We were watching the white House Press Briefing covering the two major studies that were going to cover this hour as well. One is the withdraw from afghanistan as we near the final hours of that withdraw along with, of course, the response to Hurricane Ida. I want to bring in mike who is standing by for us who is listening to that briefing alongside all of us. Take us through points in which we heard jen make today. Reporter the White House is trying to juggle two crises At The moment. The Press Secretary started out with an update on the response to Hurricane Ida and devastation were seeing down in Louisiana And Mississippi and the devastation to come as that form with heavy flooding expected through the Tennessee Valley heading east. She followed up on whAt The president said earlier, which is a message to those local mayors, governors, for any help thAt They need to put those requests in now and they are willing to do everything they can. Obviously so many more questions as were just half hour now before midnight in kabul which we expect that final deadline for the u. S. Withdraw from afghanistan. Although she would not confirm thats the deadline. Theres sensitivity At This critical juncture to speak with specifics about the details. Notably, the White House Press Secretary saying the president will follow up with the country, will speak directly to americans about this moment in the coming days. Did not specify when. I was struck though as we heard through the course of the briefing a number of questions about the president s Meeting Yesterday when he went to Dover Air base for that dignified transfer, a moment where we saw transfer cases of the 13 lost in that Suicide Bombing last week brought back to the u. S. And transferred to the dover mortuary. There is reporting about conversations this president had in private with the Family Members of those lost soldiers and theres been an indication thAt Theres displeasure with the way the president has handled this, of course. The White House Press Secretary saying the president understands whAt Theyre going through, that he, of course, lost his own son, but the president remains committed to following up with them as needed. It speaks to the degree to which weve talked about the president throughout his own public life has been someone who can show great empathy. Even that has been put into question by this moment in time. Covering a lot of ground there, of course. Speaking of the 13 lives lost, u. S. Service members overseas in afghanistan, how difficult that must be obviously for the president to have to confront and console the families as they were receiving their loved ones. Mike, thank you for that wrap up. Appreciate it. As mike mentioned, obviously midnight, in fact, is approaching in afghanistan. As we wait for the latest updates from the State Department and the pentagon in the effort to evacuate americans and afghan civilians who worked with the u. S. During the nearly 20year conflict. And Search And Rescue efforts under way in louisiana after Hurricane Ida brought high winds and Heavy Rain to the southeastern part of the state. So far one person has died in louisiana. The States Governor says he expects that number to rise. However, Rescue Efforts are being complicated by flooding and fallen trees and debris. Another major issue is a loss of power. More than 1 Million homes and businesses including the entire City Of New Orleans without electricity after ida brought down Power Transmission lines. During a virtual meeting with leaders, president biden said the federal government will do whatever it takes to help the region recover. More than 5,000 members of the national guard have been activated from louisiana, mississippi, alabama, and texas to support Search And Rescue and Recovery Efforts and fema has prepositioned millions of meals and liters of water. Well stand with you and the people of the gulf as long as it takes for you to recover. Ida may be a tropical storm moving north from mississippi and heading towards the northeast but the threat is far from over. Were going to begin this hour with the latest from louisiana. I want to bring in Sam Brock who is coming to us from louisiana and Ali Velshi is in new orleans. I want to start with you, sam. You are west of new orleans. You have been moving around the area all day. Tell us what you have been seeing so far. Reporter thats about right. Good to be with you. Weve been going back and forth between areas close to new orleans. Only 30 to 40minute drive out that were devastated by the events of Hurricane Ida and there are water rescues going on to this moment. They said in one area the water has never been this high. It was up to roof of homes. People had to be rescued. Grand isle they say 40 people remained behind where a helicopter passed over earlier today and got thumbs up from people choosing to stay behind and then where we started our day after hearing thAt The Cajun Navy was going to have to return this morning on reports all these people were stranded and then they arrived and the waters had receded significantly and there were only a few people that needed to be rescued by high water vehicles. Our cameras were rolling when we