Exactly 16 years after Hurricane Katrina devastated New Orleans. Well get the latest Forecast And Talk to one of the heroes of katrina, Retired Lieutenant generous he will honore. 13 were killed by a Suicide Bomber, they come home with the president there to receive them. Thousands took to the strd to demand federal action on Voting Rights. House Majority Whip james clyburn is here to explain the next steps. Im jonathan capehart. This is the Sunday Show. We begin this Morning Tracking Hurricane ida with Wind Speeds now just a few miles per hour away from becoming a Category 5 hurricane. The powerful storm is expected to slam into louisiana within the next few hours, possibly causing catastrophic damage on the 16th Anniversary of katrina. With winds at 150 miles per hour, the governor of louisiana put The Storm in context with this dire warning. We can sum it up by saying this will be one of the strongest hurricanes to hit anywhere in louisiana since at least the 1850s. Joining me now is Msnbc Meteorologist michelle grossman. Michelle, when do we expect Hurricane Ida to actually make landfall . So, we expect it in the next two to three hours. And, jonathan, we spoke on friday and that was a category 1 storm. Now up to a category 4 storm. And lets Take A Look at satellite. Ill kind of walk you through The Storm and what we expect from ida. Were talking about catastrophes, lifethreatening Storm Surge, so many impacts with The Storm. Thats weather 7 if you can bring it up for me. Its going to be on weather 7 and youre looking at a satellite picture. Okay, were going to get that for you. Jonathan, its a category 4 storm. Were looking at winds of 150 miles per hour right now. Its a strong one. Were expecting winds of 155 miles per hour as it makes landfall, so right now here it is. Look at this. You dont have to be a meteorologist to see that this is a really destructive storm. Its a strong one. It has that textbook core, that center where you see the red. Those are the thunderstorms swirling around it. So theyre really high cloud tops. Thats whats going to bring this strong severe weather on shore. Were also looking at Storm Surge, looking at winds and rainfall. Let me tell you what is happening right now. Were looking at Rain Falling and heavy Rain Falling. We were with Al Roker for a while. It looked like the picture changed minute by minute. It was calm a few hours ago, then he was standing in rising water. Thats what were starting to see. This is Satellite Radar where you see those outer bands there. You see those really dark colors. Thats really heavy rainfall. This is dangerous because on the northeast quadrant, that would be on the right part of your screen where you see like the panhandle of florida, pensacola, you are youre seeing severe weather warnings. When you have a hurricane moving towards land, that friction is going to cause those winds to turn. Thats where were getting the potential for severe weather. Also starting to he sue the winds pickup, that Storm Surge. Well track that for you. Look at the winds, up to 49 mile per hours in some spots. When it gets closer the next two hours, its going to be tornado like. You want to take shelter as if youre in a tornado. The pensacola, panhandle is in a tornado warning. In other places were going to have winds 150 miles per hour, greater in some spots. Thats why you want be to take shelter. Of course you want to pay attention to flooding waters. You dont want to be in that. You want to be in the lowest level in your house and stay away from windows just as if youre in a tornado. Lets give you the latest. 150 mile per hour winds. This is the worst Case Scenario out there. This is what we are expecting. We had that huge increase in Wind Speed. It was 80 miles per hour yesterday, at 8 00. Today 150. What is that, 65 mile per hour increase. 35 mile per hour increase. That means ranch i had intensification. We almost doubled that. If it makes landfall at this Wind Speed, its going to tie the record for the strongest hurricane to make landfall. If it bumps up to 155 as were expecting, then its going to be the strongest hurricane ever to hit louisiana. Were going to watch this, of course. Its moving at 14 miles per hour, moving pretty quickly. Its going to make landfall quicker than we thought. In the next couple of hours were going to be tracking that for you. Then it slows down. Look what happens as we widen this view out. See those white lines . Those are 12hour increments. See how slow thats moving . We have the Storm Surge. You have the winds and The Rainfall. Then were going to talk about this for days to come, at least until friday this will be a big story. Its going to go through the tennessee valley, bring the potential for severe weather. Its going to bring the potential for flooding rains. Just remember a week ago yesterday, they had 17 inches of rain in tennessee in just three hours, so they do not need more rain. Also into the midatlantic, weve had the most rain in july, also in august. Were going to add to those tote totals making it a scary range. Storm surge is a big one. Jonathan, you know we talked about this on friday. A Storm Surge is a wall of water. The winds push this wall of water on land. Its that Saltwater Kind of going over dry land. You cant outrun it. It happens quick and its powerful. Thats why all that money was spent on these levees and the Flood Walls and the gates to hold this water back. Now, they can hold up to 20 feet. So we do think theyre going to do their job. Its going to be a big test as we go through the next couple of hours of 10 to 16 feet as we go throughout the next few hours. And again, I Cant emphasize enough that its lifethreatening. Its unsurvivable and it happens really, really quick. Were going to add rain on top of that. You can see how far that stretches into the midatlantic. You see those darker colors. So scary amounts up to 20 inches of rain. Generally were going to see 8 to 16. Thats really hard especially in New Orleans. If you remember New Orleans is a bowl effect. That water is going to go in like a bathtub with a drain on. You cant get it out unless you pump it out. 92 of the 94 pumps are working. Thats the second test to get that water out. But it looks like the heaviest rain is going to fall in those areas where you see the reds, the orange, the yellow. Thats extending through the appalachians through the midatlantic. This is a look outside. Were looking at the clouds already coming through. Were starting to see the impacts already. We were watching al in the last hour. Again, those winds and rains Coming Up. Destructive winds, were going to look at significant damage. There were some key statements sent out by the national Weather Service in New Orleans. They said it could be inhabitable for a week. There could be roads washed out, trees down, Power Lines, without power for weeks and its going to be hot. So were going to continue to follow that story as well. Extensive Power Outages where you see the red here, so homa looks like is going to get hit the