The sun is out In Queens but the damage is done. Remarkable looking at the Gas Station that no one was injured. Rachb came down so hard, so fast, the Roof Krashtd on that car. The owner was inside paying at the time. The national Weather Service did something they rarely do and had never done before in new York City, first issued a Flash Flood Warning. Then upgraded that to flash flood emergency. They only do that when theres a threat to human life. Tornadoes flooding, and heavy winds through the northeast. In new york and New Jersey, historic rains causing one of the wettest Septs On Record and only the second day of the month. Streets were impassable, roads and parkways submerged. National Weather Service posting this is a lifethreatening situation. Seek higher ground now. New York Governor declaring a State Of Emergency, Flood Waters pouring into subway stations, submerging vehicles. In queens, Heavy Rains causing this Exxon Station to collapse on a vehicle. Stat enoiled, firefighters rescued a Bus Driver and supervisor. Workers from a nearby cvs jumped in to help them to safety. Westchester county outside the city, high winds, and Heavy Rain, making driving conditions dangerous. How bad is it out there . Pretty bad. Cars are stuck. People get stranded, people that are taking public transportation if they have to. The governor declared a State Of Emergency. Asking residents to stay off the road. So high, we have four to five vehicles stuck in the middle of the street, presently trying to help individuals come out of the road. Look at that tornado. Never seen anything like this, especially in south jersey. Multiple homes were destroyed. Wind, maybe five minutes, and then just everything was decimated. Work crews are out here this morning to try to fix damage from this Gas Station but this city is going to be dealing with the aftermath of this storm awhile. States of emergency in new york, also State Of Emergency in New Jersey. It has been days since Hurricane Ida was a hurricane, but remnants are wreaking havoc in the northeast. Steph . Steph, thats not a scene we normally see from brooklyn. I want to bring in our meteorologist, Bill Karins. Talk about the records broken and where the storm is headed next. This was already A Billion Dollar Weather Disaster from louisiana and mississippi. Now the storm has maybe done just as much damage in pennsylvania, New Jersey, new york, connecticut and through rhode island. The Schuylkill River broke the alltime record in the Philadelphia Area. You can see there are Water Rescues still ongoing. Look at the roof of that car theyre driving past. There are thousands, maybe hundreds of thousands of vehicles from the storm that have been flooded and ruined. Just a Might Mayor with water in basements all through the region. The storm lost its winds but never lost tropical moisture. Yesterday it got wrung out right over the top of the area from pennsylvania to New Jersey all the way through new York City area. At this point all those people in lower levels, you can see that Air Conditioner there, probably two feet f water, in the lower level of all those homes. What happened is we had Flash Flooding. All the streets filled fast. Look at how many homes have water in them. Talking hundreds of residents there alone effected by that, water over top of the Railroad Tracks heading to the other side. Looks like thats Staging Spot for police and additional rescue boats driving through the area. Thats just one river. The Rareton River in New Jersey is similar, that will be cresting later today. All these rivers are near all time records, if not all time records, considerable to 1999 with hurricane irene. Let me get into the numbers and how mind blowing the situation was. North of philadelphia, they had 6 to 8 inches, thats what fed the river we showed you. Newark, 7 inches. We ended up with 5 to 7 inches near boston, too. As far as the hourly total went, this is what made it a horrific event. It wasnt just a 12 to 24 hour period, it was quick and fast. We had three inches of rain at Newark Airport and Central Park in one hour. Thats never happened before at either record station. Records go back 153 years. Think of the thunderstorms that went through new York City, hurricanes, tropical storms, none of them ever did this in one hour. As far as the forecast went, People Cant say they were shocked and surprised. This is the map i showed yesterday, high risk of Flash Flooding through the new York City already, connecticut, pennsylvania. Well forecast. Even the tornadoes were well forecast. The fact that it materialized, was over the top of the high population centers made it so bad. You can see the storm finally exiting. Only maine is left with rain. Even boston is drying out. One area of Flash Flood Warning along the connecticut and massachusetts border. All the damage since Sundays Landfall with ida now occurred and is leaving the northeast. What a storm to remember. Stephanie, i have to mention the connection to Climate Change. Warmer planet needs warmer atmosphere. It has been proven that every Degree Celsius that we warm the atmosphere is 7 more moisture the atmosphere can hold. Warmer we get our planet, heavier Rainfall Events well have. The fact that new York City in two events in one and a half weeks broke the alltime one hour record. Showing