saw dozens of those folks getting picked up and certainly feeling frightful and they were standing there watching the water climb up their bodies last night and decided to seek refuge in the attic of their homes in many cases. One man grabbed his baby and had his child in his arms when he went up there. Driving around, the miles upon miles of damage that i am looking at is hard to verbalize. There is still water everywhere. You mentioned road blocks. I saw something i had never seen before which was a Bulldozer Put on wheels on Train Tracks to try to clear these trees that were littering the Train Tracks. Everywhere you drive theres downed Power Lines and trees that require detours. Getting around is difficult and gasoline right now, theres a major shortage. People are desperate asking where to find that. We watched a line of cars sitting there waiting for gas on one working pump with a transformer dangling over them. Its desperate times right now. Power restoration At The top of the list and Search And Rescue efforts ongoing. Sam, thanks for reporting on this. Appreciate it. I know that youve been in dicey situations as youve been down there. We appreciate you bringing us the details of the story as it develops. Ali velshi, lets talk about the problem we see in new orleans right now. Besides the devastation that im seeing behind you, youve got a lack of power throughout the entire city. A blackout essentially. When night falls, No One is going to see or do anything At That point. How are they dealing . Reporter its total. Theres no traffic lights. Its not like there are areas that dont have power. Theres no power at all here. If there was any power anywhere, its generators that are generating that power. Theres no electricity coming from entergy. This building collapsed near us. It looked like it might have been residential. Nobody appears to have been in it. They are cleaning it up. If i take you over here, you have a Couple Entergy workers. There is no electricity they are dealing with but because this building has come down, whAt They are doing is they are disconnecting the electricity to this building so that as the cleanup continues or if any power comes through, nobody gets shocked. That said, they are saying that for most customers its going to be seven to ten days before they get power. This is what entergy says it will look like to restore power in new orleans. First of all, theyre going to work to get essential power to essential services, hospitals, nursing homes, fire, police, and water systems. Obviously thats a big deal, both pumps and cleaning water, sewage and things like that. Then theyre going to repair the major lines that go from the Energy Production Plant to the substations. As you know, about 130,000 volts comes from the Energy Company goes to a substation which then drops that down to lower voltage which gets you ultimately to 110 volts you have inside a house or 220 volts if youre industrial. Theyll deal with those lines next. Then they are going to deal with businesses and homes. Lines to businesses and homes are going to come last. When we say people wont get power for seven to ten days, what youre likely to see is power restored to people who need it most, meaning hospitals, police, things like that early, maybe even the airport early and then you will see people who are in homes getting it last. Theres two problems. One is the major Transmission Lines that are down. There are eight of them. They are all down. We have pictures of a power across the Mississippi River that ran a power line. ThAt Tower is destroyed. Then they have to fix the local things that have happened. Things that have come down that have toppled lines. Thats a physical go up there with those Bucket Trucks which are getting out today. First they have to clean roads and then get those Bucket Trucks. Two things have to happen to get power electricity. Cleaning the roads is important. You can see here Whoevers Business this is hired people to get bricks out of the road so this road becomes passable. You see this sort of action all around new orleans whether its trees or its buildings that have come down. People are cleaning up first and then they do repairs and then they get back to normal. Its 88 degrees or something right now. Feels like 100 because of how humid it is right now. Imagine seven or ten days like that. Theres heat, theres Cell Phone towers that have gone down. If you have At T, no signal. Verizon is a little signal. All kinds of problems here. In a hot city for seven to ten days without power, thats a big problem. Answer me this if, in fact, you can. I dont mean to put you on the spot. When it comes to rescuing folks, i remember during new orleans they had advised individuals to stand on rooftops and put a x on their house to make sure Emergency Responders knew they were there. If there are folks there without power, without Cell Phone service and theyre not even necessarily able bodied, an elderly individual, for instance, how are they advised to connect to rescue workers to make sure they can get to Housing Or Safety . Reporter this is a really important point. People dont have power for their Cell Phones. Some dont have service. There arent that many Land Lines around and 911 in a number of parishes went down. At daybreak today, we had Search And Rescue teams up theyre not in new orleans because we didnt have flooding in new orleans. 