worst. Baton rouge. Mississippi is not Out Of The Woods and that will extend to tennessee as well. Jonathan, i know we were talking on friday, it was category 1 storm, the calm before The Storm, now were here and we have two hours before we see that landfall. Michelle, real quickly, when will it become a Category 5 . Is it the Wind Speed . Does it have to hit a certain Wind Speed to become a Category 5 . Yeah, a great question. Its the Wind Speed. The threshold is 157 miles per hour for it to make that Category 5 status. Got it. Looks like according to the national Hurricane Center that were going to make landfall at 155 miles. Its definitely not out of the possibility of a Category 5 storm. The Bottom Line is thats 2 miles per hour and its a strong one. All right, michelle grossman, thank you very much. Now joining me from Baton Rouge is nbc correspondent Sam Brock. Sam, thanks for being here. How is the weather there in Baton Rouge . Reporter you know, its just starting to pickup in terms of The Rain. Weve seen that for about the last 30 minutes or so, jonathan. Good morning. Good to be with you. I think were going to see a preview of what al had in the distance from now and Lake Pontchartrain we saw the waves picking up. To further michelles point, whether it ends up at 155 miles per hour or 157 pushing ida into Category 5 status, a 155 Mile Category 4 storm is 333 times more destructive than a cat1 at 75 miles an hour. We are looking at potentially historic levels of damage right now, jonathan. Just to give you some more historical context to all this, there have only been four cases in history where cat5 has made landfall in the continental United States. 2017 was the last time. Folks remember hurricane michael. The Rarified Storm is sitting on our doorstep with the Gulf Of Mexico providing Jet Fuel for propelling it into the coast of louisiana. And where it lands is so important because at this point The Storm is also widening its footprint as well. Hurricanestrength winds, jonathan, are now 15 miles extended from the core of ida. Which is to say it may clip New Orleans. It would encompass Baton Rouge. When you talk about the Wind Speeds youre starting to look at potential Infrastructure Damage as well. It there is so much folks in louisiana have done to prepare for something like this in recent years. Louisiana, the new Orleans Area, they invested billions of dollars in rebuilding the levee system. In Baton Rouge where i am 2 Hours West of that, they spent 20 Million improving their Drainage System and culverts. They did that in 2016 when there was a 500 year flood event. After all that, they lowered things down, brought the Water Table down. The Capital Lake here in Baton Rouge has an extra 2 feet for Flood Water right now. Will that be enough . Im standing on the campus of lsu which is the largest university of louisiana. Some 35,000 students. Those students here have been told to shelterinplace, everything has been canceled through at least monday, if not further. The Football Team moved out to go train in houston before their first game against ucla. Theyre going to fly straight to l. A. There are preparations. Im sitting on this beautiful lake, at least before it started raining. There were people exercising, bicycle and running. As recently as ten minutes ago, i saw Senator Bill Cassidy with his two dogs walking along this lake 30 minutes ago. Theres been no mandatory evacuations which many folks ask why would that be. Theyre not anticipating the dynamic situation, at least the mayor of Baton Rouge telling me shes not other than modest flooding, i should say moderate flooding. Will that change . The original projections were 8 to 16 inches. When they receive 30 inches here is when they saw catastrophic historic flooding. But youre looking at a situation right now where it is extremely touch and go. Its starting to pick up a little bit where were standing. Were going to relocate a little bit to get to a safer location. But a confluence of events happening. In the next couple of hours we are expecting landfall on the portion of the Louisiana State that juts out into the gulf. Is it going to be homa, Morgan City . Just 48 hours before the deadline to fully evacuate from afghanistan, Nbc News confirms an explosion was heard in kabul this morning. Local sources say a Rocket Hit a residential neighborhood, and this comes after President Biden warned yesterday of a, quote, specific credible threat in the next 24 to 36 hours. Meanwhile, the remains of the 13 u. S. Service members killed in Thursdays Suicide Attack are returning home. President biden is meeting right now with their Family Members at Dover Air Force base in delaware before the official dignified transfer, which we will bring to you when it happens. Joining me now is Congressman Colin allred, democrat from texas. Thank you very much for being here. Love to get your reaction to the news that weve been reporting this morning about an explosion in kabul, and this coming just seeming hours after the president warned of specific credible threats. Right. As you said, we were aware of credible and imminent threats to the airport in our mission there, and weve been working to disrupt those threat streams if possible. This looks like its part of that effort. I have not been officially briefed on what that strike was, what the target was or what its success was, but it appears from reporting im seeing online that it was part of that effort. And if we were able to disrupt what we knew was a coming a fact on the airport, obviously that would be a very good thing. And i should have pointed out in the intro that you are on the house foreign affairs committee, so you are intimately aware of whats going on. Late on friday, the news broke that the United States had retaliated, had taken out two isisk members, including the planner of that Suicide Bombing on thursday. Have you heard anything about the United States planning more such retaliatory attacks on those who are targeting the airport . I think the president has said it publicly. Its no secret, jonathan, we are going to go after Isisk And Anyone responsible for the deaths of our 13 americans and the dozens and the Death Toll is, of course, growing of afghans who died there at the airport. Isisk is a terrorist group. We will be targeting them. Our Counterterrorism Mission in afghanistan is going to continue past this deadline in terms of our withdrawal, and its going to be a mission that we will complete. Isisk, just like isis as it has existed in other parts of the world, will continue to be a target for us and we will continue, i think, to effectively degrade them. Congressman allred, the 13 Service Members who were killed in that Suicide Attack are making their way home. As i mentioned before, the president is at Dover Air Force base awaiting the meeting with the families. What should the american people know about the risks involved in the evacuation of the airport in kabul . You know, we knew there was an attack coming at one of those gates, and we were trying to