The u. S. Withdrawal from afghanistan is now entering its final hours as the last evacuations. As many as five rockets were fired at the airport. Well go live to the latest from the region and the pentagon coming up. We come there one of the most powerful hurricanes to ever hit the united states. Hurricane ida barrelled into louisiana near category 5 strength. Wind gusts were reported north up to 170 miles per hour making it one of the strongest storms to ever hit the united states. My colleague is in the scepter of the storm. Rescue efforts are under way right now. One person is confirmed dead, and officials expect that number could go up. More than A Million people are without power right now including the entire city of new orleans. Some officials are warning that power in some areas could be out for weeks. Emergency services are down as well. And the disaster is putting even more strain on a Hospital System already pushed to its limits by a surge of covid patients. This is video of a roof being ripped off of a Hospital South of new orleans. Ida remains at tropical Storm Strength as it goes northeast. More flooding is expected, and the risk of Thor Tornadoes is now threatening Malt Pl states. Telling fema this will be a really long recovery. And were expecting to see President Biden to hold a virtual meeting later this hour. My Nbc News colleagues have been out in it, theyre out in the field across the southeast. We have Ali Velshi from new orleans. Ali velshi, i will start with you. What is the latest in new orleans and what are you seeing . Power is completely hot in new orleans and in a lot of louisiana. The vast majority of them was because of a transmission, a transmission failure. That happened a four hours after dark. One of the things we could tell about it is while new orleans missed the brunt of the storm we still got a lot of it. The winds were very, very high. 150 miles per hour. Not here, were getting gusts of 100 miles per hour or more in new orleans along with that Pelting Rain for hours and hours and hours. This was the type of damage that were seeing here. An entire structure coming down. But you see things like this aacross the. That was the ripping off of the wind for hours and hours and hours. There are Chain Link fences down, gates down, trees, electrical poles, no sense of when the power is coming back up here, but one thing there isnt here, garrett, is flooding. This is a below Sea Level City and they spent 16 Billion since Hurricane Katrina landed which was 16 years ago yesterday. There are places in Louisiana And Neighboring parishes where you have seen an increase in flood levels, but not here in any meaningful way in the city of new orleans. Right now theyre dealing with destruction like this and how that will get rebuilt. Theyre dealing with Power Outages. Winds are down, were seeing workers out there assess. And they are going to go out and start assessing the power. It may still be a few days out and the things are damaged here and there are big problems here in new orleans, but it is not the flooding that so many people were worried about. All right, Thank You, and shaq youre up the coast a bit in Gulf Port, whats the situation there in the mississippi coast. The rain stopped, the wind is still there, but no nothing like we experienced. There was Wind Gusts up to 74 miles per hour at one point. And you know this area was not expecting a direct hit. It was not in the main trajectory of the storm. Thats who officials knew and they hoped that people abided by the curfew. People are free to come out in Gulf Port and survey the damage and go ahead and go back to resuming near normal lives, but officials knew they would get that direct hit, but they were concerned Beyond The Rain and the wind. The Storm Surge Warning you saw here, and even the threat of tornadoes. There was a potential tornado that touched down on the overnight hours. The national Weather Service has to come confirm that, but going around the area and the city you didnt see much damage. You saw a Couple Tree limbs down. I think the big sign you saw this morning was the mail workers, Gas Stations back open, people are ready to just move own and go back to what they were experiencing before. But it is very clear they took this seriously. They did hunker down because this was an area that was not spared 16 years ago when thousands of homes were washed out. More than 100 people died, and theyre very grateful that they did not experience that same thing. The Mayors Office saying theyre prepared to help other people now. Theyre going to do that in the louisiana area. Okay, what is the Power Situation like there . It is much different than what you saw there. This morning the latest report that We Saw was 93,000 outages and youre dealing with more than One Million people without power. We lost a little power overnight and other residents have confirmed that in other areas, but most of them got it back at this point. The Power Situation is not the story here. There is still a threat, but in terms of power, its here, The Rain is gone, the Wind Threat is subsiding. People feel very good about the position theyre in here in Gulf Port. It is interesting to see that this has been a wind event, not a rain event. Vaughn hilliard is in birmingham that is in the path of the storm today. What are people there expecting to see as the storm continues to have effects really out through the middle eastern part of the country. Exactly, garrett. The storm is not over. It was in the last 15 minutes where they caught the storm here. Youre looking at the likes of huntsville, chattanooga, it