Hurricanes ever hit the u. S. Mainland officials say at least two people were killed. Search and rescue operations are still underway in communities along the gulf i became unsure with everything that was advertised. All of our Levee Systems, particularly our Levee System performed magnificently. Having said that, the damage is still catastrophic. Catastrophic. The storm devastated more than 1 Million customers in louisiana the Citys Mayor issued a Warning Today for residents who fled during the storm, dont come back to further notice. Well have much more on the other major story just ahead. But first now our reporter is live now in New Orleans with the very latest. L. A. Youre virtually In The Dark. A city thats In The Dark. In the Number One question for residents is, when Will Power be restored . First of all Rain Front of me, this is from a neighboring restaurant, this is the French Quarter right now. Theres nothing you can see. The lights are off all the way through, in the French Quarter. This is the caters tree over here. Normally, even during covid, the French Quarter never stops in this city. Completely dark here. As you said more than 1 Million people, far more than 1 Million people in this state. But in this city, you and i talked last night, when the power first one out, in the Power Company said they are not coming back. They are not getting Power Back. At least overnight. What we learned today is that most people will not be getting Power Back, for 7 to 10 days. All of the transmission has stopped from the company that sends transmission out. We dont know whats the fault is but they said its going to take a long time to fix. While were seeing these Bucket Trucks to fix out there, theyre trying to clean some of the stuff off the streets. Theyre trying to store some of the Power Lines. In most places that restores the power. Thats not the case here. Those Power Lines might be restored in the course of the next week or so, but until the company is able to flip the switch and get Power Back out, people are not getting power. Theyre issuing priority to police, police stations, infrastructure, hospitals, Sewage And Drainage system here in New Orleans. Theyre trying to get them going first. You have said that theyll be able to get most People Power within 7 to 10 days, but in the hard Hit Parts of New Orleans, and by the way outside of New Orleans in those parishes to the west, into the south, where there is flooding in there has been more danger. It may actually be more than 7 to 10 days. They said it might be three weeks or longer. Thats a problem, well its dried out. It won The City did not flood which was the major achievement compared to Hurricane Katrina 16 years ago. This Power Outage in the middle of the summer, in a city that feels like its about 100 degrees in the day, is a big deal. We dont know how thats going to play out for the next few days, we were told to prepare for a few days. The city was not under Evacuation Order as you know, the mayor has now said, if you did evacuate, dont come back here. Because its not going to be worth coming back to a hot, and entirely dark city. Were letting ourselves with Car Vehicles and Car Battery operated. Late You Saw one of the moon out a month ago its put me In The Dark, its quite something to be in a completely populated big, City In which there are no lights. It is really really lay. If youre driving in the, dark and you turn a corner, thats all you see. Thats going to be hard to spent several days doing that in this city. They have dodged a major catastrophe. But this power issue, especially as it relates to water and Sewage And Drainage, and hospitals, where there is a covid surge in the state, it continues to be a major issue. Nearby Jefferson Parish theyre talking about getting buses to get people who stayed out of there. Because there is no water there. There is no power. There is no cell surface. Amazing reporting. American c17 Military Jets took the final flights out of kabul at one minute before midnight, local time there. The 18th airborne corps, posting this image on twitter, the last u. S. The withdrawal comes after the evacuation of some 123,000 civilians over 17 days. Including 6000 americans, it also comes after the deaths of 13 Service Members, killed in a terror attack, while carrying out that evacuation. The President Today praised u. S. Troops, in his statement that also said, military leaders unanimously recommended to quote, and our Airlift Mission as planned. And then ending her Military Mission was the best way to protect the troops. The president said he will trust the Nation Tomorrow and afghanistan. This afternoon the pentagon and the State Department both acknowledged that there are americans left behind in afghanistan. We will continue our relentless efforts. To help americans, foreign nationals and afghans, leave afghanistan if they choose. We believe there are still a small number of americans. Under 200. Likely closer to 100. Who remain in afghanistan. And want to leave. Theres a lot of heartbreak associated with this departure. We did not get everybody out that we wanted to get out. But i think if we state another ten days, we wouldve not gotten everybody out. Were also following important developments on the pandemic tonight. There are now over 39 Million cases in the u. S. , just seven days ago, there were 38 Million cases. The number of people who have been lost, now tops 640,000. With that, lets bring in our lead off guest on this Monday Night. Good to have you all here tonight, peter, what are you hearing from the white House Tonight about the Troop Withdrawal . Kind of put into perspective how big this moment is, not just for the administration, but obviously for the entire country. It is a big moment. Its a big moment for a country when you lose a war, especially the longest War Youve ever fought. To leave the way that we have left, 20 years after we first got, there with great promise and hope. Isnt ending that nobody could have obviously imagined 20 years ago. I was on