disrupt it, of course. But we knew that we were being targeted there. And these Service Members were so incredibly brave. They were trying to save and did Save Thousands Of American and afghan and other thirdparty country lives by allowing them to get out. And their bravery and their service gives us a debt of gratitude as a nation that we are never going to be able to repay. But they were aware of the threat. They had been briefed on it and they still were doing their jobs and saving lives. And they were there on a humanitarian mission. They were not there for offensive actions. They werent out there trying to go after anyone. They were attacked by a terrorist who was targeting also innocent civilians, and thats why its so important that we continue this Counterterrorism Mission which the president has been very clear should be our focus and will continue to be our focus. Joining me now is craig whitlock, an investigative reporter from the washington post, and author of the afghanistan papers. Craig, great to see you again on this sunday morning. Just love you always have your Reporters Hat on. But news of another explosion in kabul, somewhere near the airport. Is this what the United States has been expecting as the withdrawal winds down to the final 48 or so hours . It certainly could be. Their report said it was a u. S. Military drone that was attacking a vehicle that possibly had explosives in it that was headed to the airport. Its early and well have to wait a little bit to get confirmation from the pentagon, but thats certainly exactly the type of thing President Biden warned about. That said, the troops at the airport and the people who are still hoping to evacuate, theyre going to be a target for at least the next 48 hours. This is not going to end till the withdrawal is complete. You know, those troops sitting there are a clear Propaganda Target for islamic state or others who want to take an attack on u. S. Troops as theyre leaving. On friday i was interviewing Michael Weiss who made a point i had not thought of, and i would love to get your thoughts on this. He said that the fact that isisk carried out this attack outside the gates of the airport at a time when the taliban has not fully taken control of the country, fully taken control of the government, that that should be a cause of concern. What do you say what do you say to that . Is there a possibility that isis could prevent the taliban from actually gaining control of the government officially . Im a little skeptical they would prevent the taliban from taking control of the government, but thats a separate question from isisk being able to carry out mass attacks in kabul. Theyve demonstrated that for a long time now. Theyve claimed credit in the past for attacks on Minority Groups in kabul, particularly schoolchildren. You remember weeks ago there was a bombing that killed, you know, just an awful number of a zara shiite girls at a school. This is Something Isisk has shown the ability to do in the past, carry out attacks in kabul, even when the former government was in control and really try to have the place locked down. Now you have a chaotic situation there where there is sort of a handover of power to the taliban. This is a very fluid environment. It wouldnt be hard for a Suicide Bomber to slip into the capital. So as we approach the actual deadline of August 31st, of u. S. Forces getting out, do you anticipate this being even more chaotic as the hours wind down . It could be. I mean its clear people at the pentagon and at the White House are really going to be holding their breaths till the last Soldier And Marine is out of the country, till the last u. S. Diplomat is out of the country. This is something, the more you draw down, in some ways you become more vulnerable because your Force Protection is being removed at the same time. So this is going to be a real concern to the last minute. You know, its interesting, its clear also the u. S. Government is trying to work very closely with the taliban to sort of prevent an attack by isisk. Youll remember the c. I. A. Director was in kabul just a week ago to meet with the top taliban official. U. S. Generals have been meeting with the taliban over this. Its kind of remarkable that this Enemy Weve been fighting for the better part of 20 years now, were sort of on one hand trying to work with them to prevent the sort of attack we saw the other day that killed so many u. S. Marines and other troops. You know, craig, what are you looking for . I mean, you just about, of any reporter in the country, you know how this war has gone over the last 20 years and what to expect. What are you watching for over the next 48 hours that the rest of us should be paying attention to . Well, i mean, this is a cliche, but its a lot easier to start a war than it is to end one. Particularly where its gone for 20 years and youre on the losing side. I think this is something the biden administration underestimated just how difficult that is till you get your last person out. Theyre clearly very aware of that now. But its going to be a real risky mission until we see the final lift off for the last person thats out. Even then we have to watch the aftermath in kabul to see what sort of control, as you indicated, the taliban really has over the Country And Kabul and the government. And this Counterterrorism Mission President Biden has said will continue to go forward, but without having any u. S. Physical presence on the ground in afghanistan, these are all things were going to have to watch in the coming days, weeks, months and years probably. All right. Were going to have to leave it there. Whip clyburn, welcome back to the Sunday Show. Before we get to talking about, excuse me, about Voting Rights, Id Love to get your reaction to the news out of kabul about an explosion near the airport. Well, first of all, thank you very much for having me, jonathan. You know, ive received conflicting reports. Ive been trying to follow this. One report i got indicated that it may be a rocket that fell into a neighborhood. Another report i got seemed to say that it may be a Drone Attack by us that hit a vehicle that was headed to the airport. I hope its the latter. But we still have to wait and see exactly what the facts are. In fact, Nbc News is also trying to confirm which scenario happened. Excuse me. Excuse me, whip clyburn. Lets talk about Voting Rights. There were marches all over the country. Certainly here in washington, d. C. Thousands of americans demanding federal action to protect the access to the ballot box. How likely is it that we are going to see the for the people act and the John Lewis Voting Rights Advancement Act actually make it out of the senate and onto President Bidens desk for his signature . I think its very good, a very good chance that we will get both those wrapped into one. I would love to see the John R. Lewis vote rights and Advancement Act being the name of a comprehensive voting Rights Bill by the senate. That is a combination of Hr4 And Hr1 and now s1. Wrap