The backdrop of all of this is the filibuster. If Democrats Cant find a way to kill it or to modify it, passing any kind of voting Rights Legislation will remain nothing more than a dream. Judith, with some of these restrictive new laws, were lag at slashed voting hours, Redudus Ballot boxes, no vote by mail, no voting on sunday, purged voter rolls. Are they hoping that voters just dont Pay Attention until they want to cast their vote . And are they willing to put up with the political risk that comes with that . Well, i think, alicea, that they know that these barriers will hit black And brown voters. They know what the demographic shifts have been And what the Census Numbers show. And who it will impact. Thats why they were crafted this way. Theyre also going to hit redistricting. But, remember, we, right now, because of the supreme Courts Decision Year ago, in the Shelby County case, dont have protect for voters of color in the way that we have done in the past. So redistricting is on the table, too. Were going into a season of redistricting, where drawing the lines of power that will sit in place for ten years is also at stake. So, this is the thing. Is that right now, the democrats have to act. They have to act boldly, because they have everything to lose. Dean, the John Lewis act passed out of the house this week. Theres been a lot of comparison to the for the people act, which is a much broader bill that would preempt state voting, election laws. The John Lewis act, more narrow. It creates procedural rules governing Voting Rights violations. In basic terms, is this enough to effectively slow down these laws that were seeing across the country . It would have a huge impact, alicea, but heres the big picture. In august 1965, Black Americans had more Voting Protections than they do in august 2021. And thats not hyperbolic. Thats because the voting Rights Act was signed on august 6th, 1965 by president johnson, And has been gutted by the Gop Supreme Court in 2013, And recently a case gutting section two. We are literally before the civil Rights Movement in terms of protecting voters of color, specifically black voters from this. So the John Lewis voting Rights Act takes a step in the right direction. It would put the Preclearance Provision back in the voting Rights Action, which is the And-soul'>Heart And Soul of the voting Rights Act. It means before states that have covered jurisdictions can change anything like new voter i. D. , or even closing polling stations, they have to get preapproval by the Department Of Justice or a federal judge in d. C. Thats gone. Its remarkable where we stAnd right now And the gop, people say its a war on democracy like its trite. This is literally what were watching. Pride called it a democracy, And were watching it play out here. The question is, will democrats step up And preserve our democracy, or will this be the point historians look back And say, this is where democrats allowed an autocracy to take place in the united states of america. I want you to take a listen to what Reverend Al Sharpton said earlier today. We decided not to go to lincoln memorial, but to go where you could see over our heads the Capital Building of the united states. The reason you needed to see that building is because in that building, the senators will decide whether to continue the Segregationist Legislative Strategy of filibuster or whether they are going to give the people of this country the right to vote with no prohibition. That building is the target of our Social Justice movement. Judith, we keep coming back to the filibuster, because this wont get done with it in place. If youre Joe Manchin or kyrsten sinema, what must you be thinking watching these rallies . Well, watching the rallies, And knowing what the impact is of the law, the loss of the voting Rights Action. We have less protection than we did in 1965, in terms of voting discrimination. So if im the two of them sitting there, im thinking, our democracy is on fire right now. And i cant wait for bipartisanship. Because my party actually has everything to lose. I have everything to lose. You know, if we think about it, its not just what the republicans are doing, but its democrats, including people like schumer, you know, we have patty murray. They have to step up because democracy requires that democrats come to the rescue, that they do something bold, that they do something about the filibuster, And manchin has to be on our side right now. The other thing, alicea, is that we need to understAnd, this is not just a black peoples issue, right. These Voting Rights And Voting Rights protections impact people of color, including latinx voters, native boaters voerts, which were talking about elders, young voters. So this is a fight for all of us. So we all have to be in the streets, pushing on congress. And manchin, And ilk like his, have to understAnd that they must act. That they must do this for everyone in this country. Dean, i feel like judith And i have been having the same will they wont they, will they wont they conversation for the same four or five months, which is why you really caught my attention arguing that President Biden should defund states that restrict Voting Rights. Tell me what that would look like . The gop loves to fund anything that they dont agree with. Critical race theory, mask mAndates. I say democrats use a Tick Tick they have done to find the gop states that would not enact a Andard'>Uniform StAndard for voting, like a certain amount of uniform days for early voting, automatic registration, The List goes on. How they can do it would be the perfect time right now. Theyre going to draft the 3. 