is more rain expected here, and there is of course a Flooding Concern here. We spoke with the Fire Chief that said they were using high powered tanks to push leave, trash, and sticks out of the system here to make sure the drainage is able to withstand. And they said youre looking at johnson county, the most torrent prone area here in alabama. He said we should expect to see Tornado Sirens again to go off. Just earlier this year there was a tornado that landed within seven minutes of the sirens going off and it took out hundreds of structures. And yes, were not expecting to see the flooding you saw along the coast, but at the same time it is still a significant storm here and that one is of heightened concern and that people should still take seriously. And into chattanooga, garrett. Im looking at Rain Bands and thinking about that Flooding Event that We Saw there. I want to bring in Sam Brock now that joins us on the phone, just to the new orleans area, and they were saying this morning there is over 1,000 people still awaiting rescue. What can you tell us about the Search And Rescue operations that are under way now. It is a situation where it vacillated a lot throughout the course of the day. We spoke with the cajun navy this morning. Then they said they arrived at 7 00 this morning and it reseeded. Receded. Then high water vehicles were going in this area, in impossible roads, and put people there and took them to safety. Im told from our Camera Crews on the ground there was dozens of people, if not more. One woman said the Water First came up to her angels, her knees, her waist. When it got to her chest she went to the attic. This morning when the National Guard arrived they took her from the water back to dry land. That is just one of the pieces of the puzzle here. We have been driving around paulina and it appears the eye of the storm must have been somewhere around here. Im looking at a Gas Station that has a transformer dangling in the air and the cars are trying to get to the one working gas pump. There are Power Lines across fields for blocks. Pools in front of homes that did not exist before. Overturned tractor trailers. The visuals are powerful. The wind was so strong that it just tore things to shreds quite literally and people are trying to pick up the pieces this morning as they have know electricity, gas is an issue, and even clean water is problematic. How much has the lack of power or the lack of phone service, the 911 Problems they have affected the Rescue Efforts there and just getting the picture of how bad the damage is our how desperate the situation may be on the northwest banks. It was the single biggest obstacle it seems, least night. The Communication Systems were down. Even now we spent Hours Today trying to establish a signal using those same Cell Towers and we have been unsuccessful at doing so. They are also at new orleans, the 911 Operation Center earlier tweeted out that theyre able to reach people in need. They have police officers, and it is representative of the fact that the communications being challenged now since the arrival of hurricane ida. And we are focused on the area wheres it is hit the hardest. They are the structure that has been compromised. Sam brock in the thick of it. To the teams out there in harms way, Thank You. And now the last remaining troops are trying to safely evacuate themselves from kabul and as many civilians as possible. Officials say 1200 people were evacuated from kabul yesterday. More than 116,000 have been evacuated since august 14th. For more im joined by Courtney Kube. What do we expect the last few hours to look like in terms of flights. Theres just not as many people, as many americans, left to move, right . Yes, the last couple days the number of total flights leaving the airport have been down but more significantly, and i guess more noticeably is the number of individuals that have been leaving have been significantly lower than where they were just late last week. That is because as you expect, garrett, the E Evacuation Mission is winding down. It is nearly midnight, and going into August 31st in kabul right now. The mission is clearly ending. What we should expect going forward at some point the u. S. Military and State Department will all be out of Kabul Airport. We will expect an acknowledgment of that, we dont exactly know what that will look like, but we are expecting an acknowledgment of that. And then going forward the taliban have control. We heard Anthony Blinken saying there would not be a continuing diplomatic presence there. We asked that question another of John Kirby and he said there was not a u. S. Military component of that. Instead, according to the Defense Officials were speaking with it will be a diplomatic way forward. But again, for the first time, in the next 24 hours we will get word that for the first time in nearly two decades no more u. S. Troops on the ground and in afghanistan. Can you talk a little about the logistical challenges here, airlifting themselves out of afghanistan and the concerns about what were leaving behind . I think a lot of people are taking to the reporting over the weekend, and i know the pentagon is concerned about having that not be the case at kabul to the best that they can. Thats right, so on the equipment a lot of what was left behind was for the afghan security forces. As the taliban took over parts of the country they took most of that equipment. They were able to get hold of much of that equipment. And were talking everything from ammunition, small arms, Up To Aircraft and even reports that they were able to get some drones