you pictures there once again. Schuylkill river outside of filled that all of the rescues are taking place on. Those rescues are happening right now. Bill, in the last five minutes we learned there have been five more deaths reported in elizabeth, New Jersey, taking the total to 14. Remember, all this started down south. I want to bring in morgan chesky. He has been in louisiana all week. Morgan, where you are, theyre still reeling. We are four days out from Rain Hitting where you are and damage is still devastating. Talk us through what the recovery is like. Is everybody accounted for . Steph, as of now we believe that is the case. Governor John Bel Edwards told me when i joined him in a fly along that every Community Impassable had been contacted by Emergency Workers or those with the state and that people that needed to get out had the option to. Folks are choosing to stay there at this time. It was heartbreaking to see the damage in stephs live shot. It feels like a deja vu. This is what folks experienced a few days ago. You can see the Power Poles behind me have yet to go back up. Entergy, the main provider, says 107,000 customers in mississippi, louisiana, New Orleans had power restored. When you consider that at its worst there were more than A Million without power and that we are facing 90 degree temperatures today, theres a long way to go, steph. The national guard set up Water And Food and ice. For those in lower income neighborhoods that didnt have a chance to evacuate, cant afford to get gas to run a generator, these are dire days. We expect reinforcements from relief efforts. Were seeing restaurants that are cooking whatever food they can to feed those folks, but the governor says that interesting twist of fate, the levees worked as intended to, and the main disaster here out of ida is the catastrophic failure of the power grid. They need to invest for some permanent solution where theyre not crippled this way again. Ida knocked down 8 transmission lines. Something nobody could have anticipated. We still have two months left at least of Hurricane Season to go. And we have folks in louisiana that are shell shocked from last year, hurricane laura. Hurricane delta, zeta that roared through with powerful winds. When you look at the southern part of louisiana, it is impossible to miss the impact of ida. Steph . Sure is. I want to bring Bill Karins back in. Bill, this is just the start of Hurricane Season. Ida is hopefully making it past us. When you look at the coming weeks, what are we forecasting . The peak of Hurricane Season is September 8 or 9th. If you want to mark the calendar, were headed to the Halfway Point in the northeast. Already been four tropical systems that dumped Heavy Rain in the northeast, start of the season, saw what henri did about a week and a half ago, and then what ida did. Theres a new hurricane, larry, far out in the atlantic. Thats not headed toward the u. S. , Nothing Else brewing in the caribbean and gulf. Stephanie, we get a bit of a break. One important point to bring up, people dont realize with land falling tropical systems, more die after the storm makes landfall. Typically people where the storm makes landfall like in louisiana, theyre well warned and evacuated. It is Flash Flooding once storms head inland. The Death Toll from greater new York City and Philadelphia Area may be triple or quadruple the number that died when it hit louisiana. These storms, even if they lose classification for Wind Speeds can be just as deadly. It is a sad scene. Stories and pictures in days ahead. People will need a lot of help and clean up. Bill, you and i are in the northeast. Elizabeth, thats 10, 15 minutes from where you live. How did things get so dangerous so quickly . Should we have evacuated . You mentioned moments ago potentially Tens Of Thousands of cars that are flooded. Could that have been avoided . Flash flooding is a different beast, stephanie. First off, you cant evacuate that huge number of people, where are you going to put them. Those challenges alone. If you know a hurricane is coming, you have more time to prepare. Louisiana had at least two days to prepare. For Flash Flooding like the event that hit Last Night in new york, you cant. If you lived on a small stream, small river, im sure those people knew to get vehicles to higher ground in case rivers rose high. But you cant do more than that. Maybe we could have shut down roads sooner, closed, sent workers home earlier, could have prevented people driving into flooded roadways. Some died in parish because of that. Maybe that could have been done. Flash flooding is a different beast. It moves in quickly and then it moves out. A lot of small rivers and streams that did the damage Last Night, its gone. It is a sunny day. It was in and it was out. These Rainfall Rates were just My House here, stephanie, i sat here three to four hours. I could not believe how hard it rained with flashes of lightning that amount of time. Something i have never seen. Picture if youre in the rest of the country trying to picture what this was like, picture a strong thunderstorm with Wind And Lightning and usually it is what, 15 minutes, maybe 30 minutes at most. This was three to four hours of that, it wouldnt stop. And in the northeast, it is hilly, not flat. All the water that falls in the