes that texas doesnt have. Sow see the rights of women being constrained all over this state. Then you see the impact of it particularly on women of color. Yeah, victoria, i was just going to ask you, what are democrats inside the state of texas. Were talking nationally in a minute. Inside the state of texas, what is the recourse, the pushback against this law . Well, there are the routes to the court. I think in the near term its figuring out the strategy. There the a lot of feeling of overreach. Right . We knew it was going in this direction but with the passage of this bill, now the implementation. Democrats are seeing this is an issue we can make headway on. We see the independents in texas are not as supportive of the law as republicans are. Interestingly enough, though, willie, there isnt a Gender Gap. We typically see a Gender Gap among republican women. Here if texas you dont see that. So i think the strategy is mobilizing the democratic base and winning over some of those independent moderates in the state. To your point about overreach, the Wall Street Journal Editorial Board is out with a few piece titled Texas Abortion Law blirnd. Its the Wall Street Journal. The board writes this, quote, if law is a misfire even if you oppose abortion. Neither side should be confident the laws will be upheld. Most Delegate Enforcement to public officials. This delegates excludes five precedent. Should they sue individual for Hate Speech or fork deputize private lawsuits against Gun Owners . Texas republicans have handed democrats a political grenade to hurt the antiabortion cause. Prolife groups have spent nearly fifth 50 years arguings ling abortion is a political question settled in the state. Now in texas they want to use the courts to limit abortion. Sometimes we wonder, journal writes, if Texas Attorney general Ken Paxton is a progressive plant. Because there is also in this law, it does not allow for the exception of rape or incest, which only 8 of the people out there who think abortion should be illegal think that they should include Rape And Incest, which means that this is going to be extremely unpopular to those centerright who May Support prolife positions but they dont like the extreme nature of it. You know we talked about case i. That was written for a Supreme Court challenge. It seems texas was written for an extreme position to go over the top, which this has. This will mobilize people on both side of the issue. But theres also a generation almost two generations now of women who just took the fact that being prochoice, that having an Abortion Right was a given. Now they see the importance of judges and how decisions are paid and i this i that will be a big Rallying Cry for moderates because again in our nbc poll, weve seen that 54to42 support some sort of legalized abortion and that number is exactly the same in the suburbs. Thats where the races will be settled for this year another or i should say the 2022 elections . There are even antiabortion activists who say, wait a minutes a bounty for private citizens, wait a minute, a woman has to deliver the maybe of a Rapist Or Uncle and Rape And Incest has no carveout in this lawp that is extreme. As of Last Night, nearly 6,000 are in the dark. 10,000 in mississippi. The storm claimed the lives of nine people in louisiana alone, with lack of power, all the more pressing an issue. Well, weve restored as of this morning approximately 225,000 customers. Thats progress. But for our customers, we will be releasing this morning at our first formal estimated time of restoration for South Louisiana and within the next 24 hours or so, well have more specific estimated times of rest racing. For those lower line areas that really caught the worst of the storm, i think the time frame for the areas we will be able to provide the estimated time of restoration, will take us somewhere between today and say the 8th of september, where we expect to have 90 of those customer whos are able to take power actually receiving power. So there was no question about what we would do. I think the surprise for everyone was what was called this rapid intensification from category3 to near came5 in a short period of time. Obviously, safety, being the most significant aspect of the work that we do meant getting as many people out of harms way, working with our state, our local and our federal part iners with our sister utility country, us referenced correctly. We have over 26,000 people from 40 different states. Those are all maybe e members of the utility association, where we provide aid to each other, mutual aid for support and storms. It hit our Surface Territory and as a result they came to our aide in the same way that than if this storm had taken a turn to another region, we would be sundaying a report. The court said in a 72 decision in the first months of pregnancy, the woman and her doctor may decide and only in the final three months of pregnancy can the state forbid abortion. The court ruled in cases from texas and georgia, all 50 states are affected without their loss. Today came as a shock to antiabortion forces. Well, it means that january 22nd, 1973 will stand out as one of the great days for freedom and free choice. This allows a womans free choice whether or not to remain pregnant. This is extraordinary. For some women, this law will mean the difference between having abortion and lot. For many others, it will mean having an abortion in their own state, instead of like New York this New York clinic, for example, reports 48 of the patients are out of the state. From the beginning, pro abortionist forces have seen this as a question of an individuals choice. The freedom to have on apportion is now legal in every state. The bake legal fight is in effect over. That was on nightly news January V. Wade. That law now in jeopardy over the block of the Texas Law. Doris goodwin is the author of books, including leadership in turbulent times. Doris, incidentally, the lead story the night of the roe decision. Lets talk about roe v. Wade. There are a lot in the country given the way the Supreme Court responded to the Texas Law and may respond to the Mississippi Law here in a couple of months that genuinely believe roe is in the sights of conservatives of antiabortion activists. This is the prize of the activists. They may be looking right at it. I think the reaction to this Texas Law and voices will have to be heard. Think about it when trump was elected. 