We have a team of reporters and analysts following the latest for you. We want to begin overseas. The u. S. Striking back targeting an Isis K Planner a Drone Attack in eastern afghanistan. Thats less than 48 hours after the group claimed responsibility for that devastating Suicide Bombing at the Kabul Airport. Now the Air Strike fulfilling a Vow President biden made to the nation thursday promising to retaliate after 13 u. S. Service members and more than 150 afghanis were killed. And this morning were learning more about who they are, eight of them you see here on the screen. The nation remembering them as heroes. And time runs out to evacuate remaining americans and u. S. Allies out of afghanistan. U. S. Forces are working under heightened security and threats of another attack ahead of tuesdays withdrawal deadline. Matt, what more do we know about the overnight Drone Strike and the target believed to have played a role in the bombing . You knows in putting pay to Joe Bidens claim that he would get back at the Isis K Terroristing who killed 13 u. S. Servicemen and more than 169 people accordinged to the Associated Press 48 hours in the deadly bombing outside Kabul Airport. That Drone Strike was done by a Reaper Drone in the Eastern Province of naranghar, struck a Man Driving killed him and the military said there was there were no civilian casualties. Im reading his statement from Captain Bill urban, the spokesman for u. S. Central command. He said u. S. Military forces conducted an over the Horizon Counterterrorism Operation against an Isis K Planner and the unmanned Air Strike occurred in Nanghar Province in afghanistan. Initial indications are that we killed the Target And Know of no civilian casualties. An over the hordsen meaning the drone was launched from outside of afghanistan. Of course that is going to be the norm now. There are no longer any active u. S. Troops in afghanistan. Knows that are there are very much on their way out. Theyre guarding the airport and trying to leave by the August 31st deadline. Some of them have already been killed, 13 died in the brutal attack by Isis K just on thursday. The 15 who were wounded are going to the hospital in germany, the largest u. S. Military outside of u. S. Borders near the base at ramstein. Now the nation remembers the 13 men killed, all of them most of them very young. Some of them were only babies or not even born when September 11th happened, the beginning of the war. One of the fathers of one of the slain servicemen spoke out. Here is what he had to say. The one thing he always wanted to do, when 9 11 happened, he was only 11 years old. And at that point he had already made up his mind. And by the time he was in High School the recruiters came into the High School. And i dont know what it was about the marine corps, but thats what i want. So i mentioned im at the hospital here right behind me not far from Ramstein Base where movingens are continuing to flow in, the afghani evacuees. It really has reached capacity, guys. I spoke with one of the heads of the base. He said that they built this enormous Tent City to hold 17,000 people. This is where they have to be processed before being put on commercial flights heading to the states, almost all to dull he is international airport in virginia outside washington, d. C. That effort is continuing. Because theyre at capacity now we hear there are other evacuee flights flying to smaller airbuses in europe, ablinia, italy, putting for places to put the massive overflow of evacuee. Matt thank you for starting us off this morning. Joining us is major general dana petard, served multiple Combat Fours in middle east. He traveled to afghanistan for weeklong assessment in 2008 and 2012. He coauthored this book, hunting the cal i fate. What is your assessment of the overnight retaliation . Do you expect more to follow. Good morning, lindsey and aaron. The retaliation was successful. It hit two Isis K individuals in the province in afghanistan. But it was a tactical action, what we would expect from our country, the united states of america, is to go after a network, go after Isis K. Thats the strategic implications. This was merely a tactical action. Made us feel good about it but more must be done. Well, let me ask you about that then, general. With far fewer resources on the ground now, no help from a friendly government there in kabul, how does the u. S. Find and target extremists who might pose a threat in a more proactive way to prevent another attack . Thats a very good question. In fact, its much more difficult now. The idea of the over the Horizon Strikes is the a very complex problem set. And i wish we had really thought that through when we decided to to leave afghanistan. But there are ways to do it. But its just much more difficult. You know, major general, we had intelligence that there would be an imminent attack. And americans were even urged not to go to the airport. Yet we still saw the tremendous loss of life. How do we move forward with the evacuations safely when once again everybody there is still under the threat of an imminent attack . Well, of course we have to move forward with the evacuation because there is a deadline. Making it a little bit more restrictive as far as going into the airport, having layers you know the taliban was the first layer. Next would be whatever afghani Security Personnel you can find. And then protecting our troops from from a Suicide Bomber like that who can kill 13 of our troops, you got to make it much more difficult. So you siphon have more of a siphoning threw with barriers. Ive been involved with Suicide Bombers and car bombers unfortunately for years in multiple combat tours. Once