hills and mountains rushes into lower elevations and those are all the people that live near the streams and creeks that had it horrible. A lot of images from philadelphia, City Center i was seeing, even in the Downtown Area, theyre flooded, water in businesses and homes. We havent even mentioned, there was a Dam Break in pennsylvania yesterday, town of whitmore got completely flooded. There are stories outside of new York City and philadelphia that had a lot of damage. Cities get the most attention. It is unbelievable, stephanie, a storm that made landfall four days ago was still able to cause this much damage, almost 2,000 miles away from where it came on shore. We know In The City of philadelphia all city buildings are going to be closed today. Why would that be . Theres not rescues going on. Is it just about assessing damage and keeping people off the streets . Well, for the Philadelphia Area what youre looking at here, theyre trying to clear debris there to keep that bridge functioning. Maybe thats the Railroad Bridge theyre on possibly there. That crane is lifting logs and debris, coming down the Schuylkill River to try to save force and impact on that train bridge. It is too hazardous out there. Wherever water built up that didnt recede is out there, trying to Aset Damage in a lot of basements. Thats why schools are closed through much of the region even though it is a sunny, beautiful day. All the rivers will come down quickly. Tomorrow probably, as long as they can clean the Railroad Tracks and subway system, Mass Transit should be good to go for tomorrow morning. You worry about Power Stations like that that are flooded. People lost power, it will take a bit to get that back on. I want to bring in morgan chesky. You mentioned a moment ago the power grid, absolutely failing this week. It failed. Major reinvestment has to be made, but that wont be made for months if not years. Right now, how dangerous is it for people . We were dealing with all sorts of Food Shortages before the Hurricane Hit. Now you cant get food to people or grocery stores. The heat is unbearable. Whats life like there waking up in louisiana for the average family . Reporter if they dont have power, steph, it is miserable. It is absolutely heartbreaking, tragic. They dont even have a definite timetable on when the power will come back on. Entergy, the provider, echoed that, whenever they issued a report saying they estimate about three weeks but theres no way to tell. We are in New Orleans now, west of us is st. Charles parish. We were there the other day. Leaders of the parish told residents to prepare to live more than a month without power. Here we are, approaching 90 degrees already. It is only going to get hotter. If it is not water, it is something else theyre lacking. I spoke to a gentleman down to the last four gallons of diesel fuel. Asked him what happens when you run out of fuel. He said thats it. His only recourse is to have Family Members with gas hours away find a way in, hopefully pick them up and take them back out. It is tough to look in every direction here. Whats deceiving is you see damage in Grand Isle and houma, it crushes you. Here in New Orleans, you see some of the damage, but for the most part homes are still standing, streets are now passable, and yet you have this other disaster playing out right in front of us and people are being exposed to the elements now indefinitely, and while help is coming, it certainly cant come fast enough. Most importantly is the question how much longer will it have to come to take care of hundreds of thousands of people that dont have much . Steph . Two weeks ago we talked about importance of getting kids back to school. We cant even get people out of their houses. Bill, you touched on it before, i dont want to go to break without you underscoring it yet again. This is not random, it is not a coincidence that suddenly we are breaking records across the country. Help us understand how Climate Change plays a role in all this. Well, we know that billion Dollar Weather Disasters have been increasing. The number of extreme weather events. Yes, we had extreme weather events in the past, No Doubt about it. With warming of the planet, were tending to get more extreme weather events, whether in the west with droughts getting worse and fire seasons getting longer or with extreme Rainfall Events. There are recent studies how tropical systems are stalling out more, not moving as quickly. Wasnt the case with ida. This storm moved 20 to 25 miles per hour through the region. But as the planet gets warmer, theres warm Water Vapor in the air, more moisture in the air. When we have storms, they can produce more rain. That tendency would tell us that still really dramatic pictures coming in. You can see where the river is supposed to be on the left. Middle of the screen, you can see a secondary river formed there. Hold on, bill. That secondary, wait, that river doesnt normally exist. Walk us through that image on the left. No, yeah, the helicopter went off it. You can see where the main portion of the river was, then looks like it carved out another section of it from before. Again, this is over pretty much Downtown Philadelphia now, just looking at the latest River Gauges for philadelphia, this is the Schuylkill River. Right now, the river is at 16 