3. 5 million people marched in washington on the threat that civil rights and reproductive rights may be in danger. That threat is right there. Will that activism produce some figuring out what we do about the court when Justice Bader Ginsburg was dead and six weeks before the election and decide to go forward with this despite undone merrick garland. There was the possibility of packing up the court. It seemed way far away from the commission set up. It seems like a tough decision, but maybe the Supreme Court itself when it makes its decision about what to do about roe, will realize they have to think long and hard before reversing the precedent that has been there for nearly 50 years with the divided court. When brown v. Board was decided, they knew they had unanimous court and worked hard to have it if you make a big decision. There will be a lot of thinking for the Supreme Court and now for activism and what to do and terms may be in play. A huge thing to undo a right that has been there for 50 years. It is important to point out. If you look at pew polling, 70 of people who responded do not want to see roe overturned. Charlie, you have a piece on what comes next. You say, quote, get ready for vigilante litigation because of the bounty. That is what it is placed within this law. You have to think the ru republicans are the dog that caught the bus. They may want a fight over abortion, but not this particular fight. I dont think you need to be prochoice to recognize how distopian it is to have neighbors and vigilantes filing lawsuits against people who participated in abortion. This is a strange circumstance. You mentioned the top line numbers of overwhelming number of americans who do not want to see roe overturned. As one of the previous guests pointed out, only 8 favor a complete ban with no exceptions. This bans with no exceptions after six weeks, with no exceptions especially for incest or rape. This is the worst possible issue for the republicans into the midterms. The bounty will offend Peoples Sense of fairness. If the democrats are smart and i think they will really drill down on the details of the Texas Law. It is important to point out this court has not overturned roe. There is a long way to go. The indications would suggest it is in a great deal of jeopardy. This Texas Law is a bridge too far for conservatives. I think it is what would be known as a catastrophic victory for the prolife movement. It would offend so many americans. Not just prochoice americans. And theres a reason the White House and democrats in Congress Welcome not this law, but the political fight based on this law because of exactly what charlie said. It is even for people who oppose abortion, it is radical in its details. It is radical to say that you are empowering abortions even in Incest And Rape is extreme for some prolifers. At the same time, you must recall or remember here that we are dealing in the state of texas. Just came with some of the most repressive voting laws. Now coming with the law with the basically putting out a bounty for my one who would turn in someone getting abortion over six weeks when many women dont know theyre pregnant at six weeks. The challenge for democrats all the way up to President Biden is how they deal with womens issues and voting issues because if they can energize the Voting Base rights and we had 30,000 people voting saturday on Voting Rights last saturday and if they put that with the womens rights, that would energize them for the midterms. If they fail, they can lose in the Midterm Election because the right wing would be energized. I think the two issues coming into the midterms and the president should think about this Labor Day weekend is Voting Rights and women rights and confluence how you deal with bringing them together. Mike, stop for a minute and think what has come across the president s desk this week with The End of the war in Afghanistan And Withdrawal which is controversial and the fight over the abortion in texas rising to the Supreme Court. Obviously an increase in covid19 cases. And the economic numbers with the Delta Variant coming through. Its been a week. All of that and more, willie. We havent even gotten into the segment. We havent gotten into masks and schools and vaccine for children and Booster Shots on the horizon. Doris, willie just read a partial list right now that is on the desk of the president of the united states, joe biden. Would you talk, not just in historic terms, but the real terms about the load of the president of the united states carries, specifically, right now, this president with the enormous tsunami of issues within the last month. I think you are right, mike. Obviously there are single crises that president s had to face that were huge. Depression for fdr. Civil war for lincoln. On so many fronts, the president has to deal with things where in the past they did not have to deal with. The storms, that is a federal responsibility. If the government does what he is hoping it will do with fema and the National Guard is there and they are doing everything they can and it does well, that will bode well for him. When the Johnstown Flood happened, the President Wasnt responsible. It was the governors problem. Dont deal with me. His sense of responsibility for all of these things. Withdrawal in afghanistan, even if history decides it was the right thing to do, it was heartbreaking to see the pictures now. In the long run, he did the right thing by exiting a forever war and pivoting back to the problems at home which are monumental right now. He had to face the covid problem, but he had the single ability to Laser Focus on that and the economy. People were feeling a sense of freedom and the variant came and the vaccines.