here. There is a pretty robust amount of u. S. Military equipment at Kabul Airport in the course of the mission. And you mentioned how it is going to look, what the Military Calls their retro grade. Their full withdrawal from that airport. There is a lot of equipment there. They are taking the stuff that is the least priority, the vehicles, the things that they can manage throughout. They are getting some of that out on the aircraft already. Some of it, if they leave it behind, the Defense Officials who were speaking to make it clear that they will not leave it in an operable state. So they will not leave behind things for the taliban to take over. One they can just disable it. Literally smash the equipment to pieces. So it doesnt work any more. And take out anything that could be potentially classified. Anything they would leave behind would not have a classified moment. The second way is what the Military Calls a controlled detonation, they would blow it up on the way out the door. We may see a combination of those things, garrett, but officials are confident they will not leave anything behind that the taliban may be able to get ahold of. But the of the last couple hours, of the serious security concerns, that we have heard and seen in the last couple days, these are the most critical, garrett. As the number dwindles, theyre having to having to provide security for themselves and there is a real sensitivity to what Military Presence is there on the ground right now until we get official word that all u. S. Troops are out by The End of August 31st. We have been hearing about specific threats since Wednesday Night of last week. Are they worried about specific threats in this moment. The best way i can explain it is that it is just a week ago friday or saturday now when we first heard about this threat from isisk. But the threat has sort of accelerated at certain times where they have specific intelligence about times when they believe something could happen and it is sort of ebbs and flows. But throughout that entire time there has been a very real credible specific threat in this particularly surrounding u. S. Troops, u. S. Citizens at the Kabul Airport. So it will not be over until the last two americans are out of the airport. Our, Courtney Kube at the airport, Thank You. I think i have Raf Sanchez now. There is 116,000 people evacuated. So raf, what has the process been like there in the last few days and where do all of these refugees appear to be ending up at this point. Garrett, evacuating people off of the tarmac in kabul is the first step of an unbelievable difficult process. They landed at the air force base. This is a major american Military Facility. And then they need to be screened. We need to figure out exactly who people are. There is often a lot of confusion at kabul, it is not possible to fully vet everyone. Many of the people that land here are then transferred onward to other u. S. Facilities, across europe, across Ramstein Airport in germany. That is a Military Facility that is turned into something of a makeshift Refugee Camp well as a security screening. Are being given coronavirus tests. Once people are vetted and screened they will be brought to the united states. Only about 10 of the people outside of kabul have landed in the u. S. The rest are in these various interim facilities. The u. S. Pulling in a lot of diplomatic favors asking various allies and third countries can you take these people as we try to sort all of this out, garrett . All right, Raf Sanchez, in doha, working around the clock. Thank you. I want to bring in Doug Lout who directed afghan strategy. You heard courtney talking about the Mil Tear Challenge of retrograding their equipment on the way out the door. For a lot of machineries this has been most of their adult lives, the idea of a Military Presence in ags, what is the role like in that region. How do they continue with what we heard as the other the horizon capabilities. It is a lot like two so one on several days ago, there is a house, and it carries an is lomic state planner. So that is what the future could look like. There is a more recent stwriek and it has explosives in the area itself. First, the intelligence requiremented to strike the islamic state after is a residual Intelligence Capability and the second is that we can actually strike from outside of afghan. Both of the strikes i mentioned here were conducted from outside of afghanistan. I think it is worth pointing out they have not identified specifically the isisk members, the bad guys they think they got in those strikes. I think we should probably have caution with how much credit to give to those operations before we know all of the facts. I want to ask you about something that the Pentagon Press Secretary said. Talking about the Evacuation Efforts that will continue beyond today. Here is what he said. For americans and other individuals that want to be able to leave afghanistan after our withdrawal is complete, that the State Department is going to continue to work across many different levers to facility that transportation. And as i said earlier, right now we do not anticipate a Military Role in that effort. So i just talked with courtney about the incredible logistic kinetic effort to get Human Beings off of the ground of kabul, what is the next phase looking like, the kind of diplomatic levers and the diplomatic Air Lift in such a thing could happen. It could be points of departure for citizens and others that wish to leave the county. One imagines that means a role for kabul international airport. But frankly it is hard for me to imagine that the taliban themselves have the capacity to run to international standards in an airport like kabul. And then there is other options as well. In particular pakistan and Central Asian states. We heard a lot about isisk, how much will they be a threat in the future. They are there watching. Ambassador and general, Thank You very much. Hurricane ida barrelled into louisiana, thrashing much of the state with the intensity. They are still without power this morning. 