feet. The all time record is 18 feet so it is short of that. You get the idea. The flood of record for this area that youre looking at here, you have to go back to Hurricane Floyd and hurricane irene. Those are the comparisons to this storm. If you were living in any of these areas, you know how horrific. Hurricane irene was the most expensive Weather Disaster in the history of New Jersey and were comparing this to that. That gives you a general idea of the cost and expense. The brandywine creek, one of the rivers that feeds this creek, crested four to five hours ago. Later in the day, this water will start going down, but you can see where the river is supposed to be, where the Bridges Span and see how far left that water is. Banks to the right side of the screen held, banks to the left side, thats one, two Blocks Inland that flooding is taking place. Stephanie, yeah. The Bottom Line with Climate Change, yeah, go ahead. If those buildings were looking at now have one to two feet of Standing Water in them, what kind of permanent damage does that do . Are those Buildings Repairable . Are they going to have to get completely demolished and rebuilt . Depends. Obviously if it is homes which some of those look like theyre homes, youre talking about bottom Level Floor has to be cut, Sheet Rock replaced because you deal with mold issues. Looks like they just rescued someone with maybe even a child with a Life Jacket on, coming out of that bottom level house. All the bottom levels of houses, all the rugs have to be lifted, Sheet Rock will have to be cut and removed. Massive, expensive projects for all these people. Im not going to guess if theyre in a Flood Zone or not, if they have flood insurance. Stephanie, you do a lot on the Business Side of things. Imagine what the Insurance Adjustors from louisiana to mississippi to the northeast are thinking and looking at this with all of the claims that are going to come in, billions of dollars that has to come out . Bill, im looking at what happens tomorrow. You said just a moment ago there are Tens Of Thousands of flooded cars. Remember, we dont have available used cars in this country, when you talk about Price Increases in the last year, used cars have seen the biggest price spikes. Go to a used car lot, go to a rental car, there arent cars available. Now were looking at Tens Of Thousands of cars potentially destroyed. How are those people going to get to Work And School in coming days and weeks, there either wont be cars available or prohibitively expensive which they even were a week ago. Yeah, thats a great point. Used cars are the hot i just want to go back to the rescue we are looking at. We are looking at house after house theyre rescuing people. Where are they taking them, after a storm like this, are there shelters built, are they going inland in New Jersey . This Isnt Something that any of us that live here were considering would be a reality this morning. Yeah, this is the Philadelphia Area. Looks like two children in the boat, one adult. When they did the wider shot, they showed the Staging Area where all the boats are going. You can see the currents are moving, you can see the Am Joy of the boat is onto keep them in place. Back to the point with the vehicles, do you know how many vehicles end up being resold, and people through the northeast are going to have to be extra careful trying to purchase used cars in months and years ahead to make sure theyre not purchasing a Flood Vehicle because they will take a lot of cars, try to clean them up and resell them too. Holy cow. Look at those cars, bill. Some of them, if you look to the left, theyre covered almost to the roofs. Now were looking at different areas in new york and New Jersey. We mentioned it earlier in the last hour. We learned about five additional deaths in elizabeth, New Jersey, now taking this to a total of 14. Lets take a look. Stephanie, the other thing. Look at that water. Thats muddy, brown water. This is widespread throughout New Jersey, new york, pennsylvania. These areas werent under evacuation orders. I know we dont know for sure. Can we assume a lot of the homes are filled with people. I would say most of them. It wasnt safe to go on the roads and drive around, you have a better chance of surviving staying in your home than driving through the car through Flood Waters like this. This isnt everywhere. Right now, all of Philadelphia And Pennsylvania and New Jersey doesnt look like this. All of the small streams and rivers filled up and dumped into the big rivers. The flooding youre looking at is the big rivers. This is the Schuylkill River, Big One through delaware and towards philadelphia and the Raredon River in New Jersey. Cresting as i speak and today. Thats where rescues are taking place like this. The town i lived in, the river hit an all time record Crest A Block from My House. Whats left is a muddy mess. Im looking at this water here. After this water recedes, theres going to be three to four inches of muck behind this. That will be in homes too. We dont know the exact locations of images we are looking at, but it shows how widespread it is. Even the idea could people have gotten in cars and evacuated, where would they evacuate to . It knocked out the whole region. As you said, it is a sunny day this morning. Naturally, beyond the rescues what