It has been 12 hours since i had a reuters sure in louisiana, on the 16th Anniversary of Hurricane Katrina. But even as it has been downgraded from a hurricane for two hurricane one, over those 12 hours ida is wreaking havoc, especially from the Storm Surge its leaving in its wake. Authorities the last hour reported a Levee Failing about lafitte just south of New Orleans and officials warn that more than 200 people are in intimate danger there and need to seek higher ground. One death has been confirmed elsewhere in the states, a 60yearold Man was killed when his house was hit by a fallen tree near Baton Rouge. And the entire city of New Orleans is in the dark tonights, the Power Companies say its catastrophic transmission damage. The number of people without power throughout louisiana, is now more than 1 Million, and rising. And there are fears that some of those people could remain without power for weeks. One area of particular Concern Tonight is louis knit louisianas hospitals, weve seen harrowing video of two different hospitals, that have portions of their roofs blown off. At least to louisiana hospitals that have been damaged or hope to evacuate dozens of patients as soon as the weather permits. But there are not many places for evacuated patients to go. Louisianas hospitals are full of covid patients as or the hospitals in all of the neighboring states. Joining us now with the latest is Nbc News Meteorologist Janessa, Webb Janessa what can you tell us is this . Our chris the good news is that we have kind of a lopsided Storm System. These are starting to break apart. Now sustained wind still pretty strong 85 miles per hour a cat one, were starting to see the Storm System crumbled. The problem is that the winds might states die down, but the moisture is still going to be in place. And has dramatically started to slowdown coming out of the north and nine miles per hour, so this is going to be a very prolonged event and severe weather, on top of that is now an issue for sections of mississippi, all the way through to the florida panhandle. And even sections of alabama. You can see from our radar is the Theater Bands that are making its way in. With that comes true Mention Rain and those Spin Ups of tornadoes that we are really going to have to watch. The latest update, just coming in, we are going to see this turn into more of a tropical storm as we go into her morning but look how long this goes, this is going to drag out until about Thursday Afternoon for sections of the Tennessee Valley all the way into the northeast, the Wind Flow with this Storm System will lose, but The Rain it will be at least 5 to 10 inches possible across nashville into knoxville in the next few days. The winds they are coming down in this is a lot better from an hour ago, where We Saw wind bursts of about 90 miles per hour, for New Orleans. Now at about 55 miles per hour, but now were starting to see widespread Power Outages across central mississippi, and thats going to continue throughout the overnight hours as well. Now you are dealing with the front right quadrant, which is the very strong side of the Storm System and its going to be dropping a good 5 to 10 inches in some spots of mississippi, throughout the overnights. Flash flood watches in emergency still in place for sections of Southeast Louisiana but now theyre really starting to expand in areas of the Tennessee Valley and Deep South. So the Flash Flood risk for the next three days, is still very high across this section of the country, and it will continue into the east coast. Flash flood watches in place for 14 Million people, throughout the overnight. But expect that to really expands and potentially some Flash Flood warnings, for those will go into a place. Im really concerned about these bands that are currently making their way across iten, some hopefully dont have people on the roadways, but the severe weather throughout the flood is still in place. This Storm System, from day one, has been a big time rain maker, across the whole area. It did not make this Turn System die down. And then when it got back into open water, of the gulf, allowed it to really gain some momentum, i know people are like hey the categories starting to go down and we are Out Of The Woods, but just not yet because this is packing a ton of moisture and its just not going to be for the Deep South its going to make its way into the Tennessee Valley. Nbc news Meteorologist Janessa, webb thank you tonight. Joining us now is the life from the city of New Orleans, is msnbcs ali, whos been standing strong throughout the night in this storm. I dont how youre even still standing. Give us a sense a sort of course of the storm, which are hearing in with the big concerns are right now. You know exactly how im still standing, Cause Youve done this as many times as i do. There is one of these gusts, that janessa is talking about. Very few of them now. Theres virtually no rain, this feels like a typical New Orleans, gusty night, where its humid. Its a little bit of agus, this will go away. And its over with. In fact one of the things weve been seeing increasingly as police vehicles around the city. Typically speaking, they wait until the gusts are below a certain level, so they are not walking around while they are having trees fall on them or things like that. Its not calm enough to have those Bucket Trucks out there, repairing Power Lines and trees. There are a lot of trees down around here. Generally speaking, if the hurricane finishes overnight, they wait until firstly anyway. So people are not driving over things, and creating more problems. It looks like things are getting a little more still here in New Orleans, but as you can see its been 12 hours since this thing made landfall in