911 systems are down, and multiple parishes including orleans and jefferson, making it impossible for residents to call for help. Idas impact is further complicated by the pandemic. Dozens of patients in hospitals hit have been evacuated or relocated and in Win Hospital a Generator Failure forced Health Workers to manually pump air into the links of patients after ventilators stopped working. Joining me now is craig fugate. Thank you for joining me. I just want to start, it has been 24 hours since ida made landfall. We see the biggest challenges across the state, how does Louisiana Triage the challenges in front of them as a light of day allowing folks to get out and start Rescue Efforts. It will be Life Saving, particularly those outside of the protection areas that got hard hit. It is getting them you have housing and longer it remember cove ri. We need to make investments on our infrastructure. Its not built for what wereing. If we continue to replace what we have were going to see further impacts of the forms. Right now is Life Saving, but were going to be asking that question and we need to rebuild for future risk in a way that were going to have more storms, how do we mitigate and build more resilient infrastructure. Youre talking about the republican senator from louisiana who is one of those that negotiated that structure package. I want to ask you about the Power Outage and the 911 outage, how much of the tag of war for lack of a better word are we still in about the damages, and well into the next day, the sun is out, the suns can move around, what do we know and not know about how complex the Rescue Efforts are. There may be medical issues that dont show damages. Were going to have folks out there, National Guard, they will contact them, but the Power Outages i think this is not a fault. It is still hot and steamy and the impacts of Power Outages will continue, and not just for not having power and it is a Health Threat for a lot of those in that environment. Your hurricane is your primary problem, the lack of power is the secondary problem, and the background to all of this is the pandemic. How challenging, you have plenty of hurricanes, but you dont have to deal with an on going pandemic, how challenging does that make the medical picture, just talk about the level of complexity that adds to a disaster effort. Having the Delta Variant everywhere in louisiana while youre trying to solve all of these other problems. Its complex, there are things we knew we could do to mitigate. My big concern right now is because we have so many people sick in hospitals that this is still a very dangerous time for further injuries and deaths as people start getting out. They will start everything from running generators to getting carbon dioxide. Youre hearing from the Government And Everybody else. If youre safe, stay home, dont go out, dont explore, dont become another victim that requires hospitalization. I dont like to put you in the position of Monday Morning quarterbacking other officials, but i think it is interesting that the mayor of new orleans never put mandatory Evacuation Order in place. I think part of that is how quickly this storm came on on friday afternoon. She said it was too late for a mandatory Evacuation Order. As we look at the after action of what happens here, how important do you think that decision will or wont be . Again, we had a variety of circumstances. The majority of cities inside of the levee protection system, ordering the evacuations outsds outside of the area. As Emergency Managers we have to make sure our plans adopt to the threat. If were going to see more well have less time to get ready for the storms. Well have to plan for that and not hope that we have the time to make the storms fit our existing threats. Is that a Fine Line for the Climate Change . It has been if you look at all of the signals. Heavy rainfall is two signals they have been clearly identified in all of these reports. And if you look over the last couple years, louisiana has been hit with two cat 4 hurricanes. Followed by another ca 4. It doesnt even occur until september. So were still very early in hurricane season, but were seeing these rapid intensifiers. Still ahead, were expecting to hear from President Biden any minute now as he speaks to the mayors and the governors that speak to these Rescue Efforts. Plus, tracking where the storm will go, next. Ida could cause massive damage. And that is exactly what We Saw. We already know there is at least one death and that number is likely to grow. And i have A Million peopled in flooz without power. And for a time ida caused the Mississippi River to change its direction. And there are roads that are impassable due to debris and downed Power Lines and we need people to continue to shelter in place if it is safe for them to do so and for those that lost their homes and states working with the American Redcross we opened 50 shelters in affected areas across the gulf coast. We started Search And Rescue efforts and we have folks out there who need assistance. More than 5,000 members have been evacuated from louisiana, mississippi, alabama, and texas to