The attack left 113 afghans dead, as well, by the way and many more injured. Isisk claimed responsibility for m bombing. Moments ago while meeting with the israeli Prime Minister the president weighed in again on the horrific attack. The mission there is dangerous. And it is now come with significant loss of american personnel. And it was a worthy mission because they continue to evacuate folks out of that region, out of the airport. They evacuated more than 12,000 additional people out of the airport in the last 24 hours. I met with my commander first thing in the morning about the attacks and the measures their taking to complete the mission. They say the u. S. Military and coalition forces helped to evacuate more than 12,000 people yesterday. More than 100,000 in total had been evacuated since august 14th. Lets go to courtney kube. Mike, let me start start with you. The president got another washing today. Do you get a sense that essentially that the goal is now to speed up the Evacuation Process at this point . Or are we going to, are we still going to try to get other afghan allies out . Or are we just really focused on americans only right now . It has been clear as you talk about speeding up the evacuations at this point that the conversation that we have been having for the most part in the past week about the consequences potentially should america extend that deadline would be on the Back End and as a result of the taliban. If you look closely at the comments, it has been the scene that played out yesterday that had been their concern all along and why they had been rapidly accelerating the pace leading up to yesterday. It was a concern that the longer our presence was there, a conspicuous target, that the higher the risk this attack was. And sunday the president was explicit in seeing just that. The idea now of it getting as many americans, certainly, and that number as drawn down. It has now dropped under 1,000 or perhaps lower. It is the priority. We will also be asking in the days ahead, and the White House answered this yes, what is a nonmilitary evacuation looking like. The president said this, the White House indicated this as we they will be continuing efforts to get both americans and afghan partners out of afghan for as long as it takes. But they continued to be consistent that the military deadline proceeds. So the biggest question as we really get close to what would be the end of the evacuation flights, especially as someone listening closely to courtneys reporting all week, know that August 31st is the deadline but you have to back date that time from there. Im going to pass it to courtney, tell us what will be a military show. When we talk to people here about it they are pointing right over to the nonmilitary evacuation and efforts that it will be more in the diplomatic realm. There is several way thats it will go, chuck. The u. S. Could work with allies, one they have been using and working with a lot from the qataris, as you know, or an effort to work with the taliban directly on this. There is now a precedent of the u. S. Military level. We have commanders on the ground and they are going to the safe package of americans that are already that precedent of working with them on the ground to get americans safely out. The question is will the taliban be open to coordination. And is that safe for the u. S. To try and the u. S. Government is dealing with those questions right now. It almost looks comial the way they want to pass the buck to each other. Andrea, answer it from a State Department Point of view. If it is nonmilitary lead, does that mean Military Contractors to help with evacuations . There are no Military Contractors. The military will be gone. Extractions taking place will be done by helicopter and the muss buses are being told to turn back. People are accepted at risk identified afghans, lawyers, judges, but they cant get there especially after the bombings. So the they are turned over to the taliban because the taliban, the military, have been turning those names over, and there was some, you know, criticism of that, but how else would you hand it will if theyre partnering in this unprecedented partnership outside of the gates, and the taliban are in charge, its their country now. They dont have total control over the country because there are some resistance groups in several provinces, and now the rival Terrorist Groups as well but theyre now in charge and they brought in the leader, as you know, one of the worse of the rival terror groups, and he is running security. So that is an unholy alliance. He has a 5 Million bounty on his head. But with that said, it will be up to them to help get people out if they think it is in their interest. We heard the Taliban Leader complaining and saying to richard engel. They are talking about who from the State Department will be there. They want to stay, but they dont have a Policy Decision from the White House, from the national security council. Talk about passing baton. Two weeks ago i think Secretary Blinken seemed to indicate there would always be a presence there. Richard, let me go over to you. I am curious what were watching here with this isisk threat. I saw your reporting earlier that the taliban now, they are taking security a bit more seriously now, they expanded the perimeter a bit. Is this the beginning of a new phase of a Civil War In Afghanistan that were sort of Collateral Damage of. This is about Bragging Rights of who gets to say they kicked the americans out, literally . I think the second part of your question is what were seeing. The taliban fought for 20 years against the united states and they got very good at gorilla warfare. They hold their weapons professionally and they know how to fight, if