louisiana, and it is still blowing around. It is still gusting around. The big problem here isnt you and i talked an hour ago, there are now more people without power, that town keeps going up. Its obviously not going the other, way because no one is fixing anything overnight. We know of more than 1 Million people in this state without power. The vast majority of them in this city, because of would energy the electrical Generation And Transmission company says its been a catastrophic transmission failure. And had to do with low demand, the system basically shorted itself out, and shut itself down. Energy said very clearly, that is not going to be fixed tonight. They did use the word catastrophic. I dont know whether its easier or harder to fix and Power Lines going down. But thats why the power is out here, in the more areas of louisiana New Orleans, Weve Seen Trees come down. Its interesting, beCause Youve covered a lot of hurricanes before, this is in a case of the ground getting saturated and trees becoming uprooted. Theres some of, that but earlier today, the winds were so high, that the trees were just snapping and breaking. As you said we have it least one report, of a confirmed death. We also have a lot of problems with hospitals. Because they are working on Generator And Backup power. As for New Orleans, still in the dark, few late you see around the city including the decorative late there on the building behind me, thats a generator stuff. There is no naturally generated power in New Orleans right now. Anybody who has, power is using a generator. This is a densely populated city, people who dont have generators typically in their homes, unless they are in a suburban style home, or a bigger home. Most people are without power in New Orleans tonight. And they are going to wake up tomorrow, we will be looking at all the damage this things caused. As janessa said, there are people trapped, in lafitte. There are 200 people who are subject to rising waters. We dont know what that means. Whether theyre trapped or not trapped. But they need to get to higher ground. There will be Search And Rescue efforts launched as soon as First Lady is up. Let me go back to those million plus people in the state of louisiana who dont have power, and the problems that causes. And how that can get exponentially worse as the days and potentially weeks Go On. I know youve been talking to folks and so what did you see first of all when you came into the city, in terms of the staging of trucks and what have you learned from both City Officials and Power Company officials about how prepared there. What kind of spread they have, to get people back on power. Online as quickly as they can . The one thing that authorities of been saying here is that they were prepared, yeah i dont know how that fits into the catastrophic failure, in the energy company. But they were prepared for the size of the storm in the Power Outages. I actually waited a houston airport. About 24 hours ago, and i drove all night to get to New Orleans. Its usually a five and change our trip, it was a little longer last night. But i saw as you often see, those bucket, trucks coming in, and theyre sort of an interstate agreement, these trucks come from all over the country, they stage, they stay in a lot of towns where theyre not going to be in the eye of the, thing but they can stay in hotels and move in, in fact where im staying right here in New Orleans, on this property. There are about 15 of the struck stage. Theyre ready to go out. These workers are very well trained at this. They will get out there and they will start, its a two part operation, you have to cut the trees that are still a threat, you have to remove those trees so the trucks can get their. And then you have to start repairing the line. So typically it starts within 24 to 36 hours, after the winds of all die down. And The Rain has stopped. And the danger has eliminated. And the water has receded. In most places we are not seeing flooding but in some places we are, obviously theres no repairs that take place. But there do seem to be ready for this. Hopefully, this can be a few days to maybe a few weak effort. We do know last year in the year before, with some of the hurricanes, particularly on the east coast, it was several weeks. Depending on what the weather, is and how hot it is, that does cause other problems, if you do have other problems including Health Problems in the state of louisiana, you will have bigger, problems because the icu beds are almost all filled up with covid. The hospitals have problems, the major hospital centers here in New Orleans and Baton Rouge, are actually talking about transferring patients out. In a normal world chris, those two Hospital Systems, receive patients from all over the state. Who are suffering from serious matters. They are not looking at dispensing patients into a Hospital System statewide that is overrun. There are a few complicating factors here. Even though a place like here, dodge the big bullet, meaning the hurricane did not come right over New Orleans, it didnt flip the city, it does not mean that people in the state are Out Of The Woods by any means. It probably wont be for several weeks. We heard that story from a little earlier tonight from a local reporter. About a generator that went down in an icu, they were manually keeping people alive, i mean its just, the problems that will be caused by this are widespread. And potentially long term. As you know, the state was hit sunday afternoon, with sustained winds of 150 miles per hour. Throughout the years the Cajun Navy has been credited with rescuing thousands of people. And they are ready to do it again. Joining me now, the Fleet Captain of the louisiana Cajun Navy. Captain, thank you for