them into one piece of legislation, and then move it forward. A piece of legislation that will apply to all 50 states, that will look at the history, but also look at current practices that are being put in place. And then rest it firmly within the 15th Amendment of the United States constitution. And there is such an excellent discussion of the 15th Amendment, the Federalist Papers 59. Hamilton tells us exactly how the federal government must be an overseer of these elections. You cannot have 50 different set of elections in the country. It says that in one state you have to do one thing in order to get to congress. In another thing you have to do another. Not that is not the way it ought to be. We need one piece of legislation that governs the entire country when it comes to fundamental fairness and the constitution of the United States of america. And i do believe that if the senate were to rest its decision making firmly within the 15th Amendment, i think we would be safe because this is going to be challenged all the way up to the United States supreme court. You know, congressman clyburn, im just wondering, have you talked to President Biden about the filibuster and about the need for him to speak up loudly, clearly, and definitively about a carveout at a minimum to allow voting Rights Legislation to get out of the senate . I think everybody is quite aware that im very close friends with President Biden. I talk to him often. I talk to his staff extensively. And im going to just leave it at that. But i will say this. I also have been advocating for a work around, most likely due to the budget. Ive been saying for months now that the socalled Reconciliation Language is much more aptly applied to constitutional issues like voting than it is to the budget, yet we use it for the budget. I think it ought to be used for constitutional issues as well. So ive never asked Joe Manchin or Kristen Sinema to walk away from the filibuster. Keep it on legislative procedures. Dont ever let it apply to constitutional rights, and thats what is being done here and it ought to be exempted when it comes to constitutional issues. All right. Were going to go to our correspondent in kabul. Hes actually in doha, half sanchez. Raf, bring us up to speed on that Explosion Weve been talking about all morning. Reporter jonathan, we have known for a couple of hours now there was an explosion in kabul earlier today. We did not know the source of it. The United States military now confirming that it carried out a Drone Strike against a Vehicle Carrying suspected Suicide Bombers in kabul. We just got this statement from u. S. Central command. This is the american military command responsible for the Middle East it and for afghanistan. I will read it for you. U. S. Military forces conducted a selfdefense unmanned over the Horizon Airstrike Today on a vehicle in kabul, eliminating an imminent isisk, isisk horasan threat. We are confident we hit the target. Secondary explosions from the vehicle indicated the presence of a substantial amount of explosive material. Meaning that the u. S. Military believes that very large explosion we saw was evidence that this vehicle was carrying high amounts of explosive on the way to the airport. The final paragraph of this threeparagraph statement, we are assessing the possibilities of Civilian Casualties, though we have no indications at this time. We remain vigilant for potential future threats. Now, there have been reports on the ground in afghanistan of at least one civilian killed in the explosion earlier on. The u. S. Military indicating they are aware of those reports, but they cannot confirm that. But, jonathan, again, for our viewers, the u. S. Military says it carried out an unmanned Drone Strike to prevent what it says was a Vehicle Carrying Suicide Bombers on the way to Hamid Karzai international airport. It sounds like this is the attack President Biden warned yesterday was highly likely within the next 24 to 36 hours. We do not have any indication that any u. S. Service personnel were injured, but we will continue to try to get more details. Jonathan . Raf sanchez, thank you very much for that report. And you anticipated the question i was going to ask, whether that Drone Strike was targeting the people that the president had warned us about yesterday. Louisiana is bracing for impact as Hurricane Ida barrels towards the state where it is expected to make landfall in just a few hours on the 16th Anniversary of Hurricane Katrina. Joining me now is Nbc News correspondent Sam Brock who is in Baton Rouge, louisiana. Sam, so you were saying the last time we spoke before The Rains had started, at least then, there were people walking along the banks. You saw senator cassidy. What have you seen since then . Reporter a little less activity since then. And frankly, the outer bands were just starting to get hit with those here in Baton Rouge now, jonathan. This storm has the potential to be the strongest louisiana has ever experienced. Previously was Hurricane Laura 150 mile per hour sustained winds. Mid 1800s, The Storm prior to that. This continues with projections of 155 miles per hour, which is 2 miles per hour less than cat5 status, it will be the strongest storm ever to strike louisiana. And, jonathan, right now there are thousands of members of fema getting ready to deploy and at a moments notice going to be jumping in. Were talking about not just in louisiana, but also in mississippi, alabama, texas, all over the Gulf Coast as they prepare for potential catastrophe here. This storm is so large at this point that 15 miles out in either direction from the Eye Wall, 15 miles in its own right, thats how far the Hurricane Strength winds extend, which could potentially clip New Orleans, it would encompass Baton Rouge where i am. We are buttoning down for what could be a turbulent hours ahead. Im on the Lsu Campus in Baton Rouge as you were mentioning a second ago, watching people that were just doing walks around this lake. I spoke with a couple. I asked them why do they not evacuate understanding the severity of the situation. They told me that they have Loved Ones that live nearby that are older and didnt feel like they necessarily needed to. Heres a portion of that interview. Do you worry that you could be looking at another scenario in which youre seeing all of these homes i definitely think Theres Plenty of homes that will be affected by this. We are fortunate that we are on high ground. We think ours will be okay. We might be helping all of our neighbors. Reporter jonathan, that is a reference to 2016, when Baton Rouge saw such a downpour, deluge of rain that there were over 100,000 homes that flooded, 21 Billion of damage according to initial estimates. What were hearing right now is there was a letter sent out per fema requirements to 1,750 homeowners in Baton Rouge like a month ago, telling them if they did not raise their homes or potentially sell those homes to the government for demolition, they would be at risk. That is context right now for what