16 years and 16 Billion 20 years and 16 Billion worth of work done here to prevent the flooding of new orleans did work. But you saw in those other parishes there have been water up to Roof Lines and in Grand Isle 2 1 2 hours due south of here where they think there may be 40 people trapped, Grand Isle gets flooded every time theres a hurricane. Those 40 people that stuck around had made plans because flooding is high. There are places where people are trapped or having difficulty. Authorities at least know about all of them. The Cajun Navy and Search And Rescue teams are out there trying to get to those people. Its not like in new orleans where this was a surprise, nobody saw it coming, and people had to signal and flag down helicopters or boats to let them know thAt Theyre getting out. At least in the most populous part of this state in new orleans, that Part Hasnt happened. Okay. Ali velshi, good to see you. Sam brock, thank you as well. I want to take a closer look in new orleans. Joined now by a City Councilman who represents the western edge of the city. Joseph, thank you for joining us. What more can you tell us, councilman, about the situation in your district right now . Ali hit the highlights. The numbers have gone up since this morning. We heard about 850,000 people in Southeast Louisiana without power. You all just reported its over 1 Million. Thats a quarter of all of louisianans now who dont have power. That picture actually we just took, i think, on twitter that you show right now of the Gas Station in my district where it fell over on one of the pumps, i would say having toured the District Top to bottom before we came to do this, by in large limbs being down, Power Lines being down, trees being down are the biggest issue we saw immediately but, of course, being without power for such a long time is going to be a tremendous issue for all new orleanians. Lets talk about how, in fact, the city plans to deal with this issue. You got folks that are going to have food spoiling. Theyre not going to have access to clean water likely if this continues. The Cell Service is fairly spotty as ali was just pointing out to me. What are the efforts from the city in order to get folks help, Food And Water needs, as they await their power to get turned on in sweltering Summer Heat . So a couple of different things. I know the city is working with a number of different providers to make sure that Food And Water are available. Of course, you heard president biden earlier say the same thing, that he was going to make sure as much water was going to be provided as necessary. Theyve gotten really good here at delivering food particularly during covid so i anticipate that being less of an issue. I think the biggest problem is just being without power for such a long period of time. There are people who are going to make decisions about do i want to stay here and ride it out for several more days, people who are deciding i want to stay with my generator. Im going to be okay. Obviously were trying to work with telecoms thAt They get going as quickly as possible and we also hear that a former congressman will be a Point Person for this as well. So with former Congressman Richmond who knows the area so well, thats going to be a big help to the area facilitating federal resources to the city. If folks decide they dont want to ride it out, is there somewhere to go to seek air conditioning, food, water, and if so, what are the covid precautions being taken in those places . Its a good question. I know right now thAt The city has mobilized both with the national guard and with others to have the ability to use potentially the superdome and the Convention Center as places. The Convention Center was a spot that was used for covid help already so they already have all of the protocols down and have worked with local hospitals in making sure all that happens. I think the big unknown right now is how long the power is going to be out. Alis reporting was the first i had heard seven to ten days. Thats actually a little bit of a Speed Up from what we heard originally. What were you hearing . We were hearing potentially weeks. So seven to ten days is more bullish than we heard earlier this morning and, frankly, every time that gets sliced down by a few more days, thats a positive sign. Obviously we want thAt To happen as quickly as possible. Lets Hope Ali is right on that. Seven to ten days sounds better than a couple weeks to wait it out in the beginnings of september in hot new orleans. New orleans City Councilman, thank you. Appreciate it. The threat from ida is beginning as the storm brings devastating rain and winds inland. Plus, we expect an update from the Secretary Of State later today as the time runs out on Evacuation Mission in afghanistan. Who is being left behind . Thats the big question. Crews working around the clock to rescue those trapped in their homes but sadly this dangerous storm is not done Wrecking Havoc just yet as more flooding is in the forecast in