the ground in afghanistan just days after 9 11. When i got there the cia was not the area. The american Special Forces were not there yet. In the taliban was there. What we learned as reporters in afghanistan, for 2001 was it was just a wretched miserable country had been under the taliban rule. For so long. I dont think anybody imagined at that time. That 20 years later, we would be having a back over to them. I think its a tough moment for everybody all, around stuff for the White House. Their calculation is americans are glad to be, out after 20 years, americans dont want to be fighting there any longer. They obviously recognize that these last few days, i have been a mix of heroic efforts on the part of military to get as many people out as possible. But with the departure, some americans left, obviously many afghan allies left, is a mark, that they had hoped not to have against them at The End of this operation. The fact that the majority of the american people wanted us out. Then an awful lot of people agreed with the president s decision to finally withdraw from afghanistan. That does not change the fact of what we have left behind. And so i want to play this. What we heard from the Commander Mackenzie about isis. We know that isisk has worked very hard, to strike and continue to strike us. There are least 2000 hardcore Isis Fighters in afghanistan now, and of course many of those comes from prisons that were opened a few days ago, so that number is up. And its probably as high as its ever been in quite a while. Thats going to be a challenge for the taliban. The point of all this was to keep America Safe from another terror attack. What is the challenge now, for u. S. Intelligence. With regard to Tracking Isis in afghanistan. And are we at risk . Are we have more risk . You know, once were not there, there is always an elevated risk. I think everybody in the intelligence community, in the national security, understands when you have a large ungoverned space, to call the taliban the government is probably generous. Its a large and contested space. Youre going to have the possibility for more threats. But, 20 years of staying there. Has changed the landscape. And i think the idea that somehow, we can simply contain all threats in the, world by just being president where they are, weve learned our lesson about that, you just cannot reduce the world zero risk. Will there be more bad guys . Is it possible theyll be more dangerous emanating from this world, yes. But i think the american people, i hope the american people have decided, that they understand you cant live in a world with zero risk. And theyd rather have American Forces home, which theyve said, overwhelmingly and clearly to the commanderinchief. Then thats, a risk that the american public is willing to take. I think, we are not blind. We are not suddenly without resources. And we are not helpless in that part of the world it makes things more difficult but it does not send us all the way back to square one. 21 years ago. As one of your colleagues points out, further to that point, The Forever War is not over, its entering a new phase. Of course President Biden followed the deal, that was put into place by his predecessor. Someone you cover deeply and new well. Donald trump. What was it about that administration, and their dealings with the taliban. That has got us to this point . Its such a good question chris. Donald trumps idea, of how this would happen, would be like the snap of a finger. In fact some of his aides in the final weeks and days of his administration, were proposing almost like a Victory Announcement about how the war had been ended overnight. In that caused incredible consternation in the pentagon. The chairman of the joint chiefs of staff, and other members of the pentagon, top brass. They were on guard for an order to come down for the White House. For this sort of overnight departure. They envision those scenes from saigon, or something similar. The last helicopter on top of the building. And people climbing for. Its i would also say that, President Biden has made his trees. Here he is not, he is not tide and bound to something that Donald Trump articulated, the Peace Agreement with the taliban. Biden could have chosen where he wanted to do there. But he is in agreement with the american people. Lets leave. And i would remind everybody of something pretty important. That the u. S. Government said, under president obama, and also under president trump. And that was, that this war was failing. It was secretly failing, behind the scenes. People in the pentagon were trying to sort of brush over it. Paper over it. Make it more attractive. But ultimately, stabilizing this country, was only lasting as long as the Coalition Forces were in each of these communities. The efforts and the programs to root out corruption, to make sure the taliban was not the agree just force that it, is it did not last very long, our architecture on our scaffolding there, just did not have the penetration, despite 20 years of her presence. That people had hoped, when Peter Baker and others landed on those first days. Weve heard from the president in recent days. Most specifically peter after the deaths of those 13 americans, what do you think we might expect to hear from the President Tomorrow . Are you surprised for example . You put out a Statement Today and mentioned those 13 Service Members who were lost at The End of it. But were you surprised that he did not have something to say today . Its a little surprising in, away at The End of a 20year war, usually you hear from a president , but we will hear from him, tomorrow i dont think that that matters a great deal in terms of timing. I think what he will probably say, is, to defend once again his decision to get out. To make the points that have been made here right now. Which is that this is something he promised in the campaign, trail its something his Predecessor Promise that, well do the steal the taliban. Its something most americans want. Its the conclusion