Closing chapter and a coda to the speech that started it. Good afternoon. On my orders, the united States Military has begun strikes against Al Qaeda Terrorist Training Camps and military installations of the taliban regime in afghanistan. Now the taliban will pay a price. The name of todays military operation is enduring freedom. We will not waiver, we will not tire, we will not falter and we will not fail. That, of course, was thenpresident george w. Bush announcing the start of the Bombing Campaign that began on the night of october 7th, 2001, In Kabul. Its also where the last u. S. Plane carrying American Forces lifted off 7,269 days later, marking The End of americas longest war. This iconic image of the last american soldier with boots on the ground in afghanistan, Major General Chris Donahue Boarding that final c17 out of the country. In that clip we just played you heard thenpresident bush announce the name of that operation enduring freedom. If that word rings a bell, its because we heard it a Lot Yesterday from biden administration officials. The security councils enduring commitment to those who remain. Enduring. What our message directly would be is that our commitment is enduring. Id also note our commitment is enduring. Thats enduring. That will continue. Enduring. But what exactly does that mean for the perhaps up to 200 americans in afghanistan still . What does it mean to our thousands of allies in the country not to mention the millions of women and girls who now face the threat of daily violence and so many afghans 20 and under who have never known what its like to live under taliban rule. What will our enduring Commitment Look like in terms of helping these folks . This video shows the taliban swarming the airport inspecting u. S. Military equipment that u. S. Officials say is inoperable. Its where the taliban flag flies high once again. For millions of afghans, you might say the war is enduring. Matt zeller from the association of wartime allies. Welcome. Well start with you. This phrase we keep hearing about how our commitment is enduring. How will the u. S. Put this rhetoric, this wellintentioned rhetoric, into practice . Ill give you three lines of effort, as we say in the military. One is pretty obvious and perhaps the least attractive. That is working closely with the taliban, finding ourselves in a situation with them where we can have dialogue and conversations using carrots and sticks. The carrots can be access to the international financial system, access to their bank accounts, international recognition and so forth. Sticks can be what weve seen over the last few days, strikes from over the horizon. Number one, work with the taliban and put the pressure onto get American Citizens out and also to get out those afghans who worked with us who i would think the taliban by and large would rather get rid of than have to house them, jail them, try them, et cetera. Number two, a little bit harder but its to use the military from outside afghanistan. So far i dont feel a lot of appetite for that. But you could see direct action which would go in and find a group of americans. If there were americans held hostage in another country, we would certainly send in the military to get them out. And third and finally, clandestine. Cia im sure is trying to set up a series of safe houses, routes, communications. Fortunately weve got cell phone, weve got social media. Taliban are not adept at following individuals on those paths. Perhaps we can steer some of these people clandestinely through safe houses and get them outside the country and collect them there. Mark jacobson, during the weekslong Evacuation Process we heard u. S. Officials talk about this unlikely partnership between the u. S. And the taliban. They said our interests were aligned with the taliban. We wanted to leave and the taliban wanted us gone. What happens now that were gone . Exactly right, we have an inconvenient relationship that we have to maintain with the taliban, specifically in my view so we can get Landing Rights and Exit Rights for humanitarian aircraft to come in and get the remaining americans on the ground, their afghan spouses and families and also the high risk afghans, especially the siv eligible individuals who were left behind. Thats going to require not just an agreement with the taliban, but also the State Department should be working overtime to get border nations to open up their territory for transit so these Afghan Refugees either by land or by air can transit through those countries on their way to more permanent resettlement sites. I think it can be a marriage of convenience. Im not optimistic that we can do this easily. I think the taliban are probably going to want diplomatic recognition. Im not sure were willing to give that, so we may have to work with our international partners to secure those agreements, but that doesnt mean we should make it any less of a priority. Mat zeller, were going to talk about the afghan allies who are still in country. Do you have a sense of who these remaining americans are . Were told its less than 200 americans. The Secretary Of State said yesterday that many of these americans are dual citizens with deep roots and extended families in afghanistan. Its been a painful choice to leave. Thats why they didnt heed the warnings back in april. Does that square with your understanding . I have a relative who is forced to choose between coming home to see her children or staying behind to be with her parents. She chose to be with her kids. These are impossible positions. They should never have had to have been made. The tragedy is there was that difference between the Iraq Siv Program and the afghan siv program. Many of the iraqis had