youve been through one, you dont forget it. And you know you cant expose our troops in a larger group where there could be a Suicide Bomber like that. You know, general, yesterday we heard from u. S. Officials who said that the taliban wants u. S. Embassies to stay open there, they want to see american diplomats, a diplomatic presence in the space. Do you envision that happening . Would it serve u. S. Interests . Well, not talking to the taliban at all would not serve u. S. Interests. So having some level of embassy or some relations is just practical. Its a reality of the situation. And in fact could there be cooperation between the taliban and the u. S. Against Isis K and Al Qaeda . Possibly oop im still suspicious of that. But i think dialogue never hurts. All right, major general dana petard, we appreciate your perspective thank you. Thank you. A dangerous hurricane is taking aim at the Gulf Coast with landfall expected on the 16th Anniversary of Hurricane Katrina. But forecasters warn the storm could be stronger when it crashes ashore tomorrow, potentially leaving behinD Devastation that could last for months. Hurricane ida has been intensifying so quickly that the mayor of new orleans says there is no time to issue new mandatory Evacuation Orders, meaning a lot of people will be forced to take cover at home. Nbc News Meteorologist is tracking the latest. Janessa. We were talking to you last week about the henri. Now ida. How dangerous could this storm be . You know, lindsey, this is as bad as it gets. I say that because ida is not at Peak Performance yet. We have less than 24 hours before the Storm System makes landfall. Right now it continues to grow. You can see how large it is just . The last hour were starting to see the bands make its way across florida. And closely im starting to notice an eye starting to form. That means the Storm System continues to get stronger. Lets get to the facts right now. We have 80mileperhour sustained winds. Its 510 Miles Southeast of new orleans, louisiana. Its still a cat 1. But thats going to be changing, i expect, as we go into our next update. Now whats helping us with the Storm System, its moving very quickly. The problem with that, if you havent evacuated yet youre running out of time. Potentially there is time for the Storm System to slow down. Look at the latest track right now. Overnight is really going to be vital with that current hurricane, because then it starts to really get into the thick, the center of the gulf. Its warm air, on the surface, and going deeper the temperatures are warmer. Thats why we expect rapid intensify indication. Right now Sunday Afternoon into the evening hours thats where we could see the cat 4, still forecasting a cat 4 landfall across morgan city. Then the Storm System will continue into the tennessee valley. Remember all the flooding we dealt with in tennessee. This is going to be a continuous problem in the Area Forecast being across that area an additional 10 inches. The problem with the Storm System its so large. And the track could still change. But youre seeing Hurricane Warnings currently in place. And what that means in the next 24 hours, you will be dealing with hurricane conditions. Tropical storm watches, they extend to mississippi, portions of alabama, even the florida pan handle. I expect them to widen out throughout the day. Now, this is a forecast thats going to be quickly changing. If this Storm System remains fast well see less accumulation for rainfall. If it slows down, man, this is pro longed moisture for new orleans, the lake pont train. Right now up to 20 inches. Extensive damage we are going to see. And on top that lindsey and aaron, you have the storm surge, 10 to 15 Feet Grant isles to morgan city. Thats as tall as a onestory building. We are forecasting potential of that going higher. It all depends on the movement of the system. Right now i can tell you that the forecast is not solid. We could still see Shift East and west, guys. Obviously there is not just one but a bunch of events going on In Washington, including here in Mcpherson Square where shortly youre seeing hundreds if not thousands gatheringering on the plaszcz, planning to march this way, through black Lives Matter Plaszcz before kind of making the loop around and straight past the White House as they make their way to the National Mall. And then in addition to that there is another group gathering at freedom plaza washington. Focused on d. C. Statehood. Joining a Rally And Concert taking place at the foot of the lincoln memorial. Were going to hear throughout the day here In Washington from a whole array of civil rights leaders and activisting including, of course, the reverend Al Sharpton, Reverend William Bar Bour And Ben crump, the d. C. Mayor, as well as many other civil rights activists including the brother of George Floyd speaking in just a few hours. And in addition to the focus here on Voting Rights and enfranchisement, were seeing other progressive causes also going to be making their case here on the Streets Today In Washington, including d. C. Statehood, including a 15 minimum wage, even Gun Victims Gun Violence victims making their case for stricter gun control. Were showing a graphic about all of the lawyers, republican lawmakered enacted 30 restrictive Voting Laws according to the brennan center for justice. Your march is a mass mobilization, demanding elected officials protect democracy, denounce Voter Suppression, make d. C. A state and ensure fair and easy access to votes. How do you think this will put pressure on congress. The pressure comes because we are marching at a time the House Of Representatives passed the John Lewis Voting Advancement