joining us tonight. I know your boats are at the ready tell me where expectations are what are you going to need to do expectations are what are yo going to need to d just trying to get where we going. Trying to leave as soon as we can we have to wait to daylight so we can make sure that things like that. I know youve talked about the fact that organization has the technology that you need to identify and get the people. Tell us a little bit about what is going on, so that when the moment, comes you could safely go out and you are ready to go. Well starting some of the storm the process has been pretty much devastating. Ive been in contact with st. John parish, and ill be heading there in the morning, and between now and then, i have my team ready. Oh probably have about 20 troops or so to start directly under me. Were gonna go to the sheriffs department, and do some rescues. Close to 40, maybe more phone calls, Text Messages things like that of people who are trapped in their homes. You have far too much experience with these kinds of rescues, what are your biggest concerns going into them tomorrow . Just safety for everybody. We are trying to get these people out as quickly as possible, but there is so many different aspects of every house you go into. Some people are regularly, some are sick, some might be injured. And at the same time, we have to be careful ourselves, because we want to cause problems. As efficiently as possible. And how has covid changed your protocols . A little bit. It is affected much more where were trying to be clean and safe, and stay healthy. But its hard to work in a situation like that, and for the most part, we just have to do it we have to do. Its in the back of my mind covid. Im not concerned about it as i am concerned with the hurricane. How long do you expect that youre gonna have your service is needed, i mean do even have any sense that the buret of whats out there right now . I think i. Do unfortunately, from Baton Rouge in 2015, Lake Charles last year. So i think i have a pretty good idea of how much areas have been effective. It will probably two or three days, im thinking, hopefully will get part of it soon. But the Back End of it, we have to do our rescues. It could be a month, two months that we are able to provide hot meals, water, supplies, and things like that. Talking about earlier, as in Jefferson Parish long road ahead. Just before i let you go, im assuming youre home now, you are okay, your family is okay, your house is okay. Im at My House. It looked like there was gonna be pretty bad in Baton Rouge, which is somewhat odd. But we dodged a bullet and made it a little bit east, and kind of missed My House directly. It looks like My House turned into a hub for some of my team, but i have made it, and my family and my friends also have dodged were happy to see it. Well happy to see your dog was okay as well. Last hour, we told you there was a Levee Breach in louisiana. According to the national Weather Service, there has been another breach of a levee, this one in alliance. And they have sent out a warning, a Flash Flood emergency issued for northwest parish, which is in Southeast Louisiana. They say its a particularly dangerous situation, that people who are there should seek higher ground. Theyre worried about lower Water Crossing creeks, highways. This happened in fact near highway 23. I want to bring into the Conversation Lieutenant general russell henry, to Hurricane Katrina in 2005. General, we appreciate you being here, and these are the kinds of warning that were issued back in 2005. [inaudible] there is a confluence, but then there is some leverage. Im not quite sure whats you made reference to. When we have a hurricane coming to that area, its not unusual for it to cause flooding. There is a lot of pressure on that Levee System, but it look like this in the federal, and the reports that have come in so far. The big Levee System, there is quite a few Levee Systems from landfall to New Orleans that have problems so talk to me about the stage of Hurricane Response and here we are in the middle of the night, so there is danger out there, both in terms of the storm itself, but also the fact that you cannot see anything. Tell me what needs to be done right now. There is Search And Rescue i think the difference between now and katrina 16 years ago, we have a lot more communication. People are communicating more, which means we should be able to know where they are, to navigate and to get to them. But that being said, we still got the challenge of roads that are closed with downed trees, so this is gonna be a challenge to Search And Rescue missions because the area that were looking at is so large. All the way through New Orleans. Right now, theres been quite a few reports of a place called lip last, which is just east of New Orleans, the water there surged low spots there. The good news is we have an approved Levee System that could start working there really soon, and would prevent that from happening. But this is happened several times before. With water coming out and getting into this so thinking ahead, general, to the coming days, we are now at 1 Million plus and climbing. Lots of clean water, potentially, in places. What kind of resources are there that need to be mobilized . Dont forget covid. All the hospitals in the nation are full. This is gonna be a big challenge within a matter of hours. Search and rescue will be able to be going again a knock on every door. Search and rescue teams and volunteers will go in along with a sheriff, and get much of that done. As for the sustain big loss of the Power Lines that run across, that is gonna be significant in the impact. When you lose those Power Lines, that is gonna be a problem, and theyre gonna