happens, the water is naturally going to recede . Water will flow to the ocean through gravity. Some rivers move quicker, recede faster than others. If we looked at the same picture tomorrow, that water is back in the banks inside that river and all the homes would be dry. All these people, like people of louisiana in one weeks time, their lives have been turned completely upside down, financial stability turned upside down. Not to mention schools just started. All these parents had kids for the most part at home with covid. Schools are cancelled again. It is unbelievable, trying to see who is in this vehicle. Looks like one adult laying down, another person against them. Most homes have pets too. Where is ida now . You and i were having this conversation two days ago as we covered louisiana, mississippi. We talked about it moving north but very few of us were ready for the impact we got. Where exactly is it now, whats happening . Ida just exited the Massachusetts Coast and it is done. It is gone thankfully, heading out to sea. No more impacts whatsoever in the united states. It went from Sunday Landfall around 11 00 a. M. Until now. Trachlg from louisiana, kentucky, tennessee, pennsylvania hit hard, west virginia, and the pictures youre seeing now is what happened Last Night. Is it rare a storm would be this strong for five consecutive days . Whats interesting, i was fearful we would see flooding through tennessee and kentucky. There was some flooding but the storm didnt quite materialize the way it did in the northeast. It wasnt just this storm that hit the northeast, it actually combined with another storm, a storm that went through the great lakes, brought thunderstorms to the area. That combined with ida. Thats one of the reasons we didnt show extreme pictures like this the last three days straight. Tennessee and kentucky were hit, got a lot of rain, there was flooding, but nothing of this magnitude. Combination of ida with that other storm. Yeah, they are rescuing pets. You can see them carrying the dog out there. You talked about pets in those homes. Looking at a german shepherd being carried out. Bill, stay with me. I want to bring Tom Winter in, joins us from new York City. Talk to us about rescues that are going on there now. This is in bridgeport. This is one of the urban Search And Rescue teams involved in this. I dont know if it is local police or one of the usar teams. This is on the Schuylkill River which bill has been talking about, steph. Basically youre looking at it is hard to believe somebody that once worked in philadelphia and covered news, covered floods involving the river we could be approaching the records we are approaching, breaking records that go back 100, 150 years as far as the height of the river. If you were to look at flooding in centre city, philadelphia, around the river there, bridgeport is north and west of Downtown Philadelphia. Thats where this is occurring at this point. After 9 11, a lot of the communities and counties started to get training in this type of urban Search And Rescue. So basically what youre seeing here are teams trained to do these exact sort of things. The Schuylkill River flooding is not something thats foreign to montgomery county, to city of philadelphia, on the right hand screen, this is manatee objecting and part of that downtown. I know where that is. These teams train frequently, know how to make rescues. We have been watching in front of us theyve been successful doing so this morning. Bill, All Of Us from the northeast, 24, 48 hours ago, did you think we would see images this bad . I thought that we would have images like this somewhere. Yesterday i was on record saying we could get up to 10 inches in new york, pennsylvania, New Jersey. Yesterday i thought maybe north of that. Thought woo would see scenes in the poconos or cat skills, lower hudson valley. Yesterday, storms shifted more south. Instead of pictures like this out of those areas, it was more south of there, north of philadelphia and northern and central jersey, into connecticut. These pictures, if anyone is familiar with Philadelphia Area, king of prussia malis a famous mal. Thats not far from where these pictures are. The mall is safe. All this water you are seeing has to head south wards for 20 miles and then wind its way all the way back down through philadelphia, through the Downtown Area. Thats where this river will travel. Water high in philly will stay high awhile. It will take at least a day for water to make it downstream. Yes, we are looking at these pictures. These are the most dramatic pictures, people trapped on balconies and homes. Water so high they have no way to get out. The Fire Department is forced to pluck all these people and individuals and pets some people are thinking theyll wait it out, others with kids and more need, higher needs are going to have to come out immediately. You imagine if that was your house and you had three feet of water in the basement and house. You can get in the boat, probably only bringing one bag. You have to pick what you bring. And where youre going to go. Bringing three kids, a husband and dog, i dont care whats in the house. Gentlemen, stay with me. I want to bring in someone on the ground leading his town through all this. Especially bad in north jersey. Officials wading through this Flood Water during Emergency Rescue in passaic, we know at least one person died and want to bring in the mayor of passaic. Mayor, i am so sorry for what you are dealing with. How bad does it look . We had 16 individuals in City Hall sheltered because i ordered their evacuation from the Downtown Area as a result of proximity of the residents to the passaic river. 