Bill this week. Now it goes to the senate. And the reason Martin Luther King iii and i who have convened have said let us have the location of the major rally, with the capitol in the background, is to show the world that the senate will be in that building deciding whether there will be federal Law Gnat Wout supercede these state restrictive laws, which is exactly what dr. King Martins Father and John Lewis whose brothers are with us had to fight 55, 56 years ago. As long as we are in a states Rights State by state democratic process we lose. When the federal government protects blacks, browns, womens, we win. Were here to say were not just remembering 58 years ago, were here to say based on what we learned from what they did 58 years ago were here to make sure we face the challenges today. We want to see the John Lewis Advancement Bill passed the u. S. Senate. They need to carve out a way to go around the filibuster just like they carved out a way to go around it to confirm the Supreme Court nominees of Donald Trump. Rev, lets Show People a map here of what were talking about today. The march starts in Mcpherson Square park, going to pass the black lives matter plaza, the Washington Monument before ending up at the National Mall where you mentioned Martin Luther King junior gave his I Have A Dream speech. As a progressive Action Network how is it 60 years later you are fighting for the same things in that speech . The significance is that we are still fighting and that could be in some ways discouraging. But the significance of it is in those almost 60 years we elected and reelected a black president , which 58 years ago no one thought when dr. King made that speech was possible. And today we have a black woman as vicepresident. Why . Because for most of the 58 years we did have Voting Rights. Theyve tried to take it back. We will not allow them to go back. So we have won some battles which is why we intend to continue until we win the complete war. I want to talk to you about texas. We saw restrictive Voting Law pass this week. And even after democrats even tried leaving the state to prevent it. And some lawmakers some democraticic lawmakers in texas were using the words racism. It led to a testy exchange. Lets see some of that. Courts have pointed out over and over and over again intentional discrimination against africanamericans, intentional discrimination against latinos, intentional skrimgts against people of color. Intentional discrimination against people of a certain race, and see racism . That is. We can talk about racial impacts of this legislation without accusing of this body of being racist. So we just heard there an admission of who will be impacted by these, talking about restricting the way people can vote, the hours that people can vote, and these are methods a lot of people minorities people of color have been utilizing to cast votes. Is there any doubt the Bills Target minorities . Every study has showed the disproportionate impact on minorities. Whether it is ending early voting days. Whether its Stopping Drop boxes, whether the Voting Sites they closed. Clearly its disproportionate impact. You notice in the Texas Legislature the other day when this debate went down they didnt debate the facts. They saiD Dont call it racist. We do not want the Term Racism used on the floor. Drone strike killing an Isis K Planner overnight in response to thursdays deadly bombing that killed 13 u. S. Troops. And new warnings this morning about another possible Terror Attack as u. S. Led evacuations from kabul move into their final days. Lets get reaction now from democratic Congresswoman Susan wild of pennsylvania. She sits on the house foreign Affairs Committee and has been briefed on the situation in kabul. Congresswoman, we appreciate you being here this morning. Before we talk about new threats, this Air Strike we learned about overnight, against Isis K Planner, is that enough or does more need to happen. Good morning, aaron and lindsey. Thanks for having me. I dont think i dont think the president intends that this is going to be the end of it. I want to commend the president for his swift anD Decisive action in striking Isis K. He has made it clear there is going to be repercussions for the attack on the airport. And i hope this early strike will make the rest of this Evacuation Process safer. But im quite certain that this is not the end of it, and that after August 31st Isis K better watch out. Well, you know, i know that youve been briefed along with your congressional colleagues on the threats situation, the ongoing Security Threats that are facing u. S. Forces and allies in kabul. In your view, how serious are these threats now . And how confident are you that we wont see another instance of what happened on thursday . Well, i dont think we can express confidence that we wont see another Strike Or Explosion or a Suicide Bomber or anything else. All of the above are quite possible. Thats been made abundantly clear to us. And in fact i think the president has made that abundantly clear to the american people in his remarks. But thats why i think it was so important that there was this swift anD Decisive early action. Because it may very well have a Tamping Down Effect on what Isis K might decide to do going forward. Who knows . But i think that the remaining hours of this evacuation are going to be fraught with stress and tension, and potentially danger. Well, lets talk a little more about that Evacuation Process then. I know that youve said that the Evacuation Process has been egregiously mishandled at this point. You said that want to use your platform on the house foreign Affairs Committee to get to the bottom of