have to work their way around so they can get back to home. This could be a couple Weeks Operation as well as the sewage water. So there may be a second evacuation of New Orleans, there may be a need for it, because it is hard to say that the population there, with the surge in water, it will be hard to maintain people in the city. So many lessons from katrina, and frankly, from every storm since. Very few places have as much experience as New Orleans does. Obviously, you apply those lessons to try to prepare, like the way u. S. Army showed up the levees, rebuilt the levees. But in times of response, how much have we learned, and how confident are you that the resources are in place for the coming days, weeks and potentially, months, general . The federal government of the department of Homeland Security have rebuilt most of the parish. It sent people to training on incident management. More funding to Search And Rescue Teams Emergency Agreement with other states, and theyre not shy to ask for federal help. The united states military Wont Stand by. As well as the big Coast Guard so thats a lot better with what we had to deal with katrina. The big thing with katrina the situation is hard. A lot of infrastructure is damaged, and that was a gamechanger. This has impacted the Levee System. Com hire we are continuing our coverage of Hurricane Ida, which is absolutely pounding louisiana. Here is what is happening. Ida is now a category one storm, but its danger is far from over. As Hurricane Conditions spread further inland, the national Hurricane Center continues to warn of catastrophic Storm Surge, hurricaneforce winds, and Flash Flooding in southeastern louisiana. Still, more than 1 Million customers without Power Tonight in louisiana. That number is expected to continue to grow, as it includes the entire city of New Orleans. The storm has already claimed one life, and it is hitting louisiana at a time when hospitals, all across the region are full with covid patients. I want to turn now to one of the hardest places in louisiana, terrebonne parish, at the southern tip of the state. Home to the city of houma. Today, the winds were so strong, roofs were literally flying off buildings. [noise] if ever there was a time to call 911. So joining us now and we are very grateful to have him help us understand the situation on the ground, tim, sheriff of terrebonne parish. I was on the phone just a little bit earlier with one of the residents and houma, who actually decided to wait out the storm with his dad, and he described hour after hour after hour, of terrifying winds. How are you all doing tonight . Well its pretty calm now. I have pretty much 100 percent of my manned and working with a lot of locals. We are trying to clear all the major roadways so we can start great Cleaning Up actually right now we have crew Cleaning Up the downed trees and Power Lines. It is very devastating right now. Can you talk about the extent, it least as much as youve seen, of the damage how much have been lost . Normally, about a 15minute ride, it took me four hours to navigate around Power Lines in trees, just to cover about a normal 15 minute drive. This is how bad it is. Its gonna take a while for us to get this cleaned up. We had pretty much wind roughly about ten, 9 30 or 10 00, and it stayed very intense pretty much since 8 30, it was very intense. Tell me how you were able to work in the night, because i know one a lot of places, theyre saying they cant even start assessing the damage or clean up until the next morning . I got some Rescue Vehicles. We have some vehicles. We got lights, and were Gonna Work throughout the night. Were gonna try to keep those roads cleared. Right, now a lot of our major roadways, at the center in our parish, it is pretty much trees and Power Lines everywhere, and we are trying to clear a path. Do you feel like you have a good handle on how many people have decided to wait out the storm in their homes, and how difficult is it gonna be to figure out who might really need help most . Well as we speak now, we are clearing roads, we do have some Search And Rescue personnel. There are people who lost roofs, and right now, we are making our way to houses where we are able to get through the driveways. We started documenting addresses. Now, we are starting to clean those up. One of my assistance is probably call about 50 people. 50 people already . Well, 50 people at their homes the last couple of hours, and during the storm, i said to my Rescue Vehicles in the middle of the storm because it was pretty close, and we were able to get Rescue Operations whenever apartment collapsed, well the bravery of you and your crews, the folks who work for you, boggles the mind. My officers, im very blessed to have those thank you for what they do every day. I will second that. They are obviously doing heroic work tonight. Lets go back to Nbc News Meter Log meteorologists for more news on the path of the storm. You mentioned another levee collapse, punctuating the point that you said the last time we spoke, which is just because now its a category one storm, the danger is far from over, and thats just what we heard from the sheriff. Yeah, you know the impact, they are widen. Long and im really concerned about louisiana we are just getting reports of emergency in place, and its Gonna Stay in place for the next hour. We saw a rainfalls about 1 to 5 inches per hour, so major flooding thats going to be monumental across that area, and mostly Southeast Louisiana. I do not want to see the photos that are about to come out, and all the damage when we see sunrise. This will be devastating across the area. The problem is we can see currently a large system, and now starting to make its way into sections of mississippi. We have