you talk to the soldiers that fought against them, day are and remain a very serious adversary. They would attack civilians, wedding halls, they would carry out Mass Casualty attacks. They have no base of support. Afghanistan is an organization not indigenous to afghanistan. It came with some extremely radical terrorists. The taliban does not want a Rival Organization that could bring international condemnation, drone strikes, that could bring complications as theyre now trying to move forward and set up their islamic emirate. They will be hunting them down. If theyre able to do that, i think they probably can. Theyre very effective and massive numbers in kabul. They have good intelligence about the city, they have been operating in it for a long time. A bigger problem is the number of foreign fighters coming in. Theyre seeing the americaning leaving now under fire, and they want to be part of it and this was happening over the last several months where extremists have been coming in because they want to witness the final departure of the americans. And while the taliban say they dont want to accept foreign fighters, they dont Want Isis, they dont Want Isis stealing create for their war, will they will be able to recognize these people . Is a taliban fight near greats an islamist over the border going to see him as a threat or a brother in the struggle. So while they say theyre going to stop, it will be difficult to know if they really recognize how extreme and dangerous some of the people coming in actually are, and do they see them as a threat. Another part is it all about how that continues after the 31st, it all hinges on the airport. There is an effort to get the airport under way and they would like the turks to take over that airport. Turkey is having some reservations about it. So there is ongoing negotiations to get that airport open. Then you have to get them visas and safe passage. The taliban spokesman said if they have visas, they can have passports and they can go. Some of that Evacuation Process may be a visa issuing process. Saying taliban if you want to be recognized internationally you have to let people travel. It would be a brave, Smart Move for the State Department to maybe leave people behind if they want to establish a new chapter of relations and maintain influence. Very quickly, mike and courtney, i know these are tough dark days at the White House and the pentagon respectively. Mike, how do you describe the mood and moral . This is really a punch to the gut certainly yesterday. You talk about a president who described himself as heart broken and outraged. He describes himself as a military parent, he buried a son that he believes was suffering from cancer brought in part by his service. That is why every move going forward, and military strikes, is being handled so delicately at this point. Courtney, same question for you. I know that the emotions sometimes dont breakthrough our military leaders, what are you seeing . There is a lot of tired eyes here and it has been a difficult couple weeks here. Moral has been low about the overall reality that the military people, the interpreters that have been supporting them for two decades are not going to get out safely. They have considered them brothers here in the pilding at senior levels. There is a lot of frustration in this building in the last few weeks and yesterday was almost like the straw that broke the camels back. There is a somber tone here today and it is at the most senior levels. I get a sense that we may see some people decide that this is too much for them. On one hand the withdrawal and focusing on this, yet a singular, a Singular Decision Making Process and how all of that went, but there is so many other reasons why we were in a place where our only options were bad, bad, and worse. So how do you go about a Oversight Investigation . I think that first we begin after all of our american citizens and sivs and this reform from afghanistan that supported us to keep our word. So first we do that. Then once we finish that i think we have to look at across the board many administrations, where, what happened after we got osama Bin Laden. What did we do . Why did we stay . What did we want to accomplish. And i this i you have to explore and look at all of those things from those times. You may even want to go back to the Bush Administration also. We went into afghanistan. We left we went into iraq, what lead from one thing to the other. I think at some point we have to examine all of that as well as the road that congress could have or should have played. And that is looking at the authorization of the use of military force. Well have to explore that also. We have been looking at it opposed to president s utilizing one authorization for several different periods of time without having to come back to congress. Were separate and equal branchs of government and we have to look at that also. There will be a lot of work to be done and our committee will start rather soon, you know . As you indicated we sent an invite to Secretary Austin as well as to the Secretary Of State, and we have to start that sometime but first we want to bring all of our folks home. Do you have a hypothesis on how we ended up here in the last ten days. Here is what is looks like. It was a slap dash plan. You know . It was within the last ten days theyre reaching out to domestic airlines to acquire planes. That tells me, it looks to me as if they didnt have a Con Din Contingency plan. I think what took place for me was the surprise, i think everybody has indicated they were surprised how quick the Afghan Security Forces fell, gave in, literally. How quick it took for the president of the afghan government to run away. And i could recall talking to