that a lot of people have come to over 20 years of, war that it was time for us to get out. What a anxious to hear him saying, addresses what he says to the afghans who are. Left the afghans who worked with American Forces, or the american businesses, or american government, or ngos. Who did not get out. And there are thousands left behind. Who feel they have a target on them, now underneath the taliban with. What disease say to those 38 Million afghans who might not have worked with the americans, but who are now going to be living once again under a very brutal to tell a therrien regime, as tom says, those are important questions as well. I think that he will portray this, as a progress for the american people. That were pulling away from The Forever War as he calls them. It was never our idea to remake afghanistan. And thats what we tried and failed to do. Its time to move on. Its true Tom Nichols that some of the most vocal critics of the president right, now including democrats, our veterans. Who are very concerned about the people who were left behind. Who were Side By side with them, and who served them. The afghans who are interpreters and served and other roles. Heres what we heard from Secretary Of State blinken late today about the taliban. While we have expectations of the taliban. That does not mean we will rely on the taliban. We will remain vigilant and we will remain robust counterterrorism capabilities in the region. To neutralize threats if necessary. Yet he also said we are going to have to time, rely on them. And that we do rely on them. In terms of helping, in terms of those a certain says that they gave the united states government, that they would allow the folks who want to leave to leave. Is that feasible . No. And, at some point, it does get the rhetoric about the taliban, or the statements about the taliban coming into the White House. To really make you winds. On the other hand, they dont have much choice at this point. This is just the situation that we are. Erin this is whats surrender in retreat looks like. Were going to have to just except that this was always the option. We were either going to stay in create a permanent prisons an outpost in afghanistan. Or we are going to accept that it had to be handed over to the taliban. I think theres certainly no point and not talking this way. But i think the language about relying on them and calling on them to be inclusive in other things, that came out of the White House and the State Department, are not helpful. I think the other problem here, is that we need to hear about an articulated policy about afghanistan. The war is over. But we still have to have a policy in this part of the world. And the secretary blinken, started talking about, that will have a robust counterterrorism, capabilities and so on. But its a followup on peters point, i hope the president says, and heres what happens in the coming days. Heres what were looking into. Because i think a lot of americans want to dust their hands often forget this place that they were never interested in over the last few years. And we cant afford to do that. There has to be some kind of policy about afghanistan and its going to have to include how we actually deal with what we think of the possibilities of dealing with the taliban are. Before we go, i want to ask you carroll, about the House Committee investigating january six. We now know that they have asked 35 telecom and Social Media Companies to retain records involving communications from a group of gop members of congress. What does that tell you about where this committee is going . About their approach . You can look at it in the most basic way chris, which is that for any investigation, from a local Police Department to a federal prosecutor in New York. But amazing things are learned, when you discover who was calling who, when. And it may prove very important. When Power Outages across this region, remember were still in summertime. This is a very hot and humid area of the country. As temperatures start to rise again. He, heat related illnesses. In all of that thats taking place without electricity, is going to add to. That not to mention the fact, that we tend to see as many injuries and deaths after the storm, in the recovery, as we do sometimes from the storm. Anybody, said the hospitals are jammed with Covid Patients. The message is, if youre somewhere safe stay, there if youve evacuated, dont come back. Let the rescuers and utility crews do their job, stay off the roads. Its still a very dangerous time for recovery. Thats exactly the reason why there are officials in various, places in louisiana, including right outside of New Orleans, in Jefferson Parish. Who are saying we will bring buses in, there are people who are in conditions that are unsafe, and i know the inclination of a lot of these, folks as they want to stay. They want to be in their, house they want to protect their property. But these are not safe conditions to stay in. Now. Again, without electricity, many of these areas dont have water, or they have low water orders, if you have no electricity theres not much youre gonna be able to do there. There will be places where youre hearing the reports of production, or weeks or more, it may be better to move people out of these areas, to where there are facilities. To where there is Air Conditioning empower and stuff. And this may be something over the next couple of days. We will see more people choose to weave these areas. If conditions dont start turning around. On the power its really going to be how much they have to rebuild. This is not just to go in and fix things. Some of these areas, will have to be rebuilding the power grid. There was, my understanding, they opened a new natural Gas Power Plant last, year that was supposed to help in situations like this. Obviously, we dont have a situation where theyre able to just get that up and running. And suddenly everybody has power once again. Have utilities done enough . Generally . Not just in louisiana. To deal