the hours and days ahead stretching from the Gulf Coast all of the way to the northeast. I want to get to the latest on this with michelle grossman. Good to talk to you this afternoon. Images are harrowing. Do you feel like its over considering its a tropical storm but this thing has a ways to go before it dies out. What can we expect . It really does. Well talk about ida at least for the next five days. Ida was catastrophic. Its dangerous. Its sad and will go down in the history books. Ida will not be used again for a storm. As you look at radar, you see the dark colors, yellows, oranges, thats indicating where Heavy Rain is falling. Tropical systems are like a sponge. This sponge is holding a ton of water. We saw that water that came through louisiana. Now we see that rain in Mississippi And Alabama and seeing severe weather. Lets give you the latest because its still a tropical storm. Still holding onto that at 40 miles per hour. Its moving so, so slow at 9 miles per hour. Thats part of the story here. It moved so slow last night it continues to do so so that just allows it to sit and spin and drop all this rain over these areas over and over again. It will take a while before it moves out of mississippi. By 7 00 it hasnt gotten very far. Notice on futurecast you see dark colors indicating where Heavy Rain will fall and severe weather threat. Need to think about that overnight. By tomorrow its into the Tennessee Valley. Remember just a week ago we had 17 inches of rain that fell in some spots in tennessee. Were going to add to that. Then its going to slowly move into the midatlantic, the northeast, and we had moisture moving through from henri and fred that saturated grounds where we saw records in july and we saw Record Rainfall in august as well. Tomorrow is the first day of september and well add to that as we see rains on wednesday and thursday and even by this time wednesday at 8 00, we could see enough energy with ida where we have severe weather going through the midatlantic and also the northeast. Finally out of here on friday. Over the next several days were looking at a Flash Flooding Life threatening story. This story will not end until at least friday. Weve had worst Weather Events this year. It was the worst storm. It was the worst flooding. Coming out of nowhere. It seems like ida is one of them. What do we know about the role of Climate Change and how it impacts future storms . I hate to say this, but i think this is the norm. This is going to be the story next year and the year after and the year after that. Last year At This time we saw a category 4 storm hit louisiana. And then just a year later another cat 4 storm. Thats the first state that has ever seen two Backtoback Cat 4 storms. I think this will become the norm. I think Meteorology Students will learn these powerful storms that we didnt know about way back when. You will be hard pressed to say theres not a correlation between Climate Change and these storms. We put together graphics to explain what we think is happening. When you have Climate Change, you have warmer air. We talked about oceans that were 90 degrees At Times. When we saw Ida Go up the coast it weakens. Waters get shallow. You get upwelling that brings up cooler air. It was 90 degrees and deep yesterday. It continued to fuel the storms. When you think of hurricanes, they are like engines. They need gasoline like cars do. If you have constant flow, youll get that. We had a rapid intensification of 65 miles per hour with ida and that is tough. 35 is definition of that. We saw 65mileperhour Increase Cat 2 to cat 4 in just hours. Wow. A resolution to hold the taliban to their word on maintaining peace and Safe Passage to those who wish to exit the country. What will that mean in anything . It is just about midnight in afghanistan. Here is what we know At This hour. Isisk is claiming responsibility for Rocket Attacks targeting the airport last night after the United States carried out Air Strikes over the weekend. The pentagon is promising a forceful response to aggression even as it warns of a real and ongoing threat. The total evacuated is 122,000 with an unknown number still at risk as the taliban breaks its word on amnesty. We have our correspondents joining us. Lets talk about thousands of afghans being flown. Where are we currently on the evacuation as we approach the deadline . The State Department said yesterday there were 250 americans who were trying to get out of afghanistan and have not been able to. These are folks who for whatever reason taliban checkpoints, hell problems, transportation issues, were not able to get to the airport and get themselves evacuated. Our understanding is that number has gone down slightly overnight. We do not At This point have an exact figure. It is looking very likely that when the final u. S. Troops leave in the coming hours, there will be american citizens left behind in afghanistan. Of course, theres a much larger number of afghans who are also going to be left behind. Those are people who Hold Immigration Visas who worked alongside u. S. Troops are at risk for the role they played in civil society, religion, ethnicity, anything like that. The Biden Administration is