5 00 a. M. At high tide, we were concerned the area would be so flooded Emergency Responders would have difficulties reaching them. We continue efforts in the aftermath of the storm, assessing damage, we have retrieval ifrts at our brook at benson and main. We had witness accounts of two individuals, young adults, one male and female may have swept into the brook, into the river. We have divers and firefighters presently determining the best course of action to try to see if they can identify individuals. I want to say i hope not, or retrieve bodies, hoping against home the individuals are found safe. We were told from people that they were very good swimmers, the individuals that identified the people the potential people there. Last night, firefighters, police, Emergency Responders, their commitment, their efforts result in many lives being saved, and many more lives being prevented from more tragedies In The City. I want to thank the efforts of those reporting and showing images of what was truly going on. Sometimes people dont get it. We asked individuals to stay home. Individuals went through barricades. Some cases, they were swept away and they drove into waters, found themselves trapped. It has been a challenging experience in passaic and through the state and tristate area. By The Grace Of God and efforts of Emergency Responders, we didnt have more loss of life, but we tragically lost an individual, both his Family Members in the car rescued by firefighters. People drove through barricades. I want to understand what you said moments ago. Right now, two people are unaccounted for and swept into the river and divers are looking for them. Is that just two people total unaccounted for, Everyone Lse is safe . The challenge we have in days after the storms and days that will follow will be going through reports, having individuals call us. Every storm we receive phone calls, and we do all our due diligence. We contact Family Members. Most times we find out an individual may have come out and are accounted for. Right now what we have are two reports of missing individuals In The City that were apparently in the same vehicle and may have swept underneath. Everything indicates that they have gone through the brook, so we have efforts to find out whether they did go through there, see if we end up having to retrieve bodies which would be tragic, but these are the measures we have to take and work of firefighters and divers withIn The City. Throughout the day, we will be tallying up numbers and reports of rescues, vehicles around the city, and this will give us better understanding if there are individuals beyond the two we are looking for now unaccounted for. Mayor, we dont get flooding like this, rain like this in New Jersey. You have been awake the last 48 hours, first responders are working around the clock. Do we have the resources we need now, right . We dont have the Cajun Navy in New Jersey. Yeah. Look, im going to be very candid. I dont think anyone had the resources to respond to this kind of storm. Look, we took all of the pragmatic steps youre supposed to take before the storm, cleaned out storm drains, catch basins, set up barricades. But the intensity of rain, how much rain was coming down so quickly, the flash floods, trees coming down, you know, we didnt even have that strong winds Last Night. People sometimes believe it is winds that cause trees to fall. It is oversaturation of soil which dislodges roots and causes trees to go down. We have Fire And Police responding to calls of trees down, to alarms, fires. We had an underground fire on main avenue. When you have conditions like this, in terms of resources, no, you never have enough resources, but what you do have are Men And Women In Uniform that are true heroes, brave and courageous. Sometimes with disregard for their own safety, put themselves on the line to save others to ensure someone gets home to their mother, father, spouse, loved one, significant other. What kind of resources are available to the northeast now in terms of rescue . Are we bringing in first responders from other states . I havent heard any direct calls as far as people coming from other states, steph. First off, there were a number of changes after hurricane sandy. Look at new York City, fdny purchased high axle vehicles, vehicles that are designed, the engine chassis, large tires, designed to go through flooded areas. Put five of those to work right away to help people, folks stranded on highways. We are watching live Water Rescues Last Night on various roads in and around new York City, people being pulled out. Some municipalities handled that. Obviously as the day progresses here, the weather as bill talked about, perfectly fine here in new York City. If there needed to be additional rescues, the Air Sea Rescue is capable of pulling people out of the water. They take people off vessels and ships all the time in the greater new York City area. That can be done today. What