were experiencing, which is this hurricane thats coming ashore, potentially the strongest louisiana has ever seen, it was moving at 15 miles an hour, but its going to slow down once it hits landfall. The question then becomes will it linger here and dump Rain And Rain and rain. There were improvements made on the infrastructure, somewhere in the neighborhood of 20 Million. The mayor told me yesterday to improve culverts and Drainage Systems. They have the Capital Lake that has the capacity for a couple feet of Flood Water. But if it goes beyond that, then what . And that is really the main concern right now in Baton Rouge. Is certainly is throughout the rest of the state of louisiana. Last point right now, there are already 30,000 customers in louisiana without power. I can tell you from the hotel we were staying at, there is a mall across the street. The entire Parking Lot of that mall is filled right now with electric Bucket Truck Utility vehicles ready to go out there and presumably restore power once its safe. The state of louisiana is bracing for the arrival of Hurricane Ida as hospitals are already packed with covid19 patients. Joining me now is dr. Kavita patel, Msnbc Medical Contributor and former obama White House policy adviser. Dr. Patel, welcome back to the Sunday Show. Thats one of the things about whats happening, particularly now on the Gulf Coast, is that as hospitals are overwhelmed with covid patients, now there is a hurricane coming that is going to put more stress on mor system, i mean, you are a doctor. If i remember right, you helped out during katrina. How stressful is a situation like this . For hospitals and for doctors . Yeah. Thank you for calling attention to this. With katrina, we were able i was in texas. We were able to relocate patients and move them not quickly but safely into area hospitals. Right now all of the parishes in louisiana are almost at 100 capacity. They have to conserve not just the patients well being and the staff, as well. So they are unable right now, unable to accept transfers. This means you have regional, Community Hospitals who are in an incredibly dire situation. This is about the region, as you know, jonathan. I Cant Think of a better disaster preparedness. Theyve never been tested during a pandemic like this. We absolutely have to think about not just weeks of support for the area but months of support for the Health Systems in this area. Lets talk about a couple of things related to the pandemic. Not related to Hurricane Ida. One, masks and students going back to school. Youve got Governor Desantis in florida who has been pushing, you know, antimask mandates around the state but judges coming back and saying you cant do that. How important is it for children to be masked in school . Yeah, its incredibly important. We now have growing data, not that we didnt need it, to be candid. We have real time delta data about unvaccinated teachers and students and have it become a super spreader event. Even with masks when theyre not enforced. We know that masks can protect. On top of that, we cant be we lose our vigilance and not teach children how to wear them properly and demand candidly the case for staff mandates for vaccines for anyone to be eligible. Were going into a School Year three weeks into it, we seen schools shutting down and turning virtual because they havent had Mask Requirements in place. Yeah. On the front page of the washington post, theres a story about how one teacher not wearing the mask properly and what ended up happening in that school. Were continuing to monitor Hurricane Ida as it barrels closer to the Gulf Coast nearing a Category 5 in strength and causing residents who were unable to flee to instead brace for the strongest storm the region has seen since the 1850s. Its expected to make landfall within the next few hours. Exactly 16 years after Hurricane Katrina state devastated New Orleans. Joining us now is nbc Meteorologist Bill karins who is tracking The Storm for us. What is the latest, bill . We got the latest information and were looking at that with you for the first time. It came in about two minutes ago. Were looking at The Eye of ida. This will be one of the strongest landfalling hurricanes in our countrys history. So itll go down there with the Andrew And Katrina and Laura And Matthew that went into Mexico Beach and florida. Weve had a list of powerful hurricanes lately and this is right there likely to make landfall in the next couple of hours with winds of 150 miles per hour. It didnt strengthen the last update. Thus all the way up to 185. When you hear the Parish President s telling people that live in trailers they have to get out because the trailers will be destroyed by these winds, thats how serious of a situation it is for anyone that decided to stay. So you can clearly see The Eye. Its amazing to the visible Satellite Radar imagery you can see down to the floor of the ocean. Its spinning around The Eye so quickly. It looks like the northern Eye Wall will miss grand isle. Port few shon is down here. A big Oil Distribution Processing plant. About 16 of our oil goes through there. If it doesnt get landfall there, then itll cross the bay here. We may get landfall in three or four hours here from now if dont get it here. As far as the winds go, theyre starting to pick up. Highest winds, of course, over the ocean. Now arriving on the coast. To get the 150 to 180 miles per hour winds, almost like a big tornado, you have to go through The Eye. Wherever the goes is where the extreme Wind Damage will be. We think it will head up and miss grand isle. We think The Eye will miss the new Orleans Area. Theyll get the Hurricane Gusts but not the devastating eye there. Heres the latest from the Hurricane Center. Its moving at 13 miles per hour. Thats at zeent clip. Its 85 miles due south of New Orleans now. The storm is just about as close as its going get to New Orleans. Itll kind of parallel New Orleans to the West Side as we go throughout the next 12 hours. The winds will pick up in New Orleans. The Peak Winds expected late this afternoon into the evening. Here is the new Forecast Track from the Hurricane Center. Notice the Red Line is the center path. Almost over the top of holloman. Its the biggest population in Southeast Louisiana about 32,000 people live there. Hopefully almost all are gone. Theyre protected Bay Levy but were not positive that the water will hold back from that levy. I was hearing the levy is at 12 feet high. The Storm Surge is supposed to be 10 to 15 feet. Theyre getting hit by the equivalent of a powerful tornado and have to deal with the Storm Surge and the potential for up to 2 feet of rain. You Cant Picture a city with a more dire forecast than them now. New orleans on the right side of that forecast path. Morgan city on the left side. Yesterday we were thinking Morgan City could be the devastated area and its looking like ulna, louisiana. It will slowly weaken tomorrow. A tornado through Mississippi Tomorrow and watching The Rainfall. As we go through the next