promising thAt The evacuation, the effort to get people out does not end when the troops leave. They are saying they will bring political and diplomatic pressure to bear on the taliban to get them to stay true to their word and give people Safe Passage out of afghanistan if they want to leave, but taliban is facing a major Brain Train right now. Many of the highly educated best trained people in the country are trying to get out so there are reasons to be skeptical about whether the taliban will followthrough on that commitment. You mentioned 122,000 people have been Air Lifted. This is the largest Air Lift in u. S. Military history. Only a little more than 10 of them reached the u. S. So far. Many more in places like here in Doha Waiting to find out their next moves. Lets touch on the afghan allies and americans still left in afghanistan. Do we know anything about who they are and Protection Biden Administration is promising to these individuals who were not able to get out of afghanistan and what does political and diplomatic pressure on the taliban look like considering the taliban will be in control of afghanistan. All we heard are vague declarations thAt The united States Government is not going to leave these people behind and will work after the August 31st deadline to get americans out. I think we dont know how thats going to happen. Its been vague. Defense officials i spoke with said there will be two lines of effort. One is diplomatic and the other will be economic. Diplomatic, you know, it stands to reason thAt They will work through intermediaries to help them to allow taliban to give americans Safe Passage and others brought in. Economic will look like u. S. Using leverage they have over the taliban with millions of dollars of taliban money that is frozen right now. That being said, we dont know anymore specifics because the secretary when we spoke on meet the Press Yesterday didnt offer anything more than the vague overall promise to help americans. We know that according to pentagon Press Secretary John Kirby there will not be a Military Component to it. Thats whAt They say for now. Viewers are saying who are americans that are left . Several hundred americans . One problem that faced americans in afghanistan right now particularly people who may be dual citizens is they may have an american passport but they may have a lot of Family Members including close relatives who are not americans who have not been able to get out. We hear more and more cases of american citizens who get to the airport and they cant bring their families in with them and they make this difficult decision of do they leave or stay . That may be some of the americans who are left there. Others may be people who just are not inside kabul right now and as we know its been difficult for americans just to get into Kabul Airport when theyre already in the city. Thats not saying anything about the many people who may be outside of kabul right now and just cant even get in to get to the airport. What a decision to have to make standing inside the airport knowing if you leave youll seek safety but leaving your family behind knowing theyll be vulnerable to the Taliban And Violence ahead for them. Courtney, talk about the Air Strikes from over the weekend. We know there is a persistent threat and there will continue to be. Are there plans for more Military Action that we know of At This point and do they feel as if they accomplished their goal . So Defense Officials are saying that president biden told them to go full steam ahead and to continue to dismantle the Isisk Network in afghanistan and they certainly havent dismantled to this point so that would presumably go past August 31st thAt Theyll continue to find and target and strike isis fighters in afghanistan. But the threat right now as in the final hours before all u. S. Troops and u. S. Diplomats are out of that country, the threat remains very real. Its the same thing that weve been talking about and weve been hearing about the potential for suicide attacker, a Suicide Vehicle ied or even and this is one of the things theyre concerned about in the last hours is some ability to fire a rocket that may try to take down an airliner as it is leaving with evacuees or u. S. Troops. Thats one of the worst Case Scenarios theyre concerned about. ThAt Threat is continuing and its very real. What do we know about casualties from the u. S. Air strike . Very little. Theres been a lot of reporting on the ground. There are afghans talking about it. From a military perspective, they just dont know. Theyre not denying it. Theyre not confirming it. Theyre looking into it. This underscores one of the big issues they have right now. They dont have people there on the ground. Theyre not hearing from afghan partners anymore. So a situation like this is even more difficult than it was before the taliban took over the country for them to find out exactly what is going on. They rely on Media Reports on local reports and in some cases the taliban are telling them whats going on but that isnt enough for them to verify exactly whats happening. We will hear more about this. Theres an investigation thats going to take place, but, again, without