served as interpreters. They were allowed to bring their parents and siblings. When congress wrote the law in 2009, they limited afghans to only bring their spouses and children under the age of 21. This has been a tragedy afghans have been forced to deal with for 13 years. Its unfortunately finally coming to light when its too little too late to do anything about it. The americans left behind are the ones who have been forced to make an impossible decision. Ive heard of a handful that couldnt simply get to kabul. They were in outlying cities. This entire time this evacuation has only included people who were somehow In Kabul before the city fell or were able to make it there before the withdrawal ended. The association of wartime allies up until the 15th of august, at which point we lost the ability to track these people and where are they were going were tracking at that point 44,000 afghan wartime allies outside the city of kabul with a substantial number of americans in outlying cities, how they would be able to make it to kabul is beyond me. Mark jacobson, i want to draw you out on what you talked about. Since the airport is no longer under u. S. Control for evacuations, the focus has shifted to finding a way out through one of Afghanistans Land borders. We have a map that shows the region. To the month you have the stan countries. To the best youve got china. To the Southwest Youve got pakistan. The odds that afghans will reach one of those borders without Taliban Interference and be allowed to cross into a Neighboring Country when you have these countries saying they cant absorb evacuees or refugees. The whole process is really daunting. How would it work . It depends which border youre talking about. The u. S. Is not going to have much involvement in any sort of discussion in iran. The pakistanis are a few weeks from starting commercial Air Travel again. Theyre willing to offer visas but only for a short period of time. It would take a herculean effort. They dont want Afghan Refugees on their territory, yet theyre not willing to allow any sort of Cross Border Travel so that, for example, the u. S. Could take these individuals to ukraine thats offered Afghan Refugees a Home Or Uganda for a temporary place or to the u. S. For resettlement. I think the biggest challenges will be the diplomatic and bureaucratic challenges. This is an obligation that we have to the siv holders. The president stated that over and over again. If you work by our side, you will have a home here. This mission is not over even though the last plane has left kabul. We expect to hear from President Biden about a half hour from now. What are we expecting to hear from him . I know the white House Press Secretary has tweeted a preview. I get the sense were going to hear a sweeping view of his decision making process. Reporter were probably not going to hear a lot new from the president. This mostly appears to be a speech where the president is going to defend his decision, defend his foreign policy. He has taken a lot of criticism over the past two weeks from not just republicans, but members of his own party and previous administrations. We see a white house increasingly on the defense. Press Secretary Jen Psaki said the president will thank the military for this enormous achievement but again lay out his Thinking Process for why he is withdrawing troops and his foreign Policy View that he is Making Decisions that are in americas national security interest, america first, you might almost be able to call it. Look for those remarks. Of course to the point that Mark And Matt are making, the white house wants to turn the page on this. This is not what they want to be focused on in august. But the story is not over. You still have Hundreds Of Americans potentially and thousands of afghans. And then you have this Terror Threat that still remains out there. The administration, the white house has been firm in their belief that they have the capabilities to detect a Terror Threat and take it out without physical operations in the country anymore, not only without a Military Base but without Logistics And Support that come from the Intelligence Community and the cia. They have the confidence theyre going to be able to manage this. The big question to come is whether they are going to be able to actually do that in effect. One of the things that shannon and i talk a lot about with white house officials is the fact that turning the page on afghanistan to the extent thats possible is a crucial foreign Policy Objective for President Biden who has made the case for redirecting american attention to growing challenges posed by adversaries like china and russia. So how does ending the u. S. Presence in afghanistan allow him to shift americas counter Terrorism Focus to areas with more potent threats, at least as he sees it . I dont really see the logic of that position, with all due respect to the president s thinking on this one. The resources in afghanistan were diminimus. We were down to 2500 troops. When i commanded the mission we had 150,000 troops there. If that were the case, i think you could make that kind of argument. Given the resources so small President Obama brought home 95 of the troops. President biden brought home the rest. The Bottom Line is the country is fatigued with this mission. Its not about pivoting to something new. Its about leaving something that feels like a failed mission. Great context, as always. Parts of the Louisiana Coastline are still not reachable, making the total toll of the devastation caused by Hurricane Ida still unclear this afternoon. Hundreds have already been rescued in areas inundated by water and potentially hundreds more are still awaiting rescue. While the