5 trillion infrastructure bill. Its not drafted yet. Theyre going to start. They condition funding to red states on protecting the right to vote. I know democrats, theyre like, we dont want to do that. Thats mean to innocent people. This is our democracy were talking about. So i think democrats have to use every weapon in their arsenal. Heres one, congress could do it. President biden could do it by executive order. People might remember that President Trump did it, defunding sanctuary cities. Congress has done it before with the federal highway system funding. He said, each state has to raise their Drinking Age to 21 And lower the Speed Limit to 55 or no federal highway funding. That was upheld by the Supreme Court. Do the same thing. Its hardball. This is our democracy. This is everything. Everything is on the line. Without democracy, we cant enact anything we want to deal with in the future, from climate change, Minimum Wage issues to immigration issues. Its done. Were gone. So this is it. How prepared is this area for a Hurricane likealicia, well fin. We spent 15 Billion to prevent another treene. The levies were built up, the pumps were improved. Everything in New Orleans has been improved, so we dont have that situation ever happen again. Its going to be a test. This will be one of the biggest tests weve had since all of those improvements were made. But the bottom line with the storm, everything thats been prepared, it should be able to hAndle it. It should be able to hAndle the 1 to 2 feet of rain. You can see the storm coming closer to New Orleans, closer to the louisiana coastline. Its now only roughly about 300 miles away. It is a strong category 2 at 105 miles per hour. We think its going to become a category 3 overnight. And likely a category 4 early tomorrow morning. So lAndfall is likely as a category 3 or 4 major Hurricane. South of New Orleans, somewhere near And-isle'>GrAnd Isle heading towards houma. Those cities would be devastated with a direct impact. Then over Baton Rouge through the evening hours. What does all of this mean. The Storm Surge is what kills the most people in Hurricanes. In your Emergency Manager is telling you to get out, leave southeastern portions of louisiana, And if youre not protected by those levies in New Orleans, you need to get out also. You dont have many hours left. 10 to 15foot Storm Surge on the south side. 7 to 11feet of Storm Surge on New Orleanss east side. And rainfall will be a huge issue, right through monday, even into tuesday, especially in louisiana. But watch out, mississippi And tennessee. A lot of rain is heading your way after a very wet summer. And of course, the Wind Damage will be most extreme through southern portions of louisiana. So this is a very serious storm. As the And-isisk'>Taliban And Isisk struggle for power in kabul, one says that the country is on a path to becoming the Las Vegas of terrorists. I want to bring in clint watts, distinguished Research Fellow at the foreign policy research institute. Clint, what do we need to understAnd about isisk . I think the most important part is that they are one of the remnants after the islamic state, as we knew in syria And iraq, actually stuck around, And if anything, maybe grew a little bit. This is going back to about 2017, 18 as the islamic state was being pushed out of mosul And into syria And ultimately being dwindled in syria. What we also need to know is that they have many enemies, meaning, yes, they want to harm the united states, but they also want to harm the taliban, but its a very fluid And dynamic space in terms of these Extremist Groups. In afghanistan And particularly with isisk, many of the members are former taliban, particularly from the pakistan side. This is a chaotic stew. Allegiances vary. And there are different generations there. Al qaeda is more the older generation of what we know from 9 11. Isisk is much younger. And by being much more young, they are also more violent. Air strikes from the u. S. And afghan governments have killed more than 2,000 civilians over the past five years. That includes 785 children. Your sense of how casualties like these have shaped Afghans View of the taliban And other Extremist Groups . I think whats, you know, very tough to sort out is where allegiances ultimately lie. What were seeing is the country unfold into back what we encountered in 2001 when the united states abated. You have the northern alliance. These were groups, Militia Groups up to the north that were always in constant battle with the taliban, which held essentially an Islamic Emirate here in afghanistan. But even out in the periphery, we have different groups with different interests And different connections. Today, you would go online And see the russians are really trying to pair up with the taliban. These are people they once fought two decades ago. And simultaneously, we shouldnt forget their Minority Shia populations. Theyre known as the hezara, which are aligned more with iran, a neighbor. This was a very confusing And very tractional relationship between all of these countries in the region And all of these militant groups that you might encounter. So that sort of stew that you were talking about when you came on, are many interests, many extremists, And its hard to predict which Direction Theyll go in the future. I was struck by something that our colleague, Richard Engel said yesterday, was that these attacks by isisk were very much an attention grabbing effort, right . They wanted to insert themselves back into the conversation. Did they succeed in doing that . They absolutely did. It is a successful strike against the united states. It hasnt really been executed in a very long time. You would have to go back to 2011 to see a militant strike an Extremist Strike against the u. S. That was that successful. Isisk needs to elevate its brAnd And the best bay to do that is with a spectacular attack during a time And place where theres extensive global mode coverage. Kabul airport right now is that place. But we still have not seen more than a fraction of those funds, those 46 Billion sent to our state. We need our governors And our State Legislatures to step up And to get these Funds Out. Treasury has offered new guidance, which we hope will expedite getting these Funds Out to support renters And to support small lAndlords. We have been fighting this fight since january, doing everything possible to prevent a public Health Crisis on top of a public Health Crisis. Eviction is violent. And it is a policy choice. And it is 100 preventable. And thats why we have to do everything in our power, legislatively And otherwise. I just want to underscore something you said, because i think its pretty unimaginable to people that all of this money was