him when he visits the united states just in june. And one of the questions that was asked of him was would he stay . And would the Afghan Security Forces fight. He assured us in congress, the meeting that we had, that he would. It was not anticipated, i think, the timeliness, how quick the taliban entered kabul. So that sped up a lot of other things that people thought we had time to do. So should we have anticipated the taliban taking over as quickly as they did . That is a question we need to ask a number of different individuals. But, you know for me it is important that in the beginning, talking about evacuating, 60,000 to 70,000 people, that is what we thought we had to do. The goal is to get our folks out and to keep or word. What is your level of concern with the taliban in charge, not necessarily, i guess its clear not fully in control but in charge of afghanistan, whats your level of concern about the Stability And Future of pakistan now and the reason i ask is because that is a country with nuclear weapons and i dont think anyone wants to see that fall into taliban hands. I think that is a situation that we must keep our eye on. Its a very serious consideration. I know that it is something that members of my committee talked about even visits. I know that there is a number of individuals in the State Department, also concerned with something that is not what were blind sided by, and theyre all Dialogue Conversations and plans made that regard. But we have to hope that the pakistanis will be able to stand up and so that Dialogue And Conversation must take place immediately. Lets talk about diplomacy with the taliban. Do you think every effort should be made to leave a diplomatic core in afghanistan . Yeah, i think we have to continue to engage. Not just completely desert afghanistan. Were thinking about the military option, after 20 years, a trillions of dollars being spent, that will not give us any kind of outcome that will be different for the relationship between the two countries. They have to stand and fight for themselves, and now the taliban is in. They made certain commitments. We dont trust them. I dont trust them. They say they will be different, they are different from where they were 20 years ago. I think they want to see they have some sense of Credibility Or Something of that nature, that they can be depended on for foreign countries. So were still going to have some leverage on them. Im reminded, some, when i look at it today, you know we department like the government that was moving into vietnam so many years ago. But still, now, today, we have a good relationship with that government. Were doing trade and having other kinds of business there. My hope, i dont know, but i continue to hope that we can in the future have a better course for us, for our relationship, and for the afghanistan people. Im guessing you have been thinking about this a lot, even more so in the last 24 hours or so. When you look back, in the last ten years, basically since we got Bin Laden, what do you think you got wrong about the situation in afghanistan, i say you but you and others that maybe you thought was going to go a certain way that didnt. Well, chuck, we got in for two basic missions. First go after biden and Al Qaeda. And the second was trying to prevent afghanistan from becoming a haven for terrorism again. And we were successful at the Bin Laden mission. Im proud to have been part of that effort. I think once we got Bin Laden and eliminated Al Qaeda maybe we should have stepped back to see what our mission should be. I think we needed a clearer mission, a clearer strategy, and an Exit Strategy as well. We never really focused on that. We just basically tried to continue what was kind of a hit and miss effort to try to get afghanistan to secure and governor themselves and that didnt work very well. It felt like, let me ask this, do you think we ended up in the containment strategy. Because nobody wanted to be the president whether it was obama, trump, biden, they got talked out or wanted to keep punting the final decision because it was inevitable that it would be a chaotic end . It is a tough call to make and here we had afghanistan. We spent a tremendous amount of time fighting in afghanistan. I deployed officers there, Men And Women In Uniform there. We ofgt thought some progress was being made with regards to afghanistan. The military did put up pretty good fights, but they needed u. S. Support nar to happen. So no one really took the time to consider what a transition would look like under the circumstances. How would we be able to maintain stability, or containment, if you will, in afghanistan. At the same time be able to draw down so that we would not just simply get stuck there. That formula, that chemistry, never really came together and that ahead to the chaos that we saw. Were going to get a real test that you can basically deal with Terrorist Outposts over the horizon, How Go Jis Tickically possible is that . We have plenty of Staging Area thats can get you within close proximity, can you say the same for afghanistan . The Bomt Imline is there. We can leave the battlefield, but we still face terrorists around the world. And were going to have to deal with them hopefully with using Counter Terrorism operations. The president said we have to go after isis. We have to go after those involved in this Attack Nap will require Counter Terrorism operations to go after them. The same thing will be true with alqaeda. I think that alqaeda will reestablish itself. So the work in afghanistan is not finished and well have to find ways to go after terrorists where ever they are. I understand that, but what is, i guess compare the challenge of that and afghan to how were able to do operations