with what we are seeing, which is an increasing Number Intensity national disasters. In the association they have a climate change. Theyre learning. I think we see some utilities that is starting to look at things like under grounding for repeating storms. And wildfires. Were seeing others that are looking at how to build more resiliency in the micro. Grids and had a ways to get Power Back in areas quickly, by doing new technologies. But i think this just points out one of the things, climate is changing. Our infrastructure was really built for the past. It was not built for what is happening now. And it is not built for the future. And as we go back in and we get the systems back up, we really need to focus on how do we build more resilient infrastructure. So that when these storms do come in, yes we have damages, yes we may have outages, but its not some widespread catastrophic, that we end up having to move more people out. Whos responsible . Do you think this needs to be a whole of government. A federal response . Im just thinking about the fact that a system, a 911 communication system, that was rebuilt after katrina, in New Orleans, crashed yesterday. They are in a process. This system they had was a new building. But their technology had not yet been updated, they are in the middle of that. And this is something we are seeing a local, levels were seeing it, stay were seeing a federal, where our systems are just not keeping up with either growth, demands or the impacts of the climate. This is why the investment the president is proposing in the infrastructure bills, fema got additional money for mitigation programs. Thats a good down payment. But the most important thing is, we have to quit Rebuilding Stuff the way it was in these disasters. And build it back for the future. In focus on the risk for facing not and what weve been facing in the past. Youve given us a lot to think about tonight. Thank you so much sir. The World Weve seen over the last two weeks, i think, given a Grave Concern about his political standing going forward, and i have really humanitarian concerns about the people left behind. We dont exactly know how many people there, 100, 200 people . This is a big card that the president has left himself. You can imagine the worstcase scenarios that could happen in the coming weeks and months. And i hope that it ends up being clean. I hope that this plan of 97 countries working together with the taliban, even though the president doesnt trust, to get jim diplomatically. I think this is a big gamble. He promised hes gonna get people out, and we need to get americans out. In addition to that, i think that we fell down on our bargain to a lot of men and women that helped us over the last two decades. David, you know better than anybody what mueller said this is right, this is the president was consistent. Im sure he was consistent in the obama administration. Hes been consistent since. He absolutely believes that history will judge him well on this. But what about the point that he has left himself, and the united states, and our allies who are still there exposed . First of all, chris, there was no good time to get out. There was always gonna be issues and thats one of the reasons we state for so long. I think the big point here from up an american standpoint, Joe Biden delivered from his president Ial Campaign theres no question the americans left behind, they spoken with the administration. Theyre gonna stay with it. Theyre gonna be working with allies. Of course, seeing that through is gonna be very important, and continuing to help afghans who want to leave do that as well. Lets talk about the politics for a moment here. If the republicans were running for Senate And Governor inhouse next year, 12 months from now, theyre gonna make this the centerpiece of their campaign, that we should have stayed there longer, maybe should have send more troops in. Thats not going to happen. So the substantial part of this is equally important. They did an amazing job dont you think david theyre not gonna talk about that withdrawal. They know that the majority of the american people are for the withdrawal, but they might talk about the way that it happened. In fact, theyre already talking about it. So, you cant complain the to really, its about how this was pulled off, and we down know whats gonna happen in the days and weeks and months to come. The republicans are largely talking to friendly microphones. Theyre shooting political free tropes. So campaigns are not that. Their political combat. You say something, your opponent to say something else. I think at The End of the day, theyre not gonna argue that. Theyre gonna have it both ways. Theyre gonna criticize the last couple of weeks, without trying to take ownership on what they would have done differently. You know theres a big picture here, tim miller, congresswoman earlier said earlier today that he served of hearing from people like jen petraeus, coming in and talking this was the tragedy started under bush and went through for administrations. And in fact, at least lets gives that President Biden some credit for getting. Out thats the other side of the arguments for making, that he made The Best Of the that situation that devote over 20 years. Did he make The Best Of the best situation . Im not sure, and im not sure what davids layout is gonna play out the politics. I voted for President Biden. I wanted President Biden to succeed. I wanted this Withdrawal Effort to succeed, even if im gonna disagree with him from time to time on the politics, being a former republican. I am deeply concerned about this as a political strategic matter. I think that you ensure that made they made many mistakes in the trump administration, and we can talk about that democrats like to begin with that. Im happy to say, i agree with you. They were grave errors. But he was dealt a bad hand, and he had to play the hand that he was dealt. And you, know before leaving people, American Citizens in afghanistan at the hands of the taliban.