what went wrong with this process. What questions do you have for the biden administration . And are you getting some of the answers you want . Well, i havent started to ask the questions yet because the administration and all of the Military Brass that will eventually answer to congress specifically to the house foreign Affairs Committee are very, very engaged in the matter at hand, as they should be. I will have a number of questions. I want to make it clear that i 100 support the president s decision to withdraw from afghanistan. That was a brave and necessary decision that no president in the last decade has been willing to make. And i dont want to the pile on with gratuitous criticism. But i do have a number of questions about the manner in which the withdrawal was carried out. Particularly, why we didnt start earlier, why we didnt get the s. I. V. Visa process up and running smoothly before we started this Evacuation Process . We knew that we had thousands of taliban prisoners that had unfortunately been released following the u. S. Taliban agreement negotiated under the Trump Administration by Secretary Of State pompeo. And so i think we really had to anticipate that we were potentially going to be facing some hardened terrorists. So, you know, chief among our goals is to get every american out of that country and all of our afghani allies. All im saying is that we should have started earlier. And we should have had a plan in place, particularly for these special immigrant visas and how they were going to be processed. I just have a few seconds left. But i wanted to ask you, we know hundreds of evacuees, refugees expected to arrive in your state in philadelphia starting today. Do you know how many you expect and how is the state preparing to receive those folks . I dont know the exact number. Our governor has issued a warm welcome to the refugees. I join in that. Not only are not only are we are they welcome here, but i know that any will go on to become great assets to youre community. All of these people i think its important to stress, will have been thoroughly vetted. But our community, the Pennsylvania Community is no stranger to taking in refugees. I have countless, countless offers from my district Here In The Le High Valley to provide forward Clothing Housing and everything else. I fully anticipate my Pennsylvania District 7 will be absorbing some of these refugees. And they are most welcome here and a lot of people are looking forward to meeting them. This is the time to take action. Reporter as ida enters the gulf of mexico. What i can tell you is Hurricane Ida is rapidly intensifying. And the situation is changing, it seems by the hours. Reporter President Biden has already granted a federal Emergency Declaration as the storm takes aim at the louisiana coast. Forecasters expect ida makes landfall just west of new orleans as a category 4 storm a. This is stronger than laura from last year. In will be a life altering storm for those who arent prepared and ready to take ida is going to throw at us. Reporter several paritious under mandatory Evacuation Orders. Ida could cause Surge Surge of 15 feet anD Drop up to a foot and a half of rain. 18 inches would be devasating. We want our people to know thats a forecast, a possibility. Reporter the mayor of new orleans is asking people outside the Citys Levy System to head to higher ground. Those sticking around know time to prepare is running out. We want to track the breaking story, the category 1 Hurricane Taking Aim at the Gulf Coast with landfall expected tomorrow on the 16th Anniversary of Hurricane Katrina. Forecasters are warning, though, this storm could be much stronger when it crashes ashore tomorrow, potentially leaving behinD Devastation that could last for months. Hurricane ida has been intensifying so quickly that the mayor of new orleans says there is no time to issue new mandatory Evacuation Orders. Meaning many people will be forced to take cover at home. We want to get right to Nbc News meteorologist Janessa Webb whos tracking the latest for us. How dangerous could this storm be, what are we talking about here . Lindsay, this is a dire situation because just in the last few hours our latest update, this Storm System continues to grow. We are seeing a ton of convection, and what that is a signal for me is that were seeing a stronger Storm System. So right now you can see how large its starting to expand, all of the north Gulf Coast should be on our radar because our forecast is really not chiselled in stone. Its about to go to the central gulf and then things could possibly change. Im still not ruling out that possibility of this Storm System to go into cat 5 category. Right now youre seeing sustained winds of 80 miles per hour. It is 510 Miles Southeast of new orleans, louisiana. So making its way to the coast very quickly, theres that northwest movement at 16 miles per hour. And thats really whats going to make the difference in the Flooding Rain and the storm surge. If the Storm System starts to slow down youre going to see more prolonged moisture. If it speeds up, it will make the winD Damage very extensive across this area. So right now the latest forecast that will be updated in the next hour has this Storm System growing in intensity, wind speeds picking up to 120 miles per hour overnight tonight. So we are less than 24 hours before we start to deal with Hurricane Warning impacts across portions of louisiana. Then by tomorrow well watch that potential Landfall Turning into a cat 4. This will be a strong Storm System as it makes landfall and then the impacts are going to be very extensive, wide and long, still a cat 2 as we go into overnight hours monday.