you see in bridgeport, pennsylvania, again shy of 20 miles north and west of Downtown Philadelphia along the Schuylkill River, youre seeing trained units that are equipped to go house to house and conduct the rescues we have been looking at from our Helicopter And Station in philadelphia, nbcsn, wcau there. We are watching all this happen live. You know, it is difficult when you see according to first responders i have spoken to in the past, it is difficult when you see the type of water and how quickly were able to get it Last Night, for them to have enough resources on hand. You have to maintain and budget for those types of vehicles, have people trained to be able to drive them when you talk about humvees, more so high axle vehicles. It is difficult to kind of keep those resources always on hand when we talk about 100 and 200 Year Type events that bill is talking about. On the other hand, we seem to be having these type of events more often, perhaps theres a conversation needs to be had as far as how to start to adapt to these situations. In philadelphia, in new York City, surrounding areas, theres a lot of capability. The amount of water from brooklyn, it is difficult to respond at once. At points Last Night, new York City 911 system, incredibly robust, was backlogged. Calls were being held, calls not being able to be answered strictly because there was so much volume. We had fatalities as a result of all this. It is a question how much resource do you devote to this. First responders, you want to have the type of vehicles and units trained to deal with something. Where is the budget coming from, what are we taking away from. A lot of police departments, particularly at this point and over the last couple years want to focus on training. And community policing. It is a Balancing Act that municipalities and agencies have to deal with. Perhaps a conversation needs to be had. The images we looked at this morning, difficult to see. These are areas prone to flooding. It is not that theyre unfamiliar with it, it is how quickly it came in Last Night, how fast it happened that people werent able to escape and thats the reason why we are seeing stranded cars. They appear to be people that just simply were caught off guard by how quickly the rain fell, how quickly Water Rose and they couldnt get to them in time. Now you dont have scenes In Queens like you have in pennsylvania where people are still being plucked from homes. But you certainly have the damage that has been done like this. Theyre trying to clear it away now. You have lingering damage In The City with subways not running, real problems there. Worth pointing out that so many people In The City rely on subways to get to and from jobs. They dont have any other way to move around. If theyre not running, life comes to a standstill. And i think other states are paying attention. You can bet in states who are eager to see the end of roe versus wade, well see Copycat Legislation hit the books immediately. Alexis, banning abortions doesnt stop them. It stops poor women from getting safe ones. Can you talk to us about that . Yeah, absolutely. Look, for the people of texas, roe is effectively overturned. And the impact of that means lowincome people, largely black and brown communities, Trans Nonbinary Communities will be the ones who are most impacted. Theyll have to find identified resources to get out of state to filed find child care, take days off work, hotel rooms, all the things that increase the burden on getting access to abortion. You know, essentially, increasing a burden to get access to their constitutional right. The Supreme Court had a very clear choice in front of them, and they have used this procedure as a Smoke Screen to effectively overrule roe in texas. And i worry as well that there are 26 states that are poised to engage in this Copycat Legislation and essentially circumvent roe. Barb, we may be outraged, but its legal. Should democrats be playing a different game, the game republicans are playing if they actually want to stop this . One that needs to be confronted seriously. We have seen this attack on our institutions now for decades and a really key one was when Mitch Mcconnell when would the pick of President Obama to put Merrick Garland on the court. Thats an important vote. Had he been on the court, we would have seen a different 54 majority in this opinion today. So, if the normal methods of making sure that representation exists on the Court Arent working, then i think democrats have to ask themselves if a different Strategy Isnt merited. I hate to see an erosion of the norms, of our institutions and rule of law. But the conservatives in this country have clearly decided that their political agenda is more important than protecting the rule of law. But they also have the votes. Alexis, is this what the people of texas want . Absolutely not. Theres no state in the union that believes that they shouldnt have access to safe and legal abortion. What we have is a minority of legislators, of lawmakers, who have decided they think they know whats best for us to make decisions about our own bodies. And, again, well see this, state after state. And we need to call on congress to act. We need to make sure that we are out in the streets, demonstrating that we will hold them accountable for these bans.