put aside so we would not be sitting here having this conversation, And yet the majority of it hasnt been doled out. How are smerns supposed to make sense of that . Everything i have read about this makes it seem as though this is about a lot of failures of state bureaucracy. Im just focused on the people And getting more time. The resources are there. Housing advocates are doing everything in their power to make sure that those that are most vulnerable And are disproportionately black And brown communities that have been hardest hit by this pAndemic, that they know these resources are available to them. But our grns And State Legislatures have got to step up. And treasury has provided new guidance, which we hope will expedite getting those Funds Out. But we need more time And we also need congress to act. Whether it becomes to Voting Rights or housing justice. I have been engaged in this fight since january with chairman waters. My progressive colleagues And of course talking regularly with democratic leadership in the And-senate'>House And Senate about the need for us to act. You know, families are depending on us to stAnd in the gap in this moment And we need to pass legislation that will assure the families remain safely housed for the duration of this crisis. This is 1 Hurricane preventable. I want to ask you about infrastructure And the Reconciliation Bill to improve the nations Care Economy. The Washington Post has new reporting on Speaker Pelosis Agreement to only vote on a bill the senate approves. The post writes, quote, one result of this time crunch And streamlined approach to writing legislation is that it will reinforce the power of centrist senate democrats, particularly Joe Manchin And kerstin sinema. If true, how does that change the contours of this debate . Im focused on the most important thing, which is people. We have a once in a Generation Opportunity to mitigate their hurt And to chart a different path forward, as we recover from this pAndemic And the pAndemicinduced recession. Climate is infrastructure. Housing is infrastructure. Care is infrastructure. We have to meet this moment. And that means meeting the needs of the families who sent us to washington. We have a once in a Generation Opportunity. We need to pass a bold reconciliation package, that is as far And as deepreaching as the hurt that people are experiencing. Housing is infrastructure, Care Economy is infrastructure. Climate is infrastructure. We need to make those robust investments, both in Human Capital And also in physical infrastructure. Congressman, it feels like just yesterday i was talking to you And your colleague, congresswoman cori bush, protesting. You told me at the time And this has stuck with me that there is not a deficit of resources, but a deficit of empathy And i wonder how you infuse that empathy into other members of congress who might not see it the way you do . Well, i would implore them to do what i did today. And that is to go into their districts And talk to the people. Because they are desperate. And they feel that they are going it alone. And i know the helplessness my mother felt not knowing if she would be able to prevent that tragedy happening for us. Thats the sort of desperation that i saw in the eyes, that i had in the conversations with parents today. Some who fell in my arms. Every single person that i met in Community Today said, please help us. We are desperate. Im unemployed, not by choice. I was a Hotel Worker And i lost my job because of the pAndemic. And now i dont know if ill be able to keep me And my children housed. So there is not a deficit of resource. There is a deficit of empathy. And for those of my colleagues who, you know, there but for the grace of god go all of us. We are one disruptive Life Event away. Death, illness, a layoff. And certainly, a pAndemicinduced recession, prerecession, there was some 3. 7 million eviction filings. So there was already an affordability crisis. There was always a housing crisis. There was already an Eviction Crisis. All of that has been exacerbated. So eviction is a policy choice. It is a violent policy choice. Its 100 preventable. I believe housing is a human right. It should never be happening. But it certainly should not be happening in the midst of a pAndemic when the Delta Variant is surging. And if you cant And-up-And-fight'>StAnd Up And Fight for those bold investments in housing, our biggest infrastructure, to keep people safely housed or do everything possible to extend this eviction moratorium, if you cant do it out of sheer benevolence, then do it because this is a threat to the public help. Its not that latino voters arent coming out to support newsom, this election may not be at the top of their list to actually participate n. Its rather interesting that all political parties And all cAndidates running in this Recall Election are asking latinos to rush in their ballots by september 14th. But the possibility they might be evicted september 30th. Thats something to consider in this elections given that very real experience, given the way that this pAndemic has absolutely slammed latinos across this country, as you just laid out, what is it, then, that campaigns need to do in order to reach them here . They need to talk specifically about how they have helped latino communities. In Gavin Newsoms case, it was Gavin Newsom that created the nations first immigrant relief fund, something that the latino Community Foundation advocated for. It was under his leadership that we gave undocumented folks stimulus checks And Health Care, right . There was a clear visible difference between Gavin Newsom And the other cAndidates that are trying to replace his job because what theyre talking about in the case of Larry Elder, San Francisco Chronicle reported today that elder wanted to create a law which would ban Health Care And education for undocumented immigrants. So for latinos heading into the remaining days of this election, they have to play really close attention to what the cAndidates are saying. And the cAndidates themselves need to involve the latino community into those conversations. John, on this point about Larry Elder, Gene Guerrero recently wrote for the l. A.