couple of hours, the thing Belle Watching is the Storm Surge. All the winds will be oiling up the water. It will be water everywhere in southern louisiana. The bay of st. Louis and mississippi is going to be a big issue with the winds blowing. All that water toward the West Side of the bay its going to be a huge problem. So were talking 12 to 16 feet in those areas i talked about in Southeast Louisiana and 8 to 12 feet in the bay of st. Louis to the east side of New Orleans. The heaviys should keep the water out. Thats what the 15 Billion did after Katrina Build The levies up and increase the pumps and the other test is the predictive rainfall of 12 to 20 inches of rain. All of Southeast Louisiana and especially the new Orleans Area and then that rain goes up into mississippi. The Bottom Line is were expecting that landfall likely in the next two to four hours. It could tie laura in the 1856 hurricane. Its the strongest ever to make landfall in louisiana. It looks like it wont get waeg weaker. Its almost guaranteed to happen. Reporter you know, ironically right now, jonathan, its clear. Theres almost a little bit of sun peeking through. As we know very shortly the outer bands will get here. As it was described this right now is a game of miles. As the track stands now, if it goes over it would come directly into Baton Rouge which is where we are now. Its possible the Eye Wall could be passing over where im standing. In terms of what is happening in Baton Rouge, im on the campus of lsu. Its the largest university in the state of louisiana. Some 30,000 plus students have been told to shelter in place. Were Hearing Emergency announcements made over the Pa System earlier. Theres no mandatory evacuations in this area. The mayor didnt feel the situation was dynamic enough that the deluge would be high enough. People i was speaking with, im standing next to the lake were exercising minutes ago we were seeing them all over the place and Senator Bill Cassidy was out here, former members of the military were doing what they ruking. They were walking around the lake with weight straps over their shoulders. Were hours away from landfall now. Theres kind of a cavalier attitude. Louisiana has seen a bunch of storms before. Weve weathered this. Well be fine. When you conceptualize The Storm could be going directly over this area and the fact that back in 2016 they saw some 30 inches of rain that sat over here and created such a deluge there were hundreds of thousands of homes that were damaged. It makes you think how are they going to be able to handle this . As youve been watching the reports and the progress of Hurricane Ida, what are you thinking in terms of preparedness and resilience. Not just of New Orleans but of the Gulf Coast in getting ready for a storm were hearing is the strongest since the 1800s. It reminds me of a thought we must remember. Anything built by man can be destroyed by mother nature. And the people along the coast now, even though were a lot more resilient as our governors eloquently said, than we were with katrina, were subject to 145 miles per hour winds on landfall will devastate most structures that we have in that area as well as Surge Water that will over top most of the coastal levies. So thats the danger we have. It will take down the Power Lines and the Distribution Lines and the service lines. If it takes down the big service lines that run through the swamps take power to the coast, were going to be in for a long haul. We lost some of those in katrina. Thats the big metal you see when you drive through the coast along the interstate. If we lose some of those, well be weeks without power. Replacing the poles in front of folks houses, question do it within a couple of weeks and get everybody online, but along the coast, if we lose those big structures, its going to be a big problem. The other challenges we have is tornados. As the hurricanes move inward, the tornados can spin winds out over 200 miles per hour, it will take most roofs off. Were in for a ride here. I think were the city of New Orleans, the largest population there did not have a full evacuation but the levies are in better shape and the city is better prepared but we have covid and that could be a mess if we have a failure on a levy and have major flooding in the city of New Orleans beyond what The Rain is going to bring, jonathan. Uhhuh. And, you know, im glad you talked about what conditions are like on the ground in New Orleans. I would love to get reaction to something Sam Brock mentioned. He was reporting from Baton Rouge, louisiana. He said from his time standing there, It Em Sos like people are taking a las say fair attitude when it comes to the approaching Hurricane Ida. Also because some of them feel they live there. Have been through The Storms before. Is It Mart or wise for people to not to take any storm seriously but especially this one. I think he ran into the exception. He ran into people doing physical training around a lake. Trust me, the majority of people in Baton Rouge are scared as hell because they know what happened in 2016. I think he ran into the exception rather than the rule. There are a lot of scared people in Baton Rouge now because they know what happened in gustauv. They lost power for over two weeks. Theres no bright ending to this. To relieve pressure on the water and theres still negotiating and starting maybe construction next year. That will improve right now. We dont have a significant improvement from 2016. This comes after reports of a Rocket Explosion in a residential neighborhood. Yesterday the president warned of a, quote, specific credible threat in the next 24 to 36 hours. According to the u. S. Military, they believe this mornings Air Strike successfully eliminated that threat to the airport. Joining me now is matthew akins, a kabulbased freelance journalist. Matthew, welcome back to the Sunday Show. If im correct, you heard the explosion in kabul . Well, im in kabul. I didnt hear the explosion. Okay. So the fact that this Air Strike took place on this vehicle by the u. S. Military and the military believing this their Air Strike took out the possible, umm, Suicide Bombers related to the credible threat from the president. How umm, how surprised are you by how quickly the United States is responding first, to the first attack on thursday and then to the possibility that, umm, could have happened presumably today well, i think there clearly had been a threat. It was a devastating attack at the airport the other day. Weve seen some Video Reports of the Strike Today, and it was in a civilian area. A crowded area of houses. Weve seen Houses Burningand reports of confirmed casualties. They struck an Isis Target the other day and possible there was one here, as well. Can you give us a sense what the mood is like on the ground in kabul especially as the clock is ticking down to the final couple of days before the United States is fully evacuated from afghanistan. You know it feels like the fever has broken a little bit after the bombing that killed