in syria, whats the extra challenge in afghanistan . The biggest challenge is that it is over the Horizon Issue where we need to have bases near by that give us the opportunity to be able to deploy into afghanistan and thats not easy. Were having a hard time finding bases in which to operate. And to be able to go in and hit a target you need good intelligence on the ground. We had great intelligence. We were working with the afghans. We had good Military Intelligence and the Counter Terrorism operations were working very effectively. But to do this from over the horizon, outside of the taliban, is going to be very difficult. What is the line when youre dealing with someone like isisk. When is it a threat to the united states and when the is us getting involved in a potential Civil War . What is that line . It is pretty simple. When Terrorists Attack and kill our people. When they Threat Ton Attack our country, theyre an enemy, an adversary, and we have to stop them. And isisk is an adversary that is intent on attacking american and our try. Now look, isis almost camtured baghdad when President Obama said we had to go back in and work with the iraqis to stop them from establishing a Cal Fate in iraq. And we did. We have to continue to go after them. It remains a real threat to our national security. And our first requirety is to protect the united states. I think one of the principal mistakes made is that leaders did not explain why it is in our national security interests to have a continuing u. S. Military presence in afghanistan. As an Insurance Policy to make sure that the taliban did not come back to power, and provide safe Aichb Haven for isis, Al Qaeda, and other groups. And also the threat of the terrorist government inback stan. For that strategic reason it has been valid for to years. But i think it got lost in the noise of that Nation Building in afghanistan. And now people say after 20 years and billions and billions of dollars spent that Nation Building didnt succeed, so we have no interests and that is simply false. We had a presence in afghanistan to protect american civilians. Not to do Charity Work for the afghanistans. So in hindsight the Original Sin may have been the war in iraq . Perhaps we would have had the political will to do what you suggested . There was a lot of parties involves. Dont think Iraq Distrafficked from afghanistan. I think it was the obama add Administrations Decision to get out in 2011 that may look like the trumpbiden decision to get out of afghanistan in 2021. And it brought isis into such prominence in Syria And Iraq requiring the Obama Administration to go back into iraq. Look the comparison among the difference situations, i think in a Sort Interview illuminates it, but the central question that you have to keep asking is what is Americas Interest at any given time. The answer, i think, is unambiguously no. The reason i ask you is this. We can debate a lot of things about iraq, but our reasoning for going into iraq turned tout be not true, and that made them sour out and have lack of patient in afghanistan. It is like what i say, can you really sit there and just look at a tactical decision in iraq and not look at the basic presence for why we went being wrong and that that ended up impacting the credibility with the american public about afghanistan. Whatever you want to say about the president s about this decision they were both reflecting the will of the country. I dont agree with that point but let me address the mistake made in seeing that we had a Nation Building democracy. Both countries have a democracy, and i believe what they believe in is the american forces advancing clear american national interests. So to the extend that our mission shifted or was explained as having shifted to those objectives, i think it was a mistake. Now let me come back to what the american opinion is. Number one in Foreign Policy and national social security, i think that leaders have to lead the public opinion polls and not follow them, but just recently as this has been happening, there was a morning consult poll that came out august 16th. It was conducted the weekend that the Afghan Army was collapsing, and it asked do you support withdrawal . 49 said yes. Then they asked the question, and if that means taliban comes back to power, whats your view . Support for withdrawal fell to 38 , opposition rose to 45 . Then they asked what happens if our withdrawal means alqaeda could reestablish itself . Opposition road to 48 . The insight is clear if if you ask the kind of freebie question, do you want to get out of afghanistan, its yes. If you say but here is the costs, at least as reflected in that poll the american people made the right choice. No question we had four mt. S in a row that have not, and certainly three previous that had v not articulated a rational in afghanistan like that. Let me ask you this final question in terms of president trump. When you came on board, a lot of people were like wait, youre hawkish, trump is a dove, and you said you will be there to give strategic advice to him. What advice did you give him about how to withdrawal. He wanted to withdrawal and you didnt. Did you give him advice on how to do it even if you were against it . No, i gave him advice on how to maintain, at a minimal, a military presence. Enough to hold on to support other activities that were being under take nn afghanistan. And in order to avoid what i thought would have been the catastrophic consequences of complete withdrawal. I dont think is any question, but i think fundamentally at bottom here what the Trump Administration did here, the negotiating model, they delegitamizing them, they said their efforts are futile, so it was no surprise to me that it collapsed.