support Search And Rescue and recovery efforts. And Femas Preposition literally millions of liters of water. And we deployed more than 200 generators and we moved into the region. They have been moved in ahead of time and the administrator is working on getting more of those into the area. Were in close contact with private providers to see what they need. We are doing all that we can o for the amount of time it takes to get power back up in the region. We have been working with the electric secretary throughout the night and all day to assess the full extent of the damage. To accelerate the process i asked the federal Aviation Administration to work today with Louisiana And Mississippi electric companies to authorize the use of surveillance kroens to assess the damage to Energy Infrastructure while ensing those flights do not disrupt. I asked them to immediately make available any imagery that can assist in the damage for stays, cities, an parishes. They are going to prioritize getting Transmission Lines into new orleans and getting them back up and running. More than 25,000 Debris Crews and Line Men are rolling in to support you. Some are close and are hopefully already under way. What we need to be prepared, were about as prepared as we could be for the early stage of this and there is a lot more to do. We also know a lot of people lost their cell phone service. If a particular Carrier Tower is down or damaged. So the federal Communications Commission worked with providers to have a cooperative frame work agreement. It allows one dmoer go to another provider if that provider is down. So they can use roaming access carriers to any of the carriers that are up and running and that means you should be able to get a signal no matter who your carrier was or is. I want to make clear that were providing any help that we need. I got as i said i got my Senior Advisor here with me. Yall know him, he is a new orleans native, a congressman in louisiana, he was a congressman from the second district for ten years, he knows the area, he knows the people, and he who have been affected by ida, and he knows how to get things done in government. While fema is our lead for on the ground response, if there is something that needs my attention, sedric is your direct line. Direct line to the White House throughout this recovery. And i mean that. Whatever you need go to him and he will get to me and well get you what you need if we can. People in Louisiana And Mississippi are resilient, but it is in moments like these that we can see the power of government and the needs and respond to people if government is prepared to respond. We started working together, were going to stand with you and the people of the gulf as long as it takes for you to recover. So im now going to turn this over to john belle, Governor Evertz of louisiana, give us your assessment of what you have, what youre seeing out there tell me what youre hearing. Thank you for signing my request for the declaration, and last night signing the major declaration. That will be be very helpful. Ida came on shore with Prelandfall Declaration, and the disaster declaration. That is going to be helpful. Hurricane ida came on shore with everything that was advertised. Yep. The surge, The Rain, the wind, and the good news first is that all of our Levee Systems, and particularly the Levee Systems and the Hurricane Reduction systems performed magnificently, and they were not overtopped, and none of them breached, and even the Levee Systems paid for with state and local funding in la Fouche And Terrebonne parish, and it would have been different storm altogether if the Levee Systems failed. Having said that, the damage is catastrophic, but it is primarily winddriven, and we know that there were some areas that received tremendous rainfall as well, but we will be dealing with the damage for quite a while. You mentioned the Power Outage, and this is Trit Cal for us. It is A Million homes and businesses that are out, and my best guess is that you are getting closer to 2 Million people without electricity right now, and of course, we are trying to prioritize the restoration so that our hospitals come back up first, because while they are all on generator power, generators typically, you know, fail after some period of time, and so we want to get them back up first, and in the meantime, we have the Corps Of Engineers on the ground identifying additional generators to bring to the Hospital Locations so that should we have a failure before power is restored, we will switch them over, and work extremely hard on that. And we have fema embedded with us before the storm, and the truth of the matter is that they have been going to acceptance before governor and they have not left because of one Disaster Emergency after another. But they are doing very well, and we have looked forward to visiting with the Administrator Griswold who is going to be coming down tomorrow, mr. President , but this is going to be a long haul. We know that we are going to need assistance with the housing program, and we are putting together preliminary information this week that can potentially drive an abcdg and i will work with Cedric Richmond on that, mr. President , to make sure that we can get the program up and running as soon as possible. But i wanted to finish with really the most important thing. We are still in a Life Saving mode here doing Search And Rescue. The roads, and the highways into the most affected area were completely clogged with debris, downed Power Lines and trees, and we are making really good progress. We actually started our ground Search