levees protecting New Orleans held, it could be weeks before everyone in that city gets their electricity back. Joining us is Sam Brock and ellison barber. Weve seen hundreds of rescues in the area where you are. Whats the status of that mission this afternoon . Reporter im struck by something you just said regarding the levee system. There has been flooding here for days. You see a giant yellow truck over my shoulder. That is a houston based Rap Rapper that has his relief gang. Ive seen him clear brush from other parts of the street. He rescued people until 5 00 in the morning last night. The latest numbers from the Louisiana National Guard are that they rescued 280 people. There are all these other groups coming in to try to help people stuck in their attics. The Cajun Navy comes to mind and other private citizens who came with boats to try and help. Youre seeing all of this patchwork assistance. I just spoke with a man who was about to sell his house. Look at the video from inside. The ceiling hascaved in, exposing the rafters. The interior of homes are coming apart at the seams right now. I spoke with a gentlemen right next door to where im standing right now about the effects on his house and the rescues he witnessed. How many people do you think were rescued here from your observation . My observation, at least 300. Reporter in this community . I believe so. I saw boat after boat Coming Up and down the street. Reporter obviously the impact here has been just so tremendous on so many people. Youre watch right now as theyre towing a car away with supplies in the back right now. This is a very difficult time, not only because people are witnessing this flooding but the fact that theres no electricity at the moment. Its 90 degrees right now. No power, no electricity, people are in dire need of water. This is the reality on the ground. Maybe we are not seeing the level of total devastation but people are suffering here. Crisis upon crisis. Ellison, where you are in New Orleans, why do officials think its going to take so long to restore power . Reporter for starters there was one Transmission Tower that with stood Hurricane Katrina that collapsed entirely and fell into the mississippi river. In particularly hard hit areas there are over 2,000 Transmission Lines down. People are starting to realize they really might be without electricity not just for a few more days but for weeks. In st. Charles parish, you had officials warning people they could be without power for at least a month. Damage assessments are still going on. It will take a couple of days before people get an estimate of when their power will come back on. People are getting really desperate. You can see some of the cars here. This is a Food Distribution Area that was set up by a Local Council member. Its food distribution, tarps and a charging station. People have been here since 7 00 a. M. This morning. We saw someone over this way who appeared to have chanced and was struggling because he needed water. Its hot. People are not doing well. This is the food they have set up here. One person we spoke to walked 35 minutes to get here and they said this is a nice gesture, but its not nearly enough. Peoples food in their fridges has gone bad. There are some stores open but most are only taking cash. Most people dont carry cash these days. They are stuck. They dont have gas to get out of here. We met a man named ian black. Walk us through your situation here. When we saw you this morning you were here with a neighbor. You got here a little after 7 00 a. M. What are you guys going through right now . There was a little panic because there wasnt enough food. I mean, theres hundreds, maybe A Thousand or more people out here. Tempered flared and people started to panic. Shes handicapped in a wheelchair so i got her out of here. She didnt get anything. Her family is going to evacuate her to georgia. So shes packing her stuff just to get out because we thought we were going to get serviced here. Its just not happening right now. She decided to just leave. Reporter how long do you think you can survive in these types of conditions . I dont know. Ive never been in a condition like this. So im just hoping and praying things get better Day By day. Maybe work will start back, things will start getting back to normal. Meanwhile, we have to make do. What can i do . Reporter thats one of the things take it with a smile. Reporter people seeming to argue, getting upset because they realized there didnt appear to be enough food for people waiting. There were hundreds of cars. It wraps as far as the eye can see. So many people are having a really difficult time finding any sort of help, any services anywhere, but especially on this side of the river. Because people dont have their phones charged, theyre just hearing about things through word of mouth. They cant find shelters that are open, cooling stations. They dont have ice. As we saw here, theres not enough help on the ground, at least right now. Joining us now is the former commander of joint task force katrina, russell honore. Im sorry for what has befallen New Orleans yet again. You hear these live reports, little power, no food, sweltering heat, people dont have access to money, Phones Cant be recharged. How do first responders even get their arms around a situation like this with these Cascading Crises . Yeah. Thats the story of fighting a big hurricane. Right now with the grid broken and the responders in Search And Rescue mode trying to go to each home and see if Theres Anybody that need to be evacuated. That is whats going on now. This is the first phase, which is focused on Search And Rescue. I think in the coming days you will see the national guard. Normally