people without power in that section of the country, and this is going over iten to i12, and you can see the torrential rain. The issue is that now were dealing with a rock sided system, and its the strong side, the eastern quadrant of the Storm System, and its going to continue to flow north and east. So alabama is about to get into the mix also before the panhandle. And you can see from the radar the golf is speaking up some more moisture, and that is allowing the Spin Ups caught throughout the overnight. This is a bigtime threat. Weve already seen a couple of Tornado Warnings across central mississippi, and i expect that to continue throughout early morning. The winds, they are starting to make their way out of Southeast Louisiana, but look how theyre starting to flow into central mississippi, jackson mississippi. Throughout tonight were gonna see wind gusts of 60 miles per hour, but some isolated areas, up to potentially hurricaneforce. Then it starts to track more into the Tennessee Valley up to memphis. The national Hurricane Center, we are seeing same winds of 59 miles per hour, once the system made landfall, it slowed down dramatically, and thats why it is allowed to dropped a ton of moisture across Southeast Louisiana. And its in the golf for about 24 hours, and really gain some fuel, and wet thats why the moisture is allowing to really fuel across eight states that will see it tomorrow, and then its making its way to sections of the northeast. Depression an area of low pressure we just had that devastating flooding in nashville, parts of tennessee, where we lost about 20 people. Just because this system is gonna go, be downgraded more, it does not mean that we should not track it because it continues to give i expect those to expire throughout the overnight, but these tropical storm warnings, they will start to extend. So, we are seeing this system being downgraded, chris, but were just not in the clear yet, because flooding, you cannot escape that. The winds, they are starting to die down, that is good news, but The Rain, its gonna continue. Nbc news media all Meteorologist Janessa webb thank you for being us denied. I want to turn now to Nbc News senior Correspondent Jay Gray in New Orleans, where catastrophic damage has plunged the city into darkness. Theyre gonna have a long time without electricity, in that sweltering summer heat. Jay, first, lets start with the weather as it is. How is it this hour, compared to how its been throughout the night for you . It has not been this good, and probably 12 to 14, hours we are getting a break right now. No rain to speak of. The wind is gusting at times, but not nearly as severe as it has been just coming through a wave now. Were gonna continue to see some any Minute Rain for the next 12, 14, or 24 hours. Let me give you an idea of what is going on. And the damage on the ground. The city is holding by a thread at this point. As you can, see it is ripped apart, and is barely hanging. Rooftops have been pulled out when those have been shattered, and the Power Outage that you talked about. That is significant. People need power to figure things out. It affects so much here. It affects the water system, it affects every Day Life here, and every Day Life is not gonna be the same for quite some time. You got over 1 Million people without power right now. Until you we have seen, and what has changed in the last 30 to 45 minutes. Patrol officers, police officers, both local and state, getting out taking a look at some of the initial damage here, they were locked down, and were not getting out until things where weve got vehicles moving in and about the area, and again, just how dire the situation is other teams starting to clean up. Still not there yet. Because we are going to see more from the storm. We have seen some police officers in the last 45 minutes. Nbc news senior national Correspondent Jay Gray. We actually had Aircraft Airborne last, night in the wake of the storm, we launched aircraft to be an offshore surveillance, to take a look at what damage may have occurred to many of the, Rigs Grand and the offshore platforms. We have done the, we have aircrafts stage this morning, our first wave of aircrafts will be launched, will be done in anticipation of the, storm we started several days, ago to prepare, basically by flanking the storm, putting aircraft both in houston texas. And in mobile on either side of storms path. In addition, we put several small urban Rescue Response crews, throughout the region. Several dozen of them are on standby as well, to go in and help many civilians that are stranded, and then we have our fleet of Coast Guard ships, that are off store, following behind the storm. And they will do several things. They will provide Command And Control platforms, for ships as the Storm Moves in the harbor, in the harbor starts to clear, they will deport assessments, and see if theres any Shoreline Notice of buoys or off station. And then our fleet of bowie tenders will also be there, they will look at those buoys, those are three line of efforts here, first we want to save, lives want to help as many people as we can, as soon as we can, next were working on environmental response, the storm of this size there will obviously be some pollution. And hazardous materials, will work on handling that. And then finally we will look at getting ports open as soon as we can. Thats a pretty significant source of economics in the region. Lets talk about the immediate concern which is are there people out there whose lives are endangered. How do we save them. How do you coordinate with local, with state efforts, and where do you tend to focus and be most successful, at being able to use your resources . We start, this this is an ongoing process.