And Rescue this morning at daylight. We dispatched those forces and by the way, we already had Search And Rescue teams from 16 states in louisiana as of yesterday, and they started to move to the affected areas at 3 00 this morning and 6 00, they were actually doing Search And Rescues from 911 calls that came in over tonight that couldnt be responded to, and then by 6 00 this morning, we actually were affecting rescues out of the air as well. And the last thing that i want to say is that the very first rescues occurred at the hospital in galliano in La Fouche that were able to fly before anybody else could, because you saw the hospital that had the roof completely taken off. Yeah. Taken off yesterday and your Coast Guard Rescue and relocated those patients the first thing this morning. Sglifrmgts and we are appreciative of that. Thank you. We have worked hard with the Search And Rescue teams. I have all 5,000 of my National Guardsmen activate and we will end up with 5,000 more coming from out of state through the emac requests, and the reason this is important, mr. President , is that we have 2,400 of the soldiers in the 256 brigade deployed to the middle east, and so we will have that request as early as tomorrow that we will have additional soldiers coming from the National Guards from sister states, and this is going to be helpful as well. Well, good. Well, if there is anything else that you need, you know just call. I mean, you got the team at the table there. A lot of them. Yes, sir. So just holler. So now, cedric, who are we going to next . Governor reeves. Okay. I understand, gov, you are not on video, but you are on the telephone, so, gov, fire away. Well, Thank You, mr. President , and when we spoke on friday, you assured me that when we asked for the Prelandfall Declaration that you would immediately sign it, and you did exactly that. I want to Thank You for doing so. We are in a little bit of the different position now than our friends in louisiana. The storm is, and the eye of the storm is currently west of jackson, and so we have had between 18 and 22 more hours of the eye of the storm being in the state of mississippi. We also have, because it is a large storm our largest threat in terms of tornadic activity remains along the coastline and in the Counties North of there. The storm which, which really is challenging has slowed down to about 8 miles per hour, and that is the reason it is going to stay so long, and that leads to more and more rainfall, and the Bad News for us that it is going to get more rainfall than we originally anticipate and the good news is that because it is moving so slow, the Wind Speeds have not reached where we thought they would be from the 55 to 65mileanhour range and really closer to 30 to 45 miles per hour here in mississippi. Providing significant challenges, but not to the extent that it otherwise could have been. Because of that, we know that our greatest threats here in mississippi are with respect to rising water and Power Outages. The storm has been in the state for about 8 to 10 hours now. We have 135,000plus mississippi dwellings that have not and cannot receive power right now. We are working on that, but we anticipate that number to significantly increase over the next 20 hours as the storm continues to move north. We have determined and in meeting with our team, mr. President as well as your team with fema earlier today that the s. A. R. T. S, the Search And Rescue teams are not needed in our teams and our current State Teams can meet the needs and so our fema counterparts can release those individuals to go to louisiana to help with the Search And Rescue, as well as i have directed my general to direct over the next 8 to 10 hours over reaching out to his counterpart in louisiana to send the Men And Women In Uniform to help in louisiana from mississippi, because that is who we are. So, again, we have again about 20 hours ahead of us of the winds and the lots and lots of rain, but all things considered, because of the storm slowed up so considerably, we are seeing more rain, more water, but a lot less wind which is certainly helpful. Well, thanks an awful lot, gov. Again, thanks for your generosity in sending some of the Search And Rescue teams to louisiana. And as Mayor Cantrell on . I dont believe she was able to get connected. No, but we have Cynthia Chang who represents the parish that was hard hit. Well, you were hard hit, Madam President down there in grand isle. Yes, we were, mr. President , and mr. Chairman. We have not had contact with grand isle. And you know the congressman, i had contact with him, and he thought that 40 people were on the island and could not get them off, including the firefighters and we have not had contact with them since yesterday. I am told that the mayor is on a helicopter with the State Police to get him on the island and as long as there is communication, we will communicate with him to see what is going on there, the but it is hard to have no word from the island and the people on it. In lafitte, the water is very high, and from the louisiana National Guard and others are there doing the Search And Rescue. They are having to get the boats in and out, and we are sheltering the people at the park playground, and then the state is going to coordinate the pickup and move them out to alexandria is the plan. And our systems are down and we have no communication and the Water Systems are down, and we are losing pressure and we had to do the boil advisory, and we will have the backup systems there with the sewage, and that is a hygiene problem, and encouraging the residents w