people on the ground especially as last u. S. Troops are leaving in the coming hours, it will be more and more difficult to get information verified there. Matt bradley lets talk about the evacuees in germany. What is next for them . I was talking to a State Department official today. Its a sprawling Tent City At The Air Base close to where i am now. Its a huge presence and it takes about four days on average for these people to cycle through. Once theyre through, they are headed almost entirely to dulles airport. Theres lot of problems thAt The State Department is facing there. There are dozens of Unaccompanied Minors, which is a major issue trying to figure out whAt To do with them and locate their parents. There are blended families. These are people who have theres different statuses. Some have green cards. Some who have u. S. Passports. All in the same family. That makes it difficult for them to process. Were seeing today more people are leaving ramstein Air Base than arriving. Thats a big shift. Well see as this wraps up and kabul wraps up and people move on, well see this Base Swell in size and also because its reached capacity, well see Flights Landing in other places like the Air Base in italy and spain. This is a massive operation. It has stretched the State Department and Department Of Defense to the limits when this comes to how how to accommodate them but they have to stop in places like this to be processed and its really quite an ordeal. Matt, what do we know about the facilities for evacuees there At The Air Force Base . I was walking around. Its not that bad. People were not really complaining so much about the facilities. They have everything they need. Medical care, water, they have food. Most of their needs are met. WhAt They dont have is information. A lot of the people i spoke with said they have no sense of when theyre going to leave or where theyre going to head to. We walked out on the tarmac and we saw a lot of these people as they were taking off and they really were thrilled to finally be on what was the last leg of their journey. They are going to stay there for four days. Thats the average time theyre there. I have to mention, while this is all happening, people are living their lives. There were five babies that have been born among that 15,000 people At The Air Base. These are people who are living and continuing to try to move on with their lives and its a big, big logistical Problem And Bureaucrat nightmare for the State Department and Department Of Defense. A lot of health problems. A lot of other issues like these Unaccompanied Minors i mentioned connecting families and making sure that everybody is on the level in terms of their paperwork. United Nations Security Council voting for a resolution to hold the taliban to their word on maintaining peace and Safe Passage to those who wish to exit the country. Do you think the taliban care . You know, i think thAt The taliban might care. Its hard to predict whAt They are thinking right now. Its more than just one group that were talking about. We think of the guys in doha that made the deal with the americans and ones that america has trusted in this endeavor. We have to remember there are various groups. There is infighting right now within the Taliban Of Who Will Control Kabul and who will be in government and who will be in charge of everything, what vision they have for the future of afghanistan. But that said, its hard to predict whAt The taliban will do and its not just one group and they have the enemy as you mentioned earlier and you were talking about earlier. They have an enemy there who will take advantage and show they have no qualms when it comes to killing afghans. Interesting you bring up this point. I dont think we talk about this enough knowing and reporting on the taliban. The fact that its not a normal Power Structure the way u. S. Marines are made up of. You could have the spokesperson saying one thing and negotiating one thing and you could have another man on the ground in kabul doing exactly the opposite. It speaks to the lack of trust in negotiating with an organization like the taliban when there really is no Power Structure, not really knowing who the leadership is. Absolutely. Absolutely. Ill give you an example. I was speaking to an afghan woman who was in charge of an organization, i wont say which one so to not put her into jeopardy. She was told to keep going into the office. One day she went in. She was trembling. She went. Next day she goes in. Someone else comes in and thank you for work. Im in charge now. She goes back home. He tells her not to come to the office and gets a call saying why arent you going into the office . And then she heard the frustration on the other end of the phone saying i know who is doing this. Ill call you back. Of course he never did. And shes okay. But thats an example of a good instance where she is okay. Others are being killed who are promised not to be killed. This is not this is by no means an organized organization. Two things i want to touch on before i let you go. First as Matt Bradley said, a logistical nightmare. Refugees heading to these Holding Zones and then onto other countries, eventually some