nearly 200 people. A lot of people have been staying away from the airport. A lot of people have given up. Very few people have gone through today. Probably i dont know if anyone will get through tomorrow. So its already ebbing away. I think people are bracing themselves to see the last flight, rather, depart. And then once that last flight does depart, what sense do you have of what afghans expectations are from the taliban . Well, theres a lot of fear, obviously, especially among people in kabul. People work for the government for the foreigners, but those so far, you know, no evidence of large scale reapprovals or anything like that. And the city has been relatively calm. So i think people are just waiting and seeing. I would say, also, people are most afraid of when i talk to ordinary people on the street, along with the taliban its poverty that the country will go through an economic collapse and will be abandoned and sanctioned by the west under the taliban. There is talk that, umm, there will be the possibility of afghans being able to leave the country after the August 31st deadline, umm, that the taliban will allow, umm, people to leave the country. How secure are people in that i dont want to say promise but those statements from the taliban . Yeah, yesterday you a senior taliban official say that afghans would be allowed to leave the country. Normally the paperwork, passports, and visas will be able to leave once normal commercial operations resume. It remains to be seen if the taliban will do that. So this morning, well this evening in kabul, the United States military carried out a Drone Strike just about, you know, a short distance from Kabul Airport. Defense officials tell me that they hit a vehicle full of Suicide Bombers, who they believe were intent on striking the airport. They say that the strike was successful. That they destroyed the Vehicle And Everybody in it, but they also say that there was so much explosives in the vehicle that it may have had other repercussions, as well. We dont know yet. The pentagon said theyre not tracking Civilian Casualties but that is something that probably will become more clear as time goes on. Now you know that President Biden and the State Department and the pentagon all yesterday said they had credible and specific threats surfacing for Kabul Airport and i think thats going continue over the next two days. We are in what the administration calls the most dangerous part of the mission now. Thats the last two days that american troops have to continue the evacuation and to evacuate themselves. Theyre now boarding these war planes. Theyre putting their equipment on there and begin the stages of the final withdrawal of this 20year american engagement in afghanistan. You know let me play you what the Secretary Blinken said on Meet The Press on terms of whether the deadline will be extended in terms of gifting afghans, in particular, out. Have a listen. So can we have a diplomatic presence on September 1st . Can you have our diplomatic presence protected by marines on September 1st in kabul . Well, two things, chuck. First in terms of having an on the ground diplomatic presence September 1st. Thats not likely to happen. What is going to happen is that the commitment to continue to help people leave afghanistan who want to leave and who are not out by September 1st, there is no deadline on that effort. So theres no theres no deadline on the effort to get people out of afghanistan after that, umm, ah, after the August 31st, umm, deadline in terms of evacuation. Charlie, between what the secretary said there and, umm, Senate Minority Leader Mitch Mcconnell calling this the worst ever Policy Decision I Cant remember what nonsense he said, but your reaction to republicans reactions to this clearly this foreign Policy Problem that the White House has well, thats the interesting point. I keep thinking about this. There was once time in this country where there would be a decent after a national disaster, after 9 11, where people would at least step back and say, okay, lets get through all of this. Remember were all americans before we get to the finger pointing. Thats naive to think its going to happen. I want to say one thing. Whatever you think about this decision, what about you think about the war in afghanistan, these soldiers, the men and bill who are there are showing really extraordinary courage and no one should doubt their mission. You know, they are not giving their lives in vain. I mean, there are whole generations of people who will owe their lives and their safety to the courage and the heroism of these americans. Having said that, look, were in the midst of youve heard the phrase of the fog of the war. Were in the mist of fog of retreat. Fog of retreat. Theres things we dont know. Listening to Secretary Blinken, it sounded like a happy talk. Im asking myself what does it mean we have an ongoing commitment. As of the 31st, lots of doors are closed. Lots of windows are closed. Our leverage to be able to get people out of afghanistan is going to be greatly, greatly diminished. So im, frankly, not sure what hes talking about there. You know, eugene, charlie used the phrase happy talk. Its a phrase that was used by Senator Ben Sasse on abc. Listen to what he had say. Theres clearly no plan. There has been no plan. Their plan has basically been happy talk. People have died and people are going to die because President Biden decided to rely on happy talk instead of reality. And so, eugene, further to charlies point about in the old days there used to be a decent interval between an action that ends up leading to the deaths of u. S. Servicemembers and then criticizing the president. Those days are long gone. Just to add to that, 98 countries, including the u. S. , signed a document basically holding to the taliban what they said on friday. Theyre going to allow anyone after August 31st. Thats something that happened a few minutes before we went on. But youre right. I mean, the way that we do politics nowadays there is no pause on nilg. It doesnt matter matter how soon a tragedy like what we saw last week immediately everyone starts to do trying to find ways to give political points. Thats, you know, it happens on both sides but right now were talking about republicans who usually are, you know, are the ones who are talking about, you know, lets not politicize everything at this moment. Lets have the conversation. They are finding ways, continuing to find ways to criticize the pull out. Continue to find the ways to criticize the entire foreign Policy Apparatus of the current administration. Thats something that we hadnt seen in awhile. Right. Thats something that america is not used to. I think its going to get worse. Youve heard talk of if they when the house are going want to impeach President Biden just for this. Even democrats are going to be looking into this. Im not i know theyre not going to impeach them but look into the decisions that were made here because the actual pullout of the days the beginning days of