within two days they have points of distribution that go into a Community And Issue mres, Food Water and sometimes ice. That whole force right now is focused on Search And Rescue. I think things will get better but i think when you think big metropolitan areas like the northern part of Jefferson Parish, orleans Parish And St. Bernard and plaquemine parish, they should be encouraging people to evacuate. We should do a post storm evacuation. I heard the mayor of New Orleans this morning encouraging people to stay in place, that they will build the supplies up in the coming days. I heard the president of Jefferson Parish encouraging people to take advantage of evacuating until they can get the grid back up. I dont see how you can maintain this many people in a metropolitan area. Ive got a little bit of experience with that. The grid is broke. Let me say it one more time. The grid is broke. The Electrical Grid is broke. If you cant communicate, you cant coordinate. The Gas System is broke. We need gas at the Gas Stations. A lot of people will elect in a couple of days to Couch Surf with friends and relatives if we could get gas. We had to give them gas and generators for the Gas Stations. Make a note, louisiana, after this is over with, we need a damn Generator Law that requires every Gas Station and pharmacy to have a generator and every hospital to have a backup generator. We need to get that fixed. We did a great job after katrina fixing the system around New Orleans, Plaquemines Parish and points south. We see what happened now when we dont have electricity and running Water Or Sewage and we cant make a phone call. America, wake up. We need to fix this because the storms keep coming stronger and more frequently. Let me follow up on that. The levees this time held, but the infrastructure failed. You made a number of recommendations after katrina including that essential businesses should have generators. In the 45 seconds or so we have left, give us a sense of your top recommendations that are practical. What can folks in louisiana and New Orleans do right now . Were getting a lot of great work from the federal government. They prepositioned a lot of stuff. Gas is coming, Blue Tarp program. I think one of the things we can do is we need to encourage people to preregister with fema. Now you got people trying to register with fema and they dont have a phone and they dont have the internet. This is so last century to try and do this after the damn lights go out. When are people in going to figure this out . They did the same thing in laura. They wait until the lights go out, then they tell people to register with fema. That has to be fixed. That is so last century. That organization is better than that and the federal government is better than that. We deserve better. People ought to be Pre Damn registered. Five states are now nearly out of icu beds, alabama, georgia, texas, florida and arkansas have less than 10 of their Icu Bed Capacity left. The u. S. Has reached a daily average of that rise is causing major concerns at home and abroad. They also say cases among children have increased exponentially from a month ago. Without a vaccine approved for kids under 12, what more can we parents do to protect our kids . The cdc has laid out and the American Academy Of Pediatrics has layed out five lines that guidelines that probably should work. Of course were dealing with a very different variant. Matt, you spoke with doctors and nurses at the Medical Center where you have some 31 Service Members and civilians wounded in Thursdays Suicide Attack at the airport. Theyre now being treated there. What are they telling you . Reporter actually, they were telling me some of the same stuff ive been hearing from the members of this huge Military Community, this Sprawling Community of people that ive been hearing all week since ive been here. Theyve been saying that everybody wants a piece of this. They are so concerned about afghanistan and it really just points to the depth of feeling this Military Community has. We were talking about something like 55,000 americans living around here. All of them have been deeply touched by the wars in afghanistan and iraq. It really just goes to show how profoundly touched by the images theyre seeing on television all of these people are. We heard these 31 and theyre not all uniformed soldiers. Ten of them, we heard, were afghan civilians who were collected from the debris of this horrible bombing and also brought along with about 20 Service Members also critically wounded, flown here to the Medical Center. This is the destination for wounded warriors for about 20 years. It reminded one of previous tours shes done in afghanistan and taking so many wounded people from the battlefield. Just goes to show how long this whole ordeal has lasted. Theres no other feeling like that, than to know that you stand ready to support Service Members who have made the call. They know that from a military medical standpoint that were here, weve got their back and they can go out and do what they need to do because weve got their back. So yeah, it gets you a little choked up. Reporter i want to tell you that amidst all this talk of death and defeat, there were nine babies who have been born among that huge community of afghan evacuees. Theyre all looking for a brighter future when they go to america. That really is what those 13 servicemen and women sacrificed on thursday. Whats the situation there right now and what are the plans for the refugees who have found their way to doha as they are headed to their final destination . Reporter so about 117,000 afghans have been evacuated as part of this massive air lift. Of those, only a little more than 10 have reached the united states already. Theyve flown into Dulles Airport in virginia. They have flown into philadelphia. They will be housed temporarily at u. S. Military bases. Those folks are at the very start of their journey of their new lives in the united states. They have a very long way to go, but they at least are inside american borders. The vast majority of those flown out are in limbo. Theyre not in afghanistan anymore but nor are they in the united states. They are in places like the Air Force Base here in Doha And Germany and various third countries. The State Department has been pulling in all sorts of diplomatic favors, asking countries throughout central asia, the middle East And Europe can you temporarily house some of these people while we put them through the screening processes, the security vetting, the Coronavirus Testing before they will be allowed to come to the united states. Of course, we should say there are thousands and thousands more still trapped inside afghanistan. These are people who hold special Immigrant Visas and have not been able to get out of afghanistan. Youve been working on getting as many afghan allies out of that country for militar is out, now that the airport is, you know, for all intents and purposes, not accessible to the u. S. Military, how does your Work Change . What are you doing now . That is the question. So the association of wartime allies is transitioning into a new effort moving forward. Were identifying following two operations in particular. First and most important is that by our estimation, there is some 175,000 people that were left behind. As far as we can tell, Defense Department can account for 8 of the visa recipients, sorry, applicants, that were supposed to have been evacuated. That number hopefully will go up as People Transit through the system. But our fear is that we only got about a third of the people in that program who need to be evacuated. So the more difficult and long Term Mission that we have, they still have to be extracted. There are a number of means to do that. Ideally, establishing an Air Bridge that needs to be negotiated with the taliban. These would be flights that would be allowed from not just kabul but other cities throughout afghanistan. One of the biggest problems that weve had is nobody will commercially ensure flights now that theyre flying to or from afghanistan. At some point someones going to have to do that. Thats going to be a particular issue. Getting Landing Rights in particular is becoming a huge problem because no trusts the taliban to secure airlines. So our organization is getting to facilitate those efforts through diplomatic means and through international negotiations along with any private means. There is a lot of efforts going on now that need to be coordinated among one another. The other thing is there needs to be an accounting of everything. Of why the special immigration Visa Program failed. Why was it that there was an entire backlog of people who were waiting for an evacuation at the 11th hour. Im not just pointing blame at the biden administration which will have to account for why they werent conducting this months ago when they could have. Or they various things that could have gone and did go wrong during the evacuation itself. But more importantly, why was it that there were 88,000 at a minimum special Immigrant Visa Applicants that includes their families . Why were they there at the very last minute . Where werent they able to get here through the Visa Program for years . That clearly needs to be investigated. And congress needs to be the ones doing it. And most importantly, hopefully legislation that will come out of that effort will ideally prevent this from ever happening again. You know, The End of the vietnam war, veterans clearly werent as politically organized as we are now and nor did we share the support of the american people like we do at this moment in time. We have an obligation to prevent this from ever happening again and leaving it better for the next people than we found it. To do that is clearly going to take congressional action. So im hoping that congress when they come back into session will make the investigation of all of those issues a top priority and also legislation that will prevent this from ever occurring. We need to make sure that when we end a war that we are taking care of these people before we withdraw our forces. That somehow needs to be law. Matt zeller and Matt Sanchez i thank you. South lake tahoe, this is the mission for firefighters sent in from across the state, across the country, to protect this area. To protect the homes in this area. The Evacuation Zone now expanding to cover 53,000 residents, 22,000 homes here. This is why firefighters have been deployed. And god is gone. This town which, you know, as were now heading into Labor Day weekend, this is the Resort Town of california. It is famous for bustling crowds and especially at this time. It is a complete Ghost Town right now. Its eerie and ominous. Firefighters are focused on protecting property instead of protecting life. They have a lot of work to do. The Photograph Calls for Red Flag winds. Higher temperatures. Again, these heavy winds. The historically dry brush because of the Drought Weve been in for so long affecting the fire fighting efforts in steep terrain. Theyre doing everything they can to keep the eastern border of this fire which by the way is continuing to grow. Another 5,000 acres overnight. It is close to 200,000 acres. It is spreading this way. And the more we stand here, the more we can see it and feel it. Sut currently raining ash. It is very fine. You probably cant see it. Its getting into my eye. Thats a sign the fire is getting closer.