of them really coming here to the United States. What happens to these individuals because not only is it a logistical nightmare, its an emotional nightmare to be ripped from the country you have lived in for so long and emotional security that you gain from having friends and family around and knowing that world and going to somewhere foreign and not knowing whAt They can offer you. This has been an emotional Roller Coaster for afghans. It has been, as well, for americans. I have been in touch with a lot of u. S. Diplomats and international Service Members who served time in afghanistan and they put so much effort, so much effort to help the afghans to helped them. Afghans they promised they would never abandon and they feel guilty now. So this has been an emotional Roller Coaster going all around. But that said for the afghans coming in, theyre coming into a world they dont know. Some of them, you know, theyve been around u. S. Soldiers. Theyve been around the western ideas. But there are a lot of people on those planes who dont know much about america and dont know much about the West And Theyll be in for a real shock. Luckily there are a lot of people within the communities who are reaching out to the refugees to try to welcome them in. This is going to be a really tough environment to come into as everyone who is watching knows its a very divided nation. There have been very antiimmigrant sentiment in the last five years. My own family, we were refugees in the 1980s. Thats not to say everyone was welcoming but it was more welcoming environment back then than it is by any Means Today especially because of the last five years. Thank you as always. Appreciate it. This afternoon we are getting a closer look At The extent of the damage after tropical Storm Ida devastated parts of Louisiana And Mississippi. This is new orleans french quarter. Windows blown out, debris on the street, roofs blown off and all of new orleans is still without power making up a large part of the more than 1 Million customers across the state currently without power. Joining me was the commander for the joint Task Force that led the response to Hurricane Katrina in 2005. General, thanks so much for joining us on this. I really appreciate it. What do you think are the biggest challenges that face Emergency Crews right now and how do they tackle them . Search and rescue, which means you have to do the initial search, knock and see if people are in the homes so you can rescue them and in locations where the last known contact was. Search and rescue open the roads. You have to do those simultaneously. One enhances the other. Because in the areas we dont have Flood Problems we need to open roads. So getting those roads open, getting the initial search of every house done is job one in the Opening Day of the Search And Rescue and its a large area. Youre talking about an Area North of new orleans all the way to houma. On a good day thats like a Threehour Drive because the roads in those areas when you get down to the coast are all restricted by canals and water systems. So theres a lot of challenges on the end of the first responders and the sheriffs and the fish and wildlife. The good news is they train for this and theyre well equipped to do it. How do you even begin to tackle rescuing folks in remote areas that may not have contact with emergency authorities to get help . How do you figure out who needs help and who doesnt in places where you just dont know . Well, thats why we have these great sheriff departments, all of them one of the most hard hit parishes next to st. Johns but they have some embedded first responders there that generally know where to go because they know the people. And that is going to play a big role and local politicians looking out for their constituents. The problem that makes it a lot harder, First Net went down, an at T Service that a lot of first responders thought they would use and when at T Service went down, they Cant Talk to Each Other and they Cant Talk to their constituents. This is the second time weve had a Disaster Year where at T Cell towers or system goes down and it affects the ability for people to call 911. The Cell System was put in to get rid of the land line. You dont need it anymore. And thats what a lot of people do. And now the system is not working. At t doesnt get like the Power Companies moving energy around. They can put the towers up that can be lowered and put back up or they need to have standby towers. Right now Search And Rescue will be slowed down. People cant even apply for fema because At T is not working. They do not get the act of God Excuse like the Power Company does. And how quickly is it, general, to coordinate all of the other Rescue Crews coming from out of state . Well, by and large, the Command System which theyve all been trained on by Fema And Part of the homeland security. They all have modern radio systems. Internally the Cell System they use is up for them but they have good communications and they train between the state and federal government. Every street, local volunteers will save as many lives as these teams that have come in if not more. Its the local folks important to this mission as well.