that did look bad. But since then the administration when you zero in on the actual planes the amount of planes leaving have done a wild effort to get more than 100,000 folks out of that country and now the issue is was making sure that americans and afghans there trying to get to the Kabul Airport continue to stay safe because we know this is going to be, like they said, the most dangerous three days of the entire effort. Helene, again, because youre at the pentagon, i guess thats why im not picking you but asking you about this. I dont know how much you know about the dignified transfer. Right now earlier on our air earlier this morning on msnbc, we showed the president s motorcade getting on andrews Air Force Base and going to Dover Air Force base where the dignified transfer of the remains of the servicemembers will take place. Can you give and im putting you on the spot here, so, you know, yell at me. Can you give viewers an insight into what is happening right now between the president and the families. Its, you know, its a tradition that is, unfortunately, you know, a very long and studied one. Its one that all american president s particularly over the past 20 years have gone through. I think even president maybe once went to dover. But this is a very solemn occasion. Youve had the Air Force and you have troops and servicemembers there who have put such an enormous amount of Detail Care into what theyre doing and dressing the bodies of these marines and the navy corps. Men and the army soldier, the all 13 killed, they go through they have a ritual they go through and then President Biden meets with each family. This is something that President Obama did. President bush before him did. And its sort of one of the steps that i think as a Commander In Chief you have to learn how to be able to empathize how to be able to give sympathy and Thats Something that President Biden certainly knows how because you saw him on thursday when he first spoke of this Suicide Bombing attack and he referenced his Son Beau who served in iraq. So he is particularly able to talk to these families but i think youre also going to see theres a certain amount of anger that he may end up getting. Were not privvy to these conversations. Exactly 16 years after Hurricane Katrina devastated New Orleans. The governor says ida could be the worst storm to hit the state in more than a century. Were joined by ken graham, director of the national Hurricane Center. Mr. Graham, thank you very much for being here. So is the Governor Right . This is a significant event. Its a catastrophic event. It doesnt happen very often. Thats why even urging everybody to be prepared before, during, and after this storm. Its going to leave a mark, so to speak. 150 miles per hour winds and we have Hurricane Force winds stretching out 50 to 52 miles out from that center. So its not just the center, its a large swath of those winds that will cause so much damage and its a catastrophic life threatening event, for sure. Those are the winds and Storm Surge is also an issue. It really is. We see the water come up in places like Bay Wave in mississippi about this location. Were seeing spikes in that water. The Storm Surge is starting to come in before the actual storm gets there. These values, jonathan, 12 to 16 feet of Storm Surge is staggering. Thats the highest well see right where that center of that storm is and just to the right. Those winds stretching out 50 miles per hour will push to the bay of st. Louis and mississippi. But over to the mouth of the Mississippi River is staggering. Thats water indication. Thats looking at the 8 or 10 Foot Ceiling and forecasting 12 to 15 feet of Storm Surge. Its extreme. 12 to 16 feet of Storm Surge. Yeah. That kind of indication is life threatening. Its on the coast. Not just that, it pushes inland. You can push some of that inland as some of the bays inlands. Push the water through here 5 to 8 feet in areas around the lake. Some of these areas could see significant water. We were at Lake Poncetrain and we vacated because the water was Coming Up fast. We decided to come downtown. Were in the French Quarter. Theyre not taking this lightly. I was, you know, 16 years ago, you taunt Hurricane Katrina. Look what theyre doing now and other buildings. They have these gates they put up in case there is Storm Surge to protect from this walking in and rushing in that water coming in very quickly. Downtown right now fairly empty. Not much going on here in the French Quarter. As we look at the radar, here is what is going on. 155 miles per hour winds. We expect it to make landfall with 155 miles per hour winds. Currently its at 150. What hurricanes can do sometimes is replace their Eye Wall. They can do an Eye Wall replacement cycling. The good news, it maybe helps weaken the hurricane. The Bad News is, that makes it bigger. Basically two different walls coming in. So we think that might be what were seeing now. The winds are fierce. If it makes landfall at 155 miles per hour, its the strongest hurricane to ever make landfall in louisiana. When you think about a year ago, it would be two category 4 storms making landfall in the same place. 20 inches of rain possible. This area has seen a lot of rain. That would be devastating. This isnt just for the gulf. If youre thinking, oh, i dont live along the gulf. I dont have to worry about this. The fact of the matter this is, this is going to be making the way north through the Mississippi River valley and then make a right Turn And Head into the Mid Flake Atlantic states and to the northeast by thursday. This is a massive situation. When you get a storm like this coming in, jonathan, especially once it makes the inland vigorous. Tornado watches are up. We have to worry about tornado warnings, as well. I think we might get ready to see the Eye Wall coming toward us. Rain is picking up now. Were seeing a real change going on downtown. It was calm here just about a half hour ago. Now winds are picking up, as youve seen. Yeah. Reporter a lot going on. Our friends at Morgan City is going to be dealing with this. The levies have been built up in the last 16 years, but thats not the entire region. When you came onair, al, it was windy but it wasnt as windy weve watched the Wind Gusts pick up as youve been doing your hit. In the battle against covid nonsense, i have a new hero. His name is irwin who worked as a retired professor of psychology at the university of georgia. I say worked because the 88yearold quit 15 minutes into his second class of the semester last week. The state of georgia doesnt have a mask mandate, but bernstein told his students he would teach under a, quote, no mask, no class policy. Remember, the dude is 88. Bernstein told the university of Georgia Student Newspaper he insisted on this policy because he has underlying Health Conditions and could die if he contracted covid19. Also, two of his absent students tested positive